CLA is now 5-4 after battling a ranked Oregon team to the very end. Many positives exist for the Bruins however, they came out on the short end and must now wait a week before visiting Colorado and getting another shot at victory. Oregon’s All-American end, Kayvon Thibodeaux, put a tough hit on Bruin quarterback Dorian Thompson-Robinson in the fourth quarter, which proved to be a pivotal moment. Thompson’s ability to scramble, prolonged many of the Bruin plays on offense. He was 22 of 41 through the air and 35 yards on the ground for two scores. In the end, Oregon’s dynamic running back, Travis Dye, and a tough defense were enough to top the Bruins. Chip Kelly’s Bruins do not give up easily but have come out on the short end at home this year. SC Trojan football suffered another blow as they lost the team’s leading receiver, Drake London, to a seasonending fractured ankle injury against Arizona. London was certainly a bright spot in the USC offense. Now, as the Trojans find themselves at 4-4 and on the outside looking in for a post season bowl berth, London’s 88 receptions for over a thousand yards will be sorely missed. The Trojans, however, are loaded with talent and no Pac 12 team should take them lightly. The Trojan depth at receiver includes Gary Bryant Jr., Tahj Washington, and Kyle Ford. Each of these wide receivers were top national recruits and can certainly turn a football game if quarterback Kedon Slovis has time to find them. CDC Considers 4th Dose of COVID-19 Vaccine for Immunocompromised in 2022

A

s Inland Empire residents line-up to receive vaccine boosters, parents are preparing to vaccinate their young children between the ages of 5 and 11 years based on the Centers for Disease Control and Prevention’s (CDC) approval Tuesday of the FDA recommendation made a few days ago. In the meantime, healthcare professionals, community leaders, and others continue working to persuade the unvaccinated to take the COVID-19 vaccine to keep the virus contained and minimize the spread. At the same time, the CDC is also softening the ground for immunocompromised individuals as a way to prepare them for the very real possibility of a fourth COVID-19 shot in 2022. Last week the Centers for Disease Control and Prevention (CDC) updated its COVID-19 Vaccine guidelines detailing new information for some adults with weakened immune systems. Although the agency had initially stressed that for public health purposes, immunocompromised people who had completed a primary

vaccine series of Pfizer or Moderna or taken a single dose of Johnson and Johnson were considered fully vaccinated after two weeks, in August, the agency reconsidered and recommended a third dose of COVID-19 vaccine for some immunocompromised individuals before ultimately recommending a third shot for all Americans. The CDC now reports a fourth dose is likely. “[R]educed vaccine effectiveness has been observed in immunocompromised participants compared to participants who are not immunocompromised in a limited number of studies.” The agency points to several small studies that show an additional mRNA (Pfizer or Moderna) COVID-19 vaccine dose in some immunocompromised people who received a Pfizer or Moderna primary vaccine series may enhance antibody response. Immunocompromised individuals who may be considered for an additional shot are those whose conditions and treatments include but continued on page 17

BO is set to launch a four-part documentary series, BLACK AND MISSING, by film editor Geeta Gandbhir and journalist Soledad O’Brien, on November 23. The series follows founders and sisters-in-law Natalie and Derrica Wilson and their work bringing awareness to Black and missing people in the U.S. The launch of the documentary comes at a critical time where discussions regarding the disparity at which Black people go missing and are found compared to White people, are growing. This disparity has long existed, as evidenced by work the Wilson sisters have been doing for 13 years as the founders of the Black and Missing Foundation, but the issue has been revived in the media after Gabby Petito’s case received an onslaught of news coverage and attention following her disappearance. “We do this work because it's important, and no one else is doing it

to be quite frank with you,” explained Natalie Wilson. “I am the publicist for thousands of families because my (public relations) strategy is to saturate the local and national media markets so that our missing can be household names, too.” During the time of Petito’s case in September, 25-year-old graduate student Jelani Day was reported missing in August. Before then, Daniel Robinson, a 24-year-old geologist was reported missing in June. Neither of their cases received national attention until public calls from their respective parents. The media coverage and police urgency surrounding Petito’s case reinvigorated conversations about bias in media coverage, “missing White woman syndrome,” institutional racism that permeates the justice continued on page 8

system, and the way in which society values particular people. Black people are missing at high rates In 2020, over 92,000 Black men and boys were reported missing in the U.S. In California, approximately 24,000 men were reported missing. And, while more and more reports are filed each year, people from previous years remain missing. Nicholas Edwin Barb was reported missing on October 23, 2020, in Desert Hot Springs and has not yet been found. Across the U.S. people of color account for 40 percent of missing persons. In 2020, more than 260,000 women and girls were reported missing and approximately 34 percent of them were Black, according to the National Crime Information Center. Since launching the Black and Missing Foundation in 2008, the Wilson sisters have found that most missing persons are mostly Black males, a number that has only increased. Natalie’s full-time job working in Public Relations has afforded her the skills and strategies needed to increase awareness around missing Black people. Utilizing social media has been a key tactic to alert the public about missing persons instead of solely relying on media outlets to pick up a story. The way by which media outlets latched on to the Gabby Petito case is evidence of an imbalance across media and demonstrates the lengths news organizations will go to increase readership. With COVID Eviction Moratorium Protections Expired, Many Local Renters Are at Risk

elesha Whitaker applied for and received rental assistance through Riverside’s Emergency Relief Assistance Program, but the process was not without challenges. “The process was hard because it changed hands between United Lift to United Way to Lift to Rise. So, it was different entities that were supposedly assisting us for rental assistance, but it changed hands several times and it took even longer,” Whitaker explained. “It was almost a year before I actually received assistance.” Throughout the pandemic, Whitaker received several notices to vacate that were posted on her door, sometimes three or four notices would appear at the time. Despite the notices, unlike some of her neighbors, Whitaker was not evicted but was embarrassed by the abundance of

notices. COVID Created an Overwhelming Demand for Tenant Assistance Thousands of tenants like Whitaker applied for and were granted emergency rental assistance that prevented a massive wave of homelessness during the pandemic. But the end of the eviction moratorium on September 30 revealed some cracks in California’s rental assistance protections. With Governor Newsom’s California Comeback Plan, renters have benefited from the $2.6 billion rent relief program put in place to cover all past-due and future rent payments for those who qualify for the relief.

F E A T U R E The rental assistance plan has protected tenants from eviction and protected the state from falling into an even larger housing crisis. The California Department of Housing and Community Development has reported providing $1 billion to assist 91,000 households with rent and utility payments, but more than 700,000 households still report being behind on rent, according to the National Equity Atlas. In Riverside County, approximately 31,000 households are behind on rent and have a collective rent debt estimated at $1 million. Across San Bernardino County, over 33,000 renters are behind on rent and owe over $1 million in rent. Although many tenants were protected, the process of applying for assistance was a long one with limitations such as being an onlineonly application process and requiring specific documentation that proved COVID-19-related financial hardship. Protections put in place were also complicated for tenants to understand without the assistance of housing advocates and agencies. Now, tenants are facing other problems with the end of the moratorium, specifically, landlords who are still insisting on evicting tenants who they have deemed unable to afford rent or who have been accused of damaging the property. In Many Ways, State Protections Fell Short Glynnis Bridges-Williams, a Housing Investigator at the Fair Housing Council of Riverside County, commends Newsom’s rental assistance plan and how it helped tenants throughout the state, but believes it lacked organization and proper enforcement. “They poured a lot of money into emergency rental assistance, but at the same (time), a lot of things fell through the cracks. Governor Newsom and the legislative team, they put a lot of laws in place, but there wasn't anyone to enforce them,” explained Bridges-Williams. “So, although tenants had access to apply for rental assistance, a number of landlords were being advised by their lawyers not to accept rental assistance.” Initially, landlords had the option to accept

or deny a percentage of emergency relief funds that were paid by rental assistance programs on behalf of tenants. As of now, tenants are protected from eviction if they have paid at least 25 percent of their rent between September 1, 2020 and September 30, 2021. Tenants who owed rent from March 2020 to August 2020 cannot be evicted as long as they have proper documentation declaring COVID19-releated financial distress. But beginning on November 1, renters must pay full rent for the last year and could be ordered to do so in court. “Now that we're at the point where the moratorium has been lifted, some landlords received emergency rental assistance, but they still want the tenant out,” said BridgesWilliams. “They still want to evict them. They may have received $17,000 or $10,000 in rental assistance for that tenant, and they still want them to vacate.” Bridges-Williams worked with a local senior couple with disabilities who were forced out of their home even after the property owner received $17,000 from a rental assistance program on their behalf. Bridges-Williams

explained that the property owner wouldn’t negotiate or give her time to rehouse the senior couple. “So now they are faced with housing insecurity. And so they stayed in a hotel. They got a voucher for a hotel for 14 days. They put all their stuff in storage,” said Bridges-Williams. “And now they are, I think they're living with his son until something opens up at one of the senior facilities.” Tenants have rights Whitaker has lived under the current landlord for three years now and has faced several maintenance issues during her stay. When the pandemic began, her landlord refused to make repairs, but increased the cost of rent during the pandemic. “And when the pandemic occurred, they were even worse. It’s like they used that as the ultimate reason for not being able to make repairs in a timely manner,” Whitaker said. Refusing to perform maintenance is one tactic some landlords have employed as a way of forcing tenants to vacate their homes, accusing

tenants of damaging property and using that as a means for dismissal. “The one thing that’s been quite concerning, as we’ve been going through the pandemic, a number of landlords have refused to make repairs during the COVID-19 pandemic,” explained Bridges-Williams. “They didn’t want to make repairs because they weren't getting rent. But now they want to sue for damages to the property.” Bridges-Williams explained that tenants have rights when it comes to defending themselves against landlords. Maintaining documentation is one important aspect that tenants need to protect themselves. If a tenant has applied or is in the process of applying for rental assistance, their application can be used as a defense in court. One of the limitations of rental assistance has been the delay in receiving funds. Although the state says that it takes about 30 days from the time a tenant applies to when the funds are paid, many tenants like Whitaker experience longer wait times. If a tenant is in the process of applying, or has an application pending, this defense can be used in court if a tenant is summoned. If a tenant has been served with an eviction notice, they are not required to leave their home, according to housing advocates. Only a sheriff can physically remove a tenant from their home. Domestic Violence: A Frantic Call

or Sgt. Celeste Neiman, “The response starts with an often-frantic call to dispatch with a victim crying, asking for help.” Frequently, the aggressor has hit, strangled, or held the victim against their will. Neiman, who has been with the Riverside Police Department for 29 years, became the domestic violence unit’s sergeant two years ago. Because “they can be deadly for officers and the victim,” explained Neiman, DV (domestic violence) calls can be the most difficult to handle. COVID-19 stay-at-home measures, crucial to curtail the spread of the virus, led to a global spike in domestic violence reports. The impact was felt locally, too. Last year, nearly 15,000 women in Riverside and San Bernardino counties reported domestic violence to area police and sheriff’s departments. Neiman said the lockdown changed her job -- and the jobs of her fellow officers in the DV unit -- in two ways. “The pandemic forced victims into ‘survival mode’ by creating home environments where they were isolated from family and friends, and around their abusers more frequently,” explained Neiman. “We also saw an increase in the level of violence that law enforcement was called out to.” Strangulations and Suffocations Domestic violence-related calls increased across the inland region last year, according to data from the California Department of Justice, more so in some areas than others. Calls increased 8.7% in San Bernardino County and although there was an overall decrease in domestic violence calls in Riverside County, certain cities, including Calimesa and Indian Wells saw double-digit increases in calls. Strangulation/suffocation calls increased in both counties. This is a particularly lethal form of domestic violence as strangulation/ suffocation victims are seven times more likely to later be murdered by their abuser. An undercount of victims

The state’s data of domestic violence victims is likely an undercount compared to estimates from the Centers for Disease Control and Prevention. According to the CDC, one in four women and one in 10 men experience severe intimate partner violence within their lifetimes. Based on recent census demographic data, this could mean the total number of DV victims in the cities of Riverside and San Bernardino might be as high as 70,000 women and 30,000 men compared to the 7,189 domestic violence calls police responded to in the cities last year. Seeking shelter from the storm Some DV victims and survivors seek out local shelters like San Bernardino’s Option House. Anie, a domestic violence survivor, left a “bad” relationship in Hemet with her 6-year-old daughter about five years ago. Anie now works at Option House as a child

Based in Los Angeles, Rivers runs the site by herself to educate the public, honor missing women, and bring attention to the circumstances surrounding missing Black women. “We need to highlight stories of our missing Black girls because their stories go underreported in the media — if they’re reported at all,” Rivers stated on her website. “We need to bring awareness to the stories of our Black girls who have been mistreated, are missing, and who have been murdered because they matter. Their lives matter. They are real people, not just sensationalized news bulletins. Let’s keep their

stories alive.” While grassroots efforts like Rivers’ website are instrumental in bringing about awareness, help from law enforcement agencies is also essential to locating missing persons. Mohamed expressed interest in seeing an experiment that creates an environment of equal televised network time and equal representation in cases of missing persons. Similar to televised political debates, public networks would be required to set aside equal time for news reports involving missing persons and “see how that might reshape how invested we are in this one missing person over another missing person.” “And go another step even in terms of how media reports on these things might be, to have someone ensure that there’s neutrality in the language that’s used,” explained Mohamed. “So, if you have a missing person, there’ll be some assurance that not only does the Black victim and the White victim get equal time for similar circumstances, but then they’re also humanized in the same way.” If you have a tip or information about a missing person, please share your tip with the Black and Missing Foundation. Triminio’s social media posts Timinio’s social media activism did not end with Newsom’s victory. In September, he posted another revealing commentary after dining in an exclusive restaurant in Napa Valley. His comments were critical of the restaurant’s requirement for proof of vaccination for indoor dining even though the restaurant also offered a patio option for the unvaccinated to sit and dine outdoors. Triminio’s original Sept. 9 Instagram post as published in The Press Democrat later that month, could simultaneously be perceived as racist and willfully ignorant. “If you are for equality, if you are against discrimination, if you are for freedom, you cannot support this ideology — no matter what political party you align with.” he wrote. “This is about human rights. This is about liberty. This is about choices over mandates.” CDC Considers 4th Dose, continued from page 4

The CDC also notes the importance of encouraging everyone around these immunocompromised individuals to be vaccinated. Data shows vaccines are proven to be 90% effective against hospitalizations for COVID in the U.S.

Is this what segregation looks like? He goes further in his post, noting, “[A]s we battled the heat outside while staring at a few parties in the restaurant enjoying the climatecontrolled AC [air conditioned] environment, it hit us like a ton of bricks — this is what segregation looks like.” But Triminio did not stop there. “My [B] lack-American friend sitting next to me literally stopped eating while he processed what was happening,” Triminio proclaimed before adding, “We were actually being discriminated against. Not because of the color of our skin (Triminio is Cuban), but because of our vaccination status and/or unwillingness to share our vaccination status. The restaurant was separated into two groups – those allowed to eat inside and those forced to eat outside.” According to the post this was Triminio and his Black-American friend’s first encounter with what he identified as, “the new form of discrimination sweeping the nation.” Triminio’s Instagram post was subsequently deleted and now states instead, “This post was intended to provoke thought. That no form of discrimination should be tolerated lest they all be justified. . . ” At this point it is important to reiterate that Riverside County’s contract with Triminio’s company Traffik totaled more than $250,000 to encourage people of color to get vaccinated. Trimino’s We Are Still Heroes campaign— described by NBC as the largest medical campaign in history—carries forward his sham discrimination theme. According to the campaign’s website, “We Are Still Heroes was established to be a voice for families negatively impacted by workplace discrimination.” Just the thought of Triminio comparing vaccine mandates to racial discrimination is repulsive to me and when considering this in light of the hundreds of thousands of Black, Latino, Indigenous and other people of color who have suffered and died from this scourge largely due to the burdens of systemic and institutional racism, is repugnant to me. And having to accept the reality that Riverside continued on page 18

A cultural divide For cultural reasons, men, and LGBTQ+ victims of domestic violence are less likely to report and seek services. Denise Hines, who studies domestic violence among men and in the LGBTQ+ community, said these groups -- particularly male victims -- are overlooked because society first became aware of intimate partner violence (IPV) as a crime men committed against women. “We really need a broader, more inclusive understanding that includes men as victims of women, and that also includes people who are involved in LGBTQ+ relationships, so that we can help all people who are victims of domestic violence,” said Hines. While the power dynamics at the root of abusive relationships are similar across heterosexual relationships and LGBTQ+ relationships, there are specific ways abuse manifests in each community. Hines pointed to an example of an LGBTQ+ abuser withholding hormonal medication from their transitioning partner. In addition, heterosexual males are less likely to die in a domestic violence incident, but they do face more obstacles accessing resources. “We typically think of men having a lot of

the only coed shelters in the U.S, which means it provides services for men, women, and LGBTQ+ individuals fleeing domestic violence.

power because on a societal level; they tend to have more power than women. That may or may not be reflected within an intimate relationship,” said Hines. According to Hines, there are only three shelters nationwide that accept cisgender men. There are also few options for LGBTQ+ survivors. In the 21 years William Long has been involved with Option House, he says there have only been two men who have sought services there. He urges men, who are reluctant, to seek help. Option House is one of a coalition of shelters located within the Inland Empire that provides services. County would enrich this man shows once again how laws, rules, regulations, procedures and processes fail to consider the repercussions of their choices. As Frederico advised me, “The county awarded the contract with the vendor based on a competitive bid process. The vendor was selected based on their ability to perform the deliverables needed for the campaign, as well as meeting other procurement requirements. The work performed during this contract has been satisfactory.” To that I say even if all the i’s are dotted and t’s crossed, so to speak, it still does not make this scenario right or should I say righteous. When asked specifically about what steps the county will take to prevent people like Triminio (and his company, Traffik) who expressly oppose COVID-19 vaccine mandates from securing any future contracts in relation to this important issue, the response was boilerplate. “The county follows a set procurement process with consistent evaluation questions and scoring criteria that is based on the business’s ability to meet project deliverables,” she stated before concluding, “The county is always taking feedback on the procurement process.” I believe the citizens of this county who find fault with awarding quarter million-dollar contracts to Trimino and Traffik or similar companies who are anti-mandate, vaccine critics, to promote vaccines in minority communities should take Frederico at her word and demand the Board of Supervisors prevent this from happening in the future and stop hiding behind process and procedure. We cannot undo what is already done but citizens can demand a more judicious process to prevent it from happening again. We know there are exceptions to every rule.
