TK CONFERENCE ON READING 2012 Thailand Knowledge Park or TK Park - a governmental organization under the umbrella of the Office of Knowledge Management and Development Bangkok - is organizing the “TK Conference on Reading 2012”, which will be held in Bangkok on May 10-11, 2012 as part of the TK Forum, a uniquely comprehensive forum that focuses on multiple perspectives and viewpoints in an understanding of the different models and frameworks of best practices among ASEAN countries under the philosophy “Towards ASEAN Citizenship with Books and Reading”. Participating countries for this year will be prominent speakers from Cambodia, Brunei Darussalam and Myanmar are invited to share their achievements and experiences.

EFFECTIVE PUBLIC SPEAKING By: Hjh Rosnani Hj Yaakub, MINDEF Library and Info Centre
INTRODUCTION The two days programme held on 13-14 Feb 2012 at the Civil Service Institute highlighted six sessions of Effective Public Speaking. The purpose of this training was to express a clear understanding what it is about and giving a good clue to participants with a technique how to deliver information to a large group of audience and giving presentations and also welcoming speech for various occasions. Public speaking is simply transmitting information, inspiring people and to motivating people. The public speaking the most powerful forms of communication. Mastering the art of public speaking can help to achieve many professional goals. By learning how to speak effectively in front of the audience can get ahead and quickly impress a room of people.
LEARNING OUTCOMES At the end of the programme participants will be able to:Understand the history of public speaking, learn how to prepared in public speaking, learn how to create outlines for speeches and write an effective speech, develop courage and self-confidence in delivering speeches, understand the three pillars and characteristics of effective public speaking, learn the various techniques in delivering a speech and learn how to critique and evaluate effective speeches. Every speech is made up of basic elements of public speaking understanding and including each those elements can make a bad speech good or a good speech great. There are three basic elements and the considerations that each one should address Introduction, body and conclusion.
EXPERIENCE AND PRACTICE Each participant has to share their history of professional achievements. Participants were given a task to prepare a speech to full fill the invitation of her former higher education and deliver a motivation speech to the students. It was very interesting and everyone came up with their own story telling. The participants need to express the three pillars of public speaking technique ETHOS- Is a level of credibility of the speaker. PATHOS- Is the quality of a persuasive presentation which appeals to the emotions of the audience. LOGO- Logos logical argument. This technique was very successful the participants were able to deliver their speech with enthusiasm and with the power of their own belief.
THE FEEDBACK The public speaking is a powerful tool to use for influence, informing, persuasion or entertaining. Interpersonal communication and public speaking have several components that embrace as motivational speaking, leadership/personal development, and customer service.

MOE 5-YEAR STRATEGIC PLAN The Minister of Education, Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Hj Awg Abu Bakar bin Hj Apong at the launch of the Strategic Plan Book of the Ministry of Education for 2012-2017. the Ministry of Education sees the need and significance to continuously strengthen strategies for performances and achievements that can hopefully be attained. In line with this, the ministry should make changes to fulfil this purpose through the Ministry of Education Strategic Plan 2012-2017. Taking into account these aspects, the Ministry of Education's Strategic Plan outlines strategic focus areas, namely teaching and learning excellence; professionalism and accountability as well as efficiency and innovativeness. Highlighting on perspectives, strategic objectives and key performance indicators, the minister said in the strategic plan, the focus has been adapted via four perspectives namely finance, customers, internal process, teaching and learning. From such perspectives, 14 strategic objectives have been identified using the Kaplan and Norton approaches, "Using the Balance Scorecard as a Strategic Management Tool". To support the efforts towards the implementation of strategic plan, the ministry has outlined several educational projects under the 10th National Development Plan (2012-2017), which could become a catalyst for the smoothness and achievement of the strategic plan. The production of the Strategic Plan Book for the ministry has undergone several processes and is a continuous effort and acts as a follow-up to the previous Strategic Plan (2007-2012) which concluded on March 31, 2012. ATTORNEY GENERAL’S CHAMBERS LAW LIBRARY By Dyg. Jusnitavaty binti Bohari The Law Library headed by the Chief Law Librarian, is situated on the second floor of the Law Building, KM 1, Jalan Tutong, Bandar Seri Begawan, forms a vital source of legal information for the Chambers. The Chief Librarian’s main task is to ensure that the Laws of Brunei are kept up to date at all times. She is also responsible for the process of gazetting legislation, subsidiary legislation etc. in the Government Gazette and the purchase of legal materials for use in the Library. Collection Besides having an extensive collection of both legal and non-legal materials, documents, text books, reference materials, encyclopedias, Judgments of the Courts of Brunei Darussalam and even legislation dating back to the British administration. Online legal resources The introduction of online legal resources has become apparent in most legal institutions. The Attorney General’s Chambers has had subscriptions to resources namely LawNet Singapore (2007), LawNet Malaysia (2007) and LexisNexis (2005). LawNet Singapore is an online legal resource allowing searches to different types of legal content providing an efficient and comprehensive research of case laws such as in Singapore and Malaysia, legal materials, Singapore’s legislation, parliamentary reports and treaties. The LawNet Malaysia similarly is an online library consisting of authoritative text of the laws of Malaysia. LexisNexis on the other hand boasts a wider range of legal contents internationally for example from the UK and other common law countries. The Attorney General’s Chambers has started to publish its laws online. This was done to make laws of Brunei more accessible to the public. It was initially integrated in 2007 through the Library Unit within the Attorney General’s Chambers’ intranet content by archiving digital documents (in pdf format) for internal references. In 2009, the documents are were made available to the public as a legal resource including government gazettes and laws of Brunei Darussalam which can be found in http://www.agc.gov.bn Users Although the Library is only exclusive to the officers of the Chambers, the public is allowed to make their enquiries regarding the status of any legislation. The Library also sells Laws of Brunei, Constitution of Brunei Darussalam, Judgments of the Courts of Brunei Darussalam and Brunei Law Reports. ASEAN CIVIL SOCIETY CONFERENCE/ASEAN PEOPLE’S FORUM 2012 ASEAN CIVIL SOCIETY CONFERENCE/ASEAN PEOPLE’S FORUM 2012 (ACSC/APF) was held on 29-31 March 2012 in Phnom Penh, Cambodia. This year’s theme was Transforming ASEAN into a People’s Centred Community. The conference consisted of 2 days of Plenary session and a one day of break out sessions of thematic workshops of over 20 focus groups ranging from economic empowerment of the people, human rights and fundamental freedoms, democracy, reproductive health, climate change, women and gender, children’s rights, labour migration, farmers, fisherfolks, children. Youth, land rights and persons with disabilities. It was attended by over 1,500 participants from civil society i.e farmers, activists, children, youths. ACSC/APF was first introduced in Malaysia in 2005 as a platform for civil society from 10 ASEAN member states to come together to raise awareness on current emerging issues and development in ASEAN, expanding networks across issues in the region and doing joint actions especially in community building process and is in line with the spirit of the ASEAN Charter to make ASEAN relevant to the people’s daily life. Its organization is as such: • • • • •
It is organized as a parallel to ASEAN Summit and includes the interface with ASEAN Head of States has been shifted from State-led to process to civil society-led process, is open to all civil society organisations and thematic workshops are organized prior to ACSC and at the end of each forum, civil society comes up with a collective statement and recommendations for ASEAN Leaders to address regional issues.
Since then ACSC/PF had been an annual gathering of civil society and had been held in Cebu City in 2006, Philippines in 2007, Singapore in 2008, Thailand in 2009, Vietnam in 2010, Indonesia in 2011. Brunei Darussalam will be host in 2013.go to page 5
