HIGHWAY CRASH: A pedestrian was rushed to hospital in critical condition after being struck by a vehicle (shown in inset) on Highway 1 in Burnaby last Friday morning. Emergency crews were

Burnaby city council has given the green light to staff to go ahead with buying the now-closed Fortius fitness centre. In all, the city is set to spend around $30 million on the property, which is
just across the street from the Burnaby Lake Sports Complex that’s undergoing an overhaul. Included in the sale is $26.6 million for the 5.16acre property and the 146,000-square-foot Fortius building, as well as a reimbursement for a prepaid lease of a city-owned
sports field. Council approved the purchase in the Monday, Jan. 24 meeting, following a Dec. 15, 2020 announcement. Fortius Sport and Health announced it would be closing on Nov. 13, unable to navigate financial troubles it had struggled with over
the years and exacerbated by the pandemic. Councillors expressed support for the sale during this week’s meeting, including Coun. Colleen Jordan, who said she had “serious reservations” about the deal at first. “At the end of the day, today, I believe I’m trust-
ing our staff and outside advisers that we have examined and done all the due diligence possible in regards to this purchase,” Jordan said. Coun. Pietro Calendino said he was “pleased” to hear of Jordan’s support, saying it was a “good transaction.”The coun-
cillor stepped into a bit of trouble when he began to speak of a report from outside legal counsel on the deal and was stopped from fellow councillors and staff from elaborating. The city says some areas, such as the weight rooms, could open as soon as March.

Family fears being stuck in Colombia

When Burnaby resident Juliana Arenas gave birth to her daughter last April, her mother had long planned to fly up from Colombia to help with the baby. Then the borders shut and all those plans were put on hold. “I saw her cry for seven months. She has cancer and couldn’t meet her newborn granddaughter,” said Arenas. Arenas quarantined herself at home for the next eight months of the pandemic.Then, in November, the whole family — including her eightyear-old daughter and baby — came down with COVID-19. Arenas’s husband, a construction worker, had picked up the virus at work and brought it home. “I was worried for me, I was worried for my kids,” she said. “If he doesn’t work, who will bring the food? At the moment, work is so precious. I cannot blame him.” By the time the family had recovered, Arenas weighed the family’s ostensible immunity with a growing concern her mother – still in chemotherapy – would never get a chance to meet her
granddaughter. “It was essential travel to me,” she said. “Today you are fine. But tomorrow you don’t know.” Three weeks ago, Arenas boarded a flight to Bogota with her two children in tow. Since then, they’ve kept themselves locked inside her mother’s home. “I have been only at home. I don’t see friends I don’t see anybody else,” she said from Colombia. Arenas is scheduled to return to Vancouver via Mexico on Feb. 5, but Prime Minister Justin Trudeau recently announced that Air Canada, WestJet, Sunwing and Air Transat would suspend flights to Mexico and the Caribbean until April 30. It’s unclear if Mexico’s largest carrier, Aeromexico, will be available as a fallback for essential trips. Arenas says she hasn’t yet heard from Aeromexico, and it’s not clear if her flight will be cancelled or if new quarantine rules that require a COVID-19 test on arrival and a $2,000 hotel stay will be in place by the time she returns. “I’m worried. I want to go back to Canada now. My daughter’s away from school for a month,” she said. “I don’t have money to pay $2,000 for the hotel.” Arenas also added: “I

know that a lot of people want to close the border. I know that is one of the solutions we have for this. But everyone who is away in Canada isn’t relaxing passing the winter away. I want to be here for my mom who’s sick. Not everyone is having fun.” Others have been shut out of seeing family altogether. Vancouver resident Viviana Valderon had booked a two-week trip at a ho-
tel near Cancun in March with her husband and two children. It was never meant to be a vacation. In her third attempt to see her parents – Air Canada had cancelled two earlier flights – Valderon arranged private transportation from the airport to the Mexican hotel room, which was to function as a midway point to avoid the travel through multiple airports as her family came north from Colombia.
With their flights cancelled again,Valderon now worries the widespread cancellation of flights could extend to the South American nation - effectively severing any hope of seeing family. “It’s been our biggest fear.Those who have one foot here and another family member in another country,” she said. SFU infectious disease researcher Caroline Colijn has been calling for stricter
quarantine measures for weeks after modelling she conducted showed explosive growth of the U.K. variant in B.C. should it become established. “My heart goes out to those people who do have an essential reason to travel there,” she said, while understanding why the government would want to dissuade non-essential travel to sun destinations. Equally important, said Colijn, is to impose interprovincial travel restrictions to prevent the U.K. variant from spilling across provincial lines, a move B.C. Premier John Horgan shot down last week after seeking a legal opinion on the prospect of banning non-essential travel. Ontario has already confirmed more than 50 cases of the U.K. variant, or B.1.1.7., with several hundred more cases of the variant thought to be linked to outbreaks in two long-term care homes in Barrie and Bradford-West Gwillimbury, both north of Toronto. “Chances they’re going to get a lid on that is pretty low,” she said of the latest cluster of cases in Ontario.
Emergency homeless shelter finally opens in Burnaby Dustin Godfrey

A long-awaited emergency homeless shelter has opened in Burnaby a month after it was initially expected to have closed, the provincial government has announced. The emergency response centre (ERC) is a 45-bed shelter in which each bed has its own small room, and it was built in the Burnaby Lake Sports Complex parking lot at
3860 Sperling Ave.The shelter offers access to services like meals, washroom and shower facilities, health-care services and other supports. Operated by Burnaby-based Progressive Housing Society, the ERC started taking guests by referrals through Fraser Health and BC Housing on Monday, Feb. 1. But according to a June 2020 city council report, the ERC was expected as early as late July – roughly
half a year ago. In fact, staff had indicated at the time the city only expected to be able to house the shelter until December, when construction on the Burnaby Lake Sports Complex redevelopment was set to ramp up. By late September, the shelter’s opening was expected for October, with city staff noting the demand for shelter space had increased last year while existing shelters were forced to ac-
cept fewer patrons due to COVID-related social distancing rules. Earlier that month, Mayor Mike Hurley said the shelter’s opening “quite frankly” had not received the urgency it required. The province also announced that construction is expected to begin soon on a four-storey, 43-unit supportive housing project at 3986 Norland Ave.The project is being built next to Norland Place, an exist-
ing 52-unit modular housing building that opened in October 2019. This project will offer “wraparound supports,” including health and wellness, meal programs, and life and employment skills training. “Everyone in the community benefits when people have access to the housing and supports they need,” said David Eby, attorney general and minister responsible for housing, in a news release.
“Access to safe and secure housing gives people the stability and dignity they deserve to begin rebuilding their lives.” Jaye Treit, executive director of PHS, which is also set to operate the housing on Norland Avenue, said the two projects come “at a time when shelter and housing are so urgently needed.” Construction on the Norland Avenue project is expected to be completed in spring this year.

‘Long-haulers’may never recover
For those of us who spend almost every day scrutinizing the B.C. Centre for Disease Control’s “dashboard” for the latest COVID-19 updates, one bit of data has been a bit of a mystery. That would be the number of people who have tested positive for the virus but are now listed as “recovered” once 14 days (COVID-19’s incubation period) have elapsed since their test. There has been evidence almost since the pandemic began that some people never truly “recover” from having COVID-19 in the normal sense of the word. Many people report various ailments that linger long after they have been pronounced recovered. Serious fatigue and various concussion-like symptoms – a cloudy brain, memory problems – seem to be the most common. Those who experience these symptoms for a lengthy period are called “long-haulers” and now special clinics have been established to both treat and study people who find themselves in this situation. British Columbia recently added a third such clinic in Surrey. It will join two other clinics – one at Vancouver General Hospital and the other at St. Paul’s Hospital – that will specialize in dealing with what many health experts agree is a baffling trend. The estimates of how many “long-haulers” are actually out there vary. King’s College in London, England conducted one of the largest surveys of COVID-19 patients and it found that about 10% of them reported feeling symptoms a month after getting the virus. It also found a further 1.5 to 2% of reported symptoms more than three months after being tested.These are the true long-haulers.
If we apply that kind of survey to B.C., that means we have many long-haulers in this province.We are approaching 70,000 total cases of people who have had COVID-19 and a 1.5% rate translates to more than 1,000 people still being sick three months after getting the virus. And as our COVID-19 cases grow (B.C.’s daily case average has hovered around 500 for a month now), so too will our number of long-haulers, who can stretch across all age groups. A recent NewYorkTimes magazine article profiled several people aged 40 and under – three of them women – who are long-haulers and their stories make for scary reading. Of course, it has been known quite some time that viruses can trigger long-lasting after-effects, some of them quite serious. But what is alarming about the high number of long-haulers is we are still at the beginning of studying the impact of COVID-19. That means treatment for many may prove elusive. However, the three B.C. long-hauler clinics - and other such clinics elsewhere in the world - will be trying their best to solve a mystery that has flummoxed the experts for months. In the meantime, that BCCDC dashboard will continue to show how many people have died from COVID-19, how many are hospitalized and how many are in the ICU. Those numbers are easy to understand. However, the “recovered” number (we are fast approaching the 60,000 mark) is different. Just ask a long-hauler. Keith Baldrey is chief political reporter for Global BC.

Bank robber gets tackled
A 37-year-old Vancouver man who robbed a Metrotown bank in July might have gotten away with it if he’d picked a different escape route. After robbing the VanCity Credit Union in the 5000 block of Kingsway, the man took off with another bank customer chasing him. As the pair ran through the parking lot of Fire Station 3 at Bennett Street and Nelson Avenue, the witness called out for help and firefighter Wade Robertson tackled the robber.Two other firefighters then came to help hold the man down until police arrived.

Burnaby appears to be caving, but should it? NOW blogs In your recent editorial, it’s interesting that you said this about the 2017 bylaw meant to have owners share the cost of storm sewer service: “After all, we’re talking about hundreds of millions of dollars here. If the city goes for it – and I’m not saying they should or shouldn’t – taxpayers deserve a full explanation about why they are making the change. It can’t just be because some homeowners complained.” I completely agree that the city needs to give taxpayers a full explanation about why they are making changes to this bylaw. They also need to give taxpayers a full explanation about why they passed this law without consultation or notification, too.
As an immigrant to Canada, I agree that we should pay taxes for services, and I’m not opposed to changing the way we pay for services and upgrades. I recognize my privilege of owning a detached house and how this distinguishes my comparative wealth in the Lower Mainland. You might say that my biggest problems with this bylaw are not being told that I owe money, not being given the chance to pay the tax, and being charged interest on it even though I can’t pay it down or off. I agree that the city needs to give a full explanation. This type of bylaw will continue to affect more and more property owners in Burnaby, some of whom do not know that they owe tens of thousands of dollars on their house and cannot set aside this much from the sale of their house to pay for the tax bill. The City of Burnaby is looking to sell a “prime” 17-acre light industrial property with preference going to the creation of office space, or new media and film production studios. The 17.1-acre site at 3990 MarineWay is in the Big Bend neighbourhood, part of a major industrial and business park in South Burnaby. “This is a rare and exciting opportunity to develop a parcel with so much potential,” said Mayor Mike Hurley in a news release. “It’s a fantastic location, and we’re looking for proponents who want to create jobs in our community and create a home for businesses that want to put

rently assessed at $60 million – up from $52.4 million a year ago – according to BC Assessment. The minimum bid to purchase the lot is $63 million, while the minimum bid for a 60-year lease is $54.6 million, according to the city’s news release.The closing date for the sale offer is 4 p.m. on April 2.

Community now Alpha students teach each other to debate – and win Cornelia Naylor

Every time Burnaby’s Alpha Secondary School wins the top school award at the Lower Mainland East debate tournament – and they’ve done it three years in a row now – they earn bragging rights for more than just their rhetorical skills. The student-run team also gets the satisfaction of knowing they got there on their own. “Everything I’ve been taught about debate was taught by another Grade 11 or Grade 12 student,” says co-captain Nica Fleming, who joined the club in Grade 8 and is now in Grade 11. She and fellow Grade 11 student Lilah Williamson took over the team this year – starting in September with a successful
campaign to recruit a fresh crop of Grade 8s. Since then, in two-anda-half-hour meetings twice a week in the spacious school library, the veterans have helped the newcomers hone their skills. “We have to teach them all the technicalities of debate and how it all works, and that it’s not like just having an argument with your friend,”Williamson says. Unlike some of their competitors, who pay for coaching or have courses dedicated to debate, Alpha’s team has been student-run and student-led for about seven years, and that’s a source of pride. “It’s definitely satisfying to just know that I learned everything from high school students and now I’m teaching everything to high school students who are going to learn ev-
erything from high school students,”Williamson says. She thinks that approach might even give Alpha debaters an edge. “There’s a very distinct private school or privately coached debate style that you come across,” she says. “It’s very specific and you recognize it as soon as soon as you’re debating someone who’s from a private school or been coached privately, and I think we all have pretty varying styles on the team, and I think we have all really grown into our own styles, and I think that’s partly honestly what differentiates us a little bit.” Alpha earned the top school award at the Lower Mainland East tournament for the third time in a row in January, qualifying five out of its nine teams for the provincials later this month.

Williamson and Fleming placed second as a team in the senior category of the competition, which had to be moved online because of COVID-19. As individuals, they placed second and sixth respectively out of 38 senior speakers. Williamson, who plans
to become a lawyer one day, hopes to make it to the nationals this year. But Fleming feels pretty good about what the team has achieved already. “I’m glad that we won the big trophy back for the school,” she says. One thing the two agree on, though, is the value of competitive debate, which
often requires participants to argue both for and against the same proposition. “I think it’s just really good to force yourself to take on the position of something you might really not agree with because then, even if you’re against that, you come out having stronger reasons for why you are against it,” Williamson says. Asked if such a skill is more important now than ever, Fleming says, “Well, ‘now more than ever’ is a cliché, but it feels like there’s so much political discourse right now everywhere, especially for young people on the internet, and it’s good to be able to think about what other people are thinking and not just kind of go on with your own beliefs really angrily.”

When it comes to how much publicity racist graffiti should get, there’s a stark difference of opinion between anti-racism advocates and the City of Burnaby’s anti-graffiti coordinator. On Jan. 23, a Burnaby NOW reader found three parking signs at Burnaby Mountain Park defaced with at anti-Asian racial slur. Within an hour of them submitting an online complaint, the offensive scrawl had been removed by the city. But the reader said they were “perturbed” about comments from City of Burnaby anti-graffiti coordinator Todd Polich in a followup email. The reader had asked Polich whether his department reported such racist graffiti to the RCMP. Polich responded by saying the city flags racist content but doesn’t generally report such graffiti to police “unless it is something that is determined to be ongoing or with malicious intention beyond minor graffiti.” “With my holding records of incidents such as this, I can accumulate data on repeat offences and present this to the RCMP as a more serious case which they will assign resources to,” Polich wrote. “Oftentimes graffiti such as this is commit-
ted by individuals who are just trying to agitate, and it is done sporadically without too much thought or pre-intention behind it.” Polich then added a comment about contacting the media about graffiti. “We never encourage any instances of graffiti, be it racial or not, to be raised in the media or in the public eye (social media, etc.), as this encourages and incites more of this type of graffiti, vandalism and attention-seeking behaviour,” he wrote. But that approach seems backwards to anti-racism advocates. “No, this is not what we need happening.We need to be talking about what’s going on in our society … You can’t fix it if you can’t see it,” said Jane Hurtig, program manager for Resilience B.C., an anti-racism network launched in 2019 to help communities respond to incidents of racism and hate. Hurtig said police should also be made aware of complaints of racist graffiti, regardless of whether they seem minor. “These small incidents that to me, a white woman, may seem like a small incident, to somebody who is the victim of this racial slur, that can be a very traumatic thing,” she said. Polich told the NOW the city takes racist graffiti “very, very seriously” as evidenced by how quickly it’s taken down after being re-
ported. The incident was not reported to RCMP, according to Polich, but he said his department tracks such incidents and is thorough about taking photos and collecting any evidence from the scene, which can then be turned over to police. “It’s a judgment call as to whether it is something that is just thrown up very, very quickly and someone who’s just attention-grabbing or if there’s some serious malicious intent behind it,” he said. Rather than relying on the city’s graffiti coordinator to raise issues with po-
lice, however, BurnabyTogether coordinator Ana Maria Bustamante said residents who encounter incidents of racism or hate, including graffiti, should report it to her organization. With 24 member organizations, Burnaby Together seeks to combat racism and hate in the city and has developed a protocol for dealing with incidents, including an online tool for reporting them. “Burnaby Together considers that it is important to report those incidents,” Bustamante told the NOW. In honour of Burnaby Hospital’s staff, the foundation is also raising money toward the redevelopment of Burnaby Hospital through its Proud History, Bright Future Campaign. Anyone can make a taxdeducible gift online, or for some extra excitement can purchase tickets to be entered in the Bright Future 50/50 draw. Deadline to buy tickets is February 16th at noon, with the winner taking home half the total pot and all remaining proceeds going toward the redevelopment project.
