t’s been more than 36 years since Californians passed Proposition 13, a tax cut designed to protect the elderly and other vulnerable homeowners from losing their homes as the result of continuously increasing property tax rates—especially during their retirement years when most rely on fixed incomes. As often happens however, although the measure helped those it was designed to assist, it was commercial and industrial property owners who continue to reap the greatest tax benefits from Proposition 13. Somehow it just doesn’t seem fair that corporate complexes, amusement parks, dealerships, etc. should receive the same property tax benefits as senior citizens, the disabled and single mothers. The proposition reduced property taxes for both residential, and commercial/industrial property owners to one percent. It further limited the growth rate for future tax assessments to two percent. It was the usual bait and switch. The proposition was sold to the public as important to keep old couples and widows in their homes by protecting them from rising property taxes, but the greatest beneficiaries were the corporations.

According to analysis by economist Robert Reich before the passage of Proposition 13 homeowners in California already paid the lion’s share of property tax, 55 percent compared to the 45 percent paid by commercial property owners. Since the implementation of Proposition 13 however, the share of property taxes in California now paid by the owners of residential properties has increased to 72 percent and commercial/industrial owners pay a mere 28 percent. The tax break given corporations has left a gaping hole in state funding that will never be filled under the current Proposition 13 property tax structure. As a result, municipalities and schools across the state lose more than $11 billion in revenue each year according to a study by USC. It is also not surprising that 80 percent of that loss comes from the largest eight percent of commercial properties in the state. Is it any wonder California is 41st in the nation on its per pupil spending? With California having the world’s fifth largest economy this makes continued on page 17

Victorville to Vegas in 90 Minutes

Victor Valley –San Bernardino County Board of Supervisors’ Chair Robert Lovingood shared information regarding Virgin Trains USA’s high-speed rail line that will connect Victorville to Las Vegas. The daily trains will travel the 180-mile distance between destinations in about 90 minutes and is expected to reach speeds of 150 miles per hour. The company also plans to build a station on 80 acres in Victorville and acquire 225 acres for housing and retail/commercial development near the station in North Victorville.

Exploring London Together Redlands

A

combined group of students from the University of Redlands and Tuskegee University recently spent three weeks documenting the sights of London for a study abroad course on storytelling. During the trip the group learned about the region’s history, politics, and culture and how these elements can come together in photos and narrative. The youth also shared personal experiences and perspectives. Together, this made for a meaningful international learning experience. In addition to taking photographs, the students spent time in Liverpool and Brighton learning about British history, from the country’s slave trade to the Beatles, Brexit, and immigration. “Having U of R and Tuskegee students on the trip together was magical,” says Art Professor Tommi Cahill. “Each student brought something different to the experience, which allowed them to learn a lot from each other.” The youth were enrolled in the storytelling May Term course and spent a significant time as part of the course making photographs and narrative creations describing their experience in London. Using pens, pencils, journals, digital cameras, smart phones and instamatic cameras they will make a steady production of work (200 photographs a week) along with significant journaling. The photographs and words will have a critique of all the blogs, Instagram feeds and journals.

Fontana Residents Asked to Share Their Thoughts

T

he corruption trial of longtime U. S. Congressional Representative Republican Duncan Hunter who represents California’s 50th congressional district—which includes a part of Riverside County—has been delayed to January 2020. Congressman Hunter is also closely aligned with President Donald J. Trump, According to a report by the San Diego Union-Tribune the date was changed at the request of Hunter’s lawyer. In the meantime, Hunter is seeking to have the charges against him dismissed and oral arguments will be heard in this regard on December 12. Hunter is charged with the misuse of campaign funds. Allegations against him claim he and his wife inappropriately spent more than $250,000 in campaign funds for personal expenses that ranged from groceries to family vacations to flights for the congressman’s pet rabbit. The judge hearing the case plans to have it resolved before the March 2020 primary election.

In the meantime, Hunter’s wife Margaret Hunter, who worked as his campaign manager and was also charged in the case, changed her plea from not guilty and pled guilty to conspiring to misuse campaign funds. As part of her plea deal, she is cooperating with federal prosecutors. In the plea agreement M. Hunter committed to provide the federal court with “substantial evidence” ranging from interviews to court testimonies. M. Hunter faces up to five continued on page 18

Fontana – The City of Fontana’s Department of Housing and Business Development is seeking community input on current economic development, community and housing needs through an online Needs Assessment Survey. The 11-question survey will remain open through Wednesday, October 30, 2019. For additional information or to participate in the survey visit fontana.org. Breast Density and Your Mammogram Report

O

ctober is Breast Cancer Awareness Month. Breast cancer is one of the most common kinds of cancer in women. About 1 in 8 women born today in the United States will get breast cancer at some point. Regular mammograms are the best way to find breast cancer early. But if your mammogram report says that you have dense breast tissue, you may be wondering what that means. Having dense breasts is very common and is not abnormal. Studies show breast density, which is associated with breast cancer risk, was found to be higher in Black/African-American women than white women What is dense breast tissue? Breasts are made up of lobules, ducts, and fatty and fibrous connective tissue. Lobules produce milk and are often called glandular tissue. Ducts are the tiny tubes that carry milk from the lobules to the nipple. Fibrous tissue and fat give breasts their size and shape and hold the other tissues in place.

Your breasts will be seen as dense if you have a lot of fibrous or glandular tissue and not much fat in the breasts. Some women have more dense breast tissue than others. For most women, breasts become less dense with age. But in some women, there’s little change. Women who have dense breast tissue seem to have a slightly higher risk of breast cancer compared to women with less dense breast tissue. It’s unclear at this time why dense breast tissue is linked to breast cancer risk. We do know that dense breast tissue makes it harder for radiologists to see cancer. On mammograms, dense breast tissue looks white. Breast masses or tumors also look white, so the dense tissue can hide some tumors. In contrast, fatty tissue looks almost black. On a black background it’s easier to see a tumor that looks white. So, mammograms can be less accurate in women with dense breasts. Most breast cancers can be seen on a mammogram even in women who have dense

breast tissue, so it’s still important to get regular mammograms. Mammograms can help save women’s lives. Even if you have a normal mammogram result (regardless of how dense your breasts are), you should know how your breasts normally look and feel. Anytime there’s a change, you should report it to a health care provider right away.

Social Lites, Inc. Beautillion Begins 2019-2020 Session San Bernardino

S

ocial Lites, Inc. of San Bernardino has launched its 53rd Beautillion Scholarship 2019-2020 program. Beautillion Chairperson Tina Darling said, “It’s not too late for young men seeking scholarship opportunities in addition to being mentored by leaders in the community to participate in this fabulous program.” The Beautillion Scholarship Program is designed to recognize and honor young men in the inland region who are striving to attain greater accomplishments in academic achievements and life. The program provides opportunities for young men to participate in various seminars and workshops on a range of important topics from Planning/Goal Setting to Cultural Proficiency, Social Justice and Self Determination. They also have an opportunity to attend a Black College Expo. For more than 50 years the Social Lites, Inc. of San Bernardino, a group of women from various professions, have continuously dedicated themselves to mentoring and supporting youth in the Inland Empire Community. During this year’s opening session community leaders Dr. Rose Culpper and Bessine Little, City Councilwoman for the 6th Ward shared their wisdom, mentorship and encouragement with program participants. Riverside Residents Can Help Shape the City’s Future Riverside

T

he City of Riverside is accepting applications from residents interested in serving on the boards and commissions that shape the city’s policies and practices. There are 15 boards and commissions that provide advice and guidance on a variety of important policy issues that impact daily life in the city including updates to the General Plan, building design, signs, parks, recreation, trees, streets, traffic regulations, public utilities, ethics and the city budget. Members, who are appointed to four-year terms, can reapply to serve an additional term. Current openings are for the following boards and commissions: Commission on Aging (Citywide and Ward 7); Budget Engagement Commission (Ward 6 Business); Community Police Review Commission (Wards 1, 3, 5, and 7); Commission on Disabilities (Ward 7); Board of Ethics (Wards 2, 5, and 7); Human Relations Commission

School Bond Measure

Sacramento – Governor Newsom has signed legislation placing a school bond measure on the March 2020 Ballot. If approved by voters, the state will be authorized to issue $15 billion in bonds for school construction and modernization projects. Nine billion dollars will go to facilities’ projects for sites serving students in pre-school through 12th grade while two billion dollars each will go to the University of California system, the California State University system and community colleges. Also, although local governments will be required to match the funds the state will provide a greater share of the dollars for districts with high percentages of low income, foster care and English learning students.

A Picture is Worth...

T

he adage, “A picture is worth a thousand words,” is defined by the Merriam-Webster dictionary as a way of noting how it is often easier to show something in a picture than to describe it with words. When it was first used here in the United States in the early twentieth century the person attributed it to a Japanese philosopher. Shortly afterward, another American used a variation stating, “A picture was Hardy Brown, Sr. worth ten thousand words,” and attributed its origins Contributor to China. Photo by Benoit Maphettes A researcher later claimed, “The arbitrary escalation from ‘one thousand’ to ‘ten thousand’ and the switching from Japan to China as the source [of the saying] leads us to smell a rat with this derivation.” Part of San Bernardino’s vision is to create a city which, in part, capitalizes on “the ‘diversity’ of its people. However, just looking at a picture of the leadership of San Bernardino’s Police Department (see front cover) compared to this vision has led many of us to “smell a rat” regarding what’s real. Now, before anyone gets offended, I am not saying or calling anyone or anybody a rat. Just as questions about the origins of the Chinese or Japanese phase led some to smell a rat, I am sharing the picture I’ve found of the police department’ management team and you can draw your on conclusion of the agency’s past 114 years without a single Black chief—all you have to do is look at the current face of leadership in the agency. Most of you know that I have been advocating that this department needs more diversity when it comes to including Blacks and Latinos in the ranks and especially in management. The one Black female lieutenant the agency was so proud of, just left to become Chief of Police of Riverside Community College Police Department. From my own personal experience people know when they are being used by their employer as a front to the public. She was given public relations articles in the paper after I placed some ink on them for assigning five White officers to implement the cities Community Policing Program. We were told by Acting Chief Eric McBride at a WAG meeting, in essence she was too valuable in her current position to supervise a staff and be a face representing the department in a community, that is nearly 80 percent Black and Latino. So, what did she do? She left to run a police department where she is the chief. When Edison told me in 1970 that I must wait in order to be promoted into management after I was serving the company’s need in race relations, I left. Kaiser Permanente Medical Care Program hired me as a manager to help them implement a program to bring more Blacks and Latinos to the company. Currently, a Latino now heads the Fontana Medical Center and the CEO of all of Kaiser Permanente is Black. Kaiser did that in half the time. The city of Montgomery, Alabama elected its first Black Mayor this week and that city is known as the cradle of racism and discrimination. The Los Angeles Airport Authority just hired a Black Police Chief, while San Bernardino is apparently continuing its practice of a system of hand

picking “look-a-likes” from its ranks. He looks like the one that went out on sick leave before he retired and now, they want to pick another one— like him—because the police association says, “it is someone they can work with.” Well, the police department is made up of 235 officers and 133 (57 percent) are White and 9 out of 10 White males in the top management positions according to the picture on this week’s cover. Also, only 16 (7 percent) of the 235 officers live in the city. According to the U. S. Census quick facts of San Bernardino, Hispanics make up 64 percent and Blacks 14 percent of the city’s population. The racial make-up of the city’s police department is way out of line with the community it serves. They have already sent the signal that Acting Chief Eric McBride will be appointed Chief and Greg Green will be Assistant Chief. The police association said on their Facebook page, he—McBride— knows not only the City of San Bernardino, but also, ‘the organizational structure of the SBPD, our policies and procedures, our personnel, and our culture.’ I put heavy emphasizes on “culture” because the association is talking about their culture—not, the Black or Latino culture. They go on to say, “With his appointment, Eric McBride will hit the ground running and there will be no learning curve. He knows the City, our residents and the concerns within.” I must ask the question—Who in the Black community really knows McBride and can they vouch for him? McBride has some baggage according to an article printed in the San Gabriel Valley-Tribune. In 2015 he turned down the chief position after the Latino community compared him to Sheriff Joe Arpaio of Arizona. Joe is continued on page 12

Gov. Signs Bills Benefitting Black-Owned Charter Schools and Newspapers Tanu Henry California Black Media

G

ov. Gavin Newsom signed a number of bills last week. Among them is one that will allow Blackowned-and-operated charter schools in California to continue to educate some 52,800 Black students in the state without the fear brought on - and intensified - by speculations that certain legislators, with the backing of teachers unions in California, were angling to shut them down. The other will benefit African Americanowned newspapers and other niche market newspapers. AB 1505 The first, AB 1505, ends the uncertainty that put Black charter school operators on the defensive during a more-than-yearlong fight about the future of charter schools in the state. Gov. Newsom signed AB 1505 on Oct. 3. African American-owned charter schools in California are largely credited with working on the leading edge of efforts to close the wide academic achievement gap that exists between African-American students, who are the lowest performing racial group in the state, and their peers of other races. In English Language Arts, for example, there is more than a 40 percentage-point gap between African-American public school students’ standardized test scores and that of their White counterparts. In math, the disparity is more than 50 percentage points. When Assemblymember Patrick O’Donnell (D-Long Beach) first introduced AB 1505 in February last year, charter school operators and advocates – including Margaret Fortune, president and CEO of Fortune School, a network of predominantly Black charter schools based in Sacramento – accused the bill’s authors of pushing legislation to eradicate their schools. O’Donnell and other Assemblymembers on the education committee championed two other charter school bills, AB 1506 and 1507. Those

companion bills to 1505 proposed restricting the operations and expansion of charter schools. Unlike 1505, the other two bills did not pass in the legislature. “There is a package of bills, that has been introduced by various Assemblymembers, including our own Kevin McCarty, also a member of the California Legislative Black Caucus, which taken together amount to a ban on charter schools,” said Fortune in March while the Assembly was debating the bill. AB 1505 makes the most significant changes to California’s Charter School law, which former Gov. Pete Wilson signed into law in 1992. The language and provisions in the final version of the bill includes the input of various education stakeholders in the state, including unions representing traditional public school teachers, state education administrators, academics, as well charter school leaders and backers. “It listens to the needs of school districts and authorizers to be able to weigh the fiscal impacts and the community impacts before making a

decision about whether or not to authorize a charter school,” said Tony Thurmond, State Superintendent of Public Instruction. “At the same time, it listens to applicants who have said ‘we need to have a clearer path to know how renewal will happen.’ This legislation is long overdue. “ The law allows local school boards, which authorize charters, to now close charter schools for fiscal and governance issues, and also to consider how a new charter school might impact the a school district financially when reviewing an application to open a new public charter school or to renew an existing charter. It also gives authorizers the right to deny an application if a school district is experiencing financial problems, and empowers school districts or county offices of education to now oversee the operations of charter schools. In addition, it places a two-year moratorium on “non-classroom based” charters, including publicly funded homeschooling and independent continued on page 17

I

t’s been barely three years since the United States Justice Department in partnership with the Equal Employment Opportunity Commission released a breakthrough report titled, Advancing Diversity in Law Enforcement (ADLE). Justice Department’s Civil Rights Division head Vanita Gupta said the report built on the innovative and creative strategies already implemented by law enforcement departments around the country. “Our report highlights how agencies are bridging divides and creating lasting results,” she stressed. The report, which received broad support from the Center for Policing Equity (Center), was designed to provide law enforcement agencies, especially small and mid-sized organizations, with a resource to enhance the diversity of their workforces by highlighting specific successful strategies and efforts in place in police departments around the country. The Center uses advanced analytics to diagnose disparities in policing, to shine a light on police behavior and to assist police and communities concerned with finding ways to build a healthy relationship. When the ADLE report was introduced nationally, EEOC Chair Jenny R. Yang declared, “When law enforcement agencies remove barriers to equal opportunity, the agencies and the diverse communities that they serve both stand to benefit. Yang continued, “Departments from around the country have been working to build a robust and diverse talent pipeline to strengthen their workforce.” She stressed how the report presented some of the most promising recruitment and retention practices used by the agencies that provided input to the report. Although many of the practices highlighted in the report varied considerably, successful diversity building efforts by law enforcement agencies shared three common themes. One of the most prominent—and certainly the most relevant to the City of San Bernardino today— is the need to engage stakeholders, “[B]oth from within and outside the law enforcement

agency—to help create a workforce that reflects the diversity of the community.” The City of San Bernardino is 80 percent Black and Hispanic and some are stating the police department’s predominantly White leadership needs to be more reflective of the community. In its 114-year history the city has never had a Black chief and there has been only one Hispanic appointed to the position. The police department’s leadership in general is largely White and most officers do not live in the minority community they serve. The San Bernardino Police Department is in the process of selecting a new chief and community leaders are asking for transparency in the method of selection. They are challenging the status quo and seeking to open a dialogue with the city manager responsible for the appointment. As stakeholders they are seeking to engage with the department in a quest to create a police force and leadership reflective of the city’s diverse community.” Yet, true engagement is a two-way proposition. Chief Jarrod Burguan officially retired Friday, August 16, 2019 and although The IE Voice has made two attempts to give City Manager Teri Ledoux an opportunity to share with readers how the selection for a new police chief will be made and whether or not the process will be open to outside candidates she has declined or been unable to provide a clear response. Initially she said, “There are no guidelines for hiring a Police Chief, it’s [her] the City Manager’s discretion on whether to recruit or hire from within the organization.” And, more recently she stated, “Careful consideration is being given to the process for hiring the next Police Chief.” Adding, “Because the process is still under consideration, I am unable to address your questions regarding the selection process and associated timeline.” Concerns over the department’s lack of diversity in leadership (all but one are White), its history of never having a Black Chief in its 114 years history and only one Hispanic in addition to the reality that most of the agency’s largely White police force does not live it the city whose residents are primarily people of color (about 80 percent), many minority leaders have pushed to

open a dialogue regarding these concerns before the next chief is appointed. During a meeting of the San Bernardino City Council on Wednesday, October 2nd community leader and Publisher Emeritus of the Black Voice News Hardy Brown, Sr. extended a public invitation to Ledoux to speak before the Westside Action Group (WAG) on Monday, October 7th, the NAACP at their next meeting, St. Paul African Methodist Church’s Social Action Committee at their next meeting and the Black Voice News/The IE Voice News Editorial Board as soon as possible, “To explain her policies and intentions on filling management positions in the city and especially the Current Police Chief and Public Work’s Director Positions.” Brown followed-up on his public invitation with an email inquiry on October 4. Although Ledoux was presented with several meeting options she replied to the October 4 email stating, “While I am unable to attend these upcoming meetings, I appreciate you taking the time to reach out and extend the invitations

Because the process is still under consideration, I am unable to address questions regarding the selection process and associated timeline.” In her response Ledoux further advised the city had initiated searches for qualified candidates to fill both the Director of Public Works and the Director of Human Resources positions. She explained the application period for the Director of Human Public Works closed on September 9 and the city was in the final stages of the selection process to fill the position. The application period for the Director of Human Resources position is scheduled to close on Sunday, October 27, 2019. “We welcome qualified applicants to apply,” she advised. Those interested in the position can learn more on the City’s website www.sbcity.org/ jobs. In response Brown once again offered an open invitation for her to meet with and inform the Black community on these issues and the city in general at

some point in the future. Ledoux replied with a reference to how the city council had engaged the services of a polling firm and strategic consulting firm late last year to explore a possible tax measure in November of 2020. “The polling results will be presented to the City Council soon and if they decide to move forward with the education campaign, I will be out on a speaking tour educating our community. I would love to start with any groups you recommend.” She went on to say, “We will likely be ready to go in January after the holidays.” Judging from this, Ledoux appeared to miss Brown’s sense of urgency. Ledoux then went further in her message and compared San Bernardino to Flint, MI while mentioning a Netflix video she’d seen called, ‘Flint Town.’ She added. “You may recall that this is the city that had the water contamination issue?” Although she described Flint as being half the size of San Bernardino, “[T]he issues are very much the same,” she declared. “It’s very diverse, but the majority of the population is Black instead of Hispanic like SB.” Maybe Ledoux should have stopped there—but, she did not. “What I found interesting. and I’ve been talking to our Police Department about, is that the Black officers say, ‘[T]hey are criticized by members of the Black community for being— sell outs—to the man.’ That is very sad,” she stressed. “[A]nd I keep thinking about ways we can reach our youth and give them positive interaction with police officers so they would be proud to join a police force someday.” She then talked about the Jazz festival she attended at Akoma Charter School where she

noticed a CHP officer was in attendance tossing a football with the kids. “[I’m] not sure why we weren’t [there], but I’m looking into it.” It is interesting how she weighed the tossing a football with a Black child (although certainly a good way to build relationships) with the same measure as the pressing need to create diversity among the leaders of San Bernardino’s Police Department and other city agencies. In conclusion Ledoux stated, “I look forward to working with you on these important matters for our community.” Brown took this opening to extend another invitation to meet. “I would love for you to visit with me here at my home to talk with you about how the city can improve its image in the Black community.” He highlighted his positive experiences with the police department and other law enforcement agencies in the area. “When you get ready, I can even pull together a small group of Black retired and active police officers to assist in educating our community.” Brown however also stressed the importance of the other side of the equation which is the requirement for a current police staff that is willing to change and “put out the welcome mat.” After a back and forth between the two regarding who should attend the first meeting— Ledoux misunderstood Brown’s request for an initial one-on-one discussion at his home and wanted to include Acting Chief McBride, Acting Assistant Chief Green and Sgt. Nelson Carrington—the two ultimately agreed to sit down—just the two of them—at Brown’s home sometime between October 21 and October 23 to discuss how the city can improve its image in the Black community before they invite others continued on page 17

an you believe Elvis said that? But, he did. That is one reason why I am offering more endorsements for West Valley Water District (WVWD) Board of Directors’ election, to focus a little sunshine on some of Hardy Brown, Sr. the candidates. Some I have written about and I now want to remind you of before you vote. Linda Gonzalez is well qualified to serve on the West Valley Water District Board and deserves your vote. She previously served four years on the Board and has an outstanding record of service. This was before Clifford Young harassed, bullied and called her names such as you, “Fat Mexican,” which is documented in an EEOC Investigation by the law firm Albright, Yee & Schmit that was hired by Clifford Young when he was president of the Board. In that same investigative EEOC Report he told a WVWD manager, “I’m not going to hire any more “Dumb Mexicans.” These are racist statements when made by anyone, especially an elected official—Black or White. You might say what does this have to do with Kyle Crowther since he is the person Linda is running against. From my observations of Kyle, he voted in lock step with Clifford for a year including when it came to the firing of top staff members (he did not know), just because Clifford wanted them fired. Kyle did not even raise the question, “What have they done wrong?” His failure to show concern for justice and fairness has cost the WVWD almost one million dollars in legal fees and case settlements, not including the loss of a five-million-dollar employee Insurance Policy. To me Kyle’s position on the Board in one of a “follower.” He shows no independent thinking or leadership. When I investigated his campaign 460 forms it became crystal clear why he followed along with

everything Clifford wanted done—they shared campaign workers and funds with each other. It was not until Kyle learned that Clifford was under a real investigation by the State Attorney General and the District Attorney Offices that he changed his position toward Clifford. In my opinion, because Kyle is a school police officer, it would not reflect well on him if Clifford was indicted. This was also the reason his Board colleague Greg Young photoshopped him out of

Scott and Andy Carrizales; Rialto School Board Members, Edgar Montes and Nancy O’Kelley; Bernice Sandoval Colton Unified School District Board Member. She is further endorsed by the California Democratic Party, San Bernardino County Democratic Central Committee, Fontana Democratic club, San Bernardino County Democratic luncheon club and the Rialto Democratic Club. She is a small business owner and has received endorsements from many people including a key one from the Democratic Party. This is important because Clifford, Kyle and Greg Young are all Republicans and they have this idea to run people for all local government bodies in the Inland Empire and staff them with their Republican friends. They have started by hiring some of their cronies into key positions at West Valley. McBride, while serving on the City Council in Hemet, had pushed an anti-illegal immigration policy that had no legal authority, but it aligned with his belief about immigration. I will assume he still lives in Hemet where his loyalty resides; and he will retire there and take his San Bernardino pension with him. The city is treating management positions as succession-planning positions tied to the police association (union) and with that practice no Black person will ever become a captain or chief. A lawsuit is the only way to stop this systemic discrimination unless a federal or state Consent Decree is forced on the city. I would hope that it will not come to that but as they say, old habits die-hard and when you wrap racism into a bad habit—it starts to smell . . . like a rat. So, what I am doing is painting the picture for everyone to see. You draw your own conclusion.

The city is poised to select a new police chief and City Manager Ledoux is pivotal in that selection process. It is apparent had Brown not continued to push for a meeting on the issue to occur as soon as it was possible for the city manager, the meeting may have been pushed into next year possibly well after a new police chief was appointed. It is good for the community overall that the meeting will occur. Ledoux was appointed to the position of city manager by the city council so she has no direct accountability to the voters; however, the mayor and council members who appointed her—do. Advocates stressed voters can use the ballot to put city/county leaders in place who are willing to make decisions and/or appoint those willing to make decisions in the interest of the diverse community they are elected to serve. As the election approaches expect corporations to spend millions on slick advertising against the “Schools and Communities First.” The measure is designed to accomplish three goals: (1) leave individual homeowners completely untouched; (2) level the playing field for small and newer businesses that are not receiving the same protections as the richest commercial property owners; (3) close the commercial property tax loophole in Proposition 13 by reassessing the top 13 percent of commercial properties valued at over $3 million at current rates. The proposed change in taxing the top 13 percent of commercial property owners is expected to generate nearly $11 billion annually for local schools and municipalities. As voters, let us not be fooled again. Don’t fall victim to the deceptive adds certain to flood the media aimed at turning public support away from this proposal. Educate your family, your friends, your neighbors. This change will not affect the homeowners Proposition 13 was initially designed to protect. It will however, force corporations to pay their fair share and provide the much-needed resources our schools and communities have been starved of for 36 years. Be an informed voter and help make a difference for our students and our communities. Of course, this is just my opinion. I’m keeping it real.
