Hello Members,

I hope you’re all doing well! As I reflect on 2024, I would like to thank each and every one of our members for supporting the Building Industry with their membership. The time and dedication you all put into this organization means everything to us. I would also like to make special thanks to our committee members and our Board of Directors for all their efforts to make the HBRA of Fairfield County the best it can be. We are preparing for a busy and productive 2025 and we’re excited to see you in the new year!

For those of you who don’t know, we have recently launched a new Young Professionals Recruitment Program. For nonmembers aged 45 years and under, their first year dues is now only $75! Please let nonmembers you know of this great deal!

As you may have already seen, we rolled out a new website. This website is designed to market you and your business! TO ALL THE CIRCLE OF CARE + PWB VOLUNTEERS: CAYDEN’S ROOM 2024

The PWB’s 2024 charity initiative with Circle of Care, helps to provide assistance to children and families facing pediatric cancer treatment. Again this year the PWB is participating in the “Art From the Heart” program, and will be designing and building room makeovers for two children currently undergoing cancer treatment.

Rachel has been instrumental in recent initiatives, such as the opening of the Northeast Architectural showroom in Mamaroneck, NY, and the renovation of the Northeast Building & Home flagship location in New Canaan, Conn.

An experienced manager with a demonstrated history in building materials, Rachel’s background skills include buyer representation, accounts payable, customer service, small business operations, and inventory management. Through her strategic marketing efforts, Northeast has garnered multiple industry awards and recognition, including Westchester Homes “Best of Westchester New Showroom 2024,” several HOBI Awards for "Best Supplier Website" for www.northeastarchitectural.com, and "Best Showroom Under 2,500 SF" for the Mamaroneck Showroom, as well as HBS Dealer’s "Top Showrooms Award."

Rachel is a two-time recipient of the Smart Women in Meetings award, recognizing her leadership in marketing. She holds a Bachelor’s degree in Sport and Fitness Administration/Management from Lynn University, where she was a member of an NCAA Division II national championship softball team. Outside of work, Rachel enjoys sports and the outdoors. She is an avid golfer and loves to hike anywhere in the tri-state area or near her favorite vacation destination in Telluride, Colorado.

Jessie DiMatteo represents her family’s business, DiMatteo Group Financial Services, located in Shelton, CT, which offers the endorsed HBRA 401(k) Program. Jessie grew up in Bethany, Connecticut, in a closeknit Italian family that values tradition, especially Sunday dinners shared with family and friends.

While graduating magna cum laude from the University of Connecticut in 2020 with a Bachelor of Science and a minor in Spanish, Jessie also gained international experience studying Spanish language, literature, and culture at the University of Granada in Spain. She continued her education, earning an MBA with a concentration in Entrepreneurship from the University of Tampa in 2023, where she was inducted into Beta Gamma Sigma, recognizing the top 20% of students in accredited business schools. Her connection to the HBRA runs deep, as her mother, Kim DiMatteo, served as a past HBRA Fairfield President, and her parents’ involvement with the association was instrumental in building the DiMatteo Insurance division. Now fully committed to DiMatteo Group Financial Services, Jessie holds Series 7 and 66 licenses, as well as her Life & Health Insurance license, with plans to obtain her CERTIFIED FINANCIAL PLANNER™ (CFP®) certification, following in the footsteps of her father, John DiMatteo.

In addition to employer sponsored retirement plans, Jessie has expanded her expertise into Individual Wealth Management, offering services in estate planning, tax planning, risk management, retirement planning, and college planning. Jessie is dedicated to supporting HBRA members and looks forward to continuing to build connections within the association.

As Showroom Director for Torrco Design Center, Dawn oversees business development, sales, marketing, vendor relations, showroom design, and employee development for the showroom division of Torrco. Dawn is known for her genuine care and dedication to her team and her role at Torrco. Creating meaningful connections with colleagues and clients, along with her experience in design, sales, and management, allows her to empower and lead the Torrco team, while making great connections with the Builder, Architect, Designer community. She fulfills her artistic side by designing Torrco’s showrooms, winning multiple HOBI awards throughout the years.

Dawn has been with Torrco since 2004, starting her career in the showroom as an internship, while finishing a BA in Interior Design from University of New Haven. Torrco is a 4th generation, family owned, plumbing, heating, HVAC supplier, with six luxury plumbing showrooms in CT.

Dawn loves spending time with her family and friends and traveling.

John has been President of Hertz Construction, Inc. since 1982. Together with partner Paul Hertz he has built and sold over 300 homes and condominiums while always maintaining an active remodeling and custom home building business.

Single-Family Permits Up in October 2024

Over the first 10 months of 2024, the total number of single-family permits issued year to date (YTD) nationwide reached 846,446 — an increase of 9.4% from the October 2023 level of 773,526.

Single-family permits were up in all four regions YTD ending in October: West (13.6%), Midwest (12.4%), Northeast (10.8%) and South (7.2%).

Between October 2024 YTD and October 2023 YTD, 46 states posted an increase in single-family permits. The range of increases spanned 33% in Montana to 0.7% in Florida.

Builder Confidence Steady but Signs of Future Optimism in 2025

Builder sentiment held steady to end the year as high home prices and mortgage rates offset renewed hope about a better regulatory business climate in 2025. Along those lines, builders expressed increased optimism for higher sales expectations in the next months.

Builder confidence in the market for newly built singlefamily homes was 46 in December, the same reading as last month, according to the National Association of Home Builders (NAHB)/Wells Fargo Housing Market Index (HMI) released today.

“While builders are expressing concerns that high interest rates, elevated construction costs and a lack of buildable lots continue to act as headwinds, they are also anticipating future regulatory relief in the aftermath of the election,” said NAHB Chairman Carl Harris, a custom home builder from Wichita, Kan.

OSHA Updates PPE Fit Requirements for Construction Workers

The Occupational Safety and Health Administration (OSHA) today published a final rule revising its personal protective equipment (PPE) fit requirements for the construction industry. The revised standard will go into effect on Monday, Jan. 13, 2025.

According to a DOL news release, the revision to the standard adds specific language requiring that employers provide PPE that “properly fits” construction industry workers, and the change aligns the construction industry standard with the standard already in place for general industry.

Mortgage Rates Rise in November Amid Post-Election Market Volatility

Mortgage rates climbed in November, driven by market volatility and a surge in Treasury yields following the recent elections. On the day after the election results, the 10-year Treasury yield spiked by 14 basis points (bps), setting the stage for further rate increases throughout the month.

According to Freddie Mac, the average rate for a 30-year fixed-rate mortgage increased 38 basis points from October, reaching 6.81%. Meanwhile, the 15-year fixed-rate mortgage saw an even steeper increase of 43 bps to land at 6.03%.

The 10-year Treasury yield, a key benchmark for mortgage rates, averaged 4.37% in November — 38 bps higher than October’s average. This increase reflected heightened market uncertainty and persistent volatility.

Increased Construction in Low Density Areas is the New Status Quo

More residential construction is occurring in low density suburbs and outlying areas because of several factors that affect housing affordability, including the continued lack of buildable lots, higher home building costs and an ongoing shortage of construction workers. These are among the key findings from the National Association of Home Builders (NAHB) Home Building Geography Index (HBGI) for the third quarter of 2024.

“The trend of construction expansion in lower density areas occurred prior to and during the Covid pandemic, as many households chose to move out of areas where population density was highest to take advantage of additional telecommuting flexibility and the ability to purchase larger homes in areas of the country where housing is more affordable,” said NAHB Chairman Carl Harris, a custom home builder from Wichita, Kan. “Single-family construction did continue to show growth across most HBGI geographic areas in the third quarter, albeit at a slower rate than compared to the same time period last year, even as mortgage rates remained high.”

Harris further noted that multifamily construction across much of the nation in the third quarter of 2024 remained lower than last year. “The exception was in lower density areas, as housing affordability issues remain a key concern, and populations have increased outside of urban centers.”

FHA Increases Loan Limits for 2025

The Federal Housing Administration (FHA) has announced its loan limits for 2025. The nationwide rise in median home prices indicates most buyers across the country will see increases.

The FHA floor will increase from $498,257 to $524,225 for single-family home loans. The floor amount is the lowest the FHA loan limit can be for any area of the country. FHA’s ceiling loan limits, the maximum loan amount the agency will insure, will increase from $1,149,825 to $1,209,750 for a single-family property.
