South Burnaby’s hot water and space heating are one step closer to being powered by garbage

On March 27, council approved a new draft policy for a city-owned and operated “district energy utility” that will run a network of mechanical facilities and underground pipes, channelling heated water to buildings across South Burnaby.

The thermal energy will come from waste heat generated by MetroVancouver’s Burnaby-basedWasteTo-Energy Facility (WTEF), which burns garbage and turns it into electricity.

The man accused of first-degree murder in the death of a Burnaby teen pleaded not guilty to the charge in BC Supreme Court inVancouver Wednesday.

The victim, whose name cannot be reported under a publication ban, was reported missing in July 2017.

The victim’s body was disovered less than two hours later in Burnaby’s Central Park.

Ali, who arrived in Canada as a privately sponsored refugee three months before the victim’s death, was charged more than one year later, on Sept. 8, 2018.

His jury trial began

Wednesday morning

After a number of pretrial matters, Ali, through an Arabic and Kurdish interpreter, was asked to plead guilty or not guilty

“I did not kill (the victim),” he said Justice Lance Bernard asked Ali twice whether he was pleading guilty or not guilty

“I did not kill (the victim),” Ali repeated twice more

Bernard said he would take that to mean Ali was entering a not-guilty plea, and Ali agreed

Bernard then began his instructions to the jury

electricity With the new district energy system, more steam will be recovered to heat water, which will be pumped through regional pipes to neighbourhood energy centres in Metrotown and Edmonds

Those two neighbourhoods will be the primary service areas, as the town centres are expected to host almost half of the city’s new homes over the next 20 years, according to a staff report

The neighbourhood energy centres, which will be about the size of “a small house” according to city staff, will distribute the heat from regional pipes to individual buildings and add heat using natural gas boilers when needed.

New residential buildings will swap roof-based mechanical equipment for large refrigerator-sized energy transfer stations in the basement that exchange the thermal energy from the pipes to the building’s heating system.

The project is part of the city’s climate action goals to reduce greenhouse gas emissions around 38 per cent of Burnaby’s carbon emissions come from buildings.The city expects to reduce about 82 per cent of CO2 equivalent annually when compared to business as usual, about 22,400 tonnes of CO2e.

Service connection to the utility is expected in 2026.

The system could heat up to 30,000 homes, mostly in multifamily

complexes, once in full operation, according to the city

The city estimates 92 per cent of the annual heating demand for Metrotown and 94 per cent of that for Edmonds can be supplied by heat from theWTEF

Burnaby is planning future service expansion to the area betweenWillingdon Avenue, south of the Trans-Canada Highway and the Kingsway corridor between Metrotown and Edmonds.

CITY OF BURNABY - 2023 ALTERNATIVE APPROVAL PROCESS

ELECTOR QUALIFICATIONS

In order to sign and submit an Elector Response Form, a person must either be a resident elector or non-resident property elector (not both) within the City of Burnaby

NOTICE

Pursuant to Sections 30(3) and 86 of the Community Charter, the Council of the City of Burnaby is seeking approval of the electors, by an Alternative Approval Process (AAP), to adopt Burnaby Park Dedication Removal Bylaw 2023 The proposed bylaw will remove the park dedication from that 8.43 hectare portion of undeveloped park land at 4800 Riverbend Drive, Burnaby, BC (shown hatched in the plan below, the “GRO Development Area”) for the purpose of developing a Green Recycling Organics (GRO) facility Burnaby Park Dedication Removal Bylaw 2023 is available for public inspection in the Legislative Services Department, Burnaby City Ha l, 4949 Canada Way, Burnaby, BC V5G 1M2 during regular business hours, or online at Burnaby ca/GRO

This AAP applies to the whole of the City of Burnaby which includes 162,503 eligible electors for this process. Burnaby City Council may proceed with the adoption of Burnaby Park Dedication Removal Bylaw unless, by the deadline of 4:00 pm on Friday, April 28, 2023, at least 10% (16,250) of eligible electors in the City complete and submit a physical copy of the prescribed Elector Response Form in opposition.

A resident elector is an individual who is qualified to vote in the City of Burnaby by residing in the City

To sign an Elector Response Form as a resident elector, a person must:

(i) be 18 years of age or older;

(ii) be a Canadian citizen;

By a unanimous vote at the March 20, 2023 Special Meeting, City Council has cancelled the Alternative Approval Process to consider removal of the park dedication for a portion of parkland at 4800 Riverbend Drive which was intended for construction of a Green Recycling and Organics (GRO) facility.

(iii) have lived in British Columbia for at least six months immediately prior to signing the Elector Response Form; (iv) be a Burnaby resident; and

(v) not be disqualified by any enactment from voting in an election, or otherwise disqualified by law

ELECTOR RESPONSE FORMS

In order to participate in the alternative approval process, qualified electors must sign the Elector Response Form established by Burnaby City Council, copies of which are available:

1. online at Burnaby ca/GRO

2. at the Legislative Services Department, Burnaby City Hall, 4949 Canada Way, Burnaby, BC V5G 1M2 during regular business hours; and

3. at all four Burnaby Public Library locations

Signed Elector Response Forms may only be submitted to the Legislative Services Department, Burnaby City Hall, 4949 Canada Way, Burnaby, BC V5G 1M2:

1. by mail;

2. in person to the Legislative Services Department at Burnaby City Hall during regular business hours; or 3 by dropping them off in one of the 24-hour drop boxes (which are cleared daily) located at both entrances to Burnaby City Hall

A non-resident property elector is an individual who does not live in the City of Burnaby but who is entitled to vote by virtue of owning real property in the City of Burnaby To sign an Elector Response Form as a non-resident property elector, a person must:

(i) be 18 years of age or older;

(ii) be a Canadian citizen;

(iii) have lived in British Columbia for at least six months immediately prior to signing the Elector Response Form;

(iv) own real property in the City of Burnaby; and

(v) not be disqualified by any enactment from voting in an election, or otherwise disqualified by law

A person may only register as a non-resident property elector in relation to one parcel of real property

If a property is owned by more than one individual, only one person may sign an Elector Response Form in relation to that property, and that person must have a written consent form signed by a majority of the property owners before submitting an Elector Response Form.

ELECTORS HAVE ONE SUBMISSION

If you are IN FAVOUR of the adoption of Burnaby Park Dedication Removal Bylaw 2023, you do not need to sign and submit an Elector Response Form.

BC Conservatives hurt BC Liberal prospects

Newly acclaimed BC Conservative party leader and veteran MLA John Rustad is trying to do something that a long line of predecessors have failed to do for decades: breathe some life into that moribund organization and make it relevant in this province’s political arena.

Based on a number of factors, it would be appear he may stand a better chance than previous party leaders when it comes to achieving those goals.

And if he does bring the party even a modicum of respect and support, that could be very bad news for the BC Liberal Party (even as it is in the process of changing its party name to BC United)

Rustad has some advantages the previous party leader lacked. First of all, he’s been elected five times and has been a cabinet

minister, so his public profile is considerably higher than the previous leader, Travis Bolin (or indeed pretty well any leader going back decades, with the possible exception of former longtime Conservative MP John Cummins).

Also, the fact he is physically present in the legislature means he has immediate access to the news media

Rustad knows he doesn’t have to aim too high to take his party to the next level. If just one other Conservative candidate were to win a seat, the party would have official party status in the B.C. legislature for the first time in decades

The party’s best chance of adding seats would likely come in either of the two Peace River ridings, especially if either of the incumbent BC Liberal MLAs opt not to run

But even if they do run, the Conservatives will likely be competitive (in the 2020 campaign, the party’s candidates finished a strong second in both ridings, winning a third of the vote in each) in the most conservative region of the province.

There are at least a half-dozen other ridings where the Conservatives could play a decisive role in determining the next election outcome.

Three of them Fraser-Nicola, Kamloops-North Thompson, and SurreyWhite Rock were won by the BC Liberals by the slimmest margins (less than 300 votes in each), so even a slight uptick of Conservative Party support could see the ridings fall into the BC NDP win column.

Strong showings by Conservative candidates in four ridings covering Chilliwack,

Abbotsford and Langley allowed the NDP to win in each of them for the first time in a general election in 2020. A strengthened party under Rustad would presumably better the NDP’s hold on them come the next vote.

Rustad will spend the next 18 months boosting his party’s profile and organization Of course, the Conservatives have tripped up before notably Cummins in the 2013 election, when his party was not a factor in the outcome so Rustad’s task is a big one But even if he achieves even a little bit of success, it could split the vote once again on the centre-right side of the electorate, which would be music to the NDP’s ears, and a potential disaster for the BC Liberals.

While true the current (no pun) supply will be inadequate, measures are being taken to increase it and also to lower demand B C has thousands of hectares of roofs on which solar panels can be installed. The recent federal budget offers one of several assistance schemes

Also, our increasingly windy climate lends itself to turbines These do not have to be giant 100-metre-tall towers, but smaller vertical cylindrical ones which can be located on traffic islands, etc , all over cities The wind blows at night, too, by the way.

Remember, LNG is a relatively short-term energy source If we are serious about ending fossil fuel use, LNG has to go. The electricity it

uses then becomes available to the grid

Hopefully, our children and grandchildren will have less severe weather to deal with if we do as Keith says: taking bold action. Now!

The Central Park pool is a gem Please don’t put any kind of roof over it.

My kids walk there, and it is a special part of their summer, right up there with camping and the music from the ice cream truck as it approaches

Burnaby resident Dennis Baker is outstanding

The City of Burnaby has awarded Baker, 85, with the Kushiro Cup, representing Burnaby’s 2022 Outstanding Citizen of the Year award, for his fulltime volunteer work refurbishing bicycles and donating them to families in need

Last year, Baker donated a record number of 137 bicycles and tricycles to more than 100 Burnaby children through the Burnaby Christmas Bureau.

“I have the self-satisfac-

tion of knowing I’ll make some kids happy,” Baker said in a news release

The Kushiro Cup is awarded to Burnaby residents who have “positively influenced the community and the lives of its citizens” through more than 10 years of volunteer service

Baker, a retired salesperson, has been volunteering with the Burnaby Lougheed Lions for 35 years and has been refurbishing and donating bicycles for more than 17 years

“It is this type of selfless volunteerism and community connection that the Kushiro Cup is all about,” said the council report approving the award Baker spends up to 50 hours a week working on the bikes to make them look as new as possible And he’s not ready to quit yet, according to the press release

He will receive award later this year.

Communitynow Burnaby students get new perspective with Japan trip

Students from Moscrop, Bryne Creek make trip as part of cultural exchange project

For a group of Burnaby high school students on vacation last month, the best part of spring break was being at school in Japan.

Twenty-eight students from Moscrop Secondary School and Bryne Creek Community School travelled to Japan with the Kakehashi Project, a youth exchange program designed to promote mutual understanding and deepened relationships between Canada and Japan

The one-week, all-expenses-paid trip was funded by the Japanese government

“The experience just taught the kids so much about themselves and the world and different cultures,” said Byrne Creek vice-principal Barry Callister, one of four chaperones who went on the trip

In Japan, the students visited culturally significant sites, including the Imperial Palace inTokyo and a shrine on Enoshima Island

During the trip, Japanese students taught them glass blowing and Furoshiki, traditional cloth wrapping

But the highlight of the

journey was visiting the homes of their Japanese “buddies” and going to their schools, according to Callister

“Our kids loved the fact that they went to see these houses and they had lunch there,” he said. “They got to experience real-world Japan versus shrines and museums I saw the kids light up when we went into the schools ”

The Byrne Creek students were assigned their buddies in November, according to Callister, and initially made contact online

They then hosted the Japanese students in January

“They developed a very close relationship very quickly It was great to see,” Callister said

For their trip to Japan, the Byrne Creek students learned the killer whale song, created by Squamish Nation Elder Latash Nahanee, and performed it with permission for 100 Japanese students

For Moscrop students, the exchange was a long time coming

The school had hosted a contingent of Japanese students back in January 2020, and a group of Moscrop students was supposed to have travelled to Japan that spring, but that trip was cancelled because of COVID-19

Municipality wants to upgrade 8.9 km along Union-Frances Bikeway and Burnaby Mountain Parkway

Burnaby is now mapping out the details of a plan to upgrade bike route infrastructure fromVancouver to Simon Fraser University

The city will officially enter into a funding agreement with the federal government, getting $5 7 million for upgrades to the Union-Frances Bikeway and Burnaby Mountain Parkway.

Burnaby will invest $4.03 million in the project connectingVancouver and SFU, which was announced earlier this month to upgrade the route to all-ages-and-abilities standards

City council approved the agreement at a meeting on March 27

The city is preparing a preliminary design for the project, Burnaby’s general manager of engineering, Jozsef Dioszeghy, said at the council meeting.

TheVancouver-SFU active transportation connection plans to connect the Union-Adanac Bikeway in Vancouver with SFU via the Union-Frances Bikeway and Burnaby Mountain Parkway, according to a staff report

Dioszeghy said the route, which was identified as a top-priority cycle project in Burnaby’s transportation plan, would pick up the connection from the City ofVancouver at Boundary Road and go east, a block or two south of Hastings, depending on road use and ways to share the road.

“Some parts of the pro-

posed bikeway (are) already existing; where our focus is going to be (is) safety upgrades,” Dioszeghy told council, but added he couldn’t commit to meeting all-ages-andabilities level throughout the whole 8.9-kilometre project.

“The intent is that wherever we can’t achieve that (AAA) right away, we will over time make an effort to upgrade it to that point,” Dioszeghy said

AAA standards are design guidelines for streets with cycling facilities and aim “to provide a network that is attractive, comfortable and safe for children, young adults, seniors and new cyclists, while also serving experienced cyclists.”

Burnaby Citizens Association (BCA) Coun. Alison Gu said the FrancesUnion route is “a very well-used route, and it is also a quiet residential street ”

“My understanding is, around the estimate of the cost and the length and the distance of this entire path, you would be expected to upgrade the entirety of it,” Gu said

She asked for staff to focus on the areas that are the highest need.

“For example, there’s a huge area crossing Union onto the Burnaby Mountain Parkway that has no infrastructure whatsoever,” Gu said “And then, as you go up the hill, the infrastructure begins and there’s a multi-use pathway”

She added: “I want to be cognizant that we are do-

ing our infrastructure upgrades where they’re most needed and not just be-

cause … it’s in our map.”

Dioszeghy said the pathway on the east side of

GaglardiWay is also a first-priority item.

Those items, including

SFU-Vancouver, are expected to be complete by 2030.

The ponds of Burnaby’s Central Park are “degraded,” “unsafe,” “collapsing” and “polluted,” according to a new city staff report.

“They are in need of a complete overhaul,” staff said in the report.

In response, on April 3, city council approved a staff recommendation to create a master plan for Central Park as a whole, including its ponds and recreation facilities, before deciding what to do and how much to spend to

fix the ponds.

Central Park’s two ponds and linking streams were artificially constructed 60 years ago to attract birds and create a “pastoral setting for recreation trails,” according to the report

But city staff say the ponds have become unsafe and lose significant amounts of treated water.

“Although scenic to look at, (the ponds) have unsafe banks and edges that are collapsing and stagnant water causing ongoing algae blooms,” staff wrote, adding the ponds are “polluted with excess nutrients

that continue to cause algal blooms and fish deaths.”

The banks are “degraded and eroded” and harbour invasive plants; the lawns that used to extend

beyond the edge of the pond “have been trampled by both geese and humans along the entire shoreline.”

“The water quality is poor; water fowls such as

Canada geese dirty the water, and high summer temperatures exacerbate these problems,” staff said.

The city said the pond reconstruction would

cost an estimated $4 million to $6 million. Adding new structures such as fixed decks, a dock, boardwalks and fencing would be about $10 million.

“The ongoing uncertainty creates an unacceptable experience for students.The university has carefully considered all available options, and, as a leadership team, we concluded that football is no longer a feasible sport for SFU”

Johnson said the school

will honour athletic scholarship commitments for those who choose to stay at SFU and meet eligibility requirements for the 202324 school year

“We made this decision

now to give students time to make other plans for their athletic careers if they so choose. All students impacted are being supported with one-on-one guidance regarding next steps,” she

added

“We will support football athletes who want to explore options outside of SFU and will honour athletic scholarship commitments for those who choose to remain at SFU and meet eligibility requirements for the 202324 school year.”
