The Australian Screen Production Incentive is the Australian Government’s primary mechanism of supporting film and television production. It provides generous tax incentives for film, television and other screen production in Australia and is available in three streams:
The Queensland State Government is committed to the development of the film and television production industry. Its dedicated and industry focussed organisation Screen Queensland provides a range of support, assistance and incentives.
n the
Location Offset, a 15 per cent rebate which supports the production of largebudget film and television projects shot in Australia. Productions are required to spend at least 70 per cent of the total production budget in Australia in order to qualify for the Location Offset.
n the
1. Locations Scouting – a grant up to a certain amount based on the anticipated QPE. Support through the Locations Scouting programme is available for projects prior to commencement of pre production and prior to or during financing.
n the Producer Offset is a rebate on the production expenditure incurred in Australia
2. Production Incentive – a grant up to a maximum amount based on the anticipated QPE, the engagement of bona fide Queensland practitioners and/or the creation of infrastructure in Queensland.
PDV Offset, a 15 per cent rebate which supports work on post, digital and visual effects production (PDV) in Australia, regardless of where a project is shot. The minimum qualifying expenditure is $500,000. when making Australian film and TV. Not all expenditure qualifies, but the Offset can be worth up to 20% of Australian spend in the case of television and documentary, and up to 40% in the case of film. At any time before or during production, an applicant can apply for a provisional certificate, which provides guidance as to whether a film is likely to qualify. A provisional certificate does not guarantee eligibility, nor does it bind the Minister in considering an application for a final certificate.

Productions that demonstrate significant economic benefit to Queensland and provide professional development opportunities for Queensland practitioners will be eligible for the following support:
3. State Payroll Tax Rebate – Australian and international projects are eligible for the Queensland State Payroll Tax Rebate according to the terms of that rebate. This rebate is administered by Screen Queensland on behalf of the State Government’s Office of State Revenue. For the Production Incentive, applicants are invited to contact Screen Queensland prior to making an application to discuss the amount of the incentive that could be offered. Projects are eligible for a Production Incentive where they spend a significant amount of Queensland Production Expenditure (QPE), generally not less than A$12M or A$8M for animation. Projects that are intended as pilots for a long-running television series, and with a lower QPE for the pilot, may be eligible and producers are encouraged to contact Screen Queensland to discuss the project. Projects in receipt of equity investment from Screen Queensland are ineligible to apply for a Production Incentive. Eligible productions may include feature films, feature documentaries, telemovies and television series (including reality, drama, animation and mini series), and similar digital productions. How can Film Gold Coast help? Film Gold Coast provides advice and local knowledge about filming on the Gold Coast, including valuable information regarding locations, facilities and services. It also provides comprehensive local maps, contact details for local service providers, and information on Gold Coast’s filming policies.
Do I need to get approval to shoot on the Gold Coast and is there a cost? Wherever you plan to film on the Gold Coast, you must obtain the appropriate approval. A filming permit may be required for your filming or associated filming activities. You will need a location manager experienced in filming on the Gold Coast, visit www. filmgoldcoast.com.au for a listing of suitable location managers. Privately owned land If you choose to film on privately owned land, the location charges may vary from location to location. An experienced location manager will be able to negotiate prices for the location shots that you require.
Filming permit application fee:
Queensland State Government controlled land Approval must be obtained to film on Queensland State Government controlled land (eg. national parks and waterways). Film Gold Coast can provide the contact details of relevant Queensland State Government departments.
A filming permit may be required for filming on Council land or for associated filming activity. This fee is not applicable if the production office is based on the Gold Coast. Council suggests that up to seven working days notice may be required to obtain a film permit.
Council controlled land If you are filming on Council controlled assets (eg. parks or beaches), a location fee does not apply. Fees may apply to filming within Council facilities (eg. buildings, swimming pools, community centres). Bond A bond may be required if you are filming on Council land. The cost of the bond varies depending on the complexity of the production. Council will discuss bond arrangements on a case by case basis.

15% location offset Eligible productions that spend a minimum of AUD$15 million in Qualifying Australian Production Expenditure (QAPE) can access the 15 per cent rebate. Eligible productions include feature films, telemovies and television mini-series and series.
The Queensland State Government is committed to the development of the film and television production industry. It provides a range of assistance, both non-financial and financial, through the Pacific Film and Television Commission (PFTC) to productions filming in Queensland.
If the value of a film’s Australian production spending is between AUD$15 million and AUD$50 million, the producers will be required to spend a minimum of 70 per cent of total film production expenditure on film production activity in Australia. Any production that spends AUD$50 million or more in Australia will qualify, regardless of the percentage of total film expenditure in Australia. Post, digital and Visual Effects (PdV) offset A complimentary 15 per cent rebate is available for PDV projects that spend at least AUD$5 million in qualifying PDV production spending in Australia, whether or not the film is shot in Australia. This incentive operates as part of the Location Rebate. Eligible expenditure will be any PDV activity related to the production of eligible feature films, telemovies, television mini-series and series. Producer offset The Producer Offset is a major new support mechanism for film producers that provides a tax rebate of 40% of eligible Australian expenditure to producers of qualifying feature films, with a 20% rate for qualifying television productions.

Non-financial assistance The PFTC offers free advice and assistance regarding any Queensland location. If your project is “greenlit” and has secured finance, you may be able to access the PFTC’s services, which include: n in-depth research in relation to your production needs. n supply of a hard copy and digital pictorial presentation from PFTC’s extensive database of Queensland locations. n provision of a professional location manager and assistance with Queensland scouting costs, as part of its location scouting service. Financial Incentives There are many benefits that make Queensland one of the most attractive places in the world to film your next project, including ways to significantly reduce below-the-line costs. Queensland crew rates and other production costs are lower than most international and other Australian locations.
