I

n the age of COVID-19 the term “hard work” took on a unique meaning. For most of this year “hard work” to many meant risking their lives as essential workers, while many others had to “work hard” to find new jobs in competition with the near 31 million Americans who are also unemployed; in addition to competing with the millions who may be looking for second jobs because they are underemployed. Considering this landscape, Labor Day 2020 was tinged with unease. This was especially true for African Americans who remain unemployed at rates that, as usual, far outpace the unemployment rates of other groups. Although the president likes to brag about all he has done for Black people, despite the realities of Black unemployment in the age of COVID and their widely disproportionate number of deaths from the virus, he still frequently touts the low pre-COVID unemployment rate though he has never acknowledged how, proportionate to other ethnic groups, not much changed in terms of equity. In other words, when the Black unemployment rate dropped, the unemployment rates among

other groups dropped even lower. Everything is relative even in the worst of times for everyone. 2020 is proving to be one of the hardest years for workers since the Great Depression and it continues to stress households across the inland region. According to the U.S. Bureau of Labor Statistics, among African Americans the unemployment rate went from a low of 6.3% (3.6% Whites) in January nationally to a high of 16.8% in May (12.4% Whites) and ended July with an unemployment rate of 14.6% (9.2% Whites). It is during this tumultuous moment we must be the most vigilant in working to ensure as plans are being made about the future of work in America, workers have a seat at the table. The future should not solely be structured by those who sit at the top but also include input from the workers, who play such a significant role in creating their wealth. continued on page 7

Drunk Driving: CHP Officer Shares Personal Story

On November 11, 2017, a drunk driver killed a family of three – close relatives of California Highway Patrol (CHP) Officer Mark Latulippe of San Diego. In the hope of saving lives, the CHP has released, “Falling: A documentary film from the California Highway Patrol.” In this docudrama Officer Latulippe shares his heart wrenching journey that fateful day in 2017 and the devastating impact drunken driving had on his life and his commitment to prevent others from suffering a similar loss. The 14-minute film is more than worth the time it will take to watch it as it drives home how one wrong decision—the decision to drink and drive—can change the lives of so many.

San Bernardino County Residents: Get Tested for COVID-19 Saida Maalin | Contributor

A

s COVID-19 continues to be the focus throughout California, counties have experienced shortages in testing supplies. San Bernardino County recently secured a contract with Fulgent Genetics. As a result, increased testing equipment is now available and the county is encouraging residents to get tested while they last. Fulgent Genetics provides affordable and flexible genetic and diagnostic testing for patients to improve overall health. The supply of COVID-19 testing they provide is Polymersace Chain Reaction (PCR) which includes a short nasal swab. The company partnered with Healthvana, HIPAA secured mobile portal to process test results. “All County residents who want to get this virus under control, see our numbers improve, and allow our businesses to reopen should get tested,” said Board of Supervisors Chairman Curt Hagman. “Now that our testing capacity has expanded and stabilized, we hope that every resident, regardless of whether they have experienced any symptoms, will make an appointment to get tested.” Hagman stated the procedure is painless, free and available to everyone without a prescription. Testing is available with appointments at ten locations including: Fontana, Hesperia, Montclair, Ontario, Rancho Cucamonga, Redlands, Rialto, San Bernardino, Victorville and Arrowhead Regional Medical Center in Colton. Test results will be between 48 hours and five days following the test. Insurance is not required because testing is free, however you should be prepared to provide your insurance if you do have it. Statewide safety guidelines remain in place and local businesses also remain closed due to the spread of the coronavirus. San Bernardino still remains on the state’s Monitoring List and in order for the county to get off the list residents are encouraged to get tested even if they are not showing symptoms. “Increasing the number of people tested is essential to lowering the infection rate, getting the people of the County of San Bernardino back to work, and allowing recently reopened

businesses to stay open,” said County Public Health Director Corwin Porter. “Testing gives us a better idea of community spread, the scope of infections, and helps us concentrate medical resources where they are needed most. And working in concert with our contact tracing team, we can better stop the spread of the virus.”

Riverside, CA – As the economy cautiously comes to life with trepidations about what the future may hold in a COVID world, economic forecaster Beacon Economics (BE) recently provided a rosy economic outlook predicting a strong recovery during the latter part of 2020 followed by a near full recovery in 2021. This prediction for California however stood in stark contrast to the outlook provided by the Congressional Budget Office which suggested it will take close to a decade for the nation to reach full recovery. Although more than 140K jobs were added to the state’s economy in July, BE did acknowledge the 1.7 million jobs lost in the state due to the pandemic, will take time to recover even after the virus is fully contained. “In 2019, the state’s economy added roughly 22,000 jobs per month,” the forecaster stated. “For each month that it takes to return to the pre-pandemic level of employment, the state is effectively losing a further 22,000 jobs per month, based on the 2019 trend.”

A

s with many things in the United States of America, the heavy lifting of creating and maintaining iconic institutions inevitably falls to those least valued; in the beginning of this nation it was enslaved Africans and, in this instance, the institution under discussion would eventually become the postal service. An article on the Smithsonian Institute's National Postal Museum’s website reported, “African Americans have been involved unofficially in the delivery of mail since the beginning of slavery in America. Slave masters used enslaved Africans to deliver mail and packages between plantations and towns. In 1794, Postmaster General Timothy Pickering wrote regarding a mail route in Maryland that, ‘… if the inhabitants … should deem their letters safe with a faithful Black, I should not refuse him … I suppose the planters entrust more valuable things to some of their Blacks." Not that enslaved Black people delivering the mail was not controversial. Most of the history of the antebellum South included complex machinations to prevent slave rebellions and to limit the movement of Black people. In 1792, after the success of the Haitian Revolution—at the time San Domingue— controlling the physical movement of Black people became paramount to the slave owning class. In 1802, in response to the Revolution, Congress forbade the enslaved from carrying the mail in the South. According to the Smithsonian, Joseph Habersham, Postmaster General of the United States at the time stated, “After scenes which St. Domingo has exhibited to the world, we cannot be too cautious … plans and conspiracies have already been converted by [slaves] more than once, to rise in arms, and subjugate their masters … The most active and intelligent [slaves] are employed as post riders … By traveling from day to day, and hourly mixing with people … they will acquire information. They will learn that a man’s rights do not depend on his color. They

will, in time, become teachers to their brethren … One able man among them, perceiving the value of this machine, might lay a plan which would be communicated by your post riders from town to town and produce a general and united operation against you." This attitude, initially driven by the fear of rebellion, would persist even after slavery's end. The post-scription went so far, Black people had to be supervised by a White person just to lift or carry mail from conveyances to be sorted and delivered. These restrictions were lifted after the Civil War once the American ex-slaves and their descendants gained electoral power and were able to run for and win office in exchange for support of Republican candidates. Something which in many ways, has been forgotten today is it was during this period, between the end of the Civil War and the end of Reconstruction, a time of unprecedented political, educational, familial and business creation, when American descendants of slavery reaped the most from their electoral participation in the political process. It was this great rising before the long dark night of returning oppression fell on them---

in which they made real political progress in exchange for their vote. That darkness has a name---The Great Nadir. Before that happened, the U.S. Post office would remain unsegregated for forty years. Cox was appointed to the role of Postmaster General for Indianola, Mississippi, possibly the first Blackwoman ever appointed to such a position. That singular honor was granted to Cox by President Benjamin Harrison in exchange for her activism in Republican politics. The position paid very well. Minnie must have been competent because there is no record of complaint until the changing and shifting politics of the time made it possible to begin the Retrenchment of Black political power. I

received the text message in a family chat last Friday evening saying, “Chadwick Boseman has passed.” Like everyone who was familiar with his work my heart sank and I think I felt the shift of a great spirit leaving us. Chadwick Boseman brought so many historical figures and fictional characters to life for audiences around the world. He animated the stories of everyone from James Brown and Thurgood Marshall to Jackie Robinson and of course, King T’challa. It was his portrayal of Marvel’s Black Panther that has dominated the headlines as we remember his life. I recall talking to my sister about it. She began telling me about a woman she heard on the radio commenting on Boseman’s death saying, ‘we lost our king.’ My sister went on to explain that Wakanda, Black Panther’s homeland, was like the Zamunda of Coming to America. She said that these places and figures represented a sense of place and belonging to the Black community.

They represented a place where the chains were off—where we could be safe, happy, and even royalty. While I totally understood her point, I couldn’t help but feel a little unsettled about the sense of sadness that seemed to plague the conversation. As I reflected on her statements, I began to get emotional, even passionate. I’ve watched family members experience various types of cancer and other physical challenges. Seeing someone go through that process should make any human grateful and humble for every breath. As we recently learned, Boseman was diagnosed with colon cancer four years ago. In that time, he continued to produce many of the films we’ve come to love including the actionpacked Black Panther, and the Avengers movies. I nearly had a visceral reaction as I thought about how difficult it must have been for him continued on page 13

equire[d] to exhaust all alternatives before shooting,” local resident Tim Lovio questioned in response to the Riverside County Sheriff’s Department’s Use of Force policy. “That didn’t happen when the police arrived at Matthew Tucker’s home,” he argued. “No type of alternative was used prior to shooting a known suicidal individual.” Tucker, 18, was shot to death by Riverside County Sheriff deputies in May 2016 after his mother called for help, concerned her son was suicidal. Within two minutes of officers’ arrival at Tucker’s home and locating him in the garage with a knife, he was dead. During a wrongful death trial in October 2018, Riverside County Sheriff’s Sergeant Michael Hamilton told jurors, “A suicidal subject can be a danger to themselves and others,” adding Tucker’s access to a knife made him a “deadly threat.” When the Tucker family attorney asked Hamilton if he understood depression is a mental health issue which should require “considerate actions” when confronting such individuals, and questioned why he did not use a taser, another non-lethal weapon, or try to get the knife away from Tucker, Hamilton replied, “We don’t have exaggerated abilities to disarm

someone, this isn’t Hollywood.” Loner Art Bozo also commented on the Riverside Sheriff’s Department’s (RSD) Use of Force policy. “How about taking the authority to carry out death sentences completely away from the police?! You’re solving NO problems with this garbage!” Another critic, Catie Stanley, weighed in sarcastically, declaring, “My hairdresser had to go to school longer than the police officers had to ‘train’ and I don’t expect my hairdresser to make life or death decisions on my behalf.” There are, of course, arguments on both sides of this issue. Consider the expression of Patriot Mike who insisted, “So, someone comes at an officer with a knife or gun and you expect them to do all that first? Governor Signs Bill to “Save Local Journalism”

Antonio Ray Harvey California Black Media ith a 69-4 vote, the Senate passed Assembly Bill (AB) 323. It proposed granting ethnic media outlets, mid-size publications, and daily newspapers an additional year to pursue alternative and sustainable distribution models that don’t involve contract drivers. It allows them to come into compliance with the state’s controversial AB 5 labor law. AB 323, known as the “Save Local Journalism Act,” was signed into law by the governor on Friday, September 4. “AB 323 provides a bridge for our local newspapers to continue informing readers and their communities...[T]he bill passed with overwhelming support and will be heading to Governor Newsom,” Rubio said via her Twitter account Aug. 31. AB 323 will also require state agencies to contract with community and ethnic news outlets to promote their public awareness campaigns in order to reach underserved communities throughout the state. AB 5 was enacted to enforce a 2018 California Supreme Court ruling commonly called the “Dynamex Law.” Originally, the legislation mostly focused on what some lawmakers regarded as “abuses” by large companies like Uber, Lyft and other rideshare and app-based delivery companies. They say those corporations rely on a workforce of contractors, but do not provide those workers any employment benefits and other labor protections mandated by California law. In the Assembly chamber before the floor vote, Assemblymember Lorena Gonzalez (D-San Diego), who authored AB 5 and voted “no” on AB 323, gave an impassioned testimony. “I cannot condone or support an unsustainable business model that operates at the expense of low-wage workers,” Gonzalez told her colleagues. But critics say the intention of AB 5 was lost in its language and enforcement, charging

that it cast too wide a net, and that it ended up hurting some contractors – including artists, dentists, writers, salespeople, musicians, translators, and others. Those are people who generally prefer the independence and flexibility of being freelancers or sole proprietors, they argue. Since AB 5 passed about a year ago, legislators have created several carve-outs to exempt some of the affected professional categories, allowing them to continue to work as independent contractors under the law. But many remain impacted. In October of 2019, Gov. Newsom signed AB 170, a law that gave newspapers in California a one-year extension (until the end of 2020) to reclassify the contract drivers who deliver their newspapers as W-2 employees -- or come up with a new way to distribute their newspapers to subscribers. AB 323 extends that sunset date that

currently exempts newspaper carriers from the restrictions of AB 5 to the end of 2021. Until then, those publications will not have to meet the three-part criteria, commonly known as the “ABC” test, which the state uses to determine if workers are employees or independent contractors. By offering a buffer for carriers, AB 323 is also aimed at strengthening and stabilizing California’s community news organizations while protecting their ability to provide all Californians with important information about news and events in their communities. “We are living through times of unprecedented unrest and change, and the need has never been greater for specialized outlets that facilitate improved civic engagement and better cross-cultural communication,” said Regina Brown Wilson, Executive Director of California Black Media. “Assemblywoman Rubio’s leadership and the unwavering support of AB 323’s coauthors and supporters make it possible for our outlets to continue their mission to better inform our communities.” The bill encourages the Department of General Services (DGS) to be responsible for ensuring that state agencies include local news organizations in their advertising and public awareness campaigns. DGS is the business manager for California, providing procurement and business solutions for local and state agencies. “The First Amendment and our independent press are critical to the open exchange of diverse ideas and perspectives. My colleagues and I bring varied viewpoints to the Capitol, but as shown by the overwhelming bipartisan support for AB 323, we are united in our support for our local news outlets and the citizens they serve,” Rubio said in a written statement.

to put his body through that level of arduous activity and the mental fortitude it required for him to maintain it. These are not the actions that one can take without a deep sense of purpose. Boseman was deeply private about his condition and to all accounts, a champion, and a fighter. Ryan Coogler, Director of Black Panther, said that even he didn’t know the details of Boseman’s condition. With that said, as everyone scours pictures of him through the years and we all try to employ our hindsight to see when the physical changes began to show, every image seems to show his spirit undeniably authentic and unchanged. He produced major blockbuster films while going through countless surgeries and chemotherapy. We were all witnesses to a real-life hero. Reading Boseman’s social media timeline, it doesn’t take long to see he wasn’t trying to be a celebrity. Instead, he was constantly working to refine his artistry. During his commencement speech at his alma mater, Howard University, Boseman described an experience when he was let go from a project after he began to question some of the stereotypical narratives around the character he was asked to play. In his response to this experience Boseman referenced a Bible scripture saying, “I planted the seed, Apollos watered it, but God kept growing it.” (1 Corinthians 3:6). He remarked that perhaps the questions he asked set the producers on guard and created space for a less stereotypical role for the Black actor that stepped into the position after him. In that same speech Boseman referred to seeing Muhammad Ali in his elder years on the yard of Howard University saying, “I realized something new about the greatness of Ali and how he carried his crown. I realized he was transferring something to me on that day. He was transferring the spirit of the fighter to me.” He referenced scripture again, from the book of Jeremiah saying “I know the plans I have for you, plans to prosper you and not to harm you, plans to give you hope and a future.” Boseman closed the speech saying: “You would rather find purpose, than a job or a career. Purpose crosses disciplines. Purpose is an essential element of you. It is the reason you are on the planet at this particular time in history. Your very existence is wrapped up in the things you are here to fulfill. Whatever you

choose for a career path, remember the struggles along the way are only meant to shape you for your purpose.” After really reflecting on this man’s life, there is no way I can allow myself to be a victim in my mind nor can I yield to a narrative of remorse, because he didn’t. We didn’t lose a king we gained an ancestor and a guiding light that encourages us to choose the road less traveled, to be relentless and to bring forth the world that is pounding on our hearts to be created. Thank you, Chadwick, for sharing with us the fighting spirit Ali entrusted in you. We are facing a new era in our evolution. Thank you for showing us how to truly live with purpose. the Greenwood Commonwealth and a White supremacist, began delivering speeches reproaching the people of Indianola for “tolerating a negro [sic] wench as a postmaster.” His motive for these speeches was not only to spread his White supremacist message but also to expel Cox from her postmaster position with the hopes of obtaining it and the position’s salary for himself. The White townspeople of Indianola began calling meetings and voted to order Cox to resign from her office by January 1, 1903 although her commission did not end until a year from that date, in 1904. While she refused to step down prior to the end of her term, Cox made it known she would not be a candidate for reappointment. The idea of Cox's eventual departure did not pacify the community. She was physically threatened, and the eventual scandal made the newspapers of the time. The President, Franklin Delano Roosevelt, intervened several times, including suspension of the Post Office and the rerouting of mail. All to no avail. Cox and her family were eventually forced to flee for their lives. These events were sanctioned by the President. The Perfect Victim The Post Office is in many ways the perfect victim. It is one of American's favorite governmental services. In a recent study conducted by Pew Research Center the reasons why it is held in such esteem were elaborated. “And while the public holds positive views of several federal agencies, ratings of the Postal Service continue to stand out: An overwhelming 91% say they have a favorable view of the mail delivery service.” An article for The Institute for Policy Studies entitled, "How Congress Manufactured a Postal Crisis — And How to Fix it " stated, “In 2006, Congress passed a law that imposed extraordinary costs on the U.S. Postal Service. The Postal Accountability and Enhancement Act (PAEA) required the USPS to create a $72 billion fund to pay its post-retirement health care costs, 75 years into the future. This burden applies to no other federal agency or private corporation. In recent weeks, numerous articles have focused on the current attacks on the nation's

most beloved service. The President's choice for Postmaster General, Louis Dejoy, has become embroiled in today's political scandals. Mail delays, whistleblowers reporting the removal of sorting machines necessary to help ensure vote-by-mail runs smoothly in November and Congressional testimony form the outlines of this dysfunction. The usual fingerprinting and shocked exclamations are made but make no mistake about it, the attacks on the Post Office are long standing. Why You Should Care As well as being consistently one of the highest rated governmental services, the U.S. Post Office happens to be one of the largest employers of Black people and veterans—Black people who fell off a wealth gap cliff long before COVID-19 was in the air and veterans who have never, ever received their due long before COVID-19 began to plunder economies. Pew Research Center reported on June 16, 2020, the outlook for government employees in

general is alarming. “In the public sector, officials responded to the COVID-19 pandemic by furloughing workers at shuttered facilities and trimming payrolls in the face of substantial projected budget shortfalls. Colleges, school districts, and other areas of state and local government have shed approximately 1.5 million jobs since March, but most have been furloughs or temporary layoffs, according to the U.S. Department of Labor. In all, employment for the sector has fallen to its lowest levels since 2001, eclipsing the declines that followed the Great Recession.” What is happening to the Post Office is a long, slow, public assault - which has, like everything else, been accelerated by COVID-19. In that light, the shock and dismay is somewhat puzzling— this one is not a mystery and the butler did not do it in the parlor with a candlestick. If you would like to help save the Postal Service, the nonprofit organization Public Citizen hosts a website with information on the Postal Service Protection Act, a proposal authored in the U.S. House of Representatives to counteract the Postmaster General's changes to the Postal system as well as other information. These are difficult days and amid this turmoil, this chaos, there is an order unfolding. We must watch for the signs and understand how it will impact our local communities and most vulnerable groups in the workforce which usually consists of Blacks and other people of color. Will industries like retail stores ever regain the mall traffic they lost, will warehouses accelerate their transition to robotics to reduce humans in the workspace, will restaurants ever be the same? The questions and the impact on various industries is yet to be revealed. What is known, however, is the economic footprint of America will look different when the nation exits the pandemic. Although the nation’s COVID-19 reality remains a cautionary tale, during an interview with The New Yorker in May, the former political director of the AFL-CIO, Michael Podhorzer was somewhat optimistic about what the future may hold, reminding readers that in the wake of two disturbing periods in American history—the Great Depression and World War II—there was an era of real gains for labor. Just as the nation has witnessed a coalescence of Americans across every demographic including race, religion, age, sex and sexual orientation to demand change in the arena of public safety and social justice pushing almost daily in places across the country, challenging communities everywhere to reimagine policing, this same energy can be harnessed to demand changes for the American worker. These demands should begin with a wage that does more than merely allow people to stay alive and instead pays them commensurate to the essential services they provide for their fellow Americans—a wage that would enable families to thrive. All workers should have access to paid family leave, mandatory, annual paid vacation time, improved childcare, and transparency regarding how decisions are made in hiring and promotions, and a portable health plan until the nation moves to universal health care. Certainly these are lofty goals but who could have imagined an America where citizens of all races are not only “woke” to the trauma of living in Black skin in this country but have taken up the mantra of “Black Lives Matter” and joined the movement for change. So many millions of low-paid workers risk their lives to allow others to stay in, work from home more often than not, earning more for their efforts than the “essential” workers who deliver mail or food or groceries or other packages to their doors or ring up their groceries at the market or their prescriptions at the drugstore. The fact that this nation at all levels of government call them essential, that their employers are making money hand over fist and despite hollow

platitudes about how essential they are were quick to cut the addition and minimal COVID bonus they were receiving on their check as soon as the opportunity presented itself even though not much has changed regarding the dangers they face. If we truly value those we have identified as essential workers, we must join their fight for fairness now and in the future. One of the ways we can begin is by supporting Proposition 22 on the November 3 ballot. Proposition 22 protects the rights of app-based rideshare and delivery drivers like UBER, Lyft and others to choose flexible work as independent contractors while providing new benefits and protections including a minimum earnings guarantee, access to health care benefits and insurance against illnesses and injuries acquired on the job. These workers, like so many others, deserve a job with dignity that pays fair wages and allows them a broader life than living paycheck to paycheck. This must be made true especially for those risking their lives during this global health care crisis. The rapper Tupac said, “Death is not the greatest loss in life. The greatest loss is what dies inside while still alive. Never surrender.” Despite the obstacles these workers face, health risks for themselves and their families, the low wages, inadequate health care and so forth, they show up every day to provide for themselves and their families. As I marked this year’s “hard” Labor Day, I thought more deeply about those essential workers who have enabled me to stay safe during these long COVID months and in the process made my life more bearable and I will continue to depend on them going forward. I am grateful to all of them and support every movement for legislative change and other efforts designed to keep them safer and affords them a better quality of life. Of course, this is just my opinion. I’m keeping it real.
