Burnaby residents are getting a new piece of infrastructure to connect two local parks. Burnaby North-Sey-

mour MP Terry Beech, on behalf of Minister of Infrastructure and Communities Catherine McKenna, announced new funding to build a pedestrian and cyclist overpass over Highway 1 in Burnaby.

The federal government says the project will improve active transportation in the area by connecting Burnaby Lake Regional Park and Deer Lake Park. The project will connect current trails at either end

of the bridge and will also include landscaping and fixed park furniture. “The reason this is happening is because everyone, all levels of government representing every party, has been working

together,” Beech said at the announcement Thursday. “The MLAs all wrote letters and campaigned ministers to get this funding at a provincial level. We’ve been working

through various ministries at the federal level to find funding for a project like this. We’ve had great support from the city council, the mayor and all MLAs.” Continued on page 3

Burnaby RCMP has set up a dedicated tip line to gather information about a youth brawl in North Burnaby that sent a 17-year-old boy to hospital with serious stab wounds Saturday night. The incident happened at about 11:40 p.m. near Hastings Street and Kensington Avenue – about a block from Burnaby North Secondary School, according to police. “It’s believed dozens of young people had been partying in an outdoor area when a confrontation occurred between several people, possibly involving pepper spray and the use of racial slurs, before the stabbing happened,” stated a news release Monday afternoon. A 17-year-old boy sustained non-life-threatening injuries and remains in hospital in serious but stable condition, according to police. Another 17-year-old boy was located and arrested on the night of the stab-

bing with help from a police dog. Neither youth can be identified because of their age, police said. Burnaby RCMP said the detachment was aware of a statement put out Sunday by Vancouver Whitecaps FC alleging the attack, which allegedly targeted three of its youth academy players, was racially motivated. “This investigation is being taken very seriously,” Burnaby RCMP Insp. Matt Toews said in the release. “We are aware of the allegation that racial slurs may have been used during this altercation, which will form part of our investigation as we work to determine a motive.” The Whitecaps said the three youth players had been attacked at an outdoor gathering, and the soccer club called for the “toughest punishment possible” for the perpetrators of what it described as a “racially motivated attack.” “Enough is enough,” read the Whitecaps state-

ment. “We are heartbroken and sickened by the allegations and strongly condemn all forms of discrimination, racism and hate. Such disgusting behaviour has absolutely no place in our community.

We will do everything to support our players affected.” Police are now looking to speak to anyone who might have more information about the incident. “We know there were

other witnesses at this outdoor gathering that have not yet come forward,” Toews said. “We need to speak with anyone who may have seen or heard anything Saturday night that could

The Integrated Homicide Investigation Team has taken over a Burnaby case after human remains were discovered on the edge of a local park area. In a news release, Cpl. Mike Kalanj says Burnaby RCMP responded to a report of possible human remains near the 6200-block of Darnley Street – west of

Kensington Avenue – on Thursday, Aug. 12. The victim has been identified as 38-year-old Kenneth Thomas Howe of Surrey. Investigators are working to develop a timeline of Howe’s activities prior to his death. They are also seeking dash-cam video from anyone who was travelling in Burnaby near Norland Avenue and Kensington Avenue, northeast of High-

way 1, between 10 p.m. on Aug. 11 and 6 a.m. on Aug. 12. “Although Mr. Howe was not believed to be involved in the Lower Mainland gang conflict, his death appears to have been targeted,” said Cpl. Tim Pierotti of IHIT, in a statement. “Mr. Howe was known to frequent North Surrey and was always with his dog, Aurora.” Police are asking anyone that saw anything

suspicious in the area of Darnley Street (including Norland Avenue and Kensington Avenue) between 10:30 p.m. on Wednesday, Aug. 11 to early morning Thursday, Aug. 12 to contact police. Vaccine mandates are a good idea

Vaccine mandates are gaining momentum, and it is not hard to imagine they will be plentiful in various sectors before too long. Some will be imposed by government and public health, and some will be self-imposed by businesses and institutions. The federal Liberal government’s announcement that all federal employees must be vaccinated against COVID-19 by November as a condition of employment, while appearing to be a clever ploy to help kick off the election campaign, is nevertheless a game-changer. The added requirement that all travellers by air, interprovincial train or cruise ship must also be vaccinated increases the likelihood of more mandates coming. After all, once a few of them are in place it becomes easier to invoke more. The Vancouver Canucks have already said they are “definitely exploring the possibility of requiring proof of vaccination” for anyone attending their home games. Various U.S. cities, such as NewYork and San Francisco, have adopted measures that require proof of vaccination to be able to attend entertainment venues or indoor dining.There will undoubtedly be more cities on both sides of the border that follow their lead. Some companies – notably Shopify and Google – have said any employees attending indoor meetings must be vaccinated. Aside from the fact that vaccine mandates provide a significant level of protection from COVID-19, there is also the point that they will prove to be enormously popular, since the vast majority of the public has chosen to be vaccinated. In B.C., more than eight out of 10 people have received at least one dose of

a vaccine, and seven out of 10 are now fully vaccinated.The number of doses administered grows every day, and we should be at more than 85% of the population over the age of 12 fully vaccinated by late September. Back to the Canucks. If we reach the 85% rate of vaccinations, that still leaves 15% of the eligible population unvaccinated, and thus at real risk of contracting the virus and transmitting it. So if 20,000 or so people squeeze into Rogers Arena to watch a game, there is a mathematical chance that 15% of them (or about 3,000 people) are completely unvaccinated. I’m fairly sure the vast majority of the 17,000 people in the crowd who are vaccinated would support any measure that barred non-vaccinated people (an exception would be the very small number of people who cannot be vaccinated for legitimate health reasons) from entry. It is not clear yet whether vaccine mandates will cover B.C.’s health and education sectors. However, Dr. Bonnie Henry has ordered that all staff in long-term care homes must be vaccinated so it is not inconceivable that she could place similar orders in the broader sectors. But she has also made it clear that businesses or institutions do not need her permission to require employees or people on their premises to show proof of vaccination. The emergence of the Delta variant of COVID-19, which has led to a massive spike in cases, has added an element of urgency to the situation. As a result, vaccine mandates may very well become the new normal. Keith Baldrey is chief political reporter for Global BC.

Mixed reaction to Olympics

When Vancouver was awarded the bid to host the 2010 Winter Olympics, Mayor Derek Corrigan and MP Svend Robinson sounded a cautious note, but the city’s four BC Liberal MLAs celebrated the win as an unqualified boon to Burnaby. Burquitlam MLA Harry Bloy pointed to the $70-million speed skating oval to be built in his riding at SFU atop Burnaby Mountain. “This means lots of construction and an increase in tourism at a time when it is hurting so badly,” he said. Alas, the oval was eventually built in Richmond.

Opinionnow Path not good for cyclists Add more lighting Editor: Re: Is this artistic new fence really a ‘hideous mess’, NOW Opinion. Regarding safety upgrades and the new fence on Lougheed, east of Gaglardi Way, I can appreciate the upgrade, especially to the north sidewalk. However, as a cyclist who both commutes and rides for leisure, I have to say the design is less than desirable for both cyclists and pedestrians. The partition is non-existent (I don’t count a different colour a valid partition – you can ask the person walking their dog on the extendable leash as they walk on one side and their dog on another which is which), and I certainly wouldn’t feel safe walking if a cyclist rode by me at an average commuting speed of 30 km/h. I think the engineers who design these have very little experience, other than a slow ride on a seawall or possibly lack knowledge of pedestrian and cyclist behaviours. Why not keep a bike lane with traffic as it remains west of Gaglardi? Oh, and thanks for narrowing the bike lane from the wide shoulder that used to be there. I see people sitting on benches in groups of two or three and having conversations. Through all kinds of weather. Rain is not discouraging people to do so. And this goes from dawn to midnight. Well, this is happening here, around Central Park. Now that the trail has been elongated, linking Patterson to Boundary, more and more people are using it. People enjoy the rubberized trail that makes walking, running and biking a really nice experience. Now, after poetry, the prose. First, I think this trail need to be completed – I mean prolonging the trail on Boundary from the 45th Avenue to Kingsway. I think just a few feet that would make the whole perimeter available for these activities. Second, lighting: lights along Imperial Street need to be activated. And, in general, more light is needed. With voters now heading to the polls on Sept. 20 for Canada’s 44th election after Prime Minister Justin Trudeau announced a snap election on Aug. 15, here’s a quick snapshot of who will be running in Burnaby’s three ridings. (This is the full list of candidates who had been declared as of press time. Check www.burnabynow. com for updates.) BURNABY NORTHSEYMOUR Terry Beech, Liberal Party of Canada Beech is the current MP for Burnaby North-Seymour and will be looking to win a third term in the House of Commons. In 2015, Beech finished with 36.09% of the vote to defeat NDP candidate Carol Baird Ellan who finished with 29.61%. In Canada’s 43rd election in 2019, Beech edged out

a narrow win over NDP candidate Svend Robinson.

Peter Dolling, Green Party of Canada Dolling is a certified environmental professional with ECO Canada and a certified arborist with the International Society of Arboriculture, according to his campaign site. He is operations manager for a Vancouver-based environmental consultancy. Jim Hanson, NDP Jim Hanson was elected to NorthVancouver district council in 2014 and 2018. He also founded a personal injury law firm, according to the NDP website. Hanson is also a MetroVancouver Indigenous relations committee member, and chair of the NorthVancouver committee on substance abuse.

Bradley Nickerson, People’s Party of Canada Nickerson has been involved in a medical-legal practice for nearly three decades. He has also been involved in the Burnaby Youth Soccer Association, the Burnaby Lacrosse Association, the B.C. Soccer Development Program and the B.C. Risk and Insurance Management Association.

Kelsey Shein, Conservative Party of Canada: Shein began her political involvement at UBC Okanagan in Kelowna. According to her official bio on the Conservative Party website, she then moved to Ottawa, working in a role on Parliament Hill before joining the Canadian Medical Association as part of the grassroots advocacy and political team.

Brea Sami, Liberal Party of Canada Sami is a designated certified professional accountant and has worked in public accounting for years, according to her website. She has also been involved in community efforts including volunteering as PAC treasurer at her children’s school, championed the Burnaby chapter of KPMG Family for Literature program and mentored CPA students. Jagmeet Singh, NDP leader Singh has been Burnaby South’s MP for the term in the House of Commons while also leading the party. In a February 2019 byelection, Singh secured a seat in Parliament with a comfortable win, taking 38.90% of the vote. He also won in the general election in October of that year by a sev-

en-percentage-point margin (37.67%).

NEW WESTMINSTERBURNABY Rozina Jaffer, Liberal Jaffer has worked as a social worker and social justice lawyer. A member of the City of NewWestminster’s multicultural advisory committee, Jaffer also volunteers within the Ismaili Muslim community, providing support for the settlement of newly arrived Canadians, and is vice-president of Act2 Child and Family Services.

Citynow Condo owners win tribunal case over noisy upstairs neighbour Cornelia Naylor

A pair of Burnaby condo owners recently won a victory over upstairs neighbours who reportedly ruined their sleep with excessive noise at least 16 times last year. Yang Chu and Felix Tan own a 19th-floor apartment at Park 360, an apartment highrise in the Edmonds area, according to a recent B.C. Civil Resolution Tribunal ruling. The pair complained to the tribunal that people in the apartment above them had repeatedly created excessive noise after 10 p.m. and before 7 a.m. in 2020 by playing “overly loud music” and hosting noisy gatherings. Chu and Tan said the noise had disrupted their

sleep and they sometimes had to leave their apartment to sleep elsewhere and miss work. They called on the tribunal to order the owners of the unit – Seyed Mohsen Hashemi Sefat and Hirad Abbaspour – to pay $3,200 in damages and $795 for three days of lost work. Sefat, who represented the two, denied causing unreasonable noise but provided little proof to counter Chu’s and Tan’s evidence, according to tribunal member Julie Gibson. “Mr. Sefat’s evidence does not respond specifically to the multiple individual incidents of unreasonable nighttime noise, despite him acknowledging loud music in some of his own text messages to the applicants,” wrote Gibson

in her June 30 ruling. “By contrast, the applicants’ evidence of undue noise coming from the strata lot at night is thorough.” Gibson concluded the noise coming from the upstairs apartment amounted to a “repeated interference with the applicants’ use and enjoyment of their strata lot.” She ordered Sefat and Abbaspour to pay $2,500 in damages, $9.52 in prejudgment interest and $225 in tribunal fees, but she declined to award Chu and Tan any money for missed work, saying they hadn’t provided enough evidence on that claim. In a second ruling the same day, Gibson ordered Sefat to pay another $2,233 in unpaid strata fines and tribunal fees. The Park 360 strata had

appealed to the tribunal to order Sefat to pay the unpaid penalties. Most were linked to noise complaints during the same time period as the other case, but the strata had also fined Sefat for having an “open fire pit” on his 20th-floor balcony in February, according to the ruling. Sefat said the fines had been unfairly imposed after complaints from Chu and Tan, the ruling said. “Although he does not specifically deny causing the noise, Mr. Sefat says he did not get along with the (downstairs owner),” Gibson wrote. “He says that same owner is close friends with some strata council members.” Gibson found that he failed to prove any of those assertions.

Researchers at SFU Burnaby now have provincial support for four major projects. Burnaby-Lougheed MLA Katrina Chen announced Aug. 13 that SFU will receive provincial research funding that will help drive innovation through economy by creating jobs, protecting the environment and supporting the advancement of a stronger health-care system The university will be receiving $842,779 as part of the BC Knowledge Development Fund. “The world-class researchers at SFU are not only advancing scientific knowledge, they are developing new technologies that will change the way we live,” Chen said in a news release. “We’re investing in new research equipment so that SFU can stay on the cutting edge while contributing to a strong economic recovery in Burnaby and across B.C.” The funds will help support state-of-the-art equipment facilities and labs that are essential for

research.The four projects that will benefit are: Ð Artificial Intelligence engineering and visualization:This project is advancing research in precision medicine, medical imaging and multimedia processing.The state-of-the-art infrastructure will enable new algorithms that can process and analyze data for applications such as dementia research, ophthalmology, cancer imaging and more. The lab will also transfer knowledge and technology to Canadian biomedical and pharmaceutical companies Ð Data visualization:This project is researching new ways to visualize and understand data, and empowering people by developing comprehensible and inclusive technologies. Data-driven technologies affect our everyday lives in our homes, work, classrooms, and healthcare. This funding will support the latest in display and interactive equipment to support the very latest in data visualization research Ð Human-centred autonomous agents through data collection and generation: This project is researching how to improve virtual

simulations of everyday scenarios and developing artificial intelligence systems that can more efficiently and safely collect larger volumes of data. Researchers hope to address data bottlenecks and enable higher-quality and higher-quantity data collection.The research has a variety of applications, including autonomous cars, service robots and virtual assistants, that assist people in their daily lives Ð Next-generation smart building:This project is researching smart building technology and ways to include people as an integral part of the building system.This will involve computer vision, motion sensing and wireless networking. Researchers hope to facilitate a new computational platform that can support the fast-growing start-up ecosystem in B.C. and provide business opportunities ranging from smart building operations to autonomous robots. The province says the funds for SFU are part of $25 million to support 34 post-secondary projects at five universities across B.C.

Jack Newton describes himself and Rian Gauvreau, co-founders of the Burnaby-based legal-tech firm Clio, as “two hammers looking for nail.” That was back in 2008, after the emergence of the cloud signalled a whole new wave of disruption in software. Newton and Gauvreau, who are software developers, had been looking for business niches to fill. They settled on law firms and founded Themis Solutions Inc., which does business as Clio. Specifically, they focused on practice and customer relationship management software for solo lawyers and small law firms – ones that lack the resources enjoyed by large law firms for managing all the nonlegal administrative tasks of the legal profession, like client intake, contact management, calendaring, document management, timekeeping, billing and trust accounting.

“They don’t have the human infrastructure supporting them that a lawyer in a large firm does,” Newton explained. What they ended up building was the equivalent of Salesforce for lawyers – a cloud-based platform that automates and simplifies much of the non-legal work conducted by paralegals, secretaries, bookkeepers and lawyers. Neither Newton nor Gauvreau have legal backgrounds, although Gauvreau ran the IT department of Gowling WLG, where he identified potential opportunities for software.Through the Law Society of British Columbia, they learned that most of the lawyers the society deals with are solo and belong to small firms. While there are other enterprise software programs available for small business, like Salesforce, Newton and Gauvreau saw there was a need for something tailored to the legal profession, and especially the small law firm market.

“Law firms do have very specific needs,” Newton said. “They’ve got very rigorous standards when it comes to compliance and security and handling customer data. And also, I believe that lawyers have a very strong preference for solutions that are designed specifically for lawyers. “There’s a lot of lawyers that work really long hours, and part of that is because they’ve got really poor systems in place, and Clio can help give them some of that time back. It simply helps law firms run the business aspect of running a law firm and handles everything related to interacting with your client as well.” Clio’s clients now range from single lawyers to firms with as many as 100 lawyers. “Our core market is still made up of mostly solos and small firms, just because that’s what the demographics of the space are overall,” Newton said. Momentum Business Law in Ottawa is a typical client. It has 18 employees, and has been using Clio since 2012. Founder Megan Cornell worked for a big law firm for 10 years before starting her own small firm. She has been using Clio since the beginning and likes the fact that it is cloud-based and integrates with other software, like Microsoft Office. “It’s really a collaboration tool, so it’s meant to be able to share within your firm really well,” Cornell said. It dramatically cuts down the time and money that she would otherwise have to spend on billing

and scheduling, she said. The fact that laws and court systems differ from one country to another is not an issue for how Clio operates. “Because we focus on the business aspect of running a law firm, not on actual law itself, we don’t need to worry about any of those specific changes in the actual law,” Newton said. Clio operates on a subscription basis, with costs ranging from US$39 to US$99 per month. It automates many of the tasks that would otherwise have to be performed by a secretary, bookkeeper or lawyer, which reduces administrative costs. For example, a scheduling tool allows potential new clients to easily schedule an initial consultation over a secure Zoom call – something that more people are now comfortable with, thanks to the

COVID-19 pandemic. The Clio for Clients app allows clients to receive secure messages from a lawyer on their app, review and fill out documents and pay bills on their smartphones. It also offers search engine optimization, making it easier for people to find them online. “The Clio-using lawyer stands out because they’re using our Clio Grow product that ensures that they’ve got a great Google My Business listing,” Newton said, adding that customers are encouraged to provide reviews. “So we optimize their online footprint.” In some cases, using Clio allows law firms to get recurring revenue from clients, Newton said. He cited wills as an example. Typically, a person hiring a lawyer to make up a will would pay a one-time fee of anywhere from $300

to $1,000. Using Clio, lawyers can offer a will service that is updated annually for a small annual fee, making it more affordable for some people. “All of a sudden, a $100-a-year subscription or a $50-a-year subscription is something that is way more accessible to the average consumer, as opposed to $1,000 up front,” Newton said. Newton confesses that he and Gauvreau never imagined that the company they built would become as big as it has. “We thought, initially, this would be a cute little niche to build a lifestyle business in, and we wondered how big the solo/ small firm lawyer market could be,” Newton said. “And it turns out it’s enormous. Eighty per cent of lawyers practise in firms of 10 lawyers or less, and a full half of all lawyers practice as solos.”

Citynow New funding earmarked for ‘homeless hub’ in city

Project will offer drop-in centre and a housing support worker for women fleeing violence Burnaby is receiving $1,233,375 in joint provincial and federal funding for actions to support people experiencing homelessness, plus women and children fleeing violence, according to a news release from the B.C. government. The project will focus on setting up a “homeless hub” drop-in centre, a “safe and stigma-free space for unsheltered people to go during the day to access services, programming, and opportunities for social connections,” said the release. Other actions will include cooling stations during extreme heat events, a shower program, and a housing support worker for women and children fleeing violence. HODGENS, Thomas Daniel (“Dan”) 1936 - 2021 Dan passed away at Delta Hospital in July. Born in Vancouver, BC, the eldest son of five. Dan loved meeting, talking with, and assisting people, whether it be family, friends, coworkers, customers, or neighbours in the community. He was always ready to help with his infectious smile. Dan was a dedicated sales representative, starting at Eaton’s and worked for many years with Adams and Ski, Atlas TBA (Imperial Oil), then at Lordco. Dan loved sports and played fastball and baseball in Vancouver through the 1940s, 50s and 60s until the 1990s in Coquitlam. Dan also coached soccer and baseball for his sons and neighbourhood children in the community for many years. Survived by his loving wife of 57 years Barbara, daughter Kim, sons Barry (Teresa), and Dan (Marlita), and granddaughter Maranda (Caleb). Also survived by sisters Anita (Fred) and Gail, and brother Terry. Predeceased by mother Lillian, father Thomas Daniel, and brother Barry. Dan will be loved forever and sadly missed by his family, including many nephews, nieces and friends including Jack and Yvonne Powers. He was loved and respected for his devotion to family and sense of humour. In lieu of flowers, family requests donations in Dan’s name to the Heart and Stroke Foundation of BC or BC Cancer Foundation. A celebration of life for Dan will occur in September or October.
