C

onsumer confidence can be a major factor when considering the idea of building or purchasing a new home. In the recent past, some buyers have found themselves less than confident. But that is changing according to local sales representatives. As recently as last summer, consumers were exhibiting an increasing trust that the economy was slowly getting back on track, said the National Association of Home Builders in a news release. Kirk Propst, a REALTOR® with Better Homes and Gardens/Real Estate III, agrees. “The market is getting better all the time,” he said. “In the spring and summer sales are very good. During the winter and the holidays, people begin to think about moving again. They use the winter to start planning and looking around, then they will begin to move again from now until summer.” A fellow REALTOR® with the same company as Propst echoes his feelings. “We are definitely seeing a rise in construction sales, both in subdivisions and custom homes,” said Betty Aguilar. “We all learned a tough lesson following the housing bubble burst (sic) and everyone is concerned, but real estate is still a good investment as long as you’re not using your house as an ATM machine.” As of August, the NAHB said that new home sales were remaining steady from July figures of 373,000, making July and August the two highest months since the increase provided by the 2010 home buyer tax credit.

Bill Ware, of High Caliber Construction in Crozet, said, “It’s taken the market all this time since then to become a housing recovery.” High Caliber Construction works about 50 percent of its business in new home construction and the other 50 percent in major addition and/or renovations. The business is strong in working with people retiring to the Charlottesville area and works on aging-in-place designs. “We just finished one home,” Ware said. “It’s much more subtle and inexpensive if your building is new and adjustments are figured in then. But retrofitting a home can be a much more expensive proposition.” “Our only really slow year was 2009,” Ware added. High Caliber has built homes in Foxchase and Glenmore subdivisions. His company is currently doing work on acreage now.

New home starts this past August were also up 2.3 percent based on the strengths of the single-family home. NABH referred to government figures and said the rate of new starts had increased nationally 5.5 percent. The increase in new starts news was so good that it led NAHB Chief Economist David Crowe to declare that, “the housing recovery is here to

The company previously had worked to produce townhomes, condos, single-family homes and customized buildings. His new home construction begins around $1 million on average with remodels in the $200,000 to $250,000 range. Gaffney is also seeing increases in supplies growing out of the slump. “Materials prices are increasing as the demand for housing grows,â€? he said. He also believes numbers of tract or subdivision numbers are aiding growth. As of December 27, the U.S. Department of Commerce reported new sales on single-family homes had jumped to their highest rate to 4.4 percent in November, the fastest sales pace experienced since April 2010. Even median home prices rose 14.9 percent to $246,000 over figures from November 2011. Homebuilders appear to echo the market. And on January 1, while being interviewed by the Today show’s Matt Lauer, CNBC’s Mad Money host Jim Cramer said, “There’s a housing shortage. We’re not building enough homes.” Cramer also indicated in his predictions that as a trend, homes were going to go up in value in 2013, a crucial factor for U.S. economic growth. “Rates are still at historical lows,” said Aguilar. “Guidelines are stricter and anyone thinking about buying, [should] talk to a lender first. There may be some flexibility when it comes to pricing.” “People buying homes now are going to do better than people buying next

year at this same time,” Cramer said. “People are going to buy homes and they’re going to want mortgages. We may be looking at generational lows to lock in.” In addition to prices being lower now, other criteria that interests buyers these days includes closing costs assistance, sellers having their homes appraised and repairs made prior to listing if needed, and home warranties, said Aguilar. “Some builders are offering to buy an existing home so a buyer can “move up” or offering upgrades on finishes.” Gaffney, who has been in the business 25 years, echoed Cramer’s sentiments. “There is an ebb and flow to everything. We will continue to do what we are doing,” Gaffney said. “The economy looks like it will be better and we hope so. We let the consumer drive us.”

Future outlooks “Each year there has been a visible increase in work,” said Severs. “There is more this year than last.” Even when people approach him for a cost analysis, they generally return within a year to begin building, which he feels bodes well for the future too. For Ware, his clients had financial means before the downturn, and even after it, he is not seeing any financial difficulties for them. “Financing is rarely an issue,” he said. “We have relationships with mortgage companies in town, which has become an asset to us. Not only that, the latest CAAR report said that even though the number of sales could go down, the sales prices are increasing.” “We need more work,” Gaffney said. “We can start anytime people want.”

Aguilar offers buyers a tip: “We have been hearing how ‘now’ is the time to buy” because the rates are low and inventory is high. Things are going to change. A year from now, I know there will be people wishing they would have gotten off the fence before it cost more to buy the very same house. reen means different things to different people,” declares Cynthia Adams, Executive Director of Charlottesville’s Local Energy Alliance Program (LEAP). “To some people it means it’s better for me and my family in terms of our health. Others are also concerned for the health of the planet.” At the same time, she continues, many people assume there a premium attached to being green, making it more expensive— like organic food. Not necessarily, she says. Some years ago she ran a custom-home construction company in Idaho. Many of her vendors also served California where a progressive statewide building code was driving the construction industry in a greener direction. That state’s very large consumer market brought costs down and made products more price competitive. “It’s a real trend we are experiencing,” says REALTOR® Greg Slater at Nest Realty in Charlottesville. “In 2006 or 2007, Belvedere was the first builder in our community to make a ‘green’ commitment.” Slater says that back then, when people came in the door, he started “talking up” the green features of a new home. “Now the home shoppers are bringing it up,” he says. “People are getting more and more interested. There’s a real consumer demand and this wasn’t true as little as a year ago.” Now, he says, what he hears from people is that they want to quantify the cost of savings to operate the home. “It’s significant,” he emphasizes. “We’re still snowballing about green.” The evidence? Slater says that in our region, four homebuilders account for 70-75 percent of all new homes. “As of last year,” Slater notes, “all four use a third-party verification model. From January through November of 2012, out of 396 new homes built or under contract, 320 will be certified as green in some capacity.”

How can I find out more?

What is certification? Today there are certification programs that guarantee a home really is green because they include third-party verification. “They are very important,” LEAP’s Adams notes, “because otherwise we have no real way to differentiate what is or isn’t green.” She adds that certification helps homebuyers avoid becoming “greenwashing” victims, which can happen when a company’s marketing efforts portray it as green when it really isn’t. Different certification programs have slightly different emphases. Many address off-gassing of volatile compounds in flooring, cabinetry, paints, and stains. Some include water conservation, captur-

sumers to identify and purchase products that offer savings on energy without sacrificing performance. While ENERGY STAR labels are familiar on home appliances, devices such as furnaces and air conditioners can also earn this rating. “Conserving resources is an important tenet of a sustainable and green approach to living,” says Adams. “Besides it’s just common sense to seek lower energy costs over the long haul.” The energy certification program for existing homes is called Home Performance with ENERGY STAR”—the program LEAP runs. Adams explains that certification programs typically have a cost for builders and buyers because a third party is involved. “The more activity and effort involved in certification,” she says, “usually the higher the cost.” LEAP’s certification runs $75, while others can cost $600 - $800. “Actually,” she continues, “when it comes to energy, the new home market
