Over the first 10 months of 2024, the total number of single-family permits issued year to date (YTD) nationwide reached 846,446 — an increase of 9.4% from the October 2023 level of 773,526.
Single-family permits were up in all four regions YTD ending in October: West (13.6%), Midwest (12.4%), Northeast (10.8%) and South (7.2%).
Between October 2024 YTD and October 2023 YTD, 46 states posted an increase in single-family permits. The range of increases spanned 33% in Montana to 0.7% in Florida.

NAHB Commends House Passage of Forestry Bill
The House has passed NAHB-supported legislation that will contribute to better forest management practices, help strengthen the nation’s housing supply chain and promote affordable housing opportunities for all Americans. The Fix Our Forests Act (H.R. 471) will help improve the U.S. forest management system by expediting environmental reviews and ending frivolous litigation that often grinds needed forest management projects to a halt. Legal obstacles, as well as administrative barriers, have contributed to the U.S. Forest Service and Bureau of Land Management’s inability to effectively manage their lands. Consequently, overgrown and poorly managed forests have dramatically increased the risk of catastrophic wildfire across the country, which are extremely destructive to Americans living in fire prone areas as well as to the forest ecosystem.

More Young Adults Opting to Live with Parents
Young adults ages 25 to 34 typically make up half of all first-time home buyers. However, according to recent NAHB analysis, this demographic of would-be buyers and renters is struggling to leave the nest.
The post-pandemic trend of young adults moving out of their parents’ homes has slowed amid a housing market challenged with elevated mortgage interest rates and the worst rental affordability conditions on record.

Building Codes Bill Championed by NAHB Introduced in House
Reps. Chuck Edwards (R-N.C.) and Dina Titus (D-Nev.) have introduced NAHB-supported legislation that would help jurisdictions preserve local control over the building code adoption process while also encouraging communities to take positive steps to withstand and recover from extreme events.
“NAHB commends Reps. Edwards and Titus for introducing the Promoting Resilient Buildings Act,” said NAHB Chairman Carl Harris. “Edwards championed this legislation in the 118th Congress because he opposes needless regulatory mandates that raise housing costs. By preserving local control over the code adoption process, this legislation will reduce housing costs and help builders build more homes.”
The Promoting Resilient Buildings Act addresses an issue that has become a serious concern for local governments and home builders across the country.

Mortgage Rates Rise in November Amid Post-Election Market Volatility
Mortgage rates climbed in November, driven by market volatility and a surge in Treasury yields following the recent elections. On the day after the election results, the 10-year Treasury yield spiked by 14 basis points (bps), setting the stage for further rate increases throughout the month.
According to Freddie Mac, the average rate for a 30-year fixed-rate mortgage increased 38 basis points from October, reaching 6.81%. Meanwhile, the 15-year fixed-rate mortgage saw an even steeper increase of 43 bps to land at 6.03%.
The 10-year Treasury yield, a key benchmark for mortgage rates, averaged 4.37% in November — 38 bps higher than October’s average. This increase reflected heightened market uncertainty and persistent volatility.

NAHB Commends President Trump’s Executive Order on Housing
Carl Harris, chairman of the National Association of Home Builders (NAHB) and a custom home builder from Wichita, Kan., issued the following statement after President Trump issued an executive order on housing relief:

Housing Starts End 2024 on an Up Note
Fueled by solid demand, single-family construction moved higher in December despite several headwinds facing the industry, including high mortgage rates, elevated financing costs for builders and a lack of buildable lots.
Overall housing starts increased 15.8% in December to a seasonally adjusted annual rate of 1.50 million units, according to a report from the U.S. Department of Housing and Urban Development and the U.S. Census Bureau. This is the highest rate since February 2024.
The December reading of 1.50 million starts is the number of housing units builders would begin if development kept this pace for the next 12 months. Within this overall number, single-family starts increased 3.3% to a 1.05 million seasonally adjusted annual rate. The multifamily sector, which includes apartment buildings and condos, increased 61.5% to a 449,000 pace.

Remodeling Market Sentiment
Improves in the Fourth Quarter of 2024
The National Association of Home Builders (NAHB) released its NAHB/Westlake Royal Remodeling Market Index (RMI) for the fourth quarter, posting a reading of 68, up five points compared to the previous quarter.
The NAHB/Westlake Royal RMI survey asks remodelers to rate five components of the remodeling market as “good,” “fair” or “poor.” Each question is measured on a scale from 0 to 100, where an index number above 50 indicates that a higher share view conditions as good than poor. The results of the RMI are seasonally adjusted.

FHA Increases Loan Limits for 2025
The Federal Housing Administration (FHA) has announced its loan limits for 2025. The nationwide rise in median home prices indicates most buyers across the country will see increases.
The FHA floor will increase from $498,257 to $524,225 for single-family home loans. The floor amount is the lowest the FHA loan limit can be for any area of the country. FHA’s ceiling loan limits, the maximum loan amount the agency will insure, will increase from $1,149,825 to $1,209,750 for a single-family property. The ceiling rises even higher to $1,814,625 in Alaska, Hawaii, Guam and the U.S. Virgin Islands. The following table lists the 2024 FHA loan limits for low- and high-cost areas:. Read More
