Closing the Academic Achievement Gap at Hardy Brown College Prep
T
his week’s feature takes an in-depth look at how and why Hardy Brown College Prep School in San Bernardino is successfully closing the African American achievement gap. For decades, finding ways to eliminate the gap between Black and White student achievement has remained a national enigma. Although some have managed to chip away at its edifice, such efforts have rarely yielded sustained improvements or charted a substantive way forward for others to follow. The barrier between the problem and a solution has remained staunchly impenetrable. Yet, nothing is of greater importance to the African-American family at-large than to equip Black children with the education, judgement, skills and ability needed to navigate a world where the color of their skin continues to place them at a calculated socio-economic disadvantage. The way forward to a better life for Black children, like it is for other children in America, will be attained through economic opportunity—access to which largely rests on a foundation of education and training. Admittedly, the road to the American dream weaves through a complicated matrix of national politics and culture. Although education is not a cure all, it provides a roadmap for navigation, vital in helping to level the playing field for people of color. For this reason—if for no other—closing the achievement gap in education must remain a priority. Hardy Brown College Prep is setting a new standard of academic progress for Black students in the inland region. In 2018, performance improvement among its students in both English/Language Arts and Math, out-paced average improvements attained at the state and local levels. Propelling their students to academic achievement is a priority for the school’s principal, teachers, staff and parents who work as a cohesive unit with a single objective in mind—inspiring their students to excellence. The college bound students at Hardy Brown Prep are laying a foundation for change not only in their own lives, but potentially at some point in the future, in the lives of their children. Many of these young scholars will be the first in their families to attend college. It is a generational hope as these students grow to adulthood, they will one day be counted among those college-educated parents who, according to statistics, will raise children of their own who will be more likely to attend and complete college—beginning a cycle that can carry forward through generations. The good news for the African-American community is despite the persistent academic achievement gap, college graduation rates among African-Americans has doubled since 1991; but at just under 23 percent, the number of African-Americans who currently hold a bachelor’s degree or higher still lags well behind other groups for several reasons, among the most compelling is the academic achievement gap that has persisted from elementary through high school. Hardy Brown College Prep is proving with proper educational stewardship, closing the achievement gap is not illusive. As a result, a cadre of young scholars are blazing a trail of academic success certain to change the trajectory of their lives. For decades experts have analyzed and bemoaned ad-nauseum about African American students’ failure to perform on par with White students and offered a mountain of socio-economic explanations and excuses for the educational system’s in ability to identify and implement meaningful and lasting solutions. The majority of students at Hardy Brown Prep face the same socio-economic challenges that have plagued the Black community since emancipation—most are poor, many live in households headed by single mothers who confront the same day to day challenges faced by most of their peers, yet the school is proving despite these obstacles, the right approach to education can make all the difference. At Hardy Brown College Prep the academic achievement gap is narrowing and although its students are not yet at achievement parity, the school has charted a course that is pointed like a laser—toward success. Of course, this is just my opinion. I’m keeping it real.

America’s Aging Population on the Rise
San Bernardino – A new report by the U.S. Census Bureau highlighted how lower fertility and increased longevity have led to the rapid growth of an older population in the United States and around the world. According to the report, in 2015 among the 7.3 billion people on earth, nine percent were 65 years of age and older. That percentage is projected to increase to 12 percent of the world’s population by 2030 and grow to 17 percent by 2050—in the United States that number is expected to reach an unprecedented 21 percent of the nation’s population by the year 2050.

Hardy Brown College Prep Announces Early Start Kindergarten Program San Bernardino
D

Beginning Monday, November 26, Hardy Brown College Prep will begin accepting applications for its Early Start Kindergarten program, which allows early entry into transitional kindergarten for children who will be 5 years old by January 7, 2019. Early Start Kindergarten will begin January 7, 2019 and continue through June 20, 2019. Upon completion of the Early Start Kindergarten program, the students will transition to a full-term session of regular kindergarten the following school year. Type 2 Diabetes: Prevention, Management, and Treatment GUEST COLUMNISTS: Taylor ArburthaClayton and Oyindamola Oyinlola his is the final of our three part series on Type 2 diabetes. Our September 2018 needs assessment survey of 214 Inland residents found that 77% believed that Type 2 diabetes is not preventable; however, we are happy to report that this is not the case. Type 2 diabetes is preventable and reversible with early detection, as mentioned in last week’s article “Type 2 Diabetes: Getting Tested and Diagnosed”, and treatment with lifestyle changes such as diet, exercise, medication management, and glucose monitoring.

Diet: In our survey we asked if “Sugary drinks can lead to the development of diabetes”. If you answered “True“, you would be correct. Sugary drinks including soda, sports drinks, energy beverages, etc., can contribute to obesity, which is a primary risk factor to Type 2 diabetes, as stated in our previous article “Type 2 Diabetes Mellitus: Are You at Risk?”. We also asked if “People with diabetes or prediabetes should incorporate more fruit in their diet.” If you answered “True” to this
question, you would be incorrect. If you review a Glycemic Index (GI) chart you will see how fruit is very high in sugar and is not ideal for diabetics. The type of food, calories per day and Glycemic Load (GL) are key. Exercise and weight control: 34% of participants were not aware that exercise, in the form of cardio, weight-lifting, and/or aquatics, lowers your blood sugar levels. To prevent or cure Type 2 diabetes, control or curb your diet and lose weight. Medication Management: Individuals diagnosed with Type 2 diabetes may require oral medication or insulin. It is important to use your medication as prescribed. Monitoring: To monitor your blood sugar levels, you can purchase a glucometer at a local store or online. A glucometer, or “glucose meter”, measures the glucose in the blood, and displays
and stores the results for you to track. Glucose monitoring is essential in the management of Type 2 diabetes, to control one’s blood sugar levels. Managing your diabetes: Prevent or minimize complications such as infections, vision loss, foot problems (amputations), kidney failure (dialysis), heart attacks or neuropathy (decreased sensation in the feet). To learn more, take advantage of a diabetic educator. Our study revealed that only 51% of participants were familiar with the role of a diabetic educator, who can provide you with tools and resources for prevention, treatment, and management of complications of Type 2 diabetes. James Ramos Becomes First Native American Elected to the California State Assembly San Bernardino
S
an Bernardino County Supervisor James Ramos was chosen by 57.87 percent of voters last Tuesday to represent District 40 in the California State Assembly. Ramos beat his opponent, San Bernardino City Councilman Henry Nickel, by double digits to fill a seat vacated by former Assemblyman Marc Steinorth of Rancho Cucamonga. Steinorth left the Assembly earlier this year when he attempted and failed to unseat San Bernardino County Second District Supervisor Janice Rutherford, he subsequently ran for a seat on the Rancho Cucamonga City Council. Where he currently holds a razor-thin lead over his nearest opponent. With Ramos’ election to the State Assembly, he will leave a seat on the San Bernardino County Board of Supervisors he has held since 2012. During his tenure he also served as Chairman of the Board from 2015 to 2017. Throughout his time in this position, Ramos remained focused on issues of importance to the Third District—the area he represented— and the county at large. Born and raised on the San Manuel Indian Reservation, Ramos grew up in a mobile home in one of the most poverty-stricken areas of San Bernardino County. He developed a strong work ethic in his youth and eventually became a successful entrepreneur owning two restaurants in the San Bernardino region. Ramos and his wife Terri have been married for 28 years and are
the proud parents of four children. As a politician, Ramos continues to set precedent. He was the first Native American elected to the San Bernardino County Board of Supervisors, the first Native American to serve on the San Bernardino Community Board of Trustees and he will now serve as the first California-born Native American elected to the California State Assembly.
Cal State’s End to Remedial Classes Appears Promising Sacramento
T
he Cal State System has eliminated the socalled remedial/developmental education courses that many students were required to take instead of being allowed to enroll in a college level course that met bachelor’s degree requirements. In the 2017-2018 school year, nearly 40 percent of the freshman class took one or more remedial course in either English, math or both. This year, those courses were replaced or merged with classes redesigned to provide college credit. In previous years, students who entered with low grades in high school math, English or both were required to take such courses before they could begin college level work, yet they and their parents were still charged college tuition rates. This year, remedial courses were eliminated at all 23 Cal State campuses and it now appears that by providing extra hours of practice and tutoring for such students, many are apparently able to

successfully compete at the college level in these areas, although experts caution it is still too soon to determine the rate of overall student success in these higher-level courses. While some campuses where ahead of the curve regarding the change and already had courses available, statewide implementation required not only a redesign of course materials but also the training of teachers. According to the publication EdSource, some professors have admitted that eliminating the use of remedial classes was not without challenge— there was some initial confusion over the assignment of faculty and students to the revised, for-credit courses. Riverside - November 12 through 16 is designated American Education Week, a period set aside to celebrate publication education. Assuring a quality public education is available from kindergarten through college and/or university is essential. Although there is still much work to do in this regard, there is also much to celebrate. Earlier this year, two dozen local elementary schools and two school districts were honored as part of the California Distinguished Schools Program. Good news regarding education in the inland region this year did not end there. In late October the Military Times announced for the fourth time in five years, Norco College ranked number one among two-year colleges for veterans, and Moreno Valley College was named to the “Best for Vets” list. Also, in recent weeks, both Crafton Hills and San Bernardino Valley Colleges announced plans to soon offer tuition-fee programs.

Creating Higher School Engagement Washington D.C.

hildren tend to have higher levels of school engagement when involved in one or more extra-curricular activities like sports, lessons (music, etc.) or clubs. The impact of school engagement on a child’s education was assessed using four questions from the U.S. Census Bureau’s Survey of Income and Program Participation (SIPP) that asked parents about their child’s school-related attitudes and motivation. Because children’s lives are shaped by their experiences in school and in extracurricular activities, most experts agree both can play a key role in a student’s learning, identity formation and socialization. A new report by the U.S. Census Bureau titled Child’s Day found that children who engaged in extra-curricular activities were highly engaged in school compared to children who did not. According to the report, forty-two percent of school-aged children

were involved in sports, 30 percent were involved in lessons, and 28 percent were involved in clubs. It also revealed at least nine percent of children participated in all three extracurricular activities. Another section of the report held significant resonance for the inland region where so many children live in poverty. It highlighted how children in poverty were much less likely to participate in each of the three extracurricular activities identified. It further stressed that a lower percentage of children (26 percent) who lived in homes that lacked access to enough food at some time in the previous 12 months were highly engaged in school compared with 38 percent for children in homes identified as foodsecured. The recently released findings were based on data from the 2014 SIPP Survey. Not surprisingly, it also showed children with a college-educated parent were more likely to be in a gifted program, and less likely to have ever been expelled from school or repeated a grade.

Striving for the Extraordinary at Hardy Brown College Prep - An Interview with Margaret Fortune S.E. Williams Contributor

ardy Brown College Prep School in San Bernardino achieved remarkable doubledigit year over year improvements in student proficiency in both English/ Language Arts and Math on this year’s standardized tests—far exceeding average performance improvements at both the statewide and local levels. “We always want to have our absolute proficiency with students be higher, but the double digits growth we experienced in English/Language Arts and Math in one year is extraordinary,” said Margaret Fortune, President and CEO of the Fortune School of Education. During an exclusive interview with The IE Voice/ Black Voice News, Fortune spoke with openness and pride regarding the progress of the “young scholars” who attend Hardy Brown College Prep (HBCP). A public charter school located in downtown San Bernardino, HBCP opened in 2010. “We have made a lot of progress in a few short years,” she proclaimed.
The school, which serves children from kindergarten through eighth grade, has an enrollment of about 311 students. The student body is predominately AfricanAmerican (68 percent), and 25 percent Latino with a female to male ratio of 55 to 45 percent respectively. In addition, at least 90 percent of the students are from low-income families. Beyond employing a diverse, very experienced teacher corps, the school boasts an 80 percent year over year teacher retention rate. “They are very committed to the school,” Fortune shared, attributing the school’s success in teacher retention to the high degree of investment they have in the school’s mission—to close the African-American achievement gap. “We are also making significant progress toward our goal,” she continued. “I think they see the fruits of their labor as student achievement goes up and up.” Fortune also attributed part of their success in this regard to the school’s fostering of an environment where expectations are very high. HBCP operates under the auspices of the Fortune School of Education (FSE) system that works to
create an environment where teachers receive quite a bit of professional development. “We also offer competitive salaries at our school,” she noted, “about five percent more than the salary schedule for the San Bernardino School District.” In addition, HBCP pays full benefits for their employees and their families with no employee contributions. “Those health care costs have gone up and up, in some years by double digits, and we have kept up with that and made it our priority. We want our teachers and staff to have affordable health care,” Fortune stressed. In addition to the advantage of having a stable team of educators, HBCP has also adopted a new curriculum from an organization in New York called, Achievement First. The mathematics portion of the curriculum is used in grades two through eight, and grades five through eight utilize the English literature segment. “Achievement First is a successful network of charter schools in New York and Connecticut,” she explained. “We looked to Achievement First

F E A T U R E because New York, as a state, is ahead of California in the implementation of Common Core” (a set of educational standards for teaching and testing English between kindergarten and 12th grade). “They [New York and Connecticut] had an opportunity to experiment with curriculum and stumble a little bit before we did, and we thought we could learn from them.” FSE has studied Achievement First for about five years. “The curriculum is much more rigorous, so we increased our level of academic rigor,” Fortune explained. “For example, in language arts we moved away from text books, moved toward novels and really focused-in on teaching kids how to closely read novels and annotate the text so they can really understand the main idea of what they are reading.” In mathematics, HBCP increased their rigor by focusing on students’ conceptual understanding of math rather than rote memorization. “We are really focused on critical thinking, whether its interpreting math or the written word, encouraging kids to think through the problem or paragraph or chapter of the story.” According to Fortune, the focus on critical thinking made a difference in terms of HBCP’s leap in students’ ability to demonstrate their understanding on student assessments. The school’s embrace of best practices did not end with Achievement First. “We also engaged with an organization called the Relay Graduate School of Education for our principal training,” Fortune shared. “We sent all of our [FSE] principals through a year-long, rigorous course based on a book called, ‘Get Better Faster.’” ‘Get Better Faster’ was written by educators at a charter school network in New York and New Jersey called, Uncommon Schools. The focus of the principal training is to coach them on how to instill in their student population the routines and procedures to follow in school, that are conducive to a culture of high expectations. “We teach everything and assume nothing,” Fortune emphasized. “We teach kids how we want them to walk down the hallway. We teach them how we want them to get up out of their chairs. We teach them a series of signals and sign language to use when asking their teachers frequently asked questions, in a way that is not disruptive.” Fortune provided the following examples: If a student wants to go to the bathroom—they are taught a signal for that. If a student wants to pick up their pencil—there is a signal for that. If a student wants to get a drink of water—there is a signal for that. It’s not hard to imagine how, in a classroom with
25 students raising their hands asking those kinds of questions, it can eat up a lot of class time, especially for a teacher who really wants to focus on his/her instruction. “If a kid quietly gives you a signal, the teacher can approve that, and if you are an observer in the classroom you won’t even realize it happened,” Fortune shared. In their ‘Get Better Faster’ training, principals are also taught how to analyze student work against an exemplar of what it should look like, as well as how to guide their teachers on how to monitor their students’ work in real time against an exemplar. The technique is called, ‘aggressive monitoring.’ “Principals are teaching teachers how to take laps around the classroom. The first lap is going to be around compliance. Does everybody have their name on the paper? Is the heading correct?” Next, according to Fortune, if the assignment is to read a text and find the main idea and jot it in the margin, “the teacher now has an exemplar of what that should look like and they go around the classroom and check the work of every student to assure they met that bar.” “You will very rarely see our teachers sitting down behind the desk. Our teachers are engaging with students, making laps around the classroom, comparing actual work against exemplar student work. And in giving that individual attention and having that active teacher style, they are raising the rigor to a college ready bar,” she stated. With the adoption of ‘Getting Better Faster,’ FSE is leveraging the leadership of principals as instruction leaders whose role is to teach teachers how to set the culture of procedures and routines that define how school is done. Fortune defined the principal training program as compelling and well worth the $25K per principal investment. “When our principals think about their school year, they think about, ‘How can I have a championship year, not a rookie year.’” Fortune continued, “You can be rookie of the year, and a lot of what you’ve created is because you hustled, and you put out fires. And, while you are going to get a lot of credit for grit, you may not get a lot of credit for being strategic.” Fortune believes schools that have championship years do what champions do. “They are coached. They study a play book. They video tape themselves and review those tapes after the game. They study other winning teams. We do all of these things at Hardy Brown College Prep.” In that same spirit, at HBCP the principal carries around a tripod and video tapes teachers instructing their classes. feedback, the principal sits down with the teacher—and following a protocol about how to facilitate these feedback sessions—and provides feedback on the teacher’s classroom instruction. “Not based on what they remember, but on what they both teacher and principal can see,” Fortune stressed. Last year, the school also introduced a new program in ‘hands-on’ science. “One of our goals is to continue down that pathway and we are really excited about that. For the last four years, we’ve taken our 5th graders on an overnight trip to Cal Poly San Luis Obispo to do science experiments in their ‘Learn by Doing’ science lab. Our students really enjoy that opportunity and last year we introduced ‘handson’ science going all the way down to kindergarten. You can see kids doing science, not reading a text book but doing

it, getting their hands dirty and doing experiments. That kind of hands on work really peaked their interests,” she proclaimed. This year for the first time, the school is taking students in grades 6 through 8 to the Cuyamaca Outdoor School in San Diego. Although the four-day experience will be part bonding for the students, the outdoor education camp focuses on ‘next generation science standards.’ Students will not only be exposed to nature, they will also do naturebased science experiments. “We think this is going to be another neat tradition for kids,” she said. Another important element of HBCP’s success is parent participation. “We really believe in parent involvement and we ask parents to volunteer for 49 hours per year.” It
is a completely voluntary service to the school and can include parents doing homework with their child, reading to their child, etc. “Those activities parents do at home, can bolster the education of their children by creating a learning environment at home and at school, Fortune explained. HBCP also offers a parent academy that is modeled after the book titled, Parenting Practices. The book is a study of practices employed by low income, minority parents who were successful in getting their children into and through college. The academy focuses on 12 practices and brings in speakers to train on those characteristics. The major pillars of the academy are parent involvement and how to understand and get involved in your child’s school. The parent academy also focuses on school attendance, i.e., you must show up to learn, academic rigor, Common Core and education technology. Parents learn about college and career readiness. The academy also brings in directors and advisors from colleges to explain to parents the requirements to go to college. “Our largest attendance at these sessions are from kindergarten and first grade families. Parents of kindergarteners are learning about the ‘A through G” requirements for the University of California.” Fortune continued, “We also hold a parent convention in Sacramento every year and we fly up a delegation of parents from HBCP to join the families of students of our other six schools. We have a theme that is different every year. Last year our theme was around, Teaching the Culture. The same culture that we have for the kids, we teach it to the parents, so they can understand the environment of the school. HBCP provides additional opportunities for parent engagement. For example, this year the school launched a parents’ support group led by Linda Hart from the African-American Mental Health Coalition of San Bernardino.” The group meets the second Wednesday of every month. According to Fortune, HBCP is very excited about the holistic support the school is providing its parents. The social and emotional support extended to parents is also part of the learning experience of their students. In addition to academic rigor there are other dimensions to the HBCP school experience which includes a daily yoga practice for every child. “We have a social and emotional learning curriculum that is new to the school this year,” Fortune highlighted. “Kids at all grade levels are being taught about coping skills for school and life. The program called, Second Step, is taught for 10 to 15 minutes every school day.” HBCP also has a team of counselors and
psychologists that work with students with various special needs. The school works to mainstream these students as much as possible and provide them with the same exposure to academic rigor as general education students. “Our model benefits students with special needs. Our education philosophy is called the Five Pillars, it includes High Expectations, Choice and Commitment, More Time, Focus on Results and Citizenship. The More Time pillar is of great value to students of special needs because we do what we call, intersessions.” HBCP operates on trimesters and in between each trimester, the school holds what are called intersessions for children who need extra support. During an intersession which lasts two weeks, students performing at grade level go home with a project, and the children who need more support stay with their classroom teacher and have small group instruction. According to Fortune, this approach is helpful for all students and is a particularly beneficial model for students with special needs. Another element of HBCP’s strategy includes a longer school year (190 days of instruction versus the standard 180 days) and longer school hours (7:30 a.m. to 4:00 p.m., kindergarten 7:30 a.m. to 2:45 p.m.). “It’s not just the magic of time,” Fortune advised, “It has to be time well used.” All these efforts played a role in the overall year over year progress achieved by HBCP scholars as compared to local area schools and the State of California. The year over year growth in English/ language arts and math at the state level was one percent. For HBCP, the growth was an amazing 11 percentage points in English/language arts (ELA) and 14 percentage points in math. Fortune also noted the good year over year growth attained by schools in the City of San Bernardino. They grew by four percentage points in ELA and three percentage points in math. The results attained by HBCP and San Bernardino are before you control for race or income. “What Hardy Brown is doing because we have a predominately African-American, low-income student population, is achievement gap closing work,” Fortune stressed. In describing the school’s goals for the coming year, she explained they will work toward improvements in academic performance. “We aren’t satisfied with where we are although we are excited about our growth. We know there is more work to be done. Our goals are to continue to engage our parents and families in meaningful ways that will lead to the long-term success of our scholars.”

Local Communities in High Fire Hazard Zones S.E. Williams Contributor
I
n recent days fires raged up and down the state of California. Years of unforgiving drought and ferocious winds collided and exacted a devastating and costly toll in lives and property. Such tragedies are occurring with increased frequency—each event out ranking the one that came before. By Tuesday, 44 people were dead, more than 200 remained missing and 9,000 firefighters bravely battled conflagrations that, beyond the loss of life, had already destroyed 7,000 structures and charred more than a hundred thousand acres. These fires showed what can happen when circumstances coalesce and create conditions that limit residents’ ability to out run the flames. Combine the potential for future wildfires with the number of Californians now living in harm’s way and it is clear the dangers persist. As the drought continues and the velocity and/ or duration of Santa Ana winds increase, the probability for future, devastating wildfires is nearly assured. When that potential is considered in relation to years of development in the state’s wildland/urban interface areas (WUI), the risks become even clearer. WUI’s are often defined as zones of transition between unoccupied land and human development. Much attention is given and rightly so to the role Santa Ana winds play in California wildfires. An interesting case study of the North Bay and Southern California (NBSC) wildfires of 2017, revealed the December fires that occurred in Southern California that year arose during the longest Santa Ana wind event on record. This resulted in what was then identified as the largest wildfire in California’s modern history. Recent fires have since claimed that title. The NBSC study also highlighted the state’s wildfire history as one littered with fast-moving, destructive wildfires occurring adjacent to populated area. Unfortunately, nearly onethird of all Californians live in areas identified as wildland/urban interface zones and that number is only expected to increase in the coming decades.
On Monday morning four major wildfires raged in the state. In Southern California, at least ten communities remained under mandatory evacuation orders. Each day, the number of dead increased. Wildfires can spread with such furious velocity there may be little opportunity to escape—sadly this was the lesson of Paradise, California. Experts say having a fire plan is important. Such plans increase the probably you and your family will be prepared for an emergency event. The plan should include the telephone number of a friend or relative outside the area that all family members can check in with, in case you are separated during the event. Keep your important documents in a fire-proof lock box. Take time to master the various escape routes out of your community or place of employment. Check with your children’s school to assure yourself they have an emergency evacuation plan and teacher/staff know how to execute it. In case of an emergency evacuation, know where your kids will be taken. In addition, make sure you have adequate fire insurance coverage. Many homeowners make the mistake of insuring their property based on market value or the mortgage amount and the value of their personal property. Instead,

An Unforgettable Week Redlands

arlier this month, the Redlands based 501 (c) (3) charity, The Unforgettables Foundation, enjoyed an unforgettable week participating in a variety of events across the inland region. The events which occurred in succession, were hosted in four different cities including San Bernardino, Murrieta/ Temecula, Rancho Mirage and ended back to San Bernardino. The action kicked-off Saturday, November 3, when The Unforgettables Foundation (TUF) was the beneficiary of a very successful San Bernardino International Airport AirFest where patriot jets performed for those in attendance. On Monday, November 5th, over 20 PGA Tour Champions, including Jay Haas, Vijay Singh, John Cook, and Duffy Waldorf, joined longtime friend of TUF and top 25 golf star Tom Pernice Jr., for the Tom Pernice Charity Golf Classic at Bear Creek Golf Club in Murrieta to raise much needed monies for TUF “mission of mercy” for the parents of lost children.
