Whose Progeny Should Lead the Future?

The world’s population just exceeded eight billion people and is expected to surpass 11 billion by the end of this century.

What this means is that demands for everything from water to land to trees and oil will increase proportionately, placing added strain on resources unless advancements in technology can find solutions to these growing demands.

While many are focusing on what it will take to ensure there is enough for everyone, everywhere as we move toward a future world with 11 billion occupants, I was surprised to learn that there are also those who are part of the “pronatalist”movement who advocate for a “policy or practice of encouraging people to have children” according to Merriam Webster.

This movement, however, is more than

Many countries are struggling with declining populations and are also concerned about their growing needs for workers. Yet, they speak poorly of immigrants and advocate for closing their borders…this seems a bit schizophrenic to me.

As the world’s population grows, it is interesting that some just don’t think it is growing in the right places.

College Corps Program Displays Early Signs of Success at UCR

I n October, the #CaliforniansForAll College Corps program launched on 46 campuses. Last week, Josh Fryday, California Chief Service Officer and head of California Volunteers, met with college corps staff members for the University of California, Riverside (UCR) to see how the program is progressing.

Students participating in the program serve communities across the state, including here in the inland region, while earning money to pay for their college education.

Executive Director of Educational and Community Outreach at UCR, Alicia Velazquez, called this program a “Win, Win, Win—a win for the students, a win for the institution, and a win for the communities.”

At UCR, 151 fellows participate in the program. The fellows are divided into three service project categories: education, climate change, and food insecurity.

According to the California Association of Food Banks, approximately one out of five Californians don’t know when their next meal will be. Black and Hispanic communities are the most impacted by food insecurity.

Regarding the climate, San Bernardino and Riverside ranked in the top two spots for having the worst ozone pollution in the country, according to the American Lung Association, State of the Air report for There are 3,200

San Bernardino’s Homelessness Outreach Proactive Enforcement (HOPE) Team in Action

Earlier this month, the San Bernardino County Sheriff’s Community Service and Reentry Division, Homelessness Outreach Proactive Enforcement Team (HOPE) conducted a qualityof-life initiative in the city of Highland.

The goal was to connect with unhoused residents and offer them services such as housing, medical and mental health treatment, and other essential social services.

During the operation, the HOPE Team located 30 encampments. In the process they spoke to 38 homeless individuals, 27 of whom were found to be chronically homeless. In addition, the HOPE team’s interactions included six seniors and one veteran were also contacted during the operation.

According to officials, 37 of the individuals the

HOPE team contacted were referred to assistance programs, 13 of whom received direct assistance.

There were also two individuals who met the criteria for the county’s Project Room Key program. As a result, they were placed at a local motel where they will work with service providers to end their homelessness.

California Senate Bill 170, which provides funding to the Sheriff’s Department to support ongoing operations of this nature, funded this outreach effort.

County officials stated the HOPE team and other aligned resources will continue operations of this type throughout the county over the next several years.

HOPE’s goal is to balance proactive outreach

with enforcement of the law, while also connecting members of the homeless population with resources that may help them transition from homelessness.

The HOPE team has created the publicly available Homeless Activity Reporter survey to allow citizens in San Bernardino County to report homeless activity within the county.

Reported homeless activities are monitored by the San Bernardino County Sheriff's HOPE team and various San Bernardino County Agencies to help improve quality of life within the county. The survey can be accessed on the San Bernardino County Sheriff’s Department website under the “Programs” tab.

Why the Golden State Could have $25 Billion Deficit in 2023-24 Fiscal Year

California’s government may have a faceoff with a $25 billion budget shortfall in the upcoming fiscal year as tax revenues decline, according to a report issued by the state’s nonpartisan Legislative Analyst’s Office (LAO).

Legislative Analyst Gabriel Petek said during a Nov. 16 video press briefing that if the predicted downturn happens, it will be the Golden State’s weakest revenue performance since the 2008 to 2009 Great Recession.

“It is not insignificant, but it is also manageable,” Petek said. “We don’t think of this as a budget crisis. We just think of it as a notable budget problem that the legislature will have to confront when it begins that process in January.”

The LAO, the state legislature’s fiscal and policy advisor, details the budget shortfall and suggests ways to avoid it in the 20-page “The 2023-24 Budget: California’s Fiscal Outlook.”

The document is released yearly around this time to help guide California lawmakers as they begin to put together budget proposals for the upcoming fiscal year.

Petek said the threat of a national recession and actions by the Federal Reserve played a hand in the report’s outlook, but the predicted numbers are not based on a recession occurring.

“Economic conditions are really weighing on the revenue estimates that are a major influencer of our fiscal output,” Petek said. “With high inflation, with elevated inflation that causes the Fed to have to take action to cool down the economy in its effort to bring down inflation. The longer and the higher inflation remains, the more aggressive the Fed has to be. And the more aggressive the Fed has to be, it really increases the risk that the economy will fall into a recession. So, that being said, our revenue estimates do not assume a recession.”

California taxes wealthy people more than other states, so most of the revenue decline is because the rich aren’t making as much money as they used to. The report details that

California could see deficits between $8 billion to $17 billion in the following years.

School Funding Gains

Less spending on large, onetime allocations is one way the state can offset the revenue losses it is expected to experience.

In response to the LAO budget prediction, Assembly Speaker Anthony Rendon (D-Lakewood) said the state has budget resiliency — $37.2 billion in reserves.

“We can and will protect the progress of the recent year’s budgets,” Rendon said. “In particular, the Assembly will protect California’s historic school funding gains, as districts must continue to invest in retaining and recruiting staff to help kids advance and recover from the pandemic.”

State Senate Pro Tempore Toni Atkins (D-San Diego) said in the past, the dreary

budget forecast would have meant program cuts and middle-class tax increases.

“That does not have to be the case this year,” Akins said. “Thanks to our responsible approach, we are confident that we can protect our progress and craft a state budget without ongoing cuts to schools and other core programs or taxing middle class families. The bottom line is simple: we are prepared to hold onto the gains we’ve made and continue where we left off once our economy and revenues rebound."

Petek recommended that legislators not look to the reserves to solve the budget paucity when they begin formulating the state spending plan in early 2023.

“It would be prudent to try and identify other solutions in the early part of the budget period, and then if and when we have a lot more information about the economic situation — if

Other national service programs like AmeriCorps, a federal program, have rules about how the money is spent. Specifically, undocumented individuals like Reyes-Moran are not allowed to participate in AmeriCorps programs or similar federal programs because of their status in the country.

UCR College Corps campus ambassador Sandy Reyes-Moran said this program is a fantastic starting place for her in her

education for children in her community.

Changing the Conversation About Drug Addiction

In 2021, there were 309 fentanyl overdoses in San Bernardino County.

Fentanyl is a synthetic opioid that is categorized as being 100 times stronger than morphine, according to the California Department of Public Health (CDPH). Fentanyl is responsible for more overdose deaths than any other illegal drug in the United States. Over 150 people die every day from overdoses related to synthetic opioids like fentanyl, the U.S. Centers for Disease Control and Prevention reported.

Theresa Clower lost her 32-year-old son, Devin, as a result of a fentanyl overdose in February 2018. To process her grief, Clower decided to draw a portrait of her son at her daughter’s suggestion.

“I chose an image that was taken of him just five hours before he died. And it was a very, very powerful few days for me,” Clower explained. “It was unbelievably emotional for me when I signed my name to that portrait. It was a total release of my emotion. It was my goodbye to Devin.”

With her new drawing skills, Clower wanted to be useful to others and began searching for support groups of people who lost a loved one to substance addiction. Her initial goal was to create one exhibit that would showcase 41 people who died from addiction because at the time, 41 people died from an addiction every five hours. That rate has since changed.

The reception of the exhibit in Maryland was more than Clower could have imagined. Clower said people began asking about the possibility of having an exhibit in other states. Five years later, the INTO LIGHT Project is now a national non-profit organization that is dedicated to changing the conversation about drug addiction and humanizing victims.

Parents Demonstrate for Change to Child Protective

Anton Elementary School is located on the same street block as the San Bernardino County Juvenile office and juvenile court.

Across the street from Anton, parents, sisters and brothers designed signs that condemn Child Protective Services (CPS) and drew pictures that depicted their children being taken away.

On Nov. 16, advocates, families and supporters gathered near the school to march to the San Bernardino Juvenile Court to address the practices of CPS and the juvenile courts. With nearly 6,000 children identified as having placement within the Child Welfare System/ Case Management System in San Bernardino County, families at the rally criticized CPS for terminating their parental rights and quickly adopting their children to others.

A 2022 Human Rights Watch report called “If I Wasn’t Poor, I Wouldn’t Be Unfit” noted, “Every three minutes a child is removed from their home and placed in the foster system. Black children are almost twice as likely to experience investigations as White children and are more likely to be separated from their families.”

More than a dozen people joined the rally which settled in front of the juvenile office. One by one, parents took the mic to air their grievances with CPS and shared stories of their children being taken away in the dead of night, without an explanation.

“Our community needs help. We need protection and most of all, our children do, because CPS is a placement not a parent,” said Bobbie Butts, assistant director of the Family Reunification, Empowerment & Equity (FREE) Project at Starting Over Inc.

Organized by Butts and Daisy Gonzalez of Starting Over Inc., Yvonne Trice of A Mother’s Voice and Crip Justice, the rally was also designed to be a space for support and resources for families. Members of the Time for Change Foundation, a local nonprofit that supports families with low income in their quest to find housing and provides wrap-around services,

also helped organize the event.

Case riddled with errors, misunderstandings and misrepresentation

Aimee Durante is a program assistant at the foundation and shared her personal experience with the court as a parent whose children were removed from her home. Durante said that after 23 hearings and seven years, she proved her case: that her children’s removal was a case of fraud.

“This guardianship has been riddled with errors, misunderstandings and misrepresentation or all three...There is no question that the mother is able and capable of providing for, nurturing and raising her children. While the mother is correct, this case

has not met the standard of showing by clear and convincing evidence that parental custody was detrimental to the children,” Durante quoted as she read the court documents.

“Guardianship order was established as a result of fraud, misrepresentation and procedural errors. Unfortunately, the law prevents this court from providing the mother’s requested remedy at this time, seven years later.”

Despite the court’s acknowledgement of wrongdoing, Durante never regained custody of her children.

eighth state to have opened an exhibit that features local people who have died as a result of an opioid overdose.

“The interesting thing is that each state has put their own spin on how they want to approach this. For example, in San Bernardino, the curator and director of that museum wanted to include personal items of the individuals. It’s such a beautiful deepening of the whole experience for people,” Clower said.

INTO LIGHT memorializes 41 people through portraits, narrative stories and objects that they left behind. The individuals included in the gallery were nominated by a loved one who was interviewed by students at the university. In the exhibition, eight people identify as female, 32 as male and one as non-binary. The oldest person memorialized in the exhibit was 55 years old and the youngest was 14 years old.

“What we really hope that people walk away from if they visit one of the exhibitions is that they come away with a deeper understanding of the human side of addiction. We all know the numbers and we are horrified at the numbers, but there’s just unbelievable stigma and shame associated with this disease and any kind of mental illness. And addiction is definitely a disease of the mind,” Clower expressed.

Universal Basic Income Pilot for Select Residents of the Inland Empire

I n July, California Governor Gavin Newsom signed America’s first state-funded universal income program.

The program allows cities and counties to apply for funding to support current or new programs that help foster youth who recently aged out of the system and pregnant mothers.

The pilot programs are designed to provide regular cash payments as a way “to disrupt poverty, advance equity, and support the basic needs of recipients,” states the California Department of Social Services (CDSS).

Last week, CDSS announced $25 million in grants were being awarded to seven pilot projects across the state, including the inland region. The Inland Southern California United Way will receive $5 million from the grants awarded by the state for a pilot program that will provide $600-$1,200 monthly payments to former foster youth and at-risk pregnant mothers.

The Inland United Way will use the funding to help 500 pregnant individuals and 150 former foster youth.

There was an upswing in support for universal basic income in the wake of glaring disparities in every aspect of American life exposed during the peak of the COVID-19 pandemic.

In 2019, Stockton became the first city in California to pilot a universal income program.

LAO’s budget forecast comes on the heels of Gov. Newsom and the Democratic-controlled legislature's estimated $97-billion surplus that led to the expansion of Medi-Cal eligibility to all immigrants in 2024, a boost in the earned income tax credit, and free preschool for 4-yearolds.

A relief package, priced at $17 billion, to help families, seniors and low-income Californians and small businesses was also approved in June by lawmakers.

The surplus is gone once a budget is passed, according to the LAO, so the fiscal outlook provided to legislators assumes that current state laws and policies will remain in place.

“We make adjustments for caseloads and things that influence the budget expenditures, but if you keep the same policies what would your budget picture look like?” Petek said. “That is what we are trying to tee up for them as they await the governor’s proposal.”

This year, San Bernardino County settled a lawsuit for $7.5 million in a case that alleged that a county social worker was aware of sexual abuse in the foster care system and failed to report it.

“San Bernardino County [and] CPS are on notice,” Carter warned. “My kids are damaged in your care…and still you are holding my kids hostage. Enough is enough. CPS, hold a mirror up to yourself and see what you’re doing [and] quit acting like you know better for our kids when your track record shows you don’t.”

The price of one mistake

Rayanne Zertuche attended the rally with the Time for Change Foundation as a mother whose parental rights were terminated. Zertuche said that CPS is always ready to fight against parents and lacks sympathy and understanding. She was afraid to speak up for her children because she believed CPS would categorize her as aggressive.

“I feel like that made me discouraged to fight and want to speak up. But then again, because I didn’t speak up, it made it seem like I didn’t want my kids, but I do love my babies,” Zertuche explained. “I feel like there should be more of a connection when it comes to the CPS worker. I know that they’re there to try and do their job, but at the same time it’s just a paycheck to them. It’s not really what’s best for the children.”

Despite working to get her life back on track, Zertuche said she made one mistake and it resulted in her losing custody of her three children, who are now in the process of being adopted. Zertuche said she is lucky because she has a good relationship with the foster parent and is able to see her children often.

Last year, advocates, allies and organizations supported Senate Bill 354 which took effect this year. The bill eliminates obstacles that restrict children from being placed in the custody of a relative caregiver who may have a past conviction (unrelated to children). Butts was one of the leading advocates of this bill and now

gives presentations on stakeholders regarding what changes the bill brings.

about, and therefore people who are suffering from this oftentimes won’t come and ask for help. My son was included in that.”

For the INTO LIGHT California exhibit, Elizabeth Jones, a Pomona-based non-binary artist was selected to create the portraits for the exhibit. Jones said that the process of drawing the portraits was a strange, intense and beautiful process. Jones created portraits using images submitted by family members and also read the narratives written.

“I felt like I knew [the families], because I knew their children, their loved ones' faces so well. And so seeing different variations of the people that I’ve drawn, coming and talking to me, it was really moving and connecting,” Jones said. “And at the same time, I felt like I wished I could do more, say more, but I just feel really honored to have been part of the process and to be able to give some life to their loved ones in this way.”

As someone who experienced addiction themself, Jones explained that they hope this exhibit and the education surrounding addiction will encourage others to come out of isolation and “move towards love and connection.”

Jones shared that they hope by humanizing this group of people who “often are rejected or condemned by the larger community” will result in humanizing other marginalized groups of people like those who live on the streets or who have been imprisoned and those with different political and cultural experiences.

The exhibition is intended to raise awareness and destigmatize the shame that is associated with addiction. In October, the museum hosted a Fentanyl Awareness Town Hall with Assemblymember James C. Ramos (D-Highland), following the exhibit's initial opening in September. The town hall sought to bring more attention and education regarding the growing presence of fentanyl as well as the importance of preventative and harm reduction work of local organizations.

As part of San Bernardino County’s Opioid (Fentanyl) Response Initiative, several county agencies such as Public Health, Sheriff, District Attorney, Behavioral Health, County Superintendent of Schools and Arrowhead Regional Medical Center are collaborating with community-based organizations, healthcare

providers and schools to develop strategies to raise awareness and identify solutions to reduce fentanyl use.

“Deaths related to opioid use, such as fentanyl, are completely preventable,” said San Bernardino County’s Health Officer Dr. Michael Sequeira in a statement. “Efforts to reduce the effects of opioid overdose and death are a top priority for San Bernardino County.”

Sequeira also warned people to be aware of the emergence of “rainbow fentanyl,” which is a potentially fatal drug found in pills and powders in a variety of bright colors, shapes and sizes.

There are two types of fentanyl, pharmaceutical fentanyl and illicit fentanyl. Both are synthetic opioids. Pharmaceutical fentanyl is prescribed by doctors to treat severe pain like in the case of before or after surgery. Illicit fentanyl is solid through illegal drug markets for its “heroin-like effect.”

In 2021, CDPH reported 5,722 deaths related to fentanyl overdoses. With the growing fentanyl overdose crisis in San Bernardino and across the state, early this year, Assemblymember Ramos

introduced two bills to address the opioid crisis: Assembly Bill 1627, which makes Naloxone (Narcan) more available to the public to help prevent deaths during overdose emergencies and Assembly Bill 1628, which would require social media platforms to develop policies to prohibit individuals from using the platform for illegal distribution of controlled substances like fentanyl.

INTO LIGHT, California at the CSUSB Anthropology Museum will be on display until June 10, 2023. Following the conclusion of the exhibit, the families are given the portrait of their loved one in a catalog.

The exhibit is sponsored by the San Bernardino County Department of Behavioral Health, CSUSB Office of Community Engagement, CSUSB College of Education MS in Counseling Program and CSUSB Department of Ethnic Studies.

Clower’s goal is to launch an exhibit in each state and change the conversation about drug addiction.

I am nearly certain the future they imagine is being planned as a future free of people of color, members of the LGBQ+ community, immigrants and others they consider less than.

They even have a loosely defined strategy to achieve their take over of the future. During an interview with Business Insider, power couple and pronatalists Malcolm and Simone Collins shared that as long as each of their descendants can commit to having at least eight children for just 11 generations, the Collins bloodline will eventually outnumber the current human population.

We’ve seen this type of pseudo scientific approach to birth rates before. They called it Eugenics. It also sought to establish a master race of the so-called “well born”. An idea that Hilter used to seed his dreams of a final solution.

No matter how pretty they try to package this philosophy of “genetically superior” children as “facilitating the creation of loving dedicated families,” the idea of pronatalism is nothing more than 21st Century Eugenics.

Of course this is just my opinion. I’m keeping it real.

In addition, 68% of the fellows participating in the program are first-generation college students.

According to Katie Vavao, director of communications for California Volunteers, California might be the first state to allow undocumented students to participate in a service program and give them funding for school and living expenses.

Students participating in College Corps receive $7,000 for living expenses, and after they complete 450 hours of volunteer work, they receive an additional $3,000 for their “educational allowance.”

This program provides financial support that helps students stay in school and work in the community. Plus, they're getting great learning opportunities and can practice networking skills while receiving academic credit through the program.

Several recently signed laws are set to take effect in the new year following the end of the legislative session where Gov. Gavin Newsom signed bills focused on restoring rights to systemimpacted children and families. Before the Sept. 30 deadline, Newsom signed Assembly Bill 2159 which prohibits courts from terminating family reunification services of a parent who is in custody before being convicted of a crime and Senate Bill 1085 which clarifies instructions for social workers that homelessness or poverty alone are not suitable reasons to remove children from their homes.

With these bills signed, advocates and community organizations continue to support legislation that improves the rights of children and their families who have come into contact with Child Protect Services.

As parents continue to speak up about the

damage caused to families by CPS, communitybased organizations continue working to make changes to juvenile and criminal justice systems to mitigate the harm done to thousands of children and families. According to Human Rights Watch, 62,000 parents of children had their parental rights terminated in 2019 in the U.S.
