Woolen Mills
ucked into a bend of the Rivanna River and bounded on the west by Meade Avenue, the Woolen Mills neighborhood is the City of Charlottesville’s easternmost extension. Named for the mills that operated from the early nineteenth century until 1964, the neighborhood is leafy and hilly, made up primarily of single-family houses on large lots. Off the beaten track, it is quiet and walkable, a delightful place to visit and rich in local history. Human activity here stretches back to prehistory. A ford across the Rivanna near its junction with Moore’s Creek became a natural crossing for Native American trails. As European settlers moved into the area in the early 1700s, they named this crossing Secretary’s Ford. The major east-west route later called Three Chopped Road passed through here. Navigation on the James and Rivanna Rivers was the earliest route for commerce, improved in the early 1800s by canals. The Rivanna River Canal reached this far. Railroads began to replace canals in the 1840s. In 1848, the Central Virginia Railroad built an iron bridge across the Rivanna along Secretary’s Ford. This route was later called the Chesapeake & Ohio, or C&O, and today is called CSX.

As the port of Charlottesville, the place was named Pireus, after the port of ancient Athens in Greece. The name continues today in the street named Pireus Row, just south of the railroad track. Charlottesville never developed into a commercial hub, but railroads did contribute to local industry in the late 1800s. The first settlers harnessed water power for grist mills, to grind wheat, barley and maize. According to a Virginia state historic marker on East Market Street, “As early as 1795, several types of mills operated here. In 1847, Farish, Jones & Co. opened a cotton and woolen factory.” In his history Albemarle: Jefferson’s County, 1727-1976, John Hammond Moore writes: “In the early 1850s John Adams Marchant gained control of the Charlottesville Factory, as it was called.” Customers

1920s . . . companies with the largest payrolls were the Charlottesville Woolen Mills and two concerns turning out lumber products.� The two concerns were King Lumber and Charlottesville Lumber, now known as Better Living. The US Navy was a regular customer from 1935 through World War II. In the 1950s, the company declined, and Kent Manufacturing Company in Pennsylvania bought it in 1959. It closed in 1964. The property is now owned by Allied Van Lines, based in Chicago, and it is used for storage and parking of vans. The Free Bridge, located upstream on the Rivanna, and now part of Route 250, shifted road traffic away from the neighborhood. The Woolen Mills now appear to be hidden at the narrow, twisted end of East Market Street, which runs straight for about a mile from downtown. The mill dam was removed in August 2007, as part of a program to restore free-flowing rivers in Virginia. (Shad, which like salmon migrate upriver to spawn, are expected to return.) Some of the mill raceway is visible, as well as a small

brought wool, and Marchant turned out jeans, coarse clothing meant for slaves. During the Civil War, the mill produced Confederate uniforms. In 1864, Marchant transferred the company to his son, Henry Clay Marchant (1838-1910) “a veteran crippled by a miniĂŠ ball.â€? Union forces burned the mill in March 1865. In 1867, it reopened as the Charlottesville Woolen Mills. Under young Marchant’s energetic leadership, the company grew and prospered, becoming the largest employer in the area. At its peak, it had 150 workers, most of whom lived nearby. They formed a village which was later absorbed into the city of Charlottesville, through annexations in 1938 and 1963. Much of the village is intact, a charming, nineteenth-century group with a historic church. “Specializing in cloth for uniforms,â€? Moore writes, “in the early twentieth century, these mills were supplying 90 percent of the nation’s military schools, city employees in Philadelphia, Chicago and numerous other municipalities, and thousands of railway workers.â€? The centerpiece of the village is the Woolen Mills Chapel, built by mill workers in 1887,
grown, it still conveys the wealth and prestige of the family. A group of three brick gabled houses hugs East Market Street, with the river to their back. Each house was originally a duplex, or pair. With decorative bargeboards, wide front porches, and dollhouse dimensions, they were built by the Marchants as rental housing for mill foremen. Now privately owned, they have been restored and in some cases combined. Large and small houses cluster nearby, brick and frame, all with extensive yards and gardens. East Market Street was the main street of the village, which had its own school. Located at number 1701, the schoolhouse is now a private residence. Many houses were built and owned by the mill. They avoid the monotony and repetition of much mill housing, hinting at an enlightened paternalism by the Marchants. What we see today are good examples of nineteenth century vernacular, substantially built, with lovely front porches and architectural details, sometimes painted in a rainbow of colors. windows and tall proportions, it has been kept in good repair and more or less continuous use. According to newspaper reports, it has hosted plays, concerts, recitals, and neighborhood social events. It is now the home of the Rivanna Baptist Church, with regular Sunday worship at 11:00 a.m. One of the mill buildings was renovated in 1986 as residential condominiums. The Mill House, at
1915 East Market Street, is a threestory brick building that dates in part from 1835. Perched on a rock outcrop, it overlooks the Rivanna in a peaceful, green setting. The 1980s saw a wave of house renovations here, by homeowners who saw the potential of the village and wished to preserve its character. The wave continued, and residents sought recognition of their work. The Woolen Mills Village Historic District was listed on the Virginia Landmarks Register in 2009, and on the National Register of Historic Places in 2010. The listing is honorary and does not impose regulations. One house that appears to be original is not. 1612 East Market Street was moved to its site from several blocks away around 1990. Restored and modernized, with an interesting addition to the east, it fits nicely into context. Despite the economic recession that began in 2007, the neighborhood continues to grow, with house additions and infill houses on vacant land. Some of the new houses are contemporary in design, and some incorporate up-to-date ideas on energy conservation and solar collection, both passive and active. Allison Ewing at 1900 Chesapeake Street, built from 1998 to 2001, is a showplace of sustainable design, with two parts linked by a bridge and a large garden. Facing it is a small development of sustainable, modernstyle houses, one of which is nearing completion by A. G. Williams. Another was built by Stoa Design and Construction.

Harry H. Wright’s Auto Parts, established in 1935, is next to Coiner’s Scrap Iron & Metal, a junk yard. Nearby, at the corner of East Market and Meade Avenue, a large brick industrial building is now home to several commercial tenants, including furniture restoration, architectural metal fabrication, a bar-restaurant, and a gymnasium for weight-lifting and exercise. Considerable open space remains in the form of two city parks and a cemetery. Meade Park, at Meade Avenue and Chesapeake Street, recently replaced its swimming pool with the new Onesty Family Aquatic Center. The park also hosts a weekly farmers market in summer, on Wednesday from 3:00 p.m. to 7:00 p.m. At the opposite end of Chesapeake Street, Riverview Park makes superb use

To the north, at the end of Riverside Avenue, is a similar enclave called RiverBluff Circle. Started in 2006, RiverBluff set much of its land aside as a 15-acre private park overlooking the Rivanna, and clustered “22 upscale, eco-friendly lots and spec houses” on high ground. A few lots are still available, according to a sign at the entrance. Much of the housing in the Woolen Mills is affordable and small-scale, a mix of rental and owner-occupied. Chesapeake Street, Fairway, Caroline Avenue and Meade Avenue are lined with bungalows and cottages, mostly older. Chisholm Place is a development of new houses begun in 1996, with 19 moderately priced singlefamily homes. Duplexes occur here and there, including groups on Riverside Avenue. A project of the Jefferson Area Board for Aging, it will have “affordable senior apartments, available in 2013.” Robert Hughes, with Nest Realty, describes the Woolen Mills as “eclectic,” due to the mix of old and new and the range of prices. “It’s a popular neighborhood, with a private, rural feeling. The new construction is expensive—I have a listing around $400,000 for a contemporary house. Most of the buildable land was to the east, and it is now being developed.” A persistent problem with odor from a sewage pump station at the foot of Chesapeake Street has apparently been resolved. The Rivanna Water & Sewer Authority stopped composting biosolids in 2007.

Riverview Cemetery, at 1701 Chesapeake Street, is privately owned, but open to cars and walkers. Laid out in 1887, its 50 acres occupy the top of a hill with views in all directions. Graves of the Meriwether and Lewis families date from 1807, and monuments commemorate the Marchant, Rosser, and Jessup families.

Are You Over or Under Insured?
H
ome insurance can bring a sense of comfort when a terrible episode occurs such as a fire or tornado when your home is properly covered. The ability to offset a potential future financial catastrophic event, in exchange for monthly premiums, seems like a financial invention for the ages. While it is true that insurance is a useful and responsible instrument that all homeowners should carry, the harder query is to the degree of insurance. How much home insurance does one need? Having too little insurance and a homeowner may find themselves being set back financially in the event of a loss beyond their coverage. This can lead to destruction to one’s personal wealth and a reduced standard of living. It is a risk to be under insured and one must think long and hard on the impact of their actions if they willfully under insure their property and belongings. On the other hand, having too much insurance is a waste in pay-

ing additional premiums. Insurance will only cover actual losses, so having a large amount of coverage does not help the homeowner receive any additional payout beyond a certain point. Gary Albert from State Farm Insurance says, “For many people, their home is their largest investment. What matters most is that your policy provides the coverage you expect and in a way that makes sense to you, when you need it, and at a price that is affordable.” Understanding how the home insurance policy works is vital in determining what level of coverage is being provided. Ask questions of your insurance agent, as he or she
is knowledgeable about what is and isn’t covered in your current policy and can help guide you either to fill in any gaps in coverage or remove excess coverage. “The base policy for many companies usually includes coverage for a main dwelling, which can either cover replacement cost (recommended) or actual cash value,” said Albert. “There is usually associated coverage for other structures and personal contents, which defaults to a percentage of the dwelling coverage amount. It is worthwhile to make sure these default amounts are appropriate for the homeowner’s personal situation.” The term “actual cash value” means that if you have a 20-year old

home that is destroyed by fire, the insurance will value the loss of 20-year old windows, 20-year old hardwood floors, 20-year old cabinets and countertops. Many of these items will be depreciated to reflect their age, which will reduce the amount of loss the insurance policy will cover. On the other hand, having a policy that determines the loss by the replacement cost method will calculate how much it would cost to replace those items with like kind materials and workmanship. This calculation method will yield the higher loss amount and enable the homeowner to rebuild the house back to the “like new” condition of the old home. Having a recent appraisal in hand can quickly tell you the replacement cost, as it is normally calculated and listed as the replacement value. Another question to keep in mind is how much of the home’s value is in the land? A home that may cost $300,000 might be sitting on a $100,000 lot with the structure itself only costing $200,000 to rebuild. While there is the cost of removing what is left of the current structure and your personal contents, it is possible to have coverage for less than $300,000 in this case. Personal items of large value should be specifically named and added as a rider to the policy. These may include expensive entertainment theaters, art, or jewelry. In addition, if you’ve done large capital improvements to the home, such as adding a deck or finishing the basement that adds $5,000 or two percent of the value of the home, whichever is less, it is time to revisit the policy to increase the coverage to reflect these changes. Personal liability is an ever-increasing financial minefield, as the suing nature of America seems to know no bounds. The potential to have a guest over to your home and have them get hurt on your property puts you potentially in the crosshairs for financial liability. It is easy for someone’s medical bills to add up to thousands or tens of thousands of dollars so it is important to ensure that your homeowner’s insurance policy has personal liability coverage for such a loss. Every year during the renewal period, review your policy to determine if it still matches your current situation. Be sure to ask your insurance agent any questions or concerns you may have as it is their job to be sure you are informed and have all the facts you need to make a wise decision.
