Heavily armed RCMP tactical officers descended on the same Burnaby house for the second time in less than three months Monday. The Thanksgiving Day raid was linked to a stabbing on the street the day before.
On Sunday at about 2 p.m., emergency crews were called to the 7000 block of Balmoral Street, just north of the Highgate mall, for reports of a fight in front of a lowrise apartment building at 7050 Balmoral St., according to Burnaby RCMP. On arrival, crews found a 34-year-old man suffering from multiple stab
wounds, police said. The victim was taken to hospital but was “uncooperative,” said police. Witnesses pointed out a house, 6921 Balmoral St., as “a possible location for the suspect,” police said. Emergency Response Team members surrounded the house early Monday morning. A video of the inci-
dent captured officers using flash bangs, sirens and loud announcements to coax the occupants from the house. Officers entered the house, but nobody was located inside, according to police. “There have been no arrests, and the victim is still uncooperative,” Kalanj said. He added that it is still
unknown whether the house was actually linked to the stabbing.
SECOND RAID The ERT had raided the house before. On Aug. 30, police were called to the address for reports of a fight involving a gun and baseball bats. Officers managed to convince three people to
come out of the house to be arrested, but they believed a fourth suspect with a gun might still be inside, so the ERT was called in, according to police reports at the time. The tactical squad entered the house just after 1 a.m. on Aug. 31. They found one more man inside and arrested him, police said.

Council rejects connector to Highway 1 Dustin Godfrey

A proposed connector between McBride Boulevard in New Westminster and Highway 1 in Burnaby is unnecessary and runs counter to Burnaby’s climate goals, city staff determined. The proposal came at the end of May from transit advocate Nathan Davidowicz, who suggested the city incorporate the so-called Stormont-McBride connector into its transportation plan, which is currently in the works. In particular, he cited the Pattullo Bridge replacement and potential related increases in traffic as a reason for considering the project. Currently, McBride Boulevard ends at 10th Avenue, forming a T-intersection with a small park blocking the route from continuing onto Newcombe Street. The connector would have continued past 10th Avenue in an 800-metre-long tunnel underneath Newcombe until 18th Avenue. Past 18th, the road would run on ground level, veering right for several blocks and then turning left to connect with the Gaglardi Way bridge over Highway 1. The connector was proposed in the city’s first transportation plan in 1979, as well as having a spot in the 1995 transportation plan. Since the 1980s, the city has been acquiring properties along the east side of Newcombe Street to accommodate the connector’s construction. In a report presented at a meeting this month, staff recommended against including a Stormont-McBride connector in its transportation plan. Because the connector would be costly and its function would not be entirely local, the city has generally believed it would be a TransLink or provin-

cial project, but neither has shown interest. Staff also note the intention for the Pattullo Bridge replacement is not to increase capacity but to improve safety. The new bridge will have wider lanes that meet roadway design standards, be more seismically sound and include pedestrian and cycling lanes.The provincial government declined to expand the bridge to six lanes, though extra lanes remain an option for the future. “The province has forecast daily volumes of 78,000 on opening day, rising to 85,000 by 2045,” notes a staff report. “These are increases of 1% and 10%, respectively.” But on the New Westminster side, McBride Boulevard is expected to remain a four-lane road with traffic controls at Sixth, Eighth and 10th av-
enues, and Burnaby city staff said that would likely limit increases in traffic volume to Burnaby. In fact, staff said building the connector would encourage more car traffic, something the city’s trying to discourage. The 1979 transportation plan is described by staff as “almost entirely a ‘roads’ plan,” while the 1995 plan balanced transit and roads and introduced active transportation.The plan currently being devised is seeking to encourage active transportation and transit in 75% of all trips originating in the city, as it’s tied with the city’s climate action plan. As such, only a handful of roads are proposed for widening in the upcoming plan, “and these are typically targeted for specific purposes, such as supporting the focus of new development into our town cen-

tres and urban villages.” Coun. Sav Dhaliwal suggested the province was underestimating the increase in traffic from the bridge replacement, particularly if it is expanded to six lanes in the future. He expressed frustrations with the heavy traffic flow from Canada Way, which he said was being used by drivers crossing the Pattullo Bridge, seeking a connector to Highway 1. The Stormont-McBride connector isn’t necessarily the right fix, he said, but he did say something needed to be done to alleviate traffic on Canada Way, which he said would only get busier with the new bridge. “Let’s clean up our roads,” he said. “If we aren’t going to do it, well, let’s close some parts of Canada Way so that people can’t come through there. So we could make it, really, a bus route.” Coun. Pietro Calendino said he sympathized with Dhaliwal’s qualms but said the Stormont-McBride connector would only encourage even more traffic. He said he wished the bridge would have been placed elsewhere to avoid routing traffic through Burnaby. “But hoping for a tunnel that would take traffic onto Highway 1 is simply shifting the problems from one side of the city to another side of the city. Highway 1 has become a parking lot at times,” he said. “I’m not sure what the solution is, other than discouraging single-occupancy traffic, and that’s something beyond our capability.” Council voted unanimously to receive the report for information and not include the connector in the transportation plan.

Urban Villages are also envisioned to be communities with well connected networks of public spaces, where residents can easily choose active forms of transportation, such as walking, cycling or taking transit.

Council saves old oak tree
A 100-year-old oak tree on Cumberland Street was saved thanks to the efforts of a local woman who had grown up admiring it. Barbara May noticed rezoning signs on the property next to it near Cumberland Street and 14th Avenue. Concerned the majestic oak would be cut down, she collected the names of other residents and pressed council to preserve it for its historic value. It had been planted by a pioneer, a Mr. Baird, whose wife had been homesick for the oaks of eastern Canada. In May, city council voted to save it.

Opinionnow Government unfair to people with disabilities overTFSAs Editor: I hope that the newspaper will be posing questions to the local candidates in the provincial election. Here is one that impacts every individual with disabilities: Will your BC NDP government stop discriminating against the disabled? Or, a little more gently: Will your BC NDP government match the federal government in exempting the tax-free savings account from unfavourably impacting provincial benefits for the disabled? Everyone can benefit from the tax-free savings account – everyone except the disabled. The federal government has exempted the TFSA from impacting any federal benefits, just as they have done for the Registered Disability Savings Plan. The provincial government has similarly exempted the RDSP but not the TFSA. The NDP government claws back any earnings within a TFSA. It will cost them nothing because the disabled are not now using the TFSA. It will be beneficial for them to do so, and it will not make the province any worse off. Daniel McDonald
People don’t need to rake their leaves this fall Editor: It is almost time – beautiful leaves falling off beautiful trees. Hate raking? Then don’t. Leave them. Don’t complain. Be thankful for having beautiful trees, a house and a garden. Most don’t. Environment Canada recommends leaving them on the lawn until Mother’s Day. Then, if you like, run your electric lawn mower over them in mulch mode to provide nutrients for your grass. Leaving the leaves on your lawn and garden over the fall, winter and early spring protects the lawn and provides habitat for bugs and insects. These, in turn, provide much-needed food for birds and pollinators which help fight climate change. Enjoy the extra free time from not raking up the leaves. V. Gorman

Three more Burnaby schools report COVID-19 exposures Rosser, Glenwood and Burnaby South have all seen cases Cornelia Naylor

Three more Burnaby schools have been exposed to someone infected with COVID-19. On Friday, parents at Rosser Elementary School were informed that a student or staff member who tested positive for the virus had been at the school on Oct. 5. On Saturday, parents at both Burnaby South Secondary and Glenwood Elementary got emails telling them there had been a COVID-19 exposure at their schools on Sept. 28. The first local school to find out it had been ex-
posed was Alpha Secondary. Parents there got a notice on Oct. 5 telling them someone with COVID-19 had been at the school on Sept. 29 and 30 and Oct. 1 and 2. A local private Catholic school has also been hit. Last Wednesday, parents at St. Helen’s School in North Burnaby were told there had been exposures at the school on Sept. 25, 28, 29 and 30 and Oct. 1. In all cases, the Fraser Health Authority sent out early notification notices telling parents that public health officials had initiated contact tracing to identify any staff or stu-
dents who needed to self-isolate or self-monitor for symptoms. Letters from Burnaby public school principals have urged parents to continue daily health checks with their kids before sending them to school. Fraser Health has told the school district that students should keep coming to school during contract tracing, according to the Burnaby school district letters. Burnaby school board chair Gary Wong has told the NOW local parents should keep in mind that getting a COVID-19 exposure notification from Fraser Health “means the
system is working.” “They are on top of exposures,” he said.

Recent promotions at the Burnaby Fire Department have done nothing for diversity at its highest ranks – and that has one city councillor “very disappointed.” In a recent comprehensive review of the fire department, the need for more diversity was a recurrent theme. “Management and external partners want to see strategies and actions to expand the diversity of the members,” stated the report. When it came time to hire a new deputy chief and a new staff officer this summer, however, the department chose not to move in that direction – promoting longtime union executive Miles Ritchie and fire Captain Ian Hetherington respectively. When asked what the two brought to the table in terms of diversity, fire Chief Chris Bowcock was hard-pressed to answer. “Those two were assessed based on skills, knowledge and ability and the total value, including diversity, to the team, and those two were the two selected to move forward,” he told the NOW. “All the components of what they would bring to the man-

Colleen Jordan, who has been critical of the lack of diversity in the fire department, said she was under the impression the new staff officer position had been created to champion and increase workplace diversity. Before the promotions were announced on Aug. 13, Jordan said she had talked to Bowcock about the staff officer position. “I even said, ‘Well, I hope that you will hire someone who’s representative of diversity, so that they understand what people go through,’ but apparently not,” Jordan said. Bowcock, however, said it wasn’t the staff officer position that had been added for that purpose but a fire captain position in the training division, whose job will be to promote “inclusivity, diversity and recruitment.” When asked who had been promoted to that position, Bowcock did not provide a name but said the extra position had been added. “The entirety of the training division is responsible for that, and then the chief training officer will assign that role responsibility to one of the cap-
tains,” he said. The NOW has since learned none of the captains in the training division is a woman or minority either. “You can’t just say that you care about these things and then, when the opportunity comes to do something about it, you don’t do it,” Jordan said. “That’s a disappointing thing.” IMPRESSIVE RESUMÉ PASSED OVER In promoting Ritchie and Hetherington to the senior management positions, the NOW has learned the department passed over fire Captain Cathy Van-Martin, a 24year Burnaby Fire Department veteran with a master’s degree in crisis, emergency and disaster management. Van-Martin confirmed she had applied for the two positions but wasn’t offered either. She declined to comment further. According to a LinkedIn profile, however, Van-Martin’s management experience has included consulting with the Office of the Fire Commissioner of B.C. and the Fire Chiefs’ Association of B.C. to help develop a Wildland Urban Interface toolkit after the devastat-

ing 2017 wildfires. And Bowcock himself wrote a letter recommending Van-Martin for the Canadian Risk and Hazard Network’s 2015 Larry Pearce Education Award for emergency and disaster management. In the letter, which had been posted on VanMartin’s now-deactivated Linkedin profile, Bowcock said she had “excelled in the fire service with specific, high impact contributions in the areas of personal performance, fire company performance, facilitating development and leadership.” “As an individual, Lt. the highest level; incorporating an unmatched level of theoretical knowledge, practical emergency management skills, problem solving capability and a willingness to take on any challenge, both emergency and business process related,” Bowcock wrote. When asked why Van-Martin had been passed over for promotion given that glowing endorsement, Bowcock said first that emergency management does not fall within the fire department in Burnaby. He then went on to say: “I provide all manner of reference to many different individuals for many
different purposes, and at some point the department needs to make a decision who the appropriate next officers are going to be.Those decisions aren’t taken lightly.They’re extremely difficult to undertake, and we undergo a process and we support all the members’ growth in many different ways so that we can develop people into positions.” When asked whether he believed the most qualified people had been picked for the promotions, Bowcock said, “Oh, I believe so.”

Citynow Stolen seniors home bus winds up in Burnaby Cornelia Naylor

The president of a Merritt seniors residence is dumbfounded that a man would choose to break into his facility and steal a 20seat bus to drive to Burnaby. “It’s really almost impossible to miss,” said Frank Rizzardo, president of the Florentine Seniors Residence, located in the B.C. Interior. The bus was stolen at around 2:30 a.m. on Oct. 7, according to Rizzardo. Surveillance video showed a man forcing open the doors of the centre, he said. The thief stole some cash and the keys to a Chevy Suburban as well but opted to make his getaway in the bus – which is
swathed in a bright green wrap and emblazoned with pictures of smiling seniors and the words “The Florentine Seniors Residence.” The seniors home took to social media after reporting the theft to police, and reports soon came in from people who spotted the conspicuous vehicle. Someone who recognized the bus from a news report eventually found it parked in the 200 block of Gilmore Avenue – about 264 kilometres from the Florentine – and called police at about 7:30 p.m., according to the Burnaby RCMP. “When we arrived, the bus was empty. It was towed to a secure lot, and the owners were updated. At this time there are no suspects on our end,” Burnaby RCMP
Cpl. Mike Kalanj told the NOW. Staff from the Florentine were making the trip from Merritt to retrieve the bus last Friday. Rizzardo said the vehicle was in need of some repairs since the thief apparently hit something on the driver’s side. As for the bus thief, Rizzardo said the Florentine posted screenshots of the security video on Facebook, and one person claimed he had given the man in the video a ride from Kamloops to Merritt. “He told us (the suspect) was from Saskatchewan, gave us his first name as Randy, and told us that he was going to see his girlfriend onVancouver Island,” Rizzardo said. All the information has been passed on to police, he said.

Citynow SFU tops in Canada in Maclean’s annual ranking Maclean’s has named Burnaby’s Simon Fraser University as the most comprehensive university in Canada for the second year in a year. The Canadian magazine says the country’s most comprehensive universities have a significant amount of research activity and a wide range of programs at the undergraduate and graduate level, including professional degrees. Simon Fraser University, located on Burnaby Mountain, took the top spot in 2021. In fact,
the university has ranked number 1 for 12 of the past 13 years. Several of SFU’s programs were ranked in the top 10 among all universities, including computing science, education, mathematics and environmental science. “The university boasts eight faculties, 100 undergraduate and 45 graduate degree programs, and three campuses that dot the West Coast (in Surrey, B.C., Burnaby, B.C., and Vancouver),” wrote Katie Underwood for Maclean’s. “Choice is the name of
the game. So is sustainability: SFU has committed to a zero-waste policy and has introduced a five-year sustainability plan aimed at slashing the university’s carbon footprint and shifting half of its energy use to renewable sources by 2025. A second B.C. university – the University of Victoria – tied for second with the University of Waterloo in Ontario. Two more Ontario universities claimed the third and fifth spots: Guelph and Carleton.
Child care ‘at risk’ under BC Liberals: NDP candidate The BC Liberals will “put at risk” lowered costs of child care in the province, according to a Burnaby BC NDP candidate in a statement on the same day the Liberals announced their childcare plan. Katrina Chen, who had been the minister of state for child care since she was first elected to the legislature in 2017, said BC Liberal Leader Andrew Wilkinson has “consistently opposed the BC NDP plan that reduced the cost of child-care fees.”The party further pointed to comments by the Liberals’ child-care critic, Chilliwack-Kent candidate Laurie Throness, suggesting child care would be unnecessary if one parent stayed home. “For 16 years, the BC Liberals did nothing to make child care more affordable,” Chen said in a written statement.
“Wilkinson’s record shows that he can’t be trusted not to cancel our investments and drive up the cost of child care. He is a risk parents can’t afford.” The Liberals announced their own $1-billion child-care plan.While the BC NDP is working towards universal $10-a-day child care, the Liberals announced a similar, income-tested program. Under the Liberals’ plan, families making up to $65,000 would pay $10 a day, while families with incomes of up to $90,000 would pay $20 a day and families making up to $125,000 would pay $30 a day. “Unlike John Horgan and the NDP, who are bribing parents with fake promises, our fully costed plan will make sure those who need affordable child care actually get it,”Wilkinson said in a news release.

Citynow Advance voting opens today Want to get a head start on voting? Here’s how. Advance voting for the 2020 provincial general election begins today (Thursday, Oct. 15) and runs until Wednesday, Oct. 21. The advance voting period is seven days this election, up from six in the last provincial election in 2017, said Elections BC in a news release. “An extra day has been added to give voters more opportunities to vote, and to help reduce numbers in voting places as a pandemic response measure,” Elections BC said. Voters should note that some voting places won’t be open on every advance voting day. Advance voting places will be available from 8 a.m. to 8 p.m. local time on the days they are open. HEALTH AND SAFETY Voters voting in person will see many protective measures including: Ð Physical distancing Ð Voting place capacity limits Ð Election officials wearing personal protective equipment including face masks and visors

A 19-year-old Burnaby resident says his website comparing the platforms of various parties in elections is particularly necessary during the current provincial vote. Laef Kucheran has been running the website VoteMate.org for five years, during previous federal and provincial elections, but this one, he believes, is the most important for the website. “People often don’t vote just because they don’t feel they know enough about the options.That’ll be even worse this time because, with the pandemic, candidates can’t go door-knocking or attend all-candidates meetings,” he said in an email. “Most of my friends don’t even know an election is happening, and hardly anyone I know of any age really knows what the parties stand for.” The website allows parties to add their policies, which users can then

A national champion powerlifter used his formidable strength to deliver a few dozen pizzas to feed staff at a Burnaby high school recently. Sumeet Sharma, who topped the podium in bench press at the Canadian Powerlifting Union National Championships inWinnipeg in March, dropped the pizzas off on Sept. 30 at Burnaby South as part of an initiative to give back to the community. If it wasn’t for COVID-19, the 34-yearold correctional officer would likely have been busy gearing up to represent Canada at the world championships in Russia next week instead, but his sport’s governing body has cancelled all international competitions this year because of the global pandemic. “Basically, I’ll have to start all over again,” he said of his dream of benchpressing for Canada at the world championships. One silver lining this year for Sharma, whose home gym is Burnaby’s Dyer Fitness, is winning kudos for his already impressive powerlifting re-
sume. Last month, he found out he has been picked to receive the 2020 Outstanding Athlete Award by the South Asian lifestyle magazine Drishti. “It’s a huge honour,” he said. The culmination of Sharma’s lifting career so far was when he took gold for Canada at the North American Powerlifting Championships in Panama City a year ago, benchpressing a staggering 370 pounds. That moment came after a lot of lifestyle changes for Sharma since high school. Back then, he said, he didn’t care much about his health or what he ate. It wasn’t until he was at Douglas College that some instructors there set him on a different path, he said. Eating right and exercising regularly, he said he lost nearly 40 pounds and decided to take up weightlifting. His first competition was in Abbotsford in 2016 – and he soon found he had aptitude for the bench press. The encouragement he’s gotten along the way from trainers and fellow competitors is something he’s eager to pay forward.
Before COVID hit, he said he’d visited a few schools in Surrey and Richmond to talk to students about his journey from unambitious high school student to world champion powerlifter, but then the pandemic kiboshed school visits as well as his competitions. His way of giving back to the community since then has been to partner with his sponsors – Raga Restaurant inVancouver and Supplement King in Surrey – to deliver meals to frontline health-care workers at hospitals around the Lower Mainland. Since the start of school, he’s also brought meals to staff at schools, like Burnaby South last week. “This is a very kind gesture for our teachers that we really appreciate,” said Burnaby South principal Victoria Lee. “As a community, we are stronger when we help each other. We’re grateful for this and other support we have received for our school.” Sharma said he and his sponsors will continue to look for ways to give back to the community. As for the powerlifting, he’s still busy training at his home gym, waiting for his next shot at international glory.

Remembrance Day events cancelled in city Burnaby residents will still remember those who died in the cause of freedom this Nov. 11. They are just asked to stay at home to do it. Representatives of both Royal Canadian Legions have told the NOW that the usual public events surrounding Remembrance Day have been cancelled due to COVID-19. There will be no public ceremonies or parades at the Cenotaphs in North or South Burnaby. The Legion’s members will be holding small, private ceremonies with only a few invitees to lay wreaths. An area around each cenotaph will be roped off for this purpose.They are encouraging the public to not attend this year.
As for poppy sales, restrictions due to COVID-19 mean most Legion branches won’t set up donation tables or have volunteers at store entrances — both familiar sights in the weeks ahead of Nov. 11. Instead, the campaign will feature electronic donation boxes that accept tap payments, along with unstaffed traditional donation boxes.The Legion will also be selling nonmedical masks online and through certain branches to support its work. paign began soon after the pandemic set in this spring and it became clear a typical, in-person campaign might be off the table. Traditional poppy boxes will be set up at approximately 25,000 locations, such as grocery stores and banks, with donors encouraged to pick their own poppy pins. London Drugs, Starbucks, Princess Auto and HearingLife locations will have them for sale. Donations will also be accepted at those stores through the debit payment terminals. “We are hopeful and confident that people will still be able to receive a physical poppy if they so choose,” Bond said.
