City names restaurant it plans on opening The public has been waiting on news of what will happen to the old Horizons Restaurant ever since it closed in 2020. The City of Burnaby has announced that it will renovate and run its own
restaurant at the site. Now it has a new name: Mintara on Burnaby Mountain. “Mintara is the Japanese moniker for Burnaby Mountain’s iconic Playground of the Gods,
which is referred to as Kamui Mintara in Japanese,” says a city staff report, adding that online searches of the name already draw people to the site. “The name Mintara is derived from ancient
Ainu language and loosely translates to garden … as a name, Mintara represents the kind of elegance and refinement associated with special events such as weddings and other memorable celebrations, which
is especially important for this venue.” Instead of leasing the site to another restaurant group, the city is renovating the building. No opening date has been set by the city.
The site draws tens of thousands of tourists a year to visit the rose garden, trails and Playground of the Gods, which features powerful wood sculptures. – Chris Campbell

City wants builder to add community centre

Burnaby could soon have another community centre. The City of Burnaby says it has approved public consultation for the Grosvenor master plan, a pedestrian-only 7.9-acre site in Brentwood Town Centre, which would also include a 100,000-square-foot, multi-storey community centre. The proposed development would be located southeast of Brentwood SkyTrain Station on Lougheed Highway and feature six towers and include roughly 2,000 rental market and 450 below-market rental homes. Another 200,000 square feet of commercial space and 900 condominiums are also included. The city says that as part of an agreement, Grosvenor would manage the construction of the community centre, which would be owned and operated by the city once completed. “This is an opportunity to deliver some significant benefits for Burnaby residents for decades to come by adding a new commu-
nity centre in the heart of one of the fastest-growing neighbourhoods in the city,” Burnaby Mayor Mike Hurley said in a news release. “This project would also support other important city goals, including transforming Brentwood into a 15-minute neighbourhood, where virtually everything you need is within a short walk. It would also support the vision outlined in our housing strategy – to build inclusive, livable neighbourhoods by increasing housing choices and creating more housing in mixed-use, transit-friendly areas.” The community centre would be the city’s first “urban” community centre. “It would be an iconic building that acts as a gathering place for the neighbourhood and would include elements identified as important by residents through public engagement during the Northwest Burnaby Needs Assessment in 2019,” says a city statement. In addition to a gym and fitness centre, the facility would include multi-purpose rooms, creative spaces for arts, crafts and

music, child care space, an indoor running track and a rooftop play area.The $140 million project cost would be funded entirely through money received
by the city as a result of development activity, enabled by the Community Benefit Bonus Policy. The city says council is set to review the Gros-
venor master plan next month. Residents will be able to learn more about the project, provide feedback and ask questions at city-led

Man sanctioned again by B.C. Securities Commission

A Burnaby man with a history of securities misconduct has once again been sanctioned by the B.C. Securities Commission in relation to a former Surrey investment management firm that failed in its duties to investors. In December 2020, the province’s capital markets watchdog put out a news release alleging Surrey-based Chartwell Asset Management Inc. had violated the Securities Act
when it “failed to exercise sufficient care, diligence and skill in calculating the value of one of its funds (Health Capital Receivables Funding Special Purpose Corporation I) and did not ensure that the fund was a suitable investment for clients.” In a settlement agreement with the BCSC signed last week, Chartwell admitted it hadn’t had sufficient information about Health Capital to support its calculation of the value of the fund, and it hadn’t re-eval-
uated the fund’s valuation when multiple risk indicators came to light – like when Health Capital stopped making timely interest payments and stopped providing reporting documents. In the settlement agreement, three men connected to the investment management firm admitted they authorized, permitted or acquiesced in Chartwell’s contraventions and therefore violated the act as well. Burnaby’s Wah Bo Chew, a Chartwell direc-
tor and advising representative, must now pay $70,000 and is banned for 10 years from becoming or acting as a director or officer of any reporting issuer or registrant. Surrey’s Gregory Cameron, Chartwell’s former president, chief executive officer and director, must pay $100,000 and is banned for 15 years from becoming or acting as a director or officer of any reporting issuer or registrant and from becoming or acting as a registrant or promoter.
Coquitlam’s Matthew Cameron, former vice president, advising representative and chief compliance officer, must pay $40,000 and is banned for four years from becoming or acting as a chief compliance officer. Unlike the other two men, Chew has been sanctioned by the securities commission before. He was ordered to pay $2,000 as part of a settlement agreement in 1997. Chew had been registered as a salesperson with Ascot Financial Services
Ltd. between 1994 and 1996, according to the agreement. During that time, he incorporated Chartwell, and sent out advertisements using Chartwell stationary that led the public to believe the new firm was registered under the Securities Act. After Chartwell was registered in 1996, Chew then used Chartwell stationary that indicated the mutual funds licence was sponsored by Ascot, also contrary to the act.

Burnaby RCMP shut down an illegal drug dispensary after it allegedly sold cannabis and other drugs to young people last month. A concerned community member contacted the detachment in mid-February, after a teenager allegedly bought cannabis at the business, which was located near Hastings Street and Beta Avenue, according to a police news release. “The store had exterior signage indicating it was a tattoo studio, but was operating without a business licence and was set up as a drug dispensary inside,” stated the release. After an investigation,

Topic: The lasting impact of the ‘convoy’.
Once upon a time, the size of the provincial debt used to be a big deal in B.C. politics. Those days, however, are long gone and the fiscal plan released last week is another reminder of why debt politics have gone by the wayside. In one key respect, the BC NDP government, since coming to power, has continued down a path that previous governments have walked. It is spending a gargantuan amount of money on public infrastructure over the next three years and the total provincial debt will balloon (it will have almost doubled in 10 years by the end of the three-year fiscal plan). The money (more than $27 billion over three years) is being spent on popular things – hospitals, schools, highways etc. – so the capital spending plan is not something that any political party wants to take issue with.There is a reason U.S. President Joe Biden has worked so hard to craft his own massive infrastructure plan: the voters love seeing things it can use being built. Not only are public infrastructure projects popular (for the most part, unless they go way over budget or are delayed in terms of completion), but the clock is ticking on the lifespan of existing infrastructure built in the 1950s and ‘60s. Things like the aging Massey Tunnel (its replacement will shed the Massey name) and the Pattullo Bridge need replacing. So do aging schools and health facilities (the Cowichan District Hospital, for example, is 54 years old and is being replaced). The overall dollar numbers are staggering and likely somewhat meaningless for many. More than $8.6 billion will be spent on health-care facilities

B.C. debt keeps going up and up
alone.The new St. Paul’s Hospital will cost $2.2 billion, while Surrey, Richmond and Burnaby are all getting either new hospitals or major expansions of existing ones. In terms of overall spending, the transportation sector - $8 billion in spending – is nipping at the health sector’s heels when it comes to big spending.The biggie there is the new Fraser River tunnel crossing at more than $4 billion and the Broadway Subway line, at almost $3 billion. More than $3 billion will be spent in the K-12 education system (much of it for seismic upgrading) and a further $4.3 billion is allocated for post-secondary institutions. Then there is BC Hydro, whose debt is classified differently. It is considered to be “self-supported debt” as opposed to “taxpayer-supported debt” (the kind that funds all those education and health projects). The biggest infrastructure in B.C. history is the Site C Dam, currently estimated to cost $16 billion to complete. B.C. Hydro, with its aging grid and dam system, plans to spend another $2.4 billion upgrading and replacing its facilities. A combination of capital spending and forecasted deficits in the range of billions of dollars has the government forecasting the total provincial debt to exceed more than $100 billion by the end of the next fiscal year and to reach more than $125 billion by the end of 202425. It was about $63 billion in 2014-15. I doubt the public regards the growing size of the debt to be much of a concern. Of a more pressing matter is ensuring that things get built quickly. Cheques bouncing all over
A 22-year-old man who wrote a bum cheque for $1,000 to pay for a vehicle transmission at a Burnaby garage turned out to be bouncing cheques across the whole Lower Mainland.The Surrey resident had opened a business account and proceeded to write more $5,000 worth of cheques in Burnaby, Delta and Vancouver.The only problem was there was almost no money in his account.The Vancouver Police Department’s fraud unit, working with RCMP, eventually caught up with the man.

Opinionnow Editor: An open letter to Finance Minister Selina Robinson: As one of B.C.’s 24,000 Realtors, I would like to provide you with recommendations to help ensure British Columbians buying and selling real estate are well protected. I am concerned by your statement that the real estate sector has a “vested interest” in keeping housing prices high and B.C.’s market overheated. Realtors do not have a vested interest in high housing prices; rather, we have a vested interest in consumer protection and providing value for our clients. This means we are concerned about prospective homebuyers facing multiple-offer situations and we are concerned about home prices escalating out of the reach of many British Columbian families. To ensure effective policy, I expect the B.C. Government to engage in broad, fulsome consultation with real estate professionals and the public prior to announcing new policies. As such, I am disappointed that a consultation did not take place prior to the Ministry of Finance’s November 2021 announcement to introduce legislation requiring a “cooling-off period.” I believe consumer protection should be looked at holistically and the “cooling-off period,” which is untested in any jurisdiction in Canada, was announced without a problem
statement, supporting rationale, evidence of its anticipated efficacy or consideration for its impact on sellers and the many real estate sub-markets or its ability to withstand changing market conditions. That is why I believe BC Real Estate Association’s recommendation of a “pre-offer period” is a better way to provide consumer protection. I support thoughtfully designed, properly vetted and evidence-based policy that protects British Columbians and enhances professionalism and transparency in the real estate sector. For the “cooling-off” period, as well as other policy interventions being considered to improve consumer protection, I recommend that the B.C. Government: • Commit to undertaking fulsome consultation with real estate professionals and the public prior to announcements of any intention to implement policy. • Ensure each proposed policy has a corresponding problem statement, objectives, goals and metrics to evaluate its effectiveness, making those available to the public. • Provide public timeframes for monitoring and evaluating new policies. • Ensure that any new rules are harmonized with existing Rules and other regulatory requirements. When the Burnaby school district’s robotics team tackled its first tournament in November after about a three- or fouryear hiatus, things didn’t go so well. “We did very poorly,” said Coach James Zhuang, not mincing words. But the team’s dismal start makes it that much sweeter that one of its robots has now qualified for the VEX Robotics World Championships in Texas in May, according to Zhuang. Based out of Alpha Secondary School, the district’s mechatronics and robotics program hadn’t sent a team to a tourna-
ment in years. Zhuang, who now teaches the program, said he resurrected the team – dubbed The Swarm – when he came to Alpha from the Coquitlam school district in September.
These guys came from nowhere. He likes the dynamic nature of the competitions compared to, say, a science fair project. “It’s just a fun, more hands-on sort of activity versus the theoretic stuff that you typically do at
schools,” he said. Every spring, after the VEX world championships in May, organizers announce a new skill-testing game, and students around the world spend the whole year designing, building and perfecting machines to play the game better than their opponents. “You have the whole season to continue to modify, to improve and then take what you learn and apply it to actual robots,” Zhuang said. This year the game involves robots picking up rings (which look like donuts) and getting them into tall mobile goals. Another task sees the robots trying to lift a heavy object and place it on a teeter

totter without toppling it. Each competition also features an “autonomous” component, which tests the robots’ ability to run by itself, driverless, with programming alone. At the first competition of the year, Zhuang said The Swarm’s robots were heavy, overly complicated and kept overheating, so the teams scrapped the original designs and started from scratch. Team 502X (David Dorland, Scott Favaro, Nathan Heyde,Thomas Lane, Ethan Shin, Alex da Palma) worked on its robot’s performance in the autonomous component, adding sensors that earned a judge’s award and a ticket to the provincial championships at the Langley Events Centre this past Sunday for its consistent driverless performance. Team 502Z (Ahmed Badwy, Ji Sung Smith, Sam Jamieson) qualified for the provincials on its strength in the driver-controlled part of the competition, according to Zhuang. “They learned a lot. These guys came from nowhere,” he said of the two teams. in the mainland and 12th in the province in the skills component of the competition. They have since been informed their skills points were high enough to qualify them for the world championships, according to Zhuang.

Opened in 2013, Angie always knew she
wanted to open a kitchen store. She loves to cook and entertain, which is why opening the shop was a dream come true. Artsnow Pandemic colleagues unite for Deer Lake Gallery show
Nine artists drawn together by the COVID-19 pandemic are now joining forces for an exhibition at Deer Lake Gallery. Art Talks runs at the Burnaby Arts Council’s gallery until March 27. It features the work of

The nine Burnaby artists met online during the COVID-19 pandemic, at a time when isolation created unforeseen challenges.They met online for more than a year – and now, they’re exhibiting together. “Whenever people are engaged in conversations about art, interesting things happen. Regardless of age or ethnicity, talking about art and viewing art energizes people,” a press release says. “We perceive the world in new and exciting ways.” The release notes the exhibition wants to show viewers there are many ways to engage in conversation. There’s a conversation between artist and artwork – a visual exchange that develops until the artist feels the work is complete.There’s a discourse

City offers free menstrual products Free menstrual products will soon be available to Burnaby residents, thanks to a six-month pilot project being launched by the City of Burnaby and United Way. In a news release, the city announced it has partnered with the United Way’s Period Promise Campaign, aimed at tackling period poverty by providing free tampons and sanitary pads to those who need them. Between January and July of 2022, anyone can access free menstrual products through dispensers installed in public

projected in its 2021/22 preliminary budget approved in May, according to a budget presentation to the school board last month. Secretary-treasurer Russell Horswill attributed the somewhat rosier financial picture to enrolment increases across the board. “The enrolment projection that we used for the preliminary budget was very much a status quo on last year because we were uncertain how the COVID-19 pandemic would have an impact on
our enrolment,” he told the NOW. “The prior year we had seen a small decrease in enrolment, so we just assumed, from the budget point of view, that there’d be no growth, but we did see the growth.” There are 447 more school-aged students (24,125 instead of 23,678) enrolled this year than projected, 58 more students with special needs (1,304 instead of 1,246), 88 more English language learners (5,713 instead of 5,625) and 115 more international students (1,065 instead of 950), according to Horswill’s presentation to the board. The secretary-treasurer noted the higher enrolment has come with increased funding from the province, but the district is also on track to pay millions more than projected on teachers, substitute teachers and education assistants: nearly $4 million more for teachers and teachers on call and nearly $1.4 million for education assistants. “There’s certainly a component of additional staff attached to the enrolment growth that was built into the amended budget, but we’re also seeing a higher level of illness leave as a result of the pandemic, so those costs are also showing up in this year’s budget.” Overall, the amended budget totalled $325,108,534 – $12 mil-

Bud was a caring father, grandfather, brother and friend. He and his 4 brothers grew up in Sapperton. Later he and his wife Patricia raised 2 sons, David and Dale in the Moody Park area. He was outgoing, friendly and always had time to stop and talk. In his younger days, Bud was an outstanding fastball/baseball player. His love of the game continued throughout his life. He loved to watch MLB and the World Series was his favorite time of the year. He had a long, happy life. Bud will be missed by his son Dale (Kelly), granddaughter Aimee and by his daughter-in-law Kim He was and grandchildren Clayton and Jordi. predeceased by his wife Pat in 2009 and by his oldest son David in 2020. Special thanks to the amazing staff at Fraser Health, Good Samaritan, George Derby Center and Royal Columbian Hospital who helped care for him in these final years.
