Feds commit to $30M for mountain fire hall The City of Burnaby’s plan to build a new fire hall on Burnaby Mountain has received a boost from the federal government. Burnaby North-Sey-
mour MP Terry Beech announced last Friday that the feds are committing $30 million towards the new fire hall. Funding for this project is being provided throughWestern
Economic Diversification. “This funding commitment comes after the Government of Canada’s extensive conversation and collaborative efforts with the City of Burnaby, the
Burnaby Fire Department, and the concerns of Burnaby Mountain residents about the need for federal support to enhance the city’s emergency preparedness,” Beech said in
a statement. The NOW, in a July 15 story, was first to report that city staff had picked a site for a fire hall to serve Simon Fraser University and the UniverCity neigh-
bourhood that is estimated to reach around 10,000 residents. The city, however, said it won’t reveal the exact location of the fire hall until September.

When Burnaby resident Dolores Dignan lost her son to B.C.’s poisoned drug supply in March, his dog Chief was there to comfort her – but now Chief’s gone, too, and she’s desperate to find him. then I could get over it, I think, but not knowing, is he hungry? Is he hot? Does he have water to drink? It’s like a child,” Dignan told the NOW. To understand what Chief means to Dignan, you have to know something about their history. Her 54-year-old son, Daryl McLean had adopted the lanky, athletic canine about four years
ago, and the two were inseparable. “He was by Daryl’s side every minute of every day,” Dignan said. “Daryl used to always put his arm around Chief and say, ‘We’re a couple.’”
‘I KNEW HE WAS GONE’ McLean had moved into the basement suite of Dignan’s Burnaby home earlier this year while he renovated a place in East Vancouver. On the days Chief stayed with Dignan, he would wait by the basement door for her son to come home. One night in March, before McLean went down to his basement suite for the night, he’d asked his mom to make waffles for breakfast because he had some fruit he wanted to use before it went bad. The next morning, when she went to tell her son breakfast was ready, McLean and Chief were gone. She began to worry when she didn’t hear from them all that day and the next. Dignan said her son had struggled with an addiction to crack cocaine on and off for 30 years, and he would sometimes disappear for short periods and then return, vowing never to use the drug again. Usually, he’d call to say when he was coming home – this time he didn’t. She drove to the East Vancouver place he had

been renovating and spotted his Jeep parked in the back, but there was no answer when she rang the doorbell and banged on the windows. All she could hear was Chief barking inside. “Chief was barking, barking, barking, and he never barks,” Dignan said. She rushed back to her house to get the key.
Back at the East Vancouver place, she found her son. “There was Daryl, laying on the floor in the bedroom … I knew he was gone,” she said. The coroner has told Dignan her son’s drugs had been tainted with fentanyl. ‘SUCH A LOVABLE,
FRIENDLY DOG’ After that terrible day, Chief became her constant companion. “He followed me everywhere,” Dignan said. “If I went to the bathroom, he’d lay by the bathroom door; if I went downstairs, he’d follow me. He never left my side, and if I was going out, he’d jump in the car and come with me.”
On July 4, however, that living, breathing source of comfort, too, was taken from her. Dignan said she let Chief out at about 7 a.m. as she usually did. “Usually, he’d be up in five minutes; he’d just go to the bathroom and come up,” she said. She heard two barks, she said, and then Chief disappeared. Dignan is convinced someone has taken him. He knew the neighbourhood, so she said Chief wouldn’t have gotten lost, and his chip would have provided anyone who found him with her contact information. She has also contacted every agency she could think of and posted on every online site to no avail. It wouldn’t have been hard to kidnap Chief, either, according to Dignan, because of his friendly temperament. “He’d just go up to people and want them to pat him,” she said. “He was just such a lovable, friendly dog.” Despite the time that’s elapsed since his disappearance, Dignan hasn’t given up hope Chief could still be found. “I’m just hoping wherever he is, he can get out and get away and find his way home,” she said. Dignan hopes anyone with information about Chief will give her a call at 604-294-0164.
Fraser Health closing COVID-19 site at Sinclair centre One of Burnaby’s COVID-19 vaccination sites will be closing down soon, according to Fraser Health. The site at the Christine Sinclair Community Centre on Kensington Avenue will have its final day of operation on Aug. 22. The drive-through site
on the grounds of the BCIT campus will remain open. More than two million COVID-19 doses have now been administered in the Fraser Health region. In this region, over 80% of all eligible people have been immunized with at least one dose of
COVID-19 vaccine and over 60% of people have now received their second dose. “We continue to ramp up our pop-up clinics, mobile clinics, outreach clinics and community initiatives to meet people where they are congregating so access to vaccine is easy,”
said a Fraser Health news release. “As new initiatives are underway and vaccine rates increase, it is a natural transition for the provincial immunization program to move to new models as planned. For Fraser Health, we will transition from our dis-
tributed network of immunization clinics into a hub model, utilizing our existing clinics in Abbotsford, Coquitlam, Surrey and North Delta to ensure vaccine remains available in a mass clinics setting as well.” Starting July 29, the mass immunization clinics

It’s a tale of two videos. Just over 10 years ago, Burnaby welder Chris Ivany was caught on video facing down a group of Stanley Cup rioters trying to break in and loot a downtown Vancouver Telus store. The rioters knocked him out, but the Telus store was saved, and the Vancouver Police Department went on to award Ivany a medal for bravery, according to news reports at the time. Fast forward 10 years, to Feb. 22, 2021, and another camera captured a 43-year-old Ivany in a Burnaby Canadian Tire store yelling threats and obscenities at staff trying to make him leave the

store for refusing to wear a mask in compliance with public health orders designed to combat the spread of COVID-19. “My human rights are trumping your bullsh** mask mandate,” Ivany can be heard yelling on that video as he is surrounded by several staff members. The video ends with Ivany, first in a chokehold and then on the floor with a number of Canadian Tire staff attempting to handcuff him. “I can’t breathe! I can’t breathe,” he can be heard yelling. Ivany was in Vancouver provincial court last month to plead guilty to uttering threats and not wearing a mask during that incident. He had originally been charged with two counts
of assault as well, but those charges were stayed as part of an apparent plea deal. In a joint sentencing submission, both Crown prosecutor Jeffrey LaPorte and defence lawyer Sarah Leamon called for a conditional discharge with nine months of probation during which Ivany be banned from the Market Crossing Canadian Tire, get anger management counselling, stay away from two of the victims involved and pay a $500 fine. Leamon noted Ivany had lost his job and been unemployed for two-andhalf months as a result of the incident and “the media attention that it garnered.” “He did suffer other consequences aside from

these proceedings as a result of this incident,” Leamon said. Leamon also noted Ivany didn’t have a criminal record. B.C. provincial court Judge Patricia Bond agreed to the conditional discharge and the recommended conditions. That means Ivany won’t have a criminal record if he abides by his probation orders for nine months. He didn’t address the court, but Leamon said he had expressed remorse to her and was taking responsibility for his actions. A GoFundMe campaign launched by Ivany in February, however, had sounded a more defiant note. He said donations to the campaign would be used to fight “this tyranny and communism that’s coming to our beloved country.” The campaign raised $10,229 of its $20,000 goal. The GoFundMe page said the campaign would help pay for legal costs in the criminal case and a subsequent civil suit against Canadian Tire employees and the “fake news media, which has slandered me and committed libel against me.” The NOW could not find any indication on Court Services Online that any civil case has yet been launched.

Should Dr. Henry be cracking down?
It may not have been by design, but the B.C. Health Ministry has released some data that could eventually form the basis of COVID-19 restrictions or even a virus-related passport of some sort. Late last week, the ministry for the first time released a breakdown, by age and health authority, of who is and who is not being vaccinated against the virus. The document revealed that, as suspected, people aged 20 to 45 have low vaccination rates in the Interior and northern parts of B.C. While every older age group in Vancouver Coastal, Fraser and Vancouver Island health authorities has a vaccination rate with percentages ranging from the mid-70s to the low 90s, the rate among younger people in the Interior and the north is woefully and dangerously low – with percentages of mid-60s in the Interior and about 60 in the north. The data now provides a publicly available benchmark to measure vaccination efforts in the weeks ahead, to see how much progress is being made to get those vaccination numbers up in that younger age cohort. A special push to boost the vaccination rate in these regions was recently announced. A new awareness campaign and more resources will be used to boost the numbers. If there is not much progress made by September, would public health authorities simply throw up their hands in frustration or would they consider another option: the requirement of proof of vaccination to engage in certain activities or attend certain events? In other words, will proof of vaccination even-
tually be required for people to go to bars, restaurants, nightclubs, movie theatres or fitness classes in places like parts of the Okanagan or Nelson or Creston, if vaccination rates remain stubbornly low? While Dr. Bonnie Henry has favoured using the carrot instead of the stick to get people to “buy in” to her advice and public health orders, her recent decision to impose new restrictions on the Central Okanagan – where case counts have risen quickly – is a sign that she is not averse to using the stick as well, if needed. Considering more than 80% of British Columbians have willingly received at least one dose of vaccine (and we are rapidly approaching the 70% mark for those with two doses), any crackdown by public health on the non-vaccinated would likely enjoy wide public support. If B.C. hits a wall in the Interior and/or the north when it comes to getting a first dose in the arms of at least 85% of people, I would not be surprised if a combination of incentives and disincentives takes shape. Simply allowing the Delta variant to spread for an indefinite period around communities with low vaccination rates does not seem to be a realistic option. Other places – notably France and Israel – are cracking down on those refusing to be vaccinated. Alberta is going in the opposite direction, but Health Minister Adrian Dix has made it clear that B.C. will not be following Alberta’s lead in any way. If anything, B.C. authorities may be prepared to get even tougher on those who refuse the jab for no good reason. Keith Baldrey is chief political reporter for Global BC.

City tries to silence car alarms
City council was considering an amendment to the city’s noise bylaw that would give police the power to tow vehicles with continuous sounding or repeatedly activated car alarms. Council asked staff to review the bylaw after a complaint from a resident who had been tyrannized by a non-stop car horn in her neighbourhood.The existing bylaw didn’t give police any power to remove such a vehicle or deactivate the alarm.Vancouver had passed a bylaw in 1995 that gave police the power to impound such vehicles.

We don’t need an election, we don’t want it, but we’re getting it
Editor: It has become the worst-kept secret in Canada that we are most likely headed for a federal election in late September. The thinly veiled ploy to seize majority control of Parliament will, of course, be given its necessary, well-engineered justifications that only the most naive will actually believe. We don’t need it. We don’t want it. We’re getting it anyways. What we really need is for our government to keep doing their jobs with the mandate we gave them two years ago. A forced early election call would reset many important initiatives that have endured the collaborative process that only a minority government can guarantee. It does not serve us, but serves only those in power – who, lest we forget, pledged to serve us. I won’t take aim at any of the parties. They’ll be doing that to one another soon enough, and we’ll be left to sort the truth from rhetoric. Regardless, we the people will still be expected to exercise our important franchise. But how?
Maybe just this time, look for a sincere, trustworthy candidate who best represents your long-term best interests. Even if they aren’t in your riding. Unicorn jokes aside, they do exist, and with a little effort you can find them in less time than you’ll spend in a Costco lineup. Demand integrity, not perfection. You’ll recognize them – they’re the ones who have demonstrated the courage to rock the boat for what they believe in. Who will insist that their party serves them and their constituents – not the other way around. Who are in it for a higher purpose, not their own self-interest. Who aren’t afraid to own their mistakes. Then find some way to support their campaign. Volunteer, donate or even just put up a lawn sign. The best candidates often face the toughest uphill battles. They need all the support they can get, so lift them up with everything you have – even if they don’t win this time around. The best of them will stick around, but only if they feel well supported. Most importantly, be a “high information voter.” Democracy is not a spectator sport. Like anything worthwhile, it is fragile and requires constant attention. It is our responsibility to be informed and then to vote with our conscience. Only then can we begin to have governments who deserve us. Erik Minty

Burnaby schools have been hives activity once again this summer with students learning everything from how to run a SKIL saw to how to bake a pie. The Burnaby school district saw record enrolment in its summer session this year after a dip in both registrations and course offerings in 2020 because of COVID-19. Alpha Secondary saw the addition of a new course on cabinetry, carpentry and furniture design taught by Philip Finlayson. “It’s a good life skill,” said Sean Cogan, a student who’s going into Grade 9 at Burnaby Mountain Secondary next year. He said he took the course because he likes woodworking and people in his family work in the industry. LaurenWan, another student going into Grade 9 at Mountain, took the course with a couple of friends after being introduced to woodworking in Grade 8. “I did enjoy doing woodworking in Grade 8, so thought this would be a fun course to take,” she said. Wan, who also took math this summer, said woodworking was the “funner” of the two. Along with offering traditional academic courses during the summer session, the school district is continuing a shift towards offering more hands-on options. “That stuff has really exploded, so we’re really constantly looking at how to improve and add programs,” said director of instruction Kevin Brandt. The district decided to host most of its ADST (applied design, skills and technologies) courses – including everything from computer game design to urban gardening – at Cari-
boo Hill this year. “For the quality of the shops that they have there, it was just very much underused over the summer,” explained Ces Martino, the district principal in charge of summer school. It was a bit of a risk, according to Brandt, since the school had never opened for the summer before, but it’s paid off, he said. “We were really surprised that we had such a good response, so we’ll definitely have it open next year,” he said. But the district wanted to offer a hands-on option
on the north side as well, and Alpha shop teacher Philip Finlayson was also keen to teach a summer course at his home school, according to Martino. The half-day cabinetry, carpentry and furniture design course gives students four graduation credits and 120 hours of hands-on experience at three different trades, according to Finlayson. “They learn the basics, explore interests and get a sense of what trade they may want to pursue,” he said. “From there, students can move onto one of the apprenticeship programs.”

The Committee is comprised of three trustees and two independent members from the community at large. The primary role of the District Audit Sub-Committee is to assist the Board of Education in fulfilling its duties related to governance and financial oversight. Committee Duties • Oversee the development of audited financial statements • Ensure necessary financial internal controls exist • Supervise the audit process • Report any statutory non-compliance matters it is made aware of to the Board The committee meets at least two times a year, plus ad hoc meetings as required. Induction training will be made available to all committee members in order to clarify roles and responsibilities of the District Audit Sub-Committee.
