Rare duck spotted in Deer Lake The Derek Zoolander of ducks was spotted again in Burnaby. The mandarin duck, as it’s known, has been causing a stir among birdwatchers, since it is not native to North America. Burnaby NOW reader Glen Govier took the attached photo at Deer Lake last Friday.The duck had been spotted in the fall at Burnaby Lake. Some also refer to it as the “world’s most beautiful duck.” “The mandarin, widely regarded as the world’s most beautiful duck, is a native of China and Japan,” explains the website Living with Birds. He’s a close relative of the North American wood duck – something Metro Vancouverites are very familiar with seeing in our local lakes and small waterways.The mandarin duck prefers small wooded ponds, which may explain why it has shown up in Burnaby Lake and Lost Lagoon in Vancouver.

City of Burnaby staff have recommended council reject a proposal that would make way for larger basement suites. In a memo to Mayor Mike Hurley and councillors, Lou Pelletier, director of planning and building, outlined how the city could change its bylaws to encourage the construction of full cellars in homes.The report came in response to a motion first introduced by
Coun. Pietro Calendino at a Nov. 19 meeting asking staff to examine the issue. Current bylaws lead many builders to construct only partial cellars in new homes.The city’s zoning sets a maximum gross floor area (GFA) in residential districts.This includes the area of all floors above and below ground and accessory buildings, but it excludes crawlspaces, attics and garages. “In order to limit the visible bulk of houses, the Burnaby zoning bylaw also
regulates how much of the permitted GFA can be built as above-grade floor area (AGFA),” Pelletier wrote. “AGFA includes the floor area of any storey that is at least halfway above ground, including basements.” That means areas more than halfway underground are considered cellars and are excluded from the above-grade floor area restrictions, as are accessory buildings. “It is important to note that a builder is under no obligation to maximize
AGFA,” Pelletier wrote. He said there’s nothing stopping builders from reducing the size of the aboveground portion of a home to allow a full cellar. “The construction of partial cellars and crawl spaces is a development choice, which does not arise from a bylaw requirement,” Pelletier wrote. Pelletier goes on to explain how the city might change its zoning to allow for more cellars, despite counselling against the idea. Council could decide to

eliminate the gross floor area restrictions while maintaining the above-grade floor area limits and, he wrote, it could then limit the floor area for both the main floor and cellar to 20 per cent of its lot size. In this plan, the floor area of any accessory building would be limited to five per cent of the lot size. So why is the planning director advising against a plan that would likely create new rental space in a market with low vacancy rates and high rents?
On larger lots, the plan would allow for cellars larger than the maximum allowed for secondary suites. Pelletier said this could incentivize owners to build more than one basement suite, which isn’t allowed. “It could also encourage greater demands on local services, amenities and parking and could cumulatively affect neighbourhood character,” he wrote. If councillors decide they want to go ahead with the plan, they will have to pass a motion at a future meeting.

Protesters brave frigid nights to keep watch People living in theWatch House on Burnaby Mountain are kept warm by the fire of their convictions

Jim Layden struggles every morning to pull himself out from under his wool duvet and into the cold air of theWatch House on Burnaby Mountain. It’s a daily ritual he shares with a rotating cast of supporters who spend the night in the wooden structure on the path of the Trans Mountain pipeline.While his compatriots take turns joining Layden, the Cree elder and Sundancer sleeps there almost every night, retreating to his nearby heated van on only the coldest nights. The pipeline protesters aren’t allowed to have heating or a fire but are persisting in their months-long vigil, keeping tabs on the nearby tank farm and standing in opposition to the planned expansion of the pipeline. TheWatch House has stood just metres from the outer gate of the tank farm since March, when it was built in Forest Grove Park by members of the TsleilWaututh Nation.The cedar building hasn’t moved since, even as the nearby Camp Cloud protest camp was evicted. In September,Will George, a Tsleil-Waututh man designated as a guard-
ian of theWatch House, told the NOW the structure was set to come down following the Federal Court of Appeal ruling that quashed federal approval of the pipeline’s proposed expansion. But that plan changed when it became clear Prime Minister Justin Trudeau planned to move forward with the project – now owned by the federal government. The nearby support camp, set up in a soccer field, came down voluntarily. Protests raged on the mountain and at the nearbyWestridge marine terminal throughout the summer, at times resulting in arrests of demonstrators who allegedly violated a court injunction. But the blockades also stopped as the appeal court ruling put a halt to the controversial expansion project. But theWatch House remains. Layden said he plans to continue sleeping in the cold until it’s time for the building to come down. That will only happen if a court orders its removal or the expansion project is cancelled. But it’s not all a frigid slog. Layden said locals regularly bring food and words of support. And a pair of Squamish carvers are working on a totem pole just out-

Liberal candidate Karen Wang is confident her deep local connections will help her defeat federal NDP leader Jagmeet Singh in the upcoming Burnaby South byelection. The businesswoman, who was nominated by the party on Saturday, says running four daycares (three in Burnaby, one in New Westminster) has given her a special insight into the community she has called home for 20 years. “I meet families every day, so I know what family needs are and what are the issues and what are the difficulties they are facing in daily life,”Wang said. general election in October. Wang said she has lived in the riding ever since immigrating from China with her
husband 20 years ago. Since then, she has organized a non-profit Chinese opera group that performs in se-
niors homes. “I have been very dedicated and very committed to our community,”Wang said, adding Burnaby South needs “a local champion in Parliament who knows our city’s challenges and opportunities.” This will be Wang’s second foray into politics. She ran unsuccessfully for the B.C. Liberals in the 2017 provincial election, losing to New Democrat Anne Kang. Coming from a provincial party that includes both federal Conservatives and Liberals,Wang said she has always been a Liberal when it comes to national issues. She said she shares the party’s core values, including diversity, liberty, multiculturalism and national unity. In addition to facing a new federal leader eager to establish an elected presence nationally,Wang will be challenged by Conservative Jay Shin and Laura-
Lynn Tyler Thompson, representing the People’s Party of Canada led by former Conservative Maxime Bernier.The Greens have opted not to run a candidate. The Liberal candidate in Burnaby South was just 547 votes away from winning in 2015, with the Conservatives not far behind – 3,653 ballots short of beating New Democrat Kennedy Stewart, who resigned in the summer to run in the Vancouver mayor’s race (an election that Stewart won in October). But Wang remains confident.While she she has been training with the party and reading up on its platform, she believes her local connections will ultimately make the difference. “I have huge contacts in the community,” she said. “Those people have faith in me, so I go to work and I go to win.”

Latest numbers show opioid crisis isn’t getting better
This newspaper published the results of a survey back in November by Research Co. about the opioid crisis. The survey looked at what ideas the general public viewed as needed to deal with the crisis. The most popular idea, supported by 90 per cent of British Columbians, is more education and awareness campaigns about drug use. So, hence this editorial. We’re going to keep pounding away until more people start taking this crisis seriously because, clearly,
not everyone is getting the message. The latest numbers show that there were 120 suspected drug overdose deaths in B.C. in November, representing a whopping 13-percent increase over the number of deaths in the same month last year. The B.C. Coroners Service says an average of four people died every day last month from an illicit drug overdose. The latest figures show 1,380 people died by overdose between Jan. 1 and Nov. 30, 2018, almost ex-
actly the same number who died between Jan. 1 and Nov. 30, 2017. The service says the majority of those dying from overdoses are men aged 30 to 59, and most overdoses are occurring indoors. The three cities experiencing the highest number of illicit drug overdoses are Vancouver, Surrey and Victoria. The coroners service says 1,486 people died of overdoses in B.C. last year. It is expected to announce the overall death toll for 2018 sometime this month.
In a recent Research Co. survey, almost two-thirds of British Columbians (64 per cent) describe the situation related to opioid drugs in their community as “a major problem.” It feels shocking that that number isn’t far higher. So, what are some of the solutions? One popular idea in the survey is the creation of more spaces for drug rehabilitation, which is supported by 88 per cent of residents. In September, the federal and provincial governments announced a
$71.7 million investment in what was described as “innovative treatment options for people with substance abuse disorders.” Two other ideas are also supported by majorities of residents. Almost four in five British Columbians (78 per cent) believe it is time to reduce prescription of opioids by medical professionals, and two-thirds (66 per cent) would like to set up more “harm reduction” strategies, such as legal supervised injection sites.That last item should be something the federal Conserva-
tives will need to answer for in this fall’s federal election due to their distinct lack of support for something that clearly saves lives. The most contentious concept, of course, is the decriminalization of all drugs for personal use. Half of British Columbians (50 per cent) voice opposition to this course of action, while 45 per cent are supportive. As more people die, we expect the number of people who support decriminalization to grow.

The issues that won’t go away The old adage “the more things change the more things stay the same” could easily apply to B.C. politics, as many of the issues that dominated the past year will surely do so again in the coming year. Here, then, is a look back at some big issues that simply are not going away: The Trans Mountain pipeline expansion.Things have been fairly quiet on this front since the Federal Court of Appeal struck it down and the federal government bought the pipeline. However, rest assured: the protests and arrests will ramp up again as the inevitable construction phase hovers into view. ICBC.The financial dumpster fire continues to smolder. A rate hike is coming in April, and the rate structure will be radically changed come September.The NDP government claims most drivers will benefit from the changes but you can be sure that literally hundreds of thousands of drivers will be hit hard in the wallet, ensuring ICBC could be a big election issue. Taxes.Two new ones – the speculation housing tax and the employers’ health tax – were passed into law this year but will really let their presence be known in the coming year.The NDP’s penchant for raising taxes made it unpopular when it formed government in the 1990s, and it will be interesting to see if that holds true this time around. The BC NDP government’s new climate action
plan, announced just weeks ago, will begin to take shape in the spring budget. Significant incentives to get people to use electricity await. Thousands of people will be pushed into switching to heat pumps in the home and emission-free vehicles on the road. The mammoth LNG Canada investment.The facility near Kitimat will begin to take shape, and a project that will spend billions of dollars in this province will start swelling its employment ranks. Over time, this will be the dominant industrial project in the province. The mystery surrounding the suspensions of the top two officers at the legislature will likely continue for a while. Investigations overseen by special prosecutors tend to drag on for years, and there is every reason to think that will be the case in this situation. Ride hailing will continue to have a non-presence. Even though the NDP insists the fall remains a target to get this industry up and running, there is no evidence to suggest that time frame is realistic. The NDP government spent the latter half of the past year quietly and successfully negotiating a host of collective agreements with public sector unions, but the most challenging set of talks will begin within weeks: a new contract with B.C.’s teachers, who could find themselves on strike yet again come June. Houses not investments; they are homes
It’s time to keep cyclists off off our city sidewalks
Editor: Re: ‘Stop with the landlords-are-raking-in-thecash dribble,’ NOW letters. It’s been interesting watching the duelling perspectives on rental housing and what kind of profitability there is in renting a home out to other people. Interesting, but beside the point. The argument made by Craig Buvyer and other landlords that they’re not making money is symptomatic of everything that is wrong with the Vancouver housing market; they’re treating housing like a commodity to gain a return on their investment. Full stop: Houses are not investments. They are homes. Housing unaffordability remains at the worst rates in generations, people are being forced to move from the neighbourhoods they spent their lives in, and the city is being hollowed out of the families needed to stay vibrant, and these editorializing landlords are worried about money. Congratulations to these landlords. You have enough money to own not just one property, but a second one you don’t even use that you could potentially let other people live in. That’s far beyond the financial reality for a large portion of the population. Think about how much wealth you already have before you complain about being shortchanged, when the people who are trying to rent from you just want a roof over their heads. Trevor Ritchie, Burnaby
Editor: Pedestrians, cyclists need to remember road rules, NOW Letters, Dec. 27. Burnaby city council, let’s keep cyclists off the sidewalk and on the roadways where they belong. Is it possible that you can assist with some type of enforcement? To date, I have never seen any. I don’t know how many times, as a pedestrian on the sidewalk, I and others have had to dodge those cyclists that are insistent on “breaking” city bylaws by continually riding on non-shared sidewalks. Cyclists: 1. If a roadway is too busy, please ride on a quieter street or walk your bike. 2. A sidewalk should not be used as a method of “convenience.” 3. A sidewalk is not “another” roadway or extension, unless designated as shared. A pedestrian’s rights to a safe journey should not be infringed upon by the actions of the few that impact them. understand this; it was clearly demonstrated by the recent civic election, where a newcomer beat the incumbent mayor on the housing issue. There is a huge power imbalance between landlords and tenants. Anybody can be evicted at the drop of a hat, and then what? Where do they go? With the median rent of a one-bedroom apartment in Vancouver reported at $2,000 per month in 2017, and the vacancy around one per cent, who can afford to find a new apartment? And yet, some people would still have us believe that landlords need more power. Witness Jamie Ong and his Dec. 19 letter in the NOW. In order to try to convince us that landlords are in dire need of help, he makes a bunch of bogus claims. They are all easily refutable; I can only deal with a few of them here. Claim: Landlords are homeowners, exclusively. False. The vast majority of suites are owned by companies with shareholders. Claim: A huge capital investment is required. Disingenuous. What it means is that only rich people can afford to play this game, where you get your money for nothing. Most people have to actually work for a living, and they have little enough to show for it. To the extent that landlords are homeowners renting out basement suites or such, they are investing in their own equity, and are de facto millionaires. The renters are paying the mortgage, but get zero equity. Claim: Landlords get a dismal rate of return. False. A typical low-rise apartment block generates $30,000 of revenue every month. A highrise, $100,000. Probably half of that is direct profit, i.e. money for nothing. As for maintenance and repairs, every renter knows that the time for repairs ranges between
slow and never. Claim: Rent increase is capped at inflation. Laughable. Rents in Vancouver have skyrocketed during the past decades so that, today, even professionals have difficulty affording rent, to say nothing of owning a home. Claim: The eviction process is long and costly. Absurd. Eviction for cause is easy. It takes a couple of weeks to get an eviction order, and if the tenant doesn’t comply, you just throw them onto the street. The only difficulty might be if a landlord wants to throw someone onto the street without cause. Well, you can’t do that, and you shouldn’t be able to. Surprise! We’re not barbarians anymore, and our society is based on rule of law. Yes, we have a rental housing crisis in the Lower Mainland, but it is a crisis propelled by unfair legislation that transformed housing from a necessity of life into the opportunity for speculators to make a killing and international criminal organizations to launder money. They were unexpected but very welcome guests to our home Christmas Eve to a chimney and rafter fire. Their prompt arrival, care and courtesy as they determined the cause of the smoke and fire, and dismantling of walls to find the source, were excellent. A real disaster was averted. The provincial government announced in December it had “confirmed” plans for a new homeless shelter in Burnaby, but many details remain undetermined, including the location and an opening date. In a Dec. 21 press release, the Ministry of Municipal Affairs and Housing touted its plan to fund shelters in communities across B.C. “Responding to the urgent need from communities around the province, the government of B.C. is opening additional shelters and providing funding for emergency housing solutions to help people experiencing homelessness have a safe, warm place during the winter,” the release states. The province said it’s partnering with municipalities and non-profits to open 10 new shelters in different cities, including Burnaby, where “there is an urgent need for an overnight shelter and day space to accommodate people experiencing homelessness over the winter, as there is currently only one extreme weather shelter in the city.” The facility will be operated by the Progressive Housing Society, the release said. But Mayor Mike Hurley and a city director both said there are many details of the plan that are still under discussion. Few details of the project have been set, they both said. “From our perspective, it is an announcement that is general in nature,” Burnaby’s director of corporate services, Dipak Dattani, said. City planners have had “general conversations”
with representatives of the housing ministry about the project and are working on finding a suitable site for the shelter, Dattani said.The shelter could be set up in an

Dattani said he wasn’t sure it was possible for a new shelter to be open in Burnaby within the next three months. Sitting at a small corner table in a pub in BadenBaden, Germany last month, I was enjoying a quiet conversation with my aunt, uncle and 11-year-old daughter when my eyes fell on the diners sitting at the table directly across from us. Around the table was an eclectic mix of guests – what looked to be parents, grandparents, and four children ranging in age from toddler to teen. At their feet, a large, longhaired dog, sleeping soundly as the group chatted, chewed and chugged their beer. When seated, I worried we would be asked to leave when the server spotted my daughter with us, but I quickly realized that in this small German town, children were allowed – and welcomed – everywhere we went. From the world-famous
thermal spa – which allowed children ages eight and up to join in on the relaxation water therapy – to the street-side pub patios, children were present. In the department store, a winding staircase and long wooden slide were in the centre of the shoe section, providing a play space for children to enjoy while their parents shopped. In the corner of many restaurants, a basket of toys, and outside many pubs and coffee shops, children played hopscotch or tag while the grownups enjoyed some adult conversation nearby. Until this trip – my first visit to Europe – I had always thought that there was a time and place for the presence of kids, but after seeing a society that allows children to be completely immersed in the community, I realized that maybe we should be doing things a little differently here in Canada. Coming from a generation in which “children should be seen not heard,”
my instinct has always been to quiet my kids and limit them to only the most kidfriendly places. But perhaps instead of keeping kids away from the more sensitive scenarios, we should

teach them how to conform to different circumstances. Teach them table manners. Encourage quieter voices in certain settings. Provide them with the right tools to entertain themselves in quieter settings and address any disruptive behaviours that might mar the experience for others. From the moment my children were born, we took
them out for meals.We taught them what was and was not acceptable at the dinner table, and how to respect others when in a public place. They aren’t always wellbehaved when we dine out, but we try to accustom them to varied venues. And perhaps this is why the children that crossed my path during my visit to Germany were so comfortable, polite and welcomed in public spaces – because they were just always allowed to be present. No side glances from strangers or anxiety from parents to keep them hushed and hidden. It’s time for society to be more accepting of children, and for children to be more adaptable to society. If we make more places kidfriendly, and teach our kids to be place-friendly, perhaps we can be a more inclusive culture as well. o matter how you frame it, March madness was the ultimate ride for the Burnaby South Rebels. A team that rode a basketball rollercoaster over the previous three months, the Rebels overcame a lot of obstacles and tests to carry away the ultimate prize by beating the Semiahmoo Totems 80-72 in the final at the Langley Events Centre. Burnaby South entered as the underdogs, having been seeded eighth at the start of the tourney after qualifying with the thirdand last berth from the Lower Mainlands. But they held the hammer through the final, leading by 10 after one quarter and five at halftime. It was an 11-point advantage entering the final quarter, and while the Totems pressed to make it a closer contest, the Rebels maintained their edge right to the end. It was the school’s third B.C. crown, and first since 1979. “In the locker room, we knew not a lot of people expected us to win, but we were going to give our absolute best,” remarked South’s post player and tourney MVP Jusuf Sehic, on the team’s quarter-final upset of No. 1 Oak Bay. “We respected (Oak Bay), but we were not afraid of them at all.We knew they were No. 1 going in, but as quoted by one of our coaches (Dave Smith), ‘Why not us?’” In the semifinal they downed Belmont 70-55. Sasha Vujisic, a Grade 11 forward, earned a first all-star team spot, while fellow freshman guard Jiordano Khan was selected to the second team. South did a masterful job of regrouping after their loss in the Burnaby-New West league final, 90-66 to arch nemesis and 3-A Byrne Creek.

urnaby’s Josipa Kafadar was eager for a second chance. Competing in her second world junior taekwondo championships, she had a good grip on what was in store – competitively, externally. She showed her prep work down to the final, where she gave a valiant push before settling for silver on the world stage. Kafadar, an Alpha Secondary student, finished second in the 49-kilogram division, losing 8-7 to Vietnam’s Thi Kim Ngan Ho. “When you are in a different country it’s just, it puts a little more pressure, (and) you

new coach at school and a new outlook helped pilot St.Thomas More wrestlers Gabriella Bellini and Amanda Silveri to provincial gold at the B.C. high school wrestling championships in March. Bellini was inspired early after the program faced some upheaval, with Max Arcand taking over the coaching duties held by long-time coach Doug Corbett, who left to teach and coach at Terry Fox Secondary. Coming off a third-place result the previous year, Bellini entered the 64kg final against Cowichan’s Stepanie Mould with the typical butterflies. “I used my head, really planned out my match while I was wrestling and defended what I knew was coming,” said Bellini. Silveri, also in Grade 11, captured the 110kg division title by besting West Van’s Trinity Davies with a takedown at 2:04 of their final.The win earned her a second

Djunga and Wan were named to the first all-star team, while Majok Deng was voted the Best Defensive Player. For a second straight year, Byrne Creek entered the provincials on a big bounce as the Lower Mainland champions.
