San Bernardino and its Sheriff’s Department Again Called Out for Discrimination

Just over three years ago on December 10, 2019, the VOICE reported the U.S. Department of Justice Department had filed suit against the City of Hesperia, the San Bernardino County Sheriff’s Department and the County of San Bernardino for allegedly failing to enforce the Fair Housing provisions of the Civil Rights Act of 1968.

On Wednesday, December 15, 2022, the U.S. Attorney’s Office in the Central District of California issued a press release advising of what it described as a “landmark agreement” to resolve this racial discrimination lawsuit.

The lawsuit accused the defendents of engaging in “a pattern or practice of discrimination against Black and Latino individuals and communities in Hesperia through the adoption and enforcement of a socalled ‘crime-free’ rental housing program.”

In relation to the settlement, the Justice Department affirmed this is the first resolution

This latest taking to task of the San Bernardino County Sheriff's Department is just one more red flag and glaring example of the pervasive racism stemming from the policies of this county and its sheriff’s department.

Just this week in an article titled, “More Shocking Revelations Re: Victor Valley Union High School District’s Racist Disciplinary Practices” more details were revealed regarding the San Bernardino County Sheriff Department’s CleanSWEEP Program and how the U.S. Department of Education’s Office Office of Civil Rights found the program

history of San Bernardino County Sheriffs and how, with the full throated support of the Board of Supervisors, has perpetuated an unspoken policy and practice of good ole boys passing the sheriff’s baton from one to another to maintain power, control and a history of oppression as evidenced not only by these two examples but others.

In December 2018, for example, the VOICE reported how the County of San Bernardino entered a settlement agreement and Consent Decree to resolve all the issues associated with charges raised by inmates at the county’s West Valley Detention Center.

Ignite Leadership & STEM Academy Hosts Technology and Aviation Festival

Created by Shirley Coates, founder and president of non-profit organization Society of Extraordinary Women Inc., the Ignite Leadership & STEM Academy is a cost-free program for girls of color. The program was designed to support academic success, help girls develop personal skills and expose them to STEM academics.

The program is typically held in the fall and spring on Saturdays and runs concurrent with the school year. Due to the pandemic, California public schools have experienced a severe decline in enrollment across schools, according to Cal Matters. In April 2022, the Department of Education reported that enrollment had dropped below six million — a decrease the state has not seen in many years.

This trend appears to apply to educational programs like the Ignite Leadership & STEM Academy as they experienced very low enrollment this fall. Coates initially considered closing the program for the duration of the fall after only a few students showed up to the first few sessions. Instead of shuttering the program, Coates decided to develop a one-day festival that would welcome middle school-aged students (including boys, for the first time).

On Dec. 3, 2022, the Ignite Leadership & STEM Academy hosted the Technology and Aviation Festival at the California Baptist University Flight Operations Center in Riverside, CA. Nearly 30 students attended the festival where they engaged in a series of academic workshops led by Geographic Information Systems instructor Kennedy Schneider, Report for America corps member/Journalism instructor Breanna Reeves and pilots from the university.

Throughout the festival, students acted as technology reporters and were given press badges. As the students engaged in different workshops, they took notes on what they observed, asked questions and practiced writing articles. Together, as a team, students verbally contributed to a final article about the festival and their experiences.

UCR Basketball Fans Have a Few Reasons to be “Thankful” Over the Holidays

University of California at Riverside basketball fans have a lot to be optimistic about to start the 2022-2023 season.

With their veteran guards playing at a high level, the Highlanders have started the season 6-3.

The Highlanders went 3-0, at the Vegas 4 event before Thanksgiving, with wins against Weber State, Wright State, and Abilene Christian.

The win against Wright State displayed what this team is made of as they went on an 11-0 run to close the game.

The Highlanders have had some nailbiters early in the season. On two separate occasions this season, the Highlanders have won after senior point guard Zyon Pullin made a mid-range jump shot to give them the lead with under five seconds left to go in the game.

Pullin was named the Lou Henson National Player of the week. He averaged 22 points per game and five rebounds during the tournament.

Pullin’s backcourt partner, another senior guard Flynn Cameron was named the Big West player of the week.

You can attribute UCR's early success to a well-rounded offense and

the veteran leadership of senior guards Pullin and Cameron.

Pullin contemplated going pro after his junior season but decided to return to UCR for his senior season to win a championship, and head coach Mike Magpayo told him that he would work to put the best team together to make that happen.

I talked to Coach Magpayo in August, and he described Pullin's leadership as “night and day” when talking about Pullin’s leadership and growth on and off the court from when he first came to campus.

“I don’t know if Zyon knows this or not, but they're all looking up to him for sure. [He is] number one, not just because he is one of the best players in the league and one of the best players UC Riverside has ever had, but also because of the way he carries himself. He was just raised well by his parents.”

In the off-season, he spent that time training and polishing his game. He was invited to Portland Trailblazers’ All-NBA point guard Damian Lillard’s inaugural “Formula Zero” basketball camp.

San Bernardino County Board of Supervisors Unanimously Approves Bloomington Warehouse Project

The Bloomington Business Park is a 213-acre warehouse project that will displace dozens

residents and destroy an elementary school.

Last month, in a polarizing decision, the San Bernardino Board of Supervisors voted unanimously to approve the Bloomington Business Park Specific Plan. Community members and environmental groups opposed to the park are considering legal action to challenge the decision.

The Nov. 15 vote permits the developer, Howard Industrial Partners, to begin the project, which proposes to use 213 acres of land to build three warehouses, ranging from 383,000-square-feet to 1.25 million-squarefeet. This is not the first warehouse project that the community group, Concerned Neighbors of Bloomington, has banded together to fight.

“It's a huge shift in what Bloomington is, to what Bloomington is going to become,” said community organizer and member of the Center for Community Action and Environmental Justice (CCAEJ) Joaquin Castijellos. “They're preparing for Bloomington to become an industrial hub for the IE [Inland Empire]. We're getting truckstops and truck terminals, warehouses. [But] what about grocery stores? What about community centers for our people.”

Project will demolish an elementary school, dozens of homes and displace residents

The project is located approximately one mile south of the Interstate 10 [I-10] corridor and is generally bound by Santa Ana Avenue on the north, Jurupa Avenue on the south, Linden Avenue on the east, and Alder Avenue on the west. It will destroy Walter Zimmerman Elementary School and displace occupants of approximately 100 residential homes.

We have five supervisors that vote over Bloomington affairs, and none of them are from Bloomington,” Castijellos said. “But they get to decide the future of Bloomington…Make that

Bloomington community members and CCAEJ members expressed their concerns and anguish with the pace of the meeting that ended within two hours. The September meeting, in which the San Bernardino County Planning Commission voted its approval of the project lasted the entire day, posing challenges for Bloomington’s primarily working-class community as many could not stay for the public comment period due to work and childcare obligations.

“They have these meetings at 10 am.

Bloomington is a working-class community, when our people are working nine to five, they have to take a sick day or a vacation day, which they work so hard to get to [attend] a meeting that they should be able to access, freely.”

The fateful decision

The meeting began with public comment, where community members from Bloomington spoke in favor of or against the project. Members from the Laborers’ International Union of North

The camp featured both high school and college basketball players who dream of playing in the NBA someday.

“My biggest takeaway was just being intentional and playing with purpose in everything you do,” Pullin said. “Your work ethic has to be in line with your dreams, which for me is playing in the NBA. So I think it was just kind of, thinking a little differently, the way I approach things were some of the big takeaways for me.”

Coach Magpayo said that he admires Pullin's competitiveness and drive to improve his game, “what's crazy is that guy puts whatever expectations I have, Zyon has higher expectations, and he's harder on himself.”

“I think this offseason, he was in my office two hours at a time, which was great for both of us because we got to build a stronger relationship,”

Sacramento: Black Caucus Welcomes New Members, Installs Leaders

Asssemblymember Dr. Corey Jackson (D-Riverside) was sworn in at the State Capitol on Dec. 5, the first day of the 2022-23 Legislative session.

Right after taking the oath of office to represent California’s 60th Assembly District, Jackson appeared to be in awe when he walked into his new role -- and into his brand new, empty state office two blocks away to a desk, chair, an empty bookshelf, an American flag, and a California State Flag.

“Now it’s time to go work,” he said, smiling, to his staff and visiting constituents who attended the swearing-in ceremony. “I came here (to Sacramento) to talk because my business is to talk about issues and how to fix them.”

Jackson’s district includes Moreno Valley, Perris, a large part of Riverside, Hemet, and San Jacinto.

The first Black openly LGBTQ+ person elected to the State Assembly, Jackson is the founder and Chief Executive Officer of SBX Youth and Family Services. He is a former member of the Riverside County Board of Education and a graduate of California Baptist University where he received Master and Doctor of Social Work degrees.

Jackson is one of the new faces in the last 16 months to join the California Legislative Black Caucus (CLBC). Lola Smallwood-Cuevas (D-Los Angeles), Tina McKinnor (D-Inglewood), Mia Bonta (D-Alameda), and Lori Wilson (D-Suisun City) are the newest members of CLBC’s coalition of 12 Black lawmakers.

Smallwood-Cuevas represents the 28th Senate District. She is the only Black woman in the Senate. A graduate of California State University at Hayward (now called CSU-East Bay), she is an educator, labor organizer, community advocate, researcher, and journalist.

Smallwood-Cuevas replaces Sydney Kamlager who was elected to the U.S. Congress seat held by Karen Bass. Last month, Bass was elected the first Black woman to be mayor of Los Angeles.

Smallwood-Cuevas’ district includes the communities of Ladera Heights, View Park,

Baldwin Hills, Crenshaw, Downtown Los Angeles, Leimert Park, Mar Vista, Mid City, South Los Angeles, University Park, West Adams, and Culver City.

Special Election

“I am the 63rd woman ever to be sworn into this illustrious body and one of a handful of dynamic Black women leaders to grace this chamber with their excellence,” SmallwoodCuevas posted on her Facebook page last week.

In a special election to replace Autumn Burke who resigned in January, McKinnor (D-Inglewood) was elected to represent the 62nd Assembly District, which includes Gardena, Hawthorne, Inglewood, Lawndale, Lenox, Los Angeles, Marina del Rey, Venice, West Athens, Westchester and Westmont in Los Angeles County.

In November, due to redistricting McKinnor was elected to represent the 61st Assembly District which contains many of the same communities as the previous 62nd District.

“Today (Dec. 5) I was sworn in for my first term in the California State Assembly,” McKinnor posted on her Facebook page. “I am proud to represent Assembly District 61.”

In August, Bonta won a special election

to represent the 18th Assembly District. She replaced her husband Rob Bonta, who was appointed California’s Attorney General last year by Gov. Gavin Newsom.

Bonta’s district covers the East Bay area of Northern California. It includes a large portion of the City of Oakland and the cities of San Leandro and Alameda.

Bonta, who self-identifies as a Black Latina, holds a Bachelor of Arts in psychology from Yale University, a Master of Education from Harvard Graduate School of Education, and a Juris Doctorate from Yale Law School.

Assemblymember Lori Wilson represents California’s 11th Assembly district. She assumed office on April 6 after winning the seat vacated by former Assemblymember Jim Frazier.

As mayor of Suisun City, Wilson was the first Black woman mayor to serve in Solano County. She is a graduate of California State University, Sacramento with a Bachelor of Science degree in Business Administration with a concentration in Accountancy

The CLBC elected Wilson and Sen. Steven Bradford (D-Gardena) to serve as its Chair and Vice-Chair for the 2023-2024 legislative session.

The State of Mental Health for Black and

With Christmas approaching, the holiday season can be a time filled with joyful gatherings with family and friends. For some, however, the holiday season can bring loneliness and take a toll on one’s mental health.

Candid conversations around mental health have grown over the last few years as people have struggled with the emotional, mental and physical impacts of the pandemic and subsequent effects of COVID-19.

This month, Black Women Organized for Political Action (BWOPA)/TILE and Hispanas Organized for Political Equality (HOPE) released a historic statewide poll and report on the current state of mental health for Black and Latina women in California.

“We have known that racism and discrimination take a toll on the mental health of our communities, and now we must factor in the disproportionate and lingering effects of the pandemic on communities of color,” said LaNiece Jones, Executive Director of BWOPA, in a statement.

“What matters now is that we don’t sweep these added challenges aside, but treat these barriers in mental health care for what they are, a crisis in care that must be urgently addressed.”

The survey, conducted by EVITARUS, polled 800 California women who identify as Black, African American and/or Hispanic/Latina. The report found that 94% of respondents place a high priority on “increasing awareness among Black and Latina women about the benefits of seeking help or support.” But, about 62% of the participants reported having mental health concerns for which they did not seek care.

A time for support and treatment

Camille Lewis, a licensed clinical social worker based in Grand Terrace, said that with everything going on — navigating life in a pandemic, ongoing racial tension and a precarious economy — there are a lot of mental health concerns in society and within communities.

In response to a survey on the current state of mental health for Black and Latina women in California, 94% of participants place a high priority on “increasing awareness among Black and Latina women about the benefits of seeking help or support. (source:camh.ca).

“I think now, more than ever, we’re at a time where we need support, but we also need to be treated for those things,” Lewis said. Lewis has been practicing therapy in support of various organizations since 2015.

“No person is exempt from having to deal with their mental health,” Lewis emphasized.

While Lewis has only been working independently within a private practice for two years, she explained that in the last three to five years she has noticed a shift in society where people have been more open to seeking mental health treatment as it becomes more normalized.

Lewis’ caseload is primarily full of women of color which she said she “loves to see.” With the clients she supports, Lewis said it’s really clear how important it is to have clinicians of color.

“Because people in our community are reaching out more, and when you’re reaching

out about vulnerable topics, you need to feel as safe as possible,” Lewis said. “And the more you can have in common with someone, the easier it is to feel safe with them.”

A 2018 report published by the University of San Francisco’s Healthforce Center and funded by the California Health Care Foundation (CHCF) reported that while the state has more than 80,000 licensed behavioral health professionals, they are not distributed evenly across the state nor does the workforce reflect the racial/ethnic diversity or gender composition of the state’s population.

“There are a lot of benefits to seeking someone who has a shared identity with you. And for Black women, I think some of those [benefits] are having somebody who has an intimate and personal understanding of some of the societal pressures that come along with being a Black woman, as well as all the challenges that come along with being a Black woman, specifically

— and there are several that are exclusive to this population.”

According to the joint survey released by BWOPA/ TILE and HOPE, 69% of the participants reported that their experiences with racism or discrimination negatively impacted their emotional well-being or mental health. Additionally, the report noted that 52% of the respondents said it is difficult to find a counselor, therapist or mental health care provider who shares their values or comes from a similar background.

Lewis explained that within the therapeutic community there has been more of a push for cultural competency and recognizing personal biases about different groups so that clients are not stereotyped when seeking help.

Coping with the stress of expectations

“In a lot of minority households, there are certain behaviors and things that are so normalized that we don’t even recognize it as a mental health concern,” Lewis stated. “Like a lot of people of color struggle with anxiety, [and] a lot of it comes from the expectations within the family or some of the cultural norms or expectations.”

Many women come from communities that uphold myths such as “the strong Black woman” or “marianismo” (an idealized gender role that upholds self-sacrifice and submissiveness) in Hispanic culture, both of which impact one’s identity and the need to seek professional mental health support.

“Mental health has really just always been seen as a weakness, or anything emotional has been viewed as a weakness in our communities,” Lewis said. “So, we tend to stay far, far away from things that are associated with emotional things while we carry the emotional burden of society on our backs.”

The stigma around seeking help for mental health is just one barrier that keeps Black and Latina women from seeking professional assistance. The joint report noted other barriers including the disproportionate number of Black and Latina mental health professionals (just 4% of active psychiatrists practicing in California are Latino and only 2% are Black); difficulty accessing free or low-cost services; and issues with their insurance providers covering the cost of mental health services.

“Our research draws a direct line between the

challenges in accessing mental health care for Latinas and Black women to the shortage of mental health professionals that share our backgrounds,” said Helen Torres, CEO of HOPE, in a statement.

“The data is a call to action for healthcare providers and educational institutions to address the negative impacts of a healthcare workforce that does not represent the communities it serves. We must take steps to close the representation gap and provide better care to all.”

Insurance coverage for mental health Lewis explained that dealing with insurance providers can be frustrating because they reserve the right to be selective and picky about what services they will and won’t cover, or what they deem medically necessary. She said this can bring along fears of being misdiagnosed because “basically, the way you get the best coverage is like the more you have wrong with you, then the more sessions they’ll approve for you.”

Therapy sessions can range anywhere from $80 to $200 per hour depending on the type of therapy and the mental health professional providing the service. Lewis said she has a sliding scale for clients, but lowering her prices can be tricky because she has to make a living for herself.

Over the last few years, several nonprofit organizations and online platforms dedicated to disseminating mental health resources have materialized. The founders of these organizations have curated and created directories of Black, Indigenous and Latina/x mental health professionals, resource guides and in some instances offer free or low-cost virtual therapy options.

Here are some mental health organizations and websites specifically dedicated to support Black and Latina/x women:

1. The Loveland Foundation

The Loveland Foundation was created in 2018 by Rachel Cargle as a result of her popular birthday wish fundraiser, Therapy for Black Women and Girls which raised more than $250,000. The foundation’s mission is to “bring opportunity and healing to communities of color” through fellowships, residency programs, listening tours and a therapy fund that helps provide financial assistance to Black women and girls who seek therapy.

Through partnerships with other mental health organizations, the Loveland Therapy Fund provides recipients with a list of mental health professionals who provide “high quality, culturally competent services” across the country.

Those interested in receiving cost-free therapy can sign up for the Loveland Therapy Fund, which accepts recipients on a quarterly basis. If the recipient is chosen, they can receive a total of 12 vouchers.

“While at Loveland we do not provide therapists or schedule participant therapy sessions, we do provide directories that can be used as a resource to find a therapist. Vouchers can be used with any therapist in the United

Assemblymember Akilah Weber (D-San Diego) was elected secretary while Assemblymember Isaac G. Bryan (D-Los Angeles) was elected treasurer. The newly elected officers’ two-year terms began this month.

“I look forward to working with my colleagues to uplift over two million Black residents living in California,” Wilson said in an August written statement.

Two CLBC members will not be returning. Outgoing Assemblymember Jim Cooper (D-Elk Grove) was elected as Sheriff of Sacramento County in June, and Kamlager will begin serving in the U.S. House of Representatives in January 2023.

CLBC members make up 10% of the Assembly and 5% of the Senate. California’s Black population is about 6.5% according to the US Census.

Tips for a Safe and Happy Holiday Season

As we continue to revel in the joys of the holiday season, San Bernardino County Sheriff Department and Fire Protection District public safety officials are reminding local residents to also keep their minds on safety with the following tips:

Check the lights, check the cords

Before you put up any electrically lighted decorations, check the equipment to make sure it will operate safely. Check for burnedout lights, empty sockets, and broken bulbs. Inspect wires carefully for breaks, fraying and damaged connections before energizing your holiday decorations. Any damaged strands of lights should be thrown out.

Artificial trees

If you use an artificial tree, make sure it is made of safe, fireproof materials. If your artificial tree is pre-lit, make sure you test the tree and check all electrical cords and connectors for damage, fraying or broken parts before using the tree. On a pre-lit tree, check carefully for burnt-out, broken or damaged light sockets. Damaged equipment should be replaced or repaired before using the tree.

Natural trees

If you use a natural tree, make a fresh 1-inch cut at the base to open pores clogged by sap. The fresh cut surface should be creamywhite so that the tree will be able to drink water. Choose a sturdy stand that holds at least one gallon of water. Rinse the stand with a mixture of one cupful of bleach and one cup of water before inserting the tree. This rinsing reduces the growth of microorganisms that can block the tree’s ability to absorb water. If the tree is not going into the house soon after purchase, it should be stored in a bucket of water in a cool place away from wind and sun. An average natural tree may consume between a quart and a gallon of water per day.

If the water level drops below the cut end of the trunk, a seal will form and no more water will be absorbed, so don’t forget to water the tree every day.

Mini-lights

Miniature lights produce less heat and reduce drying on a natural tree. Always check lights for frayed or cracked wiring and broken sockets before placing them on a tree. Do not attempt to repair a worn light — throw it away. Turn off tree lights when leaving the house or before going to bed. Avoid overloading circuits. Plug no more than three light sets into a single outlet.

Keep away from heat sources

Place the tree away from heat sources including heating vents, fireplaces, wood stoves, radiators, TV sets, or sunny windows. Keep rearranged furniture away from heat sources as well. Be careful not to block a door with the tree or with rearranged furniture.

Remove and recycle the tree promptly

After the holidays, remove a natural tree from the house as soon as possible. Never burn any part of a Christmas tree in a wood stove or fireplace; it burns too fast and is explosive! The best alternative is to recycle your tree through your local city or county program.

America also spoke in support of the project. Members of the Concerned Neighbors of Bloomington group say that many of the union members who attended are not residents of Bloomington and are paid to be at the meetings.

In under two hours, the County Board of Supervisors moved to vote. As the board approved the project, the final vote was met with both cheers and outcries while some residents were threatened with being removed from the meeting as they voiced their dissent.

Currently, members of the Bloomington community are figuring out the best path forward on whether they will appeal the Board’s decision or pursue legal action.

Marven Norman, the policy coordinator for CCAEJ, said members of the community are currently weighing their options to stop the project. “Some people aren't sure if they really want to have a lawsuit. They want to find out what other ways [there are] to stop it from happening.”

2. Therapy for Black Girls

Therapy for Black Girls is an online platform dedicated to encouraging the mental wellness of Black women and girls. Created by Dr. Joy Harden Bradford, a licensed psychologist, speaker and the host of popular mental health podcast, Therapy for Black Girls.

The website includes blog posts with supportive guides and discussions regarding mental health and how to cope, includes a directory of Black therapists that offer virtual and/or in-person services across the U.S.

Those seeking therapists can narrow their search by location, specialty and if the therapists accept new clients. Therapists offering services in the Inland Empire include Patrice N. Douglas of Empire Counseling (who accepts local insurance providers) and Ubuntu Psychological Services, based in Corona.

3. Therapy for Latinx

Inspired by Dr. Joy Bradford’s Therapy for Black Girls, Brandie Carlos sought to develop specific resources for members of the Latinx community. She found none, so she began building a directory of therapists, curating resources and stories from the community to launch Therapy for Latinx, an online platform that provides resources to those seeking mental health professionals and tools.

In nearby Moreno Valley, it took five years for environmental justice organizations to agree on a $47 million settlement with the developer of the World Logistics Center, which is a 40.6 million square foot warehouse and industrial complex.

The settlement money will be used to mitigate the environmental impact of the warehouses on the nearby communities.

5. Latinx Therapy

Adriana Alejandre founded Latinx Therapy in 2018 with the mission to destigmatize mental health in the Latinx community.

Latinx Therapy provides resources for those seeking mental health support such as podcasts, bilingual reading resources and apps. Additionally, the website includes a curated directory of therapists, 98% of which are Spanish speakers.

The Consent Decree agreement was years in the making dating back to the initiation of an FBI investigation that began in 2014. Some of the worst allegations included inmates having shotguns placed to their heads, being repeatedly assaulted with stun guns—often to their genitalia, anally sodomized by jail officials and claims that at times, inmates were even deprived of sleep.
