The Rise of Killer Robots and the Risk for Minority Communities

Last Tuesday, the San Francisco Board of Supervisors voted to advance a policy giving the San Francisco Police Department authority to use remote-controlled robots to deliver deadly force in emergency situations. The board is scheduled to take a second vote on Tuesday, Dec. 6.

As one might imagine, there was an intense debate before the vote. Opponents, including civil liberties and a variety of other police oversight groups, expressed serious reservations.

Of particular concern is the very real possibility that such authority could lead to enhanced militarization of police forces that many believe are already too aggressive and all too quick to deploy deadly force especially in situations involving Black and brown people.

Although the San Francisco Police Department claims it has no plans to deploy robots that are prearmed with guns, it could instead deploy robots that are equipped with explosive charges as a way "to contact, incapacitate, or disorient violent, armed, or dangerous suspects" when lives are at risk. This approach would only be taken in extreme circumstances, they proclaim.

In addition, the department insists that only a limited number of highranking officers will be authorized to use the robots in such a manner and that even then, only after other alternative force or de-escalation tactics are tried and/or considered.

Provided San Francisco gives a green light to this strategy, the question becomes how quickly will other police and sheriff departments follow suit?

As long as police and sheriffs continue to use excessive and deadly force indiscriminately against Black and brown citizens, I believe communities should push back against authorization of such strategies, especially one that gives approval to blow people up from a distance.

Of course, this is just my opinion. I’m keeping it real.

UC Academics Picket in the Largest Strike of the Year

A round 48,000 academic workers at all 10 University of California (UC) campuses went on strike Nov.14, shutting down classrooms and research laboratories in the largest employee walkout at any academic institution in history.

The post-doctoral scholars, teaching assistants’ and associate instructors, graduate student researchers, and academic researchers are represented by the United Auto Workers (UAW) union in contract negotiations with the UC system.

Bargaining between the disputing parties has been ongoing for months, and while UC officials recently called for a third-party mediator to address remaining issues, they are continuing to negotiate without one.

“When I was working in the lab, I worked 5060 hours per week, and the salary was so low that

every month I really had to think about if I would make it through the month,” said Neil Sweeny, President of UAW 5810, which is representing the striking UC employees. “I have two small children and my partner was a full-time student. We lived in campus family housing and we went to the campus foodbank every month to make sure that we had food. This was while my research was bringing in millions of dollars in research funding for the University.”

Better Pay and Benefits

The workers are demanding better pay and benefits, including wage increases tied to housing costs. Housing costs in California are among the highest in the country, especially in the Los Angeles and San Francisco metropolitan areas.

Aside from UC campuses located in the state’s biggest cities, many of the research university system’s campuses are in parts of the state that have relatively high costs living, like Berkeley, San Diego and the Westside of Los Angeles.

“UC’s pay falls below all their self-identified peer institutions, including Harvard, Stanford, Yale and even public schools like the University of Michigan where living costs are far less,” the union said in a press release on Thursday.

The UC maintains that “on average, UC rents system wide are 20-25% below market rates, with some campuses providing even deeper discounts. UC has offered wage increases for all UAW members which would further help them meet their housing needs.”

San Bernardino County’s Pete Aguilar Makes History as 3rd Most Powerful Democrat in U.S. House of Representatives

There was much to celebrate across the country on Wednesday when the Democratic Caucus of the U.S. House of Representatives elected a new generation of leaders.

Elected by his peers and accepting the mantle of Democratic Caucus Chairperson, San Bernardino County’s 31st Congressional District Representative Pete Aguilar has ascended to the third highest position of leadership for Democrats in Congress.

When Aguilar begins his fifth Congressional term in January 2023 he will not only step into his new role as Democratic Caucus Chairman, he will also step into history assuming the highest-level position ever held by a Latino in U.S. House of Representatives. As such, he not only carries the pride and support of constituents in San Bernardino County and California but also Latino and other BIPOC communities across the country.

At the age of 43, Aguilar is the youngest among those voted into leadership by the Democratic Caucus on Wednesday. He joins another history maker, Hakeem Jeffries, (NY) who became the first Black legislator to ever lead the Congressional Caucus of either political party and Katherine Clark, (MA), who was elected to serve as Party Whip.

Rep Jeffries Elected House Minority Leader, Becomes First Black Man to Lead Party Caucus

Rep. Hakeem Jeffries (Democrat, New York) made history on Wednesday when he was elected as leader of the Democratic Party in the U.S. House of Representatives, the first Black lawmaker to lead a political party’s caucus in either chamber of congress.

The 52-year-old congressman, who represents the vast Eighth Congressional District of New York, an area that encompasses large parts of Brooklyn and a section of Queens, will lead a Democratic Party that narrowly lost its majority in congress last month.

Jeffries, who was elected unopposed, will serve alongside Reps. Katherine Clark (59), and the Inland Empire’s own Pete Aguilar (43), as the party’s new top three leaders in an election held on Wednesday. Ms Clark (Democrat, Massachusetts) was elected the minority whip, while Mr Aguilar (Democrat, California) becomes the new Democratic Caucus chairman. Mr Aguilar succeeds Mr Jeffries, who held the post for the past four years.

Their election ushers in a new era for the Democratic Party following the decision by Speaker Nancy Pelosi and Majority Leader Steny Hoyer to step aside in the aftermath of the Nov 8 midterm elections that saw the Republicans regain control of congress.

"Today, with immense pride, I stood in front of the House Democratic Caucus as a candidate for Democratic Leader, and I am eternally grateful for the trust my colleagues placed in me with their votes," Rep. Jeffries said in a statement soon after his election.

Born in Brooklyn and raised in Crown Heights, Jeffries is a product of New York City’s public school system, having graduated from Midwood High School.

A member of the House Judiciary Committee and House Budget Committee, Rep Jeffries was also the chairman of the House Democratic Caucus, a position he has held since November 2018. By virtue of that position, he was the fifth highest-ranking Democrat in the House of Representatives until his election as the Minority Leader on Wednesday. He also served as Whip of the Congressional Black Caucus and co-chaired the Democratic Policy and Communications Committee, where he helped develop the For The People agenda.

Social and Economic Advocate

“This is a moment of transition. We stand on the shoulders of giants but are also looking forward to being able to do what’s necessary at this moment to advance the issues,” he said in a statement after his election. A dedicated advocate for social and economic justice, the new Democratic leader has been at the forefront of helping residents in his district recover from the devastation of the COVID-19 pandemic and has led efforts to reform the criminal justice system.

Rep. Jeffries became the first African American man to serve as a member of the House Impeachment Managers when in January 2020,

Speaker Nancy Pelosi selected him as one of the seven managers in the Senate Trial of President Trump.

Prior to his election to Congress, Jeffries served for six years in the New York State Assembly where he authored laws to protect the civil liberties of citizens during police encounters, encourage the transformation of vacant luxury condominiums into affordable homes and improve the quality of

“Being a TA pays for tuition but there is no way I can support myself in this city with what they pay,” said Victor E., a PhD. student and Teachers Assistant on strike at UCLA. “With teaching, my own coursework, and my research, there isn't really any time to pick up another job. This has resulted in me taking out loans just to live and eat here. This shouldn't be the case. With the amount of work the university gets out of its graduate students, postdocs, and others, a living wage is a small ask… A number one ranked public university should be doing no less and certainly much, much more.”

Another priority for the workers is transportation costs. The cost of gasoline has gone up around the world and, according to a statewide survey conducted by The Public Policy Institute of California, an independent and non-partisan research firm, 43% of Californians including half of lower income residents worry every day about the high cost of gasoline and the increasing unaffordability of various modes of transportation.

The union wants UC to cover regional transit passes, and additional subsidies and incentives for taking public transit or bikes to work.

Recently, UC has offered to pay campus fees to extend “existing student-funded transit discounts,” to UAW members.

Although agreements have yet to be announced, on Thursday the UAW reported that “parties made progress on issues related to Parking and Transit, Appointment Notification, and Paid Time Off.”

There continues to be a large gap between the salary asks and the UC proposals. On Friday, a UAW statement said, “UC made another economic proposal to Academic Researchers containing 4.5% raises that do not match the rate of inflation.”

However, they did report progress in some other areas. “We have

Long Haul COVID-19: Learning to Be Your Own Advocate

One of the most important questions your doctor should ask you is ‘tell me your story,’” Dr. NanaEfua Afoh-Manin said as she addressed the audience.

A little more than a dozen people sat listening to Dr. Afoh-Manin’s presentation in the fellowship hall at Ecclesia Christian Fellowship in San Bernardino, CA, on Nov. 30. This town hall marked the fourth and final event in a series focused on Long Haul COVID in Black communities hosted by the Center for Healthy Communities (CHC) at the University of California, Riverside.

Dr. Afoh-Manin is an emergency medicine physician, and Chief Medical Officer and founder of Shared Harvest Foundation/myCovidMD™, a community-centered non-profit organization that focuses on health equity.

Post-acute sequelae of SARS CoV-2 infection (PASC), commonly referred to as long haul COVID, long COVID or post-COVID, is defined as having new, returning or ongoing symptoms and health issues in the weeks or months after a COVID-19 illness. Symptoms can include difficulty breathing, chronic pain, brain fog, fatigue and much more.

Part of Dr. Afoh-Manin’s presentation included showing clips of a short Washington Post documentary that told the story of Cynthia Adining, a 35-year-old Black woman who experienced long COVID symptoms early on in the pandemic, but was dismissed several times by the hospital.

Many long haulers have experienced similar treatment and have taken it upon themselves to create supportive Facebook groups to discuss their symptoms and experiences. Black women experiencing long COVID have reported feeling discriminated against by health care systems and reported how often they are accused of being “drug seekers,” labeled as aggressive or ignored altogether.

A state-wide report called “Listening to Black Californians: How the Health Care System Undermines Their Pursuit of Good Health” found that roughly one in three Black Californians has been treated unfairly by a health care provider because of their ethnicity/race. The survey was

designed by EVITARUS, a Black-owned public opinion research firm in Los Angeles with the support of the California Health Care Foundation (CHCF).

The report further noted, “More than one in four Black Californians avoids care due to concerns that they will be treated unfairly or with disrespect. Even higher numbers of Black Californians who identify as LGBTQIA+ (41%) and those enrolled in Medi-Cal (35%) report having avoided care.”

They don’t know what to tell me.

Major Kimberly Anthony, a retired registered nurse and former military nurse, attended the town hall to learn more information about long haul COVID as someone who has been experiencing post-COVID symptoms for two years. Anthony said she has little-to-no sense of taste and has trouble remembering things.

When she initially contracted COVID-19, Anthony’s doctor told her she had mild COVID-19 because she didn't have any respiratory problems, just fatigue and no sense of taste. Anthony

assumed her sense of taste would return a few weeks later, but after six months, it never did. When she went back to the doctor to ask if she’d ever regain her sense of taste, the doctor told her: “Give it time.”

“Two years later, my taste and smell are very little. I have adapted to it. I have learned to accept it. The doctors don’t have a clue. They don’t know what to tell me,” Anthony stated.

Anthony said it was difficult to accept her symptoms, especially mentally. Over time, she has learned to live with her post-COVID symptoms and has adopted habits to help her. Anthony still experiences brain fog, so she has made it a habit to write things down.

Anthony isn’t relying on her doctors when it comes to seeking help or support for her symptoms.

“What are they gonna tell me? They’ll just tell me the same thing. They don’t have it. They don’t understand. I have gone to a lot of town halls, a lot of different events,” Anthony said.

Breaking the Cycles of Pain: Soul Secrets

A Black woman’s story of triumph over incest, family infidelity and mental illness

The main room of the house is defined by light colored floors and walls covered in bright paintings. Dr. NTR HMT Rev. Queen Shamala Bessie Davis Fayemi Smith is the artist. There's a particular painting which she speaks about. It's called Initiations. “I was working on it when my mother made her transition,” Queen Shamala explains.

The colorful painting is thick and tactile, in some places three dimensional. There's a central figure made up of different colors and patterns.

“It’s the energy of life surging throughout the figure and it came out through the mouth. That energy, in some African cultures, is called Ase, the breath of life. It shows everything is in one accord. It was like the universe said Ase to her life and her death,” Queen Shamala says, explaining the colorful spray coming from the mouth of the central image in the painting.

The hands in the painting are holding a scroll close to the heart. It is the book of life. The colors represent the chakras or energies of the body. According to Queen Shamala, the inspiration for the shape of the head were pictures of the [Egyptian Pharaoh] Akhenaten and his family. The circles represent bubbles of life energy.

“You can touch it. I want people to touch it,” she encourages, explaining how her art is meant to be experienced.

The feeling in the room is intimate and welcoming. There's a work desk and office chair along the wall with two intricately carved wooden chairs facing each other in the opposite corners of the room. A comfortable couch on a wall faces a dining room table, positioned in front of a large window looking out to a small enclosed yard.

A child's chair and toys rests along the backside of cabinets from the kitchen, which also opens to the room. It is light and cozy and gives only a hint of everything there is to see. Beyond the front room, the house is much larger than it appears, full of family and artwork where rooms open on to other rooms and generations live together.

In a large grassy backyard with fruit trees, the trio, AKA (the initials of its members), plays accompany the beautiful fall afternoon. The music, breezy and sunny, matches the weather the mood of the day. After an introduction by Dr. Shari, Queen Shamala’s scholar friend, the author begins reading from her new book, Breaking the Cycles of Pain: Soul Secrets. The book is the first in a trilogy featuring the story of her life. Some of the names been changed and some people have been out, but it is her story of trauma and how she overcame it.

Born in North Carolina, Smith's father was minister. Her mother cared for the children. However, the family lived with secrets of infidelity, abuse, incest and mental illness that defined them. an early age, Smith’s older sister was sexually abused by her father, resulting in a pregnancy at 12. The child was stillborn. This revelation changed the family and caused the young Smith, angry and confused, to question everything she thought about their lives together. As Smith began asking questions of those around her, the story of family's pain and trauma unfolds.

Taboo Subject

In her coming of age story, Queen Shamala focuses on a subject that, although it continues

to devastate families, remains taboo. That subject is incest. A recent study estimates that “over 90% of all

surrounding father-daughter incest. The survey found that “one in 20 women has a history of being sexually molested by a father or father surrogate during childhood or adolescence.”

Engaging her audience

After reading from selected sections of her book, Queen Shamala takes questions from the audience. Several guests raise their hands, ask questions and speak of their own trauma. Some have experienced child sexual abuse or know others who have. A woman raises her hand. Sexually abused as a child by a friend of the family, she says she was paid by her abuser for years. She was also exposed to adult sexual behavior from an early age, sleeping with her parents and witnessing their intercourse.

Several guests asked the author how she was able to heal.

"The book, the writing healed me from those old lingering thoughts,” she says.

“When I put it on paper, I was able to release it," Queen Shamala responded. It took a long time to forgive her father, she says. It was not until she went through a formal ceremony that she was able to remember the good things her father had given her and to release the anger and resentment she had carried for so long.

"It was at an ancestral ceremony. You had to bring a picture of your ancestor. The only person I had to deal with was my father,” Queen Shamala says. “I didn't have a picture of him. [During the ceremony] we were walking down the aisle and this voice spoke to me. It said, ‘You have to forgive your father ‘cause he's on the other side now and he can still help you. You're always praying to your mother and your grandmother and all your other deceased [relatives], but when you don't include him, your prayers are incomplete.”

As she continued walking down the aisle, Queen Shamala says she began to remember some of the good things she learned from him. “[He] taught me how to take care of myself.”

Queen Shamala holds several degrees, including an associate's, bachelor's and master's degree in psychology, a doctorate in Theology and is currently pursuing a PhD in African Spiritual

The CHC has been hosting Long Haul COVID Town Halls across Riverside and San Bernardino Counties since October. Each event features public health officials who answer questions and give presentations to educate the community on COVID-19, vaccines, long haul COVID, symptoms and how to advocate for oneself.

“That’s what we’re here to do, right? Ask questions,” said Burroughs. Attendees asked questions about getting updated vaccine boosters and whether it is safe to get vaccinated for both the flu and COVID-19 at the same time.

Dr. Shantell Nolen, COVID-19 Contact Tracing Epidemiology Program Coordinator for San Bernardino County Department of Public Health, answered the questions after giving her presentation on COVID-19 cases in the county.

Dr. Nolen assured people that it is safe to receive both an updated bivalent booster for COVID-19 and a flu shot at the same time. She also stressed the importance of staying up to date with boosters as immunity from previous vaccine doses begin to wane.

The U.S. Food and Drug Administration (FDA) authorized both Moderna and Pfizer bivalent vaccine boosters, at least two months after completing a primary series (two doses) or booster vaccination. Moderna’s bivalent booster is authorized for use in individuals six years of age and older. Pfizer bivalent booster is authorized for individuals who are five years of age and older.

In San Bernardino County, Black people account for about 8% of the population, but accounted for 10.7% of COVID-19 deaths since the emergence of the Omicron variant in December 2021. According to the California Department of Public Health (CDPH), 53% of the eligible Black population in San Bernardino County remain unvaccinated as of Nov. 29, 2022.

Science. She made a career in public education as a high school English teacher, counselor and magnet school principal. She also led an on campus group for high school students who were victims of abuse and currently teaches workshops in art, healing and writing.

The Need to Heal

The question and answer session completed, the author moved from one group of guests to another, thanking them for coming and taking pictures. Guests ordered books and then quickly lined up for dinner. The meal included macaroni and cheese, fried chicken, baked salmon, salad, cornbread muffins and red beans and rice.

The jazz trio continued playing through the meal while Queen Shamala’s three-year-old granddaughter Malika joined in on harmonica.

BVN spoke with several people in attendance, including Maria Cuadros, a former counseling student of Queen Shamala who spoke warmly about how she (Queen Shamala) had been more than a counselor and more like a mother figure. Queen Shamala arranged for the make-up classes Maria needed to graduate, and also helped purchase a

dress for her quinceañera.

A couple, Bramashati and Chionesu Fudail, who attended writing classes with Queen Shamala before the COVID-19 outbreak in early 2020, spoke about the need for men to take part in healing and were looking forward to a workshop the author will facilitate in the coming months. Another guest spoke about the need to heal from abuse not suffered directly by themselves but by someone close to them.

One on One with the Author

After the program BVN sat down with Queen Shamala to discuss her book.

BVN: I noticed that a lot of people were very attentive to your reading and they seemed to respond to the story well. Had you shared your story with anybody before you decided to write the book?

QS: A little, some of my friends knew it was about sexual child abuse but a lot of the people I shared it with were not here. [Some of] the people who were listening knew it, most of the people here today didn't know.

BVN: People were very moved by what you read to them. Were you surprised at the response? What

made you decide to write the book?

QS: I always loved writing. After the incident that happened when I was five, I started trying to write it down. I didn't know how to write when I was five but by the time I was eight, one of my sisters gave me a diary. I didn't know she had been watching me trying to write stuff secretly. She made a joke of it. She said, 'Now you can write your little stories and you don't have to hide.' I remember the diary had a lock on it.

BVN: In your book, you write about some of the struggles your mom had. Do you think she was depressed?

QS: She was depressed. She had postpartum depression. My dad said she had always been depressed. It would come and go. As I grew up, sometimes she was fine, then she would be depressed again. She was probably depressed about my father and what was happening in the house. He had other women, he had children with other women. He was a minister too and he had a job. He had a lot of money coming in but it didn't necessarily reflect in the kind of house we lived in. We lived in one of those “shotgun” houses and also in the projects. “People who are unvaccinated are certainly dying at a much faster rate than individuals who are fully vaccinated because they don’t have that sort of protection from the vaccine,” Dr. Nolen explained.

The importance of telling your story

As an Emergency Medicine specialist and community-centered physician, Dr. Afoh-Manin provided the town hall attendees with a cheat sheet for symptoms that require an emergency department (ED) visit versus symptoms that can be managed at home such as the difference between a fever of 104 degrees (ED visit recommended) and a fever of 103 degrees or less (Tylenol/Motrin and waiting 2 hours is recommended).

Dr. Afoh-Manin was candid about the limited amount of time doctors have with their patients to discuss all the symptoms attributed to long haul COVID-19, considering that there are over 200 symptoms associated with the condition and it presents differently in everyone. During the town hall she handed out a “Post-COVID Symptoms Log” that allows someone experiencing symptoms to track their journey.

“Telling your story is the most important thing. And the best way to tell it in a way that we are going to listen is to tell it to yourself,” Dr. AfohManin said. She explained that it is important that patients are able to tell their stories in a succinct way so that doctors can understand.

“You won’t ever be able to control, especially in the emergency department, who will be there when you have to tell your story. But do know that you have the right, always, to ask for another provider if you feel you’re not being listened to. Don’t ever take that right away from yourself.”

The “Listening to Black Californians” survey asked respondents if they took measures to lessen the potential for a negative experience at an upcoming health care visit. The results found that two-thirds (66%) of Black Californians reported researching a health condition or concern before meeting with a doctor and more than one-third (35%) said they changed their speech and/or behavior to make a provider feel comfortable.

“I’ve worked with a lot of doctors, and they don’t listen unless you stop and make them listen. Some doctors do, but some doctors have really bad bedside manners,” Janet Robinson shared. As a former registered nurse, Robinson knows

that doctors are always on the move and have limited time with patients.

As a member of Ecclesia Christian Fellowship and part of the church’s health ministry, Robinson helped organize the town hall. She explained that she learned a lot of information about the symptoms of long COVID, some of which she was unaware of.

“Even hearing from a doctor was really, really great because she has first-hand information on what she sees in the ER. I appreciate her giving that information about tell[ing] me your story,” Robinson said. “You really have to be your own advocate, to tell the doctors [and] to make them sit down and listen to you.”

In case of emergency

“We are cheering because we made it,” Dr. Afoh-Manin said. She congratulated the attendees for surviving the first holiday of the winter season amidst a winter surge of COVID-19 cases, increased cases of respiratory syncytial virus (RSV) and a rise in flu cases.

Last month, Riverside County Public Health Office Geoffrey Leung reported the county’s first pediatric death related to RSV. The child was under the age of four and lived in the eastern region of Riverside County.

“The loss of a child is devastating and all of Public Health sends its heartfelt condolences to the family, loved ones and anyone impacted by this tragic event,” said Dr. Leung in a statement.

With the increase in COVID-19 cases, RSV cases among children and flu season returning, “there’s a lot going on that your body is still trying to reconcile, you have to be patient with it. And unfortunately, we don’t live in an environment that allows us to be always patient with ourselves and each other,” Dr. Afoh-Manin explained.

San Bernardino County issued a health advisory in November regarding the high rates of RSV and other respiratory illnesses in the county. County Health Officer Dr. Michael Sequeira encouraged the public to take safety measures to protect themselves and their families.

“I know in our communities we’re like, ‘no, I’m fine,’” Dr. Nolen said during the town hall, but she explained that in the case of an emergency, it’s important that those who may be experiencing serious illness or side effects go to the doctor.
