ho is to blame for San Bernardino’s woes? Or should the question be… What? San Bernardino. Stockton. Vallejo.What do these three California cities have in common? Not only have all three cities filed for bankruptcy protection (Vallejo in 2008, Stockton in 2012, and San Bernardino also in 2012), they are all charter cities instead of general law cities, what writer Jeremy Rozansky calls a “template for dysfunction” in the article “The Problem and Promise of Charter Cities.” (City Journal, August 2012) I believe Rozansky’s summation on the topic is worth sharing as San Bernardino voters prepare to respond to the recall effort in November’s general election: All three are charter cities, rather than general-law cities. The distinction is important. General-law cities are governed according to guidelines established by the state government, including restrictions on mayoral discretion and limits to city workers’ salaries. Charter cities, by contrast, are governed according to their own charters—a system that carries with it some drawbacks, notably in the realm of public salaries. Often, a city charter goes beyond San Bernardino’s approach of tying pay to wealthier cities and actually leaves it limitless, inviting corruption. Rough-and-tumble Compton, which may follow San Bernardino into bankruptcy, is a charter city, as is Bell, a poor city of 36,000, which made national news in 2010 when the Los Angeles Times discovered that the city manager was making $788,000 a year and part-time city council members were paying themselves more than $100,000. He continues: Just as charters can make cities worse, they may be able to make them better—it all depends on who’s in charge. (Mayor Patrick) Morris and some other city leaders have tried to put charter reform on the local ballot, hoping to abolish the sections that inflate city workers’ pay and empower the city attorney to battle the mayor. Charter reform in San Bernardino could eliminate the city’s doubling of the executive power by making the city attorney an appointed position, answerable to the mayor and council—who are, in turn, accountable to the voters. It could also eliminate the provision that sets city employee salaries so high. So if, as he argues, how well a charter city fares depends on the city’s leadership, then it is clear the leadership is failing the residents and citizens of the city of San Bernardino. Ben Jealous Resigns As CEO of NAACP

y friend Ben Jealous, CEO of the NAACP, is resigning his position effective December 2013 citing personal family reasons. As a father of small children having to spend days and weeks of not being able to talk, touch and play with them during their developmental years takes its toll. Those formative years are the most important in a childâ&#x20AC;&#x2122;s life with mother and father raising them together. I know this because I have been where Ben is now. I had the opportunity to uproot my family for the hustle and bustle of Los Angeles where I would spend countless hours stuck in an office in Hollywood, on the road throughout Southern California, and in the air to Oakland. Our kids were small at the time with one not yet born. My wife and I evaluated our situation and decided that our family would be better served in the four bedroom home, with swimming pool, central air & heat, surrounded by people we knew from childhood and a community we loved. I took a promotion with the company but remained in San Bernardino where I came home every night. Now Ben took the job at 35-years of age when there were no children involved with his decision. Now at 40 and two children later he and wife, Lea Epperson, a civil rights lawyer with her own career, his priorities have shifted. I, for one, applaud Ben for his decision. I have known Ben since the 90â&#x20AC;&#x2122;s when both of us were involved with the National Newspapers Publishers Association, he as staff and I as first vice president of the board of directors placed with some responsibility of staff and conventions. Ben impressed me with his knowledge of our struggle as Black owners

of newspapers and citizens in America. Ben is a Rhodes Scholar and it was clear to me he was skilled at grasping grand ideas and dissecting them into clear statements for communicating them to people. I know the stress a position like CEO of the NAACP can have on a person because at any moment a Trayvon Martin shooting, a moral Monday demonstration in North Carolina, voting rights issues in any state, interviews on television, radio or newspaper could happen at any time or place in America with his presence being requested, not to mention supervising a staff and raising money for the organization. Ben is leaving the organization with a good staff and much more money than when he started. The donors have grown from 16,000 to 133,000 with annual revenues up from $25 million to $46 million a year. The NAACP has a high tech operation for getting voters engaged in the political process that helped contribute to higher Black voter turnout. I wish Ben much success in his endeavors as he strives to raise a family while navigating his career to provide for them.

Riverside Art Museum Announces New Slate of Officers and 11 New Trustees Riverside

he Riverside Art Museum recently announced the appointment of a slate of new officers and trustees to serve for the 2013-2014 year. Bob Kain, architect and director of healthcare for Balfour Beatty Construction in the Southwest, has been appointed President of the Board of Trustees. Kain is a founding member of the American College of Healthcare Architects, a member of the OSHPD Hospital Building Safety Board, Commissioner for the Riverside City Planning Commission, and a member of the Inland Empire Economic Partnership Executive Committee. He received his Architecture degree from California State Polytechnic University, Pomona. Recently, Kain served as principal-in-charge for several large replacement facilities, including the new $370 million Kaiser Permanente Replacement Hospital in Fontana, Calif. He has longed served the Inland Empire community, acting as President of the American Cancer Society and the Children’s Fund. “As a long-time resident of Riverside, I am honored to be elected president,” says Kain. “I look forward to building a stronger organization that will be here for years to come to serve the residents of our community.” Scott Dawson, Environmental Programs Manager with First Solar, Inc. has been elected Vice-President. inthenews Remembering the Life of Lillian A. Reid-Lindsey Riverside

ongtime Riverside Resident Lillian A. Reid-Lindsey was lovingly laid to rest at Olivewood Memorial Park on August 19, seven days after celebrating her 83rd birthday. Born in Summerville, South Carolina, on August 12, 1930, the second of seven children born to Rev. and Mrs. Enoch McQueen. She is the product of the public school system of Charleston, South Carolina. She joined Amos Temple CME Church in 1978, prior to that she belonged to Allen Chapel AME Church of Riverside California. Lillian served on the Missionary and Stewardess Boards. She was also president of the Stewardess Board. She served in any capacity need by her Church. Lillian was active in the push for integration in Riverside public schools. Due to her diligent efforts, her son attended the best elementary school in her area, Hyatt Elementary School, resulting in her son being the first African American child to

attend Hyatt. She escorted him to and from school daily. Lillian would also not take no for an answer. She was one of the first women, black or white, to purchase a home in Riverside. She had to drive to Los Angeles to obtain a mortgage because no one in Riverside would provide one; so drive to Los Angeles again and again she did. Lillian graduated from Riverside Community College Nursing Department and worked as a nurse at Riverside General Hospital for many years. She earned a Bachelor of Arts Degree in Human Services from California State University, San Bernardino, California. Further study at Cal State earned Lillian a Designated Subject Teaching Credential in Health and Allied Subjects. The last ten years of her employment were done at Patton State Hospital as a Psychiatric Technician Supervisor and at Valley College Nursing Department as a part-time Instructor.

Legendary Farm Worker Organizer Jessie De La Cruz Passes Away on Labor Day

egendary farm worker organizer Jessie De La Cruz passed away on Labor Day in Kingsburg at the age of 93. Born and raised in Anaheim, she was one of the first women organizers in the United Farm Workers. A joint statement by United Farm Workers President Arturo S. Rodriguez and Cesar Chavez Foundation President Paul F. Chavez said: (she) never faltered in her wholehearted devotion and loyalty to Cesar Chavez and La Causa since the union was founded five decades ago. Her entire life was a triumph against the cruel exploitation and bleak poverty she knew toiling as a migrant farm worker from early childhood, including crippling labor with el cortito, the infamous short-handled hoe. Jessie inspired thousands of people by drawing upon the same virtues Cesar Chavez demonstrated, most notably her simple humility. She never sought the spotlight or public recognition for her many contributions, preferring instead to do the hard, grinding work on the frontlines of the farm workers struggle.

She first met Cesar Chavez when he was conducting a house meeting, speaking with farm workers about forming a union, at the home in Parlier she shared with her husband Arnold, in early 1964. Jessie was serving coffee she had prepared in the kitchen when the Cesar asked her to sit down and take part in what was going on. That was when her life changed. Encouraged by Cesar, Jessie became one of the best organizers the union produced, from organizing in the fields to boycotting grapes and other products in the cities She worked with the UFW in campaigns across the state and with Cesar at his office at La Paz in Keene, now the National Chavez Center and Cesar E. Chavez National Monument. Jessie De La Cruz embodied Cesar Chavez conviction that ordinary people have within them the ability to do extraordinary things. If consistency is a value, then Jessie De La Cruz was a saint. Our heartfelt condolences and solidarity go out to Jessie’s family, some of whom continue her legacy by serving farm workers and other working people.

he California Highway Patrol (CHP) will accept applications in September from individuals interested in a career as a CHP officer. rganizers of the two recent marches on Washington – one called by Al Sharpton and Martin Luther King, III and the other engineered primarily by King’s sister, Bernice – almost stumbled over one another praising the diversity of their respective marches.

However, not one addressed the elephant in the room: Why was more emphasis placed on bringing in groups that were not part of the push for jobs and freedom in 1963 than assembling a broad coalition of Black leaders? To be even more direct: How can you justify excluding Minister Louis Farrakhan? After all, he managed to draw more Black men to the nation’s capital on Oct. 16, 1995 than the combined crowds at the 1963 March on Washington, the Sharpton-led march on Aug. 24 and the Aug. 28 commemorative march. In fact, the Million Man March at least doubled their combined attendance. Regardless of your personal view of Farrakhan, he has demonstrated that he has a significant following in the Black community and deserves to be part of any serious attempt to address the numerous problems facing Black America. Of course, the reason Farrakhan was excluded is because he is anathema to Jews, who view him as a virulent antiSemite. Essentially, the choice for Black leaders is that they must choose between Jews, longtime allies of the Civil Rights Movement, and Farrakhan, who inspires and motivates some segments of the Black community that establishment leaders can’t reach. Over the years, Black leaders have sided with Jews. Except for a couple of months under Kweisi Mfume, the Congressional Black Caucus, one of the strongest pro-Israel voting blocs in Congress, and the NAACP under Ben Chavis have consistently distanced themselves from Farrakhan. At its 1993 CBC Weekend town hall meeting on “Race in America,” Mfume declared, “No longer will we allow people to divide us. We want the word to go forward today to friend and foe alike that the Congressional Black Caucus, after having entered into a sacred covenant with the NAACP to work for real and meaningful change, will enter into that same covenant with the Nation of Islam”’ and other Black organizations, such as fraternities, sororities and professional groups. But after Farrakhan assistant Khalid Abdul Muhammad gave a speech at Keene College in New Jersey denouncing Jews as “blood suckers” and the Pope as a “no good cracker,” CBC members pressured Mfume to withdraw the offer of a covenant. Non-Blacks never understood that Mfume wasn’t endorsing Farrakhan’s or Muhammad’s views of Jews. Rather he was advocating what civil rights leaders call “operational unity,”

meaning that they will cooperate to collectively address some of the ills in the African American community while maintaining their independence. Democratic pollster Mark Mellman told the Los Angeles Times, “There is a failure of many Jews to understand the sense of crisis in the Black community.” But he added, “There is a lack of appreciation by Blacks of Jewish anxieties over their embracing people like Farrakhan who are vicious anti-Semites.” Although he spoke at Sharpton’s rally, Jesse Jackson was noticeably absent from the array of speakers at the Aug. 28 observation that featured President Barack Obama and former presidents Jimmy Carter and Bill Clinton. Jackson, who had his own share of problems with Jews after he referred to New York City as “Hymietown” during his 1984 presidential campaign, was probably omitted from the program because of his strained relationship with Obama. Jackson alienated Obama supporters when he was caught on tape disparaging then-candidate Obama. As Jackson prepared to be interviewed on “Fox & Friends Weekend,” he was overheard saying Obama had been talking down to Black people. Jackson told a fellow guest that he wanted to cut off Obama’s testicles. He quickly apologized for what he called “crude and hurtful comments.” Jackson’s comments hurt his standing in the Black community more than it hurt Obama, who accepted Jackson’s apology before going on to win the general election. Although Obama accepted Jackson’s apology, Jackson has not been among the civil rights leaders who meet regularly with the president or Valerie Jarrett, a top White House adviser. And many African Americans, who overwhelmingly support the nation’s first Black president, have yet to forgive Jackson for his comments. Few will admit that in one respect, Jackson was right – Obama sometimes comes across as lecturing Black audiences while not doing the same when speaking to mostly White groups. Jackson acknowledges that he was wrong for saying he wanted to dismember a certain part of Obama’s lower body. However, that was five years ago and the civil rights leader has contributed too much over the past four decades to be forever excommunicated from the Black race. The two recent marches on Washington are over and shouldn’t be the yardstick by which we judge the value of Black leaders. The Black community is in a crisis and needs all of the help it can get, regardless of how unpopular that might be with others.

ou see a lot of teachers judge and stigmatize their students based on where they come from. A lot of my teachers thought that since I was from the South End of Louisville and I grew up in Section 8 housing that I wasn’t capable of doing all the things that I did, and the first time that I really felt like I was someone, it was the first time my fifth grade teacher actually pulled me to the side and said, ‘What can I do for you to help you as a student?’ And I ask my students that now. I pull them to the side and I say, ‘What can I do as an adult to help you?’. . . I feel like every time I talk to someone, I should instill something in them, and I want that in return. And that happens just through treating people with love.” As children across the country are returning to their classrooms, Janol Vinson is part of the next generation of educators and administrators who will be shaping our children’s future. He recently received his bachelor’s degree in middle grades education from Northern Kentucky University and is now pursuing a master’s degree in higher education administration at Florida International University. Janol spoke at a recent symposium convened by the Educational Testing Service (ETS) and the Children’s Defense Fund on “Black Male Teens: Moving to Success in the High School Years” on how he found his own calling in education and his passionate belief in the need for training teachers who love, respect, and set high expectations for every child. Janol explained that his grandfather, a pastor, helped set the stage for Janol’s success in school with high expectations. His grandfather didn’t have the opportunity to go to college until he was in his mid-40s: “Hearing the stories from my grandfather talking about the [Civil Rights] movement and talking about the things that he sacrificed for my education . . . He set that expectation for me, just saying, ‘You owe this to your family. You owe this to your community. It’s not this is what you should do’—he sat down and said, ‘this is what you are going to do.’ . . . So by the time I did get to high school, I knew . . . I need to make an A in this class because that’s what my grandfather expected from me.” Janol’s good grades allowed him to attend an excellent magnet high school but he realized he didn’t have any Black male role models there or see his own experience reflected in the curriculum, where, he says, “the first time I saw an African

American male in my textbook was as a slave.” He didn’t get to see how a school could go beyond providing an education to transforming lives. When as a young college student he attended a weeklong training to serve as a servant leader intern teaching children in the Children Defense Fund’s Freedom Schools® summer enrichment program, the light bulb went off: “What I saw changed my life forever. Seeing thousands of young people who were excited about enriching the lives of students in grades K through 12 excited me, and the fact that it was all based around reading really just changed my whole mindset on how I viewed education, how I viewed the movement. And by the end of that summer, during my first year of Freedom Schools, I realized that my calling really was to give back to my Marian Wright Edelman community and help young people love to read.” Now, “[I] make President, Children’s sure that I set the [high] expectations. So now with my students Defense Fund at my site, I don't say, ‘this is what you should do’. . . And once we realize that teachers are the main vehicles to help children as a whole, that’s when we’re going to honestly see a change, when we have equitable funding for all teachers and all school systems, because all children deserve a valuable education, and all children deserve teachers who care about them.”

Affordable Care Act Myths and Facts

bamacare, or in its more official form, the Patient Protection and Affordable Care Act, has been one of the most comprehensive and controversial pieces of federal legislation enacted in recent memory. Befittingly, its reputation has suffered through quite a lot of distortions as well as unrealistic expectations. It can be difficult to discern fact from fiction, especially in today’s political climate. The sheer amount of information can be sobering. Finding reliable information, in which to make an informed decision, has become a chore for even the most responsible of Americans. Love it or loathe it, the Affordable Care Act has many Americans scratching their heads and asking, “What will it mean for me?” Example: About two-thirds of the uninsured polled said they don’t understand how the health care reform law, commonly known as Obamacare, will impact them if they have a pre-existing condition, says the Kaiser Family Foundation. Under the Affordable Care Act, people with pre-existing health conditions cannot be denied health insurance as of 2014, when the law takes full effect. As of 2014, insurers cannot charge consumers different rates for health insurance because of health status or gender. You can be charged more for your age, however, with older people paying a higher premium than young people. But that increased charge is capped at no more than three times the standard rate. A pre-existing condition is generally

considered an illness or disability a person has prior to applying for health insurance coverage. Currently, the definition varies among states and even by insurance plans. However, once the law takes full effect in 2014, that definition will lose its importance. Under the law, no one can be denied health care insurance for any reason, including an existing medical condition. As it stands now, if you apply for insurance on the private market (as opposed to getting it through your job), insurance companies will look into your medical history and can deny you coverage based on what they find, including perceived health risks. As mentioned above, effective in 2014, insurers will no longer be able to deny anyone on the basis of their medical history.

Recall Allows Voters To Take Back City Of San Bernardino Seven of Nine Seats Can Be Replaced on November 5 Ballot

he Registrar of Voters has announced a successful recall petition effort in the City of San Bernardino that adds three seats to the November 5 general election, giving city voters an unprecedented opportunity to replace seven of nine officials targeted for replacement by a group of concerned citizens and business owners. San Bernardino Residents for Responsible Government launched a “recall them all” campaign in May to bring attention to what they call the dismal performance of the City Council, City Mayor and City Attorney that led to the city’s declaration of bankruptcy in 2012. The successful recall adds City Attorney James Penman, and Council Members John Valdivia and Wendy McCammack to the November citywide ballot, joining the City Mayor and three other council seats already up for reelection. The successful campaign that places three additional city officials on the ballot for recall makes

In order to qualify for the ballot, signatures were required from 25% of registered voters in each ward being recalled and from 15% of registered voters in San Bernardino to recall the City Attorney and the Mayor. Superior Court when the judge ordered that the city begin validating the petitions for recall. The City Clerk had refused to process the petitions citing a technicality in the filing process. The judge overruled the City Clerk and also threw out an “anti-recall” petition that had been circulating to remove signatures from the Recall petition. The “anti-recall” petition was disguised as a petition to oppose non-existent water rate increases, something that the Judge called “extremely misleading”, “deceptive” and “scurrilous.” The City of San Bernardino, voted All America City in 1977, has undergone significant deterioration in the last decade. Organizers of the recall effort blame elected leaders for being derelict in their duty to work together in order to serve and protect City residents, workers and businesses. Despite two years of warnings about possible bankruptcy, city leadership did not implement any significant strategy or course correction and, the City was forced to declare bankruptcy on July 10, 2012.

First African American in Moreno Valley

The NAACP, Tuskegee Airmen, Riverside Mental Health, Salvation Army, Riverside County Sheriff Department and many other vendors encouraged the community to get out and vote, and participate in education and legislative events. State Senator Richard Roth opened the event with praises for the group’s leaders who spear headed the day’s events and reminded everyone that it was also the week we celebrate the 50th anniversary of the Martin Luther King Jr. Speech, “I Have a Dream.” 61st District Assemblyman Jose Medina was on hand to greet the participants and also thanked all constituents for coming out. Congressman Mark Takano’s office was present but acknowledged that the congressman was called back to Washington, D.C. Moreno Valley

Unified School District Trustees, C.J. Johnson, Jesus Holquin and Dr. Denise Fleming were also present. Jesus Holguin spoke to the group on the outstanding 2012 school year the district had experienced and Dr. Fleming praised the school district for the over $3 million in scholarships that was received by the 2012 senior class. She also identified the district as an International Baccalaureate (IB) district and spoke to the community regarding the Dual Immersion language program. The California Democratic Party African American Caucus Chair, Darren Parker, also attended the event. It was a day full of food, family and fun for all ages.

he WNBA’s 16th regular season is rapidly coming to a close. Like so many seasons in the past, the Los Angeles Sparks (219) are positioned for a playoff run in pursuit of their elusive third championship. The Sparks have locked up a playoff berth and are currently second in the Western division only 1½ games behind the Minnesota Links. With four games remaining in the season and two of those against Minnesota, it’s possible that LA could flip the script and secure the top seed in the west. For Los Angeles, the importance of securing the top spot and getting the accompanying home court advantage is obvious. The Sparks have proven themselves to be a championship worthy team at home but have not fared nearly as well on the road. Many teams have gone through a stretch of ‘road trouble’ and gone on to win championships but sluggish road performances have plagued Los Angeles throughout the season and the problems seems to persist as the playoffs approach. Unlike the NBA, the ladies play shorter series and the lack of multiple home court opportunities makes a huge difference. During a mid-season interview, Sparks head Coach Carol Ross voiced her concern but suggested that an increased intensity on the road would cure the problem. Shortly after that interview the team completed a 4-1 road trip beating Washington, Connecticut, Indiana and New York with the single loss coming after dropping the opener to lowly Tulsa. Problem solved. Not exactly, only four days later, the Sparks lost in Seattle to a banged-up Storm team. Should Sparks’ fans be concerned? Possibly. Los Angeles has more 20+ win seasons than any other WNBA team, yet have only two championships to show for it. The Sparks have reached the 20 win plateau 11 times in 16 years.

Long time team General Manager Penney Toler has continuously produced a top five roster, year after year including not one single season without an All-WNBA player on her squad. But, bad breaks and happenstance have overruled potential time after time. After winning 28 games in the 2000 and 2001, LA won its first champion by beating Charlotte 2-0 in WNBA finals. The Sparks followed that with 25 wins in 2002 and another finals victory over New York. With the league’s best player, Lisa Leslie at the top of her game, Sparks’ fans expected future championships to come in bunches like grapes.

Despite numerous 20 win seasons since, it hasn’t happened. Defensive weaknesses, poor outside shooting, injuries and coaching changes are just a few of the ailments that have continued to squash the team’s potential. As good as they are, the 2013 Sparks are going to have to find a way to overcome their road deficiencies or else face the same plight as so many other good Sparks teams have. G. new special exhibit showcasing art and artifacts from Africa opened at the San Bernardino County Museum in Redlands on Tuesday, September 10 thru November 8, 2013. “Footsteps to You” is presented by the Black Voice Foundation, and is included with regular paid museum admission. “We are very glad to be hosting this outstanding traveling exhibit here at the museum. The Black Voice Foundation has done a wonderful job of showcasing these engaging artifacts,” said Michelle Nielson, Curator of History. Dr. Amos Isaac and his wife Lorraine spent more than 40 years researching and developing a world-class art collection from East and West Africa. As students of the first class of Peace Corps members, serving on the African continent, their passions grew to appreciate this new culture. During that time they acquired not only memories, but artifacts and mementos that represent their experiences with a variety of African tribes, cultures, and traditions. “Footsteps to You” features a selection of these artifacts, including textiles, sculpture, ceremonial masks, and jewelry. Black Voice Foundation is proud to share this exhibit with the residents of San Bernardino County. “As an organization that has a mission in the areas of Art, History and Professional Development, we are honored to educate our community that there are many similarities in

all our cultures,” said Hardy Brown II, Executive Director. “You will see, there are many games, woodwork, masks and textiles that are shared on many continents. We would also like to thank our sponsors, Wells Fargo, Southern California Edison, the IE Voice News, and San Manuel Band of Mission Indians, for helping to bring this collection to a wider audience.” The San Bernardino County Museum is at the California Street exit from Interstate 10 in Redlands. arl Smith has been named the new executive director of the San Bernardino County Gangs and Drugs Task Force. Smith, who was named as the coordinator for Child Welfare and Attendance for the San Bernardino Superintendent of Schools in July, replaces Sherman Garnett, who was the previous executive director for the task force. Garnett retired from County Schools in June. “We are fortunate to have someone with Earl’s abilities and background as the new executive director for the countywide Gangs and Drugs Task Force,” County Superintendent Gary Thomas said. “The task force has forged

a great partnership between our county schools and districts with law enforcement and those in our community who work collectively to eradicate drug use and gang activity.” Smith has worked for County Schools for the past 11 years, most recently as a principal for alternative education students in the High Desert. The 200-member strong Gangs and Drugs Task Force is committed to providing a leadership role in advocating the prevention and suppression of gang membership and drug use. The task force is a coordinated partnership among education, law enforcement, criminal justice, elected officials, private enterprise and community members.

iepeopleinpolitics Zafar Inam Governing Board Candidate Chaffey Community College Iâ&#x20AC;&#x2122;m running for Chaffey College Governing Board because we need someone with innovative ideas and a fresh perspective to solve the many issues facing Chaffey College. The Inland Empire has become the second highest region for hi-tech job growth in the nation, outpacing hi-tech hubs such as San Francisco and Silicon Valley. 7 out of the 10 fastest growing occupations over the next 10 years will require an education in the science fields. Despite this fact, Chaffey College on average awards only 22% of Associate Degrees in Science. According to a 2013 U.S. Department of Education report, Chaffey Community College also fares well below satisfactory with a 34% success rating based on the percentage of students that graduated within three years or transferred to four-year colleges. I want to work towards ending the disconnect between regional jobs available and degrees awarded. We need to ensure that Chaffey College has a better partnership with local businesses and universities so students can gain an affordable education that will result in a rewarding career. As a long time Inland Empire resident, Zafar Inam is a graduate of Chaffey College who also graduated from Upland High School.
