The Spanish Presidency of the European Union
How does it work? “All actions of our Presidency will be guided by two key cross-cutting ideas:innovation and social equality J. L. R. Zapatero. President of the Spanish Government
From 1st January to 30th June 2010, Spain will take up the Presidency of European Union with the aim of strengthening Europe. The Spanish government has
the challenge to give greater voice, unit and weight to the EU. Spain's fourth term as holder of the rotating EU Presidency will be the most complex and challenging one.
Innovation and social equality will be the priorities. Not only technological innovation but also economic, institutional and political. The Spanish Presidency considers innovation as a sine qua non for Europeans to come out well from the crisis. Spain would like to reaffirm social Europe, the Europe of solidarity to their citizens and territories and the cooperation with the rest of the world. Regarding the social agenda, Spain's going to promote a European pact for employment. The upcoming Spanish presidency will have in the multilateral sphere an undoubted importance recalling that Spain wants to give new impetus to multilateralism, renewing it in order to respond to new challenges and to cope with new threats, giving at the same time a committed character to the freedom, democracy and human rights, the fight against poverty and food safety. Priority topics of the international agenda during the next EU Spanish Presidency: ! ! ! ! !
promoting gender equality combating climate change the Alliance of Civilizations respect for international law disarmament and nonproliferation
The Spanish Presidency is going to apply the Lisbon Treaty. Should it enter into force by the end of 2009, the EU's first permanent president will be introduced under the Spanish EU Presidency. A new post will be also created: a High Representative for Foreign Affairs and Security Policy, a position currently held by Spanish Javier Solana, who will also become the EU's External Relations Commissioner. Accession talks with Iceland and Croatia could be concluded during Spain's EU presidency. 02

Consider Spanish priorities Be part of the thinking process ! Get in there early ! Identify which issues will be coming up in the future Strategize - and move with history ! Some battles cannot be won: Identify direction of change, adapt to it & influence it rather than trying to stop it Think politically ! Identify the focus of political argument, the values & interests involved and the potential political consensus Be transparent ! All interests have every right to be heard ! Be totally open about who you represent, don't hide Allies, Partners & Coalitions ! Search for allies & build coalitions when possible ! Build an attacking fleet for the same targets separately from different directions A good message is supported with social and political arguments ! “Good science” alone is a poor message ! Social angles are very important for the Spanish authorities Understand policy-process-strategy interconnection ! Target: • the right people • at the right time • with the right messages 03
