FDA Panel Backs Emergency Use for COVID-19 Vaccine
An advisory committee for the U.S. Food and Drug Administration met and voted Thursday, Dec. 10 to approve an emergency use authorization request from Pfizer and BioNTech for their COVID-19 vaccine. Although the Centers for Disease Control and Prevention still needs to weigh in, the nod from the FDA panel potentially cleared the way for some groups to start getting vaccinated within days.

Report for America Selects Black Voice News for 2021 Newsroom Grant

his week, Report for America announced Black Voice News (BVN) is among 64 news agencies from across the country selected to participate as host partners for 2021. A national news service program, Report for America (RFA), will place more than 300 journalists in the field to cover important local stories in the coming year. BVN will host one emerging journalist to help expand its focus on data journalism in ways that inform, inspire, and engage readers on issues of importance to the community. Though 2020 continues to be a year of challenges, it has also served as a beacon, shining a spotlight on the frailties of current and historical, social, and political (dis)orders and in the process, challenged the media to meet the moment. “Our purpose is always to foster a community that is informed and inspired to seek collaborative and constructive solutions to issues whether at the municipal, state or federal level,” said BVN Executive Editor Stephanie Williams. “We are looking forward to the
promise of 2021 and the content our publication will deliver with the addition of a data journalist inspired and professionally equipped to help bring these important stories to life supported with data and using a variety of media across multiple platforms.” She continued, “We are grateful to Report for America and its continued commitment to small news organizations like ours who are dedicated to telling stories “of and for” our communities but often lack the resources to dive into many of the most important, and at times, complex questions of the day.” In an environment where lines are being intentionally blurred between rumors, facts and falsehoods, readers everywhere look to local news outlets to be purveyors of truth, accuracy, and authenticity, “With Report for America’s support, BVN is better positioned to focus on community issues that are often unreported,” Williams stated. Owed to longstanding racial and economic disparities in the Inland Empire, the coronavirus pandemic is impacting Blacks from every
direction whether it is a lack of healthcare, higher COVID-19 death rates, unemployment rates, housing and/or food insecurity, etc. In response, the data journalist joining BVN will focus on capturing where and how issues like health, economic mobility, housing, food insecurity and criminal justice interlock across communities of color in the region and the role these matters play regarding the impact of the virus. Broadening BVN’s ability to tell stories of those who live the experiences of these systemic inequities and who ultimately drive the data, is essential. The Report for America program is another step in this publication’s efforts to build on and expand its reporting from the ground-up by merging the two—stories and data—in ways conducive to informing readers and compelling much needed change. Report for America will pay half the salary up to $25,000 for the new data journalist and BVN, with the support of readers like you, will cover the balance.

Groundbreaking Appointment: Liane Randolph to Chair CARB S.E. Williams | Executive Editor

ast week California Gov. Gavin Newsom made another historic appointment when he named Liane Randolph as the first African American to Chair of the California Air Resources Board (CARB). “Cleaner air is essential for California’s families and Liane Randolph is the kind of bold, innovative leader that will lead in our fight against climate change with equity and all California’s communities at heart,” said Gov. Newsom regarding her appointment. Randolph’s credentials are a testament to her qualifications. She has served as a Commissioner at the state’s top regulatory agency, California Public Utilities Commission, since 2015. She was Deputy Secretary and General Counsel at the California Natural Resources Agency from 2011 to 2014 and an Attorney at Pillsbury, Winthrop, Shaw, Pittman from 2007 to 2011, and previously served as Chair of the California Fair Political Practices Commission from 2003 to 2007, where she was also a Staff Attorney from 1996 to 1997. During her career Randolph spent time as San Leandro City Attorney and was a Principal at Meyers Nave from 2000 to 2003, where she was an Associate from 1997 to 2000. Her career also included a stint as an Attorney at Remcho, Johansen and Purcell from 1994 to 1996 and an Associate at Manatt, Phelps and Phillips from 1993 to 1994. Mary Nichols, CARB’s current chair, is rumored to be on President elect Joe Biden’s short list to lead the Environmental Protection Agency. However, according to a report by KQED, a coalition of some 70 California environmental justice groups, national environmentalists and other organizations sent a letter to Joe Biden's transition team asking the incoming president to avoid picking Mary Nichols. The letter claimed in part, "[Nichols is] not the right person to oversee and implement climate and environmental programs for the country." The letter highlighted what they described as her “bleak track record in addressing environmental racism.” It included the following statement: “Mary Nichols and the California Air Resources Board (CARB), under her leadership, have repeatedly disregarded the

recommendations of the environmental justice bodies established to uphold the integrity of California’s environmental policies, especially as to how they harm or benefit low-income communities of color in the most polluted areas of the state.” Nichols, who served as chair once before in the early 1980s, will end her second tenure as CARB chair this month. This time she served about 13 years from 2007 to 2020. Last month the Black Voice News reported a group of Black employees at CARB had banded together and presented the agency with a13page letter detailing claims of widespread, routine, and systemic racism. Although 5.5% of the state’s population is Black, Blacks are underrepresented in CARB—only 4.4% or 73 of the agency’s 1627 employees are Black. Nichols also came under fire earlier this year for appearing to compare the brutal death of George Floyd who died struggling for breath under the knee of a Minnesota police officer in May, to the ongoing struggle for clean air in relation to environmental racism. The governor’s comments about Nichols, which did not reflect these concerns, were filled

iverside County Sheriff Chad Bianco garnered national attention recently with a Trump-ish style declaration and public notification of his refusal to enforce the newest stay-at-home order that took effect beginning 11:59 p.m. on Sunday, Dec. 6. When the Riverside County Board of Supervisors was asked to weigh in on the issue of enforcement and the position taken by Bianco, spokesperson Brooke Federico said the county’s enforcement position has always been to educate first. “When we receive a complaint about a business operating outside of the current state restrictions, the complaint is reviewed by a county enforcement team,” Federico said. “If the business is an eatery or other
business that is permitted by the Department of Environmental Health (DEH) (e.g., tattoo salons and pools), then an inspector with the DEH will reach out to the business to go over the current orders and what modifications must be made.” She further explained if the business in violation is not permitted by DEH then the County Counsel’s office will reach out and review the orders and modifications needed. “This is an educational approach and we’ve found that most all businesses contacted come into voluntary compliance.” Federico said, however, when a business has continued to operate outside of the current state orders, there have been times when the county

Kaiser Erects Temporary Morgues at Selected Facilities in Inland Region for Covid-19 Deaths S.E. Williams | Executive Editor

ate last week a Kaiser employee (who did not wish to be identified) reached out to the IE Voice and Black Voice News to advise a temporary morgue was delivered to the facility where he worked. He was concerned about the rising death rates in the community and wanted to share what he had observed. In an exclusive exchange with Kaiser Permanente (Kaiser) a spokesperson confirmed what the employee stated he witnessed and explained that “Kaiser Permanente is taking all necessary steps to meet the extraordinary challenges facing our 15 hospitals in Southern California caused by the surge in COVID-19 patients.” As of Monday, Dec. 7, Kaiser had 1,003 cases being treated for COVID-19 in hospitals across Southern California, and hospitalizations were increasing. “Unfortunately, not every patient will recover; some will not survive, and we have to be prepared for that possibility,” Kaiser told the IE Voice and Black Voice News. “Due to the unprecedented demand being placed at local mortuaries and county morgues, temporary morgues have been brought in at several of our facilities,” the spokesperson said. “In the Inland Empire, mobile morgues
are currently in place at Fontana, Ontario and Moreno Valley medical centers, and will be used as needed.” The healthcare provider described the action as part of its commitment to meeting the health care needs of the communities it serves during these challenging times. “But Kaiser Permanente cannot fight this pandemic alone.” The provider implored the public to help slow down the spread of the coronavirus to relieve

stress on area hospitals by wearing masks, maintaining social distance, washing hands and avoiding gatherings outside of the immediate household. “Following these simple guidelines and adhering to new statewide stay-at-home orders will reduce pressures on our frontline nurses and doctors and save lives this holiday season,” Kaiser said.

Fontana Auto Club Cancels 2021 Race Weekend Fontana’s Auto Club Speedway has lost one of its biggest events for 2021. Race weekend 2021 originally scheduled to occur Feb. 26 through 28, will instead be held in Daytona, the weekend of Feb. 19 through 21. Auto Club Speedway President David Allen advised the decision was made to protect the health, safety, and well-being of fans, competitors, track employees and other stakeholders. The question is what should be the consequences for their heresy; for what has been described as their blatant and dangerous act of sedition? We can sit silently and acquiesce to the beliefs of some who say “Oh, they’re good people, they are just caught in a tough political situation,” or we can call it out for what it is. I don’t subscribe to that marble-mouthed explanation. I see them as dangerous cowards who will say anything, do anything regardless of what rules it violates or how many people they hurt, to preserve the ideology of White supremacy that, as far as I’m concerned, must die for America to live. Of course, this is just my opinion. I’m keeping it real.
