Two officers involved in the fatal shooting of an armed man who had just shot to death his estranged wife’s boyfriend have been cleared of criminal wrongdoing by B.C.’s police watchdog.

The shooting happened on the morning of Sept. 18, 2015 in the 3800 block of Frances Street in Burnaby.

The man, high on a cocktail of drugs and alcohol, arrived at his estranged wife’s house just before 7 a.m. with a loaded, bayonetmounted rifle and two boxes of extra bullets, according to a report released Tuesday by the Independent Investigations Office.

His wife – who had stopped living with the man a year earlier – lived on the ground floor of the house with her boyfriend, her son, his girlfriend and their two infants.

The woman said she had texted her es-

tranged husband the day before and told him she was filing for divorce, according to the IIO report.

On the morning of the shooting, he broke open the door of the house carrying the rifle and yelled at everyone to get into the living room, according to witnesses interviewed by the IIO. At one point, the woman’s boyfriend confronted the rifle-wielding man and was fatally shot in the neck, according to the IIO

A Burnaby resident wants the city to compensate her for a $3,400 plumbing bill.

Loreli Schwartz has lived on Rumble Street for more than 40 years.The City of Burnaby has been upgrading her street – from Boundary Road to McKay Avenue – since last year, she tells the NOW.The work includes new water mains, storm and sanitary sewer systems.

During construction, Schwartz says she has experienced moments where “the whole house was shaking.” She says this has put pressure on her water line, which sprung a leak earlier this summer.

The city fixed it, Schwartz says, but two more leaks followed.

“It was so bad, it was like my whole lawn was floating.

When I stepped on it, it’s sort of moving. I thought, ‘Oh, my gosh.’”

Someone from the city’s engineering department came by to inspect, according to Schwartz.

She was told her whole water line would have to be replaced, and that because it was on her side of the property line, she’d have to foot the bill.

“I felt this was unfair.”

Schwartz hired Marvel Plumbing and Drainage to complete the work, which came with a $1,995 price tag. Her plumbing invoice notes when the city replaced the Rumble Street water main, crews did not bleed her water main to ensure there was no pressure build-up in the pipes.

“This resulted in three water leaks on her side of the property,” reads the invoice.

Schwartz was charged an additional $1,250 for jackhammering.When Marvel was trying to hook up her new water line to the shutoff on the city’s side of the property line, crews found it impossible to do without having to jackhammer the asphalt.

“The city paved (the road) all the way to the property line.We called the project engineer. He said, ‘It’s not our responsibility,’” Schwartz explains. “All the houses down here, if they

have any water problems, they have to do the same thing.They have to pay for the extra jack hammering.”

Schwartz notes the Marvel plumber who did the work felt this portion of the work should be carried out by the city, as it was the city’s contractors who did the paving.

As a senior citizen with limited finances, Schwartz says covering a $3,400 bill is tough.

“I’m retired, so I have to watch my pennies.”

The longtime Burnaby

resident is hoping the city will pick up some of the bill, if not all of it.

“I realize it’s on my property, but what bothers me the most is the design they’ve done.”

James Lota, the city’s assistant director of engineering, says bleeding the waterlines is not something crews have to do.

“It’s not even necessary.

We don’t increase the pressure.When we do anything, we don’t blow through a bunch of water that increases the pressure to your

house.That doesn’t happen.”

Schwartz has really old piping, according to Lota.

“Since we had to turn off the water to replace the valve, when you turn it back on, sometimes old pipes will leak.

“Every time we replace

water services to residents, we always give them a letter beforehand explaining that saying, ‘We’re going to be in there replacing your water service. Please note if your piping is over 20 or 30 years old, that this plumbing does tend to leak after we shut off the water and turn it

back on, and that’s solely the responsibility of the homeowner to make sure your plumbing is in good working condition.’”

The City of Burnaby will not be compensating Schwartz, adds Lota.

Marine terminal construction gets go-ahead Tereza Verenca

Trans Mountain has met all its pre-construction conditions for the expansion of theWestridge MarineTerminal in Burnaby, according to the National Energy Board.

In a letter posted on the NEB’s website onWednesday, the national energy regulator said “all condition filings and related correspondence were assessed with rigor.”

However, on Aug. 24, the NEB sent a letter to Canada’s minister of natural resources, informing him that only 27 of the 49 conditions necessary to start construction at the terminal had been met.

Rob Steedman, the NEB’s chief environmental officer, told the NOW while it seems like a short timeline, filings have been coming in since January.

“We’ve issued more than 50 information requests, so it’s been back and forth, and

there’s a lot of work just on the go. In the last week or so, the filings have come in and they’ve been cleared,” he said.

The conditions cover a wide range of topics, including safety, emergency preparedness and response, protection of the environment and financial responsibility.

“The conditions are intended to dial in the design and the oversight to ensure certain things happen. In a lot of cases, they would happen, but they wouldn’t be as highlighted and documented and as transparent,” said Steedman. “The conditions are that kind of final icing on the regulatory framework.”

In an emailed statement, Trans Mountain spokesperson Ali Hounsell said meeting the conditions is “a significant milestone” for the company.

According to Trans Mountain’s website, construction at the terminal is scheduled to start this

month, with crews preparing the site.

TheWestridge Marine Terminal is the first part of the $7.4-billion pipeline project to have shovels in the ground.When completed, the Edmonton-to-Burnaby pipeline will carry diluted bitumen at three times its current capacity.

Wednesday’s announcement comes on the heels of news that B.C. has received intervener status in the pipeline expansion legal battle that will take place in the Federal Court of Appeal. Several First Nations and municipalities have filed legal challenges against the approval the federal government gave the project, and the lawsuits have been combined.

Karl Perrin, a spokesperson for Burnaby Residents Opposed to Kinder Morgan Expansion, is encouraging folks not to do anything through the month of September that could risk arrest.

shaming Kinder Morgan for putting 30,000 people on Burnaby Mountain at risk, but not attempting to stop them from doing their work,” he told the NOW, adding there will be protests.

“We may be witnessing, but we will not be interfering.

That’s my personal wish.”

He believes the battle against Kinder Morgan is to be won in the courts.

“Wait until the court cases in October are over before any other actions. I think that’s our best chance, what we have in the courts

and the support of the province,” he said. “If that’s not successful, then we’d have to consider other strategies.”

Shaw cuts coverage

No more cable cameras at city council meetings

Folks who usually catch Burnaby councillors on the tube had to jump online Monday night to catch the meeting.

That’s because Corus Entertainment and Shaw Communications closed their Shaw TV stations in Vancouver, Calgary and Edmonton on Aug. 15.

The company made the announcement in April, saying it was going to redirect $10 million to Global News.

The hope is to reduce “duplication coverage” while pumping more money into local news coverage, according to a press release.

Mayor Derek Corrigan has been a strong opponent of the decision and told council chambers Monday he was disappointed.

“This access that people get to local cable to be able to see us doing public business is important to democ-

racy. It’s important to the ability for people to know and understand what happens in their own community,” he said. “Replacing it with a feed by computer just isn’t enough.”

The mayor noted when the Canadian Radio-television and Telecommunications Commission (CRTC) gave out licences to broadcasters, part of the deal was the companies had to provide local cable. He pointed to the local Shaw TV station in Burnaby that eventually closed.

“I’ve written to the

CRTC and told them that’s not satisfactory to the City of Burnaby, that they have been giving up all of the things they promised us as a result of those cable licences being given out,” Corrigan said.

“To lose the ability to have local cable and to have these council meetings televised in people’s homes, is a loss for everybody. ... Even if you don’t watch, the opportunity to watch when you need to see what we’re doing is crucial.”

Corrigan, who has appeared before the CRTC twice on the issue, said he’ll continue to express the city’s concerns.

In the meantime, council meetings can be live streamed online at tinyurl. com/BBYWebcast.

Meetings are archived for two years and are available for viewing the following morning around 11 a.m.

Unions are fighting an uphill battle Unions are under a lot of pressure today.

It’s not that it’s ever been an easy ride for unions. In fact, the history of working people fighting for rights in the workplace is full of stories of people losing their jobs – and even their lives – just because they believed workers should be treated fairly.

Nowadays, unions face globalization, an aging union membership, an eco-

nomic marketplace that is cutthroat for workers and a new generation of workers who are being told that they are simply lucky to have a job.

Not surprisingly, statistics show a declining union membership: in B.C. in 1997 the unionization rate was 36 per cent, in 2005 33 per cent, and 31 per cent in 2012.There’s no reason to believe the last five years have seen a sea

of change in the rate of unionization.

Stories of union workers striking and winning big pay hikes, pensions and more vacations have become tales told around campfires by elders.

Workers now often have to strike just to save what they’ve bargained for over previous decades. A company merely bringing up the subject of clawbacks used to be reason enough

for unions to take a strike vote. But now companies not only expect to discuss clawbacks on everything from vacations to healthcare benefits, but they expect to achieve such goals.

This not only sends a clear message to a company’s own union employees, but it also sends a message to other potential union members. And the lesson is pretty clear: If you decide to join a union, don’t think

you’ll get a plump, or even fair, collective agreement without a fight.

Thankfully, for unions, there’s still enough companies that take workers for granted to ensure new union certifications.The old saying, “unions don’t build unions, bad management does” is still true today.

Fair treatment and job security are often just as important as a raise for

today’s workers.Young workers are finding that a nice paycheque doesn’t make up for unlimited unpaid overtime and a lack of work-life balance. And then there’s the principles involved in unions: solidarity and a belief that everyone deserves a fair shake and equal treatment. For many workers, union and non-union, those principles are still worth fighting for today.

Yes, money can buy you votes B.C.’s 2017 election will go down in the history books and in more ways than one.

The province’s closest election also turned out to be its most expensive.

While the final numbers will increase as a few stragglers report and additional candidate spending is tacked on, the B.C. Green Party spent $905,000 on its campaign, the NDP ($7.9 million) and the B.C. Liberal Party ($13.6 million), for a grand total of $22.4 million.

It’s tough to do line-byline spending comparisons

In the 2014 Quebec election, the four parties represented in the National Assembly – and their combined 495 candidates – spent $17.4 million.

With 3.15 million registered voters in B.C. – nearly half of Quebec’s total – the Greens spent 29 cents per voter, the NDP $2.50 and the Liberals $4.31.

Quebec’s limit is $1.37 per voter.

It’s tough to do line-byline spending comparisons between the parties, as each may report shared spending with local campaigns differently, however the Greens spent $47,040 on research and polling, the NDP $209,300 and the Liberals $277,460.

The NDP was the big spender on media advertising at $3 million, followed by the Liberals ($2.5 million) and the Greens ($143,000).

In the “if you’re going to spend it, you need to raise it department,” the Greens pulled in $869,000 between Jan. 1 and May 9, the Liberals ($7.9 million) and the NDP ($9.4 million).

Not only did the NDP raise the most, it also won the award for single largest donor: the United Steelworkers at $749,622.

The Liberals needed eight donors – four of them property developers – to hit $752,100. And the Greens needed every single one of their donations over $250 – all 2,068 of them – to reach $774,739.

Unions kicked in $3.3 million for the NDP and $40,050 for the Liberals.

The top 160 corporate donors to the Liberals gave a total of $3.4 million.

At least eight corporate donors gave more than $25,000 to the NDP, including Concord Pacific ($25,000), Gateway Casinos ($26,490), Canadian Forest Products ($30,500), Teck Resources ($50,790) and Aquilini Investment Group ($101,000).

Not surprisingly – having sworn off corporate and union donations altogether – the Greens saw nothing from either but did see $20,000, its largest single cheque, from Elizabeth Beedie, mother of Burnaby property developer Ryan Beedie.

Drug lab explodes in flames Maitland Street was rocked by an explosion at an illicit drug lab in November.The blast, at 4830 Maitland St., drove a two-foot section of four-inch metal pipe through a wall of that house and into a neighbouring house before it came to rest in a bathroom cabinet, according to police.

A blood-splatter analysis and autopsy supported police accounts the man had shot himself, according to the IIO. “The pathologist stated that it was not possible to say which, if any, of the gunshots were more significant than others in relation to the cause of death,” states their report.

The man’s estranged wife said he had talked about suicide over the years of their relationship, and, a week before the shooting, had told her he had tried to hang himself.

The IIO concluded the ERT’s entry into the home was justified given the ur-

gency to rescue woman’s boyfriend and the other tenant still in the house.

The watchdog also concluded the “use of force that is intended or is likely to cause death” was justified by the two officers who shot the man, given that he moved his rifle to point in their direction rather than complying with their commands not to move.

“Based on all of the evidence collected during the course of this IIO investigation and the law as it applies, I do not consider that any police officer may have committed an offence under any enactment and therefore the matter will

Burnaby resident created and co-wrote 13-episode Nations atWar, debuting Sept. 6 on APTN A new TV series created by a Burnaby resident debuts next week on APTN. Nations atWar is a new, 13-episode series that chronicles a history of Canada unknown to many Canadians: that of its First Na-

tions and its wars.The series was created by local resident Tim Johnson.

“For over 850 years, Canada was a battleground forged in war, as the First Nations fought each other and waves of Europeans,

over land, resources, power and survival, which would shape a nation,” a press release notes.

Each half-hour episode combines live action re-enactments with visual effects and CGI, plus interviews

with elders, veterans and historical experts, as well as documentary footage.

It starts with the Pacific Raiders, showing generations of Northwest Coast First Nations who lived in fear of the Haida.

Other episodes will cover a variety of stories – among them the tale of Louis Riel and rebel Métis, the saga of

Labour back when Burnaby was born Despite forestry and farming industries, Burnaby was a commuter suburb right from the start

When Burnaby was created 125 years ago, its labour force wouldn’t have filled the lunchroom at today’s Electronic Arts campus.

While the size of the workforce may have changed dramatically since then, its composition hasn’t.

Prior to Burnaby’s 1892 incorporation, it was forest and marshland with about 500 residents. An electric

tram had been built in 1891 to connect the established metropolis of New Westminster to the burgeoning burg of Vancouver.The tramline’s owners, who were also property owners along the route, lobbied for Burn-

aby to incorporate hoping to increase the land value.

Early enclaves formed around East Burnaby, next to the New West border, and the Central Park area, alongside Vancouver, allowing easy access to the big

cities for Burnaby residents to work in occupations such as machinists, carpenters, masons, court stenographers, jewellers, store clerks, and even a candy maker, according to one entry in the 1901 census.

“One should not think of Burnaby in isolation,” says Lisa Codd, curator of the Burnaby Village Museum.

“In some ways, Burnaby is a commuter suburb from Day 1.”

Farming played a key role in Burnaby’s early years Continued from page 11 At that time, employment in Burnaby itself revolved around, first of all, forestry, and then farms. For example, to take advantage of the Canadian Pacific Railway being punched through to Vancouver in the 1880s, the North Pacific Lumber Company built its Barnet mill with many of its workers living on site. At the same time, all across Burnaby, logging companies cut away huge trees hundreds of years in the making to feed the mills.

Codd says much of the forestry grunt work was done by Chinese, Japanese and South Asians, having been banned from many other occupations.They proliferate the 1901 census as “wood cutters.” Many harvested the stumps and sold the wood to shingle

mills. Others cut wood to become fuel for the steam boilers that produced the tram’s electricity.

Once the trees were toppled farms were built, although the vast majority were carved out to supplement a family’s income, like the Loves did.

Jesse and Martha Love built a home in 1893 on recently logged land along Cumberland Street, just a few blocks from the New Westminster border. Although Jesse had land-clearing contracts with Burnaby, it wasn’t enough income to feed a family of 11 children.

So the Loves tilled a market garden that grew to 50 acres with the kids being a builtin labour force.The family’s farm is now part of Burnaby Village Museum.

Farms were all over Burnaby back in those days.

North Road had small mixed farms. Down around Burnaby Lake, European land owners hired Asians to work their fields. Not surprisingly, there were a lot of farms on The Flats, or Big Bend, as others referred to the area of South Burnaby in the flood plain of the Fraser River, where farming is still prevalent.

Peter Byrne, of Byrne Creek fame, was one of those farm owners. His produced hay and root crops while raising dairy cows and pigs. Since the flood plain was soggy some property owners leased what they perceived as unproductive land to Chinese immigrants, many of whom were barred from working in other industries. But the Chinese market gardeners, with hard work, proved them wrong and very successful.

STUDENTS SEEKING PRIVATE MUSIC LESSONS HAVE OPTIONS

Time and again research has proven the benefits of music education. Children who study music typically score better on standardized testing and exhibit improved language and reasoning skills, and music education helps students with advanced mathematics lessons by improving their spatial and temporal reasoning. Involvement in music and the arts can improve a student’s SAT scores and make the student well-rounded.

Despite these benefits, music and art education is slowly disappearing from the classroom. At many schools across the nation, stages are dark and band and chorus rooms are empty. Budget cuts have been unkind to music education programs. To keep up with the demand for technology in the classroom, certain school programs have to be scaled back, and art and music are generally the first to go. This leaves it up to parents to involve their kids in music education.

Private lessons have long been a great way for kids to learn music, and many such music coaches are former music teachers. With private lessons, kids get to benefit from working with certified instructors, and parents are happy to make music a part of their youngsters’ lives. The following are a handful of ways

Word of mouth: Begin by asking neighbors or friends in the community if they know of any reliable music teachers. Someone is bound to know a person or have a connection to a music teacher. Speak with members of a community music ensemble, such as a church choir, or even amateur or professional musicians you see playing at a restaurant or bar. There’s a good chance you can get a referral. You may also have a friend or neighbor who is a talented musician and will agree to offer lessons on the side.

Newspaper classifieds: Tutors frequently advertise their services in the newspaper. Look in the classified section to see if anyone is offering music lessons.

Many newspapers now offer their classifieds both online and in print, so utilize both options to ensure your search is as thorough as possible.

Music education is important, but those seeking instruction may have to look outside of school. Private instructors are available to help foster a love of the arts and mold creative, well-rounded children.

Community music programs: While schools may not have music classes, community centers offer programs for both adults and children. A community arts center may offer instrument training and/or vocal lessons, so look into such organizations in your community. A community YMCA or a similar organization also may have after-school music programs.

Nearby colleges: Music students at local colleges may want to make extra money by offering music lessons.

Across the province, British Columbians are marking Labour Day – the day that honours the contributions that working people make to our economy and our communities. And this year’s Labour Day is special because it’s the first time in almost two decades we’ve celebrated with an NDP government in power provincially.

It’s been less than three months since our new government was sworn in, promising to making life more affordable and building an economy that works for everyone. And we are already seeing what a difference it makes to have a government that works for all

British Columbians, not just the rich.

Premier John Horgan has an ambitious plan to implement campaign promises to improve the lives of working people in B.C. and those of our children and grandchildren. And with the support of the Green Party of B.C., many of those progressive changes are now underway.

Our government is following through on a campaign promise for a $15 an hour minimum wage to lift 500,000 B.C. workers above the poverty line. Our hope is that $15 will be fully implemented in B.C. in a similar time frame as the governments in Ontario and Alberta are following to give low-paid workers a raise in those provinces.

Still a lot of work to do Continued from page 21 We can anticipate further changes that will benefit British Columbians like: more affordable child care; new infrastructure spending to build new schools, hospitals and bridges, and create thousands of jobs; revitalizing our forestry industry; a poverty reduction plan; better funding for education; and reconciliation with First Nations.

Of course the labour movement will continue with our public campaign to strengthen workplace rights for nonunion workers, improve health and safety on the job, and bring fairness and balance to our labour laws and the B.C. Labour Relations Board.

This summer we are again experiencing devastating forest fires that are affecting hundreds of thousands of people and so many communities.We are proud and thankful of the work being done by firefighters, first responders, health-care workers, public service workers, and volunteers who provide protection and support in this time of need for so many.

But this fire season sounds an alarm that it would be foolish to ignore the impacts of climate change on our environment and our economy.We should all be thankful that our NDP government will move to address these im-

pacts.

Electing a government is only the first part of our task as citizens.We must now work with that government to ensure that positive change happens and continues to happen.

There is still a lot of work to do to address inequality in British Columbia.

Economic inequality impacts so many aspects of our lives: housing, health care, education, to name a few.

We need to continue to work to address inequality by ensuring that those who want and are able to work have good jobs, that they are paid fair wages and that they have access to affordable housing, health care, and education and training.

Historically, the best way to ensure this is for workers to join unions.They have been and remain the most effective way to address inequality and ensure fairness. Past governments have made it increasingly difficult for workers to join unions and we will work to remove those barriers to workers participating in unions.

As working people we have accomplished much and we should take a moment to celebrate that because we all know there is much more to do to make life better for all of us.

There are several ways to enrol in an apprenticeship, but applying through a union offers advantages other private sponsorships cannot, according to the Plumbers Pipefitters and Steamfitters Local 170.

UA Local 170 runs the UA Piping Industry College of B.C., a trade school based in Delta.What sets it apart from other post-secondary schools and apprenticeships is the college’s more than 90 per cent completion rate and its relationship with contractors across the province, executive director Al Phillips told the NOW. “We’ve been involved with apprenticeships for 60 years.

We have a whole host of contractors who are signatories to us in the construction industry – anywhere from large industrial projects to residential – and when they require man-

power, they put in a request and we send the apprentices out,” Phillips said.

For years, the college has been training students from the Burnaby, New Westminster, Richmond,Vancouver and Coquitlam school districts.The students have two options – they can enrol in one of four apprenticeships offered at the college (plumbing, steam fitting, welding and sprinkler fitting) or they can sign-up through their school’s ACE-IT program, an in-class training program that gives students credit toward high school graduation and postsecondary school.

Once the students complete their Level 1 training (done while they’re still in high school), they can apply to the union and continue the apprenticeship with the piping college “We manage all of their hours; we have health and welfare and pension benefits,”

Phillips said, adding the variety of jobs available to apprentices is vast – some of the jobs can last only a few days, while others go on for years.

And the UA piping college is open to anyone interested in pursuing a career in the piping trades, not just high school students. New graduates and other youth can also apply to the program as well as professionals looking to upgrade, he said.

The value of a career in trades is not lost on Phillips.

He started his own apprenticeship as a steamfitter more than 20 years ago before rising the ranks of UA Local 170.

“Anybody that goes and gets an apprenticeship and anybody that gets involved in an organized apprenticeship is doing a good thing,” he said.

Union eyeing employees in high-tech fields Grant Granger

While visual effects, video game development and animation might seem futuristic, they are industries whose labour practices are from a bygone era.

That’s the opinion of Unifor Local 2000 secretary-treasurer Jennifer Moreau.That’s why she’s trying to organize those employees and create a chapter of the local to be called DigiUnion B.C. “This exclusion is seriously disadvantaging people in these industries, and it’s creating a very un-level playing field with the employers.What we’re telling workers who are upset about this, or want to see improvements, is that if you actually join a union then you have a collective right to bargain, to negotiate a contract with your employer that outlines provisions.

“There’s definitely a need here. People working in these sectors would definitely benefit from having a union.”

The film industry, she says, benefits extensively from being heavily unionized.Writers, directors, actors, equipment operators and even security personnel are unionized. Special effects, too, but not its successor, visual effects.

“This branch of creating movies is now developed in a non-union environment and they’re suffering because of it,” says Moreau.

“It makes complete sense to have visual effects part of that process.”

Workers in those sectors are often hired on contracts, some as short as three months, says Moreau.They move from studio to studio, city to city, country to country depending on where the work is. Employees can often be discouraged from complaining by the threat of the employer having their credits removed from the movie, says Moreau, because having their names up on screen is often vital to resumés.

Unionizing, she says, would give the workers a little job security, reduce the need to hop from workplace to workplace and help develop cohesive groups that stay together.

“Unions are very much about groups getting to-

gether, individuals getting together as a group and using that dynamic, using that strength in numbers to level the playing field with the employer.That’s what a union is about,” says Moreau.

“It’s hard to even think like that when you’re a precarious worker and moving from contract to contract to contract all the time.

That’s hard to do, because we have to get over that.

Plus, when labour is mobile like this, there’s often a fear that, ‘Well, if we unionize they’ll just ship all the work to India.’

“The bottom line is if people want to see improvement in their working condition (their best option) is to join a union and start bargaining your own contract.”

New Westminster city Coun. Chuck Puchmayr believes workplace regulations, education and enforcement work hand in hand to create safe workplaces.

Puchmayr, who served as the NDP’s labour critic when he was New Westminster’s MLA from 2005 to 2009, believes workplaces are less safe than they were years ago because of cuts to safety regulations and workplace inspections.

“If you know the chances of getting inspected are slim and none, some employers may take advantage of that and push the envelope a little bit,” he said.

“Workers that are unable to speak out or have an organization to speak out for

them would be more vulnerable, I would believe, than ones that have someone to speak out for them.”

In the early 2000s, the B.C. government sought to cut red tape by ordering one-third of all regulations cut.

He believes cuts to inspections and regulations led to deaths among forestry workers and other industries in B.C. “I always look at WorkSafe B.C. regulations as regulations that are written in blood,” Puchmayr said. “They are a result of incidents in the workplace.

That is why you write these rules.When somebody just takes a pen and strikes them, that’s shocking to me.

“It’s when you start cutting corners or you create a higher risk that breaches the regulations, that’s when people die in the workplace or an employee takes a risk or an employer asks an employee to take a risk, which isn’t really prominent.

It happens. It’s not all employers, it’s not all employees, but unfortunately it still happens, so you need a third party to ensure that it doesn’t happen and that there is a consequence to that.”

“Our view is that government and employers aren’t doing enough to keep workers safe on the job,” B.C. Fed president Irene Lanzinger said at the time.

“Health and safety protections are weak and not always rigorously enforced.

Workplace safety is being compromised. Injured workers aren’t fairly compensated, and employers whose negligence kills or seriously injures workers are let off with a slap on the wrist.”

How do unions stay relevant in a changing world?

In an economy increasingly based on part-time work, how do unions stay relevant? That’s a question the NOW pitched to SFU professor Lindsay Meredith, whose doctorate covers labour economics.

Union renewal is also the topic of this year’s B.C. Federation of Labour’s fall conference inVictoria. Participants will explore three emerging themes: changing workplace demographics; the rise of precarious work; and broader economic shifts, including the impact of continued globalization, emerging technology and automation.

According to Meredith, industries need to automate and accept technologies as they come, or else they’ll fall behind. However, as more jobs are eliminated in the process, the workforce becomes smaller.

That means unions are needed now more than ever.

Q: Are unions needed today as much as they were needed decades ago?

A:Yes.What’s happening is a very interesting trend.

If you have inflation going on, what happens is if wages don’t go up, but inflation is active, real wage actually goes down. If you have any inflationary pressure, and over a year or two, who gives a damn? But this real wage stagnation has been active for a number of years.The middle class tends to get hollowed out because their real wage has stagnated, it’s fallen behind long-term inflation, and that makes them poor and they have less money to spend. Do we need unions?Yeah.The bottom line is if you really want to have a strong economy, you need a strong, well-paid middle class that has money in their pocket.

A:One area might be IT. Why there? One of the best grounds for unionization is you gotta have an industry that’s in demand, an industry that has profitability, so the employer can afford to pay good wages, and an industry that has very talent-

There was a moment in Windsor, Ont., years ago, that changed the way I look at prescription drug coverage forever. I was told about a worker who was hospitalized when his employer went bankrupt. Lying in his hospital bed, he was given notice that his health benefits would be terminated in 30 days. Just like that, he was plunged into a new insecure reality of being unable to afford the medications he needed. It’s the same reality 3.5 million Canadians face today, thanks to our patchwork, ineffective prescription drug system.

Here in British Columbia, an estimated 768,733 working people do not have employer-based health benefits.

That means many B.C. residents are splitting pills, skipping days to stretch their prescriptions, or not taking the medications they need

at all, due to the unreasonable out-of-pocket costs.

Canada is the only developed country in the world with universal health care that does not include prescription drugs. Instead, our multi-payer system has resulted in the second highest prescription drug costs in the world, next to the United States.

Nobody should be forced to choose between paying for groceries and paying for their prescriptions.That’s why Canada’s unions are marking Labour Day with a campaign to win a universal drug plan for all Canadians.

Canadians aren’t benefitting from the current system.The only ones who do benefit are pharmaceutical companies, which can charge higher prices for commonly used drugs because they are selling to many buyers; and private insurance companies, which charge employers, unions, and workers.

It just isn’t working: 8.4

million working Canadians don’t have prescription drug coverage.Those working in part-time, low-wage, precarious jobs are most affected, which means young workers and women are less likely to be covered. Even Canadians who do have coverage through work can have trouble due to ever-increasing co-payments and deductibles.

This should be unacceptable in a country like Canada. In our country, it’s supposed to be simple – if you’re sick, you should get treatment, regardless of where you live or how much you make. If you have a health card, you should have prescription drug coverage.

This Labour Day, Canada’s unions are renewing our commitment to public health care by making pharmacare our top priority.

REASONS TO JOIN A UNION

There are numerous reasons to join a union, but these are the top 5.

1. Fairness: When you are working

with a union collective agreement the company must treat its employees fairly and apply the same rules to everyone.

If it does not do this there is a grievance process that ensures workers are to be treated fairly and equitably.

2. Benefits: Workers in unions are

far more likely to have better benefits across the board for both men and women. For example – in 2005 88.5 per cent of workers with a union received non-wage benefits like drug, vision and

dental plans compared to 68.6 per cent of workers without a union. And workers in a union are less likely to have to subsidize the company’s plan.

3. Safety: While there are provincial workplace safety regulations, companies with unions are obligated to have health and safety committees. Unions ensure members have access to training and are protected if they voice concerns about health and safety issues.

4. Job security: Most union members receive credit for seniority - the

time they have been employed by a company. Most collective agreements have language that, if layoffs occur, ensures layoffs are done fairly by seniority. Workers in a union also generally receive larger severance payments.

5. Wages: In 2013 unionized workers in B.C. earned an average $5.60 more an hour than non-unionized workers.

With dogged determination and a strong nose for big-game efforts, is it any surprise the Canadian senior men’s baseball champions are called the Burnaby Bulldogs?

The Burnaby squad endured a marathon march that ended Saturday with a 5-3 win over the Fredericton Royals at Victoria’s Royal Athletic Park.

A three-run bomb in the top of the seventh, delivered by Burnaby product Scott Webster, proved to be the defining hit of the final, coming with two outs and the squad clinging to a 2-1 lead.

It was a testament to starting pitcher Shawn Andersen, who went four solid innings, and reliever Josh Larsen, who hurled two scoreless innings, that the Bulldogs entered the seventh in complete control.

But Fredericton, which fielded the best offence of the tourney, applied plenty of pressure against

lefthander Shawn Schaefer, who came in to close out the win. A Douglas College product, Schaefer was making his second appearance of the day after painting a nine-inning masterpiece in the semifinal. More on that win later.

With three outs left, Schaefer was met by back-to-back singles and a one-out, two run double by the Royals’ Mark Phillips to make it 5-3. But the Pitt Meadows native settled down and recorded the next two outs – with the game ending with Fredericton’s Jeff Watkins striking out.

“Our roster at nationals consisted of 20 players who were with us all summer and (Schaefer) as the only pickup,” said Sinclair. “He did more than you could even hope for in a pickup, starting two games on the mound, and closing out the final.”

Schaefer joined Burnaby for the nationals after earlier in the month providing the hammer with his regular club, the Coquitlam Angels, in a thrilling 8-7 win over the Bulldogs at the B.C. final in Prince George. Schaefer, who collected two wins and two saves en route to being named the provincial MVP, has been on Sinclair’s speed dial as a frequent pickup over the years. “(Schaefer) has been loyal to the Bulldogs, second only to his own team,” noted Sinclair. “He has joined us at tournaments, provincials, and nationals going back to our win at 2010 nationals.”

In Saturday’s semifinal, Burnaby looked to avenge a 5-0 loss handed out by Red Deer in the tourney opener.Tied 1-1 after seven innings, the Bulldogs unleashed a cascade of hits in the ninth, as Jeff Bouchard delivered a fullcount, two-out grand slam following RBIs from James Zamko and Braydon Munro.

Schaefer, who posted a tourney-best 16 strikeouts over 16 innings, went the distance. He fired 102 pitches, 65 of which went for strikes, and fanned eight.

to fundraise and prepare the team for the formidable test against the other provinces.

The roster consists of players from Douglas College, a group from UBC and a some veterans who’ve taken the dream to such colleges as Southwest Baptist, Minot State and Eastern Oregon.

“Every individual had skills and talents to bring but that doesn’t win (a championship). Getting them to be one team was what allowed us to succeed,” said Sinclair.

That process took them through the year-opening Grand Forks International tourney, where they got to the quarterfinals, and an exhibition series against the Victoria Harbourcats – losing by a run and playing to a wild 17-17 standoff.

It all came together at the nationals, where a number of players took turns with standout efforts.

Infielders Zamko and Kyle McComb sparked three double plays in the final, while McComb was named the tourney’s top defensive

player. Zamko led the Bulldogs with a .476 batting average and scored 10 run.

Putting up a .474 average was Munro, while Jeff Bouchard hit .400 and drove in 13 runs. Burnaby’s Dan Altoe pitched a gem in the quarter-final as the Bulldogs downed Ontario’s Tecumseh 11-3.

“The best part was there were three groups to start the season and just one group when we ended it,” remarked general manager David Laing.

New West senior Salmonbellies head coach Steve Goodwin repeatedly said fitness would be at the heart of their strategy when it came to outlasting the competition this season.

After beating Victoria 13-11 on Sunday to clinch the club’s first Western Lacrosse Association title since 2010, it’s hard to argue

with that mantra.

Veterans and newcomers alike matched the ’Rocks stride for stride, then found a little something extra to surpass them. It worked in Game 4’s 9-8 OT win in Victoria, and was front-and-centre Sunday, too.

By bolstering the playoff lineup with junior New West standouts Drew Belgrave, Connor Robinson, Carter Dickson and Preston Lupul, the team not only added an element of energy and skill, but also depth that kept them in games.

“Coming in we knew we had to play fast

and play smart and if we get the win we win the series,” said Robinson, who earned his stripes as the B.C. junior league’s two-time MVP. “Going down 7-3 in the second (period on Sunday), it’s hard to come back especially against a team like Victoria, but we’re confident in ourselves and what we can do.”

Robinson’s contributions in the series added up to five goals and seven assists in four games, and 11 goals in nine playoff games.

Burnaby’s Belgrave, who like Robinson is a St.Thomas More Collegiate grad, has es-

tablished himself as a formidable defensive force, and collected a big goal on Sunday.

The former Knights football star has ingratiated himself with his teammates and coaches and played every game of the final.

He was rewarded Sunday with the club’s Player of the Game prize belt.

Dickson and Lupul, meanwhile, each stepped in when called upon and chipped in offensively.

Entering his senior year, Robinson is hoping he will be granted leave to extend this playoff run, as well as his wearing the hometown colours. “(The ’Bellies) have really welcomed me to the team with open arms, as well as my junior teammates (Belgrave, Lupul, Dickson). ... I’m really hoping I can stay a few more weeks.”

General manager and team president Dan Richardson is also crossing his finger that the junior A scoring star will be available in the coming weeks.

He said the juniors have given the club an injection of youthful exuberance to go with the solid veteran presence that is the core of the senior Salmonbellies.

“We’re very hopeful that (Robinson) can stay (to play),” said Richardson.

“And Belgrave has been amazing; he’s been a real presence for us. Both Lupul and Dickson, when we put them in the lineup, have looked real good.”

For Robinson, who made his senior A debut for New West in the 2015 playoffs as a junior callup, playing for his hometown team has been everything he could imagine.The top graduating junior heading into the 2018 WLA draft, there is little chance New West will be able to acquire the first overall pick. Right now, however, the focus is just on the next game.

“It’s a way higher pace than junior A. ...The team has been great in welcoming us. It was really easy, as most of the guys have grown up in New West,” said Robinson. “My older brother (Kyle) was playing with a lot of them, so I got to hang around the team a lot. As a third-year (junior) I was called up a lot with them. Ian Hawksbee has been my coach for a couple of years.”

“To win it truly takes a team,” ’Bellies captain Curtis Hodgson said. “You have to have everybody going together, working together. If one guy isn’t going to score another guy is stepping up, and I think the depth on our team has been critical to our success.”

And the squad will continue working towards that final goal – bringing the solid-gold Mann Cup home.

The Mann Cup series, against either Peterborough or Six Nations, begins Sept. 8 at Queen’s Park (7:30 p.m.).

Other games are on Sept. 9, 11, 12, and if necessary, 13, 15 and 16.

The two golfing girls proved heads-and-tails above the competition at this week’s Maple Leaf Tour Whistler Junior championship, with John capturing the title by two strokes.

Burnaby’s Xu entered the final round of the two-day tourney behind John by four shots and after the first nine holes stood five shots back.

But the 15-year-old enjoyed her best round of the week, shooting 35 over the back nine, including three birdies, to close the gap to two.

John, from Vancouver, was in solid shape after an opening round of 73, where besides four birdies the teenager parred nine holes.

Xu, meanwhile, finished the first day at five-over 77.

Jay Xu was in a similar situation as his sister in the peewee boys division.The 10-year-old posted rounds of 75 and 78 to place second overall, nine shots back of Vernon’s Ryan Vest.

Vest’s winning score was even-par 144 (71, 73), including nine birdies over the two days. Jay Xu notched two birdies over that same span, playing the front nine with identical rounds of one-over 37. His two-day total was 153 (75, 78).

Burnaby’s Leo Harper shared the lead after the juvenile boys’ opening round with a one-over par 73, but struggled on the final day to place third, nine shots back of Kelowna’s Cole Wilson.

Harper and Wilson stood six shots ahead of the next best golfer after 18 holes with 73s, but an 81 on the second round knocked Harper out of contention. He stood one shot off second place.

Although he finished fifth, Burnaby’s Daniel Taddei could boast about the best round among the 15-16 year old division, firing a par-72 on the final day.

Taddei’s front nine consisted of five birdies and two bogeys. His final score for the two days was 160 (88, 72).
