Summer date set for byelection in Burnaby
Burnaby voters are heading to the polls this summer. The deaths of councillors Nick Volkow and Paul McDonell in 2020 left two vacancies on Burnaby city council, requiring the city to hold a byelection. On Monday, council approved
June 26 for the bylection. According to a city staff report, other dates for the byelection include a nomination period of May 11 to 21, declaration of candidates on May 21, a campaign period of May 29 to June 26, and a declaration of election by voting on
May 31. Advance voting will take place on June 12 and June 14 to 19. “As a result of the COVID-19 pandemic, the city has been conducting preparations for the byelection with the safety of residents, candidates

Organized crime probe nets charges Cornelia Naylor

A two-year police investigation into an “organized crime, drug trafficking organization” has led to drug and weapons charges against a 32-yearold Burnaby man and his 59-year-old stepfather. Mathew Borden has been charged with two counts of possession for the purpose of trafficking and three firearms counts. His stepfather John Canning, of Surrey, faces one count of possession for the purpose of traffick-
ing. The charges stem from a Combined Forces Special Enforcement Unit investigation launched in April 2019 into “an organized crime group led by a male known for his criminal activity and associations to gangs,” according to a CFSEU news release. The investigation led the anti-gang agency to two homes – Borden’s Victory Street condo and Canning’s Surrey home – where search warrants turned up a loaded, untraceable semi-automatic handgun, an automatic AR
15 rifle, 200 rounds of ammunition, 2.25 kilograms of cocaine, 700 grams of heroin, 5.5 kilograms of phenacetin (a common cutting agent used to dilute drugs for extra profit), more than $100,000 in cash, jewelry and three vehicles. Charges against the two men were approved by the B.C. Prosecution Service on March 22, and Borden was arrested on March 29, while Canning was served with a summons. Both have since been released as they await the judicial process.
“The removal of potentially deadly drugs and weapons from the hands of individuals who make our communities unsafe is important to CFSEU-BC and motivates our investigative teams every day,” CFSEU Sgt. Brenda Winpenny said in the release. “The CFSEU-BC is dedicated to doing whatever we can to make our streets safer and holding those people accountable who put the public at the greatest risk of harm.” Well before the charges were approved against the two men, the prov-
ince’s civil forfeiture office launched a lawsuit against Borden, his wife Vicky Wang, Canning and his wife Vera, claiming the seized cash, jewelry, three vehicles (including a 2018 Jaguar) and Borden’s bank funds were the “proceeds and instruments of unlawful activity,” including drug trafficking and money laundering, and should therefore be forfeited to the province. Borden has denied the allegations and says the police search violated his charter rights.

Police handed out hefty fines in March to partiers and folks refusing to wear masks — including a North Vancouver man who allegedly spat at a
construction worker who confronted him in line at a Metrotown mall McDonald’s on March 22. A video of that incident was posted online, and Burnaby RCMP said it was looking into assault charges against the North
Vancouver man. The detachment is releasing monthly updates about its enforcement actions through the COVID-19 pandemic. In March, officers responded to a total of 40 complaints, issued six tick-
ets and conducted numerous proactive restaurant, lounge and business checks, according to the most recent update. Four $2,300 fines were issued to the hosts of parties violating the Emergency Program Act, and
two $230 tickets were handed out in separate incidents to men who refused to wear masks at local businesses. One of those men was the alleged Metrotown spitter, according to Burnaby RCMP.

City reaches record for weekly cases Burnaby set a new weekly record for COVID-19 cases. New COVID-19 cases in Burnaby exploded during the last reporting period, with 366 new cases reported from March 28 to April 3, according to data from the BC Centre for Disease Control posted on April 7 (weekly case numbers for individual cities are posted every Wednesday afternoon). Burnaby has seen cases remain above 200 for seven consecutive weeks. The previous weekly record for Burnaby was 341 cases from Dec. 6 to 12, 2020. Meanwhile, the COVID-19 testing and assessment centre at Central Park in Burnaby hit a milestone just as it’s getting ready to shut down. The site, run by the Burnaby Division of Family Practice – with support from the City of Burnaby and Fraser Health – administered its 100,000th test. It’s being shut down on April 18, with a new site opening in a parking lot at BCIT. Another site has been set up at the Fortius centre on Kensington Avenue. “The division’s board of directors wants to take the opportunity to recognize and applaud the commitment and effort shown by our dedicated Burnaby CTAC team to support the community and our residents through this very challenging COVID-19 pandemic,” said a news release. “The CTAC was an integral part of Burnaby’s COVID-19 response system, ensuring that together the partners could protect residents.”

Citynow Top cop defends response to call from bat-wielding dad Cornelia Naylor

Burnaby’s top cop is standing behind the RCMP’s response to complaints of a stranger allegedly offering drugs to two children and inviting them into his car by Simon Fraser Hills Park. That incident, on March 31, saw the father of a 10-year-old boy track down the suspect with a baseball bat, drag him out of his car and detain him while waiting for the police to come. The dad, Mike, who didn’t want his last name published because he has heard the suspect has gang connections, told the NOW he waited for an hour-and-a-half and the police never showed up. He said the 911 operator eventually told him to take down the suspect’s
description and licence plate number and the police would handle it. A few days later, on April 4, the suspect returned to the park with a group of other young men carrying what looked to neighbours like real handguns and a rifle, which they reportedly fired off in the park near the playground.When reports of guns (which turned out to be airsoft weapons) came in, Burnaby RCMP responded in force – dispatching seven officers, two supervisors and a K9 unit – and arrested the suspect, an 18-year-old Burnaby resident. A NOW story about the incidents unleashed a flurry criticism online blasting the RCMP’s response to the original March 31 call. “Why don’t the cops come?” wrote Suzanne
Bingham on the Burnaby NOW Facebook page. “Unbelievably bad; maybe we should get rid of the RCMP and have a city police like everyone else that is fed up with them.” The Burnaby RCMP has reviewed the 911 calls, and Supt. Graham de la Gorgendiere, the officer in charge of the local detachment, said he believes the call was “dispatched appropriately” based on the information provided to 911 operators at the time. First, rather than taking an hour-and-a-half, police said an officer was dispatched to the scene in less than one hour. And, during the 911 call, police said Mike did not report that the suspect had tried to lure a child, that Mike had dragged the suspect from his car or that he was detaining him with the help of a base-
ball bat. Police said he reported only that a man in his 20s was “smoking weed” in his vehicle after having offered marijuana to Mike’s 10-year-old son and a female classmate. “Had further information been provided, our police response would have been assessed based upon that additional information and may have differed,” de la Gorgendiere said in an emailed statement. “Although I do not dismiss the seriousness of offering marijuana cannabis to a child, police had no information to suggest anyone was in imminent danger.With the description of the suspect and licence plate number, the investigator was able to identify the suspect and visit his home later that evening.” Burnaby RCMP media

The 18-year-old suspect faces firearm and uttering-threat charges, as well as charges under the Cannabis Control and Licencing Act, according to RCMP.

Liberals, Greens change tactics
B.C.’s two opposition parties are offering sharp critiques of the province’s public health policies aimed at fighting the COVID-19 pandemic, but they are taking decidedly different approaches. The BC Liberals have focused on what they say is a lack of transparency and accurate reporting when it comes to providing clear data associated with the province’s COVID-19 situation.They want better and more information regarding cases, vaccines and testing.They want the release of extensive demographic and geographic information. The B.C. Greens want that too (who doesn’t?) but that party appears to have completely broken with provincial health officer Dr. Bonnie Henry. They issued a blistering news release last week, accusing the government of falling down on all kinds of fronts when it comes to fighting the virus. Although they did not name her specifically, given the fact Henry is setting the policies and the rules it is clear the Greens’ attack was aimed specifically at her performance. The Greens want an all-encompassing threeweek lockdown, including the closure of schools and stronger enforcement of public health orders and a non-essential travel ban. It seems clear the Greens are trying to tap into what appears to be rising public frustration, anger and bewilderment in the face of rapidly escalating daily case counts of COVID-19 and a steady rise in hospitalizations. The BC Liberals obviously sense that public mood as well, but they have not called for an extensive lockdown or a travel ban or really anything that goes much beyond what is being done right now. Rather, they have mostly said what is
currently being done can simply be done better (being a pro-business party makes it unlikely it would want to shutter the economy like the Greens). I have pointed out before that opposition parties are walking a tricky political tightrope when it comes to questioning public health measures. Challenging governments is one thing, but taking on science comes with a risk. Nevertheless, the Greens clearly feel more emboldened now to criticize the government on this front and likely think they are on surer ground with the public. Perhaps, but I don’t see much evidence that our society wants to shut down the economy for three weeks in the elusive hope that such a move would stop the spread of the virus. Advocates of this “COVID-zero” approach point to success stories in distant places like New Zealand,Taiwan and Vietnam, yet fail to explain why various lockdown measures in much of Europe have not succeeded in stopping the spread there. As well, it has never been made clear how lockdowns and “stay-at-home” orders can be enforced. Various authorities can indeed shut businesses, but do people really want police checkpoints on highways and ferries asking to see papers that prove your travel is essential? It seems that only mass vaccinations are going to get us out of this worsening situation and we will not be at that stage for many weeks yet. The political rhetoric over public health will continue to ramp up.The next few weeks will see some ugly COVID-19 numbers in this province, and the political debate will reflect that. Churches hit by suspicious fires
The Westminster Seventh Day Adventist Church became the third church on 10th Avenue to be hit suspicious fires in six weeks. Firefighters were called to the church early on Sept. 30. New West crews arrived first and laid hose, and Burnaby crews fought the blaze but couldn’t save the building. One Burnaby fire captain was injured when the roof collapsed. Six weeks earlier, firefighters had been called to fires set at Our Lady of Mercy and the New Westminster Evangelical Free Church.

Opinionnow Burnaby North school just got new sidewalks, so why not Alpha? Editor: Burnaby North Secondary School just got new sidewalks and they already had decent sidewalks. Alpha Secondary has no sidewalks leading to the school on Alpha Avenue, pretty much from Parker to Union Street. Kids are dumped off onto the road. Also annoying for other pedestrians using the neighbourhood. How can a 70-year-old school not have sidewalks leading to its main entrance? There is a narrow sidewalk (not as wide as standard municipal sidewalks) the runs along the school property. When it ends, so does the sidewalk. No sidewalk on either side of the road from Venables to Union streets on Alpha. From Union to Hastings just one sidewalk on the western side of Alpha Avenue. Very poor walkability. ing about longer school zone speed limit times, NOW opinion If you want an interesting driving experience in Burnaby, try doing the speed limit in either park or school zones. In regular travels up Patterson from Moscrop, I have vehicles run up behind me in the two park zones (30 km/h) at over 50 km/h; some honk their horns, others tailgate and one guy even passed me on the left across the solid yellow line and into oncoming traffic (a local resident to the area, as he turned into a driveway up the road). I’ve seen driving instructor cars, driven by students, pass through at more than 50 km/h in a park zone. Oddly enough, many of the drivers who race through the marked 30 km/h zones will then drive 20 to 30 km/h along the stretch at Central Park, which is not a designated 30 km/h zone. And then there are the roundabouts that Burnaby has installed in various places. If drivers are not mature enough to slow down for park or school zones, what makes the council think that they will operate roundabouts correctly? Turn signals? What are those? Andrew Munro, Burnaby

Community now Heights jewelry store owners ‘gutted’ by theft Cornelia Naylor

Ava and Steve Gosling have had a “hell of the year” since launching their small artisan jewelry boutique in Burnaby in the middle of a worldwide pandemic – so it was especially gutting when a man walked in Saturday and made off with a couple of small but valuable items. The couple posted a video of the incident, caught from multiple angles, in an effort to get the items back. The cameras capture a man masked in a black bandana outside Moonstone on Hastings Street. He peers through the display window, then enters the store and beelines to the window display before Steve asks if he can help him. Steve told the NOW the man then gestured with a water bottle and asked if the store had a water cooler. When Steve said no, the man left quickly.

After he was gone, Steve said he even felt guilty that he hadn’t just filled his water bottle at the sink. “To have felt guilty that I didn’t help him out with water more while he was stealing from me, that feels like ass,” Steve said. Steve said he discovered the theft when he was closing up shop and noticed two two-inch solid sterling silver animal skull pieces (one of a stag and the other of a bear) were not in their spot in the display window. “I felt gutted that somebody could do that knowing how small businesses are being impacted right now,” Ava said. “I was trying not to take it personally.” Ava is the “creative force” behind Moonstone, according to Steve. Both Steve and Ava are on the autism spectrum, and that has been both a driving force behind the business and a source of challenges. Ava, who describes herself online as a “neurodivergent goblin,” said the business sprang partly from her penchant for collecting things and partly from a compulsion to work with her hands and create. She used to paint, she said, and worked for a short time as a graphic designer at a video game company, but an autoimmune disorder put an end to that career. She turned to creating jewelry from rocks and beads and other materials. “I like to refer to myself as a goblin just because I really like to collect

shiny objects,” she said. “I guess it’s a whole thing with people who just collect rocks and sticks. Goblins like to hoard these little treasures, and I really like little treasures.” After some time selling her wares online and at trade shows, the Goslings decided to open a brick and mortar store and entered a lease for the Hastings Street space in February, just weeks before COVID hit. A contractor they were working with then fell
through in the middle of the lockdown – and they couldn’t find anyone else to give them a quote, let alone complete the work while the province was shut down. They didn’t manage to open until October and have struggled to stay afloat ever since. That’s what has made the theft from the small business so galling, they said. “There’s a lot of businesses that are struggling,” Ava said, “so this is just a

really awful time to be doing this.There’s never a good time to be doing this, but it’s just extra awful right now.” Ava said she hopes the two stolen pieces will be recovered and the thief will be prevented from hitting any other small businesses. Burnaby RCMP spokesperson Cpl. Mike Kalanj said the pandemic has exposed businesses to a greater risk of such thefts. “It’s harder for peo-
ple to protect themselves against thieves because every person is wearing a mask,” he said. “A lot of the thieves are trying to cover up anyway, but, in general, people would notice them more; whereas, now I think it’s harder for people to recognize that there’s a thief in their midst.” Anyone with information about the stolen items is asked to call Burnaby RCMP. Community now Money approved for new Stride Avenue school
A new $22-million school is slated to be built by 2024 to replace the seismically unsound facility

Real dollars have been approved to replace a Burnaby elementary school assessed for years as at “highest risk of widespread damage or structural failure” in an earthquake. The province announced this week that Stride Avenue Community School, parts of which were built in 1924, will be replaced with a new $22.3-million, 415-student school by 2024. Besides being seismically safe, the school will be built to meet the highest energy efficiency standards – using electricity instead of natural gas and including solar panels as well as more energy-efficient insulation, heating
and ventilation components, according to a government press release last week. Construction of the new school, which will be built on open space at the existing property, is expected to begin in 2023, the April 5 release said. Students will keep attending the old school until it’s finished. The project is part of the province’s work to upgrade and replace highrisk schools through its Seismic Mitigation Program. All local schools built before 1992 have been assessed to see how well they would stand up to “the big one” – a catastrophic quake predicted by geologists when pressure built up between the Juan de Fuca and North Ameri-
can tectonic plates for the last 300 years suddenly releases. Stride was one of 24 Burnaby schools originally deemed to be at high or moderate-high risk of damage during a major quake. The two-storey classroom block built in 1969 is rated “high 1,” indicating it is a “most vulnerable structure, at highest risk of widespread damage or structural failure,” according to the province’s risk-rating scale. The gym, a one-storey classroom block and another two-storey classroom block (built in 1969, 1949 and 1924 respectively), have earned a “medium” risk rating, indicating they would sustain “isolated damage to building elements” and that
non-structural elements, like bookshelves and lighting would be “at risk of failure.” The school’s replacement seemed imminent eight years ago, after a funding announcement by then-Premier Christy Clark in April 2013 – one month before her BC Liberals won that year’s provincial election. Clark announced $584 million in funding for seismic upgrades for 45 B.C. schools, including Stride, Burnaby North Secondary and Montecito Elementary. “Absolutely nothing is more important than keeping our kids safe,” Clark said in the release. Stride was slated for seismic upgrades in 2015/16, according to the April 8, 2013 press release.
But former NDP Education Minister Rob Fleming said Clark’s funding announcement had been empty. At an announcement of $79 million in funding for a new Burnaby North Secondary School in October 2018, Fleming said, “(The BC Liberal government) didn’t, unfortunately, as we discovered when we transitioned into office, have any plans or funding in place or any work behind them, and that certainly was not fair to Burnaby families who expected action and got very, very little.” The Burnaby school district didn’t actually get permission to develop a detailed business case for the Stride project until March 2017 (shortly before the next provincial
election), according to secretary-treasurer Russell Horswill. Final approval for the project took three more years under the NDP. “There are projects that take longer to get approved,” Horswill said. “Sometimes it’s because of costing; sometimes it’s because of scope or the requirements being met in the project definition report, but, once we are able to finalize a report that works for government and the district, then we can move the projects forward.” With the formal funding agreement signed, the district is now in the process of hiring an architect and consultants to design the new Stride.That process will likely take nine or 10 months, Horswill said.

A man caught violating probation orders by having drugs and break-in tools in his possession last week was not carrying an engagement ring around because he was planning to propose – the ring was not his, according to police. Officers were called to the 4200 block of Oxford Street in the Burnaby Heights neighbourhood for reports of two men looking into vehicles just before 7 a.m. on April 7, according to Burnaby RCMP spokesperson Cpl. Mike Kalanj. The responding officers
found their first clue – a car with a smashed window – nearby, at Rosser Avenue north of Pandora Street, Kalanj said. Then, just around the corner, at Oxford Street east of Rosser Avenue, they located two men in their mid-20s who fit the suspect descriptions. One of the men was found to be under a probation order banning him from carrying illicit drugs and break-in tools. “He had both on him,” Kalanj said. A search revealed the man was also carrying a baton and a knife and “a whole bunch of stolen items,” including an en-

Citynow ‘Unsung hero’ named Burnaby citizen of the year Burnaby has a new recipient of the Kushiro Cup to honour the outstanding citizen of the year. It’s Simone Brandl, program director for the North House of Burnaby Neighbourhood House since 2016, as well as a longtime resident of Burnaby. According to a report submit-
ted to Burnaby city council, Brandl has been active throughout the city supporting the needs of families and individuals not just through her work, but also with her own personal volunteer time, with various committees, clubs and associations. Numerous letters of rec-
ommendation highlighting Brandl’s accomplishments were received from local residents and businesses. As noted in one letter, “Simone is the unsung hero of 2020.” During the COVID-19 pandemic, Brandl recognized food as being the hardest commodity to se-
cure. She took on the task to organize a food-security working group to identify the needs of highly affected populations, especially those who had come under socioeconomic hardships. “Simone excels at connecting with stakeholders including local businesses, non-profits, and volunteers

MARKETPLACE MCLEAN, Joan April 15, 1925 − March 31, 2021 It is with our heavy hearts that we announce the passing of our much−loved mum, grandmother, and great−grandmother, Joan McLean, just weeks before her 96th birthday. On Wednesday, March 31, 2021, Joan peacefully passed away at Queens Park Care Centre in New Westminster. Joan was born in London England and came to Canada in 1945 as a war bride with her husband, John, and became a mother to 12 children. She was predeceased by her husband, John (1981); five sons, Robert, Bruce, Gerald, Brien, and Stephen; one grandson, Michael; and two great−grandsons, Caleb McLean and Isaiah Gillespie. Joan is survived by her sons, Daniel (Judy), Rodney (LeeAnne), and Richard (Cissy); and her four daughters, Marlynn Couture, Deborah Anne McLean, Doreen Manning (Rick), and Janice McLean. Joan was a proud grandmother to 25 grandchildren, great−grandma to 35, and great− great−grandmother to two. Mum was an amazing woman with silent strength and courage. She overcame many challenges in life, moving to Canada as a young woman and raising 12 children. She taught us all to preserver and to never give up. Mom enjoyed her retirement years travelling a little bit and volunteering as Chair for the BC Senior Games for six years. She enjoyed her many friends and spending time at the New Westminster Century House. No service at this present time. In lieu of flowers, please consider donations to the Recreation Department at Queens Park Care Centre. We are so grateful to the Queens Park Centre Recreation Team and Nursing staff who showed mom nothing but kindness and love. We thank you from the bottom of our hearts.
