Callous or Coward: Inland Area Mayors Silent on Trump’s Threat to Food Security

D

espite some improvements the area’s poverty rate remains too high. According to California’s Public Policy Institute the poverty rates in Riverside and San Bernardino Counties are 17.6 and 17.2 percent respectively. Many of these individuals and families have working adults in the home, yet limited earnings coupled with the high costs of living leave many of them unable to make ends meet without assistance. Those safety nets include federal and state Earned Income Tax Credits, Supplemental Security Income, Child Tax Credit, Supplemental Nutrition Program for Women, Infants, and Children, CalFresh and others. Without such

expressed “strong opposition to the proposed revision” to the broad-based categorical eligibility requirements of the Supplemental Nutrition Assistance Program (SNAP). The mayors wrote, “[T]his far-reaching executive action will escalate food insecurity and hunger for an estimated 3.1 million individuals - including children, seniors, and people with disabilities in our states, regions and cities nationwide. They further expressed their belief the proposal will not only fuel food insecurity it will

safety nets experts believe the region’s poverty level would increase by 8.6 percent to 26.3 percent in Riverside County and 25.9 percent in San Bernardino County. In July the president proposed far reaching executive action to limit access to food stamps (California’s CalFresh) by eliminating automatic enrollment for poor families who receive welfare benefits. The action will end food assistance to families who qualify for the federal Temporary Assistance to Needy Families program. Experts say this will harm families with children, seniors, and those who are disabled and depend on this food assistance. Mayors across the country have taken a stand against the president on this action. In a letter dated August 21, 2019 under the auspices of the United States Conference of Mayors they

also put children’s health and development at risk by removing their access to healthy school meals. There are further concerns the cuts in SNAP will negatively impact regional and local economies because it will reduce the amount of SNAP dollars entering the economy. At least 70 mayors signed the letter including 11 in California. Unfortunately, not a single mayor from the inland region signed. This is especially disappointing because many of the region’s residents continue to languish at or below the poverty level despite a growing economy. The question is why? Why aren’t local mayors advocating to ensure the food security lifeline these constituents depend on is not eliminated?

Celebrating Native American Day Sacramento – Since 1968 the fourth Friday of every September is recognized and celebrated as Native American Day. On Tuesday, August 20, 2019 with unanimous support of the legislature, Assemblyman James Ramos passed House Resolution 55 in honor of this year’s event. “We can never undo the wrongs inflicted on the people who have lived on this land that we now call California, but we can work together to build bridges, tell the truth about California’s past, and begin to heal deep wounds.” Native American Day coincides with the state’s Indian Cultural Awareness Conference. Cal State San Bernardino has hosted the conference for the past 25 years.

Councilwoman Bessine Richard Seeks Re-election San Bernardino

B

essine Richard who represents the City of San Bernardino’s 6th Ward, has announced she will seek re-election to the city council. Richard, a long-time resident of San Bernardino, was first elected to the council in 2016. She ran on a platform of attracting new businesses and jobs to the West side and expanding employment training resources for local residents; building city county partnerships to fund programs that benefit the entire community; increased educational opportunities for the city’s youth; partnering with church and community groups on the issue of gang prevention; expanded community policing; increased public involvement in Neighborhood Watch; and making city hall more accessible to constituents. Looking toward the future Richard has expanded priorities in alignment with current issues plaguing the community. They include public safety, the growing homeless crisis, the proliferation of illegal pot shops, focusing on violations of bad landlords, and the continued need to attract more jobs to the community.

Happy 107th Birthday “Grand-Ma” Emma Shaw San Bernardino

O

n Saturday, August 10, 2019 more than 100 family members, friends and neighbors gathered at Anne Shirrells Park Community Center in San Bernardino and joined Emma Shaw in celebrating 107 years of life. Born August August 9, 1912 in rural Louisiana, as a child Shaw frequently missed school to help her family pick cotton. She gave birth to 13 children including two who died at birth. According to Shaw, she worked well into her sixties at whatever jobs she could get in places across the country from Louisiana to Las Vegas, Nevada, Palm Springs and San Bernardino. Along the way Shaw helped raise six generations of church and community leaders. Throughout the celebration Shaw sat quietly and attentively on her ‘throne’ (her wheelchair) at a decorated table that soon overflowed with cards, flowers and love. Throughout the event Shaw was responsive to the constant flow of people wanting to secure a photo-record of this moment in her-story. The IE Voice/Black Voice News joins the family and friends of “Grand-Ma” Emma Shaw in congratulating this amazing matriarch on her 107th birthday.

WVWD’s New Chief Financial Officer Explains Questionable Past – Part 1 S.E. Williams Contributor

W

VWD Board members have a history of making questionable personnel choices so when they announced via press release the appointment of Shamindra (Rickey) Manbahal as Chief Financial Officer (CFO) last week, members of the community were curious about his qualifications and background. There is little question Manbahal has the experience, knowledge, skills and abilities to serve the agency as CFO. During his career he has served as Director of Finance and Assistant Financial Services Director for local government agencies including the County of Los Angeles where he worked as an internal auditor. Prior to joining county and local governmental agencies, Manbahal worked in the private sector and served as a controller for a manufacturing company in Southern California. And most recently, he served as Interim Finance Director for Cities through MV Cheng & Associates, a municipal staffing firm. Regarding his appointment by WVWD Manbahal stated, “I am honored to have been entrusted by the Board of Directors to serve as WVWD Chief Financial Officer.” Adding, “I’m looking forward to serving the Board of Directors and the ratepayers of the District.” Manbahal’s appointment, however, was greeted with wary skepticism when a blip in his employment history came to the fore. During his time as CFO for the City of Hawthorne he was caught up in a scandal involving the city’s former

mayor and city manager. Hawthorne’s former mayor, Chris Brown, was elected in November 2013 and was roundly ousted by voters just two short years later in November 2015 after running the city into near bankruptcy and facing ongoing personal financial turmoil. According to reports while mayor, Brown worked closely with City Manager Michael Goodson on budget issues and the two purportedly masked a structural budget deficit while simultaneously advocating for increased spending. While the budget deception was in process according to reports by the media, including the Daily Breeze who wrote, “the mayor Ricky Manbahal faced evictions proceedings three times for nonpayment of rent and also faced legal action stemming from other debts, including to a charter air service, a bank and his former campaign consultants.” The mayor’s humiliating defeat in 2015 (he received only 21.9 percent of the continued on page 17

Newsom Signs Groundbreaking Use of Force Law Sacramento

O

n August 19, 2019 Governor Gavin Newsom signed AB392 know as the Use of Force Bill. The legislation modernizes existing use of deadly force standards to provide that deadly force may only be used when necessary. With the signing of the bill California now has the strongest use of force laws in the country. The law also requires officers to use other techniques to address threats instead of using deadly force when it is safe to do so. This will encourage officers to train on and use deescalation techniques like verbal persuasion and other crisis intervention techniques. The new law makes it clear that a peace officer is justified to use deadly force only when he/she reasonably believes based on a totality of the circumstances, that deadly force is necessary based on one of two reasons. Either to defend against an imminent threat of death or serious bodily injury to the officer or another person;

Redland’s La-Z-Boy Factory Closing, Hundreds of Jobs will be Lost

The tribute will celebrate the incredible impact of African American contributions as they relate to this year’s fair theme—Pop Culture! “Jean Luc Basquiat, Lebron James, Miles Davis, Grace Jones, Duke Ellington, Beyonce, Spike Lee, Diana Ross, Prince, there is no doubt that the African-American community has had profound impact on all aspects of pop culture from art to film to fashion to sports to music,” said CEEM’s CEO Kyle Webb. “CEEM is proud to continue our partnership with the LA County Fair to offer the community a fun and interactive experience that will celebrate our rich pop culture heritage, offer a path forward by seeking creative ways to continue to disrupt the culture, shine a light on our experiences, and further CEEM’s mission to build wealth within

Redlands - La-Z-Boy Inc. has announced plans to move its Redlands manufacturing plant operations and disperse them to other North American facilities. In the process, about 350 inland area jobs will be eliminated. In a statement La-Z-Boy Chairman, President and Chief Executive Officer Kurt L. Darrow said, “We regret the impact these actions will have on those employees affected and will provide outplacement assistance during the transition period. We greatly appreciate the contribution of each employee and thank them for their years of dedicated service.” La-ZBoy Inc. is one of the world’s leading residential furniture producers.

Remarks for San Bernardino Mayor and Members of the City Council

T

he City of San Bernardino hired its first police chief in 1905 and in the 114 years since, 38 men have served the city in that role—all but one of them were White. This seems to be a patterned, pre-planned exit for the city’s Chief of Police as it has occurred several times in the last 25 years. We already know how this is going to play out. The city manager will recommend the chief’s replacement be the current acting chief of police while also declaring it will be in the best interest of the city for there to be continuity in the department. This contrived replacement process has facilitated a form of systemic discrimination against Blacks and Latinos who are qualified and might seek the position but are prevented

from applying and thus locked out of consideration because of this specifically tailored and questionable method of selection—the City of San Bernardino must stop this. I will take my concerns to any agency or organization that will listen. Agencies like the California Department of Fair Employment and Housing (DFEH), the Equal Employment Opportunity Commission (EEOC); organizations like National Association for the Advancement of Colored People (NAACP), Mexican American Legal Defense Fund (MALDF), Westside Action Group (WAG); other state/federal agencies and civil rights organizations as well as news outlets willing to publish my concerns. When I look at the history of employment practices in this city it makes me very angry and it should make all taxpayers in San Bernardino feel the same way. The city has had 38 police chiefs since 1905 (114 years) and all of them were White men except for Ben Gonzales, a Latino who served between 1981 and 1985. Yet, this is not the only way the department

has failed to advance minorities. The record speaks for itself. In 114 years, only one Black was promoted to the position of captain, Ted Henson; fewer than four Blacks has been promoted to the rank of lieutenant; no more than two Blacks promoted to the rank of detective; and just five Blacks promoted to the rank of sergeant. Despite the departments recent flurry of minority promotions, Shauna Gates was promoted to lieutenant last year, and two Blacks and two Latinos were promoted to sergeants last month, more must be done. The police department hired its first Black officer, Johnnie Epps, in 1947 but appears to have done very little since to support the career advancements of Black and Brown officers. We know Black lieutenants Travis Walker and Dario Robinson left San Bernardino and became chiefs in Cathedral City and Cal Poly Pomona. This is a shameful record for a city of this size—it is past time for the police department and for the city to do better. In its 114 years, the city has hired one

an Bernardino hired its first Black police officer, Johnnie Epps, in 1947. We will never know what aspirations he held for advancement in the department as he died in a tragic auto accident in 1950. What we do know however, is for Black and Brown police officers, diversity has its limits when it comes to promotions. Had Epps lived he might be surprised and disappointed to learn in the 72 years since he broke the color barrier in the San Bernardino Police Department there has been minimal progress relative to equality of opportunity for people of color in the agency. The history and reputation of San Bernardino’s Police Department is less than stellar in this regard so when Police Chief Jarrod Burguan announced his retirement recently members of the community were naturally curious regarding who would be tapped to replace him. Burguan who served the department for 27 years and was celebrated for the role he played in coordinating the police response to the terror attack on December 2, 2015. This past January he had knee replacement

During his absence, Eric McBride has served as the city’s acting chief, so it was not surprising when the department announced McBride would continue in that capacity until a new Police Chief was identified. This decision prompted a few questions. Firstly, what process will the city follow to find a permanent replacement? If the decision is made to permanently appoint McBride to the position is the city following a pattern that allows it to name someone like McBride to an acting role in order to best position him for a permanent promotion to chief? Finally, does this vacancy present an opportunity for a minority to apply and be appointed to the position?

of the selection process and what guidelines the city has established for executive recruiters to guide their recruitments efforts—there is no way of knowing whether the selection process will be fair and transparent because, as Ledoux explained, “There are no guidelines for hiring a Police Chief. It’s the City Manager’s discretion on whether to recruit or hire from within the organization.” Although Ledoux is new to her role as City Manager a written explanation of her job duties includes her being, “the appointing authority and supervisor for most of the city’s department heads.” Even so, many believe there should still be a documented and transparent process to

We won’t unlock the full potential of the workplace until we see how far from equality we really are.” In an exclusive exchange with the city’s newly appointed city manager, Teri Ledoux, she confirmed there is no decision regarding how long McBride will continue to serve in the acting role. “There is no end date for “Higher Acting” as a department head,” she explained. “It ends when the position is filled.” Ledoux could not or would not provide additional clarity regarding when the city would open the police chief position to the general public for competitive, qualified candidates to apply. In addition, when asked whether there would be a delay in the city beginning its search for a new chief and if so why? Her response to this question was an ambiguous. She stated, “[That is] to be determined.” According to Ledoux, “Executive hires are generally completed by using an outside executive recruiter unless the city manager identifies and promotes a qualified employee within the organization.” However, for constituents who are wondering about the fairness and transparency

- Sheryl Sandberg guide the appointment of a new chief. For a city manager to have such discretion in this regard is ominous. Police chiefs wield such authority over the communities they serve many believe their appointments are worthy of a deliberative process that extends beyond subjective and preconceived selections. The last time the city conducted an official search to fill the position of police chief was when Chief Robert Handy was hired in 2011. In October 2013 Handy announced his departure and in December 2013 Burguan was appointed Interim Police Chief by Mayor Patrick Morris prior to his appointment as Police Chief by Mayor R. Carey Davis in March 2014. It appears serving as acting chief gave Burguan an advantage when it came to filling the position permanently. The search process to fill such a position can take a few months, but apparently not for the City of San Bernardino. Burguan was permanently appointed within two months and it now appears McBride is being positioned to become Police Chief in the same

manner. The inland region has witnessed a similar approach taken by the San Bernardino County Sheriff’s Department with a slightly different twist. When the San Bernardino County Board of Supervisors appointed John McMahon assistant sheriff to succeed Sheriff Rod Hoops who retired December 31, 2012 some cried foul. Afterall, Hoops was re-elected in 2010 and was only half-way through his new term. There were allegations shortly after his re-election in 2010 that Hoops would not serve his full term— he already had plans to take a new position in Washington, D. C. As suspected, two years into the new term Hoops announced he would retire and recommended McMahon be appointed to complete the remaining two years of his term. This gave McMahon an unparalleled advantage over any competitor during the 2014 election cycle. Afterall, for two years before the election he had an opportunity to serve in the role, his name became synonymous with sheriff in San Bernardino County and he benefited from press coverage during that two-year period. Perhaps the McMahon scenario might not have raised as much suspicion and speculation had an almost identical scenario not benefited Hoops and resulted in his appointment as sheriff

before McMahon. Hoops became sheriff of San Bernardino County in January 2009 when his predecessor, Gary Penrod, chose to resign as sheriff midterm. Hoops was then able to run as an incumbent and was elected in his own right in November 2010. Like McMahon, Hoops benefitted by serving in the role as an appointee for nearly two years and benefitted from the name recognition and the media coverage that comes with being an incumbent. This gave him a definite advantage over the competition during the next election. In all these instances the city and county have found ways to successfully work their will to assure selection of their candidate of choice to fill the top law enforcement positions within their jurisdictions without opening the opportunity to other qualified and competitive candidates. These workarounds appear to avoid a fair and transparent selection process that could create opportunities for candidates of color. Changing demographics have laid the foundation for greater representation of the citizens being served by these high-profile positions. The City of San Bernardino now has an opportunity to do just that and the first step would be to open the search and selection process in a way that is fair and transparent.

This is especially warranted considering the city’s abysmal record regarding opportunities for minorities in the police department. In the department’s 114-year history there have been 38 police chiefs—not one of them were Black and only one Brown person has ever served in that capacity. When this is considered in context of other shortcomings of the department and the limited promotions given to minorities whether to fill positions as captain, lieutenant, detective or sergeant, the number of Blacks promoted to these positions in the department’s 114-year history combined total less than a dozen. It is incumbent on city officials to assure the selection/appointment process to fill the position of police chief is fair. In other words— impartial, honest and free from self-interest, prejudice, or favoritism. San Bernardino’s police department has a long way to go before the make-up of its officers reflect the demographics of the city and even further to go for the department’s leadership to do the same. This agency is far behind the city’s demographic curve and it appears city and police officials remain reluctant to make any progress on this issue without a demand from members of the community.

Black city manager, Charles McNeely, and not a single Latino has had an opportunity to hold the position. In addition, there has never been a Black or Brown assistant city manager; nor, has the city hired or promoted a Black or Latino to lead the Public Works Department. When city leaders had the opportunity to correct this horrible record of systemic discrimination they opted instead to replace one White female with another White female without even opening the positions of city manager or assistant city manager for competition internally or from the public. I have heard from some city employees who claim managers are telling Black employees the city does not have to practice Affirmative Action anymore since the passage of Proposition 209 in 1996; but as you can see from the information provided here, it is questionable whether the city’s police department “ever” practiced Affirmative Action at all, thus making the city complicit in this failure. I also want to remind city administrators that the passage of Proposition 209 did not circumvent Federal law nor give license to discriminate against people because of their race, color, gender, religion or other protected classes. To borrow a quote from Winston Churchill, “The truth is incontrovertible. Malice may attack it, ignorance may deride it, but in the end, there it is.”

In late May 2015 the Hawthorne City Council fired Goodson for improper expense spending and city-funded travels. At the time, several residents also called for the mayor to resign as media reports revealed, “30 trips [the mayor purportedly] took during his first 16 months in office, and more than $23,000 in flights, hotels, transportation and meals.” Goodson accompanied the mayor on many of these trips at the city’s expense. Manbahal was hired by the City of Hawthorne in June 2014 to serve as CFO and left the city in May 2018. At the time of his departure it was widely reported he was fired by the city for his failure to disclose a $25,000 loan from the city in 2014.

Is it that they are afraid of speaking out against their party’s leader? Is it because they are callous and lack compassion for the least among us? Are they unaware of the impact this loss will have on the local economy? According to economists, every five dollars spent in food stamps generate nine dollars of economic activity. Once again, the president has threatened to use his executive power to the detriment of many. The mayors addressed this when they wrote, “Executive action should not be used to hurt individuals, families and communities; and we urge you to abandon this proposal.” Research shows that many children who do not have enough to eat wind up with diminished capacity to understand and learn. Sadly, children do not have to be on the brink of starvation for this to happen. Experts say mild undernutrition like the kind common among poor people in America—can cause it. I do not believe mayors in the Inland Empire are calloused and do not care about those in the region who depend on SNAP/CalFresh, so I am calling on mayors across the inland region (and supervisors too) not to be cowards. Instead, find the courage to stand with those in need and join the 70 mayors across the country in rebuking the president’s proposal. Your silence on this issue does not serve the working poor, children, elderly and disabled in this community. Of course, this is just my opinion. I’m keeping it real.
