SB County Board of Supervisors

f the five members of the San Bernardino County Board of Supervisors, only one, Joe Baca, who represents the fifth District, is a person of color. Baca accounts for only 20% of the Board, the remaining 80% of its members are White. Yet, when you look at the demographics of the county the picture is quite different, the numbers are nearly reversed. According to data published by the U.S. Census Bureau, only 29.8% of the county’s population is White, making it abundantly clear the make-up of the Board is far from a representative reflection of the county’s citizens. This may partly explain why county officials so easily place economic interests above the lives of constituents as demonstrated by the board’s decision to sue California Gov. Gavin Newsom claiming he has no authority to implement stayat-home orders even as COVID-19 infections and deaths surge in San Bernardino. On Thursday, Dec. 17 the county saw the largest single day case increase in the number of new cases of the virus, the ICU capacity stood at zero, and the death toll reached 1,323. Also, another 19 family members, friends and neighbors in the county lost their lives to COVID-19 in the single day between Wednesday and Thursday. With sheriffs declining to enforce the stay-at-home order in both inland counties, and board supervisors filing suit against the governor to halt the stay-at-home order in San Bernardino County, the Inland Empire is now a captive victim of the COVID-19 related insanity perpetrated by the national Republican party and supported by its mindless minions across the country—including the leaders of this region.

How do they continue to wield so much power when most voters in the area are registered Democrats and people of color? The same groups of constituents who are among those suffering the most grievous impacts of the virus. What can be done to change this? Perhaps the power and control of the Republican party in both counties is in large part due to a form of political gerrymandering. Although state legislators worked to change this last year, in October 2019 Newsom vetoed SB139, the People’s Maps Act. The bill required counties with more than 400,000 residents to hand over responsibility for redrawing county supervisors’ districts to an independent commission like the statewide citizens’ commission does for state lawmakers and Congress after the decennial census. Both Los Angeles and San Diego Counties already use citizens’ commissions. Currently, Boards of Supervisors in Riverside and San Bernardino Counties are empowered to draw their own maps every ten years, so with Republicans controlling both boards, even though minorities and registered Democrats are now in the majority, it is highly probable the Board members will work overtime in 2021 assuring district lines are such Republican will continue to maintain their stranglehold in the region assuring Black and Brown residents remain a low priority. We witness this same scenario across the South in places like Georgia, Alabama and Florida, and it is hard to admit such racist continued on page 18

Participate in California’s COVID-19 Contact Tracing Program

Outdoor fitness has been deemed essential in the latest shelter in place order. The California Fitness Alliance is doing its part to promote CA Notify, the newly created contact tracing app that allows Californians to be notified if they come in close and prolonged contact with someone who has recently tested positive for COVID-19. “Contact tracing is an important component of managing COVID-19 spread and allowing California to safely reopen,” said Francesca Schuler, CFA advisory board member and CEO of In-Shape Health Clubs. “As an essential business, we continue to do our part to keep Californians safe and healthy, and we encourage all Californians to do the same.” Contact tracing also provides data to inform state policies on what to open and close. The California Fitness Alliance is the united voice of fitness professionals in California.

Black Voice News Receives $300,000 From GNI Innovation Challenge S.E. Williams | Executive Editor he Google News Initiative (GNI) Innovation Challenge has awarded Black Voice News (BVN) $300,000 in support of “Save the Black Press,” a bold call to action to innovate revenue and sustainability solutions at Black news organizations through the creation of the Data Access and Content Discovery Hub (DACDH). “Today we are announcing an important list of projects selected for the second round of the Google News Initiative’s North American Innovation Challenge,” stated Google in a digital announcement on Dec. 15. “It is especially important this year to tackle innovative ideas, and the 33 projects we're funding look at diversity, equity and inclusion through many different lenses, all focused around the communities they serve.” The GNI Innovation Challenge received 215 applications from the US and Canada. In 2018 Google announced a $300 million commitment to support the news industry in its effort to address its biggest needs in a rapidly changing technologically driven environment. As part of this pledge, Google launched GNI Innovation Challenge to fund projects that drive digital innovation and develop new business models with the intent of producing learnings and thought leadership that can be shared with the wider industry. This round of funding is focused on projects that generate growth and diversification of revenue for local media who elevate underrepresented audiences and promote diversity, equity and inclusion within their journalism. BVN is an accountability news organization reporting on the economic, cultural and social issues impacting Black people in California. In a moment when data, digital mapping and research are redefining storytelling and news operations, BVN is committed to leveraging these innovations to modernize revenue and

sustainability goals for its organization with the support of project partners AVP, Grey Alien Technologies, and Shift Collective. Bergis Jules, Design Consultant, Archivist and Project Manager for the initiative, believes when Black news organizations can access and analyze accurate and usable data about the Black population for reporting stories, they can produce more powerful content that can in turn lead to higher audience engagement and a more informed public. “High audience engagement is also key to generating new revenue streams that can help to sustain Black news organizations,” Jules said. We are excited that the GNI Innovation Challenge will give us an opportunity to put this model into action." “Save the Black Press” is pushing the conversation around the future of Black media and its sustainability through the construction of a collaborative network of Black newspapers converging forces and talents to produce modernized, data informed, data visualized journalism bolstering the work of the Black Press as an industry and its journalists into long term sustainability,” said Candice Mays,

In 2016 BVN launched Mapping Black California (MBC), a community mapping and geo journalism initiative that utilizes data analysis and visualization. “It was clear from our MBC work that we needed to take a step back and focus on gaining better access to data disaggregated by race,” said Dr. Paulette Brown-Hinds, BVN Publisher, MBC Founder and DACDH CoFounder. “Being a recipient of this funding is a great opportunity to explore some of our ideas and find solutions to many of the challenges we’ve experienced in our own data journalism and data visualization work,” she acknowledged. BVN’s proposed technology platform will provide several services including data acquisition, normalization, correlation and a data explorer. In addition, it will offer content publishing by enabling Black news organizations to submit news stories to the content discovery platform where a member of the public can search for relevant content and read and share stories.

W.E.B. Du Bois Embraced Science to Fight Racism as Editor of NAACP’s Magazine The Crisis

Jordan Besek | University of Buffalo (The Conversation is an independent and nonprofit source of news, analysis and commentary from academic experts.) he NAACP – the most prominent interracial civil rights organization in American history – published the first issue of The Crisis, its official magazine, 110 years ago, in 1910. For almost two and a half decades, sociologist and civil rights activist W.E.B. Du Bois served as its editor, famously using this platform to dismantle scientific racism. At the time, many widely respected intellectuals gave credence to beliefs that empirical evidence exists to justify a "natural" White superiority. Tearing down scientific racism was thus a necessary project for The Crisis. Under Du Bois' leadership, the magazine laid bare the irrationality of scientific racism. Less remembered, however, is how it also sought to help its readers understand and engage with contemporary science. In nearly every issue, the magazine reported on scientific developments, recommended scientific works, or featured articles on natural sciences. Du Bois' time as editor of The Crisis was just as much about critically embracing careful, systematic, empirical science as it was about skewering the popular view that Blacks (and other non-Whites) were naturally

inferior. Sociologists Patrick Greiner and Brett Clarkand I recently pored through the magnificent W.E.B. Du Bois Papers at the Special Collections and University Archives at the University of Massachusetts Amherst. We found that Du Bois not only drew from natural sciences, but thought deeply about the ways in which The Crisis should and should not do so. He would even go so far as to critique allies for using science in ways he thought inappropriate. Case in point: Defending Darwin On Feb. 18, 1932, the Harlem pastor Adam Clayton Powell wrote to Du Bois, asking him to publish his recent address at a NAACP mass meeting in an upcoming issue of The Crisis. A week later, Du Bois responded that while he'd read Powell's address "with great interest," he could not publish it as written. Why? It got biologist Charles Darwin and his theory of natural selection very wrong. Darwin, explained Du Bois, did not try to demonstrate "who ought to survive," as Powell's address assumed. Rather, Darwin's work is "simply

Inland Area’s First COVID 19 Vaccines Go to Local Healthcare Workers S.E. Williams | Executive Editor

rea resident Marie Davis told the IE Voice if there was a survey of a hundred residents and 99 agreed to take the COVID-19, she would be the 1% to say, “no.” When asked why she explained, “I want to wait a while and see what side effects may show up. I have several underlying health conditions and although I know I’m at high risk for COVID-19 , I feel really uneasy about the vaccine.” She continued, “I see too many late-night infomercials about lawsuits against pharmaceutical companies for serious problems caused by medications. I’m just not willing to take the risk until I know more about how the vaccine is affecting people.” Davis is not alone in her hesitation. In the meantime, however, vaccination efforts are already underway in the inland region. On Wednesday, December 16 San Bernardino County received its first shipment of COVID-19 vaccines targeted for distribution to 19 county area hospitals.

The same day, frontline healthcare workers at Arrowhead Regional Medical Center became the initial people in the Inland Empire to receive the first of two doses of the COVID-19 vaccine from Pfizer-BioNTech. In the first wave of shipments, Pfizer sent 327,000 doses to California which included 15,600 destined for San Bernardino County. Subsequent shipments of the vaccine are expected to arrive on a weekly basis. Meanwhile, the county has established the “San Bernardino County Vaccination Task Force” and produced a COVID-19 Standard Operating Guide designed to ensure the county’s ability to distribute the vaccine as efficiently and effectively as possible. According to county officials, the guide largely follows guidelines established by the Centers for disease Control and Prevention (CDC), the California Department of Public Health and the County Department of Public Health. e would crowd together on the back porch every afternoon around 4:00 p.m.,” shared longtime inland area resident Ellen P. “I was just six-years-old, and my sisters were four and three. We’d sit facing the driveway, peeking down the block, watching for his car.” When their dad pulled into his parking spot they would jump up and down gleefully, she recalled. Looking back through her adult eyes Ellen explained she now knows he was probably very tired after a long day working on the production line at the Chevrolet plant, but he never let it show. After setting his lunch pail on the porch, he would pick up his daughters one by one beginning with the youngest, and give them each a big hug and kiss, she said, and he would say with a grin, “I left a little something for you girls to share.” It was the same ritual every day. He always left a treat from his lunch, cookies, an orange,

F E A T U R E a half sandwich. “We looked forward to it,” Ellen remembered, “we were happy to share whatever it was.” “I never looked at the clock,” she explained. “I don’t think I even knew how to tell time yet, but somehow we knew when it was near time for him to come home and we would squeeze together on that back step. “He arrived the same time every day,” she explained. “We looked forward to it. We counted on it. . . until the day— he didn’t. And our lives were changed, forever.” Ellen said because they were so young, when they were told he was dead, it was a mystery. They had no idea about heaven and all the words adults used to describe his disappearance. It was not until they were older and asked why he died, that they were told he committed suicide. “Years later when we reminisced about his loss, we all somehow felt responsible for his death. I know that doesn’t make sense because we were so young when he died, but we did.” The sisters never received any counselling and later, when their mother remarried, the emotional damage caused by the sudden loss of their father and the reason he died was further exacerbated by a stepfather with a violent temper who abused their mom and made the rest of their childhood, a living hell. The story of Ellen and her sisters is just one example of the kinds of adverse childhood experiences or ACEs—traumatic events that can occur in childhood (between the ages of 0 and 17 years)—and can impact one for a lifetime. In 2019, California set a bold goal of reducing ACEs by 50% in one generation, guided by the principles of prevention, equity, and scientific rigor. Earlier this month, California’s first Surgeon General Dr. Nadine Burke Harris, a nationally celebrated expert on ACE's, began to deliver

on that promise when she released a report, Roadmap for Resilience: The California Surgeon General’s Report on Adverse Childhood Experiences, Toxic Stress, and Health, which provides a rigorous scientific framework designed to offer shared language and a shared understanding and to serve as the clinical foundation for that work. The report is designed to serve as a blueprint for how communities, states, and nations can recognize and address adverse childhood experiences (ACEs) and toxic stress effectively as a root cause to some of the most harmful, persistent, and expensive societal and health challenges confronting many Americans, particularly people of color and those in low-income communities. Like Ellen and her sisters, experiencing trauma and various levels of toxic stress in childhood carries over into one’s adult life and manifests in various ways from dysfunctional relationships, obesity, and a myriad of negative physical and emotional health outcomes. The report includes an executive summary and briefs that pull out some of the key themes and highlight what can be done by sector as well as a specific focus on how ACEs and toxic stress are interacting with the current COVID-19 emergency. According to the Surgeon General’s office, “[The report] brings together global experts across sectors, specialties, regions, and disciplines to drive science-based approaches to primary, secondary, and tertiary prevention strategies for ACEs and toxic stress.” In addition, it offers a clear and equitable response, solutions, models, and best practices to be replicated or tailored to serve community needs. “This report and this work is rooted in our core values of prevention, equity and rigor, and throughout the report what we understand is that Adverse Childhood Experiences and toxic stress represent a public health

The term Adverse Childhood Experiences refers to 10 categories of experiences that were investigated by the Centers for Disease Control and Prevention (CDC) and Kaiser Permanente in the landmark Adverse Childhood Experiences study. And those include physical, emotional, and sexual abuse, physical and emotional neglect, the loss of a parent in childhood or growing up in a household where a parent was mentally ill, substance dependent, incarcerated, where there was parental separation or divorce, or intimate partner violence. “ACEs and toxic stress are the root cause of some of the most harmful, persistent, and expensive societal and health challenges facing our world today,” said Burke Harris. “And that has never been more poignant than what we've experienced during this year, 2020. Our multiple, simultaneous public health emergencies, the COVID-19 pandemic, the impacts of climate change felt here in California [with the] record-setting wildfires, and our sharper focus on the deep-rooted systemic racism in our society only highlights how important it is for us to have trauma-

Defining toxic stress, she defined it as the prolonged activation of the stress response system that can disrupt brain development, development of brain architecture and other organ systems, and increase the risk for stress-related disease and cognitive impairment well into adult years. “And we recognize that in addition to ACEs, other risk factors for toxic stress include poverty, exposure to discrimination and exposure to the atrocities of war.” The report lays out the evidence that ACEs undergird toxic stress, which is the prolonged activation of the biological response which ultimately leads to an increased risk of stress-related diseases and disorders. ACEs dramatically increase the risk for nine out of 10 of the leading causes of death in the United States, including heart disease, cancer, accidents, chronic respiratory disease, stroke, Alzheimer's, kidney disease and suicide attempts. The evidence also confirms toxic stress has biological implications that can genetically influence the next generation, increasing the risk for

informed systems to be able to buffer the long-term harms of these stressors because we recognize that our vulnerable and systematically overlooked communities bear the brunt of each new crisis.” Across the United States, almost two-thirds of Americans have experienced at least one Adverse Childhood Experience and almost 16% have experienced four or more. “Here in California,” Burke Harris advised, “the numbers are very similar, though slightly higher. 62.3% of Californians experience at least one ACE and 16.3% experiencing four or more.” She continued, “ACEs occur in all communities, in all income levels, in all geographies, in every latitude and longitude, we also recognize that certain groups are more impacted. And so, the latest national data shows us that our Black and Brown communities as well as our LGBTQ communities experience greater levels of ACEs.” One of the key findings of the report is that ACEs are causally associated with the toxic stress response and although there previously existed an understanding of the relationship, the study brought together the body of science to put that understanding through the scientific rigors. “Just as a previous U.S. Surgeon General's report established the causal relationship between smoking and lung cancer, similarly in this report, the researchers and scientists that contributed to this report really highlighted that ACEs

child physical and mental health outcomes as well as child behaviors. The hopeful news, according to Burke Harris, is advances in science provides the ability to interrupt the toxic stress response more precisely, to break that intergenerational cycle of ACEs and toxic stress and promote an intergenerational cycle of health. “We know from the data that early intervention can improve brain immune, hormonal and genetic regulatory control of development. And we recognize that treatment of toxic stress in adults can prevent transmission of toxic stress to the next generation. The report, details and highlights the science of how to interrupt that toxic stress response.” The annual cost to ACEs to the state of California alone is $112.5 billion, simply due to the health care costs and the loss productivity from these eight ACE-associated health conditions. There is also another $19.3 billion of costs due to child abuse and neglect on the impact of other sectors, such as education, welfare, criminal justice and looking at lifetime productivity. “And so, when we think about Adverse Childhood Experiences and toxic stress as a public health crisis, what we mean is that many, many people are affected, two-thirds of Americans,” she explained. a scientific statement" that had been twisted to support eugenics and other pseudo-scientific doctrines. This short reply to the powerful pastor contains so much. It shows that Du Bois demanded a nuanced appreciation of Darwin's theory of natural selection. Further, he insisted Darwin should not be held liable for the racist ideologues who misappropriated his work, cloaking their demagoguery in scientific objectivity. Darwin's work is of clear value, but one must always remain aware that, like with all science, politics shaped its reception. For Du Bois, how one understands and uses science were not minor issues. Science in The Crisis In the first section of the first issue of The Crisis, there is an archaeological report. It describes how "exploration of the African continent is yet in its infancy and will doubtless yield surprising results in establishing the advanced state of development attained by the Black races in early times." According to the latest archaeology, in other words, African heritage is something to be proud of. Later in that issue, under the subheading "Science," it is noted that a paper was read before the British Association for the Advancement of Science concluding that "all earlier human races were probably colored." This same section notes a recent study providing evidence that, in a direct rebuke to scientific racism, "mere brain weight is no indication of mentality." In the second issue of The Crisis, the famed Columbia University anthropologist Franz Boas explained that there is no physical anthropological evidence "showing inferiority of the Negro race." Later issues would highlight early African metallurgy and critique racist intelligence tests. Another would recommend a work by Peter Kropotkin, the great Russian anarchist and zoologist, which suggested that natural selection is more about cooperation among species than any fight for survival between them. The Crisis published this sort of work throughout Du Bois' time as editor. The reason

why is clear. Du Bois knew that a proper understanding of science does not lead to biological essentialism – the idea that biology limits who you are and what you can do. It leads to the exact opposite conclusion, that every population has the ability to make their own meaning and determine themselves as they see fit. The only constraints are social processes like colonialism and racism. Science, for Du Bois, was in this way necessary and liberating. Science for an emancipated politics Today's political moment is different from Du Bois', though there are some parallels. One is that a political life free of exploitation and enhanced by participatory democracy remains out of reach for many. Disenfranchisement still exists in many forms. As the Black Lives Matter movement and others have shown, racism is a big reason why. While only a piece of the puzzle, Du Bois' insistence on critically embracing a careful, systematic and empirical view of science can be an important part of that struggle for an emancipated politics. A critical embrace of science can help people better tackle pressing issues like environmental justice, health care disparities and more. To critically embrace science is to, as Du Bois did in the pages of The Crisis, remain unwavering in the fact that any scientific theory promoting racial and other forms of injustice is categorically wrong. He demonstrated how to reject racist science without rejecting the ways that science can help people better understand our relationships with the world. In particular, engaging science shows how our relationships with each other are not determined by nature, but are under our own control.

Phase 3 will focus on young adults, children and workers in industries and occupations not already vaccinated; and Phase 4 will include everyone not already immunized. “We have a plan in place, and we will move quickly to protect our most at-risk and vulnerable residents,” said Board of Supervisors Chair, Curt Hagman. “That includes making sure we handle and store the vaccine properly.” The Pfizer vaccine must be stored at -80 degrees cesium (-120 Fahrenheit). This requires special facilities and materials like dry ice to maintain. Hagman also acknowledged the county still faces challenges from the virus and will continue dealing with infections and illness for several months. In the meantime, Davis said she will continue to follow safety measures like wearing a mask and staying at home and watching for immunization results before she decides to take a chance with the vaccine.

K E E P I N G political ploys are also being played right here in Riverside and San Bernardino Counties even though the region’s demographics and voter registration indicate Republicans should not be the majority on either county board. So, what can citizens do to change it? When Newsom vetoed SB139 he wrote, “While I agree [independent] commissions can be an important tool in preventing gerrymandering, local jurisdictions are already authorized to establish independent, advisory or hybrid redistricting commissions.” At the time, advocates for SB139 offered a succinct and direct message, “When elected officials draw district lines, they get to design their own territory and choose who votes for them.” Bottom line—it distorts representative democracy; leads to racially discriminatory manipulation weakening the voting strength of targeted communities, and it also undergirds partisan manipulation that favors one political party over another. With such authority resting in the hands of the Republican party in a region that is largely

minority, it is apparent this is exactly what we see and experience in relation to both the Riverside and San Bernardino Counties’ Boards of Supervisors. It is time county leadership becomes reflective of the constituents they serve but this can never happen if mostly White Republicans maintain control of the supervisory boards and by default, county districting. Learn more about who can establish redistricting commissions here, get involved and push your county board to utilize a citizen commission to lead the realignment of county districts. The supervisors were elected to represent the people of this community, not their political parties. It is past time to press for change. Remember, power never concedes anything without a demand. Of course, this is just my opinion. I’m keeping it real.
