" By the time you read this piece, Election Day 2020 will be in the rear- view mirror though in many regards the results may still be undetermined. Regardless of the outcome, the 2020 election cycle will certainly be one for the history books even as the deadly virus that has killed so many continues to sweep across the country. As might be expected in this world of opposites, the negative atmosphere of the presidential campaign was met with a level of positive voter participation unlike anything the nation had experienced in recent history. Early voting began in California October 5 and according to the 2020 November General Election VoteCal Vote By Mail (VBM) statistics as of October 28, 2020 more than 8.7 million Californians had already returned their Vote by Mail ballots. This included 436,649 or 34.6%
of VBM ballots issued in Riverside County and 322,692 or 28.4% of VBM ballots issued in San Bernardino County. The return rate in both inland counties, however, was below the statewide VBM return rate average during the same period of 39.3%. When the number of VBM ballots were combined with early in person voting, NBC News reported as of October 30, total early voting across the state was up over 2016 levels by 128%. State Signals Riverside County Headed in Wrong Direction for COVID-19 Containment S.E. Williams | Executive Editor

n Tuesday, Oct. 20, 2020 the California Department of Public Health (CDPH) announced Riverside County was moving back to the state’s purple tier to help facilitate containment of COVID-19. Purple is the most restrictive tier, and it requires several types of businesses and places of worship to move their activities and services outside. They were granted 72 hours to make the necessary operational changes. The state’s decision ended a week-long adjudication process spearheaded by local officials to forestall the change. Now, the county will need to remain in the purple tier for a minimum of at least three weeks and meet the red tier metrics for two of those weeks before the state will consider returning it to the red tier. As of Oct. 20, the county’s metrics include a 5.2 positivity rate and 9.1 case rate. While the positivity rate was within the red tier range, the case rate – cases per 100,000 people – was within the purple tier. On Friday, the county reported 371 newly confirmed cases of COVID-19 and fortunately there were no additional deaths reported. There were however 161 people hospitalized across the county being treated for COVID-19 with at least 39 of those patients in intensive care. According to officials, county hospital rates continue to fluctuate. Testing in the county continues to improve, though it remains below the statewide median. For example, county residents are getting tested for the virus at approximately 195 people a day per 100,00 residents, which is clearly up from 139 in early September. The statewide testing median, however, is 239 people a day per 100,000 residents. In response, officials continue to encourage Riverside County residents to take a PCR (nasal) swab test to contain the disease and help the county reach the red tier metrics. Anyone, with or without symptoms or health insurance, can take a “free” PCR swab test from a county or state-run site.
There is little question returning to the purple tier will adversely impact small businesses like restaurants and gyms which were able to provide indoor services in the red tier after having business operations restricted for several months throughout the course of the pandemic. Under the state’s new restrictions schools that have already opened for in-person instruction could remain open. But schools and school
districts that were not already opened for inperson instruction will need to obtain a waiver approved by the Riverside County Public Health Officer and CDPH. Employment Development Department Director (EDD) Sharon Hilliard, who was appointed to lead the department in February has announced she will retire at the end of the year. Her announcement came on the hills of an overwhelming year where the impact of COVID-19 resulted in an explosion of more than 15 million claims that created an overwhelming backlog at the agency which resulted in long, frustrating delays in process claims. According to reports many factors contributed to the problems including outdated technology, unmanned call centers and new hires with limited experience in resolving claimant concerns. In early August, California legislators called for a major overhaul of the agency and Hillard’s resignation.

Unemployment Fraud Concerns Prompt Action in California
Adam Beam | Associated Press t least 350,000 debit cards filled with money for unemployment benefits in California have been frozen because of suspected fraud, state officials said, revealing how prevalent the problem has become now that the state has paid more than $105 billion in benefits since March. The Employment Development Department said the debit cards were frozen for several reasons, including “a high number of claims at a single address.” The agency said the claims were part of the federal Pandemic Unemployment Assistance program, which offers unemployment benefits to people who would not normally be eligible to receive them, including independent contractors. Fraud has been a concern at the agency for months as it was hit by an overwhelming number of claims after Gov. Gavin Newsom ordered most businesses to close to slow the spread of the coronavirus. The agency has processed 15.2 million claims since March, or about four times the 3.8 million claims processed in 2010, the worst year of the Great Recession. More than 1.1 million people are still waiting to receive benefits, a backlog that agency officials say won't be cleared until January. The agency has had to balance pressure from lawmakers and the public to process claims faster while still taking time to root out fraud. The fraud appears to be concentrated on PUA claims filed in the state. In one week in August, California had more than 400,000 PUA claims —

accounting for more than half of all such claims in the country. Experts said that was a sign of a spike in fraudulent claims because, even though California is the nation's most populous state, it shouldn't account for that much of the total. In Beverly Hills, police have arrested 100 people for fraud and recovered 200 debit cards and more than $500,000 in cash. And in Los Angeles, Fontrell Antonio Baines — better known as the rapper “Nuke Bizzle" — has been arrested on federal charges related to allegations he used stolen identities to apply for more than $1.2 million in unemployment benefits. The U.S. Attorney's Office said Baines boasted about the scheme in a music video uploaded to YouTube that included the lyrics: “Unemployment so sweet.” States across the country have struggled with fraud as unemployment claims have soared. “The numbers that we saw in August and September that were so high for Pandemic Unemployment Assistance now turn out to be riddled with fraudulent claims," said Michael Bernick, a former director of California's Employment Development Department and an attorney with the Duane Morris law firm. “This is what we see with other large government programs, especially ones like that that were put together rapidly and continued on page 17

Court Ordered Adelanto Immigration Center Population Reduction S.E. Williams | Executive Editor

he federal government was recently sued for inhumane and overcrowded conditions at the Adelanto Detention Center where the majority of those held there are treated as criminals for merely seeking an opportunity for a better life in the United States. On Thursday, Oct. 15, 2020, U.S. District Court Judge Terry J. Hatter issued a 15-page order mandating immediate changes to how detainees are being held in crowded conditions despite the threat of COVID-19. “The Court has been concerned for some time with the lack of candor exhibited by the Government and its counsel in this case. Now, the Court is concerned with probable dishonesty on the part of the Government’s counsel.” In response, the judge ordered U.S. Immigration and Customs Enforcement (ICE) to reduce the detention center’s population by more than 38% immediately. The facility was required to reduce its population by 50 prisoners per day until the detention center’s population declined from a census of 772 to 475. The judge called on ICE to begin the reduction effort almost immediately. It was ordered to begin Monday, Oct. 19. The lawsuit, which triggered the ruling, was among the most recent filed by the American Civil Liberties Union against the private prison owner and operator, GEO, the Department of Homeland Security and continued on page 17

This appears to be part of a renaissance of interest in what once was a deliberately obscured and dark place in the road of our nation's history. This may be in part due to the crucial role the Tulsa Massacre plays in the drama of two hit shows: "Watchmen and Lovecraft Country. " In both

series, the massacre is the defining moment for important characters and the fulcrum which moves the story. The news of the documentary closely followed the October 21, 2020 discovery of a new mass grave associated with the massacre containing the remains of "at least 12 individuals so far." According to Now This in a video entitled "Mass grave might contain the remains of the Tulsa Oklahoma Race Massacre." The recovered bodies were found as a part of the first excavation of the site. The remains are believed to be part of a group of individuals known as "the original eighteen," the first recorded dead in the massacre. Current estimates are approximately 300 people were killed and 10,000 were left homeless, though no one knows for sure. The excavations were conducted following the information provided by eyewitness testimony which stated they witnessed men burying the, as yet unidentified individuals, in the cemetery. n Friday, Oct. 29, members of the Cooperative Economic Empowerment Movement (CEEM) of San Bernardino met virtually to discuss strategies for community uplift beyond voting in the 2020 election. The group considered “How to go beyond voting to create better outcomes for our underserved communities.” The ‘State of the Community’ event focused on how to extend and enhance civic engagement. Bishop L. Kirk Sykes, pastor of the CrossWord Christian Church of Moreno Valley, opened the meeting with a prayer seeking a unified purpose and connectivity in a world that needs change. In addition to Kyle Webb, CEEM’s CEO, the panelists included former

California Assemblymember Cheryl Brown, currently a California State Commissioner on Aging and the Founder of "Footsteps to Freedom, the Underground Railroad Education Program;" Joseph Williams, an elected member of the San Bernardino County Community College District's Board of Trustees and appointed by Governor Gavin Newsom to the California Community Colleges Board of Governors—the only resident of the Inland Empire to sit on the Board and former California Assemblymember Sebastian Ridley-Thomas. The discussion, varied and wide-ranging, reflected the breadth of opinions and experience among the panelists. Webb described CEEM's mission succinctly: “CEEM exists in the Inland Empire to increase access and

S T O R Y opportunities for African Americans. We call that ‘increased access parity.’ One of the things that we love about leveraging that word parity is it is measurable. We feel like, as a percent of the economy—its inputs, and outputs—we should be reflected at the same percentage as we are in the community. And so, in the Inland Empire we make up somewhere between six and eight percent of the population and we should have that same percentage and own that same percentage of the entire economy. We also think we should own that same percentage of jobs up and down every career field, especially those where we pay taxes to provide the capital to pay for those employees. So, at city government, at county government, in school districts, etcetera, we should own seven percent of the jobs and seven percent of the income provided by those jobs across the board. This is the mission, the hope, the goal, the aims, and the expectation of CEEM. We are a membership cooperative and really, that means we do this as a community, not as a group of individuals and we really need the community to come together so that we can hold people accountable to achieve these ends.

That's a lot of what we're talking about today, that's the majority of our conversation today. How do we come together in a way that is strategic and can hold folks accountable to produce the results that we as a community require?” The panelists addressed issues currently most impacting Black lives from the devastatingly disproportionate impact COVID-19 has on Black communities, to how voting patterns in these communities may help or hurt their ability to see beneficial change. Important information was also shared regarding micro-grants available for Black entrepreneurs. Details can be found on every county website under “COVID.” The panel discussed the President's "Platinum Plan" as well as Ice Cube's "Contract For Black America" and spoke to the underlying issue of reparations and the importance of creating Black wealth at the heart of it. The discussion highlighted the theme “The more Black wealth we build, translates culture into commerce.” The discussion was free flowing and frank, the opinions varied, and the expertise and commitment of the speakers apparent. At a time when everything seems unsettled and up in the air, critics often express concern that those who stepped up to lead can be badly out of step with those
they lead. The CEEM forum presented a group of leaders willing to air the same concerns, attitudes, and opinions Blacks express not only at their kitchen tables, but on couches, stoops, yards, and porches, in workplaces and churches. The Power of Plea Bargaining: Prosecutorial Discretion Can Be Good in The Right Hands Rachel Rossi | Special to California Black Media Partners
A
common misconception of the criminal justice system is that it is as simple as guilty people admitting their guilt and innocent people going free. The truth in our courtrooms is rarely so clear. Instead, there are layers of issues beyond guilt, including systemic injustice, rushed proceedings, undue pressure, and broad prosecutorial discretion on what charges are filed and the length of sentence that will result. Plea bargaining -- an imperfect and often coercive process -- usually dictates criminal justice system outcomes, and it can be a tool to either fuel over-criminalization or to obtain restorative and just outcomes, depending on how it is wielded. In the United States, more than 90% of criminal cases end in guilty pleas. Our criminal justice system rarely produces the exciting jury trial scenes from our favorite movies and TV shows; it instead produces the rote theater of back-to-back guilty pleas. The plea bargaining process that yields the great majority of these guilty pleas is riddled with risks of coercion. This is especially the case when an accused person is behind bars. When a person is locked up pretrial, they risk losing their job, losing their home, and even losing custody of their children. Under these circumstances, there is a strong incentive to plead guilty if it comes with a promise to go home soon. It is not surprising, then, that studies have shown pretrial detention increases a person’s likelihood of pleading guilty by 46%. In Los Angeles, on any given day, approximately 44% of people in County Jail – around 7,500 people – are locked up pre-trial and deciding whether to plead guilty. The plea bargaining process is also a byproduct of over-burdensome caseloads combined with the time and stress of jury trials. When there are hundreds of cases to get through in a day in court, the prosecutor, judge, and sometimes even the defense attorney, are all incentivized to resolve cases. There is precious little time to determine what result will adequately ensure public safety, respect the interests and wishes of victims, and be consistent with the facts. Every actor in the criminal justice system is faced with incredible pressure to keep the cases moving and get them resolved. Indeed, it is a truism in the criminal
justice world that if every defendant exercised his or her right to trial, the system as it currently operates would cease to function. Often, these structural problems in the plea bargaining process result in innocent people pleading guilty. In nearly 11% of the nation’s DNA exoneration cases, innocent people entered guilty pleas. And these are just the cases where DNA made it possible to overturn a conviction; researchers do not know how many innocent people have in fact pleaded guilty. Plea bargaining also takes place within the broader systemic racism entrenched in the justice system. When the plea offer that is made is decided by any person, conscious and unconscious biases create disadvantage and inequality across race, ethnicity, gender, and age. While research shows that increasing the diversity of prosecutors decreases racial sentencing disparities, 95% of elected prosecutors in the U.S. are white. These disparate results are clear when the odds of receiving a plea offer that includes incarceration are almost seventy percent greater for Black people than white people. But before you decide it is time to do away with plea bargaining entirely, realize that it can also be used to bring humanity into a justice system that is not built to understand or fix societal problems.

The plea bargaining process can potentially provide a mechanism for reformative and de-carcerative efforts to succeed. It can allow a prosecutor to look at a person and a situation and decide whether treatment, programs, employment or other outcomes would better ensure public safety than jail. For example, a person experiencing a significant mental health crisis who yells out a threat could be charged with a felony “strike” offense and face years of prison time. By virtue of the plea bargaining process, a prosecutor has the power to charge a misdemeanor instead, to pursue alternatives to incarceration as a sentence, or to charge no criminal offense at all and instead refer the person to mental health treatment. Our justice system is far from perfect and plea bargaining has many flaws that reflect the larger problems within the system, and society at large. But in the right hands, prosecutorial discretion provides the power to scale back on mass incarceration, promote public safety, and ensure restorative and just outcomes. Black D.C. Archbishop’s Rise Marks a Historic Moment Elana Schor | Associated Press

ashington D.C. Archbishop Wilton Gregory is set to become the first Black U.S. prelate to assume the rank of cardinal in the Catholic Church, a historic appointment that comes months after nationwide demonstrations against racial injustice. Gregory's ascension, announced on Sunday by Pope Francis alongside 12 other newly named cardinals, elevates a leader who has drawn praise for his handling of the sexual abuse scandal that has roiled the church. The Washington-area archbishop also has spoken out in recent days about the importance of Catholic leaders working to combat the sin of racial discrimination. The 72-year-old Gregory, ordained in his native Chicago in 1973, took over leadership of the capital's archdiocese last year after serving as archbishop of Atlanta since 2005. The ceremony making his elevation official is slated for Nov. 28. "With a very grateful and humble heart, I thank Pope Francis for this appointment which will allow me to work more closely with him in caring for Christ's Church," Gregory said in a statement issued by the archdiocese. Gregory helped shape the church's "zero tolerance" response to the sexual abuse scandal while serving as president of the U.S. Conference of Catholic Bishops from 2001 to 2004. During that period, the bishops adopted a charter designed to govern its treatment of sexual abuse allegations made by minor children against priests. The church's efforts since 2004 have helped achieve a sharp reduction in child-sex abuse cases. But some abuse continues to occur, and the church's procedures for addressing abuse continue to incur criticism from those who feel there's a lack of consistency and transparency. More recently, amid nationwide protests this summer sparked by the police killing of George Floyd in Minneapolis, Gregory made headlines for issuing a statement critical of President Donald Trump's visit to the Saint John Paul II National Shrine. That presidential visit to the shrine came one day after demonstrators were forcefully cleared to facilitate Trump's visit to an Episcopal church in Washington, and Gregory responded that he considered "it baffling and

reprehensible that any Catholic facility would allow itself to be so egregiously misused and manipulated." During a June dialogue hosted by Georgetown University, Gregory talked frankly about his own response to Floyd's killing and emphasized the value of church involvement in pressing social issues. "The church lives in society. The church does not live behind the four doors of the structures where we worship," Gregory said then. The Washington D.C. archdiocese has created an anti-racism initiative under Gregory's leadership, offering focused prayer and listening sessions. In addition to his work combating racial injustice and sexual abuse in the church, Gregory has drawn notice for his more inclusive treatment of LGBTQ Catholics. In 2014, while serving in Atlanta, he wrote a positive column about his conversations with a group of Catholic parents of LGBTQ children. Francis DeBernardo, executive director of New Ways Ministry, which represents LGBTQ Catholics, said his group is "very excited" to see Gregory's elevation and connected it back to Francis' recently reported comments supporting

civil unions for same-sex couples. Gregory's elevation, while pathbreaking for Black Americans in the church, also follows a pattern of D.C.-area archbishops getting named to the rank of cardinal. Five of the six prelates who previously held Gregory's position were later named cardinals. The archdiocese, though, has become embroiled in the abuse crisis since its previous two leaders — Donald Wuerl and Theodore McCarrick — were implicated in the church sex scandal. Francis in February 2019 defrocked McCarrick after a Vatican-backed investigation concluded he sexually abused minors and adults over his long career. It was the first time a cardinal had been dismissed from the priesthood for abuse. Francis reluctantly accepted Wuerl's resignation in October 2018 after he lost the trust of his priests and parishioners in the months following the release of the Pennsylvania grand jury report. he Delta Sigma Theta Sorority, Inc. is preparing to honor two of the region’s most respected leaders, Dr. Judy White and Damon Alexander. In line with a long-standing tradition, the sorority is presenting these community leaders with the Dorothy Inghram Social Action Advocate Award on Sunday, November 8, 2020. White, who has served the community as Riverside County Superintendent of Schools, is being recognized for her, “inspirational leadership and invaluable contribution to the growth and educational development of Inland Empire students.” White recently announced her retirement after 42 years of service in public education effective November 1. Alexander, an active community leader, public servant, and member of Omega Psi Phi Fraternity, Inc. is being honored for his, “tireless contributions to the increased political awareness and involvement throughout our Inland Empire communities.” Alexander is currently running for the San Bernardino City Council, representing the 7th Ward. Commenting on the honors, Delta Sigma Theta Sorority, Inc. President, Erica Shorts shared, “Due to COVID-19 we cancelled our annual Culmination program in May where we would have publicly recognized Dr. White and Mr. Alexander, but we are planning a wonderful virtual event on November 8

In 1953, she became the first Black school district superintendent in California. Before her death in 2012 at the age of 106, she authored five books. K E E P I N G to sicken and kill people across the country, California, the bluest of blue states in the nation took a cowardly approach to the election by not making it a requirement to wear a mask at the polls. Was it because officials feared a conservative backlash, they proved so willing to risk the health and well-being of potentially vulnerable voters—many of whom put them in office? To acquiesce to the COVID-19 deniers at the risk of even one constituent is too much. Yes, everyone has a right to vote but in a dangerous pandemic—as far as I am concerned—not without a mask, just as everyone has a right to drive but not without a seat belt, or to smoke cigarettes just not inside a hospital, or to own a gun but not to kill people. It just makes no sense to say someone’s right not to wear a mask to vote should supersede someone else’s right to vote and not be at risk of exposure to a deadly virus. Remember, as noted in the Secretary of State’s guidance, “The CDC stresses that face coverings slow the spread of the virus, in particular by preventing people who may have the virus and do not know it from transmitting it to others.” The guidance also provided detailed guidance for poll workers regarding the need to wear face coverings and to follow other CDC safety guidelines to limit the spread of COVID at the polls. They were also required to have masks available for voters. It took 18 pages of explanations before the 49-page Secretary of State guidelines got to the point regarding, “voters who insist on not abiding by health and safety requirements.” The guidance continued, “Such voters must still be allowed to exercise their right to vote regardless of face covering or distancing compliance.” After providing a few mealy-mouthed options for poll workers to try in an attempt to coerce the voter to comply with the face covering recommendation, the document read, “Those who refuse to use a face covering inside a polling place, including some unable to do so for medical reasons, and some who may also refuse to practice social distancing, create not only health risks, but also challenging encounters for your election workers.” And yet, there was no mandate to wear a mask while inside polling

locations. For the State of California to acquiesce to bullies was stunning. Locally, each county took extra steps to protect other voters but not to the inconvenience of those who refused to comply with the mask recommendation. Instead, it was incumbent upon those who did comply and wear masks, to take the extra precautions. In San Bernardino County, guidelines required mask-wearing voters who were in the process of casting ballots when someone refusing to wear a mask entered the voting site, to be offered face shields as added protection. In Riverside County when a voter refused to wear a mask the guidelines required all other voters to be escorted outside until the “non complier” completed his/her ballot. Pulitzer Prize winning science journalist and author of “The Coming Plague,” Laurie Garrett recently reminded Americans, wearing face masks has proven to slow the spread of the virus. In addition, regarding those who argue they do not fear the virus and therefore do not need to wear a mask to protect him/herself,
Garrett stressed how people are asked to wear masks not to protect themselves but in case he/ she has the virus and is asymptomatic, wearing a mask protects those with whom they come in contact. Many of those refusing to wear masks make it clear they have no interest in protecting others. Yet, author Anthony J. D’Angelo summed it up best when he said, “Without a sense of caring, there can be no sense of community.” This helps explain the ongoing tension in the nation over the mask issue. Nearly nine months after the pandemic began to spread across the nation, with more than nine million Americans having tested positive for the virus and over a quarter of million dead, it remains disappointing so many of our fellow citizens do not see themselves in a role fundamentally described in every spiritual tradition to one degree or another—that we are our brother’s keeper. Of course, this is just my opinion. I’m keeping it real.

ICE over the crowded conditions at the facility and for failure to address social distancing and sanitation guidelines despite the deadly threat and airborne spread of COVID-19. The ACLU lawsuit was filed in May. According to the lawsuit, conditions at the facility in the age of COVID-19 are conducive to spreading the virus. For example, four to eight detainees are housed in eight by ten-foot cells; as many as ten detainees were required to eat together at a single table; and bunk beds at the most were three feet apart. Several months into the deadly COVID-19 pandemic critics say it is unconscionable to detain individuals in such conditions. Last week ICE admitted to 162 confirmed cases of the virus among detainees. The infamous GEO Group has a long history of deplorable conditions and maltreatment of prisoners and detainees at its facilities across the country. The Adelanto Detention Center is the largest immigration facility in California.

Perverse Sacraments, continued from page 9
former slaves of indigenous tribes by the Dawes Act of 1887. The Act was the means by which the United States government broke up tribal lands into individual land holdings. Known as the Freedman, the former slaves were determined by the United States government to be entitled to full citizenship rights in the Reconstruction Treaties which ended the Civil War between the United States government and those tribes which fought for the confederacy, including the Cherokee, Choctaw, Chickasaw and Seminole. These tribes had been forcibly removed from their traditional lands in the Southeastern United States and relocated on the Trail of Tears, to lands west of the Mississippi . A number of Black towns formed in what is known as "Indian Country" today. Many of the original settlers of Tulsa were Black and Indigenous people, then oil was discovered outside of Tulsa bringing wealth. O. W. Gurley, a wealthy Black landowner, purchased the original 40 acres which became Greenwood, Oklahoma established in 1906. The symbolism of the amount of acreage represented (40 acres) which would briefly hold the ambitions of a race, is not lost. The promised 40 acres and a mule did not materialize for the vast majority of freed slaves and where it was obtained, it wasn't held very long. The number 40 would also be relevant to the destruction wrought on the briefly blessed venture of Greenwood, Oklahoma, for forty is the number of days the Beautiful Mt. Zion Baptist Church stood before it was firebombed and destroyed by mobs. Prosperity by Any Other Name The “Deep Greenwood” section of Tulsa, Oklahoma was incredibly rich. How rich you might ask? It was declared the, "Negro Wall Street," by Booker T. Washington, and was known to be the wealthiest Black town in the United States. Due to restrictions of the Jim Crow era, money spent in the community circulated several times adding to the general prosperity. According to Forbes, “It was calculated that every dollar spent in Greenwood circulated the Black economy nearly thirty times as business thrived.” Greenwood was also known as the Oil Capital

of the World, the Magic City and the City of Dreams. The town had a plethora of Black owned businesses from movie theaters (two,) to hotels to Jazz clubs. There were office buildings, doctors and attorneys offices and fine homes. Despite this opulence, White residents of Tulsa called it, “Little Africa." According to Michael Wilkerson's documentary entitled, "The Tulsa Lynching of 1921 : A Hidden Story:" By 1915 there was no Klan in America, three months later an extraordinary event occurred which would resurrect the Klan and its legend. The event was the release of a pioneering motion picture D.W. Griffith's, "Birth of A Nation" It was based on a best selling book called the Klansman. In many cases, Klan recruitment ads ran next to movie ads. "Birth of A Nation" played to fifty million people, approximately half the population of the United States. It played across Oklahoma, with a tremendous run in Tulsa. The thing which sparked the massacre is disputed. Which is to say although there is a pattern of lynching prosperrous Black citizens , there is always an excuse, an incident which

is seized upon to explain the hideous violence. Some accounts suggest that a White woman was raped (again an all too common refrain) and a lynch mob was formed to exact revenge. It is also said the Black citizens of Greenwood tried to prevent a lynching. It is inferred that both sides were similarly armed and as the violence escalated the massacre ensued. However, the truth of this account is belied by eyewitness testimony which described White mobs with torches creating skirmish lines, firing on Black citizens with automatic weapons, and the systematic looting of homes; as well as the use of planes to drop turpentine bombs on the homes, businesses and persons of Black citizens. There are lessons in the Greenwood massacre as well as recognizable patterns of extreme and extraordinary violence used against a people to keep them in their place, in addition to the use of violence as a perverse sacrament to bond those who choose to violate others together.
