Witnesses sought after motorcyclist injured
The Burnaby RCMP is seeking witnesses and dash-cam video after a collision that seriously injured a motorcycle rider in Burnaby on Feb. 16. Around 5:45 p.m., Burnaby RCMP received a report of a collision involving a 2020 Red Honda CR-V and 2007 white Honda Motorcycle at the intersection of Kingsway Avenue and Waltham Avenue. The collision left a 35-year-old motorcycle rider with serious, but non -life-threatening injuries. The driver of the SUV remained at scene and was cooperative with police. It is early in the investigation, however, Burnaby RCMP investigators do not suspect that impairment was a factor. The intersection was closed for several hours while Burnaby RCMP conducted an investigation with the assistance of the RCMP’s Integrated Collision Analysis & Reconstruction Services (IC-
ARS). It’s believed some people who saw the crash left the area before speaking with police. “It was rush hour and we are hoping that someone saw something or captured something on their dash-cam that can assist us in piecing together what occurred leading up to the collision,” said Cpl. Mike Kalanj with the Burnaby RCMP. If you were in the area of Kingsway Avenue and Waltham Avenue between 5 and 6 p.m. and have dash-cam footage, people are asked to contact investigators.The operator of the motorcycle is still in the hospital. Police are asking that anyone who may have witnessed this collision or potentially have dash-cam video in the area when the collision took place or leading up to the collision, to please contact Burnaby RCMP at 604-646-9999. A man who killed a Burnaby cyclist while driving drunk – who fled the scene and then tried to blame an innocent person – will spend the next 30 months in prison. Sumeet Mangat hit Charles Masala on Burnaby Mountain on June 29, 2019. Mangat had a blood-alcohol level more than double the legal limit and originally tried to pin the accident on a co-worker who had been in the vehicle with him,Vancouver Provincial Court Judge Reginald Harris said at sentencing Feb. 15. Mangat had pleaded guilty to impaired driving causing death and failing to stop at the scene of an
accident. Harris called the situation a “cold, calculated disregard for the life of another human.” “This case is tragic,” Harris said. “There is nothing this court can do to ease the grief of the family, friends and community by the loss of Mr. Masala.” This wasn’t the first time Mangat encountered police while allegedly driving drunk. He had a roadside prohibition in 2016 and was found to have a high blood alcohol level in 2018 when he struck a lamppost, Harris said. “These failed to deter him,” the judge said. Harris said the Zambian-born Masala was a pillar of the local community and in his native coun-
try. He had helped build a school and medical clinic there. In a letter from the chief of Masala’s home village, Masala’s death was described as leaving the community “helpless, hopeless and stranded.” “His death has left the community mourning over and over and over again,” the court heard. Wife Michelle Masala told the court she feared there would be no one to show her daughter how to make sure she is treated correctly, no one who can “teach her son to be a Black man in today’s world.” Masala, a 53-year-old engineer and father of two young children, had been cycling beside Gaglardi Way just after 1:20 p.m. when a Jeep Chero-

kee speeding up Burnaby Mountain entered the bike lane and hit him, according to an agreed statement of facts presented at an earlier sentencing hearing that Harris called “emotional.” An RCMP collision an-
alyst determined Masala had been “ladled onto the hood of the Jeep” and thrown about 43 metres after hitting the windshield, the statement said. “His death was instantaneous,” Harris said. Two people on top of
Burnaby Mountain who saw the Jeep, which had been “obviously severely damaged,” called 911. He was arrested shortly before 2 p.m. Twice he told police he hadn’t been the one driving. “He said that his buddy that he worked with was driving,” read the statement. Harris called that cowardly. It took a year and a half for charges against Mangat to be approved. Harris said Mangat has begun to turn his life around; he has stopped drinking and is going to counselling. Mangat is prohibited from driving for 54 months after his release from prison. He was also ordered to provide a DNA sample.

Burnaby council has given the greenlight on developing a process that will lead to allowing residents to add laneway houses on their properties. Council approved on Feb. 14 a process to develop regulations and guidelines for new housing models in the city – a process that will include public consultation. “The work outlined in this report will focus on permitting laneway homes on single-family properties that have access to a constructed laneway, and permitting suites in semidetached houses on twofamily properties that have access to a constructed laneway,” reads a city staff report. “Permitted zoning districts, access require-
ments, minimum lot dimensions, and other criteria will be determined during the review.” The process will focus on several concepts: ! laneway homes in single family areas; ! additional accessory dwellings in single family homes without a laneway home; ! two suites in semi-detached homes or fourplexes in duplex zoned lots; ! staff explore the affordability aspect of allowing increased densification in single- and two-family zoned areas. The plan stems from council’s adoption of a strategy called HOME: Burnaby’s Housing and Homelessness Strategy, a 10-year “action plan” for housing in Bumaby that includes implementing
a program to introduce more infill housing choices in the city. A year ago, council received the Burnaby Housing Needs Report, which identified a need for more rental housing and more housing choices for those “seeking ground-oriented housing in walkable, residential neighbourhoods.” “Housing Choices is a multi-phased, multi-year program to introduce new housing forms to Bumaby’s neighbourhoods,” says the city report. “It will focus on missing middle housing, which includes duplexes, triplexes, fourplexes, sixplexes, courtyard clusters, rowhomes, townhomes and low-rise apartments, and will also introduce accessory units such as flex suites, secondary suites and laneway homes.”

Police warn about four carjackings in five days Jess Balzer

Mounties in Burnaby are issuing a warning to the public after multiple carjacking incidents last week. In a news release, police say they believe the following four incidents are connected.Three of the incidents targeted drivers from an unregulated Chinese ride-sharing app. INCIDENT NUMBER 1 On Sunday Feb. 13, 2022, on Spruce Street between Canada Way and Royal Oak Avenue, police say two suspects described as teenagers, brandished a knife at a rideshare driver who was called to the area for pickup. The suspects claimed to be police officers before taking the vehicle. Police say the vehicle was later recovered in the Highgate area. INCIDENT NUMBER 2 At roughly 3 p.m. on Feb. 15, a suspect brandished a gun and tried to steal a vehicle with the driver still inside in a garage near Burford Street and Imperial Avenue. The suspect was not successful and fled the area. Police say the victim in the incident was not a rideshare driver.
INCIDENT NUMBER 3 On Feb. 15, 2022, at 11:30 p.m., a suspect targeted a rideshare vehicle that was stopping to pick up a customer. A knife was brandished at the driver and the suspect claimed to be a police officer before stealing a 2015 black Audi S4. The vehicle has not been found.
INCIDENT NUMBER 4 On Feb. 17 at around 11 p.m. on Elwell Street, a Mercedes was stolen from a rideshare driver on his way to pick up a customer, with a knife brandished by the suspect. Shortly after, the stolen car was involved in a hit and run that damaged a parked vehicle. Police say witnesses reported the suspect fleeing into a waiting SUV with several other people inside. Two of the suspects are described as teenagers while another is listed at 20 to 30 years of age. “Our investigators believe these four incidents are connected, but the motive is not yet known,” Burnaby RCMP media spokesperson Cpl. Mike Kalanj said in a news release. “We are asking all drivers to be cautious, including rideshare drivers from all services. It’s concerning that weapons were brandished in each of these
Arrest made in Uber assault The Burnaby RCMP have arrested a suspect after an assault on an Uber driver that occurred in early January. On Jan. 9, just after 6:30 a.m., Burnaby RCMP received a call from an Uber driver reporting that he had been assault by a passenger near Manchester Drive and Government Street in North Burnaby.When police arrived, the suspect was no longer on scene. The assault, however, was captured on video by the driver’s camera system. The investigation led to the identification and arrest of a suspect. A 26-year-old Burnaby man now faces one charge of assault. “Everyone has the right to do their job without the fear of becoming a victim of crime, especially violent crime,” said Cpl. Mike Kalanj, in a statement. “We will do our best to help the victim get past this traumatic incident as there is no place for violence such as this in our city.”

Horgan riding high in opinion polls
One of the more notable feats in all of Canadian politics is the apparent entrenched popularity of B.C. Premier John Horgan. The latest poll – from Mario Canseco’s Research Co. – pegs his approval rating at 69%, an astonishingly high level given that he has been premier for almost five years - plenty of time for any leader to accumulate all sorts of unwelcome baggage. And goodness knows his NDP government has garnered its fair share of controversies over time. Despite its promise in the 2017 election campaign (and re-promised in the 2021 campaign) to solve the affordability riddle, it has largely failed to do so (mainly because of the pandemic and the continuing rise in housing prices). The Research Co. poll also showed the NDP government is still enjoying significant public support (46% of decided voters, compared to just 38% for the BC Liberals) so Horgan profits from that. But his popularity vastly exceeds that of his own party (similarly, an Angus Reid poll last month gave him an approval rating of 54%, still in majority territory). Why does Horgan enjoy this sustained high level of support? I think a big factor has been his decision to stay in the background as much as possible and allow his cabinet team – notably Health Minister Adrian Dix and Public Safety Minister Mike Farnworth – to take centre stage as often as possible. It is a leadership style that is notably different from many of his fellow premiers, especially when contrasted with Alberta’s Jason Kenney and Ontario’s Doug Ford, both of whom are struggling with public opinion. But Horgan and his government have also avoided
a major pratfall that plunged the 1990s version of an NDP government into so much trouble almost immediately after taking office in 1991. That NDP government was very active with a highly ambitious legislative agenda, much of it fairly ideologically driven. By contrast, the current version of an NDP government has tried to steer a path sticks fairly close to the political centre. For sure, there are definite exceptions (such as the housing speculation tax, and the pro-union community benefits model for public infrastructure projects). Horgan’s personality also plays a role. As I have noted here before, the John Horgan that occupies the premier’s office is decidedly different than the John Horgan who sat in the Opposition leader’s office. The “angry John” persona has been replaced by a happy warrior that occasionally takes on a “Premier Dad” lecturing mode, which is usually more effective than not. All of this is framed against his recent treatment for throat cancer, which no doubt has some thinking he may not seek re-election more than two years from now. But I still see an energetic, enthusiastic politician who clearly enjoys the job of being premier. Having strived so long to attain that high office, I don’t see him walking away without asking the electorate for one more chance. Horgan will also surely want to best BC Liberal leader Kevin Falcon in a campaign. Whether he can maintain his high approval rating until then is another question. But so far, nothing has knocked him from that lofty perch. Keith Baldrey is chief political reporter for Global BC.

Oakalla fence finally removed
Oakalla prison was shuttered in 1991, but its chain link perimeter fence still wound its way for several kilometres through Deer Lake Park, so environmental advocates organized a work bee to take it down. The fence, which had stood in one form or another for more than 70 years, once separated prisoners at the institution from visitors to the park. Besides being an eyesore, the most recent version of the fence was an impediment to small mammals living in the park’s grassy fields and dense forest.

Fines serve a purpose
Editor: I’m really fired up right now. I found an old article in the NOW about thoughtless dog owners letting their pets poop at the local cemetery and I thought I was the only one seeing this. I visit family grave sites at the Forest Lawn cemetery on Royal Oak in Burnaby. I come there to remember, and to try and get over my grief at the loss of people I loved. It’s infuriating then to watch people walking their pets through the cemetery because it’s not a public park. But that’s nothing compared with the anger I feel when I see those people letting their animals poop and pee all over the graves of dead people. Are you freaking kidding me? In what world is this adult behaviour? And then some of those same people don’t actually pick up the poop. They just waltz away likes it’s nothing. They just don’t seem to understand the significance of the place they are taking their puppers for a walk. Like I said, there are plenty of parks and trails in Burnaby to take your dog for a walk. Don’t invade people’s grief by bringing a dog for a stroll and then insult people’s memories with urine and feces. Just gross. Trevor Allen, Burnaby
Editor: Re: Even mediocre 68-year-old Burnaby houses are selling for 19% over the asking price, NOW Opinion I just read a blog by your editor about house prices in Burnaby. As someone who grew up in Burnaby, I read this with so much sadness because I’m going to have to move away from my hometown soon because I just can’t ever afford to live here. My parents encouraged me to continually live at home in order to save my money for a down payment, but now I’m nearing the end of my 20s and despite saving as much as possible, it’s still not even going to come close to being enough to buy a home here. It’s just too expensive and getting even more expensive every month. I can’t even really afford to rent in Burnaby. Anything decent is just grossly expensive. So many of my friends have moved all the way into the Fraser Valley just to afford a rental. One managed to buy an apartment but he lives in Chilliwack. I get that house prices rise, but what is happening here is not normal. It’s forcing so many young people to leave the city and even the province to find affordable housing. Be careful about what you’re buying when it comes to brand-name products. An investigation into fake AirPods being sold on Facebook Marketplace led police to a Burnaby home last month. Burnaby RCMP got the first complaint on Jan. 14, according to a news release. A buyer had met the seller in a Burnaby parking lot and bought a pair of packaged AirPods for $180, transferring money to the seller online, according to the release. “The buyer even received what appeared to be a valid sales receipt,” the release said. It wasn’t until the buyer went to the Apple Store sometime later that they learned the wireless ear buds and receipt were fakes. Another victim called police on Jan. 17. That buyer had paid the seller $190 five days earlier after finding a listing on Facebook Marketplace. The second victim was also provided a phony receipt. An investigation turned up a suspect, a 22-yearold man, and a search warrant executed on his Burnaby home turned up 40 boxes of suspected counterfeit AirPods, according to police.
The man was arrested and now faces charges of fraud. “These counterfeit AirPods were very convincing at first glance, with packaging and headphones that look authentic,” Burnaby RCMP spokesperson Cpl. Mike Kalanj said in the release. “In addition, the seller also provided receipts that appeared to be legitimate to the victims.We urge everyone to use caution when making purchases through online marketplaces. In this case, the AirPods were selling for well-under the market value, a possible indicator that the listing was too good to be true.” The counterfeit AirPods and packaging were convincing, according to police, but some differences could help potential victims identify the fakes: The counterfeit boxes appear slightly poorer in quality than the authentic The counterfeit boxes lack the shine and feel of genuine Apple AirPod boxes The image on the back of the counterfeit boxes appears to be a sticker as opposed to a printed image While the serial number on the counterfeit boxes and receipts matched, they were not accepted on Apple’s website “We want the public to be aware of this scam,” Kalanj added.

Citynow Woman pleads guilty after hitting a parked car
A 57-year-old Burnaby woman charged with impaired driving after crashing into a parked car and ending up a Brentwood area lawn has pleaded guilty to the lesser charge of driving without due care and attention. Shannon Marie Keller was charged with impaired
operation of a motor vehicle in May 2021. Back on July 16, 2020, police were called to the 5300 block of Parker Street for reports of a collision, according to agreed facts read out in Vancouver provincial court. Officers found a 2007 Honda Pilot on the front
lawn of a house and a white 2008 Mazda 5 on the sidewalk just east of it, according to the facts. Witnesses said the Honda had run into the Mazda. “Ms. Keller had left eastbound, and the witnesses advised that she was the lone occupant that
was standing next to the Honda while no one else was around,” Crown prosecutor Catherine Bright told the court. “She informed the witnesses that she fell asleep and was going into a friend’s house. Police located Ms. Keller not too long after and she showed gross symptomol-
ogy of impairment.” She was charged with the Criminal Code offence of impaired operation of a motor vehicle nearly a year later. She pleaded guilty on Feb. 11 to the Motor Vehicle Act offence of driving without due care and attention. In a joint sentencing
submission, Bright and defence lawyer Jonathan Waddington called for a $750 fine and a ninemonth driving prohibition. B.C. provincial court Judge Gregory Rideout ordered Keller to pay the fine and banned her from driving for nine months. – Cornelia Naylor

A 32-year-old Edmonton man has been charged in a hit-and-run that broke a Mountie’s arm in Burnaby more than three-anda-half years ago. At about 10 a.m. on July 4, 2018, an officer tried to stop a grey Dodge Nitro SUV by a gas station at the corner of Willingdon Avenue and Parker Street, according to a Burnaby RCMP news release at the time. Police said the driver appeared to have been using an electronic device behind the wheel, and the Mountie, who was on foot, signalled for him to pull over, but the driver ignored her and took off southbound on Willingdon – hitting the officer in the process. After an investigation that lasted three-and-ahalf years, charges related to the incident were laid against Fabian Ernesto Argenal Lopez on Feb. 1. He was arrested in Alberta on Feb. 3 and released the same day pending a court date back in B.C., according to Burnaby RCMP. “Investigations like this one can be labour intensive and time consuming,” spokesperson Cpl. Mike Kalanj said in an emailed statement. “While it has been over three years, our criminal collision investigation team worked diligently and followed the ev-
idence in order to bring this file before the courts.” Argenal Lopez appeared in Vancouver provincial court on Feb. 9 to face one count each of leaving the scene of an accident involving bodily harm, wilfully resisting or obstructing an officer and driving while prohibited. At the time of the July 4, 2018 incident, Argenal Lopez was already facing a charge of driving while prohibited in Vancouver in March 2018, according to Court Services Online. A warrant had been issued for his arrest after he failed to show up for a court date on that charge in May 2018. Argenal Lopez has since relocated to Edmonton, according to defence lawyer Justin Myers. Ironically, an attempt to get his licence back might have helped Burnaby police catch up with him, Myers said. “He made an application to get his licence back, which is how I suspect the police got wind of him and knew where he was living,” Myers told the court. “They proceeded to arrest him there.” But Myers noted Argenal Lopez had made his own way to Vancouver for his bail hearing earlier this month after being released in Alberta. Crown prosecutor Margaret MacKie called for Argenal Lopez to be released on a $10,000 promise to pay, with conditions,
including reporting to a bail supervisor, not moving without notifying his bail supervisor and not
being in the driver’s seat of any vehicle without a “valid and subsisting driver’s licence.”

the committee. “Banks are not neutral players all of the time.” Gu tried to introduce a motion directing city financial staff to develop a structure for determining the proportion of investment in specific banks, since some of them fund fossil fuel projects more than others. Gu said bank investments aren’t scrutinized enough. But Gu was told by Coun. Sav Dhaliwal that the committee would not be supporting the motion so it wasn’t seconded. Dhaliwal said at the meeting that city staff know what the goal is as far as divestment goes and work with the MFA towards that goal. “There’s only so much we can do,” he said. Dhaliwal then added that the city owes taxpayers a duty to invest in a way that reduces risk to the portfolio. “The community, the taxpayers are expecting returns every year also that we need to meet,” he said. Burnaby had a $45.48 million (2.22%) return on investments, down from the 2020 amounts of $55.8 million and 2.82%. According to the report, the city is projecting an annual yield of 2.65% on its investments for 2022, translating to $55 million in investment interest income – which would represent an increase over 2021.

Citynow Province set to spray for moths in the Brentwood area The B.C. government plans to conduct aerial-spray treatments in four Lower Mainland locations – including Burnaby - in spring 2022 to prevent Lymantria moths from becoming established and to minimize the risk they pose to forests, farms, orchards and urban trees. The Ministry of Forests, Lands, Natural Resource Operations and Rural Development has applied for an amendment to its existing pesticide use permit issued in March 2021 for Lymantria moths (formerly known as gypsy moths). The planned 2022 treatment areas include 193 hectares near Brentwood

Last year’s monitoring program trapped 98 male moths in these eight areas, indicating that the moths could become established in those locations if the proposed pesticide spraying is not done. “Trapping and monitoring results from 2021 show evidence that Lymantria moth populations have increased dramatically in the areas slated for treatment this spring, likely because of outbreaks in Ontario and Quebec over the past three years,” reads a statement from the
province. “Egg masses are commonly transported to B.C. on recreational vehicles and outdoor household articles originating from affected areas outside of the province. If left untreated, the invasive Lymantria moths could spread to other areas of British Columbia and
pose a threat to native forests, orchards and urban trees.Trees such as Garry oak, arbutus, red alder, aspen, cottonwood, maple, orchard fruit trees, nut trees and many species of urban ornamental trees would be affected, as well as food crops such as apples, blueberries and other
fruits.” The ministry is planning as many as four applications of Foray 48B in the specified areas between April 15 and June 30, 2022, to control the moths. Foray 48B is used in organic farming and the active ingredient Bacillus thuringiensis var kurstaki
(Btk) is naturally present in urban, agricultural and forest soils throughout the province, said a news release. “It only affects the stomachs of caterpillars, such as Lymantria moth caterpillars, and is specific to their digestive systems,” the province said.

Our diet should consist of eating a wide variety of foods and reducing the consumption of fast food and other fat-clogging foods. Well, maybe we can have one bite of chocolate (OK maybe two) for Valentine’s Day – eating everything in moderation is a key to healthy eating. Get your body moving at least five times a week for 30 or 45 minutes.Take an exercise class (strength and balance are great), go for a brisk walk, and cycle if you are able.Walking, strengthening and balance exercises also have the bonus of helping to prevent falls and hip fractures. Several times a day you could take a five-to-10-minute break to move around your home. Perhaps you could do some light or heavy gardening and tidy and clean your house, car, or garage. Find exercises
that work for your level of comfort, and repeat daily. It is important to know the signs of a stroke or heart attack. According to the Heart and Stroke Foundation, signs of a heart attack include chest discomfort, upper body discomfort, sweating, light-headedness, shortness of breath, and nausea.These can vary in men and women. The signs of a stroke include sudden numbness or weakness in the face, arm, or leg, especially on one side of the body, sudden confusion, trouble speaking, or difficulty understanding speech, sudden trouble seeing in one or both eyes, sudden trouble walking, dizziness, loss of balance, or lack of co-ordination. If you have had a heart attack or stroke, it is important to get care after either of these events. Rehabilitation programs can reduce the risk of a return to hospital within a year by 31 per cent.
