Dear Friends, Whether it was a global pandemic, a racial reckoning, or a contentious national election, 2020 was a year like no other. As people moved their offices home and had to stay away from gyms and group gatherings, they looked for new ways to find joy and make their lives meaningful. Parks were truly the one place that provided the respite and restoration that people were so desperately seeking. Houstonians flocked to Buffalo Bayou Park and other downtown green spaces in record numbers. Willing to explore and have new experiences, people from throughout the city traveled east to enjoy the natural beauty of Yolanda Black Navarro Buffalo Bend Nature Park for the first time. And the waterway’s trails provided the sunlight, fresh air and exercise that was so needed for physical health and emotional well-being. As we look back on 2020, all of us at Buffalo Bayou Partnership are gratified that the parks and trails that so many helped us create made a difference in Houstonians’ lives. We also find ourselves more committed than ever to bringing new green space to residents of the Greater East End and Fifth Ward. We hope this annual report gives you a closer look at the community connections our organization has created and those we hope to build. Sincerely,

to Houston’s Front Yard Throughout 2020, Buffalo Bayou Park brought Houstonians from all walks of life together like never before. Whether bicycling, running or just out for a leisurely stroll or picnic, people young and old found a new appreciation for our city’s “front yard.” At the beginning of the year, Buffalo Bayou Partnership placed “flatten the curve” decals and banners throughout the park to encourage much needed social distancing. We also closed off high traffic areas such as the children’s play area, dog park and Cistern. And we relied more than ever on social media and our website to encourage safe health practices. Despite COVID-19 and the challenges it brought to the park’s operation, we found time to partner with Harris County Flood Control District on a $9 million erosion repair and sediment removal project. By year’s end, we had completed this work as well as a streambank stabilization study that will guide future flood mitigation improvements.

and Celebrating The COVID-19 pandemic did not stop us from celebrating Buffalo Bayou Park’s five-year anniversary. The $58 million park fulfilled a centuries old vision for Houston’s historic waterway and created a public-private partnership that has been replicated by other bayou and green space projects in our city. At year’s end, we wanted to commemorate this civic achievement and recognize BBP’s partners— the Kinder Foundation, City of Houston, Harris County Flood Control District and the Downtown Tax Increment Reinvestment Zone (TIRZ) #3. Believing “the show must go on”, BBP’s Artful Anniversary celebration featured five virtual and visual programs that animated Buffalo Bayou Park with dance, music, and temporary art installations. The centerpiece of the fall’s festivities was an exhibition of massive sculptures by renowned, 105-year-old Cuban-born artist Carmen Herrera. A collaborative project with New York’s Public Art Fund, the vibrant abstract geometric sculptures enlivened the park’s Fondren Foundation Meadow at a monumental scale. Another public art installation, Knitscape by local craft makers Urban Yarnage, was mounted on the Rosemont Bridge. Featuring the flora and fauna of Buffalo Bayou Park, the whimsical garden brought smiles to the faces of all who viewed it. Inspired by Buffalo Bayou’s natural beauty, flowing water and wide open spaces, Houston Grand Opera, DACAMERA and Urban Souls Dance Company delighted BBP friends as they tuned in to virtual music and dance performances throughout October.

Buffalo Bayou Park’s five-year anniversary culminated in a celebratory picnic. Due to the pandemic, guests had the option of attending a socially-distanced dinner under the stars on The Brown Foundation Lawn at The Water Works or enjoying a custom picnic basket at home while tuning in to the event’s virtual program. Another important anniversary was celebrated in 2020: Anne Olson’s 25-year tenure as President of BBP. During a surprise announcement at the picnic, Mayor Sylvester Turner presented a proclamation naming November 5 “Anne Olson Day in Houston.”

West to East

In collaboration with Houston Parks Board, the Downtown Redevelopment Authority, and Houston Parks & Recreation Department, BBP began construction on a unique hike and bike trail that incorporates existing infrastructure as it winds its way through the basements of several historic Harris County buildings along Commerce Street in downtown. The project also includes a plaza and green space at Austin Street. This vital trail link will soon connect the heavily used Buffalo Bayou Park trails to east downtown and beyond. Generous funding for the project was contributed by Barbara and Gerald Hines, Wendy and Jeff Hines, BBP Chair Emeritus Sis and Hasty Johnson, and the Kinder Foundation through the Bayou Greenways Program. East of downtown, the long-awaited trail on the Houston Housing Authority’s Clayton Homes property was completed. In addition to the mile-long trail, this key segment features an historic counterweight bridge that has been repurposed to provide a link between the north and south banks of Buffalo Bayou. A grant from the Texas Department of Transportation and generous funding from BBP Chair Emeritus Mike Garver made this $5 million project possible.

Connecting Communities

BBP has had a long-standing commitment to creating park space for all. In light of this year’s challenges, our work east of downtown became more important than ever. To accelerate implementation of the Buffalo Bayou East Master Plan in the Greater East End and Fifth Ward, the Houston Endowment awarded a $10 million grant to BBP in 2020. This gift was followed by $6 million and $1 million grants respectively from The Brown Foundation and The Powell Foundation. Due to this generosity, BBP was able to begin design for three major sites included in the long-range visionary master plan which is guided by four core principles—authenticity, inclusivity, connectivity and resiliency. Michael Van Valkenburg Associates began a collaboration with Natalye Appel Architects to redesign Tony Marron Park in the heart of Second Ward, expanding it from 19 to nearly 45 acres. Japhet Creek, a natural tributary in Fifth Ward, is being transformed by the firm Asakura Robinson. And at Turkey Bend, a BBP-owned property along Navigation Boulevard, Reed Hilderbrand and NADAAA are developing plans to repurpose a former barge terminal’s docks and warehouse into a recreational and cultural destination. Leading up to our master plan, BBP hosted a number of gatherings to obtain community input. While residents voiced their desire to see more park space and trails, they also stressed that affordable housing was critically needed to help stabilize their rapidly gentrifying neighborhoods. Responding to this request, BBP took a bold step and embarked on a housing project. By year’s end, following additional community input, Brinshore, a national affordable housing developer had been hired and $24 million in federal grants secured for a housing project on an 18-acre site in the Second Ward neighborhood. The first phase of the mixed-income multi-family housing development will break ground in late 2021.

Connecting Land to Water

BBP’s comprehensive maintenance program ensures that the investment our organization directs into parks, trails and other capital projects is protected. In addition to its 25-member maintenance crew, the organization relies heavily on volunteers to assist with planting trees, picking up trash and removing invasive vegetation in Buffalo Bayou Park and downtown green spaces. In 2020, more than 900 individuals took part in our volunteer program that is generously sponsored by Enbridge. An initiative also was implemented for small groups to assist with maintenance, allowing Houstonians to give back, even during the pandemic. Through BBP’s Clean & Green Program, staff and community service workers removed over 1,700 cubic yards of trash and debris from the waterway. This was a 7 percent increase from 2019 despite having its operation closed down for several weeks due to COVID and having a 42 percent decrease in community service participation.

In Creative Ways

In early 2020 before COVID restrictions were put in place, we were able to hold our annual signature event, the Buffalo Bayou Partnership Regatta. More than 700 participants raced competitively or canoed and kayaked at a leisurely pace down 15 miles of the waterway. The event ended with a festive party and awards ceremony at Allen’s Landing. For the remainder of the year, we did not let anything deter us from engaging Houstonians in a wide range of recreational and cultural activities. Applying our creativity, we made connections virtually. Focusing on the themes of art, wellness, nature and history, Bringing Buffalo Bayou to You was a series of social media posts and emails that ensured Houstonians could still enjoy everything Buffalo Bayou had to offer while staying home. More extensive information about BBP’s projects and initiatives was shared through Deeper Dives, on-line presentations that highlighted BBP’s history, public art initiatives, Buffalo Bayou East Master Plan, and other topics. By fall, we were able to offer limited in-person activities. To provide Buffalo Bayou Park visitors with the respite and relaxation they so desperately needed, we added Tai Chi and sound healing meditation to our programming schedule. These new offerings allowed participants to spread out outdoors and in the Buffalo Bayou Park Cistern. Through a unique partnership with ROCO, a Houston chamber orchestra, BBP visitors had another way to safely and leisurely experience the waterway. By scanning a QR code on signs at 40 Buffalo Bayou landmarks and public art sites throughout 10 miles, a soundtrack of live ROCO performance recordings could be heard.

Connecting With Peers

For the past five years, BBP has been honored to be part of the High Line Network, a coalition whose 39 members throughout North America are transforming neglected and abandoned infrastructure into dynamic and inclusive public spaces. Created by Friends of the High Line, the Network is a forum for peer-to-peer knowledge sharing, joint programming and national convenings. In 2020, Network members hired Holland & Knight, a Washingtonbased consultant firm that works on behalf of clients to secure federal funding and policy changes. As a result of meetings in DC where members met with federal department and Congressional leaders, the group was successful in getting “infrastructure reuse” language included in several authorization bills to make Network projects more competitive for federal transportation funding programs. BBP’s participation in the Network has brought national insights into our efforts to be a more equitable and inclusive organization. Topics such as external communications, community engagement and advocacy are discussed in monthly cohort sessions. Led by the Urban Institute and Harvard Graduate School of Design, BBP also participated alongside Network members in a pilot program to create an Equitable Development Plan. Our equity work with the Network enhanced a BBP board committee’s work that aims to integrate diversity, equity and inclusion into the organization’s DNA, yielding a more diverse board and staff, inclusive programming and engagement, and equitable policies and procedures. Co-chaired by the Reverend Harvey Clemons, Jr., Anne Whitlock and Gloria Zenteno, the committee developed an equity statement, and made plans for Lunch & Learn sessions and a board retreat in 2021.

With Accolades

Over the past decade, BBP has been recognized with 50 local and national urban design and planning awards, and 2020 was no exception. The organization’s Buffalo Bayou East Master Plan won The Waterfront Center’s Top Honor Award for Planning. Award criteria included quality and harmony of design, civic contribution, and environmental design and enrichment. Architect Newspaper gave the plan an Honorable Mention and REDnews named it Infrastructure Winner.
