Corey Jackson Makes History

Corey Jackson made history on November 8 2022, when he became the first Black openly gay member of the LGBTQ+ community to be elected to the California State Assembly.

Jackson will represent Assembly District 60 which is largely Democratic and includes the communities Moreno Valley, Perris as well and parts of Riverside, Hemet, and San Jacinto

It has been 44 years since Harvey Milk became the first openly gay man elected to public office in California. Milk was sworn in as a member of the San Francisco Board of Supervisors on January 6, 1978. With his victory, Milk became a forerunner in the push to elect and ensure more members of the LGBTQ+ community take positions of power at all levels of leadership.

As Milk once declared, “If you help elect more gay people, that gives a green light to all who feel disenfranchised, a green light to move forward.” Jackson is furthering that mission.

voters in AD 60 who elected him, as well as the broader inland region, but also for members of the Black LGBTQ+ community who have long fought the dual battles for equity against racism and homophobia.

In a recent statement from Tony Hoang executive director of Equality California, the largest statewide LGBTQ civil rights organization in the nation, described Jackson as a social justice advocate and leader who has dedicated his career to combating poverty and violence.

Residents of the Inland Empire have borne witness to Jackson’s advocacy and commitment in his many roles serving the community. One that stands out for me most significantly is his advocacy for youth.

As founder and Chief Executive Officer (CEO) of SBX Youth and Family Services, Jackson made it his mission is to break the cycle of poverty and violence and he has demonstrated this commitment through mentoring, educating, and community organizing.

The Inland Empire Community Foundation (IECF) is now accepting applications for the second round of grants from the IE Black Equity Fund through December 16, 2022. This funding opportunity provides capacity and core support to Black-led organizations with a goal of creating better outcomes within the local communities they serve.

In partnership with IE Funders Alliance and IECF, the Fund was created by The Black Equity Initiative – Inland Empire (BEI-IE), a coalition of nonprofit leaders whose work is focused on ending systemic racism and building political and economic power for the Black community in Riverside and San Bernardino counties. Since its inception, the Fund has received significant support from The California Endowment, The James Irvine Foundation, IECF, and more than 50 corporate and private donors. “We know the fight to undue structural racism must be sustained through intentional power building among Black led and Black empowering movements and organizations in the Inland Empire,” said Felicia Jones, Co-Founder of BEI-IE and Associate Director of C.O.P.E. “This funding is important because it allows organizations to build stronger capacity that will positively impact the Black community here.”

With multiple organizations throughout the region, the program

will assist nonprofits that are focused on systems change and power building work in these priority areas: civic engagement, criminal justice transformation, housing justice, health equity, education equity, and economic liberation.

For this second round of funding, nonprofits are invited to apply for a Learning Tier Grant up to $20,000. The application deadline is Friday, December 16, 2022.

Helen Tran set to become first Asian American Mayor of the City of San Bernardino as heavy rain, winds kept voters away

Voter turnout was low in both Inland Empire counties on Tuesday, November 8. Although this is not usual for a midterm election, it is possible this year’s winds and heavy rain may have added to the abysmal participation.

By mid-day Wednesday, Registrar of Voters Offices in Riverside and San Bernardino counties reported voter participation rates of 15.70% and 18.40% respectively.

San Bernardino County

In the City of San Bernardino, Helen Tran seems destined to make history as the city’s first Asian American mayor. She led her opponent

James Penman 61.79% to 37.91% Wednesday afternoon.

Leaders in other mayoral races across the county are unfolding as votes continue to be counted. In Colton, Frank J. Navarro leads the field with 68.48% of the vote; Aquanetta Warren seems certain to hold on as Mayor of Fontana, leading her opponents with 47.45% of the vote.

William “Bill” Hussey leads the race in Grand Terrace with 53.47%. In the City of Montclair Javier John Dutrey leads his opponents with 64.57% of the vote, Janet Jernigan leads in the City of Needles with 54.66% and Paul S. Leon holds the lead in Ontario with 53.99% of the

vote.

In the race for San Bernardino County Supervisor District 2, candidate Jesse Armendarez leads his challenger with 54.54% of the ballots cast in his favor. And in the quest to represent Area D of the San Bernardino County Board of Education, Gwen Dowdy Rogers leads opponents with 58.53%.

Two of the three incumbent board members of the City of San Bernardino Unified School District are leading other challengers in a crowded field for the three seats on the ballot this year. Currently, incumbent Danny Tillman leads

Newsom Leads Strong Team of Democratic Candidates in Securing Election Victories

G ov Gavin Newsom won his re-election bid with a huge margin, leading a pack of democratic candidates that were seeking new terms in statewide offices in this year’s midterm election.

Newsom, who defeated a recall bid last year, easily won the elections against Republican state Sen. Brian Dahle. It is, however, not clear whether Newsom will serve his full term as governor, with observers saying he may be eyeing the US presidency in the event President Joe Biden does not run in 2024. In the run-up to the midterms, Newsom sponsored adverts attacking leading Republican leaders in Florida and Texas, sending strong signals that he may be interested in the country’s top seat.

By early afternoon after election day, no Republican had won any statewide seat, with California Secretary of State Dr Shirley Weber emerging victorious. Weber defeated Republican Rob Bernosky by 58% to 42% of the counted vote, which stood at 5,394,061 (42%) by early

afternoon November 9.

In the race for the California US Senate seat, incumbent Democrat Senator Alex Padilla defeated Republican Mark Meuser. 42% of the vote had been counted by afternoon. In the race for California Attorney General, incumbent Rob Bonta was headed for his first win, having garnered 57% of the vote against Republican Nathan Hochman.

Eleni Kounalakis was winning her bid for reelection as Lieutenant Governor against Republican Angela E. Underwood Jacobs. Other statewide races had incumbent school superintendent Tony Thurmond winning against Lance Christensen.

the field with 14.41%, followed by incumbent Abigail Medina with 14.11% and Mary Ellen Abilez Grande holds third position with 12.35% of the vote.

In a couple of closely watched city council races, Joe Baca leads Ed Scott 31.73% to 29.42% in the City of Rialto. In the City of Redlands’ District 1 incumbent Denise Davis appears certain to hold her seat with 50.90% of the vote. In the historically troubled West Valley Water District, two board seats were on the ballot this year. Dan Jenkins leads in Division 2 with 45.73% of the vote and Kelvin Moore is well ahead of his challenger with 61.27% of voter casting ballots in his favor.

San Bernardino County‘s Measure D seems certain to prevail with yes votes at 58.92% and Measure EE is succeeding with 51.30% of voters in favor.

Riverside County

Two key races in Riverside County this Midterm Election year, those of County District Attorney (DA) and County Sheriff were settled in the June primary election when incumbents DA Mike Hestrin and Sheriff Chad Bianco each received more than 50 per cent of the vote in their respective primary races, sparing them from the

competition of a runoff election November 8.

However, two closely watched races in Riverside County on Tuesday included the race for 5th District Supervisor where Moreno Valley Mayor Yxstian Gutierrez appears to be the victor with 54.23% of the vote. In the meantime, the other closely watched race, the contest to replace him as mayor of Moreno Valley shows candidate Ulises Cabrera leading his closest competitor Jaime Hurtado with 32.85% to 27.26% percent of the vote respectively.

Across Riverside County, at least four cities had tax measures on the ballot and three of them appear to have prevailed. Voters in the City of Corona voted yes on Measure G (64.65%) supporting a tax on commercial cannabis.

Voters in the City of Hemet approved Measure H by 61.88% to continue a Transactions and Use tax. Voters in Cathedral approved Measure K with 55.10% of the vote to fund public services and finance the development of certain projects in the city. The only city tax measure that appears defeated by voters was in the City of Banning where Measure I sought a User Tax on electric energy use for park maintenance, improvement and general purposes. 66.61% of voters in the city said no to this measure.

Covered California Enrollment Launched - Healthcare Help

Available for All Californians

California’s health insurance marketplace, known as the Covered California Health Exchange, launched its 10th open enrollment period on Nov.1.

Covered California is the government agency that offers subsidized Obamacare plans for Californians. Those who qualify receive financial assistance on a sliding scale for their health coverage in compliance with the Affordable Care Act (ACA).

Depending on income, some consumers may qualify for another state-provided health insurance option, Medi-Cal, at a lower or no cost.

U.S. Secretary of Health and Human Services Xavier Becerra joined Congresswoman Karen Bass (D-CA-37), Los Angeles Mayor Eric Garcetti and other Covered California leaders at Union Station in Los Angeles to kick off open enrollment.

“We saw from COVID how many gaps there are in our health public health care system. First and foremost, we’ve got to get people covered. They know they have that peace of mind if they can walk into any doctor's door, into any hospital. It gives them the confidence to do it the right way,” said Becerra. “That's why we're going to continue to expand. When you can offer an American health insurance plan for 10 dollars or

less a month; you can't go see a movie today, not in LA, for 10 dollars… 10 dollars or less a month for peace of mind. That's what we're selling.”

Since Covered California’s first open enrollment campaign in 2013, federal data shows that California’s uninsured rate fell from 17.2% to a record low of 7.0%, the greatest percentage decrease for any state in that period, and below the national average of 8.6%.

Publicly funded Certified Enrollment Counselors, or “navigators,” provide consumers with free, unbiased advice as they look for health insurance options available on the marketplace. They help complete eligibility and enrollment

Buffalo Soldier Descendants Build the Oral and Visual Archives of their Families’

In the weeks leading up to Veterans Day, Southern Californian descendants of Buffalo Soldiers gathered at the California African American Museum, where an exhibition on Buffalo Soldiers was featured. The gathering was facilitated by Donna Jackson-Houston, a descendant who last year discovered her grandfather’s history as a Buffalo Soldier. Since then, she founded The Nogales Buffalo Soldiers Legacy Association, an organization dedicated to honoring the Buffalo Soldiers. Through extensive research and networking at Buffalo Soldier events, Jackson-Houston found other descendants across Southern California, including the Inland Empire, and continues to look for others. Her work is centered around raising awareness of the segregated troops that fought for the U.S., including pushing for an update in the educational curriculum.

“I think it's really awakening people, this whole Buffalo Soldiers movement that Donna has started,” said Forescee Hogan-Rowles, a descendant who also recently discovered her family’s history of Buffalo Soldiers. “I started asking my cousins and my family and then we found out that on my husband's side, his uncle was a Buffalo Soldier. And we didn't even know that until we're sitting there at his funeral, reading his obituary, and it says he's a Buffalo Soldier from Fort Huachuca.”

Black Voice News was able to make portraits of and speak individually with each descendant who gathered at the California African American Musuem’s Buffalo Soldier Exhibition. Their history is documented below.

State, Local Officials Take Actions to Tackle Homelessness Crisis

California state and local officials are serious about tackling the state's growing homelessness crisis head on as it continues to rise.

Last month, Gov. Gavin Newsom signed legislation related to solving this issue.

Over $15.3 billion has been budgeted in housing programs aimed at curtailing California's homeless.

"State and federal resources have certainly made a difference in our communities," said Bakersfield’s Mayor Karen K. Goh. "You know, going back to 2020 and 2021 with the Cares Act and then followed by the American Rescue Plan Act (ARPA), the dollars are making their way to our citizens."

Goh also pointed to Project Homekey as a program that has helped alleviate homelessness.

"Project Homekey resources are being used to transform underutilized motels and hotels, into safe shelter, and in our communities," said Goh.

The COVID-19 pandemic has played a significant role in the rise of homelessness, from 150,000 in 2019 to 161,000 in 2020, according to the U.S. Department of Housing and Urban Development.

The African American population in California has suffered disproportionately from this phenomenon.

The California Budget and Policy Center reports that Black people are roughly 25% of the state's homeless although they make up about 5.5 % of California’s population.

Some of the funding the state provided went to the Community Assistance, Recovery and Empowerment Court — or Care Court, a program that diverts homeless people with severe mental health problems away from the criminal justice system and into mandatory treatment.

Signed into law on Sept. 14, Senate Bill 1338 (Care Court Act) by Sen. Thomas Umberg (D-Santa Ana) and Sen. Susan Talamantes Eggman (D-Stockton) focuses on untreated individuals suffering from psychotic disorders, such as schizophrenia.

Bills Newsom signed on affordable housing

include Senate Bill 561 by State Sen. Bill Dodd (D-Napa), Assembly Bill (AB) 2233 by Assemblymember Sharon Quirk-Silva (D-Fullerton), and AB 2592 by Assemblymember Kevin McCarty (D-Sacramento).

"This historical package will go a long way towards increasing affordable production in California," Assemblymember Quirk-Silva tweeted.

Together, these bills require the California Department of Housing and Community Development (HCD) and the California Department of General Services (DGS) to codify and expand the Excess Land for Affordable Housing program, a state initiative born from the governor's first executive order.

"California’s housing affordability crisis has been more than a half century in the making and the state is tackling this foundational challenge with an innovative ‘all of the above’ approach," Newsom said. "We’ve made unprecedented investments and progress to create more

housing in California over the past four years, including using state-owned land to build homes – one of my first actions in 2019. I’m thankful to Senator Dodd, Assemblymember Quirk-Silva, and Assemblymember McCarty for their efforts in helping us fast-track our progress and bring more affordable housing statewide."

Goh spoke about funding transparency.

"We're seeing new innovation in our cities with these resources going to fund new city departments that help ensure that the city is accountable with the dollars they receive for addressing homelessness, and to better enable the city to show the public, how they're using these resources and the difference that they are making," said Goh.

“We just came out with a report that showed that in the past year, because we went out to where you were to try to get to you, especially with our navigators, we saw a rise in the number of African American enrollees by 49%. And we saw a rise in the number of Latino enrollees by 53%,” said Becerra.

Still, according to estimates from Covered California, 1 million people are uninsured and eligible to get insured with low-cost or no-cost plans.

“Regardless of your income, if you need health insurance or if you’re covered directly through a health insurance company, come to Covered California to see if you can get financial help to make your insurance more affordable,” said Jessica Altman, Executive Director of Covered California. “The increased and expanded help that was extended by the Inflation Reduction Act is changing lives by helping more Californians

get covered and stay covered.”

Getting and maintaining coverage is a critical first step that cannot be overstated, some health advocates say, but the healthcare system still has opportunities to better serve Black Californians. A recent California Healthcare Foundation (CHCF) survey found that 90% of Black Californians have health insurance coverage, but nearly one in three reported being treated unfairly by a healthcare provider because of their race or ethnicity.

“Just because Black folks are covered, doesn’t mean they are getting quality care,” said Congresswoman Bass, a former physician’s assistant. “That has nothing to do with Covered California per se. It has to do with the inequities in the healthcare system. And having worked in the healthcare for a long time, I know that those inequities exist, and its across class. So, when Beyoncé and Serena Williams almost lose their life after a normal childbirth, it’s indicative of problems that are related specifically to race.”

The best remedy at this time is engagement. According to the CHCF survey, two thirds of Black Californians report researching a health condition or concern before meeting with a healthcare provider to mitigate potential negative experiences, an observation Congresswoman Bass agrees with.

“The main thing that people can do is make sure that they are well educated. In other words, when you go to a doctor, don’t just leave it 100% up to the doctor, study up on what they are saying,” Bass said. “We need to have advocates inside of healthcare who are trained - sometimes there are medical social workers who do that.”

The class action lawsuit filed in July 2018 reached a historic settlement putting an end to the maltreatment of the youth and the misguidance of their parents.

Regardless of race or sexual orientation Jackson has proven he is committed to making a difference and has the skills, ability and determination to advocate and work for change. He is the kind of leader the inland region and all of America needs to create the beloved community and more perfect union for which we aspire.
