Here’s How the Decade Unfolded buffalo bayou park The decade started with a monumental step for our organization with the Kinder Foundation awarding an historic $30 million catalyst gift for Buffalo Bayou Park—one of Houston’s most transformative park projects ever and one that has served as a model for the revitalization of other bayous throughout the city. BBP, the Kinder Foundation, Harris County Flood Control District (HCFCD) and the City of Houston collaborated to revitalize and enhance the park’s 160 acres that lie along the bayou between Shepherd Drive and Sabine Street. Completed in 2015, the $58 million Buffalo Bayou Park fulfilled a century-long vision for our city’s historic waterway and features beautiful gardens and native landscaping; hike and bike trails and footpaths; paddle craft and bike rentals; the go-to dog park in the city; public art; a creative nature play area; two visitor centers; and gathering places for visitors to picnic, relax and enjoy outdoor activities. Buffalo Bayou Partnership maintains and operates the park with annual funding provided by the Downtown Tax Increment Reinvestment Zone (TIRZ) #3. from all walks of life biking, walking and jogging, attending events, playing in the dog park or at the nature play area, picnicking in the beautiful meadows, or just enjoying a quiet moment of contemplation.
buffalo bayou park cistern Among Buffalo Bayou Park’s most popular destinations is the Cistern, a former city water reservoir built in 1926 that provided decades of service until it was decommissioned. With support from The Brown Foundation, BBP transformed this astonishing underground site and opened it to the public in 2016. In addition to guided history tours, our organization presents extraordinary art installations in this magical space. BBP co-presented the inaugural exhibition Rain: Magdalena Fernández at the Houston Cistern with the Museum of Fine Arts, Houston. Then in 2018, BBP commissioned the late Carlos Cruz-Diez to create the site-specific Spatial Chromointerference. The Cistern and these world class installations have garnered extensive national and international media attention and attracted nearly 120,000 visitors from throughout the world. Reinforcing our commitment to inclusion, BBP offers free Cistern admission on Thursdays, with every Thursday being fully booked.
The Buffalo Bayou East Master Plan envisions integrating new bayou parks and trails, dynamic recreational and cultural destinations, and creating bikeways and “green fingers” deep into the historic Greater East End and Fifth Ward neighborhoods. Four core principles guided the master planning process and will serve as a roadmap for carrying out the plan: authenticity, inclusivity, connectivity and resiliency. As BBP implements this comprehensive, 20-year plan, our organization is committed to developing a place that offers new environmental, social and economic opportunities that will benefit Buffalo Bayou East and Houston as a whole.

We ended the decade by finalizing the long-awaited master plan for Buffalo Bayou’s east sector that encompasses the area from US 59 to the Port of Houston. On October 26th, BBP celebrated the completion of the Buffalo Bayou East Master Plan with a public launch event at the organization’s Turkey Bend site. Over 1,000 Houstonians joined us for this fun afternoon on the waterfront that featured a presentation of the plan, live performances, food trucks and kid’s activities.

sunset coffee building Restoration of Buffalo Bayou not only includes the physical landscape but the built environment along its banks. Recognizing the historical significance of Allen’s Landing as Houston’s birthplace and first port, BBP took the bold step of restoring the 1910 Sunset Coffee Building in downtown. After undergoing a $7 million renovation completed in 2016, the building now houses the organization’s administrative office and popular event rental space.
hike and bike trail development One of BBP’s long-term goals is developing a continuous system of trails along Buffalo Bayou from Shepherd Drive to the Port of Houston Turning Basin. The existing trails through Buffalo Bayou Park are heavily used, and projects in downtown totaling nearly $6 million in federal and private funds raised by BBP extended the trail system from Main to Smith streets. By incorporating bridge abutments and other infrastructure, the trail linking Allen’s Landing to Sesquicentennial Park completed in 2016 is one of the most distinctive in the city. For several years, the organization has been working on two vital trail connections through downtown. In partnership with Harris County Flood Control District (HCFCD) and Houston Parks Board’s Bayou Greenways Program, and thanks to generous gifts from Barbara and Gerald Hines, Wendy and Jeff Hines, and Sis and Hasty Johnson, BBP will begin construction in 2020 on a unique trail extending from Allen’s Landing to east downtown and beyond. Once again, existing infrastructure will be used as the trail winds its way through the basements of several historic County buildings. The second downtown trail segment will be located on an easement donated by CenterPoint Energy. East of downtown, BBP has constructed more than four miles of hike and bike trails and is focusing on several missing links as part of the Buffalo Bayou East Master Plan. This year, in partnership with Texas Department of Transportation, BBP began construction of a trail and pedestrian bridge at the Houston Housing Authority’s Clayton Homes development.

Buffalo Bayou’s comprehensive hike and bike trail system is a driver of a healthy, equitable, and resilient Houston and is crucial to knitting together areas disconnected from the bayou while also allowing neighborhoods to be linked together.
yolanda black navarro buffalo bend nature park Understanding the important restorative quality of nature and its ability to improve mental and physical health, BBP works to ensure Buffalo Bayou visitors experience the outdoors as well as enjoy recreational activities. Perhaps one of the most natural sites that BBP has developed is Yolanda Black Navarro Buffalo Bend Nature Park, a collaboration with Harris County Precinct Two completed in 2016. Three wetland ponds, trails, pond overlook and interpretive signage transformed this former construction dump site into an important trailhead at the Port of Houston Turning Basin. The organization also acquired property for a connection to the city’s Hidalgo Park to the east. Once completed, there will be 23 acres of contiguous open space.
public art BBP recognizes the enormous power that public art holds in transforming our city and providing community connections and understanding. Permanent artworks such as Mel Chin’s Seven Pillars in Sesquicentennial Park and Anthony Shumate’s Monumental Moments sculptures in Buffalo Bayou Park all demonstrate BBP’s longtime commitment to public art. Within the past few years, the organization’s temporary public art program has grown and become more and more ambitious.
The New York-based Processional Arts Workshop helped us celebrate the opening of Buffalo Bayou Park in 2015 with Confluence: A Journey in Five Movements, a magical nighttime procession.
As part of the Buffalo Bayou East Master Plan community engagement effort, BBP hosted Encounter: Meeting Points on Buffalo Bayou in 2018, a collaboration with students from the University of Houston Graphic Design and Creative Writing Programs.
Along with Friends of the High Line and the High Line Network, BBP presented New Monuments for New Cities. Houston was the launch-site for this year-long exhibition that traveled to other infrastructure reuse organizations in Austin, Chicago, Toronto and ended in New York on the High Line. Twenty-five artists, five from each city, created posters that examined the evolving role of monuments and envisioned what new monuments could look like and represent in our cities today. BBP’s exhibition in Buffalo Bayou Park, on view from February to August 2019, took the form of light boxes integrated with benches to encourage conversations. BBP also hosted artist talks, a panel discussion, and a night of outdoor video projections. Participating Houston artists were: Regina Agu, Jamal Cyrus, Delilah Montoya and Jimmy Castillo, Phillip Pyle, and Nick Vaughan and Jake Margolin.
In 2019, BBP presented three art projects that focused on the environment and brought attention to the issue of climate change: Carrie Schneider’s Waterscape, Justin Brice Guariglia’s We Are the Asteroid III, and Henry Sanchez’s Bayou-Art Bayoutorium.
maintenance Caring for Buffalo Bayou Park is one of BBP’s most important responsibilities. For the past five years, more than $2 million in annual funding from the Downtown Tax Increment Reinvestment Zone (TIRZ) #3 has provided for a 22-person park maintenance crew. Our work in the park was put to the test when Hurricane Harvey hit in August 2017. Houston’s unprecedented rainfall and subsequent flooding left behind massive amounts of sediment, debris, fallen trees and eroded banks. After two years of round-the-clock work, the park made a remarkable comeback. But the restoration work continues and in 2019, Harris County Flood Control District (HCFCD) began major bank repairs to address erosion. Following this infrastructure work, the footpaths in Buffalo Bayou Park are being repaired and BBP is also working with HCFCD to revegetate the banks by planting a variety of native grasses and trees.
To fulfill our goal of offering the highest standard of maintenance, BBP relies greatly on volunteers to assist with important tasks such as removing invasive plants, picking up trash and planting native vegetation. This year, more than 2,500 volunteers took part in restoration activities, and BBP hosted a Volunteer Appreciation Brunch in September to thank the many individuals who contributed their time and energy to the organization.
Because of our growing expertise, BBP began maintenance along the downtown stretch of Buffalo Bayou in 2016, with funding from Houston First and Houston Parks Board. BBP is responsible for caring for the trails and green spaces along the waterway from Sabine to Fannin streets, including Sabine Promenade, Sesquicentennial Park and Allen’s Landing. Also critical to BBP’s mission of revitalizing Buffalo Bayou is the Clean & Green Program. Thanks to ongoing partnerships with HCFCD and Port Houston, BBP continues to operate this comprehensive maintenance program. Five days a week, BBP’s staff directs and works alongside community service workers to collect and remove trash and debris from Buffalo Bayou and its tributaries. Integral to this clean-up operation is the custom-built Bio-Vac, an industrial strength vessel designed by BBP Chair Emeritus Mike Garver that vacuums floatable trash. Over the past 10 years, our organization has collected more than 20,000 cubic yards of trash and debris.

Tens of thousands of Houstonians and visitors to our city flocked to the bayou shores over the past 10 years for BBP’s events and unique programming. Perhaps the most beloved activities are BBP’s signature events—the Buffalo Bayou Partnership Regatta, a 15-mile canoe and kayak race, and KBR Kids Day, a community event in October featuring hands-on educational activities. In recent years, BBP has expanded regular programming with new walks and bike tours, pontoon boat rides and wellness activities. In 2019, BBP began offering tours—by boat, bike and foot—along the trails and at destinations east of downtown to continue engaging Fifth Ward and East End neighborhoods as well as the broader Houston community in our Buffalo Bayou East Master Plan. We look forward to continuing to expand programming throughout the next decade to further promote recreational use, community and economic development as well as appreciation of the city’s greatest natural resource.
Whether it’s news stories, prestigious awards, or visits to Buffalo Bayou from park groups throughout the country, BBP is playing an important role in promoting Houston’s parks renaissance and changing the way outsiders view our city. Over the past 10 years, BBP has been recognized with 51 local and national urban design and planning awards, most notably the Urban Land Institute’s (ULI) Global Award for Excellence and The Rudy Bruner Award for Excellence in the Urban Environment awarded to Buffalo Bayou Park. But there is no greater validation than witnessing the increase of visitors of all ages to the banks of Buffalo Bayou to experience this natural, recreational, cultural and educational amenity.
