KNOWLEDGE CONVENTION 2012

His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, Sultan and Yang Di-Pertuan of Brunei Darussalam consented to grace Majlis Ilmu 2012 with the theme 'Luxury of Health is the Foundation of the Nation's Welfare' or 'Nikmat Kesihatan Asas Kesejahteraan on Tuesday, 11 September 2012. The Prime Paper was delivered by Pehin Datu Seri Maharaja Dato Paduka Seri Setia (Dr) Ustaz Haji Awang Abdul Aziz bin Juned, the State Mufti, with the topic 'Healthy Lifestyle and Healthy Eating Habits from the Islamic Perspective'. His Majesty and the royal entourage then consented to view the exhibitions at two separate halls in the Multipurpose Hall, the Ministry of Health exhibit  Warisan Kesihatan Islam & Negara Brunei Darussalam  Peringkat Kesihatan Individu & Institusi Keluarga  Peringkat Kesihatan Masyarakat  Peringkat Kesihatan Negara and Raja Berdaulat Negara Berkat Berkonsepkan Melayu Islam Beraja by the Balai Kenangan Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien.

KNOWLEDGE CONVENTION

On 12 Sept 2012, Her Majesty Raja Isteri Pengiran Anak Hajah Saleha attended a premier talk for the Knowledge Convention entitled, 'The Crucial Role of Women in Generating Family's Spiritual and Physical Health' On 13 Sept 2012, the third day the "Forum Perdana" (Premier Forum) was graced by His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister's Office. A three day Health Seminar was also held in the afternoon. Brunei Darussalam Library Association members attended the three days knowledge convention at the International Convention Centre. Negara'.

TEACHERS DAY CELEBRATIONS 2012

Teachers Day with the theme “Quality Teachers, Innovative Learners", was celebrated on 24 Sept 2012. His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam made the announcement that a new Education Order will come into effect January 1, 2013 The "Compulsory Religious Education Order 2012", focuses on religious studies to be made compulsory for all Muslim students in the country. In conjunction with the 22nd Teacher's Day celebration, YAM Pengiran Setia Negara Pg Hj Mohd Yusof bin Pg Hj Abdul Rahim and Pehin Jawatan Luar Pekerma Raja Dato Seri Utama Dr Ustaz Hj Awg Md Zain bin Hj Serudin were honoured with the Sultan Haji Omar 'Ali Saifuddien Education Award in recognition of their enormous contributions towards the development of education in the country and they are among the pioneers who led and moulded early efforts in structuring the country's educational system. The award is named after the 28th ruler of Brunei Darussalam, Al-Marhum Sultan Haji Omar 'Ali Saifuddien who, during his reign, gave serious attention towards general and religious education in Brunei. Other awards presented were: Meritorious Teacher's Award to Dato Paduka Haji Abd Razak bin Haji Muhammad, Datin Paduka Hajah Misli binti Haji Awang and Pg Haji Aliuddin bin Pg Haji Omar Ali. Excellent Teacher's Awards to Marina Chek binti Bujang, Hj Mohd Hairol bin Mohd Yusof, Lim Soh Ngo, Hjh Siti Sara binti Hj Mohamad, Hj Matassan bin Hj Tuah, Dyg Mariam binti Hj Md Gais, Dk Hjh Samsiah binti Pg Hj Damit, Rokiah binti Hj Asmahkhan and Nor Swee Yin Chua binti Abdullah. An additional 21 teachers will receive Special Mention in a separate ceremony.

7 ASEAN GO-NGO FORUM ON SOCIAL WELFARE AND DEVELOPMENT 8 ASEAN SENIOR OFFICIALS MEETING ON SOCIAL WELFARE AND DEVELOPMENT TH (8 SOMSWD) AND RELATED MEETINGS th

The above meetings were held on 11-14 Sept 2012 in Han Noi Vietnam, hosted by the Ministry of Labour, Invalids and Social Affairs of Vietnam (MOLISA). Prior to this on the 11 Sept 2012, there was a one day ASEAN Regional Workshop on Promoting Social Services and Social Protection for vulnerable groups: international/regional instruments and th their implementation. On the 12 Sept 2012, the 7 ASEAN GO-NGO Forum on Social Welfare and th Development was held. This was followed by the 8 ASEAN Senior Officials Meeting on Social Welfare and Development on 13 and 14 Sept 2012. THE ASEAN GO-NGO Forum on Social Welfare and Development is a meeting held annually backto-back between the government and the NGOs. At this meeting there were papers presented by experts from Ms Braema Mathiaparanam of ICSW and Ms Celie Peyron Bista of ILO, Country presentations were based on such topics as Access to nationally-defined set of goals and services supporting essential health care, access to basic income security, nutrition, education, care and any other necessary goods and services, access of all persons in working age to basic income security and access of all persons in old age to basic income security.

The meeting recommended to issue an ASEAN declaration that expresses the commitment of ASEAN member states to strengthen Social Protection Floor Implementation in support of building an ASEAN Community by 2015; the right to social protection is a basic human right and everyone is entitled to essential services; and its access should be promoted, protected and fulfilled.

BLA PRESIDENT’S VISIT TO THE NLV Puan Nellie while in Hanoi, Vietnam, took time off to visit the National Library of Vietnam on 14 Sept 2012.Upon arrival she was met by Ms. Thu Phuong, Vice Head off the International Relations Division and taken on a tour of the NLV premises and its services. Key information The National Library Vietnam (NLV) is under the purview of the Ministry of Culture, Sports and Tourism and its public library system consist of 63 city and provincial libraries, 626 district libraries, 2,016 commune/precinct/town libraries, 9,828 reading rooms in village hamlets and 46 private libraries. In 2011/2012 the membership cards issued annually is 373,259,annual visits is 21,567,541 visits, annual circulation is 61,935,152 items, total collection is 25,165,370 volumes, legal depository is 2.0 million volumes. Its rare collection is the Han-Nom collection and doctoral theses collection. The National Bibliographic Databases include SACH database of 361,152 records of Vietnamese books, LA Database of 16,470 records of doctoral theses by Vietnamese, JAM Database of 6,272 records of Vietnamese and foreign newspapers, NCUU Database of 1,718 records of periodical titles published in Indochina before 1954 and those published in Saigon before 1975, press clippings database of 58,000 records and other databases of 3,607 records. The NLV is linked to its provincial libraries through intranet since 1994 and internet connectivity since 2000. Its digital library networks include the NLV INRANET, Vietnam Information for Science and Technology (VISTA), the rural and agricultural information (AGRO NET), Vietnam Trade Network (VITRANET) and Medical network. Reading promotion through the annual Reading Festival Day was launched in 2006. Go to page 5.

From page 4 At the NLV building in Trang Thi Street, Puan Nellie was shown the reading rooms for social science and humanities, natural and applied sciences; multilingual books, reference, periodical, researchers and business people, legal deposit collection, digital collection and the preservation Division. In the Preservation Division staff handle the preservation and conservation work needed by NLV. Puan Nellie was impressed with the researchers and Business People reading room which was equipped with business information The NLV is hopeful that an adjacent building might be acquired for library premises in the very near future. 8 ASEAN SENIOR OFFICIALS MEETING ON SOCIAL WELFARE AND DEVELOPMENT TH (8 SOMSWD) AND RELATED MEETINGS

ASEAN member states are promoting social services as a prominent policy intervention to respond to global processes and crises and to limit damage from shocks, stresses and climate change. Social protection is one of the primary goals of the ASEAN SocioCultural Community which is to contribute to realising the ASEAN Community that is people-centered and socially responsible, with a view to achieving enduring solidarity and unity among the nations and peoples of ASEAN by forging a common identity and building a caring and sharing society which is inclusive and harmonious where the well-being, livelihood and welfare of the peoples are enhanced. The ASEAN Socio-Cultural Community, in its Blueprint, is committed to enhancing the well-being and the livelihood of the peoples of ASEAN through alleviating poverty, ensuring social welfare and protection, building a safe, secure environment, enhancing disaster resilience and addressing health development concerns.

The meeting was held on the 13 -14 Sept 2012. Opening Remarks were delivered by the Vice Minister of MOLISA and by Japan. Help Age Korea delivered the 3rd Phase and final report of the Home Care for Old Persons in ASEAN Countries 2009-2012 and also a paper on Help Age Korea: Community based Services for old persons, followed by a paper by China and Japan.

CULTURAL EVENTS The delegates were invited to a Dinner Reception, Gala Dinner and cultural performances put up by the organisers of the meeting to showcase Vietnamese cuisine and its music and dances. The Brunei Darussalam delegates also visited the Vietnamese Women’s Museum, the Cultural Museum and the Fine Arts Museum.

ASEAN REGIONAL WORKSHOP ON PROMOTING SOCIAL SERVICES AND SOCIAL PROTECTION FOR VULNERABLE GROUPS A one day regional workshop on 11 Sept 2012 was attended by representatives from the NGOs working for the welfare and social services for women, children and persons with disabilities. Brunei Darussalam were represented by Puan Hjh Fatimah and Dyg Noryani (from JAPEM) and Puan Nellie and Dyg Hjh Siti Zaleha (from BD Social Welfare Council)

The workshop aimed at:  Enhancing the knowledge and awareness of ASEAN Member States relating to protection of vulnerable groups in international standards and instruments;  Sharing of information on the strategies, policies and programmes of ASEAN member states to provide essential services to vulnerable communities(focusing on women, children, elderly and PWDs);  Enhancing the role of the government and social partner’s cooperation in promoting policies of social protection and social services;  Collecting best practices on social services relating to the supply and access of services for vulnerable groups, how to remain and develop those services;  Mapping out social protection systems in ASEAN member states.

The workshop recommendations include that access to social protection and social services is a human right that should be promoted, protected and fulfilled in line with existing declarations; to establishing a national task force on SPF; that the family unit be strengthened and preserved; to renew efforts to identify vulnerable groups and effective mapping and documentation e.g. stateless persons and to work towards universal birth registration; and to strengthen partnerships with UN agencies and ILO.
