Birthing While Black: Investigating Maternal Mortality in California
Once again Black Voice News investigative reporter Breanna Reeves has peeled back the layers on one of the most important health issues affecting the Black Community—Black Maternal mortality. It is a concern that has carried from generation to generation since slavery with minimal progress toward resolution.
Although California has a lower rate of pregnancy-related deaths than many places in the country, Black birthing people in this state are still experiencing death at a higher rate than mothers of any other race.
As part of this series Breanna had hoped to provide specific data regarding how Black birthing people fare related to mortality in both Riverside and San Bernardino Counties specifically as compared to other counties in California. But although the state tracks this information down to the county level, unfortunately it is not accessible for publication even though it would seem the public should have a right to know what is happening in relation to this important issue in their own backyard.
Meanwhile, as healthcare professionals continue working toward a solution to the inequity in deaths of Black birthing people, many in the industry, as well as in the public, have reached back and recovered the lessons and legacy of midwifery and the services provided by doulas.
In this series you will learn how and why California now sanctions doula services as part of the healthcare spectrum for pregnant people. You will learn how Black women, among others, are stepping into the breach as doulas and providing services and extensive access to support for pregnant people in ways most Ob-gyns do not. You will learn about the state’s consideration of compensation for doulas and what it will take to qualify for this compensation. You will discover how doulas are empowering pregnant people–especially Black birthing people–to take control of their birthing experiences by setting boundaries regarding what is acceptable to them as it relates to medical intervention in the delivery room, etc.
Why should you care about this issue? According to the Centers for Disease Control and Prevention each year hundreds of people die during pregnancy or in the year after. Black women are three time more likely to die than white women even as the agency recently reported that 80% of these deaths are preventable. It is also important to note that another 50,000 birthing people each year have unexpected labor and delivery experiences with serious health consequences.

Chad Bianco-High Praises from Low Places
I magining Chad Bianco participating in any event where there is “heady intellectualism” seems farcical–they must have had an interpreter there to break things down for him. It probably went something like this:
“OK, Chad. What they are saying means almost the same as, “See Dick and Jane chase the ball.” You know what that means, don’t you Chad?”
Although intellectualism may not be Bianco’s strong suit, we know he is an overachiever when it comes to right-wing extremism as was clearly demonstrated by his former membership in the notorious insurrectionist organization the Oath Keepers and his almost rabid response to resisting any actions related to safety regarding COVID-19.This included his being a raging antivaxxer and his belligerent refusal to enforce the mask mandate.
So when the Claremont Institute praised Bianco for “The courageous stand he’s taken over the past year.” In my assessment and the assessment of others this was a not-so-thinlyveiled reference to his full throated resistance to safety precautions and vaccines related to the COVID-19 pandemic.
Although I don’t mind making jokes at Bianco’s expense, his selection as one of the “Crazy 8’s”my reference to the eight sheriff fellows selected by the Claremont Institute for its inaugural Sheriff Fellowship class was not surprising. But it also seemed foreboding.
After reading an assessment of the fellowship’s curriculum as published by Uken Report it appears as reported to be a program that focused the all too willing fellows on two types of communities in America, “those communities sheriffs should police as freely and brutally as they see fit and those ‘real’ Americans who should be considered virtually above the law.”
What category does he believe our community falls into?
The Sheriff’s Fellowship is not the only fellowship offered by the Claremont Institute but according to reports, it is the first one offered to elected officials currently in office.
Because sheriffs have such control over the communities they were elected to serve, voters have a right to know that the person elected to serve ‘all the people” in this community is tying
himself tighter to right-wing ideology, nationalism and extremism.
It is believed the Claremont Institute is now focused on sheriffs because some departments may already have an existing core of extremists within their ranks. This can make it easier for such individuals to enable other like minded individuals to create chaos within a community.
This is where we come to as a nation. A group of right-wing extremist sheriffs coming together with and being heralded by an institution that provides “historical and intellectual” cover for the furthering of such dangerous nationalism under the banner of christianity.
As reported, it is relatively clear Claremont sees sheriffs as influencers who–as elected officials–can push their extremist ideology into the mainstream. In Bianco’s case, he must be their ideal candidate because he has already established himself as a darling of right-wing media outlets.
The French philosopher Blaise Pascal once wrote, “Men never do evil so completely and cheerfully as when they do it from religious conviction.”
When you combine sheriff departments that may be home to some extremists, with the authority to use violence under the color of law, led by sheriffs who themselves are extremists and that are supported and praised by a Christian nationalist organization, we have to stop and ask ourselves, “What can possibly go wrong?”
Of course, this is just my opinion. I’m keeping it real.

On November 8, San Bernardino County voters will be presented with a choice on their ballot — leave the state of California and create the 51st state or remain the largest county in the nation.
A consortium in San Bernardino is the latest group of people proposing to alter the boundaries of the state of California. The group wants the county to secede from California and create a 51st state that would be called Empire.
According to real estate developer Jeff Burum, a member of the group, San Bernardino County is not getting its fair share from the state of California. The movement is supported by some local mayors such as Acquanetta Warren, mayor of Fontana, and Bill Velto, mayor of Upland.
“We cannot continue to beg, and crawl … to get resources for our county... Let’s step out and be bold about it and let the people decide what
they want to do,” Warren told the San Bernadino Board of Supervisors.
“I’m frustrated, too. I’m frustrated with the state of California. It’s becoming, more and more, ‘one size fits all’ for the greatest state in the nation,” said Board of Supervisors Chairman Curt Hagman.
Burum claimed the move has “overwhelming” support. But he is basing his assessment on a survey of 400 San Bernardino County residents by Wallin Opinion Research. There are more than 2.1 million people living in the county. San Bernardino is the fifth-most populous county in California and the largest in the nation by area. Geographically, it is larger than Connecticut, Delaware, New Jersey and Rhode Island combined.
The issue was first brought up at a meeting of the San Bernardino County Board of Supervisors.

The IE Voice/ and Black Voice News was there at the conclusion of a trial last month when an all-white jury found Black Lives Matter Inland Empire Chapter Member Donavan Caver guilty of vandalism.
Caver was charged with vandalism for spraying the letters “FTP” in chalk on a planter wall outside the San Bernardino Superior Courthouse in downtown San Bernardino to protest the arrest of his fellow protesters on July 31, 2020.
As previously reported by the IE Voice and Black Voice News, on August 10, 2020, five Black Lives Matter (BLM) Inland Empire (IE) Chapter Members and seven fellow citizens protesting the arrest, and prosecution of 29-year-old Lawrence Bender, were arrested on the San Bernardino Superior Court grounds in the City of San Bernardino as they protested Bender’s
arrest.
On June 29, 2019, Rialto Police Officer Michael Babineaux, while finishing up with the towing of a vehicle in a separate police incident, alleged Bender attempted to enter the tow vehicle. During the encounter, Babineaux shot Bender twice. On October 9, 2020, Bender pled guilty to resisting an officer and was sentenced to 364 days in county jail.
A surprise change of venue
Caver, who protested the treatment and prosecution of Bender, was surprised when on the morning of July 27, his criminal trial was suddenly transferred to the Joshua Tree Courthouse from the San Bernardino Justice Center, allegedly due to the number of criminal murder cases congesting the courts in the City of San Bernardino and surrounding communities.
At the Joshua Tree Courthouse, Superior Court Judge Kory Matthewson was assigned to preside over Caver’s jury trial after an all-white jury was seated, after the first judge assigned, Rodney Cortez, questioned the assignment as he was scheduled for vacation.
San Bernardino County Deputy District Attorney (DDA) Alfredo Tigerino told the jury that Caver’s actions were intentional in shaking the can of spray chalk, that Caver admitted to spraying the letters “ftp” onto the planter wall, and that Carver fled because he knew he was guilty.
Asking the jury to find Caver guilty, Tigerino explained that the crime of vandalism does not require that the damage be permanent and that just because the planter wall could be cleaned does not erase the crime.

Processing Loss With Burden….A Young Life Cut Short By Gun Violence
Aryana Noroozi | StaffJune 1, 2022 forever altered Daniel’s family’s lives. Since then, they have spent most of their time trying to process the loss of Daniel and at the hospital with Daelyn, who remains in critical condition.
The family wanted to share his story. Dr. White approached Black Voice News. This narrative reflects their voices and the concerns they raised about both the media’s portrayal of Dexter as gang affiliated, and the impact of Black on Black crime.
Daniel’s aunt, Dr. Judy White, former Superintendent of Schools for Riverside County and Moreno Valley and an educator for over 40 years, says she cried when she learned of the children killed in the shooting in Uvalde, Texas on May 24, but didn’t fully realize the pain their families’ were enduring, until she lost her nephew a week later.
Daniel’s family is frustrated with the way some media outlets have portrayed him and the incident that took his life.
White says they were taken aback when reading headlines describing the tragedy as “shoot out” and “basketball battle.”
“We felt as if the media was portraying it as our youth can’t even play basketball without arguing and fighting,” White said. The police officer on the scene confirmed there were no guns found on the scene, indicating a “shootout” was impossible.
“Part of this comes from the relief in heart that comes from sharing truth; and when the truth is not portrayed accurately it impedes the healing,” White said.
In addition to the burden of misrepresentation of her nephew by the media, White says she found herself in a moment of reflection while composing a Twitter post asking for prayers for her family. As she tried to honor her nephew in a 280 character count, White said she started to wonder why there was a greater burden on the Black community to justify that their kids were
“good” kids after their lives were taken.
She asks why society has evolved to a place where the loss of a loved one feels like it needs justification. “I encourage us as a society to come closer to the fact that, when any life is lost, that's a human being that's lost,” White said.
The impact of gun violence in Black communities
Data shows the Black population in America bears a disproportionate burden of gun violence and gun related deaths. Everytown USA reports that every 11 minutes, a Black person is shot and wounded in America and that Blacks are 10 times more likely than whites to die by gun homicide.
Everytown USA also reports that Black people in California experienced the highest gun
related death rate in the nation during the five year period of 2016 through 2020.
Despite the vulnerability of those in Black communities to gun violence, In 2010 VPC reported “there was no national data on the prevalence of drive-by shootings, those who commit them, those who are killed and injured as a result of them, the firearms used, where they take place, or at what times they most often occur.” The same holds true today.
What has changed, however, is that in 2020, CA Governor Gavin Newsom carved out $200M of the state budget to provide grants for violence intervention programs intended for local community training and building relationships with those in communities most at risk of being either shot themselves or of shooting someone

But in his closing arguments, Caver’s attorney Peter Schlueter highlighted his client’s testimony that he consciously chose to use washable chalk, and that under the DDA’s interpretation of the law, a 12-year-old drawing a flower on the sidewalk would be committing vandalism. He alleged that it appeared the prosecution’s motive to pursue criminal charges against Caver was that the chalk was affixed on the court’s property and not any other property.
Schlueter further argued that Caver’s use of chalk showed he was not being malicious but raising his voice, that he sprayed the chalk on the planter wall in front of a uniformed deputy sitting in a marked vehicle by the curb, while at least 30 deputies were nearby, and that Caver did not flee. Caver remained on the court grounds for about 20 minutes, after which he walked down the street to Schlueter’s law office while being tracked by a San Bernardino County Sheriff helicopter.

permanent, asking them to decide whether or not the elements of the crime of vandalism were met, whether Caver’s actions were malicious, whether Caver had defaced public property with graffiti, and whether Caver fled from the scene, implying guilt.
“The whole case comes down to malicious intent and the district attorney says that malicious intent is just the intent to write, and I argue that malicious intent means malicious intent,” Schlueter told Black Voice News and the IE Voice while the jury deliberated.
As a result of the DDA’s definition, Schlueter said the court did not allow him to defend his client by getting into his intent or the issues of protest or first amendment.
“Now the jury has it and the jury has two inconsistent statements of what the law is on malicious intent, and the court prevented us from talking about basically my client’s intent,” he said.
It did not take long for the jury to announce it had reached a verdict in the matter. Judge

Birthing While Black Series
The disproportionate rate at which Black birthing people die as a result of pregnancy-related causes in the U.S. is no secret. While California may have a lower rate of pregnancy-related deaths, California is not exempt from the problem. Black birthing people in the state still experience a higher rate of death than any other race, but Black doulas have been working to reduce that rate by prioritizing Black health, supporting families and advocating for change. This series explores the work of doulas, the families they support, regional and state-wide efforts to expand doula access as part of the solution to this historical disparity.
by Breanna ReevesWhen DeShawna Wright, 31, described how talkative and joyful her three-month-old daughter, Noni, is, she had a warm smile. Wright’s friendly and welcoming nature was on full display when she introduced herself by the nickname, Shay, during a Black birthworkers event in San Bernardino, CA, in April.
Hosted by an Inland Empire-based organization, the Sankofa Birthworkers Collective of the Inland Empire, the event was held during Black Maternal Health Week, a week that seeks to bring awareness of the state of Black maternal health and mortality in the U.S. Led by an
eclectic group of birthworkers — from lactation consultants to midwives to maternal mental health professionals — the collective highlights Black birthing people at the center of their vision to “foster wellness in the Black birthing community through direct services, education and advocacy.”
In the U.S. Black pregnant people are three to four times more likely to die from pregnancy-related causes than White pregnant people.
Maternal mortality is when a pregnant or birthing person dies during pregnancy or up to 42 days after the pregnancy from health complications related to it. Pregnancy-related death is when a pregnant or birthing

person dies during pregnancy or within one year after the end of their pregnancy from health complications related to pregnancy.
The U.S. Centers for Disease Control and Prevention (CDC) noted that roughly 80% of pregnancy-related deaths are preventable — a percentage Black doulas aim to improve through education and advocacy.
Wright heard about the birthworkers event through her own doula, Chantel Runnels.
A doula is a non-medical, trained professional who provides physical, emotional, spiritual and mental support to a birthing person before, during and after childbirth with the goal of supporting a healthy and safe birthing experience. Doula care covers a wide range of services including supporting birthing people and their families with in vitro fertilization, lactation, prenatal and postpartum care, and even abortions.
“The funny thing about my doula was that I met her a week before my due date,” Wright explained. She applied to receive doula support a month before her pregnancy through a local initiative called the Doula Access Program. She was paired with Runnels just before her initial due date on February 22, 2022.
The day before she expected to give birth, Wright’s doctor called to cancel her appointment because he was delivering other babies. With her due date changed, Wright called her doula to give her an update.
Wright’s labor was induced two days later on February 24 and Runnels provided virtual support during her labor and then provided support for six weeks postpartum. Despite only meeting a short time before her due date, Wright recalled how motivational and supportive Runnels was during her labor, and how Runnels encouraged her to create a comforting and calming atmosphere to give birth.
“She just inspired me because I didn’t do that with my son,” Wright explained. “I didn’t have any music. I didn’t have aromatherapy. I didn’t put myself in a space of relaxation.”
Wright also has a three-year-old son named Layden. After the birth of her son and prior to giving birth to Noni, Wright’s pregnancy journey had been difficult. Before conceiving her daughter, Wright had two miscarriages and
Wright had to explain to her husband that her doula wasn’t going to deliver Noni, but would be there for emotional, mental and spiritual support. After showing him a handful of Youtube videos about what doulas offer, he was on board and supportive of having a doula.
“I’m glad I had her at my fingertips on my phone, because he was working while I was in labor. He was in the room, but he was working remotely — literally helping someone with their class schedule while I’m in labor,” Wright said. Her husband, Dr. Louis Wright, is a college counselor. She joked that his students could hear her moaning and groaning. “It was so disrespectful.”

With this pregnancy, Wright changed her diet, her mindset and eventually sought the support of a doula.suggested by Runnels. She also credited the resources in the Inland Empire that she had at her disposal as contributing to an improved pregnancy experience.
Supporting Black Infants and Mothers
While pregnant with Noni, Wright participated in the local Black Infant Health Program through Riverside and San Bernardino Counties. Initially launched by the California Department of Public Health (CDPH) in 1989 to improve Black maternal and infant health and mortality throughout the state, the program operates across several counties where over 90% of Black births occur.
In April, during Black Maternal Health Week, Stephanie Bryant, Program Chief of the Maternal Child Adolescent Program at Riverside University Health System – Public Health and director of Riverside County’s Black Infant Health Program discussed the benefits of the program and its impact.
“The focus is on building that social support network, addressing issues in terms of mental health and stress management. And then also really teaching moms about empowerment,” Bryant explained, including, “How to advocate for yourself when you’re working with your provider, what a healthy pregnancy should look like.”
While Wright attended weekly group sessions through the program, she mentioned
wanting a doula and being interested in having a home birth — but, both her husband and her mother were against the idea. Wright was able to get partnered with Runnels through her health provider, Inland Empire Health Plan (IEHP).
Doula Services Come to the Inland Empire
In 2018, IEHP and Riverside Community Health Foundation (RCHF) formed a partnership to launch the Doula Access Program, a local pilot that reimburses doulas for services provided to IEHP members.
An initial call to the community led to Dr. Priya Batra, Senior Medical Director at IEHP and OB/Gyn, and Dr. Shené Bowie-Hussey, RCHF Vice President of Health Strategies and a doula, meeting and developing a plan.
Launched in January 2019, the doula pilot program has since evolved and grown to support hundreds of pregnant people and their families throughout the Inland Empire. The process of securing a doula begins with a family contacting RCHF who then performs an intake procedure to collect information about the family and then matches a family with a doula.
Doulas who are contracted with the program undergo orientation between RCHF and IEHP to review their background and training. The program also provides training on the protocols and standards of doulas versus providers. Now in its third year, the program has worked out
some kinks and has developed more efficient ways of partnering families with doulas.
“There are a lot of doula trainings nationwide, but the trainings we offer are a standout experience for many reasons: [First,] it is focused on our immediate community. We provided multiple disciplinary professionals who are currently serving families in the community,” said Doula Access Program Coordinator and Senior Health Educator Deidre Coutsoumpos.
“[Second,] this is a love offering to the Inland Empire. The staff and the participants are committed to closing the gaps in maternity care for our local community members. [Third,] our hands-on, experiential training speaks to multiple ways of learning to prepare participants fully to serve birthing families.”
The program includes doula support for three prenatal visits, the birth and three postnatal visits. The Doula Access Program currently contracts 43 doulas and has managed to retain doulas by employing them as independent contractors and implementing doula trainings that address gaps in care such as hosting trainings for doulas who are blind and training for doulas who primarily speak Spanish.
“Our original goal was [to serve] 100 families. We had 100 inquiries, probably the first six weeks or so,” Dr. Bowie-Hussey said. “And so we’ve amended our contract three times now. It’s a very successful program.”
After surpassing their initial goal of helping 100 families, there are currently 462 families enrolled in the Doula Access Program. From January 1, 2019 to now, there have been 371 births. The program’s new goal is to serve 500 families by the end of 2022.
The Doula Access Program is funded by the IEHP and compensates doulas with a reimbursement rate of $1,100 for the services they provide.
“The rate the state is proposing under [MediCal] is pretty similar to what we’re paying. However, their package includes more visits for that same rate,” Dr. Batra clarified. “We really wanted to learn from other pilots in Medicaid elsewhere in the country which had reimbursements rates that were much lower and had not found doulas that wanted to participate,

Black on Black Crime
White also calls for a shift in thought in the Black community when it comes to Black on Black crime.
“The community needs to be as incensed on Black on Black crime as we are about Blue on Black crime,” White says. “We can't say that we accept it more when we are killed by each other, to me we almost should accept it less. Nobody should be killing.”
When this concern was brought to the attention of the Vice President of the NAACP San Bernardino Chapter, Che Wright, she voiced a similar opinion.
“On top of looking over our shoulders at the PD, we’re fighting each other,” Wright said.
“Shame on us for not having more of a dialogue about what real endeavors we can do to start making sure that we make it not cool,” Wright said.

Matthewson then announced the guilty verdict reached by the jury and imposed a sentence of 30-days of community service, with eight hours spent removing graffiti, a fine of $265.20, and one year of informal probation.
In response to questions by Black Voice News and the IE Voice about the composition of the jury pool in Joshua Tree, San Bernardino County District Attorney Public Affairs Officer Jacquelyn Rodriguez explained that the defendant and his attorney had the right to object to the jury composition at any time, but they made no objections and accepted the jury panel.
Rodriguez said the Commissioner of San Bernardino County handles matters involving juries and that questions should be directed to that office.
Besides Caver, BLM IE Chapter members, Broderick Dunlap, Yoselin Saucedo, Brian Licea and Avery Garey, Jr. were arrested on the day of the protest. The sixth person arrested, Jaydee Lopez, was not a member of the BLM IE Chapter and was arrested on August 28, 2020.
Dunlap, Saucedo, and Licea were charged with trespassing, obstructing/resisting a public officer, trespassing/obstructing the business of a public agency, and picketing the courthouse to impede justice. Garey, Jr. was charged with trespassing, obstructing/resisting a public officer, and trespassing/obstructing the business of a public agency, all misdemeanors.
Lopez was charged with five misdemeanors for resisting arrest, battery on a peace officer and picketing at the courthouse to impede justice.
Caver claimed the other protesters arrested at the protest were not criminally charged –only BLM IE Chapter members faced criminal charges and he was the only person charged with vandalism over chalk, when at a prior protest others used washable markers and were not arrested.
Attorney Schlueter termed the order as not valid and questioned why no one was arrested for violating the order. Research by the Black Voice News referred to the California Rules of Court, Rule 10.603, which describes the authority of the presiding judge.
“I’m not sure the rule precludes a presiding judge from issuing a general order regulating
the public’s conduct in the courthouse or on or near courthouse grounds,” First Amendment Coalition Legal Director David Loy opined while expressing concerns about the court’s prohibiting of “counseling” or “education” as potentially violating the First Amendment of the Constitution.
“Apart from the rule’s language providing for authority to promote fair & equitable access to justice, which arguably encompasses the general order, ‘courts have fundamental inherent equity, supervisory, and administrative powers,’” Loy concluded adding, “I’d be surprised if a court found the general order exceeds the court’s inherent power to manage its premises unless it conflicts with a specific statute or rule.”

one misdemeanor from nine years ago and two traffic tickets, while Garey, Jr., Saucedo, and Lopez had no criminal records.
At a November 2, 2020, jury trial, Lopez, represented by Attorney Schlueter, was found not guilty.
Dunlop and Saucedo, both represented by Schlueter, and Licea, represented by Attorney Karin Aida Khachatorian, will face a trial recall hearing on September 27, 2022 at the San Bernardino Justice Center.
In his criminal case, Garey, Jr. is represented by a member of the conflict panel of attorneys, a panel created by the County of San Bernardino to represent those defendants whose case conflicts with the public defender’s office.
There is no scheduled hearing date for his case. He had failed to appear at the February 14 hearing. “I think he is afraid to appear,” Attorney Schlueter said.
As noted, prior to his arrest, Garey had no criminal record, not even a traffic ticket.
In Caver’s case, Rodriguez said the trial needed to be commenced by July 27, 2022. The last day for trial was set by the defendant’s counsel when Caver withdrew his general time waiver. Like many other cases, Rodriguez explained, it was subject to be assigned to available courtrooms throughout the county.
Caver, who did not have a criminal record, objected to the fact that no plea agreement was offered until right before trial and only after a judge inquired. But Rodriguez said that plea negotiations occur before the start of trial as with all other criminal prosecutions.
“While some cases are more complex than others, our community expects and deserves serious consideration for each case by the Office of the District Attorney,” he said in response to questions about the use of time and resources of the district attorney’s office for a misdemeanor vandalism case. “In San Bernardino County, the rule of law and the defendants’ 6th Amendment right to a speedy and public jury trial with a guaranteed right to an attorney is priceless.”

Caver said the letters “FTP” stood for “free the people” or “free the protesters” or “fight the power.” He got caught up in watching his friends peacefully protesting only to then be unlawfully arrested, and reacted by spraying the letters “ftp” on a planter wall in protest, Schlueter explained.
“FTP” came from the 1989 Spike Lee movie “Do the Right Thing” where Public Enemy’s song “Fight the Power,” was the opening theme song, featuring an unforgettable dance routine performed by Rosie Perez.
“That song somewhat became the anthem for the Black Rights Movement,” Schlueter explained. “The police thought “ftp” meant #&*k the police and wrote that in their reports.”
He said when Caver was arrested in front of his office, he heard Caver repeatedly say to the officers, “It’s chalk, it’s chalk.”

Doulas aren’t typically covered by commercial or private insurance companies despite research providing evidence on the impact doulas have on the health outcomes of Black birthing people, such as reducing the cesarean sections and lowering anxiety and depression during labor which can lead to deadly outcomes. With doula pilot programs like the Doula Access Program, doulas are able to provide services to birthing people in need while also being compensated at an equitable rate.

“That's why they used to say it takes a village,” Wright said. “A village was an open opportunity for us to check each other, and hold each other accountable for the places where one was lacking for someone else to come in, who was equipped and capable to help.”
Wright says key solutions lie in increased financial literacy and sustainability through various avenues. She believes the ability to provide and live sustainably can decrease aggression. She stresses the importance of creating programs for Black men, specifically.
These programs would help the community understand their options for financial sustainability, beyond solely pursuing education.
Wright developed and piloted the Live Program in Dallas, Texas. The program equips students with basic fundamentals of business and entrepreneurship while providing mentorship with the opportunity of a fellowship following completion of the program.
Wright says resources and funding are available and stresses the importance of organizing and moving swiftly into the action stage.

And it has continued to be discussed at Board of Supervisors’ meetings over the past few months. While Board Chair Hagman supports the move, Supervisor Joe Baca Jr., said he disagrees with the effort.
During public comment at a recent Board of Supervisors meeting, Jane Hunt-Ruble, a San Bernardino County resident, said she opposed the move. But she said it would be popular with people who held anti-government feelings. “It’s never going to happen,” she said.
A group of Inland Empire-area legislators blasted the move in a joint letter. “We are shocked with the reasoning behind this initiative, concerned about the cost to taxpayers to essentially ask local officials to do their jobs, and disappointed in the narrative being created regarding our community,” a letter signed by Assembly Majority Leader Eloise Gómez Reyes
According to a press statement, the question will be put on the November ballot. It asks, “Do the people of San Bernardino County want San Bernardino County elected representatives to study and advocate for all options to obtain the county’s fair share of State funding up to and including secession from the State of California?”
Secession Movement
Over the years, there have been several efforts led by various groups to partition California -or secede from the state. So far, none of them have succeeded. The San Bernardino group’s move isn’t the only recent secession movement. In 2020, a group in northern California lobbied to leave the state and merge with parts of Oregon and Idaho. That group was motivated by dissatisfaction with California’s “liberal policies.”
Also, in 2017, there was gathering momentum for a movement calling for California to leave the Union and create its own country. That movement, labeled Calexit, was headed by Louis Marinelli, an American citizen who lived in Russia.
According to Bloomberg, the campaign received financial backing from the Russian government. Marinelli later returned to America, renounced Calexit, and ran for a State Assembly seat. He received 6.4% of the vote. Creating a new state is a complicated process. For example, secession from California would require approval from state legislatures, Congress and a signature from the president of the United States. The last states to join the union were Hawaii and Alaska, which were admitted in 1959. And the last state to be formed by splitting away from another state was West Virginia, which was created in 1863
