his month offers unlimited opportunities for inland area residents to participate in the holiday spirit of giving. Whether it’s through our churches, service organizations, jobs, etc. the opportunities to participate in the tradition of giving are abundant. The inland region offers unlimited opportunities to do so as poverty in the area remains untenable. Currently, at least 16.4 percent of the area’s population lives in poverty and nearly 20 percent of those are under the age of 18 years. In fact, on average across the inland region more than 23 percent of the area’s youngest children, those under the age of six, live in poverty. As we grow up and older, we come to understand the true meaning of Christmas has less to do with gifts and gadgets and more to do with peace and love, but for children, especially those whose parents don’t have the means to provide some of the gifts and gadgets they hope Santa will have for them in his sleigh, Christmas morning can be a disappointing event. Although I, like many others, have argued passionately against the marketing and materialism that has overtaken the Christmas season, I recognize this is a societal dilemma for adults to grapple with, not children—especially children whose circumstances deprive them daily of most of the trappings enjoyed by the many who are more economically advantaged. In addition, it is also important to remember these children and their families also need more than toys. One in eight families and at least one in four children in the inland region are food insecure. As a result, any donation that assists with groceries will certainly be welcomed. Also, as we move further into what is forecasted to be a cold and wet winter, the need for warm coats and jackets are also pressing. As you think about how you can give to those most in need in our community this season, remember the opportunities to give are only limited by your imagination and willingness to do so. If you can’t give a toy, give a hug and a smile. If you can’t give groceries donate a can good or two. If your resources are limited, find a way to donate your time—many local charities need additional helping hands this season. My mother taught me, and I sincerely believe—that it is so much better to give than to receive. Of course, this is just my opinion. I’m keeping it real.

Volunteer for 2019 Point-in-Time Count Riverside – Both Riverside and San Bernardino Counties are seeking volunteers for the 2019 Point-in- Time Count scheduled for Thursday, January 29. Volunteers will be members of a team of counters who in addition to counting will also administer a brief sub-population survey to homeless persons. The 2019 count is a one-day, street-based and shelter-based effort to identify how many people in the counties are homeless on a given day. Results of the count and survey provide critical updates on national and local efforts to end homelessness. Participation is key to making the 2019 Point-in-Time Count a success. Amtrak Call Center in Riverside Closing— More than 500 Employees Displaced

T
he email message caught the employees off-guard as no one seemed to anticipate the message it contained—that the Amtrak call center in Riverside was closing and its building was being sold. Just like that, with the tap of a computer key, the lives of 500 employees were changed forever with very little notice. The email announcement which arrived Wednesday, November 14, advised employees the call center’s last date of operation will be January 18, 2019. Amtrak’s Mission Grove facility is one of two national call centers operated by the transportation giant. The company now plans to handle its call volume at its remaining center in Philadelphia—the Riverside employees are being offered an opportunity to retain their call center jobs if they choose to relocate to Philadelphia. It was reported by CBS that Amtrak call center employees in Riverside and their representatives, the Transportation Communications Union (TCU) have accused Amtrak of consolidating its call centers while at the same time it has purportedly outsourced some call center work to a non-union shop in Florida.
Amtrak spokeswoman Olivia Irvin said in an email that the company would not discuss the relocation process. Irvin also denied Amtrak has opened a non-union facility in Florida, despite statements that Riverside supervisors flew to Florida to train personnel there. She did admit however that Amtrak retained a company called Business Process Outsourcer in Florida. According to Irvin the workers are not Amtrak employees and they are providing quality service at a lower cost. TCU leaders have contacted local politicians for support as they work through the relocation process with Amtrak in hopes they can help achieve for the best outcome for Riverside’s Amtrak employees. Formal negotiations between the company and the union began last Friday and relocation benefits were among the union’s top priorities. U.S. House of Representatives member Mark Takano, who represents most of Riverside, expressed his frustration about the layoffs. He reportedly called the action’s taken by Amtrak continued on page 18

Report: Old School Toys Better for Building Character and Social Skills
R
emember when toys like wooden blocks, puzzles, balls, and coloring books sparked imagination, and creativity while building character and social skills? Not too long ago, kids around the world gathered on Christmas morning to unwrap those old fashioned handson playthings that young children enjoyed with parents, family and fellow playmates. — things like blocks, puzzles — even throwaway cardboard boxes — that sparked curiosity and boosted social interaction. Then can the age of electronic games and flashy digital gizmos. Blocks, balls and puzzles were pushed to the curb. Whiz-bang, they’re on their way back. Now pediatricians say the best toys for tots are those oldfashioned hands-on playthings. “A cardboard box can be used to draw on, or made into a house,” said Dr. Alan Mendelsohn, co-author of a new report on selecting toys for young children, up to around age 5. Many parents feel pressured by ads promoting tablet-based toys and games as educational and brain-stimulating but there’s not much science to back up those claims, Mendelsohn said. Their main misconception: “The toy that is best is the one that is the most expensive or has the most bells and whistles or is the most technologically sophisticated.”
Simpler hands-on toys that parents and young children can play with together are preferable for healthy development, said Mendelsohn, a pediatrician at NYU Langone Health in New York. The report published last week by the American Academy of Pediatrics cites studies suggesting that heavy use of electronic media may interfere with children’s speech and language development, replace important playtime with parents and lead to obesity. Studies also have found that more than 90 percent of U.S. kids have used mobile devices and most started using them before age 1. The pediatricians’ group recommends no screen time for children up to age 2, and says total screen time including TV and computer use should be less than one hour daily for ages 2 and older. T h e academy’s website www.healthychildren.org offers suggestions on ideal toys for young children, including balls, puzzles, coloring books and card games. The report concludes, not that video games and electronic toys don’t have their place — in moderation, but its believed that kids really need opportunities to socialize and interact with their environment in a way that is hands-on, respectable and tangible.

Youth-focused Entrepreneurship Project Launched in the Inland Empire Riverside
I
n November, the Supermodel Society, a faith-based mentorship focused organization, launched the Networked Economic Expansion Team (NEET). NEET is an initiative focused on fostering entrepreneurial literacy and competency in culturally marginalized youth. The program is focused on teens in grades 9 through 12. “The widening racial wealth gap is a foremost issue of catastrophic economic proportions, and private business ownership is a proven pathway to narrowing that gap,” explained Dr. JerMara Davis-Welch, Founder of the Supermodel Society. “Those who are impacted the most by racial wealth inequality in this country are African Americans and Latinos. That said,” she added, “equipping our young people from those communities with the skill sets on how to start, run, and maintain thriving business enterprises will no doubt position them for greater opportunities for economic success—for themselves as well as for future generations.” NEET held its first session on Sunday, November 18, at the Riverside Public Library. During the session, participants were introduced to social entrepreneurship and were able to meet and hear guest speaker, Voice Media Ventures founder and second-generation publisher of the VOICE and Black Voice News, Dr. Paulette Brown-Hinds. Brown-Hinds gave a powerful and inspiring talk about her entrepreneurial journey. She is also the founder of Mapping Black California, a geospatial technology community mapping and STE[A]M initiative that has a goal of building a “smart and connected” African-
American community in California. On Sunday, December 2, NEET participants gathered for their second session at the Kansas Avenue Seventh-day Adventist Church. During this session, guest speaker and local entrepreneur, Darrell Peeden encouraged attendees to “focus on your passion and work on something you believe in.” Peeden is a co-founder, board member, and executive of Sigma Beta

Assemblyman Jose Medina Reassures Constituents His Office is Open for Businesses
L
ate last week, California Assemblyman Jose Medina announced he is being treated for Guillain-Barré Syndrome. Medina has served the 61st Assembly District which includes the communities of Moreno Valley, Perris, and parts of Riverside since 2012. In a brief statement released by his staff late last week, Medina shared, “In mid-November, I was diagnosed with Guillain-Barré syndrome, a temporary condition in which the immune system attacks the nerves.” The Centers for Disease Control and Prevention (CDC) has described Guillain-Barré Syndrome (GBS) as a rare disorder in which a person’s own immune system damages their nerve cells, causing muscle weakness and sometimes paralysis. GBS can cause symptoms
that usually last for a few weeks. According to the agency, most people recover fully from GBS, but some people have longterm nerve damage. The CDC also reported that continued on page 18

Living With HIV—A Latino Perspective Lillian Ortiz Contributor
Editor’s Note: This year, the IE Voice/Black Voice News, is once again partnering with Deputy Director Michelle Burroughs and her team of talented interns at UCR’s Center for Healthy Communities to highlight health issues impacting the inland region. Last week the collaboration launched with a look at HIV/AIDS in the Inland Empire told from two demographic perspectives—one focused on a senior living with HIV and the other provided an African American’s perspective about being diagnosed and living with HIV. This week, we complete the AIDS series by looking at HIV/AIDS from two additional points of view—a Latino Perspective and the story of an individual who is living with HIV in secret. We hope you find their stories compelling and informative. Each article includes information about where to go for testing and/or additional information and support.
I
n the 1980’s, the Human Immunodeficiency Virus (HIV) epidemic was causing widespread panic. People with HIV were rapidly progressing to AIDS (Acquired Immunodeficiency Syndrome), and many were dying. Unfortunately, medications to treat HIV were not yet available, and it would take years for an effective treatment to be developed. Today, many advances in science have allowed for treatments and medications that effectively treat HIV. Being diagnosed with HIV is no longer a death sentence. Today, diagnosed individuals can lead long normal healthy lives with the help of medications. According to the Centers for Disease Control and Prevention (CDC), in 2016, 21 percent of all new HIV diagnoses were in youth between the ages of 13 and 24. Although HIV is now considered a chronic illness, too often people are left with the perception of what HIV used to be, and not what it is now. Jose Ramirez is a 22-year-old young man from Mexico who obtained asylum in the United States. He shared how his life has changed since he found out he had HIV in June 2017. According to Jose, being diagnosed with HIV was extremely difficult; he believed he was going to die. Since his diagnosis, he has cut down on many social activities and has also distanced himself from his friends. Being diagnosed with HIV comes with an undeniable stigma. The fear of being stigmatized affects an individual’s ability to remain close to friends and family. Jose shares that he distanced himself from his friends after some of his closest friends turned their backs on him because of his status. Jose was able to open up about his status to a couple of friends and was planning the appropriate time to tell his partner. His viral load is undetectable. However, when his romantic relationship soon became public and found its

way into social media, things did not occur as planned. He remarked, “My friend told my then boyfriend that I was going to transmit the disease to him, that he was going to die just like me. We had been intimate but had used protection, and my friends were telling him that HIV was still transmittable even with the use of protection, they did not know what being undetectable meant.” According to the CDC, an undetectable viral load, means that the virus is under control and less than 200 copies of HIV per milliliter of blood, being undetectable reduces the risk of transmission, but does not eliminate it. This is known as U=U (undetectable= un-transmissible). Reflecting on this experience, Jose plans to take a different course of action when dating in the future. Coming from a family with a strong religious background, Jose was not accepted by his mother when he first came out as a gay man. Although he feels that since his diagnosis, his mother has come to accept him, understand him more, and become very supportive. His initial support came from his sister-in-law, who was the first person he told of his diagnosis. She was a strong support system, helping him in every way that she could. Jose’s sister-in-law urged him to inform his brother of his HIV status. Jose eventually did just that, however, it was hard on him because his brother did not have the reaction he expected. Fortunately, as time has passed, he feels like all his immediate family have come to accept and support him. When asked what advice he would give to other young individuals who have recently been diagnosed, Jose stressed that one of the most important things to know is that “you are not going to die, people generally believe that if you’re diagnosed, you are doomed and you have just made your grave, but this is not true.” Based on his experience, Jose would advise those affected by HIV to seek all types of help, especially psychological help. He reflected on the depression that he experienced and said he would urge individuals to seek help in Centers that offer resources, such as TruEvolution, Desert AIDS Project and Bienestar. Today, Jose enjoys volunteering at TruEvolution, and he serves as a mentor for individuals at the Center. “Knowing that you’re not the only young individual diagnosed means a lot. Seeing that others have endured it makes you feel like you will be able to as well,” says Jose. Jose is also a practicing Catholic and despite the backlash he says can exist against gays by the church—his faith remains in God. Being a HIV positive gay man can be difficult, and there is a lot of stigma

Local Attorney, Wife Convicted of Extortion Riverside
R
iverside attorney Rogelio V. Morales and his wife, Mireya Arias were convicted on December 3, on several serious charges that included extortion, attempted grand theft, burglary and hate-crime allegations. According to court documents, in 2016, Morales and Arias filed several gender discrimination lawsuits as a way to push minority business owners into giving them thousands of dollars as settlements for their purportedly fraudulent claims. The way it worked was the couple would target small businesses like hair salons, dry cleaners, etc., then use their services and if they were charged different fees for the same service, they would subsequently file a lawsuit and claim the business had violated the state’s anti-

L Riverside - The Western Riverside County Programs and Projects Committee has recommended moving forward with the addition of a westbound lane to the 92 freeway from Green River to the 241toll road. The added lane is expected to reduce drive time by about 15 minutes. The project is expected to cost about $36.2 million. It is expected to begin construction in 2020 and be completed by fall, 2021. Although the subcommittee approved the 91-freeway lane expansion it disapproved of the idea that called for turning off the meters at the Green River Road ramp. An experiment showed that although it reduced driving time for some morning commuters by about 5 to 10 minutes, it actually created more delay than it saved.

Perris Celebrates the Legacy and Retiremen Andrea M. Baldrias Contributor
O
n Tuesday, November 27th, the Perris City Council celebrated the retirement and legacy of Councilwoman Tonya Burke during their monthly meeting. Residents of Perris, councilmembers, and staff gathered to show gratitude and speak to the lasting legacy that Burke has built in Perris. Since 2014, Burke has strived to meet her promises made during the election and exceeded them by continually striving to find solutions for the residents she served. “In 2014, the Rogers family got this brochure in the mail. I was wondering who this person was, and on the very back were all her visions for the future…,”
Councilmember Rita Rogers remembered. “Yes, you were able to promote higher education and access to employment skills training. Yes, you were able to attract more quality businesses that provide good paying job opportunities for our residents. Yes, you increased transparency by hosting community meetings to encourage public input. Yes, you were able to ensure our residents had safe, well-maintained streets and neighborhoods. You accomplished all of the goals that you stated back in 2014 and so many more,” she proclaimed. From the outset, Burke felt called to be a civil servant in Perris. When she and her family first moved to the community, they were met with pushback. Their car was broken into and vandalized, and their oldest daughter was attacked by a group of girls on the way to school. After that, the Burkes thought it best to pack up and leave, but Tonya still felt mysteriously drawn to Perris. They stayed, and she and her family began getting more involved with the community. Once involved, she started looking at statistics related to the poverty and unemployment rates in Perris. Her seventeen years of experience in workforce development made her want to ensure that the residents of Perris were being presented with opportunities to reach their full potential. Seeing those numbers galvanized her involvement, and she felt a yearning to help in some capacity, despite not knowing where to begin. One day, when lobbying in Sacramento, she met Yvonne Wheeler. After discussing community concerns in Perris, Wheeler planted the thought-seed that Burke should consider involvement with the city council. Wheeler introduced her to a program called Emerge California, a premier training program for women pursuing a position in public office. After three years of vacillating on whether to run for Perris City Council (and with Wheeler’s insistence), she finally gave in.

“I was never one of those people who wanted to be in power, I was just someone who wanted to see a better community. I wanted to be sure that my daughter, my children, your children had safe streets to walk on. I wanted to ensure that my unemployed neighbors had opportunities to build businesses. I wanted to be sure that those who had the dream to build a better life had the opportunity. That’s all I ever wanted. I never thought for a million years that I’d be sitting here before you and having the opportunity to serve in the capacity in which I serve,” Burke recalled during the city council meeting. In the four years that Councilwoman Burke served, the council consensus was that she had seemingly accomplished more than most could accomplish in twenty years in public office. In the time that she was on the council, the city had implemented a local hiring initiative, a project labor agreement, held the first State of the City address, developed and improved a food truck ordinance, co-hosted the Small Business Summit with the Board of Equalization, and established an Economic Development Committee. She also helped create the Working in Perris Scholars Program providing free Bachelor’s degree programs for City of Perris employees, increased transparency by making budgets and strategic plans available online for public viewing, improved and made the city’s website more accessible, increased the city’s social media presence, created an app that allows residents to report on things in their area, established an HR subcommittee, increased city employment opportunities for staffing, restructured city departments to improve delivery of service, and so much more. Tonya’s love for the City of Perris is reflected in the amount of time and commitment she has poured into the implementation of these countless projects and programs, even if it included missing family events. “I want to thank my husband, Jason...,” Burke emphasized, “I thank you so much for lending your wife to the 70 something thousand who live here in Perris. I know there were many times I was absent and you were okay with that because you knew how important the work was. My children had to go through much sacrifice in order for me to serve in this capacity,” she continued. “I missed a lot of basketball games, drill

nt of Councilwoman Tonya Burke team competitions and color guard performances [to be here].” She also thanked members of the Black Voice News family including Cheryl Brown, for her mentorship and for an in-depth debrief on the history of Perris when Burke was new to the city. “After she won her race, she invited me to come job shadow for the day. I spent the entire day with her, shadowing her, in her footsteps as she conducted business at the state capitol.” Burke also thanked Professor Rickerby Hinds for his introduction to various institutions like Moreno Valley College and UC Riverside to facilitate the city’s collaborative efforts and publisher Paulette Brown-Hinds for being an early supporter. Her next focus will be on connecting and committing to her family. She wants to ensure that her daughter Briana, who will be receiving her bachelor’s degree in engineering, feels supported. And her other daughter, who is graduating high school in the next year and a half, is ready for college. Burke explained her dedication to ensuring that women in the Inland Empire are afforded opportunities to serve in political office. “Over 50 percent of women make up this county, and only 30 percent serve in some kind of political office. I want to make sure that I reach back and lift as I climb, and bring other women to the table,” she asserted. In the next few years, Burke hopes to increase the number of women at the table. Her legacy and framework for Perris’ various social programs will carry on well past her retirement. During the meeting, Perris Councilman David Starr Rabb commented, “In one term, you were able to do more than most people are able to do in multiple terms. I want people to remember Barbara Jordan, who was a congresswoman from the state of Texas—a very instrumental congress person, and she only served for six years between 1973-1979. If you asked the average person, they would have thought she served 20 or 30 years. Shirley Chisolm, the first African American woman elected to Congress, served 12 years. Some of her colleagues ended up serving 30 or 40 years, and nobody remembers their names. I think that will be your legacy in the City of Perris.” In only four short years Councilmember Burke accomplished so much.

Truth Act Forums in the Inland Empire and Across Southern California Riverside
T
his week, county officials across Southern California began hosting a series of public forums to inform the public on how jail officials in local communities are working with federal immigration agents. The Truth Act (AB 2792), signed into law by Governor Jerry Brown in September 2016, was passed in part to help mitigate the plight of immigrants in California jails who often found themselves suddenly confronted with the possibility of imminent deportation. They faced separation from family without warning and as importantly, without any information about their rights. Reportedly, many former abuses stemmed from Immigration and Customs Enforcement’s (ICE) efforts to involve local law enforcement in the deportation process, which raised both civil rights and public-safety concerns. In California, sanctuary state laws regulate how law enforcement and federal immigration agencies are to cooperate on immigration related issues. In addition, public forums like the ones scheduled this month are not only designed to shine light on these interactions, they are also required under the state’s Truth Act which became effective January 1, 2017. Although California is a sanctuary state, sanctuary laws remain controversial within the state—while many communities support sanctuary measures, others feel strongly that they violate federal laws, and some communities have even passed resolutions or taken other steps against such statutes. The Truth Act was partly designed to help facilitate transparency regarding collaboration between local law enforcement and ICE. During each of the scheduled forums, it was anticipated the local sheriff’s department would make a presentation about their interactions with ICE to the Board of Supervisors (and those in attendance), but it appears concerned immigration organizations and groups like the ACLU, continued on page 18

Living With HIV—Living in Secret Lillian Ortiz Contributor

iving with Human Immunodeficiency Virus (HIV) can be challenging both physically and mentally. Keeping an HIV diagnosis a secret can cause individuals to feel isolated from their friends and family. This is the case for many individuals who have kept their status a secret. Shame, fear of rejection, stigma and discrimination are only some of the reasons why people choose to refrain from disclosing their status. The burden of secrecy can be a heavy one to bear. A Riverside resident shared his story of living with HIV in secret. He became infected with HIV in July of 2015. A fever, throat infection and nausea were some of the symptoms that he experienced. In one month, he lost 40 pounds. It was not until his lymph nodes popped out that a physician recommended, he get tested for HIV. He recalled, “I had a strong feeling I was positive, I did not want to believe it.” He mentioned that when he was given the diagnosis, a counselor was present, further confirming the fact that something was wrong. “It was really hard to deal with the diagnosis, I went through trauma for like two weeks and I was trying to understand it.” His lack of education regarding the topic made him believe that he was going to die. The fear that he felt is what motivated him to become more educated on the topic and to look for resources. A lot of the comfort that he sought came from online support groups. He was able to connect with two other individuals who guided and informed him about his condition. Eventually, he was able to begin treatment and soon began feeling better. He describes his situation as “complex,” as his entire family, except his wife, is unaware of his status. “My family would not do too well with that, I’m still getting there, maybe this is a way for me to finally break the ice,” he said. Keeping this secret from his family has proven to be a challenge for him at times, especially when he is stressed, and it becomes evident in his appearance. His strongest support system is his wife, who is supportive in everything that he does. This includes his reaching out to different resources,
such as the Foothill AIDS Project (FAP), and TruEvolution. It is important for him to have access to different resources because some locations may offer different services that other locations do not. He shares that FAP holds an annual Christmas family gathering, and interaction with family is important. Today, he hopes that communities can come to understand more about HIV through awareness that he feels is much needed on this topic. Although his diagnosis has meant a complete lifestyle change, he remains resilient and optimistic of the possibility of one day allowing his family to learn about his diagnosis. Although the exact cause of the illness is unknown, about two-thirds of people who develop it have experienced GBS symptoms several days or weeks after they have been sick with diarrhea or a respiratory illness. One of the most common risk factors for GBS is an infection with the bacterium Campylobacter jejuni. People can also develop GBS after having the flu or other infections. On very rare occasions according to the CDC, people develop GBS in the days or weeks after getting a vaccination.
