Riverside County Sheriff Bianco’s Nepotism, Brother Benefits Financially & Professionally

W

hen news broke early this month regarding Sheriff Chad Bianco’s 2014 membership in the anti- government militia group the Oath Keepers, it soon became clear he had no plans to denounce his association with the organization. However, he tried all the usual political public relations maneuvers to obfuscate from the significance of what his connection to the group says about who he really is, just as much as his ignoring their role in the January 6th insurrection and attempting to paint the Oath Keepers as patriots committed to upholding the Constitution, is an obvious attempt to muddy the waters regarding who they truly are. His cocky and cavalier attitude is most probably rooted in the place he believes he has carved-out for himself among the catalogue of creeps, racists, rogues, and scoundrels, who have taken over the

was $183,772, according to CalSalaries. After his brother Chad, was sworn in as sheriff in January 2019, Michael was plucked from a pool of—what reliable sources identified as more qualified candidates—and promoted to the position of Lieutenant. And as a result, Michael’s total

And just like the former president who spent four years fostering chaos while improving the fortunes of his own family, Bianco has taken the same approach and advantage here in Riverside County. In other words, not only has our local sheriff embraced a Trump-ish ideology, but he has also sought to be a disruptor—in his quest for national attention—regarding in areas related to both COVID and criminal justice reforms. His spotlight seeking antics are well noted. It is also fairly-well known that one of the sheriff’s brothers, Michael, also works in the Riverside County Sheriff's Department. What is less known, however, is that after Chad took office in 2019, Michael’s career took a sudden turn toward the positive. Consider this—in 2018, Michael was a Sergeant in the department and his total compensation (including salary, overtime, benefits, and misc.)

compensation jumped from $183,772 in 2018 to $244,607 in 2019—an increase of 33%. In 2019, Michael’s total compensation went from being 10 % lower than average sheriff's sergeant b salary, to 7% higher as a Lieutenent—a 17% change; and from being 122 % higher than the average Riverside County salary in 2018, to being 160 % higher than the average Riverside County salary in 2019. Was this a demonstration of Bianco brotherly love? Admittedly, a settled contract negotiation in December 2019 may have made some difference in dollars, yet, the fact that Chad, within months of being elected, would so openly promote his own brother over purportedly more qualified candidates, is another testament to his arrogance and blatant disregard for policy and protocol. Fattening the wallet of one of his siblings is not the only area of concern over acts of nepotism by Chad Bianco. Reliable sources further confirm Bianco’s daughter is also now on the Sheriff Department’s payroll. Doing what’s right

San Bernardino Affordable Housing Developments Visited by Members of State Assembly

an Bernardino County hosted members of the California State Assembly earlier this month for a round table discussion regarding the production of affordable housing in response to the continuing housing crisis in the state. Assemblymember Eloise Reyes who represents the 47th Assembly District (San Bernardino), invited 19 of her Assembly colleagues to the inland region to visit some of the solutions developed by the county in its quest to provide affordable housing. In addition to a round table discussion, the group visited the Bloomington Grove Affordable Housing development and the Bloomington Branch library, and also toured the Arrowhead Grove community and the

Pacific Village campus in San Bernardino. Commenting about the need for partnerships between local and state governments as well as finance and development teams, to be able to find creative solutions to building more affordable housing, San Bernardino’s Community and Housing Department Director, Gary Hallen, stated, “Partnerships are so important in financing, planning, and constructing affordable housing.” He continued, “Without partnerships, the counties can’t do it alone, the cities can’t do it alone. You need to work with your local government, state government, and finance and development teams to be able to find creative solutions to build more affordable housing.”

n Tuesday morning, Oct. 19, Attorney General Rob Bonta met with Riverside City officials to lead an anti-hate roundtable discussion, something that has been a statewide issue in California. edEx delivers about $70 billion in direct impact to the nation’s economy through its revenue and related business activities according to the company’s 2021 Economic Impact Report which looks at the company’s impact on the U.S. economy through the lens of ten communities across the country where FedEx facilities are located. One of the local economies featured in the report is San Bernardino County where FedEx has facilities in the cities of Rialto and Ontario which serve much of the company’s Southern California market. Among all the markets analyzed in the report, the Ontario and Rialto facilities combined saw the largest growth in shipment volume between 2019 and 2020 — an increase of 52.9%. “Every day, in every ZIP code across the United States, FedEx is moving the economy forward,” FedEx President and COO Raj Subramaniam stated in his introductory comments to the reports. “Whether we’re safely delivering life saving vaccines, routing industrial parts that support critical commerce, or helping entrepreneurs grow their online businesses — what we move matters.” The FedEx share of the transportation sector in overall San Bernardino County GDP is 13%. In addition, the overall transportation employment growth in the region doubled during 2020 compared to the pre-pandemic benchmark

nce viewed by many the world over as the most highly respected Black man in America, Powell, America’s first Black Secretary of State, succumbed to complications related to COVID-19 early Monday. Although Powell was fully vaccinated and, according to reports, planned to receive a vaccine booster shot, the combination of his age and underlying health conditions, left his body incapable of defeating the aggressive Delta variant. His credentials were hard to match, and during his career he reached the highest pinnacles of national success and was well regarded around the world. A retired four-star general who spent 35 years in the military, Powell served as national security adviser, chairman of the Joint Chiefs and as noted, Secretary of State. Once counted among the nation’s most recognizable Black Republicans, his political star power was elevated by Republican presidents Ronald

Reagan, George H.W. Bush, and George W. Bush. During the peak of his political career, it was almost assumed he would be the first viable Black candidate for president of the United States. That never came to pass however, reportedly largely due to concerns for safety expressed by Powell’s wife. To many Republicans and others, it appeared Powell could do no wrong, that is until he risked his stellar reputation in support of the George W. Bush and the Republican Party’s insistence that America needed to attack Iraq due to its pursuit of a nuclear weapon—claiming the country had the materials and was in the process of development. It was Powell’s testimony before the United Nations that convinced many doubters that the Republican Party claims were true—they were not. In subsequent years Powell would publicly acknowledge and express regret for his failure on this issue. continued on page 13

Attorney General Bonta’s goal for the discussion was to hear from different communities, give information about resources that can help combat against hate crimes as well as to produce solutions that could be proactive. The closed-door discussion lasted for about 40 minutes and was Bonta’s fifth stop in his tour of the thirteen most populated cities in the state. Following the roundtable discussion Bonta spoke at a news conference where he said, “People are afraid to go for a walk, take their kids to school or go to church.” adding, “People are being attacked because of who they are, what they look like, who they love and how they pray. There’s no room for hate.” Data from the California Department of Justice shows anti-Black hate crimes increased by 88% from 2019 to 2020. Anti-Asian hate crimes rose 107% and the state experienced an overall increase in hate crimes of 30%. Bonta said, “We are working with our local law enforcement partners throughout the State of California to help ensure that they are using best practices and have the support, in resources, to identify and investigate hate crimes.” The FBI’s 2020 Hate Crimes Statistics Report released August 30 showed the increase in hate crimes is national. Across the country there were 7.759 hate crime incidents involving 10.532 offenses last year. The FBI report also reflected findings nationally, like those in California, related to hate crimes against African Americans. According to the report, although 51.9 percent of hate crime victims in 2020 were targeted because of their race, ethnicity, and/or ancestry, “bias against African Americans overwhelmingly comprised the largest category of race-based hate crime incidents, with a total of 56% of race-based hate crimes being motivated by anti-Black bias.” Last May, in response to the increasing number of hate crimes in California, Bonta’s office launched a Racial Justice Bureau and a virtual convening against hate crimes with California’s Big City Mayors in an effort to address hate and continued on page 17

A

JW North High School math teacher has been placed on administrative leave after a video of her mockingly chanting and dancing around the classroom in a fake headdress went viral on Thursday. In the video, the teacher is seen chanting “SohCahToa,” a mnemonic device that is commonly used to teach trigonometry in classrooms. The video captures a scene that Native American students and community members are already familiar with — the misappropriation and mockery of Native American culture. “How many students now seeing her react that way or even on the viral videos that are going on, are now mimicking her within their discussions in their own neighborhoods now?”

asked Assemblymember James Ramos who is Serrano and Cahuilla and the first Native American person elected to the California Assembly. “And how does that make the Native American students feel or the Native American community feel?” The Riverside Unified School District (RUSD) released a statement in response to the incident, which read in part, “Her actions do not represent the values of our district.” RUSD is currently pursuing an investigation into the incident. “We are deeply committed to implementing inclusive practices and policies that honor the rich diversity of our district and the greater region. We will be working with our students, families, staff and community to regain your

trust,” the statement read. While RUSD has initiated an investigation into the incident and the teacher, community members expressed outrage at an RUSD Board Meeting Thursday evening. A few attendees who spoke called for the teacher to be fired immediately. A young girl in attendance at the meeting, spoke powerfully to the RUSD Board Members. “Me and my people, we still don't have our rights. We’ve been fighting for it. I always feel so sad,” she said. She went on to say, “They treat us badly, they bully us, and nothing has happened for so long.” She gave a call to action to RUSD Board Members. As she stated in the meeting, “[Y]ou can change things, you have the power to change

things.” Several members and supporters of the American Indian Movement’s Southern California chapter went to the podium to speak, demanding that the teacher be fired, an apology to the student who filmed the incident, and an apology to Native Americans affected by the video. “We want that apology. We want something done. We heard what your statement said — you’re going to ‘look into it’. We’ve heard over and over ‘we’re looking into it.’ No. We want it looked into now,” said Dee Dee Manzanares Ybarra, director of the American Indian Movement SoCal chapter and tribal chair of Rumšen Am:a Tur:ataj Ohlone. “We’re not going to wait. We asked for an answer within a week. We expect that answer. Something needs to be done. All the evidence is there.” In response to the video, community members organized a protest on Thursday to let their voices be heard in Riverside. President of JW North Alumni Association, Sammie Luna spoke at the RUSD Board Meeting and talked about how it was a difficult day for everyone in attendance. She spoke in front of the RUSD Board, saying,“diversity has always been North’s greatest attribute and treasure.” She spoke of the incident and mentioned how this was the perfect example of why Assembly Bill 101 regarding ethnic studies is needed which she credited to Assemblymember Jose Medina for introducing the bill. Luna went on to say that “this bill is not only good for our students but also for teachers.” Jesse Ramirez, a community member who also spoke at the RUSD Board Meeting called for the JW North High School teacher to be terminated. Ramirez also went on to explain the importance of ethnic studies bill. Earlier this month, California became the first state to require students to complete an ethnic studies course for high school graduation. “America is shaped by our shared history, much of it painful and etched with woeful injustice. Students deserve to see themselves in their studies, and they must understand our nation's full history if we expect them to one day build a more just society,” Governor Newsom said in a statement. Last September RUSD unanimously voted to

make ethnic studies a graduation requirement among high school students beginning with the 2024-25 school year. Prior to this vote, RUSD offered both African American Studies and Chicano Studies courses as electives to students. The incident at North High School further emphasized the need for ethnic studies and cultural competency in the classroom. Assemblymember Ramos explained that his upcoming bill, AB 1554, the California Indian Education Act, outlines curriculum guidelines for educating both students and teachers on California Native Americans. “There has to be some type of change that takes place to make sure that California Indian people, and Native Americans throughout the nation, are respected and taught appropriately when they're being discussed inside the classroom,” said Ramos. “This is an issue that starts at an early age that continues to move forward into higher education.” The student who took the video remains anonymous and does not wish to be identified for safety reasons, according to Akalei Brown, who is Kanaka-Maoli and Taos Pueblo and a Native History/ Culture consultant. FDA and CDC New COVID-19 Vaccine Guidelines Re: Booster Doses, Mixing and Matching S.E. Williams | Executive Editor

n Wednesday, October 20, the U.S. Food and Drug Administration took action to expand the use of a booster dose for COVID-19 vaccines in eligible populations. The agency is amending the emergency use authorizations to allow for the use of a single booster dose as follows: Moderna The use of a single booster dose of the Moderna COVID-19 Vaccine may be administered at least 6 months after completion of the primary series to individuals: • 65 years of age and older • 18 through 64 years of age at high risk of severe COVID-19 • 18 through 64 years of age with frequent institutional or occupational exposure to SARSCoV-2 Johnson and Johnson The use of a single booster dose of the Johnson and Johnson COVID-19 Vaccine may be administered at least two months after completion of the single-dose primary regimen to individuals 18 years of age and older. Pfizer The agency clarified that a single booster dose of the Pfizer-BioNTech COVID-19 Vaccine may be administered at least 6 months after completion of the primary series to individuals 18 through 64 years of age with frequent institutional or occupational exposure to COVID-19. Mix and Match The agency also recommended the use of each of the available COVID-19 vaccines as a “mix and match” booster dose in eligible individuals following completion of primary vaccination with a different available COVID-19 vaccine. “We are also taking action today to include the use of mix and match boosters to address this public health need,” advised Peter Marks, M.D., Ph.D., director of the FDA’s Center for Biologics

Evaluation and Research on Wednesday. According to acting FDA Commissioner Janet Woodcock, these decisions demonstrate the agency’s commitment to public health in proactively fighting against the COVID-19 pandemic. “As the pandemic continues to impact the country, science has shown that vaccination continues to be the safest and most effective way to prevent COVID-19, including the most serious consequences of the disease, such as hospitalization and death,” said Woodcock. She further noted that available data suggest there is waning immunity in some populations who are fully vaccinated. “The availability of these authorized boosters is important for continued protection against COVID-19 disease.” Marks advised that the FDA is working to accrue additional data as quickly as possible regarding the “Mix and Match” authorizations to further assess the benefits and risks of the use of booster doses in additional populations. “[We] plan to update the healthcare community and public with our determination in the coming weeks,” he concluded.

Far from an outspoken advocate on issues important to the Black community Also, during the peak of his political power, not unlike other Black Republicans, Powell remained largely mute on issues of race. As a result, he was never viewed as an advocate for the Black community. Powell, however, was an advocate for Affirmative Action—against the mainstream of the Republican Party though he never pushed strongly to make a difference. He did however break with his party in 2008 when he offered full-throated support for then presidential candidate Barack Obama. He endorsed him a second time in 2012.

What it took to finally break away from the Republican Party However, it was not until after the January 6, 2021, and the grievous attack on the U.S. Capitol that Powell finally denounced the Republican Party for good. As reported in January by CNN Powell stated, “I can no longer call myself a fellow Republican. I'm not a fellow of anything right now. I'm

just a citizen who has voted Republican, voted Democrat, throughout my entire career. And right now, I'm just watching my country and not concerned with parties." He continued, "They should have known better, but they were so taken by their political standing and how none of them wanted to put themselves at political risk. They would not stand up and tell the truth or stand up and criticize [Trump] or criticize others." Powell stressed during the interview that the nation needs elected officials who will speak the truth, who remember that they are here to serve their fellow citizens. “They are here for our country. They are not here simply to be reelected again." The party that once heralded Powell as a champion and leader, did not heed his words then and he is now being criticized in death by Republican Party leader and former president, Donald Trump. Locally, the Riverside County Sheriff Department’s own Standards Manual defines nepotism as, “The practice of showing favoritism to relatives over others in appointment, employment, promotion or advancement by any public official in a position to influence these personnel decisions.” The manual further details, “Employees are prohibited from directly supervising, occupying a position in the line of supervision, or being directly supervised by any other employee who is a relative or with whom they are involved in a personal or business relationship.” In addition, the manual clearly states, “Employees are prohibited from participating in, contributing to or recommending promotions, assignments, performance evaluations, transfers or other personnel decisions affecting an employee who is a relative . . .” Like with every other “flaunting of authority” we’ve witnessed from Bianco, you should add nepotism to the list. The coming election Bianco is building a war chest of cash for his reelection campaign and probably feels invincible relative to winning reelection and staying on as Riverside County Sheriff beyond tin 2022. Although the Daily Beast reports according to campaign finance records, “Bianco has raised over $500,000 for his reelection push, if Riverside residents believe as I do, that the county deserves a sheriff with the integrity, knowledge, skills and ability to lead the county’s central law enforcement agency forward in alignment with a vision of what equity in policing can be—we all know, Bianco is not that person. As a result, I believe his chances for reelection are slim regardless of how much money he raises. The more we know, the more we know Bianco must go. Of course, this is just my opinion. I’m keeping it real.
