READING CRUCIAL FOR DEVELOPMENT

Reading is one of the main approaches to increasing knowledge, allowing us to enrich our mind and raise our capabilities. The importance of reading was highlighted by Acting Minister of Culture, Youth and Sports Datin Paduka Hjh Adina binti Othman in her opening remarks at the National Story-telling Competition at RTB. In her speech, she noted, "We can educate ourselves through reading. Knowledge and information gained through reading can also be transformed into thinking skills, which correlates with increasing the standard of living, being able to compete and moving forward in the current world. A community that enjoys reading will definitely be viewed as a society that is educated, highly skilled and successful - characteristics of which are necessary to achieve the Brunei Vision 2035, she explained. Therefore, she added, "the reading culture is directly linked to the development and progress of a nation. The culture of reading must be instilled and spread throughout all communities, especially among children and youths. This is important as this generation will become future leaders of the country's development". Go to page 2

Acknowledging the popularity of electronic gadgets among youths, she said, "We try not to restrict this matter. Instead, we encourage its usage because through the Internet we can access information. Therefore, we can make use of the opportunities existing through ICT to pass on information, and also as an outreach programme to the many clients around the world." However, she highlighted, the use of ICT must be done vigilantly so that users, especially youths, will not fall into negative social elements. The Ministry of Culture, Youth and Sports through the Dewan Bahasa dan Pustaka Brunei will always work towards socialisation of the reading culture among the people of Brunei, making it a lifelong learning process so as to produce a community that is both knowledgeable and informative, Datin Paduka Hjh Adina added. "One of the ways to instill the reading culture is through the development of libraries. In connection with this, the ministry will continue to work hard to further raise the quality of libraries nationwide. MOE 5-YEAR STRATEGIC PLAN The Minister of Education, Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Hj Awg Abu Bakar bin Hj Apong at the launch of the Strategic Plan Book of the Ministry of Education for 2012-2017. The Ministry of Education sees the need and significance to continuously strengthen strategies for performances and achievements that can hopefully be attained. In line with this, the ministry should make changes to fulfil this purpose through the Ministry of Education Strategic Plan 2012-2017. Taking into account these aspects, the Ministry of Education's Strategic Plan outlines strategic focus areas, namely teaching and learning excellence; professionalism and accountability as well as efficiency and innovativeness. Highlighting on perspectives, strategic objectives and key performance indicators, the minister said in the strategic plan, the focus has been adapted via four perspectives namely finance, customers, internal process, teaching and learning. From such perspectives, 14 strategic objectives have been identified using the Kaplan and Norton approaches, "Using the Balance Scorecard as a Strategic Management Tool". To support the efforts towards the implementation of strategic plan, the ministry has outlined several educational projects under the 10th National Development Plan (2012-2017), which could become a catalyst for the smoothness and achievement of the strategic plan. The production of the Strategic Plan Book for the ministry has undergone several processes and is a continuous effort and acts as a follow-up to the previous Strategic Plan (2007-2012) which concluded on March 31, 2012. THAI KNOWLEDGE PARK (TK PARK) TK Park (Thailand Knowledge Park) is a complex that includes a library, internet centres, 4D movie theatre and other media facilities. The objective of the complex is to encourage children to enjoy learning. This complex is owned and operated by the government of Thailand’'s Office of Management and Development and Knowledge. The “Digital TK” project is an online living library for convenient access to all no matter where the user is located. “Boosting Thai youth to engrave the love-reading habit in a creativity-triggering environment” The Thailand Knowledge Park, a dynamic living library, implants and encourages the love-reading habit, thinking development and knowledge-seeking in a creativity-triggering environment. It is called a Living Library, to distinguish it from the traditional operational public Library, to promote the love of reading, lifelong learning and creative thinking. And because it is located on the 8th floor of the Central World Shopping Center—a mall known to Bangkok tourists in the heart of the city, it is accessible to everyone. Established in 2005 to address what the government observed as an alarming trend of children becoming less and less interested in books, TK Park has emerged as the prototype of a library bound to attract the young, departing as it is from the old concept of a library.

The state-of-the-art space seemed to offer something for all ages and all persuasions. Although TK Park’s target clientele are children and teenagers, everyone is welcome to use its facilities. In another section, a number of senior citizens were preoccupied with recreational reading. Another section dedicated to performing arts was being readied for a youth band’s rehearsal. There were a few other venues, depending on audience size, for meetings and discussion groups. It is a sleek and handsome library prototype, whose design was inspired by the Bpi Public Information Library at the Pompidou Center in France, UK’s Library Learning Information, Japan’s Sendai Mediatheque and Singapore’s Jurong Regional Library and Library@Orchard. The largest zone, referred to as the Living Library, covers an area of more than 1,500 sq. meters and has more than 30,000 books and 200 journals and magazines, including many titles that are difficult to find or prohibitively expensive in most Thai bookshops and newsagents. There are many computers in this zone, most of them used by young children to play computer games, with or without their parents' supervision. The IT library has a wide selection of books in Thai and English for all levels, from novice computer users to system developers, computer programmers, and network administrators. Although not designated as a quiet study area, it is much quieter than the main zone and is a good place to read a book or work on one of several computer workstations. The Quiet Nook is a place for quiet study and research from more than 800 reference books. It also has a number of computer workstations where students can use the Internet to search for resources and information. The Music Library has everything about music. It has books about singing, playing musical instruments, and the music industry. MP3 players, sheet music, and even musical instruments (keyboard and guitars) are available for visitors to use. CONFERENCE ON READING Thailand Knowledge Park or TK Park - a governmental organization under the umbrella of the Office of Knowledge Management and Development Bangkok – organized the “TK Conference on Reading 2012”, which was held in Bangkok on 10-11 May , 2012 as part of the TK Forum, a uniquely comprehensive forum that focuses on multiple perspectives and viewpoints in an understanding of the different models and frameworks of best practices among ASEAN countries under the philosophy “Towards ASEAN Citizenship with Books and Reading”. Its main aim is to provide a venue for academic and pedagogical exchanges on issues related to the successful implementation of national reading promotions, policies and development processes and challenges face by different countries in the region. Participating countries of the Thailand Conference on Reading 2011 included Vietnam, Malaysia, Lao PDR, Singapore, Indonesia, The Philippines, and Thailand. This year, prominent speakers from Cambodia, Brunei Darussalam and Myanmar will share their achievements and experiences.

The Children's Library is a colourful fun area for young children to read, play games and engage in activities. The library has the appearance of a kindergarten and adventure playground with a tree-house structure, a child-friendly work center, central play area for storytelling activities, and honeycomb seating for the more adventurous children to climb up into. Library membership costs 200 baht for Thai adults or 400 baht for foreign residents (work permit, proof of residence or tax payment required).
The government has generated a high level of library consciousness in public and academic libraries and the birth of what it calls 3D and electronic libraries. There is a heightened sense of urgency for replicating the TK Park experience in other communities because UNESCO has designated Bangkok as the World Book Capital for 2013.
