One Black School Superintendent Failed to Meet Expectations
D uring his eight year tenure as superintendent of the Victor Valley Unified High School District Dr. Ron Williams was singled out for several individual honors. He was named superintendent of the year in 2019 by the California Association of AfricanAmerican Superintendents and Administrators (CAAASA) in 2019. In 2017 he was recognized by by the Association of California School Administrators in San Bernardino and the national School Superintendents Association also identified Williams as a finalist for a national superintendent of the year award.
Under Williams’ leadership the district reported an increase in student enrollment, new school facilities were built and it boasted of receiving several awards including a National Blue Ribbon Award, three California Distinguished School Awards, three California Pivotal Practice Awards and three California School Boards Association Golden Bell Awards. But beneath the shadow of the highly accomplished superintendent and the district’s shiny veneer something was rotten in the classrooms and hallways of schools in the Victor Valley Union High School District (VVUHSD).

Bivalent booster recommended for all eligible “As we head into fall and begin to spend more time indoors, we strongly encourage anyone who is eligible to consider receiving a booster dose with a bivalent COVID-19 vaccine to provide better protection against currently circulating variants,” said FDA Commissioner Dr. Robert M. Along with the other technology onboard their submersible ship, designed and piloted by Victor Vescovo, Wright’s colleague who completed the expedition with her, Wright also brought along styrofoam cups as she often does on deep sea expeditions. The cups shrunk to the size of a finger knuckle from the pressure of the nearly seven mile deep dive. She says that the common item– turned trinket– makes for a great souvenir. Wright keeps one on her desk at Esri. “I’ve been asked a lot about the significance of being the first Black person [to complete the Challenger Deep dive]. And I know for me it is to be able to see other women doing science,” Wright said. “Because growing up, there were no other Black women in oceanography.” Growing up, Wright was encouraged by Mae

Wright resides in Redlands where she is Chief Scientist at Esri. Esri is a leading developer in geographic information system (GIS) software, location intelligence, and mapping. Wright has played a critical role in integrating GIS technology to ocean and coastal science, where she worked to create the first ocean GIS data model. Wright says that these maps are developed using soundwaves. “Basically, what the instruments do is they measure the amount of time that it takes for these [sound] pulses to go down to the bottom [of the sea] and come back,” explained Wright. “The amount of travel time is converted to a distance, so that's where we get the maps of the topography.”
Challenger Deep: Dr. Dawn Wright Makes History as First Black to Explore Deepest Known Point in Earth’s Seabed
D r. Dawn Wright made history this summer becoming the first Black person to descend to the deepest known point in the earth’s seabed, a trench known as the Challenger Deep. To complete the dive, she traveled from her home in Redlands to the Mariana Trench, a territory of the Federated States of Micronesia, in the western Pacific Ocean. Wright says that the Challenger Deep is important for the region, particularly its’ home Palau, a nation of over 500 islands. “A lot of people in Palau don't realize that they have this deep ocean trench within their territory. It would be like those of us here in the U.S. not realizing that we had a Grand Canyon.”

he University of California Riverside’s Center for Healthy Communities (CHC) hosted the first town hall of many on the topic of long haul COVID-19 on August 30 at the Barbara and Art Culver Center of the Arts. The first town hall in a series to focus on symptoms of long haul COVID, the presentation was moderated by Michelle C. Burroughs, director of CHC. The event featured presentations by Dr. Marshare Penny, Deputy Director of Public Health at Riverside University Health

Some individuals report experiencing long COVID for two months after they recovered from the initial infection while others can experience long COVID for a longer period of time. During her presentation, Dr. Penny stated that among the estimated 213,000 who suffer from long COVID in Riverside County, 8,000 identify as Black. Black Long Haulers feel unheard Kevin Booker explained that he initially contracted COVID-19 and then experienced COVID-related pneumonia one month later, which lasted about four months. Booker explained to Dr. Penny that he has been unsuccessful in getting his doctor to understand his symptoms and address his health concerns.

In July 2021, long COVID was recognized as a disability under the Americans with Disabilities Act. The Department of Health and Human Services issued a guidance that details why long Booker shared a row along with his wife, Denise Booker, who explained that they both contracted the delta variant and had fevers of 103 in 2021. She explained that there is now a diagnostic code for providers to clinically diagnose Long COVID now
As more information is learned about long COVID, Riverside County has worked to understand who is impacted by conducting post-COVID follow up calls to individuals who reported positive COVID-19 test results. There is currently no medication that specifically treats long COVID, but those who are experiencing long COVID can find support and resources by visiting the county’s resource page.

The Bookers are not alone in feeling unheard or dismissed when it comes to having a provider recognize and acknowledge their symptoms as long COVID. Black female long COVID activists like Chimére L. Smith from Maryland and Yvonka Hall of Ohio are fighting for recognition of long COVID among Black communities.OnAugust 24, 2021, the American Academy of Physical Medicine (AAPM&R)Rehabilitationandreleased the first dashboard that displays how many millions of Americans are estimated to be experiencing long COVID symptoms.AAPM&R estimates are developed based on the assumption that 30% of the population who survived an initial case of COVID-19 suffers from long COVID. They estimate that more than 27 million Americans suffer from long COVID. California has the highest estimate of long COVID cases among the states with an estimate of three million.Being your own best advocate for long COVID itofadvocateabouthaulattendedmembersCommunitycarewhothetownhadquestionshowtheycanonbehalfthemselveswhencomestohaving providers acknowledge long COVID. “There are not a lot of long COVID providers. That’s the unfortunate reality today. But we are getting better,” Dr. Penny acknowledged. However, she encouraged members of the audience to seek a second opinion from other providers, ask questions and keep documentation about visits and testing. During the presentation Dr. Penny and Whitmore also addressed misinformation about COVID-19 boosters and vaccines that audience members may have received. Both public health officials emphasized the importance of getting a booster shot, regardless if an individual has contracted COVID-19 or not. Whitmore recommended that people continue to wear masks and practice good hygiene to reduce the likelihood of contracting COVID-19 and therefore contracting long COVID.

Many of the violations occurred due to the VVUHSD participation in the county’s “CleanSweep” program facilitated by the San Bernardino County Sheriff’s Department. The disciplinary program impacting several schools across the county was suspended September 1 and is under investigation by the U.S. Department of Justice. However, that was not the only issue. The district also over-disciplined Black students for minor infractions like being too loud, inappropriate behavior, dress code violations and truancy.
In reality members of the Black community expect no more from our Black leaders than we do any leader–to serve with integrity to push through barriers of structural and institutional racism so that everyone, regardless of race, creed or color is treated fairly. The Black community only expects of Black leaders what we expect of other leaders. If Williams’ tried and failed in his efforts to prevent such racist treatment of Black students entrusted to his care, then kudos to him. But, if he was trying to do what was right and was being sabotaged, why didn’t he administer discipline, reach out for assistance, and blow the whistle?

The OCR also discovered even when white students were disciplined, their punishments were far less severe than those administered to Black students.Meanwhile, Momon has acknowledged the district's disciplinary practices were unfair to Black students and claimed there was a lack of oversight and a lack of accountability in the district “before the Office of Civil Rights completed its investigation”. What is he actually saying here?
Although a new superintendent Carl J. Coles was recently appointed to replace Williams and his tenure began September 1, for some reason, Momon will remain through the end of the year to purportedly continue helping with the transition.
Regarding the civil rights violations I think it important to recall Federal Education officials began the civil rights investigation in 2014 “after seeing higher rates of suspensions, expulsions and other punishments in Victor Valley compared to other districts in California” after noting Black students were punished more frequently and severely than white students.This occurred right around the time Momon retired.

After eight years and just previous to the release of the OCR report Williams announced his own plans to step down and conveniently, his predecessor, Elvin Momon, was solicited by the VVUHSD board in June to return and help guide the district through the transition.
Is he washing his hands clean and saying in so many words the failures occurred on Williams’ watch? Perhaps his most galling quote is “You can’t treat our kids in a disparate way. It has to be equal.” Really, Momon? How much of this occurred on your watch? How many kids were mistreated on yourSomethingwatch? appears seriously wrong in the Victory Valley High School Unified School District beyond the findings of the Office of Civil Rights. Of course, this is just my opinion. I’m keep it real.

So, Momon will be on board for an additional three months even though Coles is an experienced superintendent who, before his appointment to the VVUHSD, spent 15 years with the Bonita Unified School District in San Dimas where he was the assistant superintendent of human resources before serving four years as superintendent. I readily admit I am not an educator and have no idea what is required of administrators however it seems a stretch that someone with as much experience as Coles would need a three month transition period with Momon.
Stepping into his new role, Cole expressed, "every student has hopes, dreams, and aspirations. That gives us 11,000 reasons to fulfill a commitment, to prepare them for whatever they choose to do post-high school. I can’t wait to join my new colleagues in fulfilling that commitment each day.” But will the VVUHSD ever deliver on this promise to all its students?
