t was direct, it was piercing, it was intentional, and clearly organized. At the same time, it was also scattered which made it appear personal and to a large extent, lacked integrity. These were my first reactions as I watched via video, members of the community spoke openly and brazenly in opposition to newly appointed San Bernardino Superintendent of
the job barely four months and it has only been a month since the students’ first day of school. But in that short period, Ervin was accused during the meeting of a laundry list of nefarious deeds that included everything from destroying all the district’s past progress in any area, of creating an atmosphere of insecurity, of being conceited, of being responsible for dirty schools

The scathing comments were made during a closed meeting on September 21of the San Bernardino City School District Board of Education. Had they not mentioned Ervin’s title several times early in the session, I might have assumed their frustration and criticism was directed toward someone else. Afterall, Ervin just assumed his position in June, and students did not return to the classroom until September 3. He has been on
full of dust, of telling lies in town hall meetings, of acting as if he is “god of the universe,” of defrauding parents, and the list of grievances continued. Among the wayward criticisms, what was exceedingly concerning was that one after another, those who spoke, called for his removal. To me it appeared the rambling list of disparate concerns circled around one central theme— their disdain for Ervin and their agreement that he was inept and not the right man for the

Black Women with Low Levels of Vitamin D More Susceptible to COVID, New Study Finds Breanna Reeves | Staff
O
ver the last four years Barbara Beckford has experienced waves of low vitamin D levels. Throughout the years, she has been prescribed vitamin D by primary care physicians to bring her levels up. “It only happens every now and then, but I'll have to take a certain amount of vitamin D for maybe a couple of months to bring it back up,” said Barbara, who lives in Hemet. “And then once my levels are stable, then I go off of it.” During a recent trip to her primary care doctor, Barbara showed low levels of vitamin D again. Her new doctor recommended she take vitamin D3 and informed her that doctors are noticing a trend in vitamin D deficiency among African Americans. Studies have shown that Black people in the U.S. commonly experience

vitamin D deficiencies due to darker skin pigmentation and the way the skin absorbs sunlight. One such study released in August 2020, associated vitamin D deficiency in African Americans in general with an elevated risk of severe disease and mortality due to COVID-19. “There are reasons why African Americans have lower vitamin D and it's kind of a complex thing, but UV rays from the sun help to change its form and activate it through the skin,” explained Dr. Yvette Cozier, an investigator on the Black Women’s Health Study at the Slone Epidemiology Center. “But we have darker skin so we kind of absorb the sunlight - the UV rays, but they don't make it to the next stage where they can act on the circulating levels, so we tend to run lower vitamin D (levels).” Dr. Cozier recently piloted a new research study focused exclusively on

I
n the wake of the 2020 uprisings in response to the George Floyd murder coupled with the concerning and disparate impacts of COVID-19 on the Black community, municipalities, nonprofits, businesses, and industries jumped at the opportunity to publicly declare, “Racism a Public Health Crisis.” Nearly two years after rising national tensions pushed the nation to the brink and elevated racial inequities to the forefront, beyond the declarations, the Racism as a Public Health Crisis Dashboard provides a view of what is changing/or has changed across California municipalities in this regard. Have these organizations moved from rhetoric to action? If yes, what have they done, and what is the impact of their efforts? What municipalities or governing organizations made declarations but never followed through? The Racism as a Public Health Crisis California Map helps answer many of these questions. What it shows To date, nine counties, 15 cities, and three governing organizations have taken the initial step to declare racism and police violence as having a direct impact on the health, economic and educational outcomes of communities of color. Mono, San Bernardino, San Diego and Santa Clara counties as well as the cities of Napa, Los Angeles, Palm Springs, San Luis Obispo and Long Beach translated their words into action by forming formal committees, appointing equity officers and enacting training programs in an effort to directly combat the problems laid out in their Racism Declarations. Key findings Among the revelations highlighted by this dashboard is firstly, nearly two years after the passing of many of these resolutions, the majority of California city and county officials have still taken no steps to formally address continued on page 8

California Paves The Way To Return Stolen Land To Black Family

I
n April 2021 Los Angeles County officials announced plans to right an historic wrong perpetrated against a Black family nearly 100 years ago and on Thursday, September 30, 2021 California Governor Newsom signed legislation making good on that promise. In the process he opened the way for the County of Los Angeles to return a stretch of beachfront known as Bruce’s Beach to the rightful heirs of Willa and Charles Bruce. The legislation, SB 796, not only authorizes the land be returned but also requires the removal of all existing legal restrictions on the property’s use by the end of 2021. Although this action moves the Bruce heirs closer to resolution, a few more process steps need to be taken by Los Angeles County before the

property transfer is final. Earlier this summer the county released a detailed plan describing the process steps it will follow for returning the land to the Bruce family heirs. The plan includes a requirement for the LA County Treasurer and Tax Collector to work with officials in the Public Administrator to identify the Bruce family’s legal heirs. Other efforts on behalf of the county detailed in the plan include efforts to ease the tax burden on the heirs when the property is transferred, among other considerations. In 1924 the City of Manhattan Beach used eminent domain to force Willa and Charles Bruce, the city's first Black landowners, off their land. The couple not only owned beachfront property, they also ran a resort continued on page 17

he UCR Center for Healthy Communities Mini Grant Program is designed to engage medical students, graduate students, residents and fellows of the UCR in service and advocacy projects within the Inland Empire communities. Its goals include engaging the UCR community in service driven projects that assist the underserved; improves access to medical care and resources for at-risk populations; provides direct funding to initiatives addressing social and political issues negatively affecting the health of community members; promotes cross-departmental collaboration and communitypartnered research; and increases community engagement opportunities for the School of Medicine. COVID-19 and Black California: Black Voice News’ Mapping Black California Introduces A Newly Updated Dashboard

arlier this year, the Black Voice News’ Mapping Black California (MBC) team introduced a dashboard that looked at the impact of COVID-19 on Black Bodies in communities around the state. The tool not only focuses on COVID-19’s impact on these communities but also looks at the evolving nature of the virus in relation to variants like Delta, as well as providing a window into vaccine acceptance by Blacks in the state. Measures tracked by the California Department of Health have served as a key source for the COVID-19 on Black Bodies dashboard, however since the dashboard’s initial launch much has changed. In response to these changes, MBC has updated and enhanced its “COVID-19 on Black Bodies” dashboard to ensure it is not only current, but also reflects the state’s current COVID-19 priorities as reflected in measures, in addition to information from other key sources. What’s new on the “COVID-19 on Black Bodies” Dashboard Hospitalization and ICU data reflecting month to month trends is no longer tracked because California is no longer reporting this data. The number of COVID-19 cases by county for Black residents is no
longer tracked as counties are no longer reporting much of the data needed to ensure standardized reporting. The dashboard no longer reflects trends by age because the information can no longer be disaggregated from the information provided by the state of California. Another update included in the dashboard is information regarding the restriction/spread of COVID-19 by county and the vaccination section of the map is also updated. There is also a link included in the new version of the dashboard for the convenience of those interested in exploring the healthy places index for additional information on the overall health of their community. The vaccination progress by race section is updated to reflect the most current information, however, the information is no longer disaggregated by vaccine manufacturers—Pfizer, Moderna and J&J—in favor of added focus on communities and people. MBC has added a "click to learn" option for each variant to provide context for their impact on people. Newsom’s COVID Vaccine Mandate for K thru 12 Stu S.E. Williams | Executive Editor
I
n a bold move certain to spark controversy among the state’s anti-vaxxers, many conservatives, and parents who remain vaccine hesitant, Governor Gavin Newsom announced Friday, California will be the first state in the nation to mandate COVID-19 vaccine requirements for all students in both public and private schools. Newsom took this action on the heels of an overwhelming victory in the September 14 recall election where voters overwhelmingly rejected the recall attempt. The vote tally through October 1 shows the governor holding a commanding lead in the pushback against the recall with “no” votes totaling 61.98 percent compared to 38.02 percent of the electorate voting in favor of his removal. The recall attempt was spearheaded by Republicans who staunchly opposed much of Newsom’s leadership related to managing the pandemic. With this new mandate for all K-12 students to be vaccinated, the governor continues to lead the nation regarding the implementation of COVID-19 safety precautions. California was home to some of the earliest cases of COVID-19 diagnosed in the U.S. in 2020 and Newsom was the first in the nation to issue a state-wide “stay at home” mandate last year in an aggressive effort to protect the state’s residents by acting to curb the virus’ spread. Newsom also made California the first state to require masks at school for students, teachers, and staff as well as being the first governor to implement vaccination measures for teachers and staff. Once again, the governor is taking the lead on what is certain to be a controversial issue despite the haunting reality that the U.S. just surpassed another devastating milestone in the ongoing war against the deadly coronavirus. Just months ago people did not have a choice When San Bernardino County resident Gina Traylor contracted and succumbed to the virus during the holiday season last year, her death frayed the sinew that bound together a fourgeneration household with family members

ranging from early elementary school-aged children to great grandparents in their midseventies. Several members of the family contracted the virus, two were hospitalized and spent desperate days fighting for their lives, Gina, as noted, did not survive. The virus spread through the household and Gina died within days of the U.S. Food and Drug Administration’s announcement of the first emergency use authorization of a vaccine to protect against the virus. There were no vaccines to protect the essential workers in her household, no vaccines for her grandchildren, and no one will ever know who brought the virus home—it could have been anyone since adults and children can carry the virus while remaining asymptomatic themselves. What is known is that the virus left this family, like hundreds of thousands of families across the country, devastated. During a discussion with Black Voice News, Gina’s mother confirmed that she and her husband, having both survived COVID, are now vaccinated. Hopefully, vaccines will be available for the children in the household under 12 sometime this fall.

People are still dying The same day Newsom announced the vaccine mandate for California students, the nation surpassed 700,000 COVID-19 related deaths since the onset of the pandemic. This death toll surpasses the number of Americans lost to the great Flu Pandemic of 1918 by 25,000 lives and counting. The combined death toll in the Inland Empire recently surpassed 10,500. More younger adults, youth and children are getting sick One factor became clear as the virus spread in recent months--most people currently being impacted and succumbing to COVID-19 are primarily the unvaccinated. In addition, data shows the average age of Californians dying of COVID is getting younger, having dropped from 73 years of age to 66 years and falling. The upward trend in younger Americans getting sick from the virus began in 2020. According to the agency, “COVID-19 cases in children, adolescents, and young adults have increased since summer 2020…” Noting further, “Trends among children and adolescents aged 0

As of September 23, over 5.7 million children have tested positive for COVID-19 since the onset of the pandemic, notes the American Academy of Pediatrics (AAP). “The number of new child COVID cases remains exceptionally high.” AAP reports. “Nearly 207,000 cases were added the past week, the fifth consecutive week with over 200,000 child cases added.” The number of children and adolescents who tested positive nearly tripled the second half of July. This jump in pediatric cases occurred just as schools reopened for in-person learning. Between July 1 and July 14, California reported 4,835 new cases in the zero to 17 age group. The following week the count jumped to 13,757 new cases in children and adolescents.
Children and COVID-19: State Data Report The good news is cases are continuing to decline across the state from their recent peaks. The case rate among children, however, is declining at a slower pace than it is for adults. By mid-September the U.S. Department of Health & Human Services noted, kids made up a greater share of COVID-19 infections. California’s data related to this was assessed by infectious disease epidemiologist and former director of the University of California HIV/AIDS Research Program, George Lemp, Lemp told the Mercury News in mid-September that the impact of COVID cases since California reopened in June are being driven in large part by infections in young adults ages 18 to 34. Most concerning among Lemp’s findings, however, is, “[A]larming increases are also seen in children and adolescents, who were previously considered less affected by the original SARS-CoV-2 virus.”

The COVID-19 vaccination mandate becomes effective when the vaccine receives full approval from the Food and Drug Administration (FDA) for middle and high school grades. “The state already requires that students are vaccinated against viruses that cause measles, mumps, and rubella – there’s no reason why we wouldn’t do the same for COVID-19. Open Letter to San Bernardino City Unified School District

Dear Board of Education, As a former school board member, I tune in from time to time and listen to your meeting just to stay current on what is happening in the district. I also do it because my grand and great grandchildren, of mixed race, are students in the district and bring concerns to me sometimes because of other students teasing them about their race. I also tune Hardy Brown, Sr. in because I am an active member of the NAACP P u b l i s h e r and other community organizations at the local Emeritus and state level. Photo by Benoit Maphettes I am writing to you because, at your last meeting, September 21, 2021, I was surprised to hear the parents of special education students calling for you to remove/fire the newly appointed Superintendent Harry “Doc” Ervin. If I am not mistaken you went through a national search firm, for them to bring you back the TOP candidates for you to interview and select. They were to take into consideration their educational attainment, their experience and accomplishments as a superintendent in other districts that would be suitable for the demographics, culture, and needs of our student population in San Bernardino. It is my understanding that Dr. Ervin is fluent in Spanish with a strong understanding of our Spanish-speaking students’ culture. It is my understanding that after this process the board voted unanimously to hire Harry ‘Doc’ Ervin as superintendent. I do not know him personally but have met him through Zoom at a NAACP meeting and Westside Action Group meeting. He did inform us that it would take time for him to hold meetings around the district to get to know parents, staff, students, and the community to fully evaluate the unique needs of the district and meet back with us before major changes could be implemented by the board. Both organizations agreed that time is needed for him and the board to let us know what they are going to do to improve the educational achievement of our students. This is what I know; I did a timeline of his employment that

began four months ago on June 1st and school beginning in August, just last month. These parents accused him of not being attentive to students with special needs during the pandemic. Yet I found that as superintendent in Bakersfield he developed and implemented a fourpoint plan that had at its core students with special needs. Speakers at the September 21st meeting said a group of them met and they as a group accused him of overspending money and not being transparent. They accused him of being ‘God of the universe;’ they accused him of being conceited. They accused him of destroying the district. They accused him of not having clean schools. They accused him for them being unhappy parents. Then they accused Dr. Rogers of bad leadership. They accused Dr. Ervin of bad management that was so bad, one parent took their kid out of the district and put them into a charter school. In that group was former school board member Elsa Valdez saying that safety of students is lacking from COVID-19 protocols. She wants Dr. Ervin to be more transparent and tell her where the money is being spent. They also said he would not meet with them and sent his secretary, if that is true, how do they know all these things? I know that President Dr. Rogers reported that this was not an organized group of speakers, yet they stated that they had met as a group and concluded these things as a group. This, in my opinion, is why they all said the same things. I have no problem with that strategy because I have used it before to get what I want. I have also sat on that board for twelve years and know the current board has the responsibility to investigate all complaints and render a decision that is honest, fair, and just, that is in the best interest of the public, students, and staff. Sometimes that means informing those making the complaint that their complaint is not valid. It was reported in the Bakersfield Californian newspaper by reporter Emma Gallegos on May 26, 2021 that,: “The Bakersfield City School District presented outgoing superintendent Doc Ervin with plaques and other gifts as recognition for his work with the district during Tuesday evening’s board meeting.” The article continued with continued on page 17

The study concluded there is an association between vitamin D concentration and risk to COVID-19 infection in Black women in the U.S., specifically among obese women. The study did not determine what levels of vitamin D is considered an efficient amount to lessen the risk of infection, but Dr. Cozier encourages healthy eating as a way of increasing vitamin D levels and decreasing overall health risks. “I think the last point, again, is that it's most important to try to maintain a healthy diet with healthy vitamin levels throughout our whole life,” said Dr. Cozier. Ervin is described by the SBCUSD school board as a “transformational leader,” with a passionate commitment to equity and excellence. Transformation by its very definition is change. But if Ervin proves to be the transformational leader he was selected to be, then it is easy to see how it can make people feel that they have lost control over their territory. The one thread I was able to grab that may have fueled the discontent is the fact Superintendent Ervin is from outside the area. I landed on this when my heart and mind were whispering otherwise, that maybe it was more about a push for representation by members of the Hispanic community—I pulled back from this thought however, because I know Ervin was appointed with the full approval of the board which is a model representation of the demographics of the city. Whatever the impetus for this railroading adventure, one thing is certain, Ervin deserves an opportunity to succeed—four months, only two with students and staff in place—is not enough time to make a decision about his removal one way or the other, especially when he is seeking to establish a new normal in the wake of schools being closed to in-person learning for nearly a year, and while the demands of COVID remain

Based on current information, the requirement is expected to apply to grades 7 to 12, which corresponds to ages 12 plus beginning July 1, 2022. For students ages 5 to 11 which encompasses grades K through 6, the requirement will take effect at the start of the term following full approval of that grade span, to be defined as January 1st or July 1st, whichever comes first. “Local health jurisdictions and local education agencies are encouraged to implement requirements ahead of a statewide requirement based on their local circumstances,” Newsom encouraged. The public reacts Members of the public were quick to react to the governor’s announcement on social media. A person only identified as Independent noted, “Sure glad my kids are all adults, I would not like to have to make a decision on a vaccine that only has a 67 percent efficacy rate, that is a D+ on a grading scale.” They continued, “Polio, measles, mumps, etc. practically eradicated with vaccines but this one, D+ grade, may not even work.” Ola Grimsholm, PhD wrote, “Pure nonsense. In Sweden all restrictions are lifted, and people started to go to crowded football stadiums again. No mask mandates. No vaccine mandates.” Christine Velez stated, “Vaccines for measles, mumps and more have been around for decades. The flu vaccine isn’t required so why should the COVID vaccine be required? Time to homeschool my kids.” This is just a sample of the negative reactions but there were also comments of support for the decision including Ted who wrote, “Gets us back to normal faster, mandates work.” Krissy Reagan commented, “I appreciate the vaccination mandate. I just hope this leads to an off ramp for masking and all the other COVID protocols in schools. I want to be able to volunteer in the classroom again…” Terry Givens said, “Fine with me. I would prefer not being the only one in the classroom that’s vaccinated. I have about six to eight students out with COVID.”
