As 2022 comes to an end, we close the book on the year that was and welcome 2023 with new resolutions, fresh optimism and great expectations. Looking to the future it is easy to forget that time is an illusion and life is a continuum connecting one generation to another, one historical event to the next in the seamless flow of forever.

That being said, it is still exciting to know that if we choose, we can start 2023 with a fresh outlook while simultaneously embracing new opportunities to make a difference in our own lives, in our interactions with those around us and how we choose to contribute to our communities and the world.

I often wonder how different, how much better our communities would be if each of us could devote just a couple of hours each week to making a difference.

I know it is easy to feel generous and give during the holiday season, but what about the rest of the year? The needs we observe this time of year exist throughout the next and there are

so many ways to serve.

Just find something you are passionate about and get involved. There are almost as many ways to volunteer as there are people to do so and you can dedicate as much or as little time as you can spare.

Whether it's working with seniors, or youth, advocating for the environment or feeding the homeless, supporting the arts or a local politician, there are programs where you can volunteer from the comfort of your home to call an older adult who is living alone once a week for about 30 minutes.

Experts agree that volunteering has as many, possibly more, benefits for the volunteer as it does for the cause(s) they choose to serve.

Research has shown that volunteering enhances your self-confidence, self-esteem, and satisfaction with life. It can help combat depression, help you stay physically healthy, provide a sense of purpose and even teach valuable skills. Equally as important, it can also

Three D’s to a Better Life: How a Group of Men are Saving Black and Brown Youth in San Bernardino

Agroup of men are doing their best to leave an everlasting impact on Black and Brown high schoolers in San Bernardino County.

The Save Our Sons program is being piloted at the PAL Center and Charter Academy in San Bernardino County.

“I have four sons, and as a father raising them here in San Bernardino, we fall right up under Oakland and some other places [for murders],” said Dr. Dwaine Radden, the Sr. Executive Director/CEO of PAL Center and Charter Academy.

Homicides are up 17% according to the San Bernardino County Community Indicators Report.

Dr Radden told BVN he asked himself, “How can I keep them alive? How can I save my sons?” That's where the idea for the program came from.

The goal of the organization is to launch this program in cities nationwide.

Currently, there are 30-35 students from 9th to 12th grade participating in the program in San Bernardino. They meet once every two weeks. Each session is 45 minutes long.

Focus on critical thinking and conflict resolution

According to Keith Burkes, who oversees academic support and life skills for PAL Center and Charter Academy, the program's primary focus is critical thinking and conflict resolution.

“As a young man, young person, there are always decisions you have to make. There are always decisions that are going to be made for you. Where do you fall in place of ownership and responsibility,” Burkes asks? He explains how he challenges the participants as to whether what comes out of their mouths match their actions. He tells them they can start being responsible for how they think and what they you do, The young men are taught the “Three D’s” – Discipline, Dedication, and Determination. According to Radden, the “Three D’s” are modeled after his sons. One was disciplined, one

“There is not enough of us men of color in front of our young boys and young men showing them what a young man should be like,” he said. The organization’s goal is to put a role model right in front of the young men and show them how to achieve their goals.

Stop the cycle from schoolhouse to courthouse to jailhouse

Radden said that unfortunately, in San Bernardino, it is a scary proposition for these young men because “they are either six feet under or six feet in [a jail cell].”

The San Bernardino County Community Indicators Report notes that of the total juvenile arrests in the County in 2020, 32.9 percent were African-American and 52 per cent were Latino.

In addition, NeighborhoodScout.com reflects 94 percent of communities in California have a lower crime rate than San Bernardino County.

“This program is not exclusively for Black and Brown [kids], but those are the ones that need to be saved [from the system] they have for them to live in,” explained Radden. “They go from the schoolhouse to the courthouse to the jailhouse.”

PAL leaders meet with the students every two weeks to go over lessons and teach them life skills like creating resumes and interviewing for jobs.

Xavier Reyes’ story

Reyes grew up in south central LA before his parents moved to San Bernardino to provide a better life for him and his siblings.

He said what he has learned most from this program is how to carry himself outside of the classroom as a young man, and in society, and to keep his distance from negative influences.

Western Municipal Water District Board to Vote on Alleged “Racially Fueled” Motion against Vice President who Questioned Board Procedures

Acensure motion against Western Municipal Water District (WMWD) Board Vice President Gracie Torres will come up for a vote on Wednesday December 21 following its postponement earlier this month after the board voted to give her more time to review the allegations against her and prepare a response.

The board members met on December 8 to, among other things, discuss the possible censure of Torres. In a prior meeting on November 16, the board had discussed an agenda item that constituted the first step in deciding whether or not to bring a censure motion against Torres for publicly criticizing staff and falsely accusing them of violating meeting laws and procedures.

“Director Torres publicly criticized staff and legal counsel’s job performance during the board meeting; calling attention to grammar errors, misspellings and scrutinized the work performed by the reviewer

of the work repeatedly. These comments adversely impacted staff,” a board packet dated November 16 says.

Other instances highlighted in the board packet include a meeting on November 2, 2022, where, “Director Torres falsely accused staff of violating the Brown Act even after legal counsel advised there was no such violation, prior to the board meeting”, and a February 17, 2021 closed session where Torres purportedly told the General Manager, “Thanks for mansplaining to me.”

But Torres says the censure motion against her was only brought after she questioned a potential Ralph M. Brown Act violation during a board meeting held on October 5, 2022. That violation, she says, is now under probe by the District Attorney.

Community Comes Together for Holiday Giving Event

Deannia Deloney left her home in Hemet around 8:20 a.m. to arrive at the Bloomington Community Health Center around 9:15 a.m. and joined the line for a toy and food giveaway event in Bloomington.

Project Boon, in partnership with the Bloomington Community Health Center, welcomed hundreds of families to their annual Holiday Giving Christmas event on Tuesday, Dec. 21, just in time for Christmas.

Based in Rancho Cucamonga, Project Boon is a nonprofit organization that partners with local organizations across Southern California to host holiday events such as food and toy giveaways during Christmas, and serve hot meals during Thanksgiving.

Deloney stood in line waiting for the event to begin alongside her twin daughters and her younger brothers Eeamaria and Eric. Deloney and her family joined other parents, kids and grandparents who lined the sidewalk on Magnolia St. One resident, who was second in line, said that he and his son had been in line since 6:00 a.m.

“Unfortunately, I had some last minute stuff I had to pay for, so I went on Facebook last week and just put in toy drives and I found this one with groceries,” Deloney said. Deloney explained that she usually plans ahead for toys at the beginning of the year, but this year she had unexpected costs.

With toy donations from strategic partners like Amazon and grocery donations from the local Grocery Outlet in Rialto, Project Boon Executive Director Christopher Suchánek said that they expect roughly 300 families to attend the event and estimated they will distribute 7,000 donations by the end of the day.

Local food insecurity

According to San Bernardino County, in 2019, the Riverside-San Bernardino metro region had a notably higher level of food insecurity than the state and nation. The U.S. reported that 10.4% of residents in the nation experienced food insecurity compared to 9.9% in California and

“This is for underserved families or families that are struggling to make ends meet. What we say is Project Boon helps families make ends meet during the holidays,” Suchánek said. While families are limited to three toys per household, Suchánek said that by supplying families with some toys and groceries, this will allow them to afford the rest to “ease the suffering a little during the holidays.”

Resource information available during the event

The giveaway event also served as a site for resources for families who may otherwise not have access to them. Several organizations across the Inland Empire like Inland Empire

Health Plan (IEHP) and San Bernardino County Department of Public Health, had tables set up with educational pamphlets, free at-home COVID-19 tests and small toys for children.

The Bloomington Community Health Center is one of six health centers under Community Health Systems, Inc. (CHSI), a nonprofit that operates health centers across Riverside, San Bernardino and San Diego Counties. During the event, the CHSI Mobile Clinic offered free flu shots and COVID-19 vaccines.

Roughly 57% of eligible residents in San Bernardino County have completed their primary series for the COVID-19 vaccine and 13% have received the updated bivalent booster, according to the latest available data from the

one day, “It's something that I've wanted since I was little because I've seen my mom as a nurse. She's taken me to her job before to see what she does. And ever since then, I was like, I want to be in the medical field at some point in my life.”

Ja’kim Boykins’ story

Boykins' life journey with his family has been more tumultuous than Reyes', having gone through the foster care system. One thing that motivates him is to make sure his little brother is well off.

Boykins mentioned he would like to attend college, but first he wanted to find a job after graduating to save up enough money to pay for school.

“I like art, so I want to be a tattoo artist, and I want to cut hair. I want to do stuff to make other people happy.”

One of the lessons that have stuck with Boykins these last few weeks is the importance of how you present yourself and that you write your own story. “Don’t let anyone else shape what type of man you will be,” he noted.

“Don't use the sadness that happened in your life to hold you back. You know what I'm saying,” Boykins said. “You got to be the one not to crave pity. You don't need sympathy. All you need to do is get it done and push forward to be better than everybody else.”

Looking to the future

As the program continues to grow, they will be looking to expand to other cities in California and, eventually, other states across the country.

More Shocking Revelations: Regarding Victor Valley Union High School District’s Disciplinary Practices

After receiving complaints from school employees and students, on August 12, 2014, the US Department of Education (ED) Office of Civil Rights (OCR) announced it had opened a compliance review of the Victor Valley Union High School District to examine whether its disciplinary practices discriminated against minority students by disciplining them more frequently and harshly in violation of federal law.

As previously reported by the IE Voice and Black Voice News, upon completion of its investigation, the US ED OCR confirmed reports of unequal treatment of African-American students. Its investigation revealed that discipline within the Victor Valley Union High School District (VVUHSD) resulted in greater harm to African-American students, who lost significant learning time compared to White students.

Any government agency receiving federal financial assistance, such as VVUHSD, is subject to The Civil Rights Act of 1964, which says no person in this country will be excluded from participating in, or benefiting from, any program or activity on the basis of race, color, or national origin.

Therefore, when OCR determined that VVUHSD through its disciplinary actions deprived African-American students of their ability to get an education, OCR concluded that the district violated federal law.

Statistics for VVUSD’s 2018-19 school year (SY) indicate that 18,000 students were referred for discipline. Of the 18,000, 54.3 percent (9,774) were Latino, 37.1 percent (6,678) were African-American, while 5.9 percent (1,062) were White students.

The percentages of total student enrollment by race, in proportion to the percentages of discipline referrals show the inequality.

Latino students at 54.3 percent (9,774) of

discipline referrals, represented 65.2 percent (8,975) of total student enrollment. OCR concluded that discrimination directed at Latinos was not significant.

African-American students at 37.1 percent (6,678) of discipline referrals represent almost twice their 20.8 percent (2,870) of student enrollment.

White students at 5.9 percent (1,062) of discipline referrals, represented eight percent (1,097) of student enrollment.

Asian, Native Islander, and American Indian students at 2.7 percent (486) discipline referrals, represented 5.1 percent (698) of student enrollment.

On August 16, US ED announced it had reached a voluntary settlement with VVUHSD, recognizing principles to establish a safe and nondiscriminatory school environment and to implement provisions of a resolution agreement. VVUHSD signed a resolution agreement with the US Department of Education, promising

to enact 13 action items to examine,correct, and improve their failed disciplinary policies, monitor discrimination, train their staff of legal practices, inform students, parents, and the public of data and progress, and provide education to restore students victimized by discriminatory policies/practices.

Subsequent to the agreement and as previously reported by Black Voice News and IE Voice, VVUHSD announced the hiring of a new superintendent, Carl J. Coles, to replace retiring superintendent Ron Williams, who served the district for 10 years. During Williams’ tenure, OCR found evidence of discrimination against African-American students through the district’s disciplinary actions.

In 2019, Williams was recognized by the California Association of African-American Superintendents as Superintendent of the Year for his exceptional talents and commitment to VVUHSD. Then, Williams was one of 25

San Bernardino County Sheriff’s CleanSWEEP Program

OCR confirmed that VVUHSD used a juvenile citation program operated by the San Bernardino County Sheriff’s Department and known as CleanSWEEP (Success with Education/ Enforcement Partnership), for its disciplinary cases.

A program once hailed as a successful school safety program by the federal government, the program became a tool to discriminate against mostly Black students within VVUHSD.

CleanSWEEP empowered school administrators to issue citations to students violating the law on campus, the only juvenile citation program in the country, according to the US Department of Justice.

Under the CleanSWEEP program, school administrators could issue citations to students of ages 10 through 17, if found loitering, littering, keeping lost property, committing petty theft, applying graffiti, having tobacco, alcohol, or marijuana.

OCR determined that African-American students were 3.4 times more likely to receive a citation then White students.

Students cited with infractions were then compelled to appear in court before a judge who could impose a variety of punishments.

OCR determined that VVUHSD, utilizing the San Bernardino County Sheriff’s Department’s CleanSWEEP Program and other disciplinary actions, disciplined minority students more harshly and frequently in violation of The Civil Rights Act of 1964, Title VI.

On August 31, San Bernardino County Sheriff Shannon Dicus issued a press release announcing the suspension of its CleanSWEEP Program, citing an open investigation by the California State Attorney General.

OCR Found CleanSWEEP Program Discriminated

At VVUHSD, according to OCR, CleanSWEEP was deployed at four schools: Adelanto, Hook, Silverado, and Victor Valley.

Other schools in the district mostly attended by White students – Cobalt Institute of Math and Science and University Preparatory – did not have CleanSWEEP on campus.

VVUHSD employees with direct knowledge of its disciplinary data and the CleanSWEEP program testified that actions taken under CleanSWEEP discriminated against AfricanAmerican students in SY 2018-19.

OCR discovered district leadership detailed concerns in a memo and recommended discontinuing the program, citing CleanSWEEP’s negative impact on students and their families already facing debilitating levels of poverty.

VVUHSD’s mischaracterization of student behavior

OCR determined that two district schools mischaracterized defiant or disruptive behavior of African-American students to justify harsher punishment, as intentionally engaging in harassment, threats, or intimidation, directed against school district personnel or pupils. OCR did not identify a similar pattern occurring to White students.

OCR concluded that out of all AfricanAmerican students facing a first-time referral,

14.6 percent of African-American students received a severe consequence, compared to 9.4 percent of White students. African-American students accounted for 42.9 percent of all first-time referrals, double their (20.8 percent) of student enrollment.

OCR found African-American students received harsher treatment, removed from instruction, for having engaged in inappropriate behavior, defiance or disruption, contrasting with numerous examples of White students not removed for similar behavior.

African-American students (27.1 percent) were almost twice as likely as White students (15.1 percent) to receive a suspension or behavior contract after a second referral for inappropriate behavior OCR determined.

Examples of disparate treatment

An administrator told OCR that in one instance, a teacher referred an African-American student for sexual harassment, instead of a dress code violation, for wearing saggy pants with no belt. Sexual harassment, a more serious offense, can result in suspension.

OCR found circumstances where an AfricanAmerican student was suspended one day for wearing his pants low, while a White student received five days lunch detention for the same and more.

or tardy students should be disciplined through alternative methods other than suspension/expulsion, VVUSD’s Disciplinary Policy authorized suspensions.

OCR determined that VVUHSD used suspensions/ on-campus interventions at least 692 times during SY 2018-19 to discipline students who were tardy or

missed instruction.

Overall, African-American students were 2.5 times more likely to be suspended, and 2.3 times more likely than White students to be suspended more than once.

For incidents involving fighting during SY 2018-19, average suspensions for African-American students equaled 2.6 days, compared to White students averaging 2.3 days.

Pre-expulsion contracts

An administrator revealed students were pressured to sign preexpulsion contracts during disciplinary proceedings, which could mean expulsion for future misbehavior.

OCR determined that African-American students received preexpulsion contracts at a rate of 3.7 times greater than White students.

OCR discovered Adelanto High School placed some students on “home custody,” during SY 2018-19, of those 13 students, five (39%) were African-American, and 8 (62%) were Latino.

Students were pressured to sign pre-expulsion contracts during disciplinary proceedings, which could mean expulsion for future misbehavior. (stock.adobe.com).

Home Custody and pre-expulsion contracts were not in VVUHSD’s Disciplinary Policy. Home Custody was considered a suspension while pre-expulsion contracts could result in expulsion for future behavior. Of the 73 students expelled during SY 2018-19, 53.4 percent (39) were African-American students, representing less than a quarter, 20.8 percent, of district enrollment.

The district’s data revealed that African-American students accounted for 42.9% of all referrals resulting in exclusionary discipline or other severe consequences.

Use of force and pepper-spray

An administrator alleged security officers used force and pepper spray on African-American students more than other students. The administrator recalled the school’s principal acknowledging district security officers used pepper spray too freely. OCR found VVUHSD did not track use of pepper spray.

Disenroll Students to Improve Graduation Rates

OCR discovered VVUHSD counseled African-American and Latino students facing discipline, attendance, and/or academic problems to leave school, and enroll in alternative programs, to improve VVUHSD’s graduation rates.

Another administrator confirmed VVUHSD labeled students, 18 years and older with disciplinary issues, as unlocatable truants, disenrolling them. OCR corroborated the allegations.

“For sharing my valid concerns, I am being retaliated against which is a continuing pattern of the harassment I have received from Director [Brenda] Dennstedt during my first term on the board,” Torres stated. “It is my duty as a board member to be transparent with constituents and ensure the Board is following the law that governs us as elected officials. We cannot afford to play politics with ratepayers’ hard-earned dollars.”

Section 54954.2 of the Brown Act stipulates that before a regular meeting, the legislative body of the local agency, or its designee, shall post an agenda containing a brief general description of each item of business to be transacted or discussed at the meeting, including items to be discussed in closed session, at least 72 hours before the meeting.

“The agenda shall specify the time and location of the regular meeting and shall be posted in a location that is freely accessible to members of the public and on the local agency’s internet website, if the local agency has one,” the Act states in part.

Official Action

Vice president Torres brought the issue to the attention of Dennstedt, WMWD General Manager Craig Miller, and Jeff Ballinger, the general counsel of the water district, on the evening of October 2, 2022. She again brought her concerns to Dennstedt, Miller, and Ballinger during the open session of the October 5th board meeting, raising the issue of voting on agenda items that had not been properly posted per the Brown Act.

The event was organized similar to an assembly line where families entered the parking lot lined with booths and made a stop at each one. First, families were signed in at the health center booth and given a paper that

Long Beach Police and Fire Chiefs Receive The Spirit of St. Mary Award

When we call for help, you come”, said Carolyn Caldwell, the first African American President/CEO of Dignity Health - St. Mary Medical Center. “You make Long Beach a better and safe place to live, work, and play!”

With that, Ms. Caldwell made the firstever presentations of The Spirit of St. Mary Award. The recipients were Long Beach Chief of Police, Wally Hebeish for his department, and Chief Xavier Espino for the Long Beach Fire Department.

The event was held on Friday, December 9 at the Hyatt Regency in Long Beach, CA with more than 200 people in attendance.

Chief Hebeish and Chief Espino spoke with obvious emotion as each accepted the award. Both expressed gratitude for the long-standing relationships their departments have with St. Mary Medical Center. “When our uniformed officers are injured, you are the ones who treat them”, shared Long Beach Police Department Chief Heibeish. “We honor the quality of the care they receive and the great compassion with which that care is administered”.

St. Mary Chief Philanthropy Officer, Michael Neils, introduced The Spirit of St. Mary Award to the audience. “When our parent company, Dignity Health, formulated its tagline, it created a new word, HumanKindness. The idea behind the word is simple and yet immensely profound. Every human person is a unity of body, mind, and spirit. OCR determined the facts, applied the legal standards under The Civil Rights Act of 1964, it found VVUHSD involved itself in discriminatory treatment of African-American students in its application of discipline, in violation of Title VI and its use of federal and state regulations.

OCR also determined that the school district was aware of the disproportionate/harmful impact of its disciplinary practices on AfricanAmerican students over multiple years, and these harms were foreseeable.

Racialized generalizations and negative stereotypes

In conducting their interviews, OCR explored why VVUHSD’s discipline rates were higher for African-American students and concluded district administration and employees’ justifications reflected racialized generalizations and negative stereotypes about African-American student behavior.

For example, one principal justified disproportionate discipline for AfricanAmerican students because they are “loud” and it is their “culture.” Another administrator observed school administrators were less patient with African-American students when imposing discipline.

African-American and Latino students facing discipline, attendance, and/or academic problems were encouraged to leave school, and enroll in alternative programs, to improve VVUHSD’s graduation rates. (vvhs.vvuhsd.org).

action by taking votes on all agenda items. Pursuant to the Brown Act, Torres submitted a formal “cure and correct request” to the Board of Directors on Monday, October 31, 2022. Instead of acting on her request, an item to censure her was introduced.

During the December 8 meeting that was to determine Torres’ fate, a group of supporters turned up at the venue to rally behind her, terming the censure motion a “witch hunt” fuelled by racism. The supporters, who included former assembly member Jose Medina, demanded a chance to air their views on the

motion.

Initially, the Board’s president had declined to allow them to speak, but was advised that it was important to let them do so. Twelve people were eventually allowed to address the meeting, with most of them opposing the motion.

Eventually, the censure motion was pushed to December 21 after Ms Torres asked for more time to review the associated paperwork.

As the inland region continues to evolve and expand its multi-cultural, multi-racial majority, what better way to build a caring and cohesive community than to be an active participant in creating the type of supportive community we desire?

There are hundreds of volunteers working across the region making a difference every day, yet those hundreds could easily be thousands. Consider volunteering yourself or as a family, it's a wonderful way of teaching your children to give back. Volunteering is also another way to transmit values and because children learn by observing, it is highly probable they will model this behavior.

Explore local nonprofits and cultural organizations, schools, faith-based institutions, nearby hospitals, or other community based organizations. There is room and opportunities for everyone to get involved in something they are passionate about.

Let 2023 be the year you got involved and do your part to help make a difference.

Of course, this is just my opinion. I’m keeping it real.
