We Are Not Powerless! We Can Push Our Way Out of the Pandemic
T
hree thousand three hundred and thirty-one Americans died of COVID-19 on Thursday, September 9. This was followed on Friday with 2418 additional souls following them to eternity. Included among the two-day losses were 48 people from the inland region. When similar losses were experienced day after day last December and continuing through early March of this year, many scrambled to get in line for the newly released COVID-19 vaccines in hopes of protecting themselves and others while also moving the nation back to some sense of normalcy. I sometimes question whether we are now too distracted with so much competing for our attention to notice the rising death count--like a 20 year war ending and service members are killed in the process; Congress struggling with issues related to voter suppression, infrastructure and other critical economic issues; climate change wreaking havoc from coast to coast and places in between; the 20th anniversary of 9-11, a recall election here in California; redistricting; and the nation’s conservative-controlled Supreme Court having just hobbled Roe v Wade.
Where is the outrage? I sometimes wonder whether we have become calloused...grown too accustomed, too accepting of the magnitude of loss. I question how it seems to some extent, that we have acquiesced to, “this is just the way it is--the virus is going to kill people, it’s an acceptable loss.” Where is the outrage I wonder in Black communities as we look South and see our people dying in such great numbers because their Red State governors and legislators are knowingly and willingly sacrificing their lives with outrageous mandates aimed at putting their lives at risk under the guise of protecting state’s rights and personal freedoms? If Black and Brown people were being lined up and shot we would cry out. Were they left stranded in flood waters and left to die we would demand their rescue. In the age of COVID, the
actions of many governors with the tacit approval of their legislators is just as life threatening to vulnerable minorities. I refuse to accept this as normal . . .No one with compassion can accept this as normal. There is certainly a lot going on but unless the nation finds a way to stop this virus in its tracks, in the long run, nothing else will matter. In July, President Biden spoke optimistically about vaccine progress and advised those who were vaccinated they could now enjoy life without masks. Although many among the vaccinated remained cautious, others took him at his word and went about their lives in a way that was nearly pre-pandemic. That was, however, before the rise of the highly contagious Delta variant and the begrudging recognition that there are far too many Americans—about 80 million—who refuse to take the vaccine. The impact of Delta Then, the Delta variant exploded. Even as the numbers of those being impacted by the variant climbed—those who were vaccinated felt they were wearing a suit of armor, until the number of breakthrough cases that first appeared to be nominal began to climb. The good news is that most of these

First 5 San Bernardino Gives Over 500 Backpacks and Kits to Local Kids

A
104-degree day with zero clouds in the sky was not enough to discourage people from coming out in search of free school supplies for their children. On Saturday, August 28, from 10 a.m. to 2 p.m., First 5 San Bernardino hosted a drive-thru backpack and kinder kit event to provide basic school supplies for the County’s preschoolers and kindergarteners. Over 535 backpacks and 600 kinder kits were given out to local children. The kits included basic supplies such as scissors, crayons, pencils, glue sticks, large erasers, pencil boxes and a book. Sixteen community organizations also participated in the event including SAC Health and IEHP who were on hand to administer Covid-19 vaccinations. Cars, trucks and minivans lined the block as they waited to enter Ecclesia Christian Fellowship’s parking lot on 1314 East Date Street in San Bernardino. When the line started moving, little faces could be seen peeking through the vehicle windows in anticipation.

“I really hope I get a blue one,” said Vasni Duran, 5, of San Bernardino about the array of backpack color choices. “Blue is my favorite color,” she explained. Her mother, Helen Duran, 30, stated “it’s been a little bit hard lately,” adding she was thankful to receive supplies for her little kids. “The turnout was tremendous, and I believe is a direct reflection of how great the need is right now specifically for parents with young children,” said Karen E. Scott, executive director at First 5 San Bernardino. “We knew it was important to provide these much-needed school supplies to our local families so children could feel supported and have access to essentials as they start preschool and kindergarten,” concluded Scott. Drew Nate is a recent graduate of La Sierra University where he earned a Bachelor of Arts Degree in Communications. As a student he researched and wrote on topics of interest for the University’s student-run newspaper. Insurance Companies No Longer Waiving Cost of COVID-19 Treatment Phyllis Kimber-Wilcox | Contributor

ow that a significant portion of the public has been vaccinated for COVID-19, insurance companies are reconsidering their stance on fee waivers. Early in the pandemic, insurance companies waived fees associated with treating the virus. Now, with the availability of vaccines and the belief those who continue to go unvaccinated will remain unvaccinated into the future coupled with the high costs of COVID-19 treatments, has caused many in the industry to reconsider their previous stance. Healthcare Costs In 2020 most insurers waived out of pocket fees associated with hospitalization for COVID19. The fee waivers had different expiration dates depending on the provider. Those costs, on average, have been determined to range between twenty thousand dollars to over twenty-two thousand dollars per patient with complications. The CARES Act passed in March 2020, provided for testing as well as reimbursement to health care providers for the costs of hospitalization for low income individuals. Vaccination With the development of effective vaccines, the hope was to reach herd immunity before variants could circulate through the populace. While the definition of herd immunity--the point at which a large enough percentage of the community becomes immune to a pathogen, varies. According to some, the percentage needing to be vaccinated to reach herd immunity can be as low as "..seventy percent of the worldwide population…" COVID- 19 variants and the breakthrough infections they spread have caused those numbers to be reconsidered. Herd immunity is based on the infectious nature of the disease--how easily transmitted it is-- and the development of natural immunity through exposure and natural immunity. Breakthrough infections complicate the ability to determine immunity thresholds. Breakthrough infections are infections which occur in individuals who have been vaccinated against previous forms of the disease.

Although the Mu variant has been identified in several states, the Delta variant is currently the most prevalent variant in the United States. The growth and spread of variants continues to cause much concern for public health officials. There are groups who have the potential to be made seriously ill by breakthrough infections including the immunocompromised, elderly and transplant patients. The current recommendation is that these groups consider receiving booster shots.
Mutations Mutations or changes which occur in the virus which can render vaccines designed to control infection in previous forms, less or not effective. These changes in the form of the virus may be contributing to vaccine resistance. The most recent variant of concern is the Mu variant. Mu, which is under observation, may “avoid certain antibodies” which include

Gov. Thanks Californians: More than 80 Percent of Us Have Now Taken at Least One COVID Shot

n Aug. 31, California Gov. Gavin Newsom held a press conference at a vaccination clinic in Oakland to thank the majority of Californians for receiving at least one dose of the COVID-19 vaccine. He also urged more Californians to get vaccinated for COVID-19, as he echoed the advice of health experts across the United States that getting the shot is the best way out of this pandemic. "Thank you to the people of the state of California for being mindful that this pandemic is not behind us, that as we battle this delta variant, this mutation, which now represents 98 percent of the genomic tests that we are conducting, that we still have work to do,” Newsom said, announcing that 80 percent of eligible Californians have received at least one dose of the COVID-19 vaccine. “So, I want to encourage everyone in that spirit but with gratitude in my heart, gratitude to all of you that have done the right thing, got that first
dose, and I would remind you to take that second dose which is critical," Newsom said. The governor's office also issued a warning the same day via Twitter. "Now, we’re in a pandemic of the unvaccinated as they fill up hospitals & ICUs. Vaccines are how we end this pandemic," a part of the tweet reads. Approximately 68.4 percent of California's total population (counting those that are ineligible for vaccines) has received at least the first dose of the COVID-19 vaccine while about 55.4 percent of the state's total population are fully vaccinated. Those numbers increase with age, with 81.9 percent of Californians 18 years old or above receiving at least one dose of the vaccine and over 66 percent of those in the same age range being fully vaccinated, according to the California Health and Human Services Agency's data.

becoming clear that some will not be vaccinated, making the idea of herd immunity unfeasible. Those who are currently being hospitalized for COVID-19 are overwhelmingly unvaccinated. With the cost of hospitalization becoming more expensive many insurance companies have discontinued fee waivers. Each insurer has their own policy for waivers. For example, Aetna’s waiver program was in effect until the end of January this year, while Blue Cross Blue Shield ended its fee waiver program at the end of February. In mid August, the Kaiser Family Foundation reported about 72 percent of large health insurance plans were no longer providing waivers as of August, and another 10 percent were expected to eliminate waivers by the end of October. The Lookout: New Cal Housing Bills Could Change the Look, Feel of Your Neighborhood Aldon Thomas Stiles | California Black Media atching your tax dollars, elected officials, and legislation that affects you. California, known for its sprawling residential neighborhoods of single-family homes spread out with driveways, front yards and garages, even in urban areas, may soon get an architectural makeover. That’s if two new bills approved by the legislature and awaiting the governor’s signature are signed into law. Senate Bill (SB) 9 and Senate Bill (SB) 10 are legislative responses to California’s twin crises -- the lack of affordable housing and an overall shortage of homes. Lawmakers disagree about whether the bills would make housing more affordable or cause a host of other issues for the state’s single-family household neighborhoods that so many California homeowners appreciate.

Single family property owners can add units on site SB 9, authored by California's Senate President pro Tempore Toni G. Atkins (D- San Diego), would allow homeowners in singlefamily households to have up to four housing units on their property. While SB 10 would allow cities and counties to bypass the usual environmental review process for projects or developments with a maximum of 10 units in urban areas. “Growing up, my family moved between rentals -- some better than others, but none of them ‘ours.’ Even though my mom and dad clocked into honest jobs their whole lives, the idea that the Atkins family could own a home of our own was hardly a goal. It was a far-off fantasy,” said Atkins late last month after the Senate approved SB 9. “Today, too many hard-working California families are saying the same. With SB 9, we have the chance to change that,” Atkins continued. “This bill would give homeowners
the tools to help ease our state’s housing shortage while creating a new source of income in their own backyard. It would allow our communities to welcome new families to the neighborhood and help more folks set foot on the path to buying their first home.”

"The Planning and Zoning Law provides for the creation of accessory dwelling units by local ordinance, or, if a local agency has not adopted an ordinance, by ministerial approval, in accordance with specified standards and conditions," the local governance advocacy association wrote in an opposition letter. "This bill, among other things, would require a proposed housing development

The Bridges that Carried Us Over

nitially established in 2007 by Wilmer Amina Carter and her late husband, William Henry “Ratibu” Jacocks, “The Bridges that Carried Us Over” oral histories archive project is being reinvigorated with the help of Professor Jennifer Tilton of the University of Redlands and her students. The project was launched by the Wilmer Amina Carter Foundation and from its inception has been a collaborative effort between the foundation and local community organizations. Co-sponsors of the project include Black Voice News, REST Program at the University of Riverside, California (UCR), COPE, NexGen United, UCR Public History and Second Baptist Church. Tilton joined the project after former Assemblymember Cheryl Brown mentioned the work Carter and Jacocks had been doing. Despite doing her own research on local Black and Brown histories, Tilton was always frustrated that more articles and resources weren’t available for her students. “And so that was sort of the origin of realizing that both Ratibu and Amina had done all of this work with other community members, collecting oral histories and

S T O R Y collecting archival materials,” said Tilton. “And I knew that I wanted to try to support that effort.” Connecting students with local Black history Tilton teaches courses on Race and Ethnic Studies and a course called “Black History of the Inland Empire.” Students from her class participate in the collaboration as a way of educating themselves and helping to publicize local oral histories by recording and transcribing interviews and helping to identify narratives that may emerge. “In some ways, I developed the class out of an interest to think about how students could be engaged in the project of recording stories (and) recording some oral histories and helping to build that archive,” said Tilton. “And then thinking about how we could tell those stories publicly. So, that's sort of the path to the class.” Students working on the project have helped transcribe nearly 50 interviews that had already been recorded by Carter and community partners. Some collections of stories and images identified by Tilton, her students and the University of Redlands Program in Race and Ethnic Studies have been shared using StoryMaps. “I feel like what we're doing is helping to finish some of those oral histories and then do the labor-intensive work of transcribing those interviews and then lifting up pieces of those stories to share more publicly which is something the archive has been doing all along,” Tilton said. “But we're also trying to think about how to do that on a kind of bigger scale. And we've brought in other folks into the collaboration.” The relaunch of the project is being done in partnership with the California State University, San Bernardino (CSUSB) John M. Pfau Library. Joining the collaboration is History Professor Marc Robinson of CSUSB. Robinson was welcomed to the project after hearing about the partnership and reaching out to Tilton last year during Black History Month. “I think I can be the bridge to make sure that Cal State San Bernardino and the larger African American community are in communication and collaboration and working together,” said Robinson. Robinson has been teaching at CSUSB for about four years and while he does not consider himself an expert in the history of the Black Inland Empire community, his background in African American history and interest in learning more about the local region where he works adds to his commitment to contributing to the oral histories project. “I have a background in African American history and so in terms of thinking about what are some larger trends over time, you know, how does the story of the Inland Empire's Black community fit in to broader traditions of struggle or traditions of African American achievement, I can offer comments and observations in that regard, of course,” said Robinson. Bringing history to the present The project is labor-intensive and has no clear end date, but Tilton hopes that as the archive grows and interviews are completed that the public will be able to access the materials and that teachers will also

implement these histories into their curriculum. “It’s sort of a work that could be endless because every oral history you do, raises more people that you could try to interview,” Tilton explained. Some people are interviewed and then re-interviewed in order to capture the depth of their stories and histories. Local Black leader Lois Carson was re-interviewed to document more about Carson’s personal history and activism in San Bernardino. “We interviewed her again, I think, three or four days before she died,” said Tilton. “And she was wonderful and really shared some powerful

breakthrough cases do not result in severe illness. The bad news is that if a vaccinated person is infected with the virus, he/she can spread the disease even if they are asymptomatic. As hospitals in hot spots across the nation are once again filled to overflowing, we learned the majority of those being impacted and filling intensive care units are unvaccinated. Not only are they falling gravely ill themselves, but they are also largely responsible for spreading COVID-19 to their co-workers, families, friends, and others in their communities. Sadly, despite the crisis, the political gamesmanship related to the virus has continued and, in some instances, escalated. As irrational and mind-numbing as it is, hardliners—largely associated with former President Trump and his diehard followers— do not appear to care about the damage their

is fed at school when food is scarce at home, or concerns about children’s ability to cope emotionally for another year without the social benefits of in-person learning, or concerns over minority students falling further behind— children have returned to the classroom and almost immediately the impact of COVID-19 was everywhere. Within days of schools’ opening in August, nearly two dozen California schools reported cases of the virus among teachers and/or students including several in the inland region, among them schools in both the San Bernardino and Riverside Unified School Districts, and others. Alarmingly, however, some local officials like trustees on the Riverside School Board for example believe there should be more flexibility regarding the governor’s statewide mandate requiring teachers and staff to wear masks

It is more than obvious that as the Delta variant spreads and a new variant, Mu, sits on the horizon, more needs to be done to convince the hesitant to get vaccinated. A presidential mandate In response, President Biden took aggressive action last week issuing new mandates aimed at ratcheting up pressure on the vaccine hesitant to do their part and get vaccinated. The changes include requiring all employers with 100+ employees to ensure their workers are vaccinated or tested weekly; requiring all health care workers at Medicare and Medicaid participating hospitals and other health care settings be vaccinated; calling on large entertainment venues to require proof of vaccination or testing for entry; and requiring

ignorant rants against masks, vaccines, and any other reasonable attempt to help mitigate the spread of the virus, is having on human life and suffering. And so, with the Delta virus spiking, right wing noise filling the airwaves and social media with unfounded resistance to any science related to the virus, and their followers willingly consuming livestock dewormer medication rather than take the COVID vaccine, at some point, there must be an end to such dystopian madness. Regarding the children None of us would consider sending our children into a burning building, or transport them in a car with no brakes, but for many reasons—whether purely political, limited access to child care, the economics surrounding food insecurity and the need to ensure a child
indoors. The virus knows no borders We’ve been lucky here in the inland region compared to places like Miami Dade County, Florida, for example, where one district experienced 13 COVID-19 deaths in mid-August including a security person, a bus driver, a cafeteria worker and teachers—all African Americans—all of them unvaccinated. Certainly, having a high vaccination rate makes opening schools in California a prudent risk compared to places like Florida. As of September 9, according to the CDC, 81.6 percent of eligible Californians have received at least one dose compared to only 65 percent of Florida’s population who have received at least one COVID shot. We live however, in an open society and there are nearly 80 million Americans who are

employers to provide paid time off for their employees to get vaccinated. COVID-19 is sprinting toward its second year. Although 54.3 percent of Americans are fully vaccinated, today people are dying of the virus at rates similar to some of the worst days we experienced during 2020, while among those who had the virus and survived, many now identified as long haulers, continue to suffer its residual impacts. And, the nation is being challenged by a more virulent and contagious variant--Delta, and the potential impact of another variant--Mu, is yet to be determined. I’m glad the president has taken off his kidgloves and is ready to fight for those in the country doing their part to curb the virus’s spread and against those playing games with everyone else’s life. By now we should all understand the surest way out of the pandemic is for everyone eligible-to get vaccinated. In the meantime, beyond getting vaccinated, we are not powerless in this fight. There are other things we can do. We should demand more of the White House and Congress to protect Blacks and other underserved communities in COVID-19 hot spots everywhere and particularly in the South and other Red states where Trumpism continues to reign supreme. We must demand there be consequences and accountability for the leaders of these states regarding their Trumpish actions related to the spread of the virus. Yes, we understand state’s rights, but when it comes to deliberately killing people, if we can intervene in foreign countries to protect human rights abroad, why are we hesitant to protect human rights at home? At the same time, more effort is needed to break through barriers of vaccine hesitancy that remains in the Black community. Since Blacks arrived in America in 1619, more than 400 years of abuse by the medical community has contributed to this hesitancy along with the often complex life/economic circumstances (including in some instances, the lack of transportation to vaccine sites, no existing relationship with a trusted healthcare care provider, etc.) can also serve as barriers. More must be done to mitigate these roadblocks. Hesitancy alone does not account for the lower vaccination rates among Blacks. A report by the Kaiser Family Foundation (KFF) dated September 9, “Black people have received smaller shares of vaccinations compared to their shares of cases and the total population in more than half of states reporting data.” The report further notes that in most states
reporting, Black people receive a smaller share of vaccines than their share of deaths. In an example provided by KFF, Black people in the District of Columbia for example, have received 44 percent of vaccinations, while they make up 56 percent of cases, 71 percent of deaths, and 46 percent of the total population. The report shows there has been improvements in some states in recent months. Between March 1 and September 7, the share of vaccinations going to Blacks in California, for example, experienced a significant increase in vaccinations to Blacks, from 19 to 31 percent. Although this is certainly good news, during moments of unprecedented deaths and blaring calls for equity, I question why this correction was even necessary when experts knew before the vaccines were rolled out based on what we witnessed in 2020, there was an outsized need for vaccines in minority communities everywhere. How long must minorities continue to be afterthoughts in this fight and every other challenge that presents itself? This must change just as the disastrous laws and mandates being implemented in many Red states in relation to COVID and other issues must end. Senate by following this link and/or the House of Representatives. Let them know the COVID madness in these Red states that are killing Blacks and others in large numbers, must be stopped. Question the issues raised by KFF and demand equity and accountability be normalized in the fight to end the pandemic. Remember, power concedes nothing without a demand.
