Skilled nursing facility outreach and support (SOS) team and personnel from Vista Pacifica skilled nursing facility. The SOS teams made their 1,000th visit to a group care site on Thursday, August 27.

Riverside, CA - A special team of county and private emergency workers reached a milestone on Thursday, August 27, 2020. The Skilled Nursing Facilities Outreach Support (SOS) teams conducted their 1,000th visit at a licensed group living facility, providing educational training, equipment, and behavioral health support. The concept behind the SOS teams was aimed at preventing a situation that occurred earlier in April when the Magnolia Family and Rehabilitation Center, a skilled nursing facility in Riverside, could not continue functioning after employees did not show up to work. The facility was evacuated on April 8 and reopened July 17.

Gov. and Lawmakers Cut Last-Minute Deal for Renters Before Evictions Resume Sept. 2 Antonio Ray Harvery California Black Media
T
he clock was ticking as California Gov. Gavin Newsom and lawmakers circled up to cut a deal to save the state from the wave of evictions they expect would happen when the state’s moratorium on evictions ends this week. This past weekend, Gov. Newsom, Senate President pro Tempore Toni G. Atkins (D-San Diego), and Assembly Speaker Anthony Rendon (D-Lakewood) reached agreement on Assembly Bill (AB) 3088. AB 3088 bill would enact the COVID-19 “Small Landlord and Homeowner Relief Act of 2020 (called the “Homeowner Act” for short). It would prevent mass evictions of California tenants who have not been able to pay their rents since March due to the impact of the coronavirus pandemic. “The agreement protects California renters with COVID-related economic hardship by eliminating the possibility of eviction from March 2020 through Jan. 31, 2021, so long as the tenant makes certain declarations and partial payments going forward. Tenants are still responsible for repaying unpaid rent eventually, but it can never be the basis of an eviction,” Newsom said in a written statement. AB 3088 is co-authored by Assemblymembers David Chiu (D-San Francisco) and Monique Limón (D-Santa Barbara) along with Senators Steven Bradford (D-Gardena) and Anna Caballero (D-Salinas). The governor said the agreement also protects small property owners from foreclosures by expanding the Homeowner Bill of Rights to cover adjustments like some mortgage forbearances on all properties from single-family homes up to four units owned by small landlords. Over 2.8 million Californians were unemployed in June and about 1 million renter households in the state have experienced a job loss as a result of the economic impacts of COVID-19, according to the Terner Center for Housing Innovation (TCHI). According to TenantsTogether.org, more than 16 million people in California are renters,
and 64% of California’s estimated 2.3 million African American population are people who pay to occupy housing they do not own, whether it’s an apartment or house. Gov. Newsom first issued an executive order on March 27 banning the enforcement of evictions for renters affected by COVID-19, and then extended that moratorium in early July until this week’s deadline. It prohibited landlords from removing tenants for non-payment of rent and halted evictions by law enforcement or courts. Proceedings to remove people who owe back rent are scheduled to resume Sept. 2. Responding to thousands of comments from tenants who fear homelessness to small landlords who face losing their livelihoods or fear bankruptcy, the Judicial Council and California Chief Justice Tani G. Cantil-Sakauye provided more time for the governor and the legislature to develop and enact policy that would give affected Californians a lifeline. Their intervention could prevent the state’s homelessness crisis from getting even worse and save the real estate investment business from crashing. Toyin Dawodu, a property owner in Southern
California, says his livelihood is being threatened by a renter who has “become a nuisance.” The occupant in Dawodu’s four-bedroom home in Riverside County’s Cathedral City has not paid rent since November 2019, he told California Black Media (CBM). But Dawodu says he has been making mortgage payments and home association fees, totaling north of $2,500 each month, for nearly a year now. The renter was already living in the home when he purchased the property, according to Dawodu. After becoming the owner, he says he gave the person a legal 60-day notice to vacate the home on Jan. 25 of this year. But then the COVID-19 pandemic worsened in the United States about a month later. Since the governor signed the moratorium on evictions, Dawodu said he has still met his mortgage obligations, but he has not been able to evict the tenant. Dawodu says any state legislation or federal order that protects renters has to include relief for landlords as well, arguing that people who rent houses help to strengthen local economies and ease the shortage of affordable housing in the state. continued on page 14

His story is not too dissimilar from that of 47-year-old elementary school teacher Abebi Bain who learned the foods she was eating aggravated her asthma and allergies. Most recently we bore witness to Black athletes truly stepping into their own power when they halted all professional sporting events. What was most remarkable was it not only involved football and basketball players, but it crossed all major sports, all athletes regardless of colors and both male and female athletes. These professionals said in one voice, ‘No more!’ For Blacks who have grown weary this action offered a beacon of light in a long history of darkness. I say this because history has taught us the powerful role cultural change has in shaping political change. The historic action of these athletes was further buoyed by the full-throated support of some coaches and owners.

The action came at a time when America was once again forced to bear witness to another brutal shooting of a Black man—in the back—by police, this time in Wisconsin. Then, almost as if to flaunt how little they value Black lives, police drove by with disinterest as Black protesters shouted at police officers while pointing at a young White man strolling by with an AK 47 hanging from his shoulder, to make them aware the White man with the gun had just shot someone. One officer, according to reports, even served the shooter a cool glass of water. In addition, although the man with the gun clearly looks underage, he is only 17, he slowly strolled past several police vehicles filled with officers. He was never challenged by police about the shooting or the weapon he carried. They eventually got around to arresting him the following day for killing two protestors and
injuring another. I have one beautiful son, two loving grandsons, a wonderful stepson and more than a dozen other Black men in my extended family in addition to a host of close friends. I do not live focused on the dangers they must navigate as Black men in America. But as a Black mother, grandmother, aunt, and friend it would be disingenuous for me to deny the reality of their vulnerability never being far from my mind— there is a nagging lamentation that reminds me every single day—Black men are not safe in America. Of course, this is just my opinion. I’m keeping it real.

f you have declined to wear a face mask during the COVID-19 crisis, you might want to reconsider, as the smoke from over 300 wildfires chokes people across central and Northern California. But you are going to have to think a little more about what kind of mask is best. The fires have spewed toxic substances far and wide, raining ash across the region and leaving an acrid brownish-gray haze. Air quality in much of the Bay Area was the worst in the world for a few days this week. And fire season is only just beginning. The biggest health risk: tiny particles, less than 2.5 microns in diameter, that make up 80% of wildfire smoke. They can enter the bloodstream through the lungs, damaging the airways and the heart. The risks are greatest for the old and very young, and those with preexisting heart and lung

conditions. The best defense against the smoke is simply to stay inside. “If you don’t have to go out, don’t go out,” says Dr. Mary Prunicki, director of air pollution and health research at Stanford University’s Sean N. Parker Center for Asthma and Allergy Research. She advises keeping doors and windows shut and using an air purification device to filter out the smoke particles. And refrain from strenuous exercise. “You have permission to be a couch potato,” says Anthony Wexler, director of the Air Quality Research Center at the University of CaliforniaDavis. If you must be outside for any extended period, you should cover your face — and that’s where the convergence of COVID-19 and wildfires poses challenges, though not insurmountable ones. August 28: A Pivotal Date in the History of Black People
Black Panther’s Chadwick Boseman’s death adds to the historical date’s impact on Black history Yera Nanan | Contributor

lack History Month and the celebration of Juneteenth are times each year when African Americans recognize milestones in their history and celebrate Black achievements, both past and present. These occasions are also ideal opportunities for other Americans to learn about the historical context of Black people, how they have contributed to the country’s history and its progress as a nation. One important date in the history of Black people, however, continues to float under the radar even though many important events have occurred on this date which impacted the Pan-African demographic--the date is August 28. August 28 has been notorious in Black history for hosting memorable events that, in some instances, were uplifting and, in others, depressing. On August 28, 1833, slavery was abolished in the United Kingdom
(U.K.) when the British government decided to use money from its internal budget to buy the freedom of slaves in the country. BBC.com reported the U.K. abolished slavery 32 years before the United States and helped fuel the fire for individuals in America to fight for civil liberties. Fast forward to the 1950s, when racial tensions were high and the Civil Rights movement was born, another historical event occurred on August 28 of this decade. In 1955, Emmett Till was murdered by J.W. Milam and Roy Bryant, because they believed Till had flirted with Bryant’s wife at a county store in Money, Mississippi. Till was kidnapped, brutally beaten, shot and then tied to a 75-pound cotton gin fan. His body was later found floating in the Tallahatchie River.

Black music has always been the heartbeat of America as once again proved true on August 28, 1961. After securing a small loan from his family, former boxer, record store owner and founder of Motown Records Berry Gordy Jr. released his company’s first big hit “Please Mr. Postman '' sung by the Marvellettes. Motown went on to produce chart topping music performed by some of the most prominent artists of the era including Diana Ross and the Supremes, Smokey Robinson and the Miracles, Marvin Gaye, Stevie Wonder, Gladys Knight and the Pips, the Temptations and many, many others. There is little question Motown defined American music in the 1960s. Another “good” that occurred on August 28 was the March on Washington in 1963. More than a quarter of a million demonstrators gathered in front of the Lincoln Memorial in what was called the “March on Washington for Jobs and Freedom.” Rev. Martin Luther King delivered his now famous “I Have a Dream” speech which left an impact on the movement for civil and human rights not only for Black people in America but for oppressed peoples around the world. Also speaking at the 1963 March was a young freedom fighter named John Lewis who was moved to civil action by the murder of Emmett Till. The youngest to speak that day, Lewis said, “My friends, let us not forget that we are involved in a serious social revolution. By and large, American politics is dominated by politicians who build their careers on immoral compromises and ally themselves with open forms of political, economic, and social exploitation.” For many, Lewis’ comments still ring true today. Interestingly enough, on August 28, 2008, Barack Obama gave his acceptance speech for the Democratic nomination at the Democratic National Convention in Denver, Colorado. He was the first African American presidential nominee to be selected by the Democratic Party, beating out New York Senator, Hillary Clinton. On August 28, 2020 thousands of Americans once again gathered at the Lincoln Memorial in Washington, D. C. before marching to the Martin Luther King Jr. Memorial. This year’s theme “The Commitment March…Get Your Knee Off Our Necks,” was to bring further attention to the continuous string of deadly killings of Black men and women; and to demand America fulfill the promises made to Black people at Emancipation

S T O R Y which included full citizenship and all that it entails—promises that remain unfulfilled. Marchers also called for passage of two pieces of legislation important to the Black community. They include the George Floyd Justice in Policing Act and the John Lewis Voting Rights Act. “The (2020) Commitment March…Get Your Knee Off Our Necks” now takes its place on the list of important events in Black history which occurred on August 28. August 28, 2020 will also be marked for the loss of Black America’s most beloved superhero. Black Panther star Chadwick Boseman lost his battle with colon cancer. During his career Boseman also played a number of roles honoring the lives of other Black icons like Thurgood Marshall, Jackie Robinson and James Brown among others. The release of Black Panther was a pivotal moment in Black culture. “You might say that this African nation is fantasy,” Boseman, who played the Black Panther T’Challa in the movie, told a Time Magazine reporter. “But to have the opportunity to pull from real ideas, real places and real African concepts, and put it inside of this idea of Wakanda—that’s a great opportunity to develop a sense of what that identity is, especially when you’re disconnected from it.” For many in the African Diaspora, the movie Black Panther was more than a movie. It was a revelation, an empowering vision of a
brilliant and mighty people. It inspired Black children and youth as the first high-profile Black superhero whose story centered in an imaginary place called Wakanda, a strong Black country with the most sophisticated technology on earth. Boseman’s loss on August 28, 2020 is ironic not only because it occurred on this date, but especially because the role he played as the first Black superhero seemed to weigh especially heavy because it occurred at a time

in American history when Blacks are being assaulted on all fronts whether it is the impact of COVID-19, death at the hands of police, or the economy. Reflecting on the meaning of August 28 Professor Ervin said, “It is the time of year where we move from one phase of things into the next phase. Maybe all of these events are greater indicators of change happening around this time.” When the National Museum of African American History and Culture opened in Washington D.C. in 2016, famed director Ava DuVernay debuted a film titled, “August 28: A Day in the Life of a People.” On her website, DuVernay shared what motivated her to write, direct and produce the film. “I chose to focus on a date that has fascinated me for years. In my eyes,” she explained and added, “August 28 tells so much about Black history through the lens of one date.” Yera Nanan is a graduate of California State University, San Bernardino with a Bachelor of Arts in Communication Studies. Diabetics like Fowler report their blood sugar levels were lowered. According to Fowler, his sugar levels have improved so much his doctor has already eliminated one of his diabetes medications and may reduce the second one, he explained. Since the COVID-19 pandemic began, more members are tapping into Wellvolution, which launched little more than a year ago. “Engagement has spiked as much as 10 times compared to before the public health crisis, and in March 2020 the program had the highest account creation since June 2019,” Blue Shield officials reported. More than 23,500 members have enrolled in the redesigned Wellvolution plan in the last year including 200 in the inland region. Customized programs and digital coaches are available to most Blue Shield members with their benefit plan at no additional cost. Describing how Wellvolution provided relief and solutions to her weight gain, sleep apnea and acid reflux Bain explained, “[O]nce I started using the Betr Health app, I discovered how to eat the right foods for my body and avoid ‘triggers’ that caused problems.” As further evidence of the program’s benefits

Bain added, “I lost 23 pounds in my first month, my sleep apnea disappeared, and my asthma, allergies and acid reflux were under control. I haven't taken any of my medications in over seven months, and my stress levels are way down.” Bain’s weight loss reflects the experiences of other participants in the Wellvolution program. Members said their top reason to join Wellvolution was to lose weight, with about 13,000 participants reporting they lost a total of more than 83,000 pounds in the first six months of starting the program. Other top reasons for joining Wellvolution were to move more, reduce stress and eat more healthily. The average age of participants was 49 with the largest age group between 50 and 59 years old. Women outnumbered men (72 percent vs. 28 percent) in the program’s first year. "We know that people want options in improving their health, depending on their personal preferences," said Bryce Williams, vice president of Mind Body Medicine at Blue Shield of California. "Wellvolution puts members at the center of its program and lets them choose the direction they want to take." Since the COVID-19 pandemic, more members are tapping into Wellvolution. Engagement has spiked as much as 10 times compared to pre-pandemic levels according to Williams, and there has been a significant increase in communication between members and their digital coaches online. “Our providers quickly pivoted when the pandemic began and have adapted their strategies and approaches to address the reality of being indoors for hours each day and with potentially limited access to fresh foods and outdoor exercise,” Williams said. and blue surgical-style masks that many of us wear in public to prevent spreading the coronavirus are not particularly useful against smoke, though they can provide some protection, research has shown. Cloth masks reduced airborne particles by 57%, according to one study. Another study showed that surgical and homemade masks reduced particle concentrations fourfold and threefold, respectively. That compares with a hundredfold reduction by N95 filtering facepiece respirators, commonly known as N95s. The number 95 signifies that they filter out 95% of particles. “The N95s are great, if you can get your hands on one,” says Wexler. And therein lies the rub. Huge demand for N95 masks among health care workers on the front lines of COVID-19 led to supply constraints in the spring that continue this summer. “We are extremely concerned about the availability of N95 masks,” says Gail BlanchardSaiger, vice president of labor and employment at the California Hospital Association. Administrators at one hospital recently told her they had not received a single shipment of N95s since March. Another said their hospital had 350,000 N95s on back order and were lucky to get 200 a month. I conducted a (very unscientific) survey of my own, calling four hardware stores and five medical supply stores in Southern California, where I live, to ask if they carried N95s. None of the hardware stores and only two of the medical supply stores did. If you do get hold of some N95s, be aware that they work properly only with a tight fit against your skin, providing a seal that minimizes leakage. They will likely be too big for children, and if you have facial hair it will interfere with the fit. The tight fit of a properly functioning N95 means it is uncomfortable, “so you’re not going to wear it a really long time, because it’s going to be really annoying,” Wexler says. If you have a chronic respiratory condition such as asthma or COPD, check with your doctor before wearing a mask. alifornia Gov. Gavin Newsom signed Senate Bill 793 into law on Aug. 28. The legislation is one of the country’s strongest restrictions on flavored tobacco. The bill makes it a crime for any retailer or individual to sell a flavored tobacco product or any tobacco product flavor enhancer in the state. Violation will be punishable by a fine of $250 for each infraction. The Centers for Disease Control and Prevention website provides filtration efficiency reports on a large number of N95 and KN95 respirators. You might also consider insertable PM2.5 filters, designed to fit inside cloth or surgical masks. You can buy them online; they are abundant and inexpensive. The downside is that it may be difficult to get a tight fit, so there could be leakage. They are “not as good as the real thing, but way better than nothing,” says Wexler. If you want to go Darth Vader, and a bit more upscale, check out elastomeric respirators — tight-fitting rubber or silicone masks that come with filtration cartridges and offer protection at least equivalent to an N95 and, in some cases, better.
They also have exhalation valves, which makes it easier to breathe. But here’s the problem with that: You expel respiratory droplets. Great for coping with smoke, but potentially risky for those you encounter in the midst of a pandemic. Like the N95s, their tight fit can make them hard to wear for long periods of time — especially in high heat. I am insulted that the tobacco industry would make an effort to have us believe that mentholated cigarettes are a part of Black culture,” she said. “Someone wants to save us and our children and finally focus on African Americans.” Some individuals and organizations opposed to the bill say they are concerned about the bill’s narrow focus. While menthol cigarettes are included in the ban, shisha tobacco -- used in hookah water pipes, premium tobacco, and loose-leaf tobacco -- is exempted. The Law Enforcement Action Partnership (LEAP) and the National Organization of Black Law Enforcement (NOBLE) say the bill is
discriminatory because merchants will continue to sell some other adult tobacco products that are not popular among African Americans and other minorities. In addition, other opponents of SB 793 say the new law could possibly start a new wave of illegal activities, such as the underground sales of the banned products out of “backpacks or the trunk of a car,” said representatives of Consumer Advocates for Smoke-Free Alternative Association (CASAA). “While activists are claiming victory, California residents already know that the foundation of an informal nicotine market is already in place,” CASAA said in a written statement after Newsom signed the bill. “It is not beyond the realm of possibilities that young
people, those whom this legislation is supposed to protect, will now have more access to products intended for people who smoke.”
