ovember 20 was Transgender Awareness Day—a day set aside to honor and give dignity to those transgender people who have been murdered by hate and violence in the past year. Last week, almost as if to mock the human rights of these individuals, President Trump marked the week by calling on the U.S. Supreme Court to fast-track his proposed ban on transgender individuals serving in the military-an initiative he introduced last year. Currently, there is no federal law that explicitly prohibits discrimination against lesbian, gay, bisexual, and transgender (LGBT) people. Title VII of the 1964 Civil Rights Act specifically outlaws hiring or employment discrimination based on “race, color, religion, sex, or national origin,” but does not make any mention of sexual orientation. Although several attempts to amend the Civil Rights Act to include the LGBT community have failed, more and more courts recently have ruled that members of the LGBT community are entitled to protection under Title VII. The military policy announced by the president last year defied recent court rulings and would prevent anyone with a condition identified as gender dysphoria from serving. It would also overturn a decision made by former President Barack Obama that allowed such service.

Gender dysphoria is a form of distress experienced by transgender people usually because the sex and gender they were assigned at birth does not match the person’s gender identity. Trump’s appeal to the Supreme Court on this issue is viewed by skeptics as an attempt to by-pass the appeals courts who have frequently ruled against his policies. In the meantime, the president’s continued efforts to demonize members of the transgender community may only result in more animosity toward this vulnerable group. Year to date, according to the Human Rights Campaign, 2018 is on track to be the worst on record for deadly assaults against transgender Americans. By the end of September, the agency had already reported 21 incidents of fatal violence against members of the transgender community across the country. There were 28 transgender individuals murdered in 2017. The murders of transgender individuals have increased during each of the last three years— there were 22 murders in 2015, and 23 murders in 2016. In addition, of the 102 murders of transgender individuals between 2013 and 2017, no less than 86 percent were people of color. continued on page 17

Riverside – On Friday, November 23, Riverside kicked off the holiday season with the grand “switch-on” of the 26th Annual Festival of Lights. The free, six-week long light spectacular is one of the largest holiday light collections of its kind in the nation. The festival is a yearly gift to the community from the owners of the downtown Mission Inn, Duane and Kelly Roberts, who saved the historic hotel from destruction in 1992. The light display attracts nearly 500,000 visitors each year from all over the world. The opening event featured 5 million holiday lights, 200 animated features, fireworks, horse drawn carriage rides, elf tuck-ins, fresh snow, elaborately decorated Christmas trees and many other festival surprises. The festival in downtown Riverside will continue through January 6, 2019.

Climate Change Projections for California and the Southwest

A

damning report on climate change was quietly released by White House officials last Friday. Critics questioned the unexpected timing and unannounced, early release of the National Climate Assessment Report. Some alleged the Administration hoped the disturbing news about the impact of climate change would somehow be buried amid the hustle and bustle of the Thanksgiving holiday weekend. The report was not supposed to be released until sometime in December, and although the Administration may have preferred not to publish the findings at all—it had no choice but to comply with federal law. In 1990, President George H.W Bush signed the Global Change Research Act and established the U.S. Global Change Research Program (USGCRP) to better “understand, assess, predict, and respond to human-induced and natural processes of global change.” The law requires the USGCRP make a report

to both the president and congress each year. In addition, the law mandates the USGCRP produce a comprehensive, cross-sectoral report every four years. The recently released 1,700-page USGCRP document reflects the work of scientists from more than 13 federal agencies who coalesced to render the report’s dire projection—that tens of thousands of Americans will die each year as “unchecked” changes in the climate continue to wreak havoc on the nation’s environment and the economy. The warning also included frightening projections for the impacts the changing climate will have on jobs and agriculture. Despite the report’s dire assessment, climate watchers hold little hope it will have any impact on the current administration’s approach to climate change. The president has continued to express views on this issue that directly contradict what his administration’s own scientists concluded in the report. As recently

Staying Sober This Holiday Season

W

ith the Christmas holidays fast approaching you may be wondering how you can stay sober with parties, dinners, and social gatherings. Whether you are newly sober or 5 years into your recovery, it can be difficult to gear up for sobriety during the holidays. Holidays are also a time when people reunite with family members or friends that they haven’t seen in a while. This can bring up charged emotions, and people may turn to alcohol to cope with feelings such as: stress, anxiety, anger, loneliness, and depression. If you know that you are going to be around family members, friends, or colleagues that will trigger you to drink, plan ahead. Having a plan can help you feel confident in your choice not to indulge. Find someone who you can turn to if you experience cravings to drink. This person may be a therapist, friend, or family member. It can also be a sponsor or someone who has agreed to hold you accountable. You can let this person know that you are going to a gathering or party where there are likely to be

triggers. s t e p

When you experience an urge or craving you can outside and call this person. A sober buddy can help remind you that in the morning you will feel a lot better if you stay away from alcohol. Pack seltzers or sodas so that you have something in your hand. This can help prevent someone from approaching you and offering you a drink. There may be a community in your neighborhood that is celebrating without alcohol. You can check out different groups on meetup.com or you can search for sober meet up groups. You can also increase your attendance to groups like Alcoholics Anonymous. Members will often organize sober holiday events and it can be helpful to surround yourself with others in recovery. Remember, there are so many others out there who are staying sober this holiday season. No matter what stage of recovery you are in, it is important to plan ahead so that you feel confident in resisting alcohol. The holidays do not last forever, and soon you will resume your “normal” life. Remind yourself that it feels good to be sober.

General Motors’ Restructuring May Be Just the Beginning Rancho Cucamonga

O

n Monday, General Motors (GM) announced layoffs in North America and the stock market rallied on news of the company’s restructuring; meanwhile, nearly 14,000 factory workers and white-collar employees are expected to lose their jobs in the coming months. Based on initial reports, it appears employees at the GM Distribution Facility in Rancho Cucamonga are not impacted by the company’s proposed changes. Sluggish sales have caused GM to cease production of its Chevy Volt early next year. The Volt will be among several low-selling brands the company plans to discontinue. It appears the changes will impact two plants in the Midwest states of Michigan and Ohio as well as a third plant in Canada. In a press statement, company officials said, “GM is continuing to take proactive steps to improve overall business performance, including the reorganization of its global product development staffs, the realignment of its manufacturing capacity and a reduction of salaried workforce.” GM Chairman and CEO Mary Barra defended the company’s restructuring initiative based on changing market conditions and customer preferences. She shared how the industry is changing rapidly when you consider propulsion, autonomous driving and ride sharing. “We want to be in front of it while the company is strong, and the economy is strong,” she stressed. During an interview with the Detroit Free Press, Jon Gabrielsen, an independent adviser to the automobile industry, cautioned that GM’s

action may be just the beginning as it is just the first corporation in the auto industry to take tangible restructuring actions—and, there may be more layoffs to follow. “This may not be the last plant closure for GM, and we have not yet seen Ford and FCA show their hands,” he explained.

Napolitano’s Examination of UC Police Departments Nears Completion Riverside

E

arlier this year, University of California President Janet Napolitano created a presidential task force to examine the investigative practices, use of force-related policies and training of the UC police departments. The task force is one of the ways Napolitano hopes to strengthen the police departments’ practices as well as their relationships and interactions with local communities. The task force was charged with delivering a written report including guidance and recommendations to the president by December. It was charged with reviewing current procedures and establishing a process for the continuous re-evaluation of best practices going forward in several key areas.

Those areas included, how complaints are received, processed and investigated at UC police departments and to provide recommendations related to quality and consistency throughout the system; training protocols and policies regarding the use of force and their appropriateness; the post-incident review processes for use of force and other significant events; and the various UC police departments engagement and training in relation to the community including police advisory boards to strengthen communication with students, faculty and leadership. The task force has developed a list of draft recommendations and is currently soliciting feedback and comments from each of the UC system’s various campuses, including UCR.

“Everything’s Coming Up Roses” Moreno Valley – The 2020 Rose Parade in Pasadena can’t come soon enough for members of Moreno Valley’s Rancho Verde High School Crimson Regiment Band and their supporters. In mid-October, the high school bandmembers learned they were selected for the honor when Laura Farber, president of the 2020 Tournament of Roses, made the on-campus announcement. In a Facebook posting school officials wrote, “This is exciting news for all members and staff. Over 1000 bands apply every year and they choose 15 bands from 15 different geographical areas around the world, and Rancho Verde will be representing Southern California, California and the West Coast.” One million people are expected to line Pasadena’s Colorado Boulevard on December 31, 2019, when the Rancho Verde High School Crimson Regiment Band makes its Rose Parade debut, and nearly 60 million more are expected to watch on television.

New Procedure Will Streamline Child Custody and Visitation Agreements

B

eginning January 1, 2019, the San Bernardino Superior Court will implement a new procedure for processing custody and visitation agreements made during child custody “recommending� counseling appointments. Under the new process, a court appearance will not be required under certain conditions. For example, in cases where those involved reach a complete custody and visitation agreement, the child custody counselor responsible for the final recommendation will prepare the agreement while both parties are present and provide a copy to them to review and sign. Child custody counseling is a form of negotiation between parties with the help of a mental health professional counselor who help them reach an agreement regarding custody and parenting issues. The goal is to help parents through compromise, develop a parenting plan that reflects the needs of their children in ways that will enhance the quality of their lives. If parties do not reach an agreement, the child custody counselor

will make recommendations to the Court. This service is provided free of charge and generally occurs before the first court appearance. Subsequently, although the custody matter will remain on the court calendar, the parties involved will not be required to appear if the only issue before the court is custody and visitation. Officials believe this revised process will improve efficiency by reducing or eliminating unneeded court hearings. It is also expected to save time and resources for litigants while still ensuring the parties have an opportunity to object to the settlement. Living with Aids in the Inland Empire S.E. Williams Contributor Editor’s Note: This year, the IE Voice/Black Voice News, is once again partnering with Deputy Director Michelle Burroughs and her team of talented interns at UCR’s Center for Healthy Communities to highlight health issues impacting the inland region. The new series begins with a look at HIV/AIDS from four demographic perspectives—each is the story of an inland area resident living with the virus. Two of their stories appear this week, the other two will be featured in next week’s publication.

aturday, December 1, is World AIDS Day, a day set aside by the international community to raise awareness of the AIDS pandemic caused by the spread of HIV, while also mourning those who have died from the disease. On this 30th anniversary of World Aids Day, the theme is “Know Your Status.” According to the Kaiser Family Foundation HIV remains the leading cause of death world-wide. “Approximately 36.9 million people are currently living with HIV, and tens of millions of people have died of AIDS-related causes since the beginning of the epidemic.” According to the Joint United Nations Programme on HIV/AIDS (UNAIDS) project there has been significant progress in the treatment of the illness since 1988. The good news today is--three in four people know their status, however there is still much work to do. There is a growing need to reach people living with HIV who do not know their status. In addition, once individuals learn they are HIV positive, they must also be linked to quality care and prevention services. The agency noted, “HIV testing is essential for expanding treatment and ensuring that all people living with HIV can lead healthy and productive lives.” Sadly, stigma and discrimination still discourage people from taking an HIV test. Far too many still only get tested after becoming ill and symptomatic. Locally, its been a year since Riverside Public Health officials reported on the dramatic increase in the number of people in Riverside County living with HIV/AIDS. The report showed a staggering 51 percent more people are living with HIV/AIDS in the county than was previously reported. Although the staggering increase was largely

attributed to a change in how the data was collected, the numbers raised eyebrows. This was because previously, there were 3,252 cases reported for 2016 (the latest figure available) compared to 5,522 based on the new calculations for the same period. “Those of us working to address the health needs of people with HIV/AIDS have speculated that the demand for services was greater than the statistics illustrated,” said David Brinkman, Chief Executive Officer of Desert AIDS Project in Palm Springs. “We now have even more accurate data to better target our prevention and care efforts and evaluate what resources will be needed in the future.” According to the Riverside Community Health System, in 2016 there were more than 5,500 inland area residents living with HIV or AIDS in Riverside County and since 2010 no less than 245 people a year are diagnosed with HIV. The Centers for Disease Control has stressed that HIV transmission cannot be eliminated if individuals do not know their HIV status (i.e., whether they are HIV positive or HIV negative). An HIV test is the only way to determine if a person is living with the virus. Once an individual knows he/she is living with HIV, it is imperative they do all they can to eliminate the likelihood of transmission. Approximately 70 percent of new HIV infections each year occur among men, though women are also impacted. Men who have sex with men represent the largest proportion of new infections, followed by men and women who acquire the virus through heterosexual sex and injection drug use. More than half of new HIV infections occur among African Americans, while Hispanics are also disproportionately impacted. Associate Professor and UCR HIV Researcher Brandon Brown has also argued that interventions are urgently needed to reach older adults as well. may have stemmed from the stigma that surrounds HIV. The support that Albert lacked from his friends was gained from local HIV support groups in his community. Albert stated that “The Foothill Aids Project (FAP) and TruEvolution are the only support groups that I have in Riverside. TruEvolution and FAP have been doing a lot for me and I can’t wait to see what they can do for me in the future.” Through these support groups, Albert is able to receive HIV therapy, transportation, food vouchers, and also housing assistance. When asked how HIV has impacted his love life, Albert stated, “I feel like now I’m in a place where I have this illness, and no one wants to be with me. That’s what’s missing in my life and I feel like that’s what I need. I know that I am only getting older. I just hope that someone will love me for who I am with my illness.” Albert mentioned that perhaps the reason others are afraid of being in a relationship with someone who has HIV can be attributed to the stigma and misconceptions surrounding the illness. “They [researchers] have proven that HIV people can be with negative people and negative people can be with HIV people. An HIV positive person can have a sexual relationship with another HIV positive person so long as protection is worn.” He added, “You cannot get HIV by eating behind someone and you cannot get it by kissing or through saliva.” Albert believes that through education, some of the misconceptions about HIV that exists in many communities will be dispelled and this will lead to a waning of the stigma associated with the virus. Despite the challenges he has faced, Albert considers himself a survivor because he has lived with HIV for two years now. He is staying strong and very optimistic about the future. Explaining his optimism Albert shared, “I want to be here because I have nieces and I have a nephew on the way.” Albert willingly offered advice to younger people living with HIV. “I advise them to take their pills and don’t let family stress you. You’re going to have problems with depression and suicidal thoughts, but don’t give up. If I can do this for two years you can do this for two years. The more you can outlive this thing, one day they are going to have a cure and I just hope that they do come out with one.” He concluded, “For those that are out there that don’t know their status, I recommend for them to go get tested—know who you are and know your status because your life is worth it. We are humans and we are going to encounter problems—but, just pray. as last week, President Trump again referred to climate change as a “hoax.” The National Climate Assessment does not define Climate Change as a “hoax.” Far from it— the report offers a provocative and concerning summary of the impacts of climate change on the United States, now and in the future. The report is the culmination of efforts by a team of more than 300 experts who were guided in their work by a 50-member Federal Advisory Committee. In addition, their work was extensively reviewed by the public and other experts which included not only those in federal agencies but also a panel of the National Academy of Sciences. The report’s projection for California as part the Southwest portion of the United States showed heat, drought, insect outbreaks, flooding/ erosion, and competition for water supplies will increase in the region with continued climate change. The report highlighted the following impacts: • Fire models project more wildfires and increased risks to communities across extensive areas.

• Snowpack and streamflow amounts are projected to decline—decreasing surface water supply reliability for cities, agriculture and ecosystems. • Because the Southwest produces more than half of the nation’s high value specialty crops, it is projected the yields will be reduced due to increasing temperatures and increasing competition for scarce water supplies. As a result, jobs will lost in some rural communities. • Sea level rise is projected to increase as the earth continues to warm and will result in major coastal damage as wind-driven waves riding higher seas will reach farther inland. • Projected regional temperature increases, combined with the way cities amplify heat, will pose increased threats and costs to public health in southwestern cities (home to more than 90 percent of the region’s population). Experts believe these individuals are especially vulnerable because they sit at the nexus of sexism, transphobia and racism. Whether the deaths of these individuals were officially classified as hate crimes matters less than the actual hate that resulted in their deaths. Murder is at the forefront of issues faced by these individuals, but it is certainly not their only challenge. According to county health officials there are about 27,000 transgender residents in the inland region. In 2017, health officials in Riverside and San Bernardino Counties surveyed 90 individuals living in the inland area who identified as transgender. The purpose of the survey was to identify ways to improve the community’s health and welfare. In addition to a high rate of respondents who reported they had considered suicide, at least two thirds of those who responded reported bouts with depression or an anxiety disorder. The report noted how the internal and external pressure on members of the transgender community can be overwhelming. Some experience feelings of isolation and a belief that many outside of their transgender community do not care about them. As the president and his administration continue to single out various groups for demonization it is important that members of communities across the country stand in solidarity with those who are targeted be they transgender, Muslim, immigrants seeking a better life, women, Black athletes and/or others yet to be identified. The list appears to grow longer with each passing thought that randomly drifts through the president’s dangerous mind about any group that does not fit the ideal of what he considers, “good stock.”
