hen news broke last week about Riverside County Sheriff Chad Bianco’s connections to the far-right militia organization and extremist group the Oath Keepers, it removed the thin veil lending unearned legitimacy to a sheriff whose actions had already revealed the truth of who he is. So now, the emperor has no clothes. What an unsurprising surprise. And of course, Bianco set about right away— in true Trump-ish style—to spin it, using typical disinformation right wing tactics of un-denial, denials. “I don’t remember joining,” he claims (he joined in 2014 the same year he ran for office the first time). “It was only for a short period,” he offers. “It did not offer me anything,” he opines. All said in obvious attempts to blow smoke in the faces of those who might want to give him

This is something Bianco has shown us consistently over the previous two years. He refused to release people from jail as the pandemic raged—it took a court order for him to treat those locked in his care with humanity; he refused to enforce mask mandates; he defied requirements for vaccines. He challenged and resisted one effort after another to control the virus all the while basking in the media attention especially in the right-

He even went so far as to wrap himself in the cowardly blanket of “other law enforcement officers joined too,” as if such a whiny ‘they did it too’ acknowledgement washed him clean from the stench of his racist and extremist ideology. Such weak excuses only serve to validate what the Black Lives Matter movement is all about, what the need for police reform is all about—that our law enforcement agencies are ripe with those who share a “White Supremacist” mindset, like Chad Bianco. And as Bianco blows smoke for some, he simultaneously gives a wink and a nod to the Oath Keepers and others in the “brotherhood of hate” who share their mindset—they work to “protect the constitution,” he claims trying to convince people these hate groups are engaged in some altruistic mission. That may be what he wants people to believe but what we know instead, this group--the Oath Keepers-- has a mantra of “We will not obey...” This is part of their oath. We won’t “just follow orders,” they declare.

You will have an opportunity to hear with your own ears how he likened what he referred to as the illegality of enforcing the COVID orders as being similar to what it would be like if Newsom issued an order telling him to lock in all African Americans. What!?! Yes. He really used that as an example. If you don’t believe me click on the link above and listen for yourself. You will notice he is dressed in his uniform even though he is participating in a combined political/religious activity in direct violation of California Code 3206 which states explicitly, “No officer or employee of a local agency shall

Riverside Youth Honored with Jamil Dada Character Excellence Awards

n October 1, 2021, the Jamil Dada Character Excellence Youth Award Ceremony took place at the Moreno Valley Conference and Recreation Center. During the event Riverside County youth who have shown exemplary character while overcoming some of life’s significant challenges, were honored for their achievements. Some of the young people selected to receive the award have been victims of poverty, child abuse, child neglect, abandonment, homelessness, and crime, while others have witnessed suicide and/or murder of a family member. Despite their tragic situations, these young people have been identified as leaders in their communities, determined to earn a high school diploma, and are pursuing post-secondary education. Nominees for the award must take part in a formal selection process and display the following attributes of strong character in their daily lives including trustworthiness, respect, responsibility, fairness, caring and citizenship. The evening was hosted by Riverside County CEO, Jeff Van Wagenen, and included a dinner, words of inspiration from the keynote speaker, retired, four-star General Maryanne Miller, along with remarks from national, state, and local leaders. “I’m very privileged to be among you. Tonight, is a testament to who you are and that you are defined not by your past but by your commitment to

excellence and your commitment to achievement,” said Senator Richard Roth who spoke at the event and gave words of encouragement to the honorees. COVID-19 Related Assistance for Small Businesses Phyllis Kimber Wilcox | Staff

uring the COVID-19 pandemic the Small Business Administration (SBA) has responded to the needs of businesses struggling to stay open and/or recover from damages resulting from the economic stress caused by the onset of the virus. This response has been critical to ensuring the economy continues to recover. While the impact of this crisis has been shared across the board, small businesses were hit hard. And Black-owned businesses, which in the best of times have a more difficult road to success, were hit especially hard by the pandemic. Earlier this year the IE Voice profiled Black business owner, Marcus Jinks. Jinks owns MK Beauty Supply in San Bernardino. While he received a grant to cover his personal protection equipment (PPE) needs, at the time of the interview, Jinks was anxiously awaiting approval of his request for an SBA loan to expand his business. "I wanted to get an SBA loan,” Jinks explained. “Well, I applied for one,” he added before stating. “I'm still waiting to hear back.” His frustration with the delay in SBA processing of his loan was not an aberration. Small business loans under normal circumstances can take longer than other types of loans; and although the time it takes for approval of SBA loans has improved from what it was in 2020 and earlier this year, delays experienced by Jinks and others were the result of overwhelming demand. Despite the delays this year the SBA has approved over 6.5M loans totaling over $275B, the average loan amount was $42K, 96 percent of the loans went to businesses with fewer than 20 employees, and 32 percent went to businesses in low to moderate income communities. All of this reflects an improvement in equitable access to and approval of these loans. Are COVID related loans still available for small businesses? Although the window to apply for the final round of funding through the California Small Business COVID-19 Relief Grant Program closed September 30, 2021, there are COVID-19 related

small business loan programs still available through the SBA. Economic Injury Disaster Loan Program (EIDL) The EIDL or Economic Injury Disaster Loan Program aids businesses that are experiencing a temporary loss of revenue due to the pandemic. This program is accepting applications through December 31, 2021. These loans may be used for usual and customary expenses such as working capital and normal operating expenses like the continuation of health care benefits, rent, utilities, fixed debt payments and so forth. The maximum loan amount is five hundred thousand dollars and covers up to twenty-four months in business losses. Debt Relief for Certain SBA Loans Debt Relief is being offered for certain SBA 7(a), and 504 microloans under the CARES Act. The 7(a) loan is the SBA's "most common
loan program for small businesses." There are however special requirements associated with these loans. "CDC/504 Loan Program provides longterm, fixed rate financing of up to $5 million for major fixed assets that promote business growth and job creation." Businesses are encouraged to contact their lender for questions on the availability of this assistance. Paycheck Protection Program The Paycheck Protection Program provides payroll protection to businesses who operated during pandemic. On August 4, 2021, the SBA launched a new loan forgiveness platform to allow borrowers with Paycheck Protection Program (PPP) loans of $150,000 or less through participating lenders to apply for forgiveness directly through the SBA. What worked and what changed While the programs offered by the federal government and administered through the SBA have proven effective, there were problems at the beginning that left many small businesses-especially Black businesses-- unable to access the available funds. Many did not have formal relationships with banks who were charged with administering the funds. There were also difficulties for businesses that did not have the money to continue operating during the shutdowns or were too short of capital to pay expenses and overhead.[1] Later rounds of funding were established with the intent to assist these struggling enterprises. The SBA has made attempts in subsequent rounds of funding to make sure these issues were addressed. The Black Voice News spoke with SBA, Small Business Administration about the Cameo program which makes microloans available to small businesses through Covid 19 pandemic funding. The Black Voice News spoke with Carolina
Martinez[2], Cameo CEO regarding the programs available to assist small businesses during COVID-19. When asked what attributes businesses have in common who are successful at securing these loans Martinez explained how the agency has seen a lot of things evolve since the beginning of the program. “But definitely, we are seeing the importance of understanding what businesses are eligible and just submitting the appropriate documentation as keys for success.” She continued, “There's definitely a higher demand, probably [more than the] funding available. So, it really comes down to how the small businesses have been affected by COVID.” Main reasons businesses are turned down According to Martinez, among the main reasons businesses are turned down for these loans is because they are not fulfilling one of the primary requirements which in addition to the points noted above, includes the need to have been in business prior to June 1, 2019. She stressed, “It's really just making sure all the requirements are checked and that they really are fulfilling the intent of the program.” The loan programs are very focused on eligibility and the application she affirmed. Looking to the future Commenting about loan opportunities for women and minority-owned businesses, Martinez advised, "We have been putting out different programs to really help women and minority- owned and Black owned businesses especially. We are hopeful that a lot of the efforts that have been made to streamline the processes of the current programs are going to help reach those communities.” Martinez said she is expecting more information about a pilot program called Community Navigator, which focuses on reaching out to these communities, “to guide them and help them navigate post pandemic resources to help them continue growing." sure underserved communities are aware of the whole ecosystem of support [available to them through the SBA].” To this end, Martinez shared how the SBA is trying to find those small businesses where they are and provide them with trusted partners. These community partners have relationships in the communities they serve and will help women and minority-owned businesses navigate the various program requirements. Martinez believes what may keep small businesses from taking advantage of SBA programs is that a lot of businesses are just not aware of what is available. The SBA is trying to solve this issue as she previously confirmed, by meeting eligible businesses where they are. This includes using pop up shops, going door to door, and using partner organizations to get the word out—this includes in rural and indigenous communities. The SBA is making it possible for small businesses to face the challenges ahead by providing the necessary support, funding, and information to assist small businesses with their continued development. From Selma to San Bernardino: Attorney Charles Bonner, Peaceful Warrior for Civil Rights

ivil Rights Attorney Charles Bonner is one of the attorneys who successfully represented former San Bernardino County Department of Family and Children’s Services (SBC-DFCS) Social Worker and whistleblower, Eric Bahra, in his lawsuit against the county. As recently reported by the IE Voice and Black Voice News, Bahra fought back against retaliation taken against him by SBC-DFCS for exposing a cover-up of the county’s placement of 59 foster children in the home of a known sexual abuser despite his foster care license being suspended. When the case settled, Bahra was awarded 2.5 million dollars. The beginning of Bonner’s civil rights journey Fighting for justice has been a lifetime mission for Attorney Charles Bonner, whose son, A. Cabral Bonner, also an attorney, works with him in his practice. Charles said he was compelled into civil rights activism in 1963 when he was 16-years-old and living in his hometown of Selma, Alabama. According to Charles, it began when he and his friend, Cleo, were approached by Reverend Bernard Lafayette, founder of the Student Non-violent Coordinating Committee (SNCC). Lafayette told the young men he came to Selma to challenge the segregation of business establishments. He shared with them how through consistent and persistent organizing, and peaceful protesting those establishments-where protesters suffered physical threats, beatings, being spat on, having hot coffee poured on them, and being burned with cigarettes-they were ultimately successful in integrating Nashville, Tennessee. Lafayette said he was there, in Selma, to organize the same activities and that they too, could change and integrate Selma through direct nonviolent action. He cautioned however, that they too, would be subjected to violence in order to accomplish this goal. Bonner said his first reaction was that it was crazy to subject themselves to violence and not
react in turn. The turning point Continuing the story, Bonner said Lafayette then asked them whether they knew about Mahatma Ghandi and/or Jesus Christ, noting that the reason they knew the names were that these were men of love, peace and non-violence, adding their names will live in history forever, while the names of their killers would fade as they were men of evil and violence. That was a game changer for Charles as it represented a spark of hope. Lafayette asked Bonner and his friend, Cleo, to recruit their fellow students and that their first task would be to register people to vote, as voting was a source of power. At that time, Black voters in Alabama had to pass a literacy test and pay a poll tax in order to register to vote. After briefly conferring, Bonner said he and Cleo joined Lafayette in his mission to integrate Selma. Bonner wrote and published a

book entitled “The Tip of the Arrow” about his experience of becoming a civil rights activist and his experiences with non-violent protest. Today, Charles has a law practice in Sausalito, California with his son, A. Cabral.

Riverside County Sheriff Chad Bianco: He Took an Oath

iverside County Sheriff Chad Bianco has acknowledged that he once belonged to the extremist Oath Keepers militia after emails from the group were leaked and surfaced online. Bianco, who paid for a year-long membership with the Oath Keepers in 2014, was elected as Riverside County Sheriff in 2018 after having served with the department since 1993. He was among more than 200 law enforcement officials included on a list of past Oath Keepers’ members made available to journalists by the whistleblower group, Distributed Denial of Secrets. The leak garnered wide-spread attention after a tweet from J.J. MacNab, a fellow at George Washington University's Program on Extremism. Bianco was not available for an interview but in a statement to the IE Voice and Black Voice News and said, “In 2014, I briefly joined Oath Keepers with a year membership. Like many other law enforcement officers and veterans who were members, I learned the group did not offer me anything and so I did not continue

membership. I am not currently a member and have not been a member since 2014. My oath is to the Constitution and laws of the land and to the people of Riverside County, who I am sworn to protect.” However, in a recent interview, Sheriff Chad Bianco looked to downplay his past affiliation with the organization, "I don't even remember joining," Bianco, told member station KPCC in excerpts from an interview published on the LAist website. He also went as far as to defend the group by saying, "[That's] not really what they stand for.” regarding the group's reputation for extremist ideology. Bianco added, "They certainly don't promote violence and government overthrow. They stand for protecting the Constitution." Judging by their actions Members of the Oath Keepers were indicted for their roles in the insurrection that took place on Jan. 6 at the U.S. Capitol and the militia group-- that is anti-government--has members who have been involved in other armed standoffs with the federal government.

S T O R Y The group was founded by U.S. Army veteran and Yale Law School graduate Stewart Rhodes after the presidential election of Barack Obama in 2009. The Oath Keepers go against the authority of the federal government as its members follow a declaration of orders they will refuse to abide by, beginning with, “We will NOT obey any order to disarm the American people,” includes "any order to force American citizens into any form of detention camps under any pretext," and concludes, “We will NOT obey any orders which infringe on the right of the people to . . .” Riverside County Supervisor weighs in on the controversy Riverside County Supervisor Chuck Washington in an interview with the IE Voice and Black Voice News shared his thoughts after being asked if he was disappointed upon hearing the news of Bianco’s membership with the Oath Keepers. “It was disappointing to have our law enforcement connected albeit he says he is not now, but I would be disappointed in any of our law enforcement being connected to that organization.” Supervisor Washington stressed the importance of letting the “voters decide” on whether or not they want to keep Bianco in his position of power. Bianco, a history of controvery Throughout the COVID-19 pandemic, Bianco has been vocal about how he feels regarding California’s health mandates which has put the County of Riverside at risk of losing state and federal funding. Bianco has fought against California Gov. Gavin Newsom's COVID-19 protocols and has also openly questioned the efficacy of the vaccine. He stated during a podcast in September that he would not enforce vaccine mandates. A Call for Bianco’s resignation Many have questioned if Bianco’s personal beliefs are negatively impacting his duties as the County Sheriff. Palm Springs Mayor Christy Holstege has called for his resignation on Twitter. Holstege believes, “The sheriff’s association

rominent African American figures from Riverside and San Bernardino Counties gathered on October 1 in the Grier Pavilion at Riverside City Hall to welcome new and emerging leaders to the Inland Empire. Hosted by the Riverside African American Historical Society (RAAHS), the Riverside Branch of the National Association for the Advancement of Colored People, and Grier Concerned Citizens, the reception recognized and honored local leaders who have chosen Riverside and San Bernardino as communities to work and build in. Riverside Mayor Patricia Dawson greeted attendees and congratulated the leaders for “breaking barriers in their fields.” “When you choose Riverside, Riverside chooses you,” said Mayor Dawson. “I am thankful to be a part of this incredible community that plays a role in leading and building our next generation of leaders at UC Riverside,” said Wes Mallette, an honoree and the Interim Athletic Director at UCR. The event specifically spotlighted six leaders, some who have recently joined the Inland Empire community: Donesia Gause, a Riverside city clerk; Dr. Renee Hill, Superintendent of Riverside Unified School District; Dr. Denise Woods, Associate Vice Chancellor of Health, Counseling & Wellness at University of California, Riverside (UCR); Wes Mallette; Nicole Powell, Head Women's Basketball Coach at UCR; and Daryle Williams, Dean of the College of Humanities, Arts and Social Sciences at UCR. “I've been at a number of other institutions with more resources, financial resources, bells and whistles, but I'm telling you, I was attracted to this place because it was different. The Interview: Moreno Valley Mayoral Candidate Jaime Hurtado Speaks About His Candidacy Breanna Reeves | Staff
Moreno Valley. It’s the second largest city in the county. It's a working class, family type city, with tremendous potential for growth. It's only 50 percent developed in the city, so it's got potential to bring in good sustainable jobs. A mayor certainly plays a big role in attracting those jobs, meaning the potential businesses that want to establish themselves in the city. I would be the voice for a city that large. I would definitely be accessible to its citizens and hear what they have to say and provide feedback on a lot of their needs.

aime Hurtado, Manager of Riverside’s International Business Office, and former Chief of Staff for Fifth District County Board of Supervisors, Marion Ashley, has declared his candidacy to become Moreno Valley’s next mayor. A long-time resident of the Inland Empire, Hurtado attended UC Riverside and CSU San Bernardino and majored in Political Science. As current mayor Dr. Yxstian Gutierrez’s term comes to an end, Hurtado is stepping in to run for the open seat. The IE Voice and Black Voice News spoke with Hurtado about his motivation for running as well as his plans for the city, if elected. Q: What prompted you to run for the position of mayor of Moreno Valley?
Q: What other experiences or attributes do you have that makes you qualified to be the mayor of Moreno Valley?

A: I've always had a sense of public service. I've had 35 plus years in community service, working for elected officials, and I care a lot about Moreno Valley. I would definitely work hard to contribute in that leadership capacity. I ran for county supervisor two years ago, and I have this sense of wanting to serve in a capacity where I know I will make a difference based on my experience, my commitment, not only to my community, but to the region. I was approached by some business and community leaders to consider running, since it's an open seat. And, after talking to my wife and family, they're supportive of this. They know that I have a sense of public service. I consider myself a public servant, a servant leader.

So, I’m very familiar, not only with county government, (but) with city government as well and its functions. And yes, to answer your question, I believe that my current position here with the County Office of Economic Development and International Business Office does help me to a certain degree, but I have all this background experience that definitely would help me overall.
Q: Do you think your work and experience as the manager of Riverside’s International Business Office prepared you to run for this position? If yes, how so?
A: Well, a mayor is certainly a figure of leadership in any city. Sort of like the president of a city, more or less, the go-to person for citizens, for residents, to make sure that their government is running accordingly, appropriately and responsively. I've been president of the (Moreno Valley Hispanic) Chamber. I'm the Chairman of the Inland Empire Hispanic Leadership Council. I've been appointed, now for the past 12 years, to the State of California’s Southern California Fair Board, appointed by two Governor's Arnold Schwarzenegger and Jerry Brown. I've been a Park Commissioner. I've dealt with city (and) community development projects. So, I'm very familiar with the various systems of government, particularly local government. And by having that experience, 35 plus years’ experience in this, it comes in handy. It's second nature to me. That's what makes me qualified — the experience that I've had in community development and community empowerment and serving on different boards and commissions. local sustainable jobs are an issue in Moreno Valley. And I'm very passionate about creating recreational opportunities for youth, especially during critical times in the day when they're being unsupervised. We need to create a safe haven for them. Q: What would be your first priority, if elected?

and Hispanic people, according to a recent analysis by the Kaiser Family Foundation. “We think we’re moving in a good direction, but still we do see an opportunity to nudge the remaining people who may have not gotten vaccinated yet who may be on the fence, or who may be waiting for the right time,” said Dr. Geoffrey Leung, Riverside Public Health Officer. “This is the best time.” One key component of the vaccination campaign is “meeting people where they are.” Dr. Leung explained the importance of going out into hard-to-reach communities to make vaccines more accessible. The department put together small teams who went out into these communities who may have issues with transportation, childcare services, and work availability. Reaching people where they are “One of the things we really try to do is have a very broad outreach to all of our communities and to be able to do it through community members that they know, and they trust, as well, to help get that word out,” explained Juan Perez, Chief Operating Officer of Riverside County. “It’s certainly not one size fits all. A: Becoming very familiar with the needs of the city. Making sure that I understand its budget and where everything is appropriated and allocated and see how, based on my priorities as a candidate, to fit in with that. I’d like to establish a homeless commission and work with my colleagues on the council to create a commission-based type homeless entity that can provide feedback for us to tackle the homeless issue, for example. Also, I’d like to see if we can clean up the streets, bring pride back into the city, work with our nonprofits, our churches, to keep Moreno Valley clean and beautiful. And I'm also envisioning a regional perspective where, Moreno Valley is the second largest city in the county — population 215,000, (we) definitely take a look at how we can participate with the regional elements to bring in more resources to the city — economic development resources, private resources for recreational opportunities for youth (and) resources for the homeless. One thing I also want to tackle is how do we create better paying jobs in Moreno Valley, considering that there's a high graduation rate. Two districts provide a high population graduation rate, but a smaller percentage actually goes to four-year institutions or twoyear foreign institutions. What happens to the rest of the high school graduates that are left behind? They need to be nurtured. They need to be geared toward higher paying jobs, not just in logistics, but in certification type employment opportunities where a livable wage is increased so they're able to buy a home. So they're able to live on their own. And if they live on their own, they're able to pay taxes. They pay taxes, they create revenue. The revenue goes back to the city. The city provides more services to clean up our streets, to enhance our streets (and) create better neighborhoods. I’d like to work on those continued on page 18

participate in political activities of any kind while in uniform.” It also violates the federal Hatch Act which restricts federal, state, or local agencies and those who work in connection with programs financed in whole or in part by federal loans or grants from involvement in partisan political activity. And yet, this is his modus operandi. Here he is again, at The East Valley Republican Women Federated (EVRWF)’s monthly luncheon earlier this year, another political event where he appeared and spoke in full sheriff attire. He flaunts his belligerent behavior and then enjoys how his extremist fans fawn over him just as Thompson and those in attendance did during his January 6 appearance on Our Watch demonstrated. Yes, he has offered feeble and withering explanations for his connection to the Oath Keepers and despite the organization’s alleged, egregious, and overt acts of sedition against the U.S. government on January 6—Bianco has remained silent, offered no criticism, no rebuke, no denunciation for their obvious role in what occurred. His silence speaks volumes. You cannot have it both ways, Mr. Bianco. You are not smart enough, astute enough, finessed enough to pull that off. You can’t claim to be for law and order yet remain silent on the most illegal act against the government and its constitution since the Civil War. Taking a knee at a Black Lives Matter March last year and posing with a peach cobbler, a sweet potato pie and a Black Riverside County Sheriff’s
deputy does not earn Bianco a pass. We have watched him and his sheriff union benefactors and other like-minded people with the power to make a difference continue poisoning the environment against any movement toward change in policing—speaking and pushing against every effort aimed at building bridges for justice by building equity in policing. “Everyday we are having our freedoms taken away from us,” he told Thompson during the January 6 podcast. These comments were made even as Thompson’s commentary on the events of the day and added comments about the questionable outcome of the election— perpetuated the Big Lie. Bianco’s link to the Oath Keepers and extremists like Thompson and others however, is just the icing on his cake. Bianco may be the law, but he is not above the law. It is time he be held accountable for his actions. It is time for the Riverside County District Attorney Mike Hestrin to do his job. But knowing Hestrin, that may be too much to ask. We can only hope the appeal made to the California Attorney General on September 16 by the ACLU Foundation of Southern California, Starting Over Inc., and Riverside All of Us or None will be a first step toward reigning in Bianco’s out of control behavior and go a long way to ultimately seeing him removed from office. Of course, this is just my opinion. I’m keeping it real.

A: I always believe in being open and accessible, talking to different organizations (that) can help carry out the message that we want to create a city government, especially out of the mayor's office, an environment in which they can voice their concern, not necessarily just at Tuesday’s meetings, because some of them don't have the opportunity to view these screenings. Through the churches, through the nonprofits, create a mechanism, a voice for them to have access to City Hall, to get that feedback from them. Basically, be more accessible to its residents. Q: What is one thing you believe the current mayor is doing well? A: Well, certainly, [regarding] the current mayor, I've noticed that he's creating a lot of good opportunities for the city. If you look at the city’s website, it's pretty comprehensive. I’ve looked at other websites in other cities and the Moreno Valley City website, I must compliment them. They are definitely doing things well. So, that's one mechanism. If we can encourage people to go online, especially during this pandemic, that's a good way to play it safer and obtain information that they will need from the city. Definitely, that's one way of doing it. Q: What is one thing you think needs to be addressed that the current mayor may have not addressed? A: I think the current mayor has done a great job. He's certainly been very supportive. It's an open seat, of course. But I don't have much to say on that. If anything, he's done an exceptional job and he's running for another office. I don't have any criticism towards him. I think the mayor has done a really good job.
