There ‘s been a lot of discussion about what kind of America we are going to wake up to on Wednesday morning following the 2022 Midterm Elections.
It is highly conceivable that due to political hyper-polarization, there will be candidates across the country who will lose their elections

As one nation however, it is difficult to turn a blind eye to what started as a slow drift toward authoritarianism into a full blown majorpolitical-party-sanctioned and accelerated movement away from our imperfect capitalist centered democracy to a autocratic form of

Students at the Hope Street Margolis Family Center Receive Back-To-School Backpacks
Ng’etich | StaffThe Assistance League of Los Angeles and its Operation School Bell program teamed up to provide 150 backpacks to students at the Hope Street Margolis Family Center (Hope Street) at Dignity Health - California Hospital Medical Center (CHMC).
The backpacks filled with hygiene kits and school stationery were handed out to students, many of whom come from underprivileged communities served by CHMC.
The Assistance League of Los Angeles exists to bring hope to impoverished children through donations ranging from new school clothing and grooming products to backpacks, school supplies, books and toys. (website: https:// assistanceleaguela.org/operation-school-bell/)

The governor's powers to suspend constitutional laws and procedures in the event of eminent danger – authority that has been criticized as overreaching by critics – will come to an end.
The pandemic highlighted racial disparities in the health care delivery system for Black people and the lack of representation in health care occupations – considering Black people only made up about 3% of California’s active patient care physicians in 2020 despite making up roughly 6.5% of the state's overall population.
The Charles R. Drew University of Medicine and Science (CDU) has taken a huge step toward a remedy for this issue by launching an
independent, four-year medical degree (MD) program.
This is the first and only program of its kind in a historically Black institution west of the Mississippi. It is one of four U.S. historically Black medical colleges.
CDU is located in South Los Angeles. It was founded on the heels of the Watts Rebellion in the mid-60s. LA’s Black population is about nine per cent of its residents, totaling about one million people.

The secretly recorded conversation made last year during the midst of redistricting which sparked the current controversy, was leaked to the Los Angeles Times which published its contents. Health Equity
After a turbulent couple of years, California now has a seven-day average of 562 for COVID-19 hospitalizations per 100,000 people and a 7-day average death rate of 29.
Up until recently, the Black community was more likely to suffer more severe symptoms due to COVID.
CDU – a nonprofit institution committed to cultivating future health professionals and leaders "who are dedicated to social justice and health equity" – is partnering with UCLA by educating medical students through a joint MD program.
Funds for the program came from the University’s five year, $75 million CDU Rising Campaign.
According to the Dean of CDU’s College of Medicine, Dr. Deborah Prothrow-Stith, the
MD program is designed to aid underserved communities.
“The benefits of having more doctors of color in the mix are abundantly clear and supported by research. Doctors of color are more likely to practice in underserved communities, and patients of color have better health outcomes when attended to by a physician of the same ethnicity,” said Prothrow-Stith.
Prothrow-Stith noted that because the program encourages more doctors of color to practice in communities of need, it could help solve the "root cause of many inequities in healthcare" across California that were exposed during the COVID-19 pandemic.
While the end of the pandemic emergency status has an expiration date, officials with California Health and Human Services (CalHHS) assure citizens that this does not mean the State will be abandoning them.

The Journey of An Election Ballot...Where Does Your Ballot Go Once It’s Cast?
Story by Breanna Reeves | Images by Aryana NorooziRegistrar of Voters across the state have begun processing and counting mail-in and early voting ballots as they gear up for the midterm election on November 8.
While voters may spend minutes marking their ballots, the task of processing and verifying ballots takes a bit longer. The San Bernardino County Registrar of Voters invited members of the media to observe the journey of a ballot once residents cast it.
There are five essential steps that a ballot goes through after it is submitted to the Registrar of Voters: sorting, signature verification, ballot extraction, counting (and adjudication) and tabulation.
Each step has several security measures to maintain the integrity of election ballots, such as having only trained staff at each station, keycard access-only rooms, large windows for observer viewing and a two-person rule.
With approximately 1.1 million registered voters across San Bernardino
County, the facility began verifying ballots on November 1 in anticipation of the millions of ballots that are set to come in over the next week.
Sorting
Once a ballot is submitted in the sealed envelope and signed, the ballots are sent through a sorting machine that electronically scans the envelopes to capture barcodes and signatures.
“It’s a sealed envelope at this point with the ballot inside, hopefully. These envelopes are just fed through the machine [and] the machine sorts it, but through the sorting process, it captures the image of that barcode and the signature,” Stephenie Shea, Interim Assistant, San Bernardino County Registrar of Voters, explained.
“Basically, the ballot envelopes have a unique barcode on them as well as the voter signature on them. And this is the sorting machine which basically captures that barcode and the voter signature, and that's where it
goes next to signature verification for the group to compare those signatures.”
Signature verification
Once the ballot envelopes are scanned and uploaded, they move to a signature verification process where staff at computers examine and verify the signatures on the envelopes. Staff are trained to look for two points of verification in the signatures, such as specific characteristics of the signature and compare the ballot signature to what the Registrar of Voters has on file. If staff are unable to verify signatures, voters will receive a letter from the department requesting a signature to verify their ballot.
Ballot extraction
After signatures are verified, the ballots move on to ballot extraction. During the extraction process, more than a dozen workers are tasked with removing ballots from envelopes and organizing them into boxes that are categorized by “pocket numbers” which are associated with the precincts that correspond to the ballots.
At this point, the three-card ballots are separated from the signed envelopes, making them anonymous as they are prepared to be scanned. The pocket number boxes are stacked on metal racks and are then moved to the counting room.
Counting
Pocket boxes are stacked on racks while three-person teams in blue vests scan the ballots in the counting room, using high-speed counting machines to scan the ballots. During this process, trained staff prepare the ballots by making them as flat as possible in order to be fed into the machine and scanned into the system.
“This room is by approved access only, so no one can just walk in here and do this. The staff members that are in here, the ones that are wearing vests, they’re the only ones that are on the machines counting,” Melissa Eickman, Media Specialist, San Bernardino County Registrar of Voters, said.
“You might see some other people without the vest that are working with them. Those would be our leads that are going to be helping if they have any issues or [they] have any questions if
the machine is not sure if the
count.”
After ballots are scanned into the system, the server determines if a ballot needs to be reviewed by a supervisor, also known as being adjudicated.
The process of adjudication for ballots
Christina Anderson has been a Business
Systems Analyst III (BSA III) for San Bernardino County for 15 years. She explained that there are three types of ballots that are reviewed in the adjudication room: blank ballots, over count ballots and write-in ballots.
A blank ballot is when all the voting targets (bubbles) are blank or when voters circle all the names or check them, leaving nothing in the voting targets.
An over-count ballot is when a voter mistakenly fills in two bubbles where there is only a need for one vote. In some instances, voters will correctly fill in a bubble, but change their answer and put an X through the bubble and mark another. The two person team reviews such ballots and correctly counts them as the voter intended.
An undervote ballot is when a voter chooses
not to vote in a particular contest on the ballot, so they will leave it blank. Undervote ballots are not selected for review in the adjudication room because “everything would come through here,” said Anderson, due to a lot of voters opting not to vote in some contests on the ballot. However, if an entire ballot is left blank, that would be selected for review because it could indicate that a voter chose to vote not according
to the instructions.
All write-in ballots have to be reviewed. According to Anderson, “If it’s not a certified write-in or a candidate on the ballot, then we will remove it and it becomes an undervote because it’s not a qualified write-in, but if it causes an overvote, [that is] if they mark the target and they’re consistent, then that becomes an overvote and nobody gets a vote.”
In this room, the two person teams are tasked with reviewing ballots and determining, based on specific rules, what the voters marked on their ballots. If voters showed consistency with voting a particular way across their ballot such as filling in the appropriate number of bubbles, but made an error and crossed out a bubble, the teams will go ahead and mark the correct bubble intended by the voter.
Staff examine the ballots and based on the California Secretary of State’s Uniform Vote Counting Standards, make determinations on what the voter’s intent was.
Tabulation
The final process in the journey of an election ballot is tabulation, which is when ballot results are counted. No states are allowed to report results before Election Day. Although ballots are processed through tabulators before Election Day, they are not tabulated until Election Day.
Data from the ballots that have been processed and scanned are stored in a secure tabulation room or “valid tally server room” as Eickman called the room. The room is card key access only and two people are required in the room together at all times.
“We have cameras in this room. So, we’re being filmed right now and there is a two person rule. The only people that come in here are the people that have business in here. We don’t typically bring observers or anyone in here,” Eickman explained during the media tour. “But we do have those windows. On Election Night, we shut down our employee break room and that’s where our observers are going to be, so they can see what’s going on here.”
The tabulation room contains two server racks — a main server and a backup server. The computers in the room are only connected to a

ML: "The composition of the Latino community in Los Angeles is very complex. We have residents at Los Angeles who have been here for generations and from about the 1980s through the mid 2000s, a lot of the population growth was fueled by immigration. So we saw a lot of new arrivals who didn't just come from Mexico, but parts of Central America, and that combination led to a significant increase in population growth. For those who are not born in the United States, who are not automatically citizens of the U. S. they have to go through a very complicated process of gaining residency, then gaining citizenship, then becoming politically active and voting in elections in the U.S.

Can you talk a little about redistricting and how it impacts the lives of people who live in those areas?"

"Sure, but let me take a step back from redistricting and talk about how important the census is because redistricting is actually an output from the decennial census. We have, unfortunately, historically had a very difficult time conducting an accurate census count in what have been called “hard to count” communities. Especially [due to] issues related to language, status, poverty and homelessness. There are just a whole range of issues which made an accurate count of communities of color to be a significant problem when you think about what comes with the census. And what comes with the

Unfortunately what tends to happen is incumbents want to protect their districts and the composition of their districts because they are well known and they have won there versus identifying what are the communities of interest and how do you put the interest of local communities first. Redistricting is important because it will allow individuals to run and to be successfully elected in those districts and they will in turn make the final policy decisions

Now, like then, it is difficult to find a meaningful way forward. I was taught in regards to seeking compromise that to the extent both sides value their opponent’s reasons for their position, it can ultimately lead to a mutually satisfying compromise.

That only works however, when both parties are willingly seeking a meaningful solution. One would think preserving American democracy would warrant such a solution. This however is impossible when the only compromise the leaders on the Red side believe is worth consideration seems to be total acquiescence to their point of view on every issue whether its healthcare, lower prescription drug prices, help for college graduates drowning in student debt, equal access to government contracts for minority and women owned businesses, fair housing, charging hate crimes as acts of terrorism, the right to control one’s own body and the list goes on.
Today we find ourselves as a nation, almost exactly where we were in the early 1860s trying to make sense and maintain order with a group of unreasonable and irrational people, all members of this grand experiment called America who would rather tear the nation down than allow everyone here to play a role in building it up. We know what happened the last time this nation was at such a major crossroad.
Results of the 2020 Midterm Election will shed some light on the road ahead. I hope in the weeks, months and years ahead we will not find ourselves lamenting the words of Robert Frost’s The Road Not Taken.
Of course, this is just my opinion. I’m keeping it real.

Because there's no other avenue for removing a sitting council member other than recall, I think it is absolutely appropriate for the constituents to put that forward. Whoever seeks this office will have to learn from history, will have to learn from the unfortunate scandals that other members are now embroiled in, including those of a criminal nature.
How do you assess those who put their names forward? We all, as a city, have to come to this process of selecting candidates with a greater focus on those attributes that I mentioned earlier. There are many people who are eminently qualified and capable of exercising that kind of leadership."

"I don't have a good answer on that. One of the recommendations is the expansion of the city council. The few times it has gone to the voters it has been voted down. People see it as more government. Some of the reforms that were made for example, to put more emphasis on community involvement in the distribution of resource programs that serve you [or]serve the incarcerated. There are a number of organizations that are multi-racial, multi-ethnic. How do you make sure the best interests of the community are put forward? There's a lot of discussion about that. Folks [looking at] it used to be called the Advancement Project now it's called Catalyst California. They are looking into some of those questions."
