We have successfully supported the delivery of some of the most significant landfill development projects globally, including the 18 million cubic metre capacity triple-landfill complex at Oman’s Sohar Industrial Waste Handling and Treatment Facility (IWHTF). We undertook extensive environmental studies, designed the 30-year site masterplan, prepared detailed designs for and supervised the construction of Class I hazardous, Class II Non-hazardous and Inert landfills developed at the facility.

European and national environmental legislation impose stringent legislative controls over a wide range of industrial and commercial activities. The legislation requires operators of ‘regulated facilities’ to obtain the appropriate permit to operate or discharge substances to air, water or land. The aim of the legislative regime is to protect the environment and to promote best practice in the operation of the regulated facilities.
Our teams have many years of experience in supporting planning applications, obtaining environmental permits, and supporting the construction of regulated facilities in the most cost-effective way. We work with operators to provide permit compliance by environmental monitoring and reporting services. In addition, our analyses supports validation operational issues by ensuring compliance with waste acceptance procedures and practices.
We prepare permit variations to comply with changing legislational operational practices and to facilitate change of operator through permit transfers. OUR ROLE
Our team was appointed to provide environmental assessment, permitting support for the project as well as landfill remediation and design. The Heathrow Expansion Programme is a £14bn project to construct a third runway and new taxiways linking it to the rest of the airport complex, a new terminal building and satellite, additional stand areas, newairport gateways, carparks and other associated infrastructure. It will involve re-routing the M25, diversion of rivers and substantial earthworks to achieve.
We provided advice on the remediation of three existing permitted landfill sites located along the line of the proposed new runway and to design and support the permit applications for four new landfills. The new runway is to be constructed on top of three pre-existing landfills posing complex remediation and foundational design issues. The existing leachate and landfill gas control systems needed to be replaced and a new capping system installed.
The four new landflls are being designed to EU/ UK standards and need to take account of their close proximity to a working airfield with associated access restrictions. Our Waste team were subcontracted to Jacobs who were appointed as lead earthworks consultant for the project. Our role in this project was multi-disciplinary with our consultants providing a full range of services; earthworks design, site investigation support, hydrogeological risk assessments, stability risk assessments, air quality assessment, design of landfill gas, leachate and odour control systems, environmental monitoring, regulatory compliance and advice on landfill tax.

The site operator Hargreaves North West appointed Ayesa to help secure planning and permit applications to restore their 24-hectare quarry in Lancashire. Previously, the quarry had been used for the extraction of sand and gravel for the construction industry. The site is located in a sensitive groundwater and surface water regime. The restoration scheme will need some 246,000 cubic metres of suitable restoration materials. to be imported and placed. The recovered area will be developed into a wet grassland habitat with emergent species margins. The site will also house lakeside fishing lodges with access tracks and parking.
Getting the project off on the right foot is key and bridging the gap across stakeholders is where our teams excel. At the start of the project, we held discussions with the client, local planning authorities and environmental regulators to determine the scope of the application. Our team designed and installed the monitoring boreholes, essential to complete the flood risk and hydrogeological assessments. These asessments also feed into the surface water management plan. When the Planning Permission and S106 agreement were secured our team devised the Waste Recovery Plan (which included the following assessments: environmental site setting and design, environmental risk assessment, hydrogeological and hydrological risk assessment and the environmental management system) This application was successfully approved by the Environmental Agency.
As operations continue, Ayesa will continue to monitor ground gas, groundwater and surface water to assess any impacts on the sensitive surrounds, water and ecosystems. This monitoring is also important as it forms the basis for the future site closure and permit surrender. In addition, on behalf of the client, we will assess waste to confirm its suitability as site restoration material.
Our role will continue through the restoration and closure phases as we provide informed expertise to our client to help expediate works towards completion and provide authorities with the rquired information for compliance throughout the entire project lifecycle.

Project Name: Brockholes Quarry

Edwin Richards Quarry was a former hard rock quarry over 80 metres deep located in an urbanised area west of Birmingham in the Midlands, UK. It had been partially infilled with municipal wastes but then mothballed after waste inputs reduced as a result of increased recycling and rising landfill taxes. Over 5 million cubic metres of void remained at the site and the unrestored quarry posed an ongoing stability and safety hazard.
The multinational utilities company which operates the site is one of the largest waste management companies in the UK. The Ayesa team were able to advise them on how to re-permit the site to complete its restoration using a specific range of non-hazardous wastes, make use of the remaining airspace asset and realise the development potential of the wider site
Ayesa worked closely with the client’s estates team to develop a forward master plan for the whole site, support their planning application and prepare the permit variation application to the Environment Agency. We were successful in obtaining the permit variation which provided for a highly efficient methodology of infilling the site, both in construction cost and landfill tax-saving terms.
The permit variation application was complex involving the preparation of quantitative groundwater and geotechnical risk assessments and innovative waste acceptance protocols. Subsequently, a separate permit was secured for a hazardous soil wastes treatment facility on the site. Ayesa has also installed new environmental monitoring boreholes and provides ongoing regulatory compliance advice.

50-Hectares Complex | 400,000 m3 Earthworks OVERVIEW
We were appointed as lead landfill design engineers designing and delivering the 30-year masterplan of the Sohar Industrial Waste Handling and Treatment Facility (IWHTF), one of the world’s largest hazardous waste management facilities. This treatment facility will cater for a range of wastes, both hazardous and non-hazardous and is a cornerstone of integrated waste treatment facilities in Oman, servicing the entire country. Through the masterplan, spanning three decades, our team outline the most cost--effective, long-term pathway for any future landfill development phases. Three landfills were constructed providing 18 million m3 of void space on a 50-hectare complex. One of landfill sites will contain hazardous waste and it is composed of two composite liners. The other two other cells include single composite liners for non-hazardous wastes and inert wastes. Our team provided the detailed design for the first cells on each of the three landfills and supervised their construction.
A project of this size and scale included earthworks movement and the design of development platform of over 400,000m3 of soils, which requiresd detailed design, and geotechnical expertise. The photo of the hazardous waste cell shows the 8 geosynthetic layers in the engineered containment lining system, including 2 sets of HDPE/GCL, drainage and protective geotextiles.
The brief on this Design & Build contract included tender support, site investigations, environmental monitoring, hydrogeological studies, facility master planning, earthworks design, landfill design, geosynthetics design, surface water management design, site based construction support (including CQA) and preparation of the operations, environmental monitoring and closure plans.
Solid waste management is one of the top priorities of the Oman government and Be’ah was established by royal decree to manage and plan the solid waste strategy. As part of their strategy, aging dumpsites were closed and replaced with new large, regional, engineered containment landfills. The Izz Landfill facility services the Al Dakhiliya Governate, some 140km southwest of Muscat with Nizwa as its capital.
From 2015-to 2019, Ayesa worked on behalf of Al Ahlia Environmental Services to provide a masterplan design for a 20 year, 4.8 million m³ extension to the existing MSW landfill and the detailed design for the first two phases of the project. Al Ahlia was contracted to construct these two phases to provide an initial 2 million m³ of sanitary landfill capacity, with associated infrastructure and two new leachate evaporation ponds (4000 m²). Our role included the supervision, quality assurance, and verification of the works and the preparation of the operational, monitoring, and closure plans.
We also provided the design and specification of the leachate collection, pumping, and treatment systems; the landfill gas management system, environmental monitoring systems and the surface water management plan. In addition, we undertook the design of the additional infrastructure required for both the construction and operational phases of the landfill including 2-way asphalt roads, roundabouts, access ramps, wheel wash, fencing, and storage areas.
Our experts prepared the technical specification and provided construction support to sign off all works to the highest standards. The engineering design included the preliminary / master plan which was pre-approved by Be’ah. This 20-year master plan included best practices for environmental monitoring and operations, as well as procedures and planning for the eventual closure. Throughout the process, our progress was presented to all stakeholders including Be’ah to ensure alignment and collaboration. The site was handed over progressively to the landfill operator as each phase was completed to ensure continuity of service to the local community.

Topographical surveying
The Jameson Road facility is a major regional landfill in Lancashire, UK accepting a range of MSW, Industrial and Commercial wastes. It was formerly a local council operated site, now owned and operated by multinational utility company SUEZ. For the past 20 years the Ayesa UK team have provided comprehensive multidisciplinary construction support, master planning, design and permitting advice on this site to SUEZ. The site initially required extensive remedial works to bring it up to modern standards, including the design and installation of over 40 hectares of capping and isolating the older part of the site with a major engineered separation bund. Over 20 years the remaining area of the site was progressively developed with new engineered containment cells, constructed to the standards required by the EU Landfill and Groundwater Directives. Extensive landfill gas and leachate management systems have been installed.
We initially project managed the remediation of the former council operated part of the site, designing and supervising an 800,000 m3 translocation of wastes, construction of a 1 km long engineered separation bund and installation of 40 hectares of geosynthetic capping.
For over two decades Ayesa have periodically designed, supervised and verified the construction of multiple new landfill cells and associate capping works as landfilling has progressed across the remaining 60 hectares of the site. The landfill is lined with a composite mineral clay / HPDE liner and capped with an LLDPE geomembrane.
For each new, separate cell construction and post infill capping contract we have assisted the operator to procure the contract and supervised the works. This starts with the detailed design, securing approval from the regulator (UK Environment Agency), preparing the contract specification and issuing the tender pack to contactors. We then supported our client through the tender evaluation process, contractor appointment, management of the contract works and by providing site-based supervision of the works. On completion of the works, we provided the regulator with the necessary CQA verification reports.

The site is a 45-metre-deep hard rock quarry with over 15 million m³ of void space. Ayesa designed and project-managed extensive remediation works to the older, former local authority landfill for Municipal Solid Waste (MSW), industrial and hazardous wastes. Ayesa also designed four new landfill cells.
Remediation works included the excavation and translocation of 300,000m³ of waste and construction of a 40m high engineered separation bund. A risk-based design approach was undertaken in accordance with PPC/EPR regulations and Environment Agency guidance. This included quantitative hydrogeological, landfill gas and stability risk assessments.
Ayesa have provided the lead engineering design role on this site for over 20 years covering both the Phase 1 remediation works and the Phase 2 development of multiple new engineered containment cells. We have also provided extensive construction contract support, site supervision and CQA validation of the earthworks and containment liner installation works. In 2019 Suez commissioned Ayesa to design the leachate treatment system upgrade, commencing with a process design commission.
In support of the design works we have undertaken extensive hydrogeological and geotechnical investigations, Environmental Impact / Risk Assessments, input to planning applications and provided extensive Environmental Permitting support.

This project was part of the major clean-up of oil contaminated soils which were a legacy of the 1991 Iraq war. When retreating from Kuwait, the Iraqi army destroyed hundreds of oil wells contaminating over 25 million m3 of soil. Under the auspices of the United Nations, a clean-up programme was initiated which involved a mix of bioremediation, thermal treatment and landfilling.
Ayesa was the lead design engineers for the construction of a 1 million tonne landfill repository, located in the oilfields to the south of Kuwait City.
The contract was let by the Kuwait Oil Company under the Kuwait Environmental Remediation Programme (KERPS) scheme, as a design and build project.
Ayesa provided tender support to our D&B client which was successful in the face of stiff international competition.
Our role included a site selection study, design and supervision of borehole investigations, environmental monitoring, hydrogeological studies, geotechnical studies, earthworks and landfill engineering design, leachate management design, surface water design, construction supervision and CQA, and preparation of the operational, monitoring and post closure plans.
The work was undertaken in two phases, the first to construct the base of the repository and then following infilling, to cap and restore the site.
Ayesa can provide a wide range of training courses relating to waste management, environmental assessment, geotechnics and sustainability. Many of the technical courses are endorsed by the Geological Society and count towards CPD. We are contracted to the UK Environment Agency to provide their staff with training in Advanced Landfill Engineering. Our training courses are usually run as interactive workshops but other learning styles can be accommodated as required.
