Introduction: This manual was developed to assist The City of Burlington’s Department of Parks, Recreation & Waterfront with renovating their existing seasonal restrooms that are located throughout the city of Burlington, Vermont. It’s goal is to establish a unique identity for the entire City of Burlington’s Park system, where individual park components relate to each other. This manual contains specific types of materials, fixtures, accessories and their installation practices that will be used in future renovation projects. The preparation of this document meets the follow three objectives: The development and utilization of a single standards document by Burlington’s Parks, Recreation & Waterfront department. To establish a pattern of common elements and identifiable quality throughout all the city’s parks restrooms. The utilization of consistent, safe, and cost effective elements that are easily maintained and managed that is implemented system-wide. Key Components: The Public Restroom Design Standards Manual identifies standard elements, materials, product information, specifications (as needed), and implementation practices. The main components of the manual are listed below. Each section includes text, images, and details to communicate the city’s standards. However, the details provided throughout the manual are not to be used for construction, but for general guidance to common practices and design elements.

30% water savings assumes retrofit to an existing 1.6 gpf closet flushometer. Water savings when used with other flush volumes may vary.
Side Mount units do NOT include the flushometer
Smart Sense Technology™ Sloan® DFSM flushometers are equipped with Smart Sense Technology™, which applies extended range and logic techniques to significantly reduce water usage. The DFSM flushometer automatically delivers a reduced flush when users are present less than 60 seconds. Please contact Sloan for specific details.
Automatic Operation Sloan’s DFSM flushometers are activated via multi-lobular infrared sensor By detecting user presence and duration, the DFSM unit will determine the proper flush volume for unequalled water efficiency.
Manual Operation Sloan’s electronic Dual-Flush Side Mount (DFSM) flushometers incorporate intuitive split-button design for easy manual activation. Assuming a 1.6 gpf diaphragm kit, the small GREEN button controls the reduced flush cycle (1.1 gpf/4.2 Lpf), the large BLACK button controls the full flush cycle (1.6 gpf/6.0 Lpf). Straightforward graphics alert user to proper activation. Reduced flush for liquid waste, full flush for solid waste.
Hygienic Touchless, sensor activation eliminates the need for user contact to help control the spread of infectious diseases. The Sloan DFSM Electronic Retrofit Units are provided with Reduced or Full Flush Override Buttons to allow a “courtesy flush” for individual user comfort. The 72-Hour Sentinel Flush keeps fixture fresh during periods of nonuse.

OPERATION 1. A continuous, invisible light beam is emitted from the object lock infrared sensor.
2. As the user enters the beam’s effective range, 22” - 42” (559 mm to 1067 mm), the beam is reflected into the scanner window to activate the output circuit. Once activated, the output circuit continues in a “hold” mode for as long as the user remains within the effective range of the sensor. If the user stays less than 60 seconds, a reduced flush will automatically initiate when the user leaves.
3. When the user steps away from the infrared sensor, the circuit initiates the flushing cycle to flush the fixture. The circuit then automatically resets and is ready for the next user.
If the user stays longer than 60 seconds, a full flush will automatically initiate when the user leaves.

The unit must be properly installed onto a permanent wall that is capable of supporting significant weight and can accommodate the supplied installation hardware. The Koala Baby Changing Station meets ADA regulations when properly installed. Installer should account for the space that a unit occupies when in the down position and with the caregiver (whether standing or seated) in front of the unit. Locate the unit so that paths of travel are maintained around it when being used. Drilling holes and mounting the station: 1. Remove changing station from the shipping container and check for any freight damage. If damage is found, please call Koala Kare Products’ Customer Service at 888.733.3456. Remove “Installation Kit” and “Operator Kit” from box. Please give “Operator Kit” to facility manager or operator. Box should contain two pieces: the bed and metal mounting chassis and the wall mount liner dispenser. Identify the best location for installing the unit. 2. Standard Installation- Remove the bed and chassis from the box and select the wall area where the unit will be installed. Make sure you have taken into consideration the operating clearance of 9½” (241 mm) on both sides of the exposed chassis and 23 3/16” (589 mm) from wall surface when open. Measure from the floor 42¼” (1073 mm) on stud center and mark the wall. The mounting holes are designed for 16” stud centers. Ensure the locations you have marked for the mounting holes are level before drilling. Drill pilot holes for keyhole mounting using a 1/8” regular drill bit. Masonry or Tile over Stud Wall- Use a 7/32” (6 mm) masonry drill bit for the pilot hole until you hit the stud. Change bit to 1/8” (3 mm) regular drill bit. Metal Stud or Concrete Block- If the wall has wood studs that are not on 16” (406 mm) centers, has metal studs or an underlying surface of concrete block, drill with a ½” (13 mm) masonry bit. (You may have to purchase toggles before installing.) You must allow a minimum of inside wall space for toggles to turn depending on toggles used. Insert and tighten toggles. 3. Screw two of the mounting screws into the pilot holes leaving ¼” (6 mm) exposed to allow keyhole slots to be easily mounted over the screw heads. Place chassis over screws. After securing the unit using the keyhole slots, verify that the unit is level. Tighten top two screws so that they are flush with the wall. Use the four lower holes as a guide to mark and drill pilot holes. Use remaining four screws and four washers to complete installation of bed and metal mounting bracket. Insert washers over lower four screws. All SIX screws and four washers must be mounted to the chassis. 4. Ensure liner dispenser is free from damage. Remove key, unlock, and open liner dispenser lid. This will expose liner dispenser mounting holes. Line up dispenser mounting holes onto chassis and secure with the four screws provided. Close and lock the liner dispenser door. 5. Clean work area and inspect unit to ensure it opens and closes smoothly. Give Operator Kit and key to the facility operator. Replacement parts and additional liners can be purchased from your local distributor or by calling Koala at 888.733.3456 or 303.539.8300. The illustrations and descriptions herein are applicable to production as of the date of this Technical Data Sheet. The manufacturer reserves the right to, and does from time to time, make changes and improvements in designs and dimensions without notice.

MATERIALS: FDA approved rotationally-molded high-density polyethylene with Microban® antimicrobial. Reinforced full-length steel pivot rod secured in a metal tube hinge mechanism and mounting hardware included. Safety messages in four languages. Contoured changing surface area is 308 sq in. (1987 sq cm) and comes complete with nylon safety straps and bag hooks.
OPERATION: Concealed pneumatic cylinder and hinge structure provides controlled, slow opening and closing of bed. High-density polyethylene is easy to clean and resists odors and bacterial growth. Complies with ASTM static load performance requirements when properly installed. Warning: To ensure that the unit supports the intended loads, baby changing stations must be properly installed according to the manufacturer’s instructions.
SPECIFICATION: Baby changing station body shall be durable, high-density polyethylene. Design of unit shall be surface-mounted, oval. Unit shall be equipped with a pneumatic cylinder for controlled opening and closing of bed. Bed shall be secured to back with a reinforced full-length steel pivot rod secured in a metal tube hinge. Unit shall have Microban® antimicrobial embedded into plastic material. No hinge structure shall be exposed on interior or exterior surfaces. Unit shall conform to ICC A117.1-2009 Accessible and Usable Buildings and Facilities, ASTM F 2285-04 Standard Consumer Safety Performance Specification for Diaper Changing Tables for Commercial Use, ANSI Z535.4 Product Safety Signs and Labels, and ASTM G21 Antifungal Standards or local code if more stringent installation requirements are applicable for Barrier-free accessibility. Unit shall comply with ADA regulations when properly installed. Bed shall have smooth concave changing area with a nylon safety strap and two hooks for bags or purses. Unit shall be backed by manufacturer’s 5-year limited warranty on materials and workmanship and include a provision for replacement caused by vandalism. Unit shall be manufactured in the U.S.A.
INSTALLATION: To ensure proper installation and compliance to building codes, it is recommended that a qualified person or carpenter perform the installation of the unit. The unit must be properly installed onto a permanent wall that is capable of supporting significant weight, and can accommodate the supplied installation hardware. The Koala Baby Changing Station meets ADA regulations when properly installed. 1. Remove the station from the shipping container and check for any freight damage. Identify the best location for installing the unit. Hold the unit in place and open the bed. Make sure you have taken the operating clearance into consideration. 2. Determine the best method of mounting based on the type of wall. You may have to purchase toggles. 3. The oval unit has four mounting holes provided in the back wall, positioned on a 16” (406 mm) stud center. If possible, locate the wood or metal studs for fastening the unit in the desired location. If the walls do not have studs on 16” center as outlined, make sure at least one side of the unit is installed into the stud. Use toggles for holes on the opposite side. 4. Find the stud where you will be attaching the left side of the unit to the wall. Measure up from the floor 42¼” (1,073 mm), at the center of the stud, and mark the wall. Mark remaining holes using a measuring tape to make sure the holes are precisely positioned. Hold unit in place to verify. Use a 1/8” drill bit to make pilot holes then use four ¼” x 3” panhead wood screws with washers (supplied) to secure the unit to the studs. If the wall surface is masonry or tile over studs, use a 7/32” masonry drill bit for the pilot hole until you hit the stud. Change bit to 1/8” regular drill bit. Use four ¼” x 3” panhead wood screws with washers (supplied). If the wall has wood studs that are not on 16” (406 mm) centers, has metal studs or an underlying surface of concrete block, drill with a ½” masonry bit. (You may have to purchase toggles before installing.) You must allow a minimum of inside wall space for toggles to turn, depending on toggles used. Insert and tighten toggles. 5. Once the unit has been secured to the wall, use the two screw hole plugs provided to cap the upper two mounting hole recesses. Position the plug over the recess and push it into place using hand pressure. Do not hammer the plug in as it will damage the plug. Once the plug is flush with the surface stop pushing and install the second one. 6. Position Koala sign (supplied) on the outside of the restroom door. Replacement parts can be purchased from your local distributor or by calling toll free 888.733.3456 or 303.539.8300.
