I
t’s funny the things you remember from your childhood. I was always a reader and in my youth I especially loved poetry, I still do. There was this one poem by an unknown poet I read in my early teens that still resonates with me today. It began, “No one can communicate to you the substance of poverty until you have lived with it intimately.” I guess it struck such a chord because as a child like so many children in America then as now, I knew what it felt like to be poor. I understood the sadness in my mother’s eyes when we needed more food or medicine for a cold or a new pair of shoes or wanted whatever kids wanted in those days. Just as I’m sure she understood the disappointment in the eyes of her children when she knew we wanted more to eat, newer cloths, to go somewhere with our friends, but never asked because once we were old enough to understand and know she was doing the best she could—we never wanted to put her in a position to have to say no. Don’t misunderstand me, yes, we were poor but what we did not have in material things were more than compensated for with familial love. But, I often wonder what would have happened had she had easy access to predatory lenders like the ones that exists today? Would she have succumbed to the temptation of exorbitant interest rates when she was short of money and we needed groceries or the light bill was due and there was no money to pay it or, or, or…. That was a lifetime ago and I will never know what my mother would have chosen had that option been available to her but I understand why people who need, as the old folks used to say, “make a way out of no way,” seek funding from predatory lender today.
These lenders usually target minorities and the poor but not exclusively. They also prey on the elderly and less educated. Although such loans may seem like a viable option in the moment, in the end they typically move desperate borrowers from one financial crisis and leave them in an even worse one. According to reports, some consumer loan companies charge rates as outrageously high as 225 percent. For this reason, I was pleased to learn during this legislative session, California lawmakers passed a bill to cap interest rates for consumer loans as a way to curtail predatory lending practices in the state. The bill would cap consumer loan interest rates at 36 percentage points above the main interest rate set by the Federal Reserve. Today, that rate sits at about two percent. And though I still consider this exorbitantly high; it is much better than 225 percent. The measure would apply to loans between $2,500 and $9,999 and requires lenders to offer borrowers a credit education summary. I, like other advocates of this legislation, am hopeful Governor Gavin Newsom will sign the bill into law. As encouraged as I am about this legislative effort to curtail predatory lending abuse, I was shocked to learn that critics of the legislation included many Black Chambers of Commerce members (among others) who expressed concern the rate cap could put some lenders out of business and cut off loan options for vulnerable Californians or harm people’s ability to build credit. Really? It is hard to believe these Black

Riverside – As the 2019 flu season draws near health officials are reminding citizens of the importance of getting their annual flu shots— especially those who are most vulnerable like children, seniors, those with compromised immune systems, those with diabetes, etc. Children below the age five years and especially those below two years of age are at greater risk of getting the flu because their immune systems are not fully mature. Also, those above 65 years old are more susceptible because their immune systems usually weaken as they age. According to the Centers for Disease Control and Prevention (CDC) each year in America there are nearly 200,000 hospital admissions and 49,000 deaths from the flu. Officials caution because the flu viruses change quickly and new vaccines come out each year, it is important to get a flu shot each year.

T
he Inland Empire has a nursing and physician shortage according to a 2017 Inland Empire Regional Collaborative Health Industry Workforce Report (IERCHIW). The demand for healthcare services and subsequent industry and employment growth continues to be driven by an aging population that requires more services. In Riverside County, the older adult population is expected to increase by 97 percent by 2030 (from 353,225 to 695,017), with San Bernardino estimated to grow by 107 percent (from 265,699 to 550,488). This increase will drive an overall growth of the region’s medical sector as well as the types of medical service workers needed to deliver it. IERCHIW further reported among the 55 healthcare occupations represented in the Inland Empire, registered nurses are the number one healthcare resource needed over the next five
years. In response to this growing demand, Riverside City College just received a fiveyear, $1.67 million College and Career Access Pathways Grant from the California Community Colleges Chancellor’s Office for its STEM/ Nursing Health Science Pathway. The grant will enable RCC to recruit and educate underrepresented student groups to become nurses. Over the course of the grant, College officials expect nearly 1,500 students from Arlington and Ramona high schools to participate, with 435 completing the discipline to become nurses or other healthcare professionals. Arlington and Ramona high schools were natural partners for this grant due to their current health-related course offerings, as well as diverse student populations. San Bernardino – This year the inland region has experienced its share of earthquakes, but experts warn the long anticipated “big one” is yet to come. To help prepare for this eventuality on Thursday, October 17, 2019 California will hold the fifth annual statewide “Great California ShakeOut.” In advance of this statewide event on Sunday, October 6, from 11 a.m. to 4 p.m. the San Bernardino County Museum prepare inland residents by holding a “Drop, Cover, and Hold on,” exercise. The event will feature the San Bernardino County Office of Emergency Services earthquake simulator, so visitors can experience the strength of an earthquake. Emergency preparedness demos will be given throughout the afternoon.

Take A ‘Digital Detox’ It’s Good For Mental Health
H
ave you given thought lately to putting down your phone for a full 24 hours and spend time with loved ones? As much as we believe that when used in the right way, technology will empower you to do your best work, we also know that it can be a massive distraction and focus killer. Our smartphones, especially, have been designed to pull our attention and are constantly rated as something we would like to spend less time using. According to the 2017 edition of the American Psychological Association’s yearly Stress in America report, nearly two-thirds of American adults agree that periodically “unplugging” or taking a “digital detox” would be good for their mental health. Physicians, mental health professionals and other healthcare providers are increasingly recommending classes and training opportunities emphasizing the proven physical and mental benefits of regular pauses.
It used to be you left work and went home and recovered. Now you’ve got your devices that follow you everywhere. The body is designed to be energetic and active then recover. Make a point of reducing the stress in your life. Put yourself in airplane mode. Do a digital Sabbath. That’s giving devices a rest for 24 hours over a weekend. Read a book. Take the scenic route home. Practice being intentionally quiet at least once a day. Power down, log off and enjoy your meal. Before you answer those emails, ask yourself if they can wait. By most accounts, the average American spends 70 hours per month on their phone, with young adults (18–24) spending upwards of 94 hours! Ask 10 people to define “digital dependency,” and you’ll likely get 10 different responses. But the basic concept of the word is straightforward. It’s about the ‘device appendage’. The compulsive urge and pressure to be and stay connected. When you’re overly immersed in emails,
instant message and social media we’re missing out on real conversations, thinking deeply and creatively. Truth is we all know that it would benefit us body and soul to disconnect on occasion.

UNITY in CommUNITY Celebration Fontana
T
he community gathered at Jessie Turner Sports Pavilion in Fontana Park on Saturday, September 14, 2019 between 11:00 a.m. and 3:00 p.m. for the annual “Unity In CommUNITY Day” celebration. As guests arrived, they had an opportunity to walk thru the Cruising Brothers’ People’s Choice Classic Car Show where they voted for their favorite car. “Fiona the Movie Star Car” and the official p arade car was available on display for photo opportunities. Nearby, CHP Officer Garcia gave children an opportunity to sit in a CHP vehicle, turn on the lights, siren, and experience being a CHP for a day. In honor of 911 the Fire Department displayed a hook and ladder truck as a reminder of the first responders whose lives were lost and whose lives they saved. More than 40 community volunteers help set up for the day’s celebration which included a massive, official boxing ring which served as a focal for the day’s events. The emcee, celebrity sports radio personality Brian Arrington and Ontario Improv Comedian Mike Camo kept the crowd entertained throughout the day. Grills, attended by competitors in the BBQ competition, lined “Grillers Row” located near the venue’s entrance. The presentation of the flags by the San Gorgonio Girl Scout Kai Aloha

Troop opened the event followed by singing of the National Anthem by local performing artist Valerie Singleton-Evans. r. Clifford Young has fired or attempted to fire every Black employee that has worked in a management position at West Valley Water District since I started attending meetings on December 7, 2017. He did fire Shanae Smith with the support of Greg Young, Michael Taylor and Kyle Crowther over the objection of lone Board member Don Olinger, who would not go along with the wishes of Clifford. Hardy Brown, Sr. You need to know that firing of Shanae cost WVWD $87,000 (plus attorney fees) to settle her case. Shanae Contributor Photo by Benoit Maphettes now has a small business in Riverside and started a new job as Executive Assistant to the City Manager. Don Olinger gave her a just, honest and fair employer recommendation—he did not have to make up a good recommendation because her work performance evaluation was evidence of that—I read it during my investigation. On December 7, 2017 Clifford’s good friend and favorite mayor, Deborah Robertson (as stated by Clifford before his swearing in ceremony that evening) administered his oath of office. Subsequent to the swearing in ceremony Clifford adjourned the WVWD Board meeting for an election victory celebration to thank campaign workers and supporters—the party was paid for by the WVWD ratepayers. Payment for the event is currently being investigated by the San Bernardino District Attorney’s office for “criminal implication” (to use the DA’s language) of using ratepayers’ money for political purposes. A 2018 investigation into Clifford’s inappropriate spending habits resulted in the District Attorney requiring Clifford to repay WVWD $1,378.58 for using ratepayers’ money for a business trip to Washington, D.C. that was officially cancelled, plus an additional $538.41 for a personal LinkedIn account. Having said that, I want to make you aware of something Don Griggs, President of the WVWD Ratepayers Association, heard and witnessed at a meeting of the WVWD Board of Directors on Thursday, September 19. There was an agenda item which featured a new contract to make Clarence the agency’s permanent general manager. During a discussion before the board on this subject, Director Clifford Young began yelling that he would not hire Clarence as a janitor, claiming he was not qualified. Board President Michael Taylor challenged Clifford stating, “You introduced Clarence to me. Clarence has done a great job as Interim General Manager and deserves to be made permanent. Plus, you don’t have to yell at people.” “I’m not yelling,” Clifford replied, “I am speaking forcefully, that’s what we do in my culture; we speak forcefully, and you three White men do not understand that.” To which Michael Taylor retorted, “You had to play the race card, didn’t you? I call for the vote.” Director Don Olinger asked for clarification, “A no vote would mean Mr. Mansell would be fired, is that correct Mr. President?” Taylor said that was correct. Olinger proceeded to vote, yes. Greg Young abstained. Clifford Young voted, no. Kyle Crowther and Michael Taylor both voted, yes. As a result, the motion to hire Clarence as the General Manager passed on a 3-2 vote. Clifford wanted to fire Clarence Mansell, because Clarence would not do what Clifford wanted

ith three of its board members facing a rapidly approaching election on November 5, 2019, West Valley Water District Director Gregory Young alleges a proposed censure against himself and Director Dr. Clifford Young, Sr., including a restraining order brought against him on July 29, by the agency’s Public Affairs Manager Naseem Farooqi, were solely for political purposes. Three incumbents of the West Valley Water District (WVWD) face opponents in the November election. They include Kyle Crowther representing District 1 faces two opponents, business owner Linda Gonzalez and Betty J. Gosney; Don Olinger representing District 4 faces labor relations representative Channing Hawkins; and Greg Young who represents District 5 is being challenged by Jackie S. Cox, and an

Since late 2017, WVWD has been embroiled in an alleged corruption scandal where fellow board members accuse each other of abuse of power, misappropriation of public funds, nepotism, discrimination, intimidation of employees and board members, improper termination of employees, and conflicts of interest. The accusations came to a head in December of 2017 when members of the agency’s management staff pointed the finger at then WVWD President Clifford O. Young, Sr. over a pattern of “improper spending and hiring practices.” Subsequently, staff accusers were placed on leave, complaints were filed, and lawsuits brought against the agency which ultimately cost ratepayers thousands of dollars. In February 2019, WVWD Director Dr. Clifford Young, Chief Financial Officer Naisha Davis and Assistant Board Secretary Patricia Romero filed a whistleblower lawsuit against WVWD directors Taylor and Crowther, general manager Clarence C. Mansell, Jr. former assistant general manager Ricardo Pacheco,
the finger at WVWD Director Dr. Clifford O. Young, Sr. as the wrongdoer. On July 29, Farooqi filed an emergency request for a temporary restraining order against WVWD Director Greg Young and a court hearing was held the same day regarding the allegations. Greg Young, angered by the press release, threatened to “kill” Farooqi at a July 11th San Bernardino County Republican Central Committee meeting while allegedly WVWD Public Affairs Analyst Socorro Pantaleon looked on. On July 16, Farooqi filed a complaint with WVWD about the incident and an investigation was opened. At the July 29 judicial hearing in the San Bernardino Superior Court, Farooqi sought an emergency restraining order against Greg Young. The Court however determined there was “no emergency” and continued the hearing until July 31, where the court again denied Farooqi’s request for an emergency restraining order declaring again, no emergency existed. A subsequent hearing was scheduled for August 27. At the August 27 hearing the Court continued
he was running unopposed. Where Greg Young responded that he has two opponents. Judge Frangie then inquired, “And do you have any information that they have any affiliation with Mr. Farooqi?” Greg Young explained Mr. Ramirez “is known to move in the same circles as Mr. Farooqi.” Judge Frangie then asked Farooqi if he was still requesting a permanent harassment order. Farooqi confirmed he was. Judge Frangie questioned, “And why is that?” Farooqi explained, “Because the statements that have been made in the past.” Judge Frangie inquired, “My understanding is that was— that event occurred only one time, right?” Farooqi confirmed. “In order to enter an award for permanent harassment order, it has to be a pattern, continuing conduct, and I really don’t have that here.” Judge Frangie explained. Farooqi said he understood. “So, I’m going to dismiss the application without prejudice,” Judge Frangie confirmed explaining that “if something new happens” Farooqi could “come back.” In his declaration submitted to the court, Greg Young revealed on July 11, he had attended the San Bernardino County Republican Party Central

The whistleblower lawsuit, filed in Los Angeles Superior Court as case no. 19STCV05677, alleged the law firms and attorneys were giving kickbacks, bribes, campaign contributions, free trips, gifts and NFL tickets in exchange for the awarding of improper contracts, misappropriation of funds, and improper hiring practices. An initial status conference is scheduled for October 8. The allegations of financial impropriety drew the attention of the State Controller’s Office with their arrival and proposed audit announced in a July 9th press release issued by Farooqi where WVWD President Dr. Michael Taylor pointed
the matter for September 16, to allow Greg Young to file a response. The judge also ordered Greg Young’s witness in the case, Gary Grossich, to appear. At the September 16 hearing, San Bernardino Superior Court Judge Janet Frangie, asked Farooqi if he had had any contact with Greg Young since the August 27, hearing. Farooqi admitted he had “no direct contact” or indirect contact with Mr. Young since August 27. Judge Frangie then asked Greg Young, “Are you running for some kind of office?” Greg Young responded affirmatively. Judge Frangie then asked Greg Young what office he was running for wherein Greg Young offered, “West Valley Water District, Division 5. My election is in 50 days.” Judge Frangie then asked Greg Young if

Committee meeting and afterward was speaking to the Bloomington Municipal Advisory Commission (MAC) President Gary Grossich when he was approached from behind by Farooqi—startling him. Greg Young recalled a brief exchange where he explained they “would have words about that press release.” Farooqui responded that “he would be over at the bar and come speak to him when I was done.” According to Greg Young, Grossich witnessed the exchange and after finalizing his conversation with Grossich he “left the building and returned home.” In an interview with The Voice/Black Voice News Greg Young attributed Farooqi’s request for a restraining order as “politically motivated” further alledging Farooqi and Brosowske were observed assisting director Don Olinger with campaign strategy in the board room. Greg Young explained Farooqi’s actions show he is

unafraid by showing up at meetings where Greg Young is known to regularly attend such as a Bloomington MAC meeting where he (Greg Young) represents the district. He provided The Voice/Black Voice News with a photograph allegedly taken of the room at Mill Creek Cattle Company on July 11th around the time the alleged verbal exchange between himself and Farooqi occurred after the San Bernardino County Republican Central Committee. positions; performed background checks after the candidates were hired; provided no evidence it verified candidate’s education and work experience; gave excessive increase in pay to an individual who received an internal promotion; multiple contracts did not have a competitive bidding process and/or exceeded the original contract amount; district credit cards were used for non-district business related expenses; invoices lacked documentation, detail and description of work performed among other concerns. There is also a surprising update to the controversial May 16, hiring of Hesperia City Councilmember Jeremiah Brosowske to a general manager’s position for WVWD. At a September 3rd meeting of the Hesperia City Council, Brosowske was removed from his
position as a City Council Member by a three to two vote based on a finding that he was not a resident at the time he ran for office; yet, he remains an employee of the WVWD. Hesperia City Resident Al Vogler attended the September 19 meeting of the WVWD Board to inform its directors of Brosowske’s removal from the Hesperia City Council and described the threats and intimidation brought by Brosowske’s supporters. Vogler asked whether WVWD was considering replacing Brosowske or significantly reducing the amount of his salary and benefits. City of Hesperia Public Safety Advisory Committee Member Kelly Gregg also in attendance at the WVWD meeting opined that Brosowske was “not qualified to turn on a hose.”

he City of Riverside is at a crossroads as the city’s rapidly changing demographics have presented voters with a dilemma—to embrace the present reality as a stepping stone to the future and elect a city council more reflective of its citizens or continue on its current path where (women and minorities) with one exception, do not have a seat at the table. In November, the voters will have to decide. On June 4, 2019 Riverside held primary elections for city council seats to represent 1st, 3rd, 5th, and 7th Wards. Finalists were selected and a runoff election on November 5 will determine who will fill each of the four seats. Races for Wards 3, 5 and 7 were wide open as the incumbents chose not to seek reelection, however, the race to represent the city’s 1st Ward is different. Councilman Mike Gardner who has represented the 1st Ward since 2007, was forced into a runoff when political newcomer Erin Edwards finished nearly seven points ahead of him in the primary. Now, both candidates are running as hard and fast as they can to claim the council seat. Recently, Edwards spoke exclusively with The IE Voice/Black Voice News about her vision for the city’s future—a vision that is simultaneously respectful of the city’s history and hopeful of its promise. Edwards, who served in the nonprofit sector for more than a decade, spoke candidly about what motivated her to enter the race. “I never thought I would run for office,” she began. “It was never something that was on my radar. They say that women have to be asked seven times before they will even consider running [for political office] and I was definitely one of those.” She changed her mind for two reasons. “Currently Riverside’s city council doesn’t at all represent what Riverside looks like,” she explained. “We have a pretty homogenous body of folks there. Everyone is of a similar age group, certainly all men, everyone is White but one and with very similar professional backgrounds.” Edwards said when she first moved to the city, and reflected on the council’s makeup she thought, “[H]ow strange. It’s not my experience of what Riverside is and looks like at all yet, this is the body that’s making the decisions that impact our lives.” According to Edwards decisions made by the city council probably have the most direct impact on the citizens day to day lives Being new to the area she decided to do something that comes natural to her. She kept a small notebook on hand and launched her own mini research project, set up meetings and talked to locals about what they loved about the city as a way to better understand how her particular skill set could help in the new place she now called home. Usually when Edwards spoke with women, she asked whether they would consider running for office? “So many of them would say, ‘Ha! No, absolutely not—but, you should.’” Edwards, like the women she interviewed initially said she would

never do anything like that. “But I would realize sometimes change only happens if you are willing to step up. I know that Riverside is one of 56 cities in the state of California that does not have a single woman on its council and that needs to change.” She further stressed this is an historic moment in Riverside. “We have four seats up for reelection, three of them are open seats. We have a real opportunity for a change in leadership.” New leadership would create Erin Edwards opportunities for the council to really look at old problems in new ways and to look at new partnerships and have new kinds of conversations. “So, come November, we could see unprecedented opportunity to really take us the next step in the city.” Edwards’ expansive experience in nonprofit helped prepared her for the challenges she will face as a member of Riverside’s city council. “I’ve had the opportunity to hold many different types of positions from working in direct service helping low income high school students to get into college to leading an organization such as a network of soup kitchens, soup pantries and homeless shelters to doing work in communications and telling the story of the work.” Edwards has also sought funding and managed such investments in terms of being responsible for outcomes tied to the funding. This is directly applicable to the position Edward’s seeks as the council sets the budget, the budget priorities and the budget line items for the city. Edward’s shared her position on the budget and several other issues of importance to the voters. The Budget “The budget is a city’s value statement. Right now, in Riverside we are looking at five-year projections that show us in the red every year and an unfunded accrued liability for pensions of 620 million dollars. So, we really need people on our city council who have experience seeking revenue and who know what it’s like to raise every single penny and steward that money. [The council] also [needs] people who have been responsible for outcomes that are tied to funding [that is] raised. For example, I worked for United Way where I managed a seven million dollars portfolio of health investments. Students participating in the STEM/Nursing Health Science Pathway will be dually enrolled in both high school and college courses. Students will take one college course each semester, beginning in spring 2020 and additional RCC classes for a year after high school. They are trying to secure one more vote to gain control of the Board in support of Clifford for his remaining three years as a board member. I have seen the damage he has caused in one year; so, his potential actions in three years could be costly to ratepayers. I think it is a concern and also a fair question for Black voters and ratepayers to ask Clifford’s surrogates—Why do you want Don Olinger removed from the board especially since he fought to save a Black woman’s job as Board Secretary, then helped her get another job, and led the vote to hire a Black man as General Manger? I know Don and he is the kind of man that would fight for anyone who is being mistreated or discriminated against. Then you can ask Dr. Clifford Young why he fired the Board Secretary and voted not to hire a well-qualified Black man as General Manager? It was a month after Michael Taylor and Kyle Crowther broke ranks with Clifford and voted with Don Olinger to remove Clifford and Greg Young from leadership of the Board, that Clifford told people in the community, “I’m going to run some one against Olinger and Crowther.” I guess he found some people to do just that. You can ask candidates who are running for the West Valley Water District why and who is supporting them to run before you cast your vote. On November 5, 2019 three members of the WVWD Board of Directors are up for reelection including Kyle Crowther, Don Olinger and Clifford’s close associate on the Board—Greg Young. The outcome of this election could change votes on the board, and we need to send a clear message before then on where our loyalty stands. Also, I wish to encourage all WAG members and others to attend the next WVWD Board meeting and show your support for WVWD General Manager Clarence Mansell who is also the newest member of the Westside Action Group (WAG). During the meeting WAG’s President will read a statement in support of our newest member, Clarence Mansell. businesspeople do not remember, do not understand, or do not care members of the African American community are the ones most severely impacted by the fiscal abuse of such lenders. In addition, there is no credible, scientific evidence such loans have helped a meaningful number of Black American restore their credit. And, if the practices aren’t egregious enough in their own right, one study found Black borrowers paid an extra 5 to 11 percent in monthly payments that White borrowers did not have to pay. To these Black chambers and their members, I say, “You can’t help lift your people up by being complicit in the million and one ways they are being held down.” If you want to protect jobs, help people build credit, give them more access to much needed money and/or disposable income, why not argue and put your energy into advocating for things of benefit to the Black community like: Higher wages? Fair lending practices? Affordable housing? Lower prescription drug prices? A freeze on rising rental rates? Find your voices and speak out on these concerns. A study by the nonpartisan Center for Responsible Lending confirmed predatory lending practices “bring down the families and individuals caught up in the cycle of debt they create.” Maybe from your position in the chamber you’ve forgotten the complexity of the struggle because the air where you are is thinner, fresher, maybe it is a bit easier for you to breathe. But don’t get it twisted, too many Black people still struggle, inhaling the noxious fumes of poverty fueled by underemployment, disparate economic treatment—and, you know the rest of the list . . ., don’t you? I applaud your accomplishments and recognize you may now be dealing with different challenges, but I encourage you to take time to research this issue. There is nothing redeeming about predatory lending. Absolutely nothing. Of course, this is just my opinion. I’m keeping it real.

If there is one thing we need right now in Riverside, is someone who knows at a policy level how to forge partnerships to get money into local communities so we can do the best possible good.” Homelessness “I spent so much of my experience [in nonprofit] addressing issues like homelessness. So, when I talk about the homeless, I am also talking about all the systems and factors that are contributing to big issues like homelessness. During the primary I knocked on over 14,000 doors and asked every single resident who had the time, What do you want to see in your city? The vast majority told me they are concerned about homelessness. If this is the biggest issue we are facing as a city, we must have people sitting in those council seats making policy decisions who have experience working with this issue. I think it was Desmond Tutu who said, ‘There comes a point where we need to stop just pulling people out of the river. We need to go upstream and find out why they’re falling in.’ For me, that’s what policy makers do. They are the ones doing that upstream work to make sure that people aren’t being thrown in the river and thinking ten steps ahead, generations ahead not just making decisions for today. Homelessness is certainly one of the biggest issues that we’re facing as a city, as a region and as a state. We are talking about the need for long-term work. That’s the work to be really honest that gives me the most goosebumps when I think about this issue.” When I’m talking about homelessness, I’m thinking about the lack of affordable housing here, about the lack of jobs that provide a living

wage for people and long-term security. If we can’t attract housing that people can afford and jobs that provide that security, stability; then we will be looking at a much bigger issue in a very short period-of -time. Those are the long-term pieces that we need policy makers to address and for the shorterterm, we simply do not have enough shelter beds for the people that need them in our city every single night. Riverside is the city of arts and innovation and in terms of innovation—we have to think much more expansively about what shelter can look like in the city to make sure people have access. Shelters can be very expensive to build and maintain. So, what other models can we look to that can provide shelter without demanding new mechanisms? How can we make sure we are leaning into Riverside’s housing first policy—which I do believe is the gold standard for policy in terms of addressing homelessness—by removing barriers for people to get into housing? Then, how do we make sure we are implementing a policy like this across the entire city? And, also that we are insuring, along with access to housing, people also have access to mental health care? That they have access to help with drug addiction? To help find jobs? These are all things we must be concerned about if we want to help end homelessness.” Edwards was asked about another area of concern related to the homeless. hottest days and we are talking about building a day center at one of our existing shelters, so they have a place to go during the day. That’s extremely important work when we are thinking about homeless and serving people living on the streets. This is one of the reasons that I believe so strongly in the “housing first model.” So often when we are talking about homelessness, we don’t think about the psychological effects of having to scramble day in and day out for a place to sleep at night, a place to put your things during the day, for your safety. If you can remove the need for someone to have to think every day about how do I meet my most basic needs? How do I make sure that I’m hydrated? How do I make sure that I’m not actually going to die on the street? If we can eliminate that concern, then that frees up space for people to be able to focus on other factors that may have contributed to their state of homelessness.
