ew can argue the 2020 Presidential Election was simultaneously strange and historic. Amid the remnants of dystopia, we will continue to endure until President-elect Joe Biden takes office in January. Biden and Vice President-elect Kamala Harris were swept to victory this year because Blacks and other people of color showed up and engaged in the electoral process in unprecedented numbers. Whether it was the Black communities in Michigan, Minnesota, Pennsylvania and Georgia or the Latinx communities in places like Nevada and Arizona, they coalesced with Black women and an unlikely coalition of Whites and fought for the nation in its ongoing quest to become a more perfect union. Those efforts and its results did not deliver everything hoped for at a national level, but it certainly begins the nation’s journey toward reconciliation and new beginnings. Here in the Golden State, efforts of the California Legislative Black Caucus, activists, unions, community organizations, civil right groups, people of color and their supporters used the ballot to help in the reshaping of California’s criminal justice system even in instances where there was not enough support by some state representatives to

vote for the measures in the legislature. As a result, voters created the change they want to see. For the most part, California has been a national forerunner in making incremental but meaningful changes in criminal justice reform. And, although ballots are still being counted, it appears the state has made additional progress in this regard; and as some experts have opined, even set the table for future progress on one of the most significant issues (not only of this time) but has been a part of the history of Blacks since the first slaves were held captive in this nation in the 1600s. As an example, it appears Californians roundly rejected Proposition 20 which sought to reclassify certain non-violent crimes currently considered misdemeanors to felonies. It also called for limiting their access to parole by eliminating eligibility for certain offenses. By Friday evening, Nov. 6, the proposition was being largely defeated—62.1% of California voters rejected it. Surprisingly, even voters in Riverside and San Bernardino Counties, often more conservative than coastal communities, rejected Proposition 20 by 56.20% and continued on page 8

The 11th Hour of the 11th Day of the 11th Month

World War I was supposed to be the “war to end all wars.” Considered one of the deadliest, costliest, and avoidable wars in American history, it seemed appropriate to recognize the sacrifices of those who fought it by remembering when it ended. The day which became known as Armistice Day was first celebrated in November 1920; and in 1926 Congress resolved, “[November 11 would be] a recurring anniversary . . . to be commemorated with thanksgiving and prayer and exercises designed to perpetuate peace between nations.” Armistice Day became a Federal Holiday in 1938. However, World War I did not end all wars, neither did World War II, and by 1954, veterans of the Korean War lobbied Congress to change Armistice Day to Veterans Day to honor all veterans—the legislators agreed. Fourteen years later in 1968 as part of a federal movement to create 3-day holiday weekends, Veteran’s Day was moved to the fourth Monday in October. Several states however, resisted the idea and in 1975, President Ford returned Veteran’s Day to its original date of November 11.

Williams | Executive Editor “ will work tirelessly to earn and keep your trust, your vote, and be your true representative in the United States Congress,” promised local Air Force veteran Aja Smith (R) of Moreno Valley in her 2020 campaign literature. Though her attempt to unseat (D) Mark Takano to represent the 41st Congressional District fell short, her commitment to make a difference in the community of Moreno Valley where she grew up was apparent during a recent interview with the IE Voice and Black Voice News. Smith was among a few hundred veterans who sought public office this year across the country at the local, state, and federal levels. Late last month military.com reported the number of veterans seeking to serve in Congress outpaced the slate of candidates who sought office in 2018. Although election results to date show despite the number who ran the House and Senate will actually see very little change in the number who will serve in the coming session. Results the night of the election showed only 74 of the 182 veterans who ran made it across the finish line though votes are still being counted. On November 5, the Veterans Campaign and the University of San Francisco reporting initial election results noted nine veterans won Senate seats, while six others did not face reelection this year. Analysis further pointed to a slight decrease in Senate vets next year, compared to the 18 who currently serve and as compared to the

19 elected in 2018 and the 21 in 2016. In California, although there was no Senate race this year there were several House candidates including incumbent Representative Jimmy Panetta, (D-20th District) and member of the U.S. Navy held his seat against Republican challenger Jeff Gorman. Incumbent Representative Mike Thompson, (D-5th District) former Army staff sergeant and Vietnam veteran defeated Republican challenger Scott Gilbin. Thompson currently chairs the House Gun Violence Prevention Task Force. Another incumbent, Representative Salud Carbajal, (D - 24th District) and Marine Corps Reserve defended his seat against Republican Andy Caldwell. Carbajal is a current member of the House Armed Services Committee. Several veterans also sought offices this year on city councils, water boards, school boards, etc. in communities across the inland region and around the nation. There were winners and losers of both parties at the local, state, and federal level in 2020 among this year’s slate of veteran candidates. Win or lose however, supporters regardless of party affiliation agree these veterans’ desire to serve their country whether in uniform, city council chambers or in the halls of Congress, this year as every year, should be honored for their ongoing commitment to the nation. Close House Fights Underway GOP Seeks California Comeback

House candidates in marquee contests in California were in tough fights Tuesday as Republicans sought to reclaim a string of seats the party surrendered to Democrats in a 2018 rout. In a sign of the uphill fight for Republicans, President Donald Trump lost the heavily Democratic state to Joe Biden, who picked up the nation's richest trove of electoral votes, at 55. The fate of GOP candidates in toss-up districts in Orange County, the Central Valley and the Los Angeles area could turn on whether voter disdain for Trump trickles down the ballot. A large number of ballots were expected to go uncounted Tuesday in a year of extensive mail-in voting because of the coronavirus pandemic, which could leave the outcome of close races in doubt for days or even weeks.

Two years ago, Democrats pulled off a string of upsets as suburban voters nationally recoiled from the Trump agenda, grabbing seven GOPheld districts, including four all or partly in the one-time Republican stronghold of Orange County. Those losses were humiliations for the state GOP, which has seen its standing with voters steadily erode over a generation. Republican presidential candidates carried California in nine of 10 presidential elections from 1952 to 1988. But the state has become increasingly Democratic with its diversifying population: Republicans hold only seven of the state's 53 House seats, the party hasn't won a statewide race since 2006 and registered Democrats outnumber GOP voters by nearly 2 to 1. continued on page 18

There is little doubt the work of Black Lives Matter and those who have stood with them through the protests this year demanding change and bringing attention to the destructive and unjust nature of how criminal justice and police use of force must change seemed to finally breakthrough. The effort to eliminate money bail, Proposition 25, failed to garner similar support. Statewide it failed with an overwhelming 55.8% “no” vote. Riverside County voters rejected it with an even stronger 62.6% repudiation and 61.6% of California voters also said “no.” The “no” vote repeals Senate Bill 10 which was a point of controversy when it was passed by the legislature in August. Supporters of the legislation believed it would help reduce racial and economic disparities in the criminal justice system. Though SB 10 was designed to make California the first state in the nation to end the use of cash bail for all detained suspects

awaiting trials, many viewed it as flawed because it depended on an algorithm. Former Assemblyman Joe Cato summed up his opposition this way, “The use of algorithms has been proven to discriminate against the poor, minorities and people who live in certain neighborhoods.” “Relying on algorithms to make important criminal justice decisions is even more appalling.” It had the potential to be a modern-day-criminal-justice form of redlining. It could be called criminal justice redlining. Although the measure failed, it forced a conversation that will hopefully, and in the long-run, result in a measure that will eliminate money bail in a way that is truly fair and objective. This week I have no comment about our current president beyond being ready to turn the page on the Trump administration; as a matter of fact as far as I am concerned, we can tear his page from the history books. Instead, I choose to celebrate the Black and Brown people across this country, other

people of color and Whites who stood for change on Nov. 3. In addition, I would be remiss if I failed to express my admiration for the work of former member of the Georgia House of Representatives and Voting Rights Activist Stacy Abrams and all the voters in Georgia who honored the memory of long-time Civil Rights leader and Congressman John Lewis by turning Georgia “blue” for the first time in almost 30 years. In doing so, they did what Lewis called on all Americans to do . . . They created, “Good Trouble.” John Lewis also wrote about the importance of each generation doing its part to create a fairer, more just society. e did it,” California Senator and Vice President elect Kamala Harris tweeted as soon as networks called Pennsylvania for the Biden/Harris ticket Saturday morning putting them over 270 and assuring their victory. In the process their election made President Donald Trump, as Senate Majority Leader Mitch McConnell would say, “A one term president.” Black Americans lifted Biden up during his darkest days of the Democratic Primary and on November 4, these same Black voters who chose not to dwell on his missteps of the past and instead focus on his compassion and humility as a man; his experience as a legislator and leader on the national and international stage; who remembered his loyalty to the nation’s first Black president Barack Obama; who was not afraid to put a Black woman on the ticket with him, showed up in historic numbers to carry Biden and Harris to victory. As a result, and in recognition of her own leadership credentials, on

Saturday, November 7, 2020, Kamala Harris broke the glass ceiling of the nation’s second highest office. For the first time in 231 years, the United States of America has elected the first Black woman to serve aptly as the nation’s vice president. Harris carries the weight of history on her shoulders for women, Blacks, Indian-Americans, and people of color across this country. In addition, she is a proud daughter of California. Harris has shattered an unspoken covenant of an exclusive men’s club that has largely excluded minorities and effectively excluded women. Today, the nation said, “No more!” As the first person of color elected to the vice presidency, her very “being” is the epitome of the multi-cultural America this nation is striving— in fits and starts—to become. President Elect Joe Biden Looks to Restore, Expand Obama Administration Policies

oe Biden is promising to take the country on a very different path from what it has seen over the past four years under President Donald Trump, on issues ranging from the coronavirus and health care to the environment, education and more. The Democratic president-elect is promising to reverse Trump policy on things such as withdrawing the U.S. from the Paris climate agreement and weakening protections against environmental pollution. While Trump wants to kill the Affordable Care Act, Biden is proposing to expand “Obamacare” by

adding a public option to cover more Americans. Here's what we know about what a Biden presidency will look like. Economy, Taxes, and the Debt Biden argues that the economy cannot fully recover until COVID-19 is contained. For the long-term recovery, the former vice president is pitching sweeping federal action to avoid an extended recession and to address long-standing wealth inequality that disproportionately affects nonwhite Americans. He would cover the cost of some of his big ticket environmental and health insurance proposals by rolling back much of the 2017 GOP tax

overhaul. He wants a corporate income tax rate of 28% — lower than before but higher than now — and broad income and payroll tax increases for individuals with more than $400,000 of annual taxable income. All that would generate an estimated $4 trillion or more over 10 years. Biden also frames immigration as an economic matter. He wants to expand legal immigration slots and offer a citizenship path for about 11 million people who are in the country illegally but who, Biden notes, are already economic contributors as workers and consumers. An analysis from the Committee for a Responsible Federal Budget estimates that Biden’s campaign proposals would increase the

S T O R Y national debt by about $5.6 trillion over 10 years. The national debt now stands at more than $20 trillion. Coronavirus Pandemic Biden draws some of his sharpest contrasts with Trump on the pandemic, arguing that the presidency and federal government exist for such crises. Unlike Trump, he doesn’t believe the leading role in the virus response should belong to state governors, with the federal government in support. Biden endorses generous federal spending to help businesses and individuals, along with state and local governments, deal with the financial cliffs of the pandemic slowdown. He’s promised aggressive use of the Defense Production Act, the wartime law a president can use to direct manufacture of critical supplies. Trump has used that law on such things as ventilator production. Biden promises to elevate the government’s scientists and physicians to communicate a consistent message to the public, and he would have the United States rejoin the World Health Organization. He has promised to use his transition period before taking office to convene meetings with every governor and ask them to impose what would be a nationwide mask mandate because the federal government doesn't have that power. Biden says he would go around holdouts by securing such rules from county and local officials — though enforcement of all such orders may be questionable. Healthcare The health care law known as “Obamacare” was a hallmark of the Obama administration, and Biden wants to build on that to provide coverage for all. He would create a “Medicare-like public option” to compete alongside private insurance markets for working-age Americans, while increasing premium subsidies that many people already use. Solid middle-class households would have access to subsidized health insurance. Biden estimates his plan would cost about $750 billion over 10 years. That positions Biden between Trump, who wants to scrap the 2010 health law, and progressives who want a government-run system to replace private insurance altogether. Biden sees his approach as the next step toward universal coverage and one he could get through Congress. The Supreme Court, which now has a solid

conservative majority, is scheduled to hear a case challenging the law on Tuesday. As president, Biden will have to deal with the fallout from that eventual decision. On prescription drugs, Biden supports legislation allowing Medicare to negotiate prices for government programs as well as private payers. He would prohibit drug companies from raising prices faster than inflation for people covered by Medicare and other federal programs. He would also limit the initial prices for “specialty drugs” to treat serious illnesses, using what other countries pay as a yardstick. Biden would put a limit on annual out-ofpocket drug costs for Medicare enrollees, a change that Trump sought but was unable to get through Congress. Also similar to Trump, Biden would allow importation of prescription drugs, subject to safety checks. Immigration Biden has called Trump’s actions on immigration an “unrelenting assault” on American values and says he will “undo the damage” while continuing to maintain border enforcement. Biden says he will immediately reinstate the Deferred Action for Childhood Arrivals program, or DACA, which allowed people brought to the U.S. illegally as children to remain as legal residents, and end the restrictions on asylum imposed by Trump. He also said he will end the Trump administration’s “public charge rule,” which would deny visas or permanent residency to people who use public services such as Medicaid, food stamps or housing vouchers. Biden will support a 100-day freeze on all deportations while his administration studies ways to roll back Trump policies. But Biden will eventually restore an Obama-era policy of prioritizing the removal of immigrants who have come to the U.S. illegally and who have been convicted of crimes or pose a national security threat, as opposed to all immigrants who have come to the country illegally — Trump's approach. Biden has said he will halt all funding for construction of new walls along the U.S.-Mexico border. Foreign Policy and National Security Biden supports a strategy of fighting extremist militants abroad with U.S. special forces and airstrikes instead of planeloads of U.S. troops. He wants to see the U.S. close the detention facility at Guantanamo Bay. He has backed

some U.S. military interventions, including the 2003 invasion of Iraq, which he now says was a mistake, but he leans toward diplomacy and trying to achieve solutions through alliances and global institutions. He is a strong supporter of NATO. He warns that Moscow is chipping away at the foundation of Western democracy by trying to weaken NATO, divide the European Union and undermine the U.S. electoral system. He also alleges that Russia is using Western financial institutions to launder billions of dollars to use to influence politicians. Biden calls for increasing the Navy’s presence in the Asia-Pacific and strengthening alliances with Japan, South Korea, Australia and Indonesia. He joins Trump in wanting to end the wars in the Middle East and Afghanistan but thinks the U.S. should keep a small force in place to counter terrorism. He says Trump’s decisions to exit bilateral and international treaties such as the Iran nuclear deal and the Paris climate accord have led other nations to doubt Washington’s word. Biden wants to invite all democratic nations to a summit to discuss how to fight corruption, thwart authoritarianism and support human rights. Biden, who claims “ironclad” support for Israel, wants to curb annexation and has backed a two-state solution in the long conflict between Israel and the Palestinians. He says he will keep the U.S. Embassy in Jerusalem after Trump moved it from Tel Aviv. Biden criticizes Trump’s diplomacy with Kim Jong Un, saying Trump's one-on-one diplomacy gave legitimacy to the North Korea leader and has not convinced Kim that he should give up his nuclear weapons. Environment Biden is proposing a $2 trillion push to slow global warming by throttling back the burning of fossil fuels, aiming to make the nation’s power plants, vehicles, mass transport systems and buildings more fuel efficient and less dependent on oil, gas and coal. Biden says his administration will ban new permits for oil and gas production on federal lands, although he says he does not support a fracking ban. Biden’s public health and environment platform also calls for reversing the Trump administration’s slowdown of enforcement against polluters, which in several categories has continued on page 14

When President-elect Joe Biden selected Harris as his running mate in August he declared at the time, “You make a lot of important decisions as president, but the first one is who you select to be your Vice President.” Black women pressured Biden to select a Black woman as his running mate because it was Black women who put him on the path to victory in the Democratic primary and although Harris was clearly on his short list, there were lingering concerns about whether he would select her. After all, she had directly challenged him during the first primary debate on the issue of bussing with such passion and bluntness, it caught him off guard and as speculated by many

communities because she is of these communities. And voters across the country, looking for their own reflections in the nation’s halls of power, seeing the resiliency of a people in Harris, voted in unprecedented numbers to ensure that representation was reflected in the leadership of America. People of color, especially Black people know intrinsically what Biden expressed months ago, “[She] understands the pain that so many people in our nation are suffering. I need someone who understands that we are in a battle for the soul of this nation.” Harris is no neophyte to the trials and tribulations of leadership and like Biden is cleareyed about what lies ahead. With approximately 20 years of political experience she has earned

Her parents divorced when she was young and as a result, she and her younger sister shared the experience of so many people in America of all races raised by single mothers. Today, she proudly acknowledges her mother as the most influential person in her life. She has lived the experiences of these

her stripes as a competent politician. She served as San Francisco's district attorney, California's attorney general and a U.S. Senator. She was also a candidate for president in the 2020 Democratic primary before exiting the contest. The 56- year-old’s place on the ticket was significant. Only the second Black woman to serve in the U.S. Senate, she is the daughter of parents who met at U.C. Berkeley during the peak of social and political activism and were active in the civil rights movement. It was this activist passion she brought to the campaign trail and has now earned her an indelible place in history. President elect Joe Biden has earned an unforgettable place in history as the vice president to America’s first Black president, Barack Obama; and now, will also forever be remembered as the first president to enter office with a Black woman at his side as vice president. Education Education is a family affair for Biden. His wife, Jill, has taught in high school and community college, and she delivered her speech to the Democratic National Convention this year from her old classroom. Biden has proposed tripling the federal Title I program for low-income public schools, with a requirement that schools provide competitive pay and benefits to teachers. He wants to ban federal money for for-profit charter schools and to provide new dollars to public charters only if they show they can serve needy students. He opposes voucher programs, where public money is used to pay for private school education. He has pledged to restore Obama-era policies that were rolled back by the Trump administration, including rules on campus sexual misconduct and a policy that aimed to cut federal money to for-profit colleges that left students with heavy debt and unable to find jobs to pay it back. Biden supports legislation to make two years of community college free and to make public colleges free for families with incomes below $125,000. His proposed student loan overhaul would not require repayment for people who make less than $25,000 a year, and would limit payments to 5% of discretionary income for others. He is proposing a $70 billion increase in funding for historically Black colleges and universities, and other schools that serve underrepresented students.

Wolfson | California Healthline alifornia’s annual health insurance enrollment season for individuals and families kicks off this week against a dramatic backdrop: the hotly contested presidential election; a pandemic raging out of control in much of the U.S.; and, on Nov. 10, a Supreme Court hearing of a case that could end the Affordable Care Act and strand millions without coverage. The massive unemployment caused by the pandemic has already stripped employer-based health insurance from millions nationwide and induced severe financial anxiety as families struggle to pay rent and buy food. One question hovering over enrollment for 2021 health plans is whether the large-scale loss of medical coverage will generate a surge of sign-ups, or if more pressing financial worries for many people will push insurance lower down their priority list. “People have so many things to deal with: They’ve lost jobs, they’ve lost a lot of income, and in California they’re also facing fires. I don’t think health insurance has been top of mind for people,” says Cheryl Fish-Parcham, director of access initiatives at Families USA, a consumer health care advocacy organization. But Peter Lee, executive director of Covered California, the state’s ACA marketplace, is confident it will match the 40% increase in new sign-ups it had for 2020 coverage. “It is clear that COVID is on Californians’ minds,” he says. “You cannot have COVID on your mind without also having coverage on your mind.” A Supreme Court decision on the future of the ACA probably won’t come until well into next year, and it is unlikely to affect your 2021 coverage. “So people should feel confident in looking for a health plan,” says Sara Collins, vice president for health care coverage and access at the Commonwealth Fund. If you are 65 or older, you probably qualify for Medicare, the federal program for seniors, which is entirely separate from the ACA exchanges and broader individual market. Open enrollment for the private Medicare Advantage

The enrollment period for Covered California, and for the individual market outside the exchange, started Nov. 1 and runs through Jan. 31. In states whose exchanges are operated by the federal government, the enrollment window shuts Dec. 15. If you lost coverage and need it for the month of December this year, you can still get it through Covered California if you sign up by Nov.30. For regular annual coverage that starts Jan. 1, you must sign up by Dec. 15. If you miss that deadline, you can still get coverage starting Feb. 1 if you enroll by the final Jan. 31 deadline. Many people leave money on the table because they aren’t aware of the financial assistance or think they earn too much to qualify. But you don’t need to be poor to get aid. The federal subsidies, which are tax credits typically provided in the form of reduced monthly premiums, are available to individuals with annual income up to about $51,000 and a family

of four with income up to nearly $105,000. California has supplemented the federal aid with state-funded assistance that extends further into the middle class: up to around $76,500 for an individual and $157,000 for a family of four. If you log on to Covered California’s website, www.coveredca.com, you can check how much financial help you qualify for and compare health plans. Or, an insurance agent or certified enroller can do the legwork work for you — at no charge. You can find one on the website. You can also call Covered California directly at 800300-1506. If your income is below 138% of the federal poverty level, you will probably qualify for MediCal, the government insurance program for people of limited means. The Covered California website — or an enroller — will let you know if you do and walk you through signing up. You can also contact your county’s Medi-Cal office. If you don’t qualify for Medi-Cal, your children might, because the income threshold is higher for them. If you are looking for exchange-sponsored coverage, click the “shop and compare” tab on the Covered California website, which takes you to a screen that asks your age, income, ZIP code and family size and shows the health plans available, their premiums and your aid amount. continued on page 17

And you can check for plans that have your doctors in their networks — though, as the website warns, that information is not always up to date. Comparison shopping on the website is straightforward, because at each of the four levels of coverage — bronze, silver, gold and platinum — benefits are uniform from insurer to insurer. So once you’ve decided which metal tier is best for you, you only need to think about the price and whether your providers are in the network. If you have a Covered California health plan already, shop around rather than automatically renew the one you’re in. “The best deal last year is not necessarily the best deal this year,” says Anthony Wright, executive director of Health Access California. Covered California announced a 0.5% average statewide premium increase last month, but actual rate changes vary across the state and among carriers. Anthem Blue Cross, for example, will hike rates by a statewide average of 6%, and the Oscar Health Plan of California by 7.6%, while Blue

Shield of California will cut rates by an average of 2.4% and the L.A. Care Health Plan by 4.6%. If you switch to the lowest-cost plan in your current metal tier, you could reduce your premium by as much as 7.4%, according to Covered California. Keep in mind that the lowest premium, a bronze plan, is not necessarily the wisest — or cheapest — choice. Tom Freker, a Huntington Beach, California, insurance agent, counsels people not to buy bronze, because its higher deductibles and coinsurance rates could cost more than a higherpremium plan if you fall ill or have a serious accident. Freker recommends you enroll in Covered California rather than the off-exchange market, even if you don’t initially qualify for aid. That’s because if your income drops and you report it to the exchange, you might then qualify and get a break on premiums for the rest of the year or a tax credit the following April, he says. If your income rises during the year you also should report it, so your monthly premium subsidy is reduced, helping you avoid a potentially hefty tax bill come April.

Your initial aid amount, if you qualify, will be based on your projected 2021 income. In this period of pandemic-driven furloughs, slashed hours and job loss, that might be difficult to predict. Maria Weston, a massage therapist in Long Beach, California, said her income has fluctuated week to week since the pandemic started and is down about 50% overall. Her priority for 2021 was to find a less expensive option, so she switched to a cheaper silver plan last month (current enrollees were allowed to make their health plan choices starting Oct. 1). Republican Rep. Mike Garcia, a former fighter pilot and defense industry executive, was in a tight race with Democratic state lawmaker Christy Smith in the swing 25th District north of Los Angeles, early results showed. The contest was a rematch, after Garcia captured the vacant seat in a May special election against Smith. The district, cutting through suburbs and small ranches in northern Los Angeles County and hitched to a slice of Ventura County that is home to the Ronald Reagan Presidential Library, has a Democratic registration edge. Democrat Katie Hill captured the seat in a 2018 upset, seizing what was then the last Republican-held House seat anchored in Los Angeles County. She was gone in less than a year, leaving an open seat after resigning amid a House ethics probe involving sexual misconduct.

FIGHT IN FARM COUNTRY Former U.S. Rep. David Valadao lost his seat two years ago to Democrat TJ Cox by 862 votes. Incomplete results in their rematch this year showed Valadao with an early edge. The Central Valley district has a wide Democratic registration edge but has shown a willingness to embrace Republican candidates before. Valadao endorsed Trump this time after withholding his support in 2016 — a risk in a district the president lost by 15 points. But he also stressed an independent streak and an ability to work across the political divide. Cox has been campaigning on health care and immigration reform in a district with a large Latino population. Both candidates have seen unfavorable publicity tied to their business interests.

THE COMEBACK KID? Former Republican Rep. Darrell Issa is in a close battle with Democrat Democrat Ammar Campa-Najjar in his bid to return to Capitol Hill in a San Diego County district. Issa became a national figure as chairman of the House Oversight and Government Reform Committee from 2011 to January 2015, emerging as a chief antagonist of President Barack Obama. But his once-conservative district straddling San Diego and Orange counties gradually became more Democratic, like much of California, and he decided not to run for reelection two years ago after nearly losing the seat in 2016. Now, he's back as a candidate in the neighboring 50th District, a seat held by Republican Rep. Duncan Hunter until he resigned earlier this year after pleading guilty to a corruption charge. Issa is a car alarm magnate who at one time was the wealthiest member of Congress. The 31-year-old Campa-Najjar nearly ousted Hunter in 2018 despite the district's

GOP AIMS TO RETAKE LONGTIME REPUBLICAN DISTRICT Democratic Rep. Harley Rouda is in a tough fight with Republican Michelle Steel in the coastal 48th District in Orange County. Rouda seized the seat in 2018 in an upset over then-Republican Rep. Dana Rohrabacher, who had served for decades in what was once considered a conservative bastion. The loss carried symbolic weight in a county known as a foundation block in the Reagan revolution. Steel heads the county Board of Supervisors. Incomplete results showed Rouda with an early edge. The district has a GOP registration edge, but Democrats have been closing in. Hillary Clinton carried the county by nearly 9 points in 2016. Taxes and health care have been prominent issues.

in 2018. In a rematch of 2018, he was in a close race with Republican Young Kim, a former state lawmaker who was born in South Korea and grew up in Guam. The district has grown more Democratic over two years, and the party has opened up a slight registration advantage. Kim has argued that Cisneros didn't live up to his promise to be an independent voice in Washington, instead falling in line with Pelosi. Cisneros, a Navy veteran and $266 million lottery jackpot winner who founded a charitable foundation with his wife, has depicted Kim as a lockstep supporter of Trump. DEMOCRAT LOOKS FOR A REPEAT The Central Valley's 10th District has a Democratic tilt, but the agriculture-rich area also has a history of sending Republicans to Congress. Not surprisingly, first-term Democratic Rep. Josh Harder has been touting a willingness to work across the party divide, along with highlighting his work to secure funds for water projects, a priority in the region. Early results showed Harder pulling ahead over Republican Ted Howze, a veterinarian. Howze lost the backing of national Republicans earlier this year over derogatory online posts about Muslims and Hillary Clinton that the candidate said he did not write. He's depicting himself as an outsider running against the Democratic establishment and has echoed Trump's criticism of efforts to defund police departments. Harder, a venture capitalist, had a nearly $4 million cash advantage in mid-October, which could prove decisive.
