The Premier and Minister of Finance to give notice that, at a later stage in the proceedings, he would seek leave to move the Motions standing in his name under Items 9(1)(i) through(vi) on the Order of the Day.

The Member for the First District to ask the Honourable Premier and Minister of Finance the following questions: Question 1 Madam Speaker, would the Premier and Minister of Finance please inform this Honourable House of the grand total of all unpaid invoices respectively from each 1


Ministry, Department and all other sections of Central Government to date? Question 2 Madam Speaker, would the Premier and Minister of Finance please inform this Honourable House of each Advanced Warrant issued from November 2011 to date, that has not been ratified by the House of Assembly and state their respective amounts? Question 3 Please state the grand total of all Advance Warrants issued for the period stated in question number 2 and further provide a detailed listing of names, amounts, purpose and budgetary heads and sub-heads for each warrant? Question 4 Madam Speaker, would the Premier and Minister of Finance please tell this Honourable House, the total amount of the public debt, to date? Question 5 Madam Speaker, would the Premier and Minister of Finance please furnish this Honourable House with a detailed breakdown of each component that forms part of the current public debt and the amounts that each component contributes to the public debt in: i) Dollars? And; ii) Percentage? Question 6 Madam Speaker, would the Premier and Minister of Finance please provide this Honourable House with the details, to date of: 1.

The dollar amount of all unpaid vouchers at the Treasury;

2.

The date of the longest outstanding unpaid voucher;

3.

The balance of the Consolidated Fund; and,

4.

The balance of all other established Funds and Certificate of Deposits?

Question 7 Madam Speaker, to date, would the Premier and Minister of Finance please provide this Honourable House with the details of: 1.

The dollar amount of all unpaid invoices at each Ministry and Department; 2

The date of the longest outstanding unpaid invoice in each Ministry and Department?

Question 8 Madam Speaker, would the Premier and Minister of Finance please inform this Honourable House of all Additional/Advanced Provisional Warrants outstanding for each of the years 2012 to date and provide the total for each of those years? And; please state when will the outstanding provisions be submitted to the House of Assembly for debate and approval? Question 9 Madam Speaker, given the game changing announcement by the Premier of a seven million dollars investment or subsidy in BVI Airways to provide direct flights to and from the BVI and USA, would the Premier and Minister of Finance please confirm whether or not: 1)

A comprehensive business plan was submitted to the Government?

2)

The investment was approved by Cabinet?

3)

The investment will be submitted to the House of Assembly for approval prior to disbursement of the funds to BVI Airways?

4)

BVI Airways will liquidate all outstanding fees to the BVI Airport Authority or the Virgin Islands Government prior to disbursement of the funds?

Question 10 Madam Speaker, would the Premier and Minister of Finance please inform this Honourable House if the seven million dollars investment or subsidy in BVI Airways would be sourced from either the consolidated fund or from loan funds and if not please state the source of funds? And; provide the details to this House Honourable of: 1)

All agreements signed between BVI Airways and the Government of the Virgin Islands?

Question 11 Madam Speaker, would the Premier and Minister of Finance please inform this Honourable House of the amount of outstanding fees owed by BVI Airways to either the BVI Airports Authority or Central Government and please state? 1. 2.

What provisions have been made for the payment of all outstanding fees? When will the outstanding fees be paid? 3


Question 12 Madam Speaker, would the Premier and Minister of Finance please inform this Honourable House whether or not audited financial statements have been completed by his government for each of the years 2011, 2012, 2013 and/or 2014 and if not why not? If yes; 1.

Please provide this Honourable House with a copy of each audited statement?

Question 13 Madam Speaker would the Premier and Minister of Finance please tell this Honourable House when he was made aware of the plans to refurbish or remodel Little Dix Bay Hotel and thereby the closure of the hotel for 18 months? ii)

The Member for the First District to ask the Honourable Minister for Natural Resources and Labour the following question: Question 1 Madam Speaker, would the Minister for Natural Resources and Labour please tell this Honourable House when he was made aware of the plans to refurbish or remodel Little Dix Bay Hotel and thereby the closure of the hotel for 18 months?

The Member for the First District to ask the Honourable Minister for Health and Social Development the following questions: Question 1 Madam Speaker, given the implementation of the National Health Insurance Scheme on January 1, 2016, would the Minister for Health and Social Development please provide this Honourable House with the details of: 1. 2. 3. 4.

The total funds secured for the start-up of the scheme? The source(s) of start-up funding? In which institution are the funds being held and state in whose name the account is held? If the fund was not realized then please explain to this Honourable House what funding source and methodology will be used to fund NHI?

Question 2 Madam Speaker, would the Minister for Health and Social Development please tell this Honourable House the name and respective amounts for each consultant/company involved in NHI in any aspect, from its inception, to date?

Question 3 Madam Speaker would the Minister for Health and Social Development please tell this Honourable House if the Cappoon’s Bay Clinic would be refurbished and/or modernized in 2016? If not, why not and when?

The Member for the First District to ask the Honourable Minister for Communications and Works the following questions: Question 1 Madam Speaker, given the announcement of the revised opening date for the Tortola Pier Park, would the Minister for Communications and Works please provide detailed information of: 1) 2)

The total cost of the cruise pier extension? The total cost of the Tortola Pier Park land side development?

Question 2 Madam Speaker, would the Minister for Communications and Works please provide detailed information of names, amounts and purpose of all contracts, purchase orders, requisitions and consultancies, inclusive of change orders and variations for a) the cruise pier extension; b) the Tortola Pier Park land side development; and, c) opening ceremonies to date. Question 3 Madam Speaker, would the Minister for Communications and Works please provide detailed information of the outstanding amounts owed to all companies and persons named in question number 2 above? Question 4 Madam Speaker would the Minister for Communications and Works please provide detailed information of all sources of funding for the entire Cruise Ship Development Project and indicate what additional funding would be required to fully complete the project?
